About the Meadow Pointe 1 CDD Meadow Pointe 1 Community Development District (CDD or “District”) consists of approximately 904 acres. There are eleven (11) villages within the District. All 1,458 residential homes within Meadow Pointe CDD pay a yearly operation/maintenance assessment for the upkeep of the District.

Commercial properties within the District include First Baptist Church of New Tampa (and their academy), the 15 acre parcel at Bruce B. Downs and Aronwood, and the entire Publix commercial area (between Williamsburg and SR56 east). All commercial properties pay a portion of the operation/maintenance assessment of Meadow Pointe CDD excluding trash collection and deed restriction/ARC assessments. The CDD ensures our community continues to keep its appearance of excellence today and tomorrow. The CDD is an independent, multi-function, special taxing district created by the Pasco County Board of County Commissioners. The CDD is directed by a board of 5 supervisors who are elected by Meadow Pointe registered voters during a general election (listed on left).

The Meadow Pointe Community Council (MPCC) is a group of residents from MP1’s 11 villages who volunteer an hour per month to add value to their community. Some of our projects include planning and hosting community fairs, decorating the village entrances during the holiday season, cleaning and painting mailbox posts. The MPCC collaborates with the CDD Board of Supervisors on these and other projects.

All funds raised by the MPCC are reinvested back into our community. Over the past several years we have purchased lane ropes for the pool, helped update and redecorate the Clubhouse, and most recently, purchased half of the equipment for the workout room. The MPCC meets the first Monday of the month at MP1 Building A or C in a relaxed and friendly atmosphere. Garbage Collection
Changes to Your Property
Waste Connections of Florida allows six (6) cans, bundles, or items for pick up every Tuesday & Friday. Tree or shrub waste should be cut into 4-foot lengths and bundle with twine. Put garbage out the night before collection, and avoid attracting animals by using covered garbage cans. Special collection for large items can be scheduled. For fee rate, or to schedule a pick up, call Waste Connections at 727-849-3333. Hurricane Irma Lesson Learned: Please remember that prior to, during or after a hurricane is NOT the time to clean out your garage or your yard and expect trash haulers to pick up this extra trash. Everyone should expect that there will be reduced service during these events. County dumps may close, drivers who live in evacuation zones may be taking care of their families, and excess trash may require trucks to be emptied in the middle of their runs. Other services may be impacted. Examples are fuel shortages, empty shelves at grocery and home improvement stores, major traffic jams, full motels and hotels. Note: Residents may take large household items to the East Pasco Transfer Station. It is located at 9636 Handcart Road in Dade City. They can be reached at (352) 521-0500. Call before going. Hours of operation are 7am - 4:15pm Monday- Saturday. Hazardous waste items are accepted every Wednesday and there is no charge for this service.
Architectural Review Before making any changes to your property, consult your Declaration of Restrictions. All residential properties in Meadow Pointe 1 CDD are subject to Chapter 2004-417, Florida Statutes which requires property owners to obtain Architectural Review (AR) for any new building, or when making alterations or additions to the exterior of an existing building. This includes repainting and reroofing.
Recycling Don’t throw it away—Recycle it and save our landfills! Meadow Pointe residents have several options to recycle. Paper, Cardboard, Glass, Plastic, Aluminum, & Metal Curb It Pasco. Curbside recycling is picked up on the 1st and 3rd Wednesday of the month. Items for recycling are paper, cardboard, aluminum cans, metal food cans, glass containers (clear, green and brown), and plastic containers (#1, #2, #3, #4, #5, and #7). You may use any container that you designate with a “Curb It Pasco” sticker on it facing the street. Stickers can be picked up in the CDD office or contact Waste Connections (727-847-9100). Please remove and throw away all screw caps from glass and plastic containers before recycling. Please note: no styrofoam of any kind, no plastic toys, no plastic film or bags of any kind, and no plastic utensils or plates, cups, tablecloths should be included in curbside recycling. Batteries cell phones & ink cartridges Our schools collect these and receive cash rewards which go directly back to help our students. If you have spent batteries (AAA, AA, C, D), old cell phones, or used printer cartridges, consider donating them to the schools in our community, you’ll be helping both our schools and our landfills! Electronics Recycle those old TVs, computers, and other electronics that contain hazardous materials by dropping them off at the East Pasco Household Hazardous Waste Transfer Station at 9626 Handcart Road. Call (352) 521-0500 for more information. CF Light Bulbs All Home Depot stores recycle unbroken compact fluorescent bulbs (CFL’S), fluorescent tubes, and rechargeable batteries.
MP1 Key fobs Use of all facilities as well as renting rooms at MP1 require a key fob. Key fobs can be purchased by MP1 residents with proof of residency (cost of $5 check or money order—no cash). Key fob applications can be found at the CDD Office, or downloaded from our website.
We have simplified the process by having an approved list of house/ trim/door paint color combinations, as well as roofing colors and materials to choose from at the MP1 Office. When you choose one of these approved color schemes, your application can be approved by the CDD office, expediting the process. Do not assume the paint color you currently have on your house is an approved color palette! The steps to take for painting or reroofing your house are: 1. Fill out an Architectural Review Form (found at the office or on our website.) Indicating your color choice from the approved list. 2. Submit the form to MP1 for approval. When you choose one of the approved color schemes, your application can be approved by the CDD office, expediting the process. 3. After CDD approval, make your house beautiful. Applications received 10 days before the next scheduled meeting of the Board of Supervisors will be reviewed at that meeting, provided all required information is included. For quicker turnaround on roofing and painting, staff will approve, without referral to the Board of Supervisors, any request for preapproved roofing materials or preapproved color palettes, provided no substitutions are made within the palettes. Architectural Review is for aesthetic considerations only. It is the owner’s responsibility to comply with all applicable laws, regulations, and restrictions; including, but not limited to zoning ordinances, building codes, and deed restrictions affecting the property and to obtain any necessary permits. Check with Pasco County Central Permitting at (813)929-2749 for permitting requirements. For AR questions call the MP1 Office at 973-1671.
Mailbox and Post Information This is a reminder to all residents to: (1) Clean, paint, and maintain your mailbox post. (2) Clean and maintain your white mailbox. (3) Replace missing house numbers on your mailbox post. The two approved paint colors for mailbox posts can also be purchased at the CDD office. Bring proof of Meadow Pointe I residency and $10. White (only) mailbox may be purchased at home centers. Note: To purchase a new approved wooden mail post (not PCV) or to have your post cleaned/painted for a donation, contact Dennis Costa at 907-1237 or mp1cc@yahoo.com.

Your CDD assessment is collected annually along with other property taxes by the Pasco County Tax Collector. The tax bills are mailed out around the first of November of each year.
Your assessment hasn’t changed for the last 5 years!
The Meadow Pointe 1 CDD assessment has remained the same since the bond was paid. In FY 2012 and 2013, the assessment was lowered a total of about $380 from $990 to $612, and has not increased through the current FY 2018. MP1 has the lowest General Fund assessment for single family homes of any Meadow Pointe CDD. We do not foresee increases to the assessment for the next several years. Note: Homeowners who pay their assessments in November can save 4%. FY 2018 Budget (Oct 2017-Sep 2018) Major Expenses

Use of all facilities require a key fob. Key fobs can be purchased by MP1 residents with proof of residency ($5 check or money order—no cash). Children ages 14-17 whose parent or legal guardian has signed a waiver of liability, may use the facilities without a parent. Children ages 8-13 may use the fitness room and racquetball court when accompanied by a parent or legal guardian with a signed waiver. Children below the age of 14 must be accompanied by a parent or guardian.

Fitness Room
The 1155 square foot fitness room is located in Building B across from the office. The fitness center and office hours are 8 am to 9:30 pm seven days a week.

Racquetball Court
The racquetball court is located in Building C. The court is open 8am to 9:00pm seven days a week. Court reservations for one hour blocks may be made by calling the MP1 Office at 973-1671 up to 1 day in advance. Walk-ins are welcome if the court has not been reserved.
Activity Rooms
There are three rooms available for clubs, meetings, organized activities, and private parties. Building A features a room about 1430 square feet that seats up to 60 people plus a kitchen area (remodeled in January, 2015). Building C, Activity Room 1, about 900 sq ft including kitchen area, seats up to 48 people. Building C, Activity Room 2, about 840 sq ft (no kitchen), is used for various organized activities such as yoga, zumba, and dance classes. Some of these activities are provided under contract with vendors and have fees. They are listed in the Meadow Pointe News. Check with the office to make reservations for these rooms.

2018 Capital Improvement Projects The Meadow Pointe 1 CDD is working on installing a 21’ high, 147’ long water slide on the site of the tennis court next to the basketball court. This improvement allows MP1 to stay competitive with surrounding communities and is able to do this without raising assessments.

Meadow Pointe 1 Newsletter Every other month the CDD publishes a newsletter that helps inform residents what is happening in our community. Up to date clubs and activities, and the latest news you need to know is included. Be sure to watch for it in January, March, May, July, September, and November.
The community “ponds” are engineered storm water management ponds which are intended to treat and store runoff from houses, yards, and streets. Storm drains throughout MP1 drain into our pond system. Residents of properties adjacent to ponds are permitted to fish from their property and the CDD property directly behind their property to the water’s edge. They may not wander behind other properties or enter the pond. Fishing is also permitted at the two ponds at the Meadow Pointe Community Center and the pond next to Pinedale Park. Pinedale Park fishing is limited to the shore line adjacent to the playground. Please remember that it is not recommended to eat fish caught from these ponds due to pollutants draining into the ponds. Trespassing on or use of any other CDD property (including ponds and surrounding property, conservation areas, and wetlands) is strictly prohibited.

Our gently used book share and exchange is located in the lounge of Building B. Drop off those novels that you’ve already read, and pick up a gently used book from our bookshelf. A book bin is in the office for donated books, and a volunteer will put the books on the shelf. For more information, contact Pat at 973-7943, or pasklar@meadowpointecdd.com.
Talk to your neighbors and look out for each other! Keep windows and doors locked. Keep the garage door closed. Criminals steal items from garages, even when homeowners are home. Always keep your car locked while in the driveway or inside the garage. Remove valuables from your car. Keep all bushes and shrubs trimmed. Criminals can use overgrown landscaping to hide behind. Install sensor lighting and landscape lighting outside your house.
Avoid that Traffic Ticket! There have been several tickets given recently within Meadow Pointe for drivers failing to come to a COMPLETE STOP before making a right turn on red, and forgetting the speed limit. Remember, state law requires vehicles to yield the right of way to pedestrians approaching or in a marked crosswalk. You can easily avoid these costly mistakes!
Exterior Cleaning Tips
Clean mold and dirt off your mailbox and post with a mixture of 2 – 4 ounces of bleach, 1 tablespoon dish soap and 1 gallon of warm water. Use a rag and scrub brush to clean off all the grime. It may look so good, repainting the post may not be necessary. For mold on house exterior, use a garden hose and hose end sprayer bottle filled with half bleach and half liquid laundry detergent. Spray solution onto the exterior, let it set for 15 minutes, and then rinse with plain water. If the mold is heavy, a broom or brush may be needed to clean the surface before rinsing with plain water.

Meadow Pointe Deed Restriction Overview Every homeowner should have received a copy of their deed restrictions upon purchasing their home. Below is a list of the generic deed restrictions for all homes in Meadow Pointe 1. Please refer to your Declaration of Restriction for complete information. You can obtain a copy at the CDD office.
Understanding Deed Restrictions for MP1 CDD Sheds. Every residential lot is allowed one utility building (shed). These are subject to architectural review by the CDD. (From Paragraph 1) Activity. No noxious or offensive activity shall be carried on upon any lot, nor shall anything be done thereon which may be or become an annoyance or nuisance to the neighborhood. (Paragraph 6) Pets. Only dogs, cats or other household pets are permitted. No more than four (4) pets. They may not be kept, bred or maintained for commercial purposes. (Paragraph 8) Signs. No sign other than one property “for sale or rent” sign can be displayed on any lot. It can be no bigger than two foot square and must be professionally lettered. No pool signs are permitted. (Paragraph 9) Visible Containers. Garbage containers and above ground soft water and other tanks cannot be visible from the street or neighboring lots. Use a walled in area or screen with fencing or shrubbery. (Paragraph 10) Fences. No chain link fencing is permitted. Check the Deed Restrictions for your property for restrictions on where a fence may be placed. (Paragraph 11) Be sure to check county codes before installing a fence. Maintenance. Every residential lot (occupied or empty) must be kept reasonably clean and free from refuse, debris, unsightly growth (grass, shrubs, exterior home mold) and fire hazard. (Paragraph 14 & 19) Easements. Drainage, utility and maintenance easements are noted on residential lot survey maps. Within
these easements, residents cannot put fences, plantings or anything else that will block access. Residents owning property adjacent to ponds are responsible for mowing to the waters edge. (Paragraph 15) Visible Vehicles. NO boat, boat trailer, camper, mobile home, travel trailer, van or truck over one ton capacity is permitted on any lot or street, unless inside a garage (or located on a lot so it isn’t visible from the street or neighboring lots. (Paragraph 17) Mailbox. The standard white mailbox can be either vinyl or metal. The approved wood mail post must be painted with the two approved District colors and must be kept clean (free from dirt, mold) and maintained at all times. Visible Items. No vehicles (stripped, wrecked, junked, dismantled or on blocks), no furniture or appliances designed for normal use or operation within (as distinguished from outside of) dwellings are permitted on a lot visible from the street or neighboring lots. (Paragraph 19) Conservation Lots. There is NO USE of conservation (woods), wetlands, or buffer areas permitted. No activity, clearing, building, playing, planting is permitted. (Paragraph 23) Pond Vegetation. Owners of lots adjacent to ponds CANNOT remove native vegetation (including cattails) growing within the littoral zones of their retention pond. Removal includes dredging, applying herbicides, and cutting. (Paragraph 28)

Parking Vehicles parked in the street are in violation of Pasco County Code, unless they have a County issued parking permit. On street parking creates hazards, as well as making it difficult for emergency vehicles to respond to calls for service by EMS and firefighters. Parking permits may be obtained from the office for $30. Other vehicles should be reported to the Pasco County Sheriff’s non-emergency number 727-847-8102. The CDD requests residents not to block the sidewalk portion of their driveway with a vehicle. Residents may park across the apron portion of their driveways (the area between the sidewalk and the road).
Under 18 Pasco County Curfew Pasco County has a curfew for children under 18. Sunday-Thursday (non-holidays) is 11pm-5am; Friday, Saturday and legal holidays is 12 midnight – 6am. Families could be fined $50 for each violation.
Dogs Pasco County Code requires the removal of feces on any property not belonging to the owner of the animal. To report stray or threatening animals or owners who do not scoop up pet waste, contact Pasco County Animal Control at 929-1212. It is illegal to allow any dog to roam at large. All dogs must be kept under “direct control” both on and off their owners property, by means of a fence, leash, cord, or chain.
Tree Removal Before removing trees from your property, please call Pasco Code Enforcement, Landscape Unit at 727-847-8142. A permit may be required.

The Meadow Pointe Community Center facilities are for the use of residents of Meadow Pointe 1 CDD and their accompanying guests and others who have bought an annual or monthly family membership (no guest privileges). Not all situations can be foreseen and staff is authorized and expected to use their best judgment in controlling activities at our facilities. This is to ensure the safety and enjoyment of all users of the facilities. Therefore, instructions of any member of the Board of Supervisors and staff members must be obeyed. Failure to obey rules or staff instructions will result in your removal from the Community Center. If you disagree with the instructions, you may raise the issue with the Operations Manager during normal office hours (8 am to 5 pm, Monday - Friday). It is not acceptable to argue with or ignore the staff. »» Use of facilities requires an access key fob. Access key fobs are available for purchase in the CDD office. A fob for each member of the household at least 14 years of age may be purchased. Users must carry a picture ID as well. Spot checks will be made to ensure use by authorized users only. Access key fobs are nontransferable and may not be loaned to anyone not listed on the fob application, unless a pass is obtained for a short term house guest. Unauthorized transfer or loan will result in the fob being confiscated and suspension of use. Fob will be returned and use privileges restored only after payment of a $50 suspension/reinstatement administrative fee. »» Residents are responsible for damages, including those caused by their guests. »» Nonresident members may not bring guests to any of the facilities. »» Accompanying guests of residents are limited, as follows: • Children under the age of 14 may not bring any guests. • Adult (age 18 or over) residents may bring up to seven guests (maximum) per family to the pools. If guests are brought to the pool, the resident must stay with them at all times. Residents ages 14 – 17 may bring one guest each. • Residents, age 14 and over, may bring up to three guests per family to the tennis, volleyball, shuffleboard, and basketball courts. • Residents, age 18 or over, may bring up to three guests (18 or over) per family to the racquetball court. • Residents, age 18 or over, may bring one guest (18 or over) per family in the fitness room. Minors (below age 18) are not permitted to bring guests into the fitness room. • All guests must arrive with the sponsoring resident and depart when the resident departs. »» Children under age 14 must be supervised by a parent, legal guardian, or adult sibling (18 years of age or older) at all times. »» No alcoholic beverages or glass containers are permitted on the property at any time. Illegal activity is prohibited. Such activity will be reported to law enforcement and you will be removed. »» Commercial use of the facilities must be approved by the Board of Supervisors and requires the execution of a license agreement with the CDD. »» Park opens at dawn and closes at 9:30 PM. Hours of operation for individual amenities vary. »» No loitering or overnight parking is permitted. Parking is permitted in lined spaces only. »» Clubhouse, meeting/activity rooms may be rented for private parties. Check with the office for details. Clubs may schedule rooms based upon availability. The Operations Manager may require a deposit, at his discretion. »» All pets must be on a leash while on Community Center property. No pets are permitted in the buildings, on the pool deck or children’s playgrounds. »» Vulgar language is prohibited. These are family facilities. »» Instructors, coaches are not permitted to use the facilities unless approved by the Board of Supervisors.
Swimming Pools and Splash Pad (Hours of operation: 10am to 9pm) »» All swimmers must shower before entering the pools. If you are sick or have an infection or communicable disease, you may not enter a pool. »» Swim diapers are required for children who are not potty trained (available for purchase in the office). Diapers must be checked at least every half hour. »» No street clothes (cut-offs or jeans) or thongs may be worn in the pool. »» No pets, animals, bikes, skateboards or roller blades are allowed in the pool area. »» No diving or running on the pool deck. No horseplay (chicken fighting, pushing, shoving, or excessive disturbance). No climbing or hanging on metal railings or swim lane ropes. »» Lap lanes – If a swimmer is swimming laps in a lap lane, other swimmers must stay out of the lane. »» Pool monitors are present during the summer season to ensure your safety, not to babysit. Please watch your children at all times. »» The pools, cabana, and deck will be evacuated when severe weather occurs. Observed lightning or an indication that conditions are favorable to lightning, or other severe weather, will result in evacuation. The pools will be closed until 30 minutes AFTER the severe weather condition subsides. »» Clean up after yourself, including moving furniture back to its original location. »» The Cabana may be reserved in 2.5 hour blocks for parties (with deposit). Check with the CDD Office for details.

»» No vulgar language is permitted. No music or other noise above normal speaking levels is permitted. »» Bicycles, roller blades, skate boards, scooters or other wheeled vehicles are prohibited. Lights on courts will be turned off no later than 9:15 pm. »» Shuffleboard cues and discs may be checked out in the office on a first come/ first served basis for one hour periods. An ID (driver’s license preferred or other photo ID with address) must be surrendered until return of the equipment. No more than four players per court. No bare feet. Soft soled shoes are required. Equipment must be returned to the office no later than 9:15 pm.

»» Players must try to avoid striking the walls or floors of the racquetball court. »» When time is up, players must exit the court. If the court is not reserved for the next hour and there are no walk-in players, playing time may be extended up to one hour, at staff discretion. »» The hall outside the racquetball court must be kept clear at all times. Personal items must be stowed under the bench, or on top of the bench. »» Turn off the court lights, close the glass door and secure the outer gate door when leaving.

Fitness Room Rules
»» No food or drinks (except bottled water in the fitness room) are permitted in these facilities. »» Users must wipe down each piece of equipment in the fitness room when finished using it. »» Limit use of each piece of equipment, when other users are waiting, as follows: • Treadmills, bicycles and elliptical equipment will be relinquished after one hour of use. • Strength equipment will be relinquished after 20 minutes on each piece of equipment. • Stairmaster and rowing machine will be relinquished after 30 minutes of use. • Handicapped designated equipment may be used by other users if all the other same equipment is being used. However, if a handicapped person wishes to use that piece of equipment, it must be relinquished within 15 minutes of a request for the equipment. »» Proper attire, including shirts, gym pants or shorts and sneakers are required at all times in the fitness room.
Racquetball Court Reservations
»» Court may be reserved up to one day in advance. »» Phone-in reservations will be taken between 8 am and 9 pm. »» Only one reservation may be made for any single day. Each individual is limited to three reservations per week. »» Reservations are for one hour periods, beginning at the top of each hour. »» Reservations will be held until 10 minutes after the hour. After that, the reservation will be surrendered to walk-in players. »» Cancel reservations as early as possible to allow other players to reserve the court.
Tot Playground (Tot Lot) »» Children five years of age and younger only can use the playground located between the office/fitness room building and the tennis court. They must be under the direct supervision of a parent, legal guardian or adult sibling (18 years of age or older) at all times.
