From your County Councillor I’m delighted to be writing to you once more as your County Member. Nearly 5,000 people voted in our Elham Valley division (which includes Newington parish) and I received 54% of the vote (up from 44% from the previous County Council elections in 2013). My vote was 2706 with a majority of 2067. The rest of the votes were spread fairly evenly among the rest of the candidates. Turnout was slightly up at 36% (compared to 35% last time) and this was higher than the average turnout of 32% across Kent. I thank everyone who voted for me and those who helped with my campaign. I promise to do my best for everyone in the division. For Kent as a whole the Conservatives had 50% of the vote and won 67 of the 81 seats. Labour won 20% of the votes but only 5 seats and lost all their sitting councillors. The Liberal Democrats won 14% of the vote and kept the same number of councillors (7) and now become the official opposition. UKIP lost all the 16 seats they won four years ago. The boundary review makes direct comparisons difficult but in the Shepway area the Conservatives won 43% of the votes (up 10% from the 2013 election) and five seats and the Greens won 15% of the vote and one seat. All the results are available on the KCC website. At the start of a four year term all the newly elected councillors must undergo security checks and submit a variety of forms required by law. We are also given briefings on our responsibilities especially those concerning our role as corporate parents to the children in care. We are allocated committees or special responsibilities and I am pleased to be appointed KCC’s Cabinet Member for Customers, Communications and Performance which includes responsibility for (among other things) our website, internal and external communications, performance monitoring, risk management and audit. Here in Newington I was able to attend a fundraising event for the Friends of Newington Church on 1 April when they held a Fish and Chip Supper in the church itself. I also attended the Annual Parish Meeting on 10 April and the Elham Valley Line Trust over the Easter holiday. I saw many residents and much of our countryside during the election campaign which was a real treat in the Spring sunshine. There have been two important Government announcements since I last made a report to you. The site for the Lower Thames Crossing was announced - a decision that the County Council has been pressing to be made for the last 15 years. The Lower Thames Crossing will be a tunnel (less subject to weather disruption than a bridge) linking the A2 east of Gravesend in Kent and Tilbury on the Essex side of the Thames. Nearly 47,000 people responded to the public consultation on the Lower Thames crossing and this was the route supported by the majority. The benefits to our area are significant. At present, most of the traffic to and from the Channel ports goes on the M20 because it is the quickest route. The Lower 16


Thames crossing will offer a faster route for traffic between Dover and the Midlands which is where most of the HGV traffic is bound. This will relieve pressure on our roads by dividing the traffic between the two routes. Such a project will take many years to deliver but it is at last on the way. The other piece of good news was the extra £2bn allocated by the Government for adult social services over the next three years. Kent’s share of this is £26m this year (£52m in total over three years) which is a significant increase to our £364m annual social care budget. We will be debating how best to use the extra funds at our first full council meeting on 25 May which will be webcast if you want to watch. The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage. Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes. The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.

District Councillor Report Congratulations to my colleague Cllr Susan Carey on her return to KCC in the recent election and her appointment to the KCC Cabinet. We now have the General Election to deal with then we can get on with the business in hand. Some of our business does continue unaffected and this included the Shepway Council Planning committee refusing an application for a Lorry Park at Otterpool Quarry opposite the Airport CafÊ. Regarding the proposed large lorry park at Stanford a Judicial Review has been deferred due to the Election which is irritating and causes us to wait longer for a solution to overnight lorry parking. I am assured that the additional powers granted to KCC to fine offenders will be diligently applied. In my last report I advised that tree planting by Eurotunnel would take place in April, they have informed me that this was delayed but everything is now going ahead and should be complete by the end of May. A watering plan has been organised by the contractor to ensure that late planting does not jeopardise growth Still on highways issues work has finally commenced on variable speed restrictions to replace the much hated 40 mph limit on the A20 between Folkestone and Dover. At Shepway D.C work continues on the proposed new pool and housing at Princes parade, Hythe and the Otterpool Garden Town continues with latest updates available at https://www.shepway.gov.uk/princes-parade https://www.shepway.gov.uk/otterpool-park Gardeners will be pleased with the end of a long dry period and arrival of warmer weather but I look forward to a dry day for the Newington Fete on 10th June.
