Funding Available The Hythe Institute Fund considers applications for funding from local organisations including schools, scouts and guide groups, sports clubs and the trustees of local halls and facilities; who may require funds for maintenance or improvements. The recipients must be in the Hythe parish (including Hythe, Seabrook, Saltwood, Palmarsh, Lympne and Newingreen).

St Nicholas’ Church nestles at the bottom of the North Downs in the little village of Newington within the Kent Downs - Area of Outstanding Natural Beauty (AONB). The parish contains some of the finest, chalk downland habitat, and has spectacular views to sea and France. The chalk hills behind Newington and Peene are some of the best quality in Europe for the rare plants and animals that make it their home. This performance of The Armed Man: a Mass for Peace by Karl Jenkins (b 1944) is being given to mark the 75th anniversary year of VE Day and the end of World War 2. This year marks the 20th anniversary of The Armed Man: a Mass for Peace. It was commissioned by the Royal Armouries to compose something special to mark the beginning of the new millennium.

A joint report from your District and County Councillors for Newington The situation with coronavirus (Covid 19) has moved very rapidly and for the most up to date information it is best to look online (at official gov.uk and nhs.uk sites) or listen to local radio. Both your District and County Council have business continuity plans to ensure that services are still delivered (particularly to the most vulnerable). As a community we are sure that villagers will be looking out for their neighbours. It would be a kindness to ring those who need to self-isolate for a chat and to see if they need extra help. Here is a summary of what is happening from both Folkestone & Hythe District Council and Kent County Council. Those receiving care arranged by KCC should continue to do so with contingency arrangements in place should care providers need help covering vacancies. Arrangements are being made by FH&DC to coordinate help to the wider community from charities and volunteers. FH&DC will also be using extra funding from the Government to provide more support to rough sleepers or those at risk of rough sleeping. Hythe Swimming Pool will remain open unless and until Swim England advises otherwise. The Pool Water Advisory Group, who work closely with Public Health England (PHE), has advised that coronavirus would be inactivated at the levels of chlorine used in swimming pools. The changing and public areas will receive more regular deep cleans. There is already a discretionary fund for council house tenants who face financial difficulties. Essential on-site services are being maintained but all other support staff who can work from home are doing so. The major contractors used for repairs such as Mears, Gas Call and Town & Country are all reviewing their arrangements and some changes are being made to working practices such as repairs to households that are in self-isolation, etc., in line with Public Health England advice. Public toilets will remain open unless and until Government advice is to close them. The toilets will receive more regular deep cleans. Your waste and recycling collections should continue as usual. Those needing to self-isolate may wish to ask for an assisted collection where your bins are collected from and returned to your property. 21
KCC has agreed with Stagecoach, Arriva, Go Coach and Nu-Venture that the ‘no use before 09 30’ restriction on bus passes held by senior citizens and disabled people is lifted. This may help some people access the shops at the special times set aside for older people. All KCC services are operating as normal (as of 18 March) but all staff who can do so are working from home and you can expect events, workshops and conferences to be cancelled. The situation with schools varies but most were expected to close from 20 March. Director of Public Health for Kent Andrew Scott-Clark says: “I firmly believe that we should be calm and proportionate in our response. I am asking all Kent residents to keep washing their hands, be aware of personal hygiene and think carefully about the things you can do to minimise the spread, such as catching coughs and sneezes in tissues and then disposing of those tissues. This is the best thing we can all do to slow the spread of the virus. We anticipate an increase in numbers which is why our services have planned for, and are ready, for this situation. I’d like to reassure people that the risk to the general public remains low and that we continue to work with health colleagues and partners to do everything we can to stop the virus spreading and ensure the people of Kent are protected.” Both F&HDC and KCC have postponed most formal council meetings whilst we wait for the Government to allow meetings and voting to take place by video or telephone conferencing for councillors. Lawful decisions can still be taken by cabinet members and officers under delegated powers and we were fortunate that our budgets for 2020/21 were agreed in February. There will be some delay to planning decisions that were due to go to the Planning Applications Committee but the vast majority of decisions are made by officers and only the small number of controversial applications go to committee.
F&HDC submitted the Core Strategy Review to the Secretary of State for Housing, Communities and Local Government on 10 March. This is the plan for how we will meet development needs up to 2037. A Planning Inspector will now be appointed to conduct an independent examination. Here is the link to the papers. 22

Use online reporting first, email rather than ring, ring rather than call in person. Please be patient with staff as they are having to cope with the same sort of challenges as everyone else. The election for Kent’s Police & Crime Commissioner that was due to take place on 07 May will now be held in May 2021 so Matthew Scott will continue in post for an extra year. For those with online access books, audio books, newspapers and magazines are available from Kent Libraries and there is also a home library service for those who are unable to go the library. Before the present advice to limit contact was introduced Susan attended the AGM of the Friends of St Nicholas Church held in the church on 07 February. This non-religious group raises money for the fabric of the church which is such a valued part of the village landscape. The Friends also help care for the churchyard and its walls. The Friends are nearly at the end of the project to renew the walls which were in a parlous state and District Councillor David Godfrey helped this last stage of the project with a much-appreciated contribution of £2,500 from his ward member grant. We were both intending to be at the Parish Council meeting on 09 March but it was postponed as there was not a quorum of councillors.
