District Councillor Report Area Officers Delighted that our successful Area Officer initiative which falls with my Cabinet Portfolio received Silver award in the IESE Public Sector Awards scheme. This was due the enthusiasm and hard work of the officers in cleaning up our District and we shall be adding 3 more officers. if you have graffiti, litter problems, fly posting in your area please report either on line at https:// www.folkestone-hythe.gov.uk/home or directly to your Ward District Councillors whose details can be found on the same site Folkestone & Hythe Accelerated Delivery Board I have been appointed as one of the District Councils representatives on this Board chaired by Damian Collins MP which brings together business and local government bodies together to accelerate the delivery of ambitious regeneration plans for the District. As these plans come forward all residents of the District will benefit both directly and indirectly from them. Homeless The District Council has launched a long term campaign to help the homeless in our District. Details can be found at https:// www.folkestone-hythe.gov.uk/news/small-change-big-difference Safety through Public Space Protection Orders The results of the recent consultation on PSPO’s will be considered by Cabinet on 13th March. I am confident that we will be bringing forward some new Orders aimed at reducing anti-social behavior, Traveler Incursion and littering etc. by providing us with stronger powers to combat them. No use empty Our success in bringing back empty properties back into use was featured on a new BBC series in February. The No Use Empty 4
plus scheme has helped bring over 160 old building back into use. Local Government Elections Our District and Parish Councils seats all come up for election on 2nd May so this is likely to be my last report for the time being. From your County Councillor I attended Newington Parish Council on 11 March to report on KCC and to listen to the meeting. It was good to hear the positive feedback from councillors and public alike about the work done by Kent Highways contactors to the footpath along the A20 Ashford Road. Last year one of the Highways Stewards and I accompanied a Newington resident in her mobility scooter along this route and these works will certainly improve the path for her and many other users. The rest of my report concerned the preparations being made to keep traffic moving if there should be disruption caused by Brexit. Since then Storm Gareth and industrial action by French Customs Officers has been a reminder that we face disruption from other events and need robust plans to cope whatever happens about Brexit. Kent County Council is part of the Kent Resilience Forum which includes Kent Police, Highways England (responsible for the motorways) and many other public organisations. They have been planning for scenarios of varying degrees of seriousness. KCC has been updating its website with information as it is released and, by the time you read this, we shall have debated the latest update on Brexit at our Council Meeting on 21 March. A webcast of the meeting and the papers are on the KCC website at www.kent.gov.uk search for ‘webcast’ and choose the relevant meeting. As whatever I write will be instantly out of date, please look at the website for the latest information. 1 March was Secondary School Offer Day. There were 17,595 applications from Kent pupils for places at Secondary School a rise of just under 3% compared with the year before. Despite this increase the number of Kent pupils getting a place at one of their four listed schools has increased and 79% got their first preference school. Another issue much in the news is knife crime. We are fortunate in Kent not to have the level of knife crime that happens in our big cities and we want to make sure we avoid the gang culture that seems to fuel this type of violence. I am therefore pleased to report that Kent has secured £1.3m from the Government’s Supporting 21
Against Youth Crime Fund to help prevent young people becoming involved in gangs and youth violence. The money will be used to fund mentoring and community support workers in a joint project involving KCC, Medway Council, the Metropolitan Police and the Kent Police and Crime Commissioner. The grant will also be used to fund more intelligence operations and provide training for staff, young people and parents about the dangers of ‘County Lines’ drug trafficking and gangs. Earlier this year I met (and presented a Tryangle award to) a Kent teenager who had been involved in ‘County Lines’. He had turned his life around and was now working for KCC to stop young people like him getting sucked into criminal activity. It shows that young lives can be saved and the hope is this project will save more of them. Susan Carey, Member Elham Valley, Kent County Council
