District Councillor Report New Council Homes in Folkestone I was pleased to visit these new Council homes which will help alleviate the Districts housing shortage. We are working hard to deliver further new council homes over the next three 3-4 years and I will bring news of other developments over the coming months. A site in Folkestone which stood derelict for 14 years has been brought back to life thanks to the award-winning No Use Empty scheme. The land - situated at the junction of Princess Street and Myrtle Road - has been developed into a three-storey block of eight two-bedroom apartments, having last been used by a plumbing and heating merchant over a decade ago. Livingston Homes Limited was awarded funding from the No Use Empty scheme run by Kent County Council (KCC), and also accessed a top-up loan from Folkestone & Hythe District Council (F&HDC) to assist with the project. No Use Empty offers a range of secured loan products to encourage developers to bring vacant properties back into use for residential purposes. Folkestone & Hythe District Council's No Use Empty Plus scheme offers a top-up loan of £15,000 per unit to developers, in addition to the £25,000 available through the main scheme. The fight against fly tipping and litter continues with another prosecution company which allowed a former Folkestone pub it owns to be used as a dumping ground has been fined £700. 23
The rear garden of Two Bells Inn, Canterbury Road, was covered by a large pile of household waste and broken furniture when it was visited by Folkestone & Hythe District Council environmental enforcement officers. Landowner 2 Bells Development Limited - based in Southall, Middlesex - was warned on several occasions it could face formal action if the area was not cleared. But the company ignored both the Community Protection Warning and Community Protection Notice issued over a two-month period, forcing the council to step in and tidy the site up instead. It took two workers a full day to clear the garden. The company pleaded guilty to breaching a Community Protection Notice at Folkestone Magistrates' Court on 16 September, and was fined ÂŁ700. It must also pay costs of ÂŁ1,176 to Folkestone & Hythe District Council Folkestone Beach Huts As a Trustee of Folkestone Parks and Leisure Ground Charity I was pleased to vote in favour of the plans to renovate and improve the Beach huts between Sandgate and Folkestone and with support the recommendation to approve these plans by full Council next month. From your County Councillor Considerable preparations have been made by KCC in case of disruption following a ‘no deal Brexit and as I have reported on these before I will simply add that the KCC website will be kept up to date with news and that local radio is a good source of information if there are problems as all the public agencies will keep them updated. KCC currently has two important consultations under way. The first is on our ‘community wellbeing services’ (See page 8). These are extra services (over and above the statutory care services we provide) for older people, adults living with dementia, physical disabilities or sensory impairments. They are delivered by 52 voluntary and community organisations across Kent and cover activities such as volunteer run transport services, dementia cafes and befriending. KCC is consulting about how best to support these services in the future so that they are more ‘joined up’ and reach the right people. The consultation is available on www.kent.gov.uk/ wellbeingconsultation, until 01 December. If you want a paper copy of this then please contact me. KCC is also consulting on its 2020/21 budget and asking residents to tell us which KCC services are their priorities. People are often surprised by the range of services that KCC provides and the consultation is designed to explain this as well as collect your views on what matters most. It is available at www.kent.gov.uk/budget until 25 November. KCC has a new leader as, after 14 years in the role, Paul Carter stood down at our last council meeting on 17 October and we elected Roger Gough in his place. Roger lives with his family in West Kent and his children attend state schools. He’s a very bright, experienced councillor and a thoroughly nice man. Roger will be campaigning for Kent to have the infrastructure in place to properly support the growth we’ve taken in homes and jobs as well as protecting the things that make Kent special. I’m very pleased to be joining his cabinet with responsibility for Environment. 25
And finally, if you are the least bit interested in Modern Art or just want to marvel at the beautiful sea and skyscapes that J M W Turner loved, then do visit Turner Contemporary in Margate. Since its opening in 2011, Turner Contemporary has exceeded its target for visitor numbers and played a major role in the regeneration of this part of East Kent. Now it is hosting the annual Turner Prize which is the most important award for visual arts in the UK. You can see all four finalists until 12 January and there is no entry charge (donations are of course welcome). I went to the launch of the Turner Prize on 27 September and was back at the gallery on 10 October for the launch of the new £20 note by the Governor of the Bank of England, Mark Carney and local artist Tracey Emin. The new note will be in circulation from February 2020 and features a self portrait of Turner as a young man. It’s been good to see Kent in the news for two such positive events.
