A big thank you to Ray Hill from Bob Laslett, resident of Newington. We have all had to endure frustration, difficulties and restrictions during these trying times, so it has been even more pleasing to see the flowers in bloom at the entrance to Newington from the A20 and especially the wonderful show at the war memorial. Both my wife and I are cheered by the sight of these flowers so I thought the least I could do was to pen a ‘thank you’ to Ray Hill for all his efforts in setting-out, planting and tending these flower beds which bring cheer to an old man (that’s me!) and to all of us who live in Newington (and Peene). Thanks RAY.

Funding Available The Hythe Institute Fund considers applications for funding from local organisations including schools, scouts and guide groups, sports clubs and the trustees of local halls and facilities; who may require funds for maintenance or improvements. The recipients must be in the Hythe parish (including Hythe, Seabrook, Saltwood, Palmarsh, Lympne and Newingreen).

Hythe in Bloom – Prospect Road… Now that lockdown has eased somewhat and more residents have been out and about in Hythe, they will surely have noticed the glorious floral displays in Prospect Road which, at least, give the town an air of something like normality. The floral displays in Prospect Road are provided by Hythe in Bloom – under the auspices of Hythe Civic Society – and those on East Street roundabout are provided by Hythe Town Council. The organisers of Hythe in Bloom report that the railing planters in Prospect Road nearly didn’t happen this year for two reasons. Firstly, Longacre Nursery -which supplied all the plants for many years – closed down. This came as a terrible blow as the order for 2020 had already been placed with them but, with the help of Folkestone and Hythe District Council, a very good supplier was found in North Kent and they have done a marvellous job. Secondly, COVID 19…. Having placed the order (again!) the virus reared its ugly head and, as the country was due to be locked down for the foreseeable future, the organisers wondered whether anyone would actually be in Prospect Road to see the display. In addition to the concerns above, Hythe in Bloom were mindful that financial support for the displays might be in doubt. Fortunately, all sponsors and supporters remained on board. Sally Chesters, organiser of Hythe in Bloom said, ‘We should like to give a big thank you, to Hythe Town Council, to our commercial sponsors Lawrence and Co Estate Agents, Gopak and Charlier Construction, and to Twenty Four restaurant for their contribution in kind, all of whom have been generous in their support. We are delighted that all our fears were unfounded and that we have wonderful colour in the town once again!’ 9
Report from your County Councillor for Newington
Like many other organisations Kent County Council has been affected by the pandemic and we face a budget shortfall of £20 million from extra costs and lost income. The Government has provided additional funding but not enough. In addition the long-standing problem of Unaccompanied Asylum-Seeking Children has now finally overwhelmed KCC’s capacity in social workers, foster carers, accommodation and funding. The Government has said Kent should be caring for no more than 231 UASC. Since the beginning of this year over 400 UASCs have entered our care taking the total of UASC in Kent to 589 under 18-year olds. There are also 940 UASC care leavers for whom we still have financial responsibility until they are 25. We have told the Government we can accept no more UASC. We are continuing to care for the UASC already with us and normal services will continue for Kent children. We will be holding a special budget meeting in September to make the savings we need to match our income to expenditure. I hope you took the opportunity to respond to our consultation on this difficult decision. Work is already under way on the budget for 2021/22 which we expect to be even more challenging. Last month I reported on the work which I am leading on Net Zero for both KCC and Kent as a whole. One of the next steps in this is the launch of Solar Together which aims to make solar panels more affordable for homes, business and community buildings in Kent. Prices on solar panels have been steadily dropping but the initial cost has been a barrier to more people taking advantage of the reductions in energy bills that solar panels provide. We are inviting people to register their interest and, using our collective buying power, we will hold a reverse auction to get the best price for the panels. 10

It's been a while since I last reported on potholes but work on road repairs has continued without interruption throughout the pandemic. Do keep reporting any potholes you see and any blocked drains so they can be cleared before the winter rains. This year 2,960 potholes have been filled and 56,724 sqm of road have been patched. A new ‘retread’ technique has also been successfully trialled for rural roads. It involves planing the old road surface and breaking it up, with the broken material levelled out to form the new road base. A fresh bitumen emulsion is mixed into the broken material to bind it and the road mix is compacted and sealed to provide a new, levelled and pothole-free surface. It's a good example of how innovation and recycling can save money and help us resurface more rural roads. Susan Carey Member for Elham Valley Kent County Council

NEWINGTON VILLAGE HALL
Notice Newington Village Hall is looking for volunteers to join the management committee with effect from the 1st January 2021. There are several roles including responsibility for taking bookings for the hall, taking minutes, and doing the accounts. The committee holds six meetings in the village hall each year. The hall has been fortunate enough to secure a substantial government grant from Folkestone and Hythe Council to help in respect to managing the hall during the present challenging times.
