Schell Brothers Rally Community Behind

Jusst Sooup

The Schell family and the Dunning family care about the people of Sussex County, particularly those who are hungry or in need.

So when the Dunnings' Jusst Sooup Ministry was chosen for ABC's “Extreme Makeover: Home Edition,” Schell brothers Chris and Preston decided to turn their passion for helping the people of Sussex County into action, by rallying the community to support the transformation of the Dunnings' tiny soup kitchen. The Schell brothers donated the 6-acre property and led more than 1,400 volunteers to build a new house for the Dunning family, as well as a commercial-style kitchen to prepare food for the needy folks Dale Dunning affectionately refers to as her “soupers.” Mrs. Dunning, who founded Jusst Sooup seven years ago, serves more than 175 gallons of soup each week and has fed thousands of people. But the soup is just part of the work of the ministry, Mrs. Dunning said. “It's about bringing hope to people and showing that somebody cares,” she told the Cape Gazette in a 2009 interview. After the Extreme Makeover, the Schell brothers led a second community initiative to build the Jusst Sooup Ranch Property Fund, a $300,000 charitable fund at the Delaware Community Foundation. The fund, raised through donations, produces enough income to ensure that the Dunning family won't have to worry about finding resources for operating expenses, Preston Schell said. “The enthusiasm and spirit created behind this process were really amazing. We want to continue moving it forward,” he said. “It's almost as if there is this sense of 'What now?'”

On the cover: Preston Schell, president of Schell Brothers Builders, and Dale Dunning, founder of Jusst Sooup Ministries, share a hug as the transformed Jusst Sooup Ranch is revealed. On this page: Dale Dunning revels in the new Jusst Sooup Ranch property.

Letter from the President & Chairman

Connecting people who care Dear Friends,

Each year, we at the Delaware Community Foundation have the privilege of distributing millions of dollars in grants to support education, the arts, the environment, and many other causes. We have this privilege because of you, our fundholders, who count on us to help turn your passion into action by stewarding your generous gifts wisely and supporting you in your charitable giving decisions. We are proud that during Fiscal Year 2012, the DCF: • Welcomed 61 new funds • Closed the year with $221 million in assets • Awarded more than $400,000 in scholarships, and • Distributed $13 million in grants to charitable organizations. As we launch the DCF's second quarter century, we are taking the opportunity to reflect on the work we have done and to look to our future. To that end, we have taken two critical steps this year. First, to stabilize our financial future, we have built the DCF Strategic Fund. Now at more than $1.4 million, the annual income from the Strategic Fund will help support the DCF's operations in perpetuity. Second, we have engaged a consultant to help us determine how we can build on the Foundation’s success to date. Over the past 25 years, the DCF has become a leader in Delaware’s nonprofit and philanthropic community, inspiring and facilitating charitable giving and maximizing the resources available. But the Foundation can and should do more. Community foundations nationwide are taking on new roles. Some are focusing on advocacy for the nonprofit sector, while others are striving to influence specific social issues, such as education and job creation. Still others are leading research to identify and measure areas of need, or providing nonprofits with technical and capacity building support. How can the DCF continue to have the most positive impact on the State of Delaware? During the next year, we expect to answer that question and produce a strategic plan for the work that lies ahead. We have our work cut out for us, and we welcome your insights.

The Power of Partnerships:

DCF Collaborative Grants

T

hrough the Collaborative Grants program, the Delaware Community Foundation seeks to inspire and support special initiatives in which multiple nonprofit organizations work together, to turn their shared passion into action, leveraging each other's resources to maximize the impact of grant dollars. This year, the DCF awarded a total of $220,000 to three statewide, multi-agency initiatives to expand mentoring, reduce child sexual abuse, and empower financially vulnerable Delawareans. Funding is renewable for up to three years, contingent on progress and anticipated costs. The lead agencies and initiatives selected are:

Expanding Mentoring The Delaware Mentoring Council received $40,000 to support establishment of “Mentors as Parent Partners,” a program to provide students with mentors who are willing to assume enhanced mentoring roles. Mentors work with children, parents and teachers to help the students with schoolwork and overall academic progress, including attendance, grades and performance on standardized tests. School districts statewide and 10 nonprofit organizations are collaborating on this initiative.

Reducing Child Sexual Abuse The YMCA of Delaware received $100,000 to support “Stewards of Children Sexual Child Abuse Prevention.” A collaboration of 15 nonprofits and government agencies, this program aims to train 35,000 adults (5 percent of adult Delawareans) over the next five years using the evidence-based “Stewards of Children” program.

Empowering the Financially Vulnerable United Way of Delaware received $80,000 to support statewide expansion of the “$tand By Me®” financial empowerment program. Dozens of Delaware businesses, nonprofit organizations and government agencies are working together to provide financially vulnerable low- and moderate-income Delawareans with: • One-on-one financial coaching • Help navigating college and financial aid applications • Access to consumer-friendly alternatives to payday loans and check cashing stores • Help requesting and interpreting credit scores, and • Financial planning support to help them increase their own economic security.

The DCF's Collaborative Grants are funded by earnings from the Foundation's unrestricted funds. To support the Collaborative Grants program, visit www.delcf.org/give and search for “Unrestricted Fund.”

DCF Co-Hosts First National Urban Fellow in Delaware

T

he Delaware Community Foundation, in partnership with the Community Education Building, is proud to be hosting Rebeccah Schermesser, the first National Urban Fellow to work in Delaware. The National Urban Fellows program develops people of color and women to become leaders and change agents in the public and nonprofit sectors. Through the program, fellows earn a Master of Public Administration degree at Baruch College in New York and spend nine months serving in unique immersion experiences in government and nonprofit organizations across the country. Ms. Schermesser, a former foster youth and a graduate of the University of California at Berkeley, began her career as an environmental scientist in California. She recently moved into nonprofit development, working with Strive For, a mentoring program for foster youth, and Marine Applied Research & Exploration, a marine deep-water monitoring and engineering nonprofit. At the DCF, Ms. Schermesser is participating in the Youth Philanthropy Board's grant making processes, and assisting in marketing and fundraising efforts for The Next Generation and the African American Empowerment Fund of Delaware. At the Community Education Building, she is facilitating conversion of the kitchen to serve the food needs of tenant and area charter schools and developing concepts for greening the building. After the fellowship, Ms. Schermesser hopes to leverage her experience to help turn her passion for helping foster youth into action by developing a residential charter school for foster youth. Two Delawareans have participated in the National Urban Fellows program in past years: Dr. Tony Allen worked at the William Penn Foundation in Philadelphia in 1997, and Antoine Oakley worked for the City of Chicago in 2010. Ms. Schermesser, a native of Oakland, California, is the first Urban Fellow to work at an agency in Delaware.

Scholarships

F u n d s

Since 1986, the Delaware Community Foundation has been connecting people who care with the causes they care about by helping them establish charitable funds and provide grants to the nonprofit organizations they wish to support. Many of our donors who care about education choose to create scholarship funds to provide opportunities for individuals to help with rising college costs.

Loren Boyd & Dwight S. Deloatch, pictured above with the Smiths, were the first two recipients of the William J. & Rev. Shirley M. Smith Sr. Scholarship.

For the 2011-2012 school year, the DCF supported local students by awarding more than 400 scholarships totaling more than $400,000. To learn more about scholarships or how to create a scholarship fund with the DCF, please visit our website at www.delcf.org/scholarships.

A passion for preserving history:

AAEFD Plays Pivotal Role in Saving Historic

Hockessin Colored School #107C The historic Hockessin Colored School #107C is just a tiny brick building, but the one-room schoolhouse played an enormous role in the 1954 Brown v. Board of Education decision that ended segregation of schools.

he historic building was almost lost to sheriff's sale in January 2012 because the Hockessin Community Center (HCC), which owns the property, could not pay off a $213,000 debt. But a multicultural group of prominent community leaders, later to become known as the Friends of Hockessin Colored School #107C, jumped into action to save the building. To do that, the Friends needed to raise money fast to buy the $213,000 debt. The Delaware Community Foundation's African American Empowerment Fund agreed to lend the Friends $100,000, provided that they could raise the remainder necessary to buy the lien. AAEFD Chairman Dr. Tony Allen and several other AAEFD board members, including past Chairwoman Sylvia Banks and Treasurer Bill Allen, also joined

the Friends group and helped raise the additional $113,000 through a fund at the DCF. “After learning about the situation and hearing from Judge Leonard Williams, Louis Redding's former law partner and friend, and Judge Joshua Martin, a member of the AAEFD and longtime business and community leader,” Dr. Allen said, “the board recognized this as an opportunity to save an important piece of American history, and we weren't going to miss that moment.” Thanks to the AAEFD's loan, as well as contributions from nearly 80 other generous supporters, the Friends of HCS #107C was able to purchase the debt and is now working with members of the HCC board to determine next steps. The groups' shared goal is to raise money to restore the building and allow the HCC to return its focus to community services. Judge Williams, chairman of the Friends of HCS #107C, said the AAEFD and the DCF have been key players in the battle to save the historic school. “The DCF gave us a vehicle to raise the money, and the AAEFD gave us the confidence and the initial leadership gift we needed to raise the rest of the money,” Judge Williams said. “Without them, we would not have been able to accomplish all that we have.”

The Spirit of Philanthropy:

Jane Wilkie M

Jane P. Wilkie left her classroom at Delaware Technical & Community College five years ago, but she's still educating those around her about ways to serve the community.

s. Wilkie, this year's recipient of the Fund for Women's Spirit of Philanthropy award, recruited more than a dozen friends and former colleagues to the Delaware Community Foundation's Fund for Women (FFW). She helps fill the tables at the annual YWCA fundraising breakfast, and she advocates for local organizations, including Survivors of Abuse in Recovery and Friendship House. “People see me coming and know I'm asking them for something,” Ms. Wilkie said with a laugh. “I'm good at getting people involved.” Ms. Wilkie spent 29 years teaching English as a Second Language, and she wasn't one to confine learning to the classroom. She organized bus trips to the Statue of Liberty and helped students with immigration problems, in addition to teaching them the fundamentals of a new language. “These were not just people she would see in her classroom,” said Maria Taylor, a friend and FFW Founder who nominated Ms. Wilkie for the award. “She would drive people to their chemo appointments and help with family issues. She would always have at least one time in the summer where she would invite a lot of her students to come to her house for an afternoon of swimming at the pool.” After retiring from Del Tech, Ms. Wilkie established the Jane P. Wilkie Endowment for International Student Scholarships in 2007, donating a little each year until the fund could support a scholarship. The first $500 scholarship was awarded in March 2010 to Ojong Bate, a biotechnology major and native of Cameroon.

Delaware Community Foundation | 2012 Annual Report

Through the Spirit of Philanthropy award, the FFW seeks to honor women who give of themselves for the benefit of other people and their communities, Mrs. Taylor said. “Part of our mission is to promote the fact that everyone in their own way can be a philanthropist,” she said. “It's the philanthropy of giving time, the philanthropy of just caring about other people. That's what Jane does.”

Striving for

The Next Million The Fund for Women at the Delaware Community Foundation started 19 years ago, when 16 women—now known as the “First Founders”—decided to pool their charitable dollars and harness the power of collective giving. They set an ambitious goal: To raise $1 million for an endowment to benefit women and girls in the First State. Today, more than 1,200 women and men have become Founders, contributing $1,000 each, many over a period of several years. As a result, the Fund for Women has built a $2.8 million fund and donated more than $1 million to programs that help women and girls, particularly in underserved populations, said Fund for Women Chair Laura Day. Much of the Fund for Women's success comes from the Swingin' With A Star Golf Tournament, which has donated more than $1 million to the Fund since 1993 in honor of Delaware golf legend Betsy Rawls. Having far exceeded their goal, what's next for the Founders?

“We have behind us close to two decades of fundraising and supporting women and children in Delaware, and hundreds of women have contributed to that end,” said Founder Ginger Ward, who is leading the Next Million campaign. “The idea is to have new Founders, existing Founders—and particularly some of our original Founders—help us continue the legacy by contributing to the Next Million.” Money raised in the Next Million campaign will help meet the increasingly urgent needs of women and families that have arisen in recent years because of the economy, Founder Susan Sherk said. “We've really done some great work in Delaware, and I'm awfully proud of that,” Mrs. Sherk said. “Sometimes people think only millionaires can be philanthropists. The Fund for Women is an example of how people from all walks of life can make an enormous impact by pooling their resources to support the causes they care about.”

The Next Million, of course. This year, the Fund for Women launched its “Next Million” campaign, with the goal of growing the fund by another million dollars.

The Rodel Foundation

D

elaware is in the midst of an historic, oncein-a-lifetime opportunity to turn its public education system into one that transcends expectations and can be considered world-class. Educators and lawmakers, as well as community and business leaders statewide, have done much to put Delaware on a different playing field.

2. Creating a Culture of Excellence

The Rodel Foundation contributes by lending support, investment, staff and national expertise to these efforts. Rodel's goal is to help Delaware focus on the right priorities, create a culture of excellence, and commit to innovation. In 2012, Rodel lent support to:

Supporting Struggling Schools: The “Partnership Zone” transforms the state's neediest schools. Early results from the program's 10 schools are promising. Rodel supports this effort by bringing national best practices to inform the work at the state and classroom levels.

1. Focusing on the Right Priorities Excellent Standards: The Common Core State Standards Initiative defines the knowledge and skills students need to acquire in grades K-12 to enable them to graduate from high school, ready and able to succeed. Common Core standards are rolling out in Delaware schools. These higher standards were envisioned in Vision 2015, and the Rodel Foundation supports them today. Strong Early Learning (EL): A $22 million investment approved by the Delaware General Assembly in June 2011 supports EL programs and educators. Delaware was awarded nearly $50 million through the Race to the Top Early Learning Challenge in December 2011, which will help place 80 percent of high-need students in quality EL centers, compared to 20 percent today. Rodel also helped implement support for providers, a new Early Learner Survey (kindergarten readiness), and K-12 alignment initiatives. Solid Data: The new Delaware Comprehensive Assessment System measures student growth more effectively, giving schools and parents the information they need to target individualized learning needs and ensure that all adults in the system are held accountable for students' progress. Rodel and its corporate partners helped pilot the predecessor of this system.

Great Teachers & Leaders: The Rodel Foundation supports the state's efforts to improve teacher recruitment, training and evaluation by investing in Teach For America (TFA) and the Delaware Leadership Project (DLP), which place top talent as teachers and principals, respectively, in high-need schools. Delaware TFA corps members currently teach more than 3,000 students statewide, and DLP fellows reach nearly 6,000 students.

3. Committing to Innovation The Rodel Foundation helped create the Vision Network, a coalition of 28 charter and district schools serving more than 23,000 students statewide. The Vision Network works to improve student achievement by strengthening leadership and encouraging students to take ownership of their learning. Several Vision Network schools are top performers statewide. Rodel also invested in like-minded organizations, such as Innovative Schools, to support new school models, including Delaware New Tech Academy and Early College High School at Delaware State University. “We still have a long way to go—only one in five Delaware high school seniors are 'college and career ready'—so we must continue to act with urgency. However, if we keep expanding the circle of amazing schools, embrace innovation, and do the hard policy work needed to elevate and inspire our teachers, we will set a flywheel in motion that will be hard to stop.” – Paul Herdman, President & CEO, Rodel Foundation of Delaware

Youth Philanthropy Boards:

Instilling a Passion For Giving

P

“Tell me and I will forget. Show me and I will remember. Involve me and I will understand. Step back and I will act.” – Chinese Proverb

art of the mission of the Delaware Community Foundation is “to provide a lasting source of charitable funding to benefit Delawareans today and for generations to come.” The Youth Philanthropy Board is a core activity in our work to ensure a strong future of charitable funding in the First State. Each year, we engage students from every high school in Delaware in an eight-month program to experience the power and responsibility of charitable giving. The late Phyllis Wynn created the YPB in 1999, to encourage New Castle County youth to engage in philanthropy. The DCF has since created chapters in Kent and Sussex Counties. Each YPB chapter is given a pool of money to be distributed among local charitable organizations. The students function as if they were the board of directors of a foundation. They choose a focus area, solicit and review applications, make site visits, and ultimately award grants to the organizations they deem most worthy. “In many families, philanthropy isn't discussed, so the upcoming generation may not understand the level of need that exists in the community and how much good they can do,” DCF President and CEO Fred Sears said. “Through the YPB, the students don't just discuss the importance of giving; they actually do the giving,” he said. “We find that once they have that experience as young people, philanthropy becomes part of their lives, even into adulthood. We simply plant the seed and stand back.”

hen people volunteer for an organization, studies show that they're more likely to give charitable dollars, too. The leadership of The Next Generation of the Delaware Community Foundation is putting that knowledge to work as they cultivate today's civic-minded young adults in an effort to grow tomorrow's philanthropists. In addition to contributing financially to support grants and the TNG endowment, members volunteer to staff popsicle stations at Girls on the Run 5Ks, wrap gifts for Toys for Tots, and run every aspect of the organization's two annual fundraisers. “Our primary mission is raising money to make grants and build our endowment, but it's not very inspiring to just write a check,” TNG President Don W. Nicholson Jr. said. “We create opportunities for our members to volunteer together and see that they're making an immediate difference to the community. That sense of gratification and connection to the rest of the team motivates them to participate financially.” In addition to its volunteer work, TNG awarded $35,000 in grants to five nonprofits around the state this year. This is the second year that TNG has focused its giving on programs fighting childhood obesity. For 2013 and 2014, TNG will award grants to nonprofits with programs supporting Science, Technology, Engineering, and Mathematics (STEM) education. Building The Next Phase of

The Next

Generation

O

The success of The Next Generation has inspired a group of civic-minded young people in Kent and Sussex Counties to create a chapter of their own, The Next Generation-Southern Delaware.

ne of the Delaware Community Foundation's three Giving Circles, The Next Generation includes 20- and 30-somethings who raise money to award grants to nonprofits and to contribute to its growing endowment fund. TNG members also learn about how nonprofit boards work and the responsibilities of serving as board members. By expanding into Kent and Sussex Counties, TNG will be able to involve more young Delawareans and raise more money to provide grants for charitable programs in Southern Delaware. So far, approximately 30 people in Kent and Sussex have joined TNGSouthern Delaware and elected an outstanding leadership team:

Passion for the Great Outdoors: Delaware State Parks Trust Fund Delaware has 17 beautiful state parks, from White Clay Creek to Fenwick Island. Because the Delaware State Parks Trust Fund at the DCF provides the parks with financial stability, generations of Delawareans are sure to enjoy everything the parks have to offer, including fishing at Indian River Marina, strolling around the Brandywine Zoo, and – like this family – camping at Killens Pond.

T

horkil Sonne envisions a day when 1 million individuals with autism and similar challenges have access to the dignity and independence that comes with meaningful employment. Now, with his vision striding toward reality in several other countries, Mr. Sonne has established his U.S. headquarters at the Community Service Building in Delaware with the Specialisterne Fund at the Delaware Community Foundation. Mr. Sonne, whose son Lars is autistic, founded Specialisterne in 2004. Specialisterne (“The Specialists” in Danish) is an innovative nonprofit company that provides IT consultancy services and employs primarily individuals with autism spectrum disorder. The organization is working to bring the Specialisterne concept into numerous other countries, including England, Ireland, Poland, Germany, Austria, Spain, Turkey and Canada. Interest in Specialisterne has grown in the United States, too. At the encouragement of Gov. Jack Markell, Mr. Sonne and his family decided this year to make Delaware their home and establish the Specialisterne Fund at the Delaware Community Foundation. “The strong dedication from stakeholders has made it a natural choice for us to focus on Delaware as the first state for Specialisterne,” Mr. Sonne said. “I think what we can do here in Delaware is set the example for the U.S., North America and the world on how stakeholders work together.”

16

Delaware Community Foundation | 2012 Annual Report

The Specialisterne Foundation will provide sustainable employment and career opportunities for individuals who typically are kept out of the job market primarily because of their disability, despite a high functionality level. People with autism often have unusual skills, such as an outstanding memory, a remarkable eye for detail, and the ability to persevere with repetitive tasks. These skills can be extremely valuable through special understanding and accommodation. Mr. Sonne, who hopes to raise $1.3 million in Delaware, launched the new fund at the DCF with grants from the Longwood Foundation and Welfare Foundation. “Businesses need the skill set of some of the higher-functioning autistic individuals that are all over the world, and specifically here in Delaware,” said Thère du Pont, president of the Longwood Foundation. In addition to Delaware, the Specialisterne Foundation is currently working with stakeholders in Colorado, Connecticut, Florida, Minnesota, New York and North Dakota.

Legacy Society F u n d s

The Legacy Society is a special group

of individuals who have made plans to leave a future gift to a fund at the Delaware Community Foundation. Legacy gifts can be made through bequests, charitable trusts, charitable gift annuities, retirement assets, life insurance and other planned gifts. The Legacy Society provides a way for us to recognize and thank our society members during their lifetimes. A number of deferred gift donors have indicated they prefer to remain anonymous. Either way, we celebrate these charitable legacies, which will carry on our donors' generous spirit.

Volatility reigned in world markets during the DCF's Fiscal Year 2012 (July 1, 2011-June 30, 2012), driven by civil unrest, the sovereign debt and banking crises in Europe, the persistent economic slowdown in China and globally, depressed consumer confidence, and signs of contracting manufacturing activity in the United States. These factors, in concert with fiscal and monetary intervention, shaped financial market returns. The European sovereign debt crisis intensified in late 2011, as Europe's leaders proved unable to develop a concrete plan to resolve problems threatening the existence of the European Union. In response to the weakening global economy and forced austerity measures, central banks around the world acted to maintain market liquidity and enact pro-growth policies. Due to the U.S. sovereign credit rating downgrade in August, investors fled to safe havens, such as longer-dated U.S. Treasury bonds, which began to outperform risky asset classes. Investors remained focused on short-term dislocations, and there was greater demand for yield and a continued aversion to illiquidity.

Following a strong start to Calendar Year 2012, concerns over slowing growth in the developing world resurfaced, which led to declines in emerging markets equities and currencies, as well as natural resources stocks and commodities. By spring, Europe was making progress, and a Greek default seemed to have been averted. Risk assets outperformed U.S. Treasuries and other large developed country bond markets. Many emerging markets currencies also rallied sharply relative to the USD. But as summer approached, the uncertainty emanating from Europe once again contributed to a sharp sell-off in risk assets around the globe; the S&P 500 Index posted losses in the second quarter; and non-U.S. equities, emerging markets equities, commodities, and natural resources stocks all posted notable declines, while long Treasuries posted strong gains and continued to serve as the asset of choice during periods of market stress, despite yields at or near historical lows along much of the curve. Fiscal Year 2012 was difficult overall, and the DCF closed the year with a negative 3 percent return, compared to a negative 3.1 percent for the benchmark by which DCF portfolio performance is measured. However, the last half of FY2012 was very strong, up nearly 8 percent. Since inception, DCF fundholders have enjoyed gains of 7.0 percent. The DCF Investment Committee continues to take steps to balance the risk and return profile of the portfolio and is monitoring manager performance and asset allocation.

What $5, a Fund Builder, and a Fighting Spirit Can Do

C

University of Delaware student builds $40,000 fund to honor his dad and raise money for cancer research

ole Winarick was an 18-year-old freshman at the University of Delaware when he learned that his dad, Ron, had melanoma, a life-threatening form a skin cancer. Determined to do something, Cole decided to raise $250,000 for cancer research.

Through golf tournaments, T-shirt sales and other activities, Cole and his family and friends – particularly his Sigma Chi fraternity brothers — have built the principal to $40,000. This year, Cole was able to convert the Patient 9 Foundation from a fund builder to an endowed fund. Unfortunately, Ron Winarick didn’t get to see the transformation of the Patient 9 Foundation. A health setback disqualified him from the clinical trial, and he died on June 25, 2011.

He started with his own $5. Cole quickly raised $2,000 from friends and family and opened a fund builder at the Delaware Community Foundation. He called it the Patient 9 Foundation, because his dad was the ninth patient in a clinical trial at the Dana Farber Cancer Institute in Boston.

Although Cole could begin making small grants from the Patient 9 Foundation, he plans to continue fundraising and let the principal grow.

“The day I signed the papers to open the fund builder, my father was in tears. I’d never seen my dad upset or cry,” Cole said. “It was tough to see, but it let me know how meaningful the foundation was.”

“I’m going to wait until we reach $250,000 and donate it as a lump sum to Dana Farber. Because it’s a larger amount, it’ll go straight to the medicine,” he said. “Next time someone needs to participate in that clinical trial, the medicine will be there.”

Fund Builder Accounts

An individual, family or organization can open a Fund Builder account with only $2,000 and then take up to five years to build the principal to the $10,000 required to create a permanent charitable fund. Once the balance reaches $10,000, fundholders can begin allocating grants to the charitable causes they care about most. Amina's Hope Scholarship
