The External Affairs Division provides leadership to initiatives that support the college in meeting community needs, expands awareness of the college and secures external funding from the private and public sector to enhance program development and expand student opportunities. Departments within the External Affairs Division include the NCTC Foundation, Grant Development and Management, the NCTC Development Office, Marketing and Public Relations and the Small Business Development Center. This report highlights the accomplishments of this division and the partnerships established to support the college.

GRANT DEVELOPMENT

The NCTC grants department has been successful in securing funds to support the mission of the college. The following data point reflect this success rate:

For this 12-month period, grant development, award, and grant implementation began in May 2023 and continued through April 2024. Nineteen grants applications were completed and submitted to the funding agency for review for a total possible funding of $9,645,855. NCTC has been awarded 8 of these grants for $4.420,540, with 8 grant award notification at $ 1,831,000 still pending. NCTC did not receive funding for two federal grants, one of which was a sub award prospect with UNT, and one foundation grant, all totaling $1,168,054 in lost funding.

Awarded Grants:

Four federal grants were awarded, of which three were subaward grants to NCTC. One state and one pass-through federal grant was awarded by the Texas Higher Education Coordinating Board, and two state Texas Workforce Commission grants were awarded to NCTC during this past twelve months.

1. Federal Grants:

- Title V Developing Hispanic Serving Institutions (D-HSI) Grant awarded by the U.S. Department of Education for $2,843,827 for this 5-year implementation grant. It is also important to note that in May 2023, NCTC prepared and submitted the Title III Strengthening Institution (SI) 5-year grant for $2,248,245. NCTC was selected for award of this grant, but declined the Title III-SI grant and chose to accept the Title V D-HSI grant because higher education institutions are not allowed to hold a Title III and Title V grant in the same contract period of funding.

- NTx Semiconductor Workforce Development Consortium awarded by the U.S. Department of Labor to UT Dallas and subaward to NCTC for $300,000 for this 3-year grant to develop, mentor and grow awareness, and recruit students to earn Electrical and Mechatronics Technician credentials applicable for the Semiconductor industry rapidly expanding in North Texas.

- Energy Storage Systems Workforce Development Grant awarded by the U.S. Department of Energy for $240,000 subaward to NCTC for this 2-year grant to help develop, mentor and grow the advanced manufacturing and stored energy workforce sufficient to match the predicted growth in North Texas for technicians in this field.

- Project Vision Grant awarded by the U.S. National Science Foundation to a collaborative of community colleges, and $12,000 was subawarded to NCTC to learn how to generate innovative ideas that produce award-worthy NSF proposal funding inclusive of mentor guidance.

2. Texas Higher Education Coordinating Boards State and Federal Pass-Through Grants:

- The Texas Reskilling and Upskilling Education Grant 2023 was awarded to NCTC for $250,000 for a 1-year grant to develop and deliver new or enhanced curriculum for Bookkeeping and Data Analytics to provide students with short term training, industry-recognized certifications and postsecondary credentials to help them enter or advance in the local and state workforce.

Hosted and supported by North Central Texas College for 38 years, the NCTSBDC continues to bring business ownership reality, success and economic impact to the communities of Denton, Montague, and Cooke Counties. A snapshot of SBDC and client achievements for 1st quarter 2024 are as follows:

Services provided by the NCTSBDC, include start-up advising, expansion and growth resources and support, access to capital, loan packaging, marketing, online presence, e-commerce assistance and a large variety of additional small business assistance.

The SBDC has initiatives and partners to support, strengthen and serve underserved markets, rural communities, minority owned, women owned and veteran owned businesses.

The statistics on new business starts, job creation and support, capital infusion, and the number of clients served demonstrate the tangible impact of the center in the local economy. NCTSBDC plays a crucial role in fostering economic development and supporting the success of small businesses in the region.

HIGHLIGHTS OF SMALL BUSINESSES SERVED:

YOUNG SCHOLARS SHUTTLE SERVICE

Latisha Camposano is the owner and operator of Young Scholars Shuttle Service. Latisha started her business to fill a need in the community. Out of personal experience Latisha saw how destructive a simple bus ride to school can be on a child, and how there was little or no supervision over any actions that occur. From here, Latisha began her shuttle business that focuses on getting kids from home to school and back again in a private van. Her concept allows for children and parents to feel much better about the care they are receiving. After a slow beginning, Young Scholars Shuttle Business is thriving and serving many children across many different schools.

As Latisha was in the beginning stages of forming her idea and business she met with the North Central Texas SBDC. Latisha felt that working with the North Central Texas SBDC expedited her business ownership journey and assisted in its success. Through the use of projections and many conversations with the SBDC, Latisha was able to come up with a pricing structure and process that lead to achieving a reasonable profit formula. This formula is about to begin expanding as Latisha searches for new markets to serve.

ALUMNI SPOTLIGHT

SUCCESS ON AND OFF THE COURT: LINDA ROLLASON

North Central Texas College proudly highlights the remarkable journey of its alumna, Linda Rollason. Linda showcased exceptional talent on the NCTC tennis team, which helped her secure a full scholarship to the University of Utah. There, she continued to excel in tennis while pursuing a Bachelor of Science in Psychology. Graduating at just 19 years old, Linda embarked on a diverse and inspiring career path that has touched many lives. Following her graduation in June 1986, Linda joined the Australian Cultural Exchange in California. This organization, dedicated to fostering international sporting connections, resonated deeply with Linda, who had personally experienced a similar opportunity at age 13. Working with the Australian Cultural Exchange allowed Linda to help other young athletes realize their dreams. In January 1990, Linda moved to London, where a serendipitous encounter on her first night in the city led to meeting her future husband. After nearly three years in London, the couple relocated to Brisbane, where they settled down and started a family. Now married for over two decades, they are proud parents of three children, aged 19, 21, and 24. Linda’s professional journey includes notable roles in sports marketing across California, London, and Brisbane. However, a growing passion for directly helping people led Linda back to academia. Balancing family responsibilities, Linda updated her Psychology degree and completed her postgraduate studies.

Linda Rollason has dedicated 14 years to working in a Psychiatric hospital, where she has delivered group programs such as Cognitive Behavioural Therapy (CBT), Dialectical Behaviour Therapy (DBT), and Acceptance and Commitment Therapy (ACT) to individuals with various mental health conditions. She is also a committed Christian and actively serves her Church family. Furthermore, Linda has been a passionate advocate for migraine awareness and better treatment options in Australia, driven by her personal experience with the debilitating condition following a car accident. Currently, Linda is working on a project to establish a multidisciplinary migraine clinic in southeast Queensland, aiming to provide support and treatment for those in need.

North Central Texas College acknowledges Linda Rollason for her meaningful contributions to the tennis and youth sports community, as well as to the field of mental health. Linda’s journey showcases the power of determination, compassion, and resilience.

MISSION

The NCTC Foundation inspires student success by raising funds to support NCTC’s institutional priorities.

NCTC FOUNDATION TRANSITIONING TO BLACKBAUD

During the 2023-24, the NCTC Foundation has been able to convert to Blackbaud Raiser’s Edge and Financial Edge for their donor database, fund accounting and online merchant services. The Donor database has been converted to Raiser’s Edge and historical data has been pulled over and online donation forms have been created. Financial Edge has now been incorporated for the accounting and tracking of gifts and investments.

JOHNNY LEFTWICH SCHOLARSHIP

During the 2023-24 year, the NCTC Foundation received $1,208,062 in contributions to support students and the college as of May, 2024

The Gainesville Kiwanis Club honored Johnny Leftwich with an endowed scholarship for students who will be attending NCTC in partnership with Debbie Sharp and the North Central Texas College Foundation during the annual officer’s banquet. Johnny has been an integral part of Cooke County for many years. Johnny began working at the early age of 12 shining shoes and developing relationships within the community. Johnny acquired part ownership of Dustin’s Office Machines in 1962, eventually becoming the sole owner in 1984. After being invited to join the Gainesville Kiwanis Club by Greaver Ross on March 1, 1961 at the young age of 24, Johnny quickly joined and has been a Gainesville Kiwanis Club member for 62 years! Because of Johnny’s passion and advocacy for the betterment of the community, in 2012, the Gainesville Kiwanis Club created an award in honor of him; The Johnny Leftwich Kiwanian of the Year award. Although most awards of this stature are named as a legacy posthumously, it was important to show him that the recipients receiving an award on his behalf will carry out his commitment to the community. The club wanted him to see that they valued his impact so that he knew just how much it meant to everyone. The Gainesville Kiwanis Club also started The Johnny Leftwich Scholarship for students who are looking to attend the local community college, North Central Texas College, and give to it annually. The Gainesville Kiwanis Club endowed this scholarship with North Central Texas College and presented Johnny with an award and recognition to show him that his legacy will live on indefinitely

NCTC FOUNDATION RAISES FUND FOR THE RED RIVER PROMISE PROGRAM

North Central Texas College Foundation in partnership with their communities to ensure the long-term sustainability of the Red River Promise program for all future generations of graduating seniors. During the first two years of the Red River Promise Program, we have seen an 13% enrollment increase at NCTC and 54% of all graduating seniors enrolling in post-secondary education immediately after high school. Retention rates for the fall 2023 to spring 24 was 85%. We are excited to see that the program is meeting its goal of creating a college-going culture.

As the program continues to grow, we are anticipating we will need $500,000 annually to cover the last-dollar scholarship for Red River Promise students from Cooke and Montague Counites. The NCTC Foundation has launched the Centennial campaign to raise a total of $10 million so that an endowment can be established and the annual interest will cover the tuition and fees for these students.

NCTC FOUNDATION CENTENNIAL GALA

The North Central Texas College Foundation held its annual Starlite Gala Saturday, April 6th, 2024, honoring individuals and organizations that have given of their time and resources to further NCTC and their local communities. With this year being NCTC’s 100th Anniversary, the event honored donors, students, and community members who have been pivotal in the college’s success. The Centennial Starlite Gala was held at the WinStar Convention Center with over 500 guests in attendance.

F.M. HEMPHILL DISTINGUISHED ALUMNI AWARD

is the highest honor that can be granted to graduates and former students of NCTC. The NCTC Foundation established this award thirty years ago, fittingly named in honor of the college’s distinguished president of the Class of 1926. In honor of the Centennial anniversary, NCTC elected to honor a couple with this award. This year’s F.M. Hemphill Distinguished Alumni Award was presented to Tim & Sherry Sicking.

Tim Sicking entered the oilfield industry at Halliburton yard after graduation form NCTC. When it closed, he established his own oilfield service company with only one employee, who is still employed there today. The company has now expanded into three states and employs nearly three hundred people. He serves as not only an employer but a true helping hand to each employee.

Sherry Sicking is a true educator, with over 30 years of teaching in the Gainesville Independent School District. Currently, she teaches a women’s Sunday school class at Crossroads Baptist Church as well as Junior church bible lessons.

Both Tim and Sherry Sicking have been active members and supporters of the community. They have driven the church bus for 35 years, taken countless children to church and paid for them to summer church camp. Sherry also serves with the Boys and Girls Club and is a member of the Morton Museum Board. The couple also supports the local youth and community through the Cooke County Livestock Show, donating to the new Cooke County Boys and Girls Club Center, hosting Medal of Honor recipients and Gold Star families in their home, providing funds and land to assist with the relocation of the Crossroads Baptist Church, and donating to allow numerous student the opportunity to get their education.

ED WRIGHT COMMUNITY SERVICE AWARD FOR COOKE COUNTY

was presented to Valley Creek Church Gainesville, represented by Pastor Brian Schoenhofer.

Valley Creek Church has become a strong partner with NCTC; supporting the college by providing financial resources, volunteers and expertise. They have made significant contributions to the beautification of the Gainesville Campus including cleaning, decorating and landscaping the Student Union lounge area with native plants. Planting native plants and applying cypress mulch along the front of the new Equine dorms. Adding outdoor seating and decorating the interior of the Equine Recreation Center.

Valley Creek Church has also helped NCTC address food insecurity by outfitting the food pantry with food and organizing the shelving units to provide easy access to the food by students. The church also provides spiritual support for NCTC students and provided 300 goody bags for faculty and staff across three NCTC campuses. In addition, they provided welcome bags with food and products to over 135 dorm students and offer lunches to NCTC students on various occasions.

In addition, the church has been instrumental throughout Gainesville helping with other community projects including the playground at BP Douglas Park, re-mulching playground at Leonard Park, cleanup at the Medal of Honor Trail, partnering with VISTO and make-over at several teachers’ lounges at local school districts.

ED WRIGHT COMMUNITY SERVICE AWARD FOR MONTAGUE COUNTY

was presented to Nancy Blackmon.

Nancy has dedicated her life to education; spending over 24 years helping educate the youth in the community to her own family’s future by ensuring her four grandchildren successfully finished their college careers.

As a Texas native born in Galveston, she completed her elementary teaching education at the University of Texas as her mother was also an alum. While her high school sweetheart, George, attended Texas A&M University they married shortly after graduation. Being back in Montague County was always her family’s ultimate goal after various agricultural projects took them to Costa Rica.

Together she and her late husband of 50 years have supported the Bowie and Montague County area schools, Montague County Youth livestock fair, the Bowie hospital, and today, she and her son remain involved in the ranching and farming industry.

Nancy has been a North Central Texas College Montague County Foundation board member and supporter since 2014. “(Nancy) is a passionate, fun-loving person who has always put education at the forefront in life.” Barbara Winingham said while presenting Nancy with the award. She can be seen cheering on the Red River Promise program with her fellow Foundation board members, welcoming guests at Dancing to the Stars fundraiser, working with Retired Teachers Association, Amity Club, and staying active in the community. It is her wish to help youth have a better life through education and knowledge.

ED WRIGHT COMMUNITY SERVICE AWARD FOR DENTON COUNTY

was presented to Frank and Dorothy Knapp

Frank and Dorothy Knapp are a community focused couple that volunteer their time and resources to help their community and the college. When they moved to Texas in 1984, they worked as election judge and head clerk during early voting at the Corinth City Hall for 14 years. They have assisted with Federal, State, County and city elections over the past 34 years. The couple also volunteered at Denton Christian Preschool in Denton, riding the bus to pick up and drop off children, helping teachers in the classroom and during the lunch time.

Frank and Dorothy volunteered for nine years at University of North Texas in the Registrar’s Office during registration for the Spring and Fall Semesters helping new students navigate the campus and find their way. They also assisted in the computer, lab helping students register for classes and student loans.

The couple have volunteered for the City of Corinth helping out at the Annual Fishing Derby at Meadowview Pond, Meet Santa Claus at Christmas, Easter Egg Hunt and Pumpkin Palooza. They are volunteers in Police Service and drive the Citizens on Patrol police car helping with vacation watches, directing traffic at accident scenes, blocking streets during parades, and patrolling parking lots during events. This couple has also provided funding to help NCTC students with scholarships and emergency funding.

ED WRIGHT COMMUNITY SERVICE AWARD FOR GRAHAM CAMPUS

was presented to Diane Cody.

Diane Cody has faithfully advocated for and supported education in the Graham community – from her time as a counselor with Graham ISD and her efforts in establishing an NCTC Campus in Graham in 2009 to her work on the NCTC Foundation Board.

Diane was an active member of the NCTC Graham Foundation Board from 2010 through 2021. She was instrumental in the implementation of the Shoot Out on the Prairie that raised thousands of dollars for scholarships for Graham students and she has provided leadership to the foundation board and campus to help students. She also serves as a UIL Contest Manager for one act play contests and workshop. Ellen Morris remarked “Her dedication to education, the Graham community, and NCTC is inspiring.”

Thanks for the partnership with Argyle United Methodist Church’s Men’s group and Brad Cozart’s leadership this year’s Casting for a Cause event raised $29,862 to support NCTC Scholarships, the North Texas Patriot Anglers and local food insecurity programs. Over 50 participated in the fishing tournament. Following the tournament, participants and sponsors enjoyed a Shrimp Boil and Silent Auction.

PROJECT MANAGEMENT

In April 2024, NCTC Marketing & Public Relations officially reached one full year of using our project management system, Wrike. Having this system in place provides a platform for more centralized communication within the department. With marketing staff and events being located across 7 campuses and training centers, this system allows for seamless collaboration, information sharing, and task tracking, no matter our physical office location. We’ve seen increased team productivity and risk management, being able to closely watch deadlines and proactively address potential issues before they escalate.

EMAIL MARKETING

Email marketing has proven to provide the lowest Cost Per Click (CPC) marketing of all digital strategies. This year, NCTC Marketing decided to greatly increase email marketing. Currently, NCTC Marketing has released 5-email campaigns, with two more in queue this Summer. Match-back reporting showed that of the 1,300+ new students that enrolled during the Spring semester, 844 received emails from NCTC Marketing, 65% of all new students.

HOBBY CLASSES CAMPAIGN

NCTC Marketing, in partnership with Continuing Education, offers diverse hobby classes for all skill levels. From arts to fitness, our courses foster creativity and personal growth with experienced instructors. Explore new interests, improve well-being, and connect with peers through NCTC’s enriching classes.

100 YEAR CAMPAIGN

• Launched website to promote Centennial Events and Centennial Sponsorship Opportunities

• With a committee and authors made up of Faculty and Staff, developed a 128 page Centennial Book detailing the exciting history of North Central Texas College since its founding in 1924.

• Launched an online advertising an billboard campaign to announce and celebrate our Centennial Year.

• Aided in the planning and execution of multiple events, both on and off campus, to celebrate the Centennial.

BILLBOARDS

Billboards with strong highway visibility are hard to come by. They are rarely available, as advertisers purchase them for years at a time. NCTC Marketing was able to secure two high traffic billboards, one in Gainesville and the other in Denton. Both are strategically placed for high visibility and close proximity to our campuses. These billboards will play a key part in NCTC brand awareness in the coming years.
