This year’s Hythe annual town meetings saw the launch of the very first Hythe Citizen of the Year Awards. Hythe Town Hall was crammed with residents, local organisations and councillors to The meeting was crammed with residents, representatives of organisations and councillors witness the discussing town business awards ceremony. INFORMATION ABOUT GDF Folkestone & Hythe District Council has responded to a Government consultation on two aspects of the Geological Disposal Facility (GDF). The GDF is a proposal from the Government to safely dispose of nuclear waste from power stations such as Dungeness, Bradwell and Sizewell. It would also cover waste from defence uses. It involves placing waste in specially built containers deep underground – up to 1,000 metres below the surface. This could be under sea or under land. Waste would be sealed in the containers, made from metal or concrete, and also sealed underground. The consultation is the latest stage in the GDF project. A Government White Paper was produced in 2014, exploring previous progress on the project and any lessons that could be learned from that. The consultations have two specific strands: how the application for development consent for any underground site would be handled, and how communities can be involved and consulted. Folkestone & Hythe District Council are particularly interested in the latter, and Cllr David Godfrey has responded on behalf of the council on this point. I’ve added a quote from him below that you may find useful. Cllr David Godfrey, cabinet member for special projects at Folkestone & Hythe District Council, said: “This is a very longterm project for the Government, with the facility expected to open in 20 years or so and operating for about 150 years before being permanently sealed off. No site has been identified and the Government has not yet asked for possible sites to be identified. It is clearly a sensitive issue and one that residents will rightly want to be included in discussions about. The programme depends on finding a site that is geologically suitable as well as where the local community is willing to accept it so there would be a full public consultation before any sites are adopted.” Any community that decides to take part in early discussions would receive a payment of up to £1million per year, with up to £2.5million per year if more detailed site investigations take place. There would also be long-term benefits around employment and economic development for the community that is eventually selected. It is anticipated that the Government will be asking for suggested sites later this year, and these could be put forward by any interested party. Communities which take part will also have a right of withdrawal from the process right up until a final test of public support. From your County Councillor On 09 April I attended the Newington Annual Meeting and along with several village organisations presented a report on KCC over the last year. Potholes and flooding of local roads (particularly near Bargrove) were among the issues discussed. I wrote about potholes last month and since then over 500 potholes have been filled in our district. There are still many more to fill and Kent Highways have a £8.2m programme under way to do so. This will cover both potholes and some of the more pressing drainage problems (I know the flooding near the rugby club at Bargrove is high of the priority list). Do please make sure our area benefits from this funding by reporting all the potholes you see. I use the www.kent.gov.uk website to report potholes. There’s a map where you can pinpoint problems. It will show if someone has already reported the problem and if not you can make a report and be given a reference number. The reference number is helpful if the work needs chasing. Alternatively you can ring 03000 41 81 81 in office hours and the call centre will use the website to report the problem. In an emergency or outside office hours you can ring 03000 41 91 91. If there’s immediate danger to life then ring 999. Emergency repairs are done within 2 hours, other repairs should be done within 28 days. Last year I reported that KCC had made a bid to the Government’s Housing Infrastructure Fund for a £281m grant for the infrastructure funding for Otterpool Park Garden Town. We were unsuccessful with the Otterpool bid although a separate £40m bid by KCC for Swale has made it through to the second round. The Government is instead choosing to support Otterpool Park through its Housing Agency, Homes England which has recently bought land within the designated development area. Homes England has become a partner with Folkestone & Hythe District Council (Shepway’s new name from April) and Cozumel (the owners of Folkestone Race course). The work done by KCC for the bid will be put to good use in the delivery of the Garden Town at Otterpool Park as it will still need the infrastructure in place – roads, schools, medical facilities, upgrades to Westenhanger station etc. but this will now happen on a longer timescale. Did you know that Trading Standards is a KCC service? It’s one of around 300 services run by KCC and it’s increasingly busy. This time last year (April 2017) Kent residents lost over £470,000 to investment and pension scams with one victim losing over £400,000 of their pension fund. In total that month alone 226 reports were received about online scams with a 25
combined loss of £1.1m. Many people are too ashamed to report that they’ve fallen for a scam. Trading Standards reckons that you are 20 times more likely to be robbed at your computer screen than robbed in the street. Postal scams are also rife and as part of Trading Standards ‘Stop the Scammers’ project more than 2,000 postal scam victims who were on a ‘suckers’ list have been visited to offer help and advice. Door to door sellers and phone callers also target the vulnerable. The damage is not just in money terms as people defrauded in their own homes are over twice as likely to die or go into a care home within the next year.
