Dear Resident Every year throughout the spring and summer KCC Highways & Transportation receive numerous complaints regarding trees, hedges and other vegetation, which overhang the highway from private property. This matter can pose a number of problems for people trying to use the footways, especially if they are trying to pass with buggies, wheel chairs and scooters. It would be greatly appreciated if you could ensure that any trees and hedges that are bordering the Highway are maintained and cut back to your boundary which would greatly benefit all Highway users. This will help us all keep the highway safe and prevent the need for KCC Highways & Transportation writing to you requesting that you cut back your vegetation. So that you are aware of our requirements, please refer to the text below. If the boundary of your property borders the footway, then please be aware that: ♣ ♣
The full width of the footway/pavement must be available for use by pedestrians. As well, there must be a minimum height clearance over the footway/pavement of 2.1 metres / 7 feet for any vegetation.
If the boundary of your property borders the carriageway, then please be aware that: ♣ ♣
If you have vegetation that overhangs into the road, there must be a minimum height clearance of 5 metres / 16 feet, to accommodate buses and HGV’s that may use the road. If your property is rural, then vegetation should be 0.45 metres / 1’6” feet behind the edge of the road and all signs need to be kept clear of foliage for at least 20 metres.
Also, I would ask that you pay special attention to your trees, hedges and vegetation if your property is on or near a junction, and/or inside bend of the road, to maintain maximum visibility for road users. From your County Councillor We are fortunate to have such a beautiful church in Newington; it’s one of the buildings that makes the village distinctive with its wooden shingle tiled tower, its ancient yew tree and its attractive stone walls. Such a building needs upkeep and as well as raising funds for the necessary repairs, the Friends of Newington church have regular work parties in the churchyard. I joined them on 13 April to help remove ivy from the external walls and in just an hour had removed a full sackload. There’s no need to be a churchgoer to appreciate St Nicholas church or help care for it and it would encourage those already caring for the building if more local people helped even for an hour. Last month I reported that 79% of pupils in Kent were allocated a place at their first choice secondary school. The figures are now out for primary school pupils and show that 89% of pupils were offered a place at their first choice of school and 97% offered a place at a school named by their parents on their application. There is a specialist team at KCC to help advise parents on the appeal system (I’m happy to help as well) and the second round of offers will be made on 12 June. Most of us have had emails, phone calls or someone on the doorstep with a plausible but false tale and I know several residents who’ve been scammed out of money. Quite apart from the financial loss it can be devastating for someone to realise they’ve been conned and it’s those living on their own who are the most vulnerable as these criminals are adept at making friends. People 24
are often ashamed to admit they have been taken in and some even refuse to believe the scammers are not their friends. What can be done? First of all, use your common sense. Does it sound too good to be true? Have you really won a contest you haven’t entered? Would someone you know contact you for urgent assistance because they’ve been mugged on holiday abroad? (The British Consulate will always arrange repatriation of UK nationals in trouble overseas). Be wary if people want things from you urgently. Don’t let yourself be rushed. Ask a trusted family member or friend for their view. (You can also ask me). There’s plenty of information about scams and how to deal with them on www.kent.gov.uk (search for scams). You can take a free 20-minute online learning course and become a Friend Against Scams. You can also become a Scam Marshal forwarding scam mail you receive to the National Trading Standard (NTS) Scams Team so it can be investigated. Anyone concerned that someone they know may be falling victim to scammers can report their concerns online via KCC Trading Standards or ring Citizens Advice consumer helpline: 03454 04 05 06 Let’s remember that most people are honest, helpful and kind and that’s particularly true in our area.
