U.S. Army Garrison Fort Detrick Welcomes New Command Sgt. Maj. NICK MINECCI

U.S. Army Fort Detrick Garrison Command Sgt. Maj. Richard Jessup passed the sword to Command Sgt. Maj. Franklin Jordan, symbolizing the relinquishing of his responsibility, July 23 at the Fort Detrick Auditorium.

While giving his farewell remarks Jessup thanked the Fort Detrick community for their dedication and resilience the workforce has displayed during the past few years. “We have faced some tough challenges, things like furlough and sequestration.

But you stood steadfast, held your head high

and your shoulders back, and continued to move us as an installation in the right direction,” said Jessup.

As Jessup was speaking to the crowd his government-issued cellular phone rang, Jessup answered it, and then informed the person who was calling to hang on as he handed the device to Jordan telling him, “it’s for you,” to the delight of the audience, who applauded the move.

During his remarks, USAG Fort Detrick Commander Col. Robert O’Brien said Jessup was instrumental during his arrival. “He cares and has established an approachable climate to get stuff done in the toughest cir-

cumstances. I’d like to thank you for your mentorship, patience and counsel over the last two months.”

Jordan is arriving from Headquarters, Army Materiel Command, Redstone Arsenal, Huntsville, Alabama, where he served as U.S. Army Materiel Command Inspector General Sergeant Major since February 2014.

Born in Miami, Florida and raised in Alapaha, Georgia, Jordan entered the Army in July 1988, attending basic training at Fort Dix, New Jersey. He has held leadership positions including squad leader, platoon sergeant, support operation maintenance non-commissioned officer in charge, First

Sergeant, Iraqi Security Force sergeant major, G-4 Maintenance Sergeant Major, Battalion Command Sergeant Major and Inspector General Sergeant Major.

“Serving twice as a command sergeant major already and with recent inspector general experience [Jordan] is well equipped to help bear the torch as we take the U.S. Army Garrison Fort Detrick into the future, focusing on teamwork, communication, standards and pride,” said O’Brien.

Jordan thanked all those in attendance and said he is looking forward to his new job. “There is no greater honor than to lead Soldiers,” said Jordan.

A Heartfelt Farewell Message COMMAND SGT. MAJ. RICHARD JESSUP This will be the last communication I will have with the Fort Detrick and Frederick community; so I wanted to take this time to thank you all for the support and relationships we have created over the last twenty-five months. Recently we had the change of responsibility ceremony and Command Sgt. Maj. Franklin Jordan assumed responsibility as U.S. Army Garrison Fort Detrick command sergeant major. I leave here with many memories. While I am excited and looking forward to the challenge of my new assignment, I can truly say that I will miss Fort Detrick and the amazing Soldiers, Sailors, Airmen, Marines and Department of the Army civilians who make up the workforce here, and the people of Frederick.

We have been through a lot during my tenure; some great times and some challenging. We worked together during the furlough and the ongoing sequestration, ensuring Fort Detrick continues to run smoothly. It has been truly rewarding to watch you all bond as a team and support each other as you provided the quality of service to our Service Members that is commiserate with their service. We have celebrated some amazing accomplishments, such as our fire department being named as the best medium-size fire department in the Army.

I have been truly fortunate during my time here to

have some of the best command sergeants major as teammates across the installation, and I have truly valued your input, advice and friendship during my time.

To the Soldiers and the USAG workforce, you show a resilience and adaptability to take on a wide range of challenges, sometimes on the shortest of notice, and continue to ensure the mission is accomplished.

Every day when I walked around I was met with smiling faces and laughter from you all. Infectious attitude is second to none; thank you for what you do every day, not only for Fort Detrick, but for our Nation.

I would also like to thank the elected officials and the people of Frederick; your unwavering commitment to Fort Detrick is why we are the largest employer in Frederick and why this is a great place to live, work and play. Thanks for all your support.

Finally, I would like to say that while I am headed to a new assignment, I know that the U.S. Army Garrison Fort Detrick is in the hands of two outstanding leaders with Col. Robert O’Brien and Command Sgt. Maj. Jordan. I know that with these fine Soldiers in the lead that the garrison will continue moving forward with strong leaders who will provide the purpose, guidance and direction that will continue to make Fort Detrick a superb place to work.

Thank you all for everything during my time here, I will miss Fort Detrick and the people here.

Riders Gather for Fort Detrick Bike Rodeo NICK MINECCI

The Fort Detrick Police Department hosted its annual bike rodeo July 9 at the Balfour Beatty Community Center to meet with children and adults, educating them on bicycle safety, preventive maintenance and the traffic laws for cyclists on Fort Detrick and in the state of Maryland.

“We had some really good things at the rodeo, it was a successful event for us,” said Lt. Nelson Oliveria, law enforcement supervisor with the Fort Detrick Police Department.

“We had a station where we inspected bikes for people and did minor repairs ensuring all bikes were road safe.”

One of the fun things we did was an obstacle course designed to the test and improve the rider’s agility with an emphasis on safety and finally a bike ride designed for our bike riders to ride with the Fort Detrick Police Department Bike Patrol and providing a practical exercise where they enforced traffic laws learned,” said Oliveria.

The bike rodeo kicked off with the signing of a new Fort Detrick Policy Memorandum 385-10-2, Non-Motorized Wheeled Vehicle Safety, by Col. Robert O’Brien, U.S. Army Garrison commander.

“The policy says all riders will wear Consumer Product Safety Commissionapproved bicycle helmets when riding bicycles on Fort Detrick, and that they will obey

posted speed limits, traffic signals and signs, the same as they would if they were driving,” said Oliveria.

The wearing of headphones, earphones or other listening devices when bicycling or skateboarding on Fort Detrick’s roads is prohibited, added Oliveria.

“It’s also important to remember that if you are riding a bicycle on Fort Detrick during hours of darkness or reduced visibility, the bicycle must be equipped with operable headlights and taillights, and the bicyclist will wear a reflective upper outer garment,” said Oliveria.

According to Fort Detrick Policy Memorandum 385-10-2, “skating and skateboarding is only allowed in residential areas. Skaters and skateboarders will wear approved protective headgear while using powered and nonpowered scooters, skateboards, roller skates and roller blades.

Hand, elbow and knee protection are highly recommended. When skateboarding on installation roadways during hours of darkness or reduced visibility, skateboards will be equipped with reflective material, and the skateboarder will wear a reflective upper outer garment.”

“I think it’s important for people to understand that failure to follow the policy can result in disciplinary action or prosecution under local laws or the Uniform Code of Military Justice,” said Oliveria.

Fort Detrick Firefighter Oley Griffith receives the 2014 Maryland Firefighter of the Year Award from the Maryland State Firemen’s Association.

Fort Detrick Firefighter Oley Griffith was awarded the 2014 Maryland Firefighter of the Year Award from the Maryland State Firemen’s Association recently in Ocean City, Maryland. This is a very prestigious award that has gone to many very dedicated individuals that served at volunteer fire service throughout the state to the highest degree, according to the state firemen’s website.

Winners do outstanding deeds for the fire service and their communities, and Fort Detrick is very proud to announce that our very own Oley Griffith is the recent winner.

Oley, who has been with the installation since 1990, has 38 years of experience as a firefighter. Growing up in Sharpsburg, Maryland, there wasn’t much for a young man to do in the 70’s so he became of member of the Sharpsburg station in 1977 at the age of 15, he said. By age 16 he was able to actually ride the trucks—a highlight he can remember well.

“The fire department at that time gave

me structure and surrounded me with positive role models,” said Griffith.

Very early on, Griffith knew firefighting was going to be his lifelong career.

“I saw the face of a mother after we revived her son from a near drowning,” said Griffith. “I knew that we as a team made a difference and changed a life.”

From then on he continued this path to make a difference. He also hoped that his actions of helping others would come in handy and others would remember him if he or his family ever was in need.

For the past 24 years he continues to serve as fire chief at the First Hose Company of Boonsboro.

Times have changed as he looks back at the past 20 years.

“Today, the young people have so many opportunities that we didn’t have. Recruitment and retention are a obstacle we all face, said Griffith. “If we continue to ask them what they can do for their communities, we will have success.”

Firefighting as a career has also evolved.

When Griffith first started, you were able to

stand on a roof for half an hour and fight a fire or slide down a pole in a station. Now, those in the profession have continuous safety training, even to slide down the pole. There is training on construction to learn effects of fires and how they spread. Equipment has changed and technology is integrated into a lot of the daily duties of a firefighter.

“As in any profession, you have to change and adapt to be successful,” said Griffith.

“Even though I am the one receiving the accolades, it is definitely because of the people I surround myself with and the support of my wife. Without her and my family none of this would have been possible. It takes a strong person,” said Griffith.

Federal firefighters retire by age 57. As he starts to think about what to do after his service to this installation he has many options including working on the Appalachian Trail identifying and mapping way points for emergency access to make search, rescue and recovery faster.

But for now, Fort Detrick is the proud home of the 2014 Maryland Firefighter of the Year, Oley Griffith.

USAMMDA Partnership for Pain Relief Tablet ERIN BOLLING

The U.S. Army Medical Materiel Development Activity entered into a contract with AcelRx Pharmaceuticals, Inc., for the partial funding and manufacturing of the company’s Phase 3 clinical trial of Sufentanil NanoTab(r). The tablet in development is for the treatment of moderate to severe acute pain.

Providing pain relief to wounded Service Members at point of injury is critical.

Sometimes it is the point of injury that

makes administering medication difficult. Sufentanil NanoTab(r) is a small pill administered under a patient’s tongue from a pre-filled single-dose applicator. The pill dissolves under the patient’s tongue administering faster absorption of the medicine. The cheek and the area under the tongue have a lot of capillaries, or tiny blood vessels, and this means that the medication can be absorbed directly into the bloodstream without needing to go through the digestive system.

According to Andrea Atkinson, product manager for the USAMMDA Pharmaceuti-

cal Systems Project Management Office, the current pain management product in the 68W Medical Equipment Set is the outdated 10 mg morphine sulfate auto-injector.

“This drug and means of administration are no longer the accepted standard and have been found in multiple cases of treatment of severe wounds to be ineffective,” said Atkinson. “The fielding of the Sufentanil NanoTab(r) will have an enormous impact on the healthcare to our Soldiers across the full range of military operations by providing a fast-acting, easily dispensed, Sufentanil-based, sublingual pain manage-

ment product.”

The Phase 3 clinical trial will assist with moving the product closer to submission of a New Drug Application and finally U.S. Food and Drug Administration approval.

Atkinson explained that, “even though the largest market for this product is the commercial market (e.g., hospitals, ambulatory services, etc.), the USAMMDA is working with combat medics to ensure that the product design, storage, packaging and so on is acceptable for military use.”

FDA approval is anticipated for fiscal year 2018.

Tees, Greens and Fairways at 2nd Annual Golf Scramble LANESSA HILL

A crisp morning couldn’t stop 15 teams from converging on the Cluster Spires Golf Course in support of the second annual golf scramble hosted by Fort Detrick Directorate of Family, Morale, Welfare and Recreation July 10.

The scramble was designed to give junior Service Members who wanted to play the opportunity to tee off for free with three other team members to form a foursome.

With the increased popularity of the game, many people say they want to play but just can’t afford it, or they do not know how to play. This event provided both.

“Each team had at least one Soldier, of which many of them have never played. Our goal was to provide a day of fun for as many Service Members as possible, and for some, to try something new,” said Don Vierra, director of intramural sports in FMWR. Teams included retirees, current civilian employees and people from the community who wanted to give a Service Member the opportunity to have fun. Tricia Abbott from Mt. Airy, Maryland, signed up to give one more person the chance to play and thank them for their service. Abbott, who was on the United States Olympic Field Hockey team from 1995-98, says serving her country was her priority during that time, and even though they serve in a different capacity, she is extremely humbled by our Service Members.

“I served the United States in a recreational capacity on an international level.

I proudly displayed our flag. Our Service Members are on a whole other level, and their sacrifices and dedication allow us to have what we have in this country and for that I am grateful. Once you serve this country you are always looking for ways to serve your community and this gave me the

chance to hear their stories and give them a time away from their duty and have fun,” said Abbott.

One of the Soldiers participating, Spc. Michael Spirko, said he had a great time. “It always feels great going out into the community and playing side-by-side with the people that support the Soldiers who are fighting for this great Nation. In times like these nothing brings me more honor then to love and enjoy the game of golf with my supporters who are also enjoying the same game,” said Spirko.

Throughout the day teams yelled across the course to one another, trading jokes and laughs. “Today was filled with so many smiles and lots of comradery,” said U.S. Army Garrison Fort Detrick Command Sgt. Maj. Richard Jessup, who added, “I am really excited about this program. I see the success and I am planning on taking this exact idea to my next duty station. It was a great day for everyone involved.”

In the end, 28 Service Members were sponsored to play and FMWR hopes to make this an annual event.

USAMRMC Teams Win Army Medicine WRAIR Welcomes New Commander Wolf Pack of the Year Award CRYSTAL MAYNARD

Two teams from the U.S. Army Medical Research and Materiel Command’s U.S. Army Institute of Surgical Research received the 2014 Army Medicine Wolf Pack of the Year Award July 9.

The Surgeon General and the Chief of the Army Medical Department Civilian Corps created the Wolf Pack Award to recognize exceptional teamwork by an integrated group of military and civilian team members focused on excellence in support of Army Medicine. Sponsored by the AMEDD Civilian Corps, this award is intended to recognize and celebrate successes of teams throughout Army Medicine.

The award is given quarterly throughout the year. At the end of each fiscal year the four quarterly winners compete again for the overall award winner for that year. The Wolf Pack Award is currently in its fourth year.

Gregg Stevens, deputy to the commanding general, Army Medical Department Center and School and AMEDD civilian corps chief, said during the ceremony that the Wolf Pack Award is very competitive.

Stevens presented the Burn Navigator Team and the Joint Trauma System Team their awards at the USAMRMC Headquarters.

“The Burn Navigator and the Joint Trauma System have both made invaluable improvements in medical capability and saved lives,” said Stevens during the ceremony.

“The teamwork and collaboration that went into these innovations is what the Wolf Pack Award is all about.”

The USAISR’s mission is to provide requirements-driven combat casualty care medical solutions and products for injured Soldiers from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn and critical care to DOD beneficiaries around the world; and provide Burn Special Medical Augmentation Response Teams.

The USAISR Burn Navigator Team earned the award by developing a Burn Resuscitation Decision Support System to help clinicians save the lives of burn patients far forward on the battlefield. This is the first USAISR-developed device approved by the U.S. Food and Drug Administration.

This first-of-its-kind technology is not only a milestone in medical devices, but also provides a glimpse into the future of burn trauma management.

The co-winners, the Joint Trauma System Team, received its award for their collection and analysis of trauma data from the DOD Trauma Registry to formulate enhanced clinical practice guidelines that reduced morbidity and mortality of casualties to the lowest level in history.

The Army Surgeon General Lt. Gen. Patricia Horoho notated in the Burn Navigator Team awards that their, “participation demonstrates how elements of the military health system can work together to make a difference between life and death.”

Several commands contributed to the research for the Burn Navigator and Stevens presented their awards during the ceremony. Those that received an award included the U.S. Army Medical Materiel Agency; the U.S. Army Medical Materiel Development Activity; the U.S. Army Medical Research Acquisition Activity; the U.S. Army Judge Advocate General’s Corps; the USAMRMC’s Combat Casualty Care Research Program; and the USAMRMC’s Test Branch.

Renta comes to the WRAIR after serving as command surgeon at the U.S. Army Installation Management Command Headquarters.

During his tenure as WRAIR commander, Braverman’s leadership truly embodied transparency and collaboration, according to Maj. Gen. Brian Lein, the U.S. Army Medical Research and Materiel Command and Fort Detrick commander. Braverman’s accomplishments include initiating a civilian

council and several task forces, including ones for budget, acquisition and space usage, to facilitate important communications and critical processes for research branches and people.

Braverman also leveraged Army funding to build capacity through extramural grants and agreements from commercial and academic partners to increase research productivity and product development. These upgrades created more capacity to make vaccines and drug products within the DOD for research purposes. His effort increased flexibility of production in times of specific need, such as during the Ebola relief mission.

Braverman will go on to serve as the director of Program Analysis and Evaluation at the Army Medical Command.

Reginald Bagby, portfolio manager, Enterprise Management Systems, Program Executive Office Enterprise Information Systems, officiated the ceremony.

Maier was selected as product director for MC4 through the first-ever Product Director Centralized Selection Board earlier this year. He is entrusted as the first civilian to lead the MC4 PMO based on his extensive acquisition and cyber experience. Maier recently served as director, Assistant Secretary of the Army for Acquisition, Logistics and Technology, ASA(ALT), Cyber Focal, within the System of Systems Engineering and Integration Directorate at the Pentagon. He served as the primary staff officer for Cyberspace and Chief Information Office operations within ASA(ALT) and principal representative for all cyberspace matters and in cyberspace forums for the Army Acquisition Executive.

Prior to ASA(ALT), Maier managed the full range of the acquisition lifecycle at PM Information Warfare; led several spec-

trum acquisition programs in the Spectrum Management and Information Technology Division at the Department of Defense Joint Spectrum Center; developed constructive simulation systems for PEO STRI; and directed test and evaluation of naval aircraft at the Naval Air Warfare Center Aircraft Division in Patuxent River, Maryland.

Maier looks forward to transitioning MC4 into the future, which will include focusing on internal communications and personnel needs; providing outstanding customer service; and positioning MC4 to play a key role in the next generation electronic health records system.

“It is a great honor and privilege to assume the charter for MC4,” said Maier. “I am humbled and uniquely proud to be selected to join the distinguished and experienced team at MC4 and look forward to working together to support the health and well-being of our Army Soldiers.”

Former Product Manager Lt. Col. Danny J. Morton completed a three-year tour of duty at MC4 in April before reporting to Fort Shafter, Hawaii. Morton led MC4’s awardwinning efforts to find innovative ways to meet charter requirements and support the product’s mission despite budget constraints. Steven Reichard served as acting product manager from April through June 2015. His collaborative approach and focused attention on key organization priorities ensured a smooth leadership transition.
