Feel secure during a disaster with CERT training

The Community Emergency Response Team (CERT) is offering education and training in disaster preparedness for the community.

James Morrow, Volunteer Service Coordinator, who heads up the CERT Programs training coordination, explained that training will cover an array of basic disaster response skills such as fire safety, light search and rescue, team organization and disaster medical operations. “If any natural or

manmade disaster occurs having the ability to know what to do during those times provides a sense of assuredness. It may seem daunting; but it’s that base knowledge that gives you a feeling of security. You never know what you are capable of – even professionals don’t know until they are in the situation – but the more you know and as in all things if you train, and train consistently, you have that sense of security. It’s that base to go back to; and during that situation, perhaps, you can say, ‘Yes I can do this.’ ”

Door prizes were won by hard working parents; and five lucky families received $100 gift cards thanks to a contribu-

tion from an anonymous donor.

The Andrews Attic is a free thrift shop for E-5 and below military singles and families on Joint Base Andrews and the surrounding National Capital Region, easing their financial burden in trying times. The daily operations are run by a team of volunteers led by military spouse and Attic Manager, Holly McHugh.

The Air Force issued me my ‘kids’

While I’ve decided to live the child-free lifestyle, the Air Force, in its infinite wisdom, saw the need to issue me two kids. They are both straight out of technical training and brand new to the Air Force -and one is still too young to accept an adult beverage.

Let’s be honest: As children do, they totally cut into my “me time.”

In all seriousness, though, these Airmen are bright, young women with an incredible future ahead of them, and I am duty-bound to ensure that doesn’t change.

Perhaps like many supervisors, sometimes I feel like a parent. I am responsible for these ladies and their development as Airmen.

I have a vested interest in their success and a powerful role in their morale.

Sometimes that responsibility is easy, but sometimes that responsibility bolts me into action in the middle of the night.

One of my Airmen calls me from the side of the busiest highway in Denver, nearly in tears, and tells me that she had just been in her first car accident. Like any good parent would do, I jump out of bed in my pajama pants and head out the door without thinking twice. In a flurry of hands-free phone calls to our first sergeant and my Airman, who is now backing up the highway

for miles, we square everything away and get her back to base with the help of the police and a tow truck driver.

It was after everything was taken care of and she was back in her room that I truly realized being a supervisor was about more than solving a problem.

It was time to listen. She had been through her first car accident ever.

She was in a brand new city. She was on her own for the first time. All things combined, I understood why she was so distraught. For me, this was a challenge to overcome; but for her, this may have been one of her most terrifying experiences. I knew I had to listen.

This experience taught me two valuable lessons. One, if my Airmen are in trouble, I need them to know that they can trust me to take care of them. And two, I need a new pair of pajama pants because crushed blue velvet went out of style two decades ago.

But how do I get these young Airmen to trust me? I am nearly 10 years older, and entire generation separates my interests from theirs.

How can I relate?

I became the next Sherlock Homes, paying attention to the little details to find common ground.

My investigative eye was on overdrive as I tried to learn more about my other Airman.

She is quieter and a bit less outspoken, but she is unbelievably

artistic. Her talent with a drawing pencil makes me look like a preschooler with a crayon. What do a young, female Michelangelo and I have in common? During a dorm room inspection, I observe pop culture posters on the walls and spot her video game system; I can relate to that.

Paying attention to my Airman allowed me a glimpse into her life.

Still, was this enough to get her to connect with the oldest person in her work center?

It came down to what my dad did with me for our father-son bonding.

He introduced me to Star Wars and Star Trek, engrained classic rock into my head, and shared outlandish stories of his past. These moments brought me closer to him, so I thought it might work with my Airmen.

Well, now they know more 1980s music than they ever thought they would, and they have heard more “old-man” stories than they probably wished to hear. It took willingness from both sides to adapt, but at the end of the day, we built that Airman-supervisor connection.

I honestly feel that they can trust me. They can come to me with not only problems I can listen to or help solve, but also with the successes they have achieved. Hearing that they won an award or were lauded by the commander gives me the same level of joy and pride

Members to perform at Super Bowl events

NFL football is nearly done for the year, and that means just one thing to its legions of rabid fans: Super Bowl. The United States Air Force Band is gearing up for the big game with a series of performances beginning in late January, starting with the annual Pro Bowl and culminating at the Super Bowl XLIX on Feb. 1. If you watched last year’s Super Bowl, you may have seen members of the Singing Sergeants proudly representing the Air Force to the world during the national anthem ceremony, which featured international opera star Renee Fleming. This year, we are proud to report that once again the Band has been asked to participate in the party and pageantry that is Super Bowl Week that will be held in sunny Glendale, Arizona from Jan. 25 to Feb. 1, 2015.

so do the Band’s performances. On Jan. 29, the Air Force Strings, led by Chief Master Sgt. Deborah Volker, will provide a touch of class and sophistication as they provide a strolling show for the NFL Owner’s dinner.

The following day

sees a 180 degree musical turn as the premier rock band of the U.S. Air Force, Max Impact, takes the stage. They will be performing a mix of original tunes and contemporary and classic favorites during a high-energy show at the VH1 “Salute to the Troops” concert on Luke Air Force Base.

Finally, on Sunday, Feb. 1, a week of celebrating America’s greatest sports spectacle reaches its climax with the fortyninth Super Bowl. The Band will once again have a presence within the national anthem ceremony, with two rope drummers from the Ceremonial Brass playing for a joint service color guard during the presentation of the national colors.

The Unites States Air Force Band is honored and excited to represent the Air Force core values of “Integrity, Excellence and Service” to the world at Super Bowl XLIX. If you’re lucky enough to have tickets, please say hello when you see us.

So much to do when deployed

Something else I’ll miss is seeing the changing of the leaves in the fall and the snowfall throughout the winter, something I enjoy very much. I’ll also miss a major milestone, the retirement of my first saxophone teacher who is retiring from the U..S. Army Band after 28 years of service. That is quite an accomplishment, and I would have loved to have represented The U.S. Air Force Band at his ceremony. However, this mission is a fine reason to miss that event.

Most of the time, Master Sgt. Jake McCray serves an tenor saxophonist in the Concert Band. However, last year, he packed up his bags and deployed to the Middle East as a member of the Air Force Central Command Band (AFCENT Band). Currently, he has put aside his horn for a while and traveled back to Southeast Asia to be the director of Operations (DO) for the AFCENT Band. I recently had the chance to speak with McCray about his current deployment, the differences between playing and doing ops, and the importance of the DO in a deployed environment.

79th Medical Wing presents STEP Promotion

On Dec. 18, 79th Medical Wing Commander, Maj. Gen. Roosevelt Allen and Command Chief Master Sgt. Michelle Thorsteinson awarded a Stripes for Exceptional Performers, Technical Sergeant promotion to Staff Sgt. Matthew Shaffer.

Sgt. Shaffer is a Biomedical Equipment Repair Craftsman assigned to the 579th Medical Group at Joint Base AnacostiaBolling.

Sgt. Shaffer has distinguished himself as the led for Pacific Command Medical Equipment Repair Center missions, pivotal to Pacific Air Forces’ Medical Logistics Large Account of the Year recognition.

As Afghan National Army Advisor, he led convoy and translator teams through over 70 combat missions being awarded the Army Commendation Medal.

On Dec. 18, 79th Medical Wing Commander, Maj. Gen. Roosevelt Allen and Command Chief Master Sgt. Michelle Thorsteinson awarded a Stripes for Exceptional Performers, Technical Sergeant promotion to Staff Sgt. Matthew Shaffer.

He led 26 personnel in the execution of 54 details as Flight Sergeant for the base Honor Guard. Furthermore, Sgt. Shaffer distinguish himself by winning the Airman Leadership

School, John L. Levitow Award.

He has also completed his Community College of the Air Force Associates degree and is pursuing a Bachelor’s degree in Information Technology.

DoD releases 2015 military pay, compensation rates

The Department of Defense announced the 2015 military pay and compensation rates for service members, with most service members receiving a one percent increase in basic pay.

The new rates for basic pay, basic allowance for housing, basic allowance for subsistence, and the cost of living allowance rates for the contiguous United States will take effect on Jan. 1.

Basic pay for service members will increase one percent, except for general and flag officers who will not see an increase in 2015. For example, an E-4 with 3 years of service will see an increase in basic pay of $22.20 per month, while an O-3 with 6 years of service will receive a basic pay increase of $54.30 per month in 2015.

Basic allowance for housing rates for service members in 2015 will increase on average $17 per month, or 0.5 percent.

Rates are calculated using median current market rent and average utilities (including electricity, heat, and water/sewer) for each pay grade, both with and without dependents. Two changes were made to BAH rate computations for 2015: renter’s insurance, which

contributed an average of one percent to rates, was eliminated, and the Fiscal Year 2015 National Defense Authorization Act reduced housing rates on average one percent for service members.

However, individual rate protection for service members remains an integral part of the BAH program. This means that even if BAH rates decline - including through the elimination of renter’s insurance and the reduction in the calculated rate - a service member who maintains uninterrupted BAH eligibility in a given location will not see a rate decrease. This ensures that service members who have made long-term commitments in the form of a lease or contract are not penalized if local housing costs decrease.

The 2015 basic allowance for subsistence rates for military members will increase by 2.9 percent over last year. The new rates are: * $367.92 per month for enlisted members * $253.38 per month for officers The annual adjustments to

basic allowance for subsistence -- a monthly nontaxable cash payment to military members intended to be used to buy food -- are linked to changes in food prices as measured by the annual change in the U.S. Department of Agriculture Cost of Food at Home Index. From the beginning of October 2013 through the end of September 2014, the index rose by 2..9 percent, forming the basis for the increased BAS rates.

The Defense Department also released its 2015 contiguous United States cost of living allowance rates. Roughly 12,000 members will see a decrease in their CONUS COLA payments, while some 7,000 members will see an increase or no change, and 4,000 members will no longer receive a CONUS COLA payment.

CONUS COLA is a taxable supplemental allowance designed to help offset higher prices in high-cost locations, and rates vary based on location, pay grade, years of service and dependent status. Rates can increase or decrease depending on the prices in a specific duty location compared to prices in an average CONUS location. Walls are going up, construction continues

Construction on the new Malcolm Grow Medical Clinics and Surgery Center (MGMCSC) is beginning to take shape and the walls are going up.

“The project is now 34 percent complete. Approximately 3,000 truck-loads of concrete have been placed and more than 825 tons of structural steel and five miles of underground piping installed. The steel framework for the building has been assembled and a large portion of the precast panel walls have been positioned so that the facility can now be seen while traveling along West Perimeter or Allentown Road,” said Capt. Derek Findlay, 779th Medical Group, Project Health Facilities Officer.

Over the next several months, metal roofing will be installed and the large crane will be moved to begin construction on the foundation for the parking garage. Other on-going activities include installation of windows, electrical wiring, and plumbing.

Infrastructure equipment will soon be delivered to the central energy plant.

“The new facility will have state of the art operating room capability, very similar in design to surgical suites at Walter Reed National Military Medical Center and Fort Belvoir Community Hospital. Army and Navy surgeons will be able to operate at MGMCSC, just as our providers go to those facilities now,” said Findlay.

TRAINING, from page 1 Morrow further explained that during training a person can expect all the basics of disaster management to include: disaster psychology in order to speak to people involved in a disaster; working in a disaster in order to help a neighbor by knowing the risks and how to adjust to those risks and basic disaster medical training including when to move someone as well as dealing with the ‘walking wounded.’

“For example if there is a tornado – how to make assessment of building and mark the building or indicate the individuals you have helped,” Morrow explained.

“You will also gain a better understanding of basic CERRT organization, knowing when to step back when first responders arrive – the order of things if you will,” Morrow said.

Morrow added that participants will also receive education in what terrorists are looking for; knowing the definition of a terrorist.

The training is comprised of classroom instruction as well as hands-on training.

“We recognize that people have lives and wanted to make the classes more flexible, classes are during the week and the weekend,” Morrow said.

There are several upcoming training sessions. In College Park the session is Jan. 10, 24, 31 and Feb. 7 targeting College Park residents. There is a session in Cheltenham Jan. 22 -24 for adults.

The CERT training in Cheltenham on Feb. 14 and 15 is family-oriented training.

“I know some people might balk at training on Valentine’s Day but what other time is more ideal to train for disaster preparedness so that you can take care of your loved ones and lead them to safety in the case of natural or manmade disaster,” Morrow shared.

The office is looking for volunteers in all areas. Some might be thinking this training is above their head but you can serve in a number of areas.

There is a need before, during and after a disaster also. “We need help in all areas – help moving debris, help in the sheltering centers, to read to children; or perhaps you are a carpenter or electrician and can offer your skills in the rebuild process.” Volunteers can be high school students on up to seniors.”

The Brandywine Chick-Fil-A provides monthly complimentary meals to the all-volunteer staff, and the Andrews Federal Credit Union routinely supports the Attic with money for supplies and events such as the Children’s Christmas party.

shop in the Attic every time the doors are open, and they come from all over the region.” The Andrews Attic receives tons in donations every year, which the volunteers sort and use to stock the shelves, accruing hundreds of volunteer hours. Additionally, Andrews Attic provides a non-perishable food bank and diaper bank for the E-5 and below population in more critical need by referral from a First Sergeant or Supervisor. In conjunction with the Andrews Spouses’ Club Thrift Shop, a separate entity, the Attic recently opened a military uniform shopping room that is completely free to all ranks of active duty military, full-time and part-time Guard and Reserve, ROTC and Civil Air Patrol.

“While this record does not paint a picture of marital bliss, it likewise does not convince us, beyond a reasonable doubt that the appellant intended to steal military property,” the court said.

Service members accused of being in a sham marriage and charged with larceny of military property or making false statements should immediately consult with a military law attorney.
