District Councillor Report
This month I would like to highlight a couple more good news stories: Green Flag Award Scheme: Three parks in Folkestone and Hythe District have been recognised as the very best in the world by the Green Flag Award Scheme. The Royal Military Canal in Hythe and Folkestone's Radnor Park and the Lower Leas Coastal Park have once again been awarded this prestigious accolade. Well done to all our staff who help keep these parks clean and tidy. A plea to all users is please use the litter bins provided or take it with you. Energy-savings grants: Eligible residents can now claim free funding for energy-saving improvements at home from Folkestone & Hythe District Council. Councils are able to refer people who they think are eligible for funding under the scheme. The government is offering grants to people whose household income is under ÂŁ30,000 - after the cost of their mortgage or rent is taken off. From your County Councillor
Your County Council is responsible for most of the roads in Kent but not the unadopted roads or the motorways. Here in Kent we have a permit scheme that requires any organisation (including our own road maintenance teams) to apply well in advance for a permit to undertake work that needs partial or full road closures and a plan is agreed for how long the works take with fines for any delays. Works are planned for up to a year in advance and are often timed for the school holidays to minimise disruption. Unfortunately Highways England is not part of this scheme and closes the motorway, often at short notice, without consideration for the knock-on effects to the wider road network. This year we have had too many instances of Highways England making closures that have caused major disruption to the rest of Kent’s roads. Highways England is answerable to the Secretary of State for Transport and KCC Leader Paul Carter has written to him in the strongest terms about the lack of co-ordination from Highways England. Paul has also pressed the case for the removal of 50mph speed limit and the barrier on the London bound direction of the M20 which is in place in case of disruption following Brexit. Both officers and members have protested to Highways England and there has been some adjustment to the closures and Kent Highways in turn has cancelled some long-planned roadworks to minimise disruption. There are still several major motorway closures to come including the complete closure of the M20 the first weekend in August for works on the new junction 10a and night closures of the M2 at times throughout the summer months. Check before you travel. There are three important KCC consultations currently under way where your views are welcome and you will find them on www.kent.gov.uk then search for ‘consultations.’ The first is the 'Energy and Low Emissions Strategy' which aims to make 24
Kent carbon neutral by 2050 (and KCC’s own estate by 2030). This means reducing emissions to zero, eliminating poor air quality, reducing fuel poverty and delivering an affordable, clean and secure energy supply for Kent. There’s also the ‘Kent Biodiversity Strategy’ which is about the restoration and creation of habitats for wildlife and plants. Then another important issue is the ‘Kent and Medway Domestic Abuse Strategy’ which is a joint three-year plan with partners such as the NHS and Kent Police. Matthew Scott our Kent Police and Crime Commissioner also has a consultation at www.kent-pcc.gov.uk/listening-to-you/ public-consultations This is his annual survey about priorities for Kent Police. It takes only a few minutes to complete and if, like me, you want more priority given to dealing with speeding and bad driving, this is the chance to move it up the agenda. Finally, I’d like to ask for your help. I’m in the process of nominating the Elham Valley Line Trust for the Queen’s Award for Volunteering (it’s like an MBE for organisations) and would welcome any letters of support about what a difference this place makes to the village and to the visitors.
