From Newington Parish Council Among the items discussed at the recent the Parish Council Meeting were the following: Report from KCC Community Warden Gary Harrison Gary said that there has been little to report in the parish recently. He mentioned that fly tipping that had been reported at Frogholt has been cleared by KCC and that Dan Mills of Kent Police has been carrying out regular inspections around the parish. Report from Kent County Council Councillor Susan Carey Susan reported on the financial challenge faced by KCC in the light of increased demand for social care, inflation and above inflation cost rises (e.g. the Minimum Living Wage) and a reduction in Government funding by £46m. This meant that discretionary expenditure was at risk as the recent debate on subsidies to uneconomic bus services showed. In response to questions about discretionary and statutory services, Susan explained that the bus subsidies were discretionary as were the subsidy to the Young Persons Travel Pass, Community Wardens, Childrens‘ Centres, the Kent School Games etc. but Kent also provided many statutory services at a level well above the bare minimum such as 21 Household Waste Recycling Centres 99 libraries etc. Post meeting note. Since the Newington Parish Council meeting, it had been proposed that KCC would raise council tax for 2018/19 by an additional 1% to 4.99 % which will help preserve services both statutory and discretionary. Report from Shepway District Council Councillor David Godfrey – Cabinet Member for Special Projects David delivered the following report: I was pleased to be able to use part of my Ward Budget to provide the new Peene notice board. My 2017/18 budget is now fully allocated but a new allocation for 2018/19 will become available in April. 12

2018 will be another exceptionally busy year for Shepway District Council as several major projects move forward, e.g. Hythe Swimming Pool at Princes parade; continued and more detailed proposals for Otterpool and further acquisitions by Opportunitas, our property investment company, with a view to providing more affordable homes throughout the District. We will also be carrying out appraisal work with neighbouring Authorities on waste disposal in preparation for current contract renewal at the beginning of 2021. There are still uncertainties about forward government funding to Councils and business rate retention schemes, but we are continuing to manage our budgets and continuously looking for cost savings whilst still operating efficiently and maintaining services. This has been recognised in this independent review (see below). An independent review of Shepway District Council’s spending in 2016/17 has praised it for being efficient and effective in managing its resources. In the annual audit letter presented to Cabinet on Thursday 14 December 2017 London-based auditors, Grant Thornton, said the council had put proper arrangements in place to secure economy, efficiency and effectiveness in the use of its resources and delivered value for money. They stated: “In all significant respects, the audited party (Shepway District Council) takes properly informed decisions and deploys resources to achieve planned and sustainable outcomes for taxpayers and local people”.

New Data Protection Legislation The Chairman and Clerk attended a workshop organised by the Kent Association of Local Councils in conjunction with Satswana Ltd who are Data Protection Officer (DPO) service providers. The workshop highlighted the imminent changes to data protection legislation. The Clerk summarised the workshop as follows: The EU’s General Data Protection Regulation (GDPR) will apply from 25 May 2018, when it supersedes the Data Protection Act 1998 (DPA). The new law marks a wide-reaching and significant shift in 13

the way that organisations must protect personal data. It grants data subjects a number of new rights, including the right to judicial remedy against organisations that have infringed their rights, and requires organisations to adopt “appropriate technical and organisational measures� to protect personal data. It also introduces mandatory data breach reporting. All organisations, including parish councils, who handle data will be required to appoint a DPO. The next Parish Council Meeting will be held on Monday 12th March at Newington Village Hall, starting at 7.00pm. Members of the public are welcome to attend.

NEWINGTON (SHEPWAY) PARISH COUNCIL - VACANCY Applications are invited for the post of Clerk to Newington (Shepway) Parish Council. The Clerk’s duties will include the post of Responsible Financial Officer and the servicing of Council meetings. The successful candidate will need a strong level of personal commitment, accurate administrative and financial skills, with good communication skills and an ability to deal with a range of issues. The post holder will work closely with Councillors to plan and implement the aims and objectives of the Council. Newington is a small parish approximately 3 miles west of Folkestone in Kent with some 300 inhabitants. The Clerk will be an employee of the Council and remuneration will be for 4 hours per week. The salary scale is in accordance with NALC recommendations for Part Time Clerks. The precise starting point for the successful candidate will depend on level of qualifications and experience. Meetings in Newington Village Hall and are usually held bimonthly on the first Monday of the month. The parish council currently comprises a Chairman and four other councillors. District Councillor Report First let me wish everyone a prosperous and peaceful 2018 This edition contains a welcome report from the Newington Parish Clerk which contains my report to the Parish Council therefore I will not duplicate it here and simply report on the news of this week. Readers will be aware that at its meeting on 17th January 2018 Shepway District Council voted to change its name to Folkestone and Hythe District Council. I was supportive of this change as in my travels I have not met anyone who knows where Shepway is and I believe the new name brings a sense of place which will be advantageous when attracting inward investment. We have received many letters of support from business organisations and I quote the following comment Facebook comment from a senior manager in a large international logistics company: “It will make it so much easier when I am talking about Brexit to our organisations and the channel crossings� I look forward to bringing you further news during 2018 Councillor David Godfrey, Cabinet Member

From your County Councillor Together with my district council colleague, David Godfrey, I attended Newington Parish Council meeting on 08 January. Since that meeting and since my last report in Newington The Sentinel there have been two important changes in the financial equation for Kent County Council. The first is that the Government is raising the limit on how much council tax can increase for local authorities from 2% to 3% in acknowledgement that inflation continues to be at this level. Those councils that are responsible for social care are allowed to raise an additional 2% on top of this specifically for extra social care spending. The KCC budget for 2018/19 will be debated and agreed on 20 February and it is likely that the council will agree to take full advantage of this and increase council tax by 4.99%. This rise will protect front line services and enable us to increase spending on social care for both adults and children by £16m. The extra money will also enable us to substantially reduce the savings proposed on subsidised bus travel from £2.25 million to £0.45 million. There are smarter, more responsive ways to deliver these services. KCC will be holding a series of conversations with parish councils and communities on how this can be delivered – mini buses, care and taxi sharing are all possible options. Talks with the bus companies themselves are also finding ways to make the savings we plan. Another piece of good news is that the Government has selected Kent to be a pilot area for retention of business rates. This will benefit not just the County Council by an estimated £6m but the District Council and Kent Fire and Rescue Service as well. We are still waiting to learn if the Government will fully reimburse KCC for the costs of caring for Unaccompanied Asylum Seeking Children. The Government has for some time left Kent taxpayers with a shortfall to pay for these costs (since 2006 the gap totals £25.4m) and for this financial year the shortfall is £4.6m. It is an intolerable position for Kent and we have been calling on our MPs to help us get full payment. 20

KCC is still in need of people to foster children both from Kent and the Unaccompanied Asylum Seeking Children and we are also looking for people to become a host (a paid role) to people with learning disabilities, mental health conditions, autism, sensory impairment or dementia. The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage. Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes. The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.
