What is plastic pollution? Plastic pollution is any plastic that ends up in the environment – from bottles and bags to less obvious sources like teabags and clothes. In the past 100 years humans have produced a lot of plastic. It's cheap, strong, light and versatile. So it's not surprising we're using tonnes of the stuff. All of it eventually ends up in the ground, in the sea and even in the air . Our plastic waste has invaded the highest mountains and deepest oceans. No one knows how long it will take to disappear – but at least hundreds of years.What is plastic pollution? District Councillor Report I would like to highlight two significant announcements from the District Council this Summer. Folkestone & Hythe District Council is investing £3 million into our high streets to help futureproof them for our local communities. The High Streets Fund will support projects which sustain these community retail heartbeats in our district, having received the support of cabinet members last night (September 11). Folkestone town centre will benefit from up to £2.2 million of the fund, with the remaining £800,000 allocated to other high streets across the district. The funding split ensures the money has the greatest positive impact on the district's economy and ensures that Folkestone remains an important East Kent retail centre.
Otterpool – acquisition of Westenhanger Castle I fully supported this acquisition which will be used to create a fantastic country park with a water filled moat and water courses helping to make Otterpool a much sought after place to live whilst meeting our statutory housing requirements for the next 30/40 years. By acquiring the land forming the Otterpool estate the Council will be able to ensure that it retains control over the development ensuring that it remains true to the Otterpool Charter.
Local Matters Newington Parish Council meeting 9th September I attended this meeting at which, amongst other matters, there was an interesting and constructive discussion by your Councillors on a Peene housing development applications.

From your County Councillor I attended Newington Parish Council meeting on 09 September and inevitably much of my report to them was about the preparations for possible disruption to traffic following our exit from the EU. Anything I write about Brexit will be out of date by the time the newsletter is printed so please look to the KCC website www.kent.gov.uk which will be updated regularly and has links to information for both residents and businesses. KCC has also made arrangements to switch its call centre to Rochdale if there are problems. Kent Highways have a twitter account @KentHighways which reports traffic problems and local radio will have the latest information from KCC and other organisations. The new arrangements for dealing with delayed traffic for Eurotunnel and Dover Port (known as Operation Brock) should keep this traffic away from our local roads but it does require Kent Police and Highways England to work with Kent Highways and not revert to Operation Stack. KCC is still pressing the Government for other measures we believe will help such as more customs points outside Kent. Kent Highways tell me that as there may be a larger number than usual of HGVs being rejected by Eurotunnel because they do not have the correct paperwork and to help cope with this they intend to use temporary threeway traffic lights on the A20 at Harding’s Folly (between Newington and Frogholt) and to have a reduced speed limit. This will be in place from 31 October until everyone gets used to the new system. I’m pleased to report that KCC has launched a voucher scheme to top up the funding available to community schemes to improve access to superfast broadband. The scheme increases the funding from a maximum of £1,500 to £2,500 per household compared with elsewhere. You only need two households to be a community but the more neighbours who join the more affordable a scheme can become. More information is on the KCC website (search for ‘Kent Broadband Top Up voucher’). There was good news in September about the funding local government receives from the Government towards the cost of local services. Our two biggest budget problems are the large increase in the number of children assessed as needing extra help because of Special Educational Needs or Disability (SEND) and the rise in demand for Adult Social Care. We will receive extra funding for both these areas which will help us meet current demand. Paul Carter is standing down as Leader of Kent County Council after 14 25
years in charge. We will elect a new Leader in October. Paul intends to carry on as a local member and wants to continue his work on the integration of social and health care and how to increase the number and take-up of apprenticeships for young people. Paul has put a tremendous amount of work into his role both in Kent and as Chairman of the County Council Network and few people in local government are as knowledgeable or committed as him. His will be big shoes to fill.
