An Artist's Journey of Inspiration From: 21/04/2018 to: 25/05/2018 David Goad's artistic "journey" has been one of well over 50 years and has covered a wide range of themes, media, fashions and artistic styles. He has been influenced by all around him - technical, cultural, historical and his own imagination. This "Journey of Inspiration" is evidence of his using this experience and his 'open and enquiring mind' to give us his record of places across Europe that have captured his imagination.

District Councillor Report At Newington Annual Meeting a resident highlighted the poor condition of the bus shelter on the A20 opposite the Newington/Peene junction. Having established that this was the responsibility of Folkestone-Hythe District Council I am pleased to report that officers responded swiftly and have arranged for the cleaning of the shelter and to cut back surrounding weeds. Our contractors are busy this work should be completed by in the next couple of weeks.. I am assured that during this process should any panels need replacing they will be attended to. This month signals the start of the District Council 2018/19 cycle during which we will be slowly implementing the Transformation scheme which is designed to put customer service as the number one priority. One item of particular interest to all is that we will be seeking to strengthen enforcement actions against fly tipping, dog fouling etc. Whilst our officers cannot be everywhere at once and the budget restricts additional recruitment we believe we can improve matters with your help by encouraging you to report incidences such as fly tipping, illegal caravan parking and persistent dog fouling as soon as possible . During the year as part of my portfolio I shall be looking at options for replacing our current waste collectioncontractwhichterminatesin2020. Therearesomeveryimportantstrategicdecisiontobe taken in this respect which need to set in motion prior to the Council elections in May next year. From your County Councillor At the County Council meeting on 17 May I was very pleased to second the motion that allows us to draw down £2m from our reserves to help fund the pothole repair programme. KCC has engaged Steadline Ltd to do extra work in the Folkestone & Hythe and Ashford areas on filling potholes and patching wider areas of damage. From 1 March to 11 May in our district there have been 1,025 potholes filled and 2,127 square metres of patching and we expect this work to carry on until at least August. The website www.kent.gov.uk has an interactive map where you can report potholes (and other Highways faults) or you can ring 03000 41 81 81 in office hours and 03000 41 91 91 for emergencies at other times. Almost as important to us as our road network is the broadband network. I’ve written before about the investment KCC has made (with match funding from the Government) to improve access in Kent to superfast broadband. 95% of properties in Kent now have access to a superfast broadband service of at least 24mbps but some parts of Newington Parish are among the estimated 31,800 properties in Kent without access to superfast broadband. Of these an estimated 1,550 have broadband speeds of below 2mpbs. KCC is continuing work with BT Openreach to increase the number of properties with access to superfast broadband to 95.7% by the end of 2018. Thereafter we intend to help those who are still without access through a Kent Voucher Scheme offering a subsidy to householders so that they can arrange their own connection either individually or in community groups. The scheme is due to launch this summer with an initial £1m of funding offering a voucher of up to £1,700 per property towards the costs of installing a superfast broadband connection to properties currently receiving less than 24mbps. Householders may prefer to wait for the Government’s Universal Service Obligation for broadband which will give homes and businesses the right to request a connection of at least 10mbps up to a ‘reasonable cost threshold’ of £3,400. However, the scheme requires secondary legislation and is not expected to launch before March 2020. Assessment and then provision of infrastructure may 29

then take up to 18 months. Only properties receiving less than 10mbps will be eligible and the scheme only guarantees download speeds of 10mpbs.
