14 Red River Promise high schools are eligible to receive a last-dollar scholarship that covers tuition and fees after financial aid awards and other scholarships are applied, regardless of family income, race or GPA.
More than just a scholarship, Red River Promise includes success coaching and technologies to streamline the college enrollment process, plus transfer and workforce opportunities to help students find their best fit and begin an exciting career
Red River Promise is a collaboration between school districts, colleges, industry and community. Students have various pathway options including workforce certifications, and transfer and direct entry opportunities to ten different Red River Promise partnering colleges and universities.

RED RIVER PROMISE LAUNCH
NCTC celebrated the official start of the program by hosting the Red River Promise Launch which included participation from all ISD and university partners, students, workforce, and community stakeholders.

PROMISE PLEDGE RALLIES
In partnership with each high school, the team hosted Promise Pledge Rallies which provided opportunities to celebrate seniors who completed the pledge while introducing the program and opportunities to younger classmen, parents, teachers, and community. Seniors signed their school Promise banner, received t-shirts, took photographs, and visited with college partners at their recruiting tables. While the framework for each event was the same, each rally had its own unique components that reflected the personality of the ISD.
FAFSA ON TRACK...AT THE TRACK
In addition to the FAFSA Workshops hosted at each ISD during October, Red River Promise, the NCTC Financial Aid Office and Texoma Promise partnered to host FAFSA on Track…at the track during the district track meet where multiple Promise Partner ISDs were in attendance. The innovative event aims to provide support and opportunity to seniors and their parents in completing their FAFSA applications by meeting them where they are at.

COUNSELORS WORKSHOP
To prepare for the upcoming year, Red River Promise hosted a Counselor’s Workshop for all 14 Promise High School partners. University partners and career and technical programs were in attendance to present information, opportunities and changes. Counselor’s spent time reviewing various components and sharing ideas, challenges and best practices with one another.

COST PROJECTION AWARENESS FUNDING CAMPAIGN
Over the past year, the NCTC Foundation has been working to develop a plan for supporting the Red River Promise (RRP) Scholarship Program. The Foundation has identified the following three areas to focus on to ensure the sustainability of the Promise program:1) cost projections 2) awareness & 3) the funding campaign.

SCHOLARSHIP COST PROJECTION
Initially, the number of schools and projected high school graduates participating in the Red River Promise program were identified and a financial analysis was developed to estimate the cost of the program. In order to ensure the sustainability of the program, the Foundation recommended that an endowment fund be established so that the interest earned would be used to pay the Red River Promise Scholarships.
Using data from the Tyler Promise program and Dallas Promise, a financial analysis was developed anticipating 30% of all high school graduates would participate in the Red River Promise. Projections revealed that we would need the following endowments for each county:
the start of the Fall 2022 semester, in which the first Red River Promise cohort were enrolled, 199 students have enrolled at NCTC as part of the Red River Promise program. Here is a breakdown of the cost for the RRP Scholarships:
has committed $4 million in funding to support the RRP scholarships and to allow the Foundation to continue building the RRP endowment fund. As new RRP cohorts are enrolled NCTC will continue to monitor the enrollment to refine the cost projections.

AWARENESS
Over the past year, various awareness activities have been conducted to inform the Foundation Board member, potential donors and our community about the Red River Promise Program. Here are some highlights of these activities:
At the Annual NCTC Foundation Retreat in October, Dr. Brent Wallace, NCTC Chancellor, Dr. Emily Klement, RCCA Membership Chair and Dr. Eric Ban, Economic Mobility Systems shared information on the Greater Texas Foundation Rural Promise in a Box program and future directions for the college and how the NCTC Foundation will play a critical role in the success of our students.
At all the Foundation Board Meeting held in Cooke and Montague Counties and in Graham, the board have been given information on RRP and have been identifying strategies for raising these funds including scheduling civic club presentations, identifying individuals and corporations to solicit for support and expanding our donor base.
Civic club presentations have been made in all three areas to help spread the word in the communities about the RRP and how it will benefit the communities and its workforce by educating our students to be the future workforce. Presentations have been made to local Rotary Clubs, Kiwanis Clubs, Lions Club and other community groups.
In August, a Red River Promise Night was held at the Football game with two Promise high schools – Graham ISD and Bowie ISD. NCTC Staff and Foundation Board members distributed RRP handouts and materials to guests as they arrived at the football game. RRP student and parents were invited to attend and at halftime RRP students, NCTC staff and high school superintendents were recognized at half-time. Through out the game, announcement were made about the RRP and videos were played on the scoreboard. Guests entered into a drawing to win laptops and a $500 Scholarship. In October, it will be RRP Night at the Gainesville ISD football game.
NCTC Foundation Board members and staff have been meeting with current donors and prospective donors to educate them on the program and to gauge their interest and support of the program.
