Report from your District Councillor for Newington Let me begin by once again thanking everyone for their response to the situation we all find ourselves in. The majority have stayed at home and when venturing out respect the safety guidelines. I continue to have regular virtual meetings with officers relating to my Portfolio responsibilities. On Tuesday 18th May the Councils Overview and Scrutiny Committee held its first online meeting which was webcast live. Cabinet will have its first formal online meeting on Wednesday 27th which will also be webcast. KCC have opened waste collection Centres for essential use only with strict controls and a booking system. Details can be found on the https:// www.kent.gov.uk/ under Waste, Planning and Land. The following from our Head of Paid Services outlines Folkestone & Hythe District Councils response to the Pandemic. Operational response: •

In line with government guidance, our working arrangements will continue as in recent weeks with the majority of our staff able to work from home. Our operation grounds maintenance team continue to observe social distancing and we are working through the latest guidance of providing a covid-secure workplace. Parts of the civic centre will be open to tenants that cannot work remotely, and for specialist IT maintenance, with additional cleaning regimes being put in place. In order to keep close to our employees, a second survey has gone out to staff to ask them what processes and behaviours have adopted during this period of working remotely that they would like to retain. This survey closes this week and I will share a summary of the results in a subsequent update. We continue to make the best use of video, skype and zoom technologies to allow us to feel connected to our colleagues. If any councillor would like to send a video in for distribution to staff, with messages of support or an update on their portfolio, then I would 18


be grateful for your endeavours. Those that have been sent have certainly been well received; thank you Cllrs Monk, Hollingsbee and Godfrey. If you need any support on this, Economic response: •

Our business rates team continues to process support grants. As of last Friday, the team has distributed £23,845,000 (more than 82% of the total allocation) to more than 93% of eligible businesses; amazing job well done. A letter was sent out yesterday to ask that the remaining 150 eligible businesses either claimed support or let us know that they do not wish to claim. This week MP Amanda Solloway from the Department of Business, Energy and Industrial Strategy called the manager of the team, Jo Robinson, to express her gratitude. A nice touch and well deserved praise. We are working through the guidance on discretionary payments and will be able to advise you more in the coming few days.

Over the past few weeks the Head of Paid Services had numerous calls with govt officials at DCN and MHCLG. This is in addition to the ongoing rhythm of county based Kent Resilience Forum (KRF) calls that the wider response team are also undertaking. Kent Police continue to run their domestic abuse campaign which we are supporting on social media. As you may be aware, the 16 – 24 May is Mental Health Awareness Week and we’re posting something related to mental health each day on our social channels and also taking the opportunity to support the Kent-wide Release The Pressure campaign. Funding Available The Hythe Institute Fund considers applications for funding from local organisations including schools, scouts and guide groups, sports clubs and the trustees of local halls and facilities; who may require funds for maintenance or improvements. The recipients must be in the Hythe parish (including Hythe, Seabrook, Saltwood, Palmarsh, Lympne and Newingreen).

This is the tale of Hana, a young girl who moves from where she was born in London, to the Kent coast. They discover a wonderful area called Prince's Parade which is full of amazing animals, has a beautiful canal and is right next to the sea too! By buying this book you will be helping to protect it. All profits from it will be donated to the Save Prince's Parade campaign which aims to halt plans to develop the area into a housing estate.

This walk through the history of Sandgate to the present day was first performed at the Chichester Hall a decade ago on Wednesday, 9th June, 2010. It is now available on Kindle or in paperback.

Report from your County Councillor for Newington How very much I am missing you all and normal village life - the Parish Council meetings, the events staged by the Friends of St Nicholas church, the village hall and Elham Valley Line Trust. Let’s hope it won’t be too long before we all meet again. In the meantime I have been getting used to doing my councillor duties remotely. Of course much business is already done by phone and email but we have now been holding meetings via the internet and it’s been a steep learning curve to master some of the technology (although turning the machine off and turning it on again often seems the answer). Despite not having to make the journey to and from County Hall most weekdays or go to parish meetings in the evenings I am actually spending more hours working than before (I know this as there’s a rather annoying facility on my KCC computer that keeps an eye on how much I am doing and chides me for responding too quickly to emails!) With so much changing so quickly, the best place for up to date information are the websites. As well as gov.uk there’s Kent.gov.uk with regularly updated information on how services are affected by Covid-19. Compared with many other parts of the country, Kent’s services have largely continued. Our call centre still takes normal calls (some other councils have only taken emergency calls), our road repair service continues (some other councils have only dealt with emergency callouts), over 6,000 KCC staff are working from home many of them home schooling their children and coping with the same challenges we all face. As I write our libraries and council buildings remain closed but our Household Waste Recycling Centres are re-opened and accepting the full range of waste. There’s an enormous amount of work being done to support vulnerable children and adults in Kent both our every day work and the extra work brought about by the Covid-19 emergency. On 01 April we launched KentTogether a 24 hour phone line (03000 41 92 92) and online form for people to ask for help for themselves or others. Recently we have also had to cope with a sharp rise in the number of Unaccompanied Asylum Seeking Children (UASC) arriving in Kent. KCC is currently caring for 469 under 18 UASC Looked After Children (LAC) and 932 UASC Care Leavers. Most strikingly, we have had to cope with 160 new arrivals in 2020 so far. This is on top of our responsibility to 1,450 of our own indigenous LAC and 1400 children placed here by other local authorities. We calculate that the additional cost to Kent so far of the UASC arrivals and demands of Covid 19 for isolation is in the region of £200,000 spent already and £672,000 in future commitments. These are costs that are not in our budget and are simply unfair for Kent residents to meet without help from the Government. It is a sad fact that some people become more vulnerable during the lockdown period. KCC’s social services are receiving more reports of domestic abuse and you can report non-emergency cases at www.kent.gov.uk/leisure-and-community/community-safety/report-abuse or to Kent Police www.kent.police.uk/services/report-a-crime/kent-policeonline-reporting/. In an emergency or if someone is in immediate danger, Police are urging people to call 999. There’s lots more going in in help for businesses, recovery plans, new school buildings and our plans to reduce carbon emissions and improve the environment here in Kent. More meetings at the County Council are being held in public online and there’s lots of information on the website so you 23


can see what’s going on. I am still available to help individuals in my division.
