When Alain and Jasmin closed La Salamandre we feared a favourite eatery had left the High Street for ever. We are delighted therefore that a worthy alternative called Lashings Caferant has been opened. It is called a caferant because as well as offering continental breakfasts, teas, coffees and cakes it also does three hot lunches and the menu changes every day. It is here that its owner, Ben Mansell, has identified a need that I've not seen before. The lunches come in three different sizes, peckish, hungry and famished with prices at the time of visiting of £6.50, £7.50 and £8.50 respectively. Ben is a most agreeable host and is determined to make his venue a welcoming space in our town. His food is sourced locally wherever possible except for the delightful bakery and pastry products that fair from France - and so they should. The Sentinel is working hard with others in the community to make Hythe the place to visit and to help us Ben has offered a 10% discount off a hot meal until the 15th March. Happy lambs - under threat! by Douglas Squirrel I'm pleased to be writing again about our neighbour, Frogholt Farm, where there are both pleasant and unpleasant developments. On the negative side, the flock of 700 sheep have suffered two very aggressive and terrifying dog attacks from those walking their animals without leads. In one case, two dogs chased multiple ewes up and down the field at great speed. Luckily both were brought under control before any sheep were permanently injured. In another case, a ewe was badly bitten and had to have special treatment to be brought back to health. It is absolutely vital that all of us ensure that wherever we are in the fields, we keep our dogs on leads. Even the most docile-seeming dog can decide it's time to "play" and irretrievably damage individual ewes--or worse, cause a very dangerous stampede that can injure or kill many members of the flock. Please not only keep your own dogs on leads, but advise others you may see about how important it is to control your animals when around livestock However, in happier news, the rams have been "visiting" the ewes through the winter and thanks to modern scanning technology, we will soon be able to estimate how many young lambs will be gracing the fields in April. Ben and Lou are preparing to bring in extra labour to assist in lambing. We are very hopeful that the winter, mild so far, will allow the flock to thrive! They have certainly been enjoying a lovely crop of winter grass as they cycle through the various fields of the farm; as of this writing many of them are in the large field south of the rugby pitch by the M20, and they will be moving to other fields in succession throughout the winter. Finally, I must return to the topic of dog worrying and remind readers that this is a very serious crime. In both cases we have seen this winter, the police were involved and prosecutions were considered, though thankfully it didn't come to that. We can only be grateful that no more serious consequences resulted for the flock, the dog owners, or the dogs (a last resort, permitted by law, is for an affected farmer to kill a dog who is threatening sheep). Please, once again, help your neighbours by keeping your dogs on leads when you visit the farm! 8

District Councillor Report Welcome to 2019 2019 begins as 2018 ended with uncertainty over Brexit but notwithstanding Westminster’s woes we local Councillors are determined that our Services, plans and aspirations for the District continue without loss of momentum. A ticklish start… We had an amusing hiccup at January’s Newington Parish Council meeting as the village hall was double booked but your ever resourceful parish councillors quickly arranged for us to re locate to Georges Barn which was little chilly but job done Funding for independent living In December 2018 the Government allocated an additional £134,000 to the District Councils disabled facilities grant which funds adaptions to help people continue living independently in their homes. During 2018 the Council spent £400,000 improved 50 homes with specialist equipment such as stairlifts, ramps, level access showers and this additional funding will enable us to adapt dozens more. Recycling and Litter According to national statistics the District produced 22kg less general waste per household in 2017/2018 than the previous year, the lowest amount in any year in the past decade. We congratulate and thank residents for their commitment to the environment by disposing of Rubbish responsibly. Having said here are still too many irresponsible individuals continuing to drop litter. Our Area officers are working hard to assist local parishes to clean up hot spots although we are unable to tackle some road verges for safety reasons and these need to be dealt with separately. There was a very successful Community litter pick in Hawkinge on January 19th at which our Area officers and myself were supported by a sizeable 19
number of residents on a brisk but sunny morning who enjoyed socialising whilst making a valuable contribution. We continue to successfully identify and prosecute fly tippers. Good news stories During 2018 Folkestone and Hythe District Council staff voluntarily raised over £4700 for good causes such as Alzheimer’s Society, Demelza House, children’s hospice. From your County Councillor I wrote last month about the joint planning of the Department for Transport, Highways England, Kent Police and Kent Highways are doing to deal with different levels of disruption to Cross Channel traffic. The contingency plans involve better use of the M20 by keeping the London bound lanes available for two-way traffic and the Coast bound lanes for queuing traffic. Manston airport will also be used as a holding area and the test on 07 January showed that it is possible to release lorries into normal traffic. This means that the traffic waiting for the ports can be more evenly divided between the M20 corridor and the A2/M2 corridor i.e. not all through Newington. KCC has received welcome news of additional funding over and above the extra announced in the Chancellor’s Autumn Statement. Whilst we still need to make savings, we can now balance our budget for 2019/20 without drastic reductions to our discretionary services. We have a full day of debate on 14 February on the budget and this will be webcast live via www.kent.gov.uk Matthew Scott, Kent’s Police and Crime Commissioner launched a programme of ‘Meet the Commissioner’ events across Kent with the first being held at Stelling Minnis which I was pleased to organise. Issues ranged from rural crime to sentencing policy and Matthew talked about the preventative work he has been commissioning to reduce the number of people having a mental health crisis with nowhere to turn but the Police. Matthew is increasing the number of Police officers in Kent and he’s consulting on his plans for 2019/20 including the budget needed to take this increase to 400 extra officers. January saw both a Tryangle awards for young people of our district on 11 January and the Spirit of Try Angle county-wide event held on 20 January at the Ashford International and I was honoured to present some of the awards at both events. It was heartening to hear so many positive stories about the good work young people are doing such as fundraising for a defibrillator, running dementia cafes, 21
excelling in sport or art and in personal development. It was a welcome antidote to the relentlessly negative portrayal of young people by so much of our media. These were young people of whom we can all be proud. I attended Newington Parish Council’s meeting on 14 January and, as my District Council colleague, David Godfrey reports elsewhere, we needed to move the meeting because of a double booking at the village hall. Fortunately two of those present had keys to the Barn and the Church so we had a choice of alternative venues. Among the issues raised at the meeting was the long wait for pothole repairs. Kent Highways is potentially liable in court if it does not prioritise the most safety critical work first but if you think work has been forgotten or delayed for an unreasonable amount of time then please contact me with the relevant fault report number and I will follow up.
