From your County Councillor KCC has recently held consultations on our 2020/21 budget, our Low Emissions Strategy and on Biodiversity. Thank you to those of you who responded. Work continues on the budget for 2020/21 which will be agreed at our meeting on 13 February. I am also working with KCC’s officers on the plans for a zero carbon Kent by 2050. This date may seem far away but it actually requires considerable progress by earlier dates to meet the target. Work is already underway on many projects as diverse as district heating, solar farms on our closed landfill sites and significant tree planting. 2020 will see KCC publish a plan for achieving zero carbon with key milestones for how we will reach this goal. Do please continue to report potholes and other highway problems to KCC. Online is best as you can use a map to pinpoint the location. Go to www.kent.gov.uk and search for ‘Highways’. You can also ring 03000 41 81 81 in office hours or 03000 41 91 91 for emergencies outside this time. Always note the reference number you are given which helps if the problem need chasing. For the whole of 2019 to the week ending 06 December our contractors had fixed 3,770 potholes and patched 56.384 sqm of road in our district. I am sure that many of you will have seen that several trees along the A20 have recently been felled. I am told by Kent Highways that they had been identified as dangerous and/or diseased so had to be removed. It’s always sad to see trees removed but I hope villagers will understand why these works were needed. With every good wish for a prosperous and Happy New Year.

District Councillor Report Let me begin by wishing everyone a Happy Christmas and a Peaceful 2020.

General Election The election is over and we can now move forward with the uncertainties of the seemingly endless Brexit debate behind us. I am pleased to see a strong majority government with a clear mandate and I do not hold out any fears for the future.

Housing Consultation A public consultation into revised central government's housing targets for the district has been launched. Folkestone & Hythe District Council (F&HDC) consulted on its Core Strategy Review earlier this year, but updates to national policy and guidance mean the minimum number of dwellings required has increased. As a result, it is proposed to amend the Core Strategy Review to reflect a new minimum housing figure of 13,284 to 2036/37 - the equivalent to 738 new homes a year. This represents an increase by 438 houses over the plan period or an additional 24 houses a year. At present, it is considered that the difference can be met through existing allocations, in particular Otterpool Park, without the need to intensify or find additional sites. Members of the public are now being invited to comment on the revised housing figures in a seven-week consultation which runs until 5pm on 20 January 2020. East Kent Housing A comprehensive report into why problems with health and safety arose at some properties managed by East Kent Housing (EKH) has prompted swift and decisive action by four east Kent councils. 18

Another success in the war against fly tipping A resident who repeatedly dumped household waste less than 100 metres from her Folkestone home has received a hefty fine. Samantha Beazley discarded black sacks and other rubbish in two locations near her Darby Road property last February, September and December. Folkestone & Hythe District Council (F&HDC) investigated each incident after concerns were raised by two members of the public. The accused failed to respond to eight separate letters and notices offering her an opportunity to provide a defence, but denied any involvement in the fly-tipping at a preliminary hearing in May 2019. She did not attend the full Folkestone Magistrates' Court hearing on 18 November, but was successfully prosecuted by F&HDC under the Environment Protection Act 1990 in her absence and fined £300 for each offence. Ms Beazley was also ordered to pay £760 costs and a £30 victim surcharge - bringing the total bill for her actions to £1,690. “This type of inconsiderate behaviour creates health and safety issues, and spoils our beautiful district for everyone. Fly-tipping is a criminal offence. In this case, the resident continued to offend even after we had written to her about the first incident. If you find dumped waste on public property, please report it to us - we'll arrange for it to be picked up and try to prosecute those responsible.”
