From your County Councillor The decisive result of the General Election means we have certainty over many issues facing your County Council not least Brexit preparations. We no longer expect disruption on 31 January and Highways England plan to remove the much-loathed Operation Brock from the M20 by the end of January. This will of course mean that if there is cross Channel disruption due to bad weather, industrial action or other emergency, we will once again have Operation Stack and KCC is pressing the Government to do more to make trade between the UK and continent ‘frictionless’ by use of new technology for ‘smart borders’. I have been greatly enjoying getting to grips with my new responsibilities for Environment at Kent County Council. KCC has been working on environmental issue for many years and carbon emissions from our own buildings and activities have been on a downward trend for a long time. Looking at the work our officers are already engaged in, I am confident that KCC will be able to reach net zero-carbon. We will be sharing more details on the timescales for this in May 2020. I’m aware that many people want us to accelerate progress on this and I do as well. There’s so much that has already been done and so much in progress. There’s a £10m district heating project, public transport plans, solar panels on our buildings and opportunities for job creation in the new ‘green’ industries as well as further progress on reduction of domestic waste and improvement of recycling. These are projects largely in our direct control and what we call ‘no regrets’ actions – in other words projects that make sense for many reasons not just environmental and which we will not regret doing. We have also committed that the whole of Kent (not just council-controlled activities) will be zero-carbon by 2050. This does not mean that nothing happens till 2050 as to reach this target an enormous amount must be done before then. Everyone will be able to contribute to this goal at an individual level, as a community, business or voluntary group level. I have asked the KCC officers to use our website to give advice on what makes the most impact. KCC has just launched a consultation about our next 5-year plan. It’s been written with input from County Councillors as well as focus groups of Kent residents. Now every Kent resident has the chance to tell us if you think we have got the balance right. The ambition is to make Kent the best place to live, work, play, learn and invest in. The draft plan sets out seven outcomes to improve life in Kent. These are supported by a series of short and long17
term objectives that we will deliver. The draft is clear about how we will work with partners and what we need from the Government. The document is, I believe, largely free of jargon and worth your attention. KCC has a track record of delivering on its 5 year plans so please go to www.kent.gov/5yearplan and tell us what you think. The consultation is open till 17 February 2020. You may have noticed that several trees and shrubs along the Ashford road near the entrance to Newington have been cut back. These were either diseased or in danger of obstructing the Highway and the works were authorised by KCC. One of the pieces of work I’m currently engaged on at KCC is a policy about our ‘natural capital’. KCC has made a commitment to plant a tree for every resident which we will do but our natural capital is more than just trees. If this is a topic that interest you, do please follow this work through the Environment and Transport Committee at KCC. The papers for and webcasts of these meetings are on www.kent.gov.uk and there’s a paper on ‘Natural Capital’ tabled for the meeting on 23 January.

District Councillor Report As I write temperatures are dropping but so far no snow disruptions in Kent. It’s a time for us to look out for any vulnerable neighbours who may struggle to keep warm.
Litter I was pleased to see that my fellow Ward Councillor Stuart Peall’s environmental enforcement team have achieved another prosecution for fly tipping this time in Hythe where the guilty party was fined £432. Otterpool Park Otterpool Park has received further Government support from MHCLG Garden Communities capacity funding for this year we’re receiving £580K. It’s the second highest allocation to any project. This will not of course fund building but will help ensure that we can employ the best advisory resources to meet our ambitious plans to deliver a mix of homes to meet future needs over 30 or more years.
Community safety Special meetings are being held for Folkestone and Hythe district residents to have their say about any community safety issues where they live. The regular meetings are being organised by the Folkestone & Hythe District Community Safety Partnership whose members want local residents to share ideas and help identify priorities for tackling crime and anti-social behaviour in their communities. The first of the series of meetings is being held at 7pm on Thursday 30 January at the Saga Pavilion, Enbrook Park, Sandgate High Street, CT20 3SE and is for those living in the Folkestone East, Folkestone West, Folkestone Central, Folkestone Harbour, Broadmead, Cheriton, Sandgate, Hythe and Hythe Rural wards. On Wednesday 26 February residents from New Romney, Romney Marsh, Wallend and Denge Marsh are invited to the Marsh Academy, Station Road, New Romney, TN28 8BB. On Thursday 26 March those living in North Downs East and North Downs West can join a meeting in the Hawkinge Community Centre, Heron Forstal Avenue, CT18 7FP. All 19
