NAVAIR pilots learn to take a breath Simulator training mimics oxygen deprivation for aviators By Andrea Hein Naval Air Warfare Center Aircraft Division Communications Support It can strike without warning, robbing a pilot of the ability to think clearly or react as he or she flies through the air at supersonic speeds. “I was gasping for air and got a little light headed,” said Lt. Pat Bookey, a pilot assigned to Air Test and Evaluation Squadron (VX) 23. “It was pretty eye-opening because my symptoms don’t really present themselves gradually and my blood oxygen level gets pretty low before I actually know it is happening. The symptoms hit me pretty hard.” The culprit was hypoxia, more commonly known as oxygen deprivation, and symptom recognition is key to combating its disastrous effects, which can include a decrease in mental performance, delayed response time, diminished basic motor skills and loss of consciousness. Bookey was one of several F/A18 pilots who participated in a training event April 16 that combined Naval Air Systems Command’s Manned Flight Simulator (MFS) with a Reduced Oxygen

Breathing Device (ROBD) simulator. The purpose was to show pilots what hypoxia really feels like in the cockpit during task-heavy exercises and to emphasize what life-saving steps they should take if it strikes — accessing the emergency oxygen supply and landing the aircraft. “When a pilot’s workload is very high, the ability to identify hypoxia symptoms is reduced,” said Marine Corps Maj. Tobias van Esselstyn, VX-23 director of safety and standardization. “We combined the ROBD with a high fidelity [realistic] simulator, put F/A-18 pilots in their own environment, gave them a task that is very hard to do and got them hypoxic at the same time.” With traditional hypoxia training, a pilot uses an ROBD while flying a simulator at a computer. While informative, this approach does not require the same workload experienced during flight and results in a higher awareness of symptoms such as light-headedness or reduced motor control. The new combined training demands much more of the pilot’s attention and delays the awareness of hypoxia symptoms, creating a more realistic environment. Lt. Cmdr. Corey Little, an aero-

Navy Triton Unmanned Aircraft System completes first flight By Jamie Cosgrove Program Executive Office Unmanned Aviation and Strike Weapons Public

PALMDALE, Calif. — The Navy’s newest unmanned Intelligence, Surveillance and Reconnaissance (ISR) aircraft platform, the MQ-4C Triton Unmanned Aircraft System (UAS), completed its first flight from Palmdale, Calif., May 22, marking the start of tests that will validate the Northrop Grumman-built system for future fleet operations. During the 80-minute flight in restricted airspace, the MQ-4C Triton unmanned aircraft, controlled by ground-based Navy and Northrop Grumman personnel, reached 20,000 feet altitude. “This flight represents a significant milestone for the Triton team,” said Rear Adm. Mat Winter, who leads the Program Executive Office for Unmanned Aviation and Strike Weapons at Naval Air Systems Command

in Naval Air Station Patuxent River. “The work they have done and will continue to do is critical to the future of naval aviation, particularly to our maritime patrol and reconnaissance community.” The MQ-4C Triton provides the fleet with a gamechanging persistent maritime and littoral ISR data collection and dissemination capability, said Winter. It will be a key component of the Navy’s Maritime Patrol and Reconnaissance Force family of systems. As an adjunct to the manned P-8A Poseidon, the MQ-4C Triton will be a major part of the military’s surveillance strategy for the Asia and Pacific regions. The Triton will fly missions

for 24 hours at altitudes greater than 10 miles, allowing the system to monitor 2,000 nautical miles of ocean and littoral areas at a time. The P-8A Poseidon is the Navy’s new multi-mission maritime aircraft being built to replace the P-3C Orion long-range anti-submarine warfare aircraft. “When operational, the MQ-4C will complement our manned P-8 because it can fly for long periods, transmit its information in real-time to units in the air and on ground, as well as use less resources than previous surveillance aircraft,” said Rear Adm. St. Mary’s CAP revisits anti-submarine warfare ties

Cadets and senior members from the St. Mary’s County composite Civil Air Patrol (CAP) Squadron took a trip back in time, revisiting its historical linkage with Anti-Submarine Warfare, during a stop at Air Test and Evaluation Squadron (VX) 1 on May 11. Met by VX-1 Executive Officer Capt. Wade Turvold, Col. Larry Trick, commander of St. Mary’s Composite Squadron, and his group of cadets and senior members toured the P-8A Poseidon Multi-Mission Aircraft, the Navy’s replacement for the P-3C Orion submarine hunter and Intelligence, Surveillance and Reconnaissance aircraft. “Seeing these young Civil Air Patrol cadets is seeing our future,” Turvold said about the visit. “This superb program is enriching our nation’s rich aviation heritage, investing in the next generation of leaders, and building good citizens. I was impressed at how knowledgeable these young men and women were of what we do at VX-1 and how involved they are in the Southern Maryland and NAS Patuxent River communities.” The visit was facilitated

by Royal Air Force Master Aircrew Ken Young, who is a member of CAP and VX-1. Young ensured the cadets and senior members were given the VIP treatment with a near one-on-one guided tutorial of the aircraft by a full mission crew. “Our Royal Air Force personnel add an important international dimension to the discussion,” Turvold said. “This was a great visit for all involved and we look forward to the next one.” CAP continues its “long and meritorious history” associated with World War II and Anti-Submarine Warfare in particular, Young said. Formed one week prior to the Japanese attack on Pearl Harbor, thousands of volunteer members went on to perform critical wartime missions. The Civil Air Patrol logged more than 500,000 flying hours, sunk two enemy submarines and saved hundreds of crash victims during World War II. “CAP continues to provide valuable services to both local and national agencies incorporating three primary mission areas: aerospace education, cadet programs and emergency services,” Young said. “With this in mind, it seemed completely appropriate to organize a visit between two organizations that share a

NAS gets first Staff Judge Advocate, From the CO: Legal Assistance Attorney in 10 years Ways to drive By Annalise Kenney Naval Air Station Patuxent River Public Affairs Intern Lt. Joey Ann Lonjers became the first Staff Judge Advocate for Naval Air Station Patuxent River in nearly 10 years when she checked onboard in April. Lonjers has also stepped into the role of legal assistance attorney, offering legal assistance to military members, a role previously handled by a Reservist or active-duty judge advocate from the Navy Yard in Washington, D.C. “There is definitely a need for a member of the [Judge Advocate General’s Corps] on the installation,” Lonjers said. “I’ve been very busy since I reported. There is never a dull moment.” Because a member of the JAGC has not been stationed at Pax River for a decade before Lonjers’ arrival, she said she intends to prove the necessity of having readily available legal assistance

on station. She said she wants to ensure the needs of those requiring legal assistance are being met and that she is available to do so. “I try to be as approachable as possible as a SJA and as a legal assistance attorney,” she said. “I want people to know that I’m here to help, to do legal assistance appointments.” Lonjers will be offering legal assistance appointments once a week for active-duty and retired service members and their dependents. Legal assistance services are also available for some Reservists. Lonjers’ staff judge advocate position also falls under the “JAG Corps umbrella,” which includes military attorneys and paralegals in the U.S Navy serving in a variety of capacities. As SJA, Lonjers provides legal advice to the NAS command, but she works with the entire installation on day-to-day work. “Anyone working on a project that may have a redflag legal issue can come to

me and we can run through all the potential legal issues,” Lonjers said. Legal issues Lonjers encounters vary from seemingly mundane ethics issues to more severe matters of military justice. For example, Lonjers said she may be asked about the legal implications of a charity event being held on the installation or she may have to advise the commander on executing non-judicial punishment. “This is my first tour serving in the role of staff judge advocate. This job is teaching me a lot of the fundamentals that I need to be a successful staff judge advocate long-term,” Lonjers said. Lonjers’ first military assignment was in the Naval Legal Service Office Southwest in San Diego, serving as a legal assistance attorney, assistant department head and eventually department head. Lonjers was recognized as the Naval Legal Service Command’s Legal Assistance Attorney of the

She had always wanted to enter government work, so when JAGC recruiters visited campus in her third year of law school, she jumped at the chance to enter the JAG Corps. She was commissioned in March 2010 and graduated Officer Development School and Naval Justice School in 2010 and 2011, respectively.

Is your morning commute difficult? Do you feel stressed even before you’ve made it to the office in the morning? Some people assume that driving to work faster than the speed limit can improve things by shortening the trip. However, speeding exposes everyone to unnecessary risk and can make your drive much tougher than it has to be. Here are a few recommendations I picked up from Leo Babauta, a simplicity blogger and author who writes (Zen Habits,) a Top 25 blog. While driving less or using a fuel-efficient vehicle are the best ways to save gas, avoiding excessive idling, gradually accelerating and decelerating, and driving slower also tops the list. Employee Assistance Program: Helping DOD civilians through furlough troubles Commentary by Janet Moody Employee Assistance Program counselor It can be a sizable challenge to keep your professional duties on track while also dealing with personal responsibilities and concerns. And it’s during times such as these when it’s important to have access to resources that can provide you support and sound guidance, just what the Employee Assistance Program is here to do. The EAP offers free short-term counseling for federal civilian employees at Naval Air Systems Command Patuxent River. There is no cost to the employee or their family for using EAP services; it is a free benefit paid for by their employer.

What services does the EAP provide?

Counseling A primary service the EAP provides is counseling.EAP counselors are available to help employees and their families with various issues or concerns. Some of the most frequently talked about problems include marital conflict, relationship issues, parenting concerns, depression, grief, anxiety, alcohol abuse, job stress and conflict with co-workers or supervisors. Consultation to Supervisors and Managers Another main service of the EAP is consultation. Many supervisors and managers call an EAP counselor because they have concerns about an employee and want to know how to better assist that employee. Employees may be dealing with personal or work-related issues that are creating a lot of stress for them. Some employees may be dealing with personal issues that are affecting their job attendance, productivity, and morale. As a mental health professional, the EAP counselor is qualified to address the personal and emotional issues which may be affecting an employee’s performance or conduct at work. The EAP is a voluntary program and information is kept strictly confidential within program guidelines.

EAP Orientations New DOD civilians receive information about the services offered through the EAP as part of their welcome packet provided by the Total Force Strategy and Management Department, formerly the Human Resource Office. Occasionally, managers also call an EAP counselor and ask the counselor come to an office staff meeting and talk about EAP services. Supervisory EAP Orientation An EAP orientation for supervisors and team leaders is provided as part of the Introduction to Personnel Management Class through the Total Force Department. This orientation can also be provided to supervisors or managers who want to know more about how EAP can help to support them and their employees. Health and Wellness Presentations Some managers call an EAP counselor because they would like to have a presentation on a specific health and wellness topic. The EAP provides a variety of presentations on topics such as stress management, suicide awareness, dealing with conflict, anger management and effective communication. Crisis and Grief Management Sometimes a tragedy occurs or an employee dies and others are grieving the death of an employee. The EAP can be called upon to provide individual or group grief consultations as needed for co-workers.

Who can use the EAP?

All DOD civilians at NAS Patuxent River and their family members are eligible to use the program. Are the counseling sessions confidential? Yes, the EAP is confidential in accordance with both state and federal laws. All information shared by the employee is kept strictly confidential. Only in circumstances where the safety and security of an individual or others is in danger, would the appropriate authorities need to be notified. How many counseling sessions can one have? Employees and their family members can have up to six counseling sessions, per problem, per year. If six sessions does not seem sufficient to deal with a particular problem, the EAP counselor may recommend seeking further counseling in the community. For example, depending upon a person’s situation, it may be recommended that a person meet with a psychiatrist for medication management, a substance abuse counselor for substance abuse treatment, or a mental health therapist for mental health treatment.

Speed Mentoring opens door for relationship, but this mentee wants to take it slow By Paula A. Paige Program Management (AIR 1.0) Public Affairs

Naval Air Systems Command’s speed mentoring events aren’t so much about finding your vocational soul mate; they’re more about finding your professional soul. Launched nearly a year ago by the command’s National Mentoring Team, the activity was inspired by “speed dating,” the popular matchmaking rage where singles are introduced in a series of short meetings. The “date” ends when the organizer rings a bell after a set amount of time and the participants move to the next person. The latest speed mentoring activity was hosted by the Principal Deputy and Program Manager Forum May 22 in Building 1489 at Naval Air Station Patuxent River. The experience offered more than 20 attendees 9-minute sessions with 12 mentors who focused on helping them solve a pressing problem. Organizers said the intent of speed mentoring isn’t to “click” in 9 minutes, but to whet the workforce’s appetite for what a good mentor-mentee relationship can do for one’s career. We met mentor Todd Balazs, deputy assistant commander for Logistics and Industrial Operations (AIR 6.0A), and mentee Bruce Jackson, from the Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290). Jackson is the P-3 principal deputy aircraft program manager for Logistics. The two agreed to share their experience. PAIGE: Why did you sign up for this speed mentoring event? BALAZS: I look forward to these events. They provide me with an opportunity to meet many of the talented members of the workforce and offer advice to support their career path and goals. These events also give me strong insight into what’s on the mind of our workforce and how I can do a better job as a leader in NAVAIR to

JACKSON: Although they were senior-level managers, they were extremely pleasant, easily approachable and willing to provide assistance and obtainable goals. PAIGE: Each employee was asked to come prepared with at least three mentoring topics to discuss with the mentors. What were your topics? JACKSON: My topics were: What leadership development training/programs would you recommend for career development? What impact would staying in a program office for more than seven years have on one’s career development? If you are certified in a particular discipline, should you look to pursue another discipline to increase your promotion opportunities? PAIGE: Were you able to ad-

The location being excavated was once the site of an early Jesuit settlement, and was discovered in the early 1980s during a survey being done prior to an antenna installation. Tests will help determine if the site is eligible to be placed on the National Register of Historic Places. Among the artifacts found were shards of Native American and European pottery, window glass, nails, tobacco pipe stems and bowl fragments, and pieces of animal bone. The artifacts, indicating the site was occupied in the late 1600s, will be cleaned and analyzed and then curated at the Maryland Archaeological Conservation Laboratory in Calvert County. Before the Navy acquired the property in 1942, it was known as St. Inigoes and was owned by the Jesuits for 300 years. In the early years of the Maryland colony, it served as the Jesuit mission headquarters and home plantation and, throughout the years, was the site of at least three different manor houses, numerous tenant farmsteads, slave quarters and many other buildings.

Have you been thinking that it’s been a while since you’ve seen a new NAVADMIN from Navy Personnel Command? They were saving up for a big one: replacing Perform to Serve (PTS) with the Career Navigator Program (CNAV), which took effect Monday. Under CNAV, all enlisted active-duty and Reserve career management policies, processes and information technology systems are organized into one overarching program. In short, there is one portal for all career events: reenlisting, changing ratings, choosing orders, and transitioning between active duty and Reserve and back again. The biggest changes affect reenlistment policies. Starting now, all eligible and command-approved

While they still need to inform their Career Counselor of their intentions to reenlist or separate, first classes who want to reenlist and have command approval will be given reenlistment approval on their first application. Since its establishment as a recreational installation in 1971, NRC Solomons has provided a getaway destination for military and DOD employees and their families. This summer, NRC Solomons offers a bounty of activities and events for everyone to enjoy. “The events we host are intended to get people outside having fun,” said NRC Installation Director Carrie Jay-Rose. “The greatest joy is truly in the simple things.” The complex, located on a scenic peninsula bounded by the Patuxent River and the Chesapeake Bay, is at 100 percent capacity, reaching nearly 4,000 guests daily from Memorial Day to Labor Day, guests who are either vacationing or simply spending the day. NRC Solomons is also a popular location in the off-season with nearly 12,000 guests from Columbus Day to Easter. The recreation center offers accommodations ranging from tent camping sites and RV camper lots, to spacious cottages equipped with kitchen areas and televisions, Jay-Rose said. But the real fun happens outside, where playgrounds, campfires, grills, nature trails and diverse family focused programs abound, she said. Not too long ago I wrote that God speaks to us frequently and unexpectedly, and if you’re not willing to listen, his message can easily be lost. A few weeks ago I was looking for some information on TV and came across an address being given on marital love. While the address was in Spanish and simulcast in English, it seemed to lose much of its insight and effectiveness in translation; so, I moved on rather quickly. Although the exposure was brief, it served to focus my mind on loving relationships and made me sensitive to its expression. During the mass of the day, the gospel reading was John 17:20-27. Former CO received local Exemplary Service Award By Carrie Munn Guest contributor Leadership Southern Maryland (LSM) presented its most prestigious award to three individuals whose service has benefited not only their respective counties, but the entire Southern Maryland region during a ceremony May 23 at Sotterly Plantation. The Heritage Awards are intended to honor individuals within the community who embody one of the organization’s three tenets - Leadership, Service and Mentoring. This year’s event called attention to the importance of meaningful and innovative service, while providing a networking opportunity for LSM alumni. St. Mary’s County award winner was retired Capt. Glen Ives who came to Southern Maryland as the Commanding Officer of Naval Air Station Patuxent River, a position he held from 2006-2008. “His high regard for the people who worked with

him and the war-fighters they support is his legacy at Pax and carries forward to his current role as Group Vice President of Sabre Systems,” announced LSM Board of Directors president Bert Johnston. Embracing the community, Ives gives his time and leadership skills to numerous boards, including the Southern Maryland Navy Alliance, The Patuxent Partnership, Annmarie Garden’s Ann’s Circle Inc., College of Southern Maryland Foundation and the Board of Trustees for St. Mary’s College of Maryland. He is Honorary Chairman of the United Way, Christmas in April and the Special Olympics. The retire Navy officer continues to support a plethora of groups with interest in maintaining a healthy and stable Patuxent River Complex. “I feel kind of guilty getting recognized for something that I completely enjoy doing,” Ives said, adding he was honored, nonetheless. Ives is a graduate of

the state-wide Leadership Maryland, Class of 2009. He said he has always admired the level of camaraderie and shared, localized experience an LSM alumni enjoys and pointed out the advantage to the program being “right here at home.” For Calvert County, the group commended Harriet Yaffe, Executive Director of the ARC of Southern Maryland. The Charles County recipient, Evelyn “Evie” Hungerford, is the president and owner of Hungerford Associates Consulting. Next year’s award will focus on mentoring and then the cycle will start again. These acknowledgements often go to those who work diligently to improve the community without much fanfare and Leadership Southern Maryland continues to teach others how they too can be a part of the regional collaboration that shapes the vision of tomorrow. Lab effort to cut costs for Navy’s Triton UAS program An engineer at Naval Air Station Patuxent River is leading an initiative that will save the Navy’s MQ-4C Triton Unmanned Aircraft System program several hundred thousand dollars. Paul Weinstein, an electronics engineer supporting the Common Standards and Interoperability (CSI) program office, launched an image quality lab in 2012 that will help determine how to effectively employ Triton’s sensors and radars and potentially other manned and unmanned systems. In preparation for the first Triton image evaluation, Weinstein, a former National Geospatial-Intelligence Agency (NGA) employee, worked with the agency to provide the necessary training, software and image scientists for the first official evaluation of the P-8A aircraft’s Electro-Optical (EO) sensor. Since the P-8A and MQ-4C are part of the Maritime Patrol and Reconnaissance Force family of systems, Weinstein’s team made a decision to evaluate the P-8 first and include test engineers from both programs. “Paul did an outstanding job getting this image quality assessment capability set up and running,” said Pat Ellis, MQ-4C Triton’s Mission Systems lead. “This will

save the Triton program several hundred thousand dollars, since we will not have to submit packages for image ratings to NGA and the Office of Naval Intelligence (ONI) for our imaging systems.” Without this capability at Pax River, the Navy would have to rely on NGA to perform sensor testing, at a cost of more than $150,000 per evaluation. It would also take more than a month to return the analysis to the team. By having the lab at Pax, each test is virtually free and it takes less than one week to turn around the data to the test team, Weinstein said. “This level of testing will enable program offices to make smart budget decisions with respect to changes to the current network and current integration measures as well as future integration efforts,” Ellis said. Typically, image analysts perform this function, but the evaluation proved that test engineers can analyze images and make effective mission-planning decisions. “We are following the fly-fix-fly philosophy as we figure out solutions that will allow lower bandwidth platforms to send better quality video,” Weinstein added. “We need to understand if a platform can meet its mission and avoid it just flying out and burning fuel.” The first imagery evaluation for MQ-4C Triton will be conducted after the team has data available from Triton’s first flight, which was conducted May 22 at

Northrop Grumman’s facility in Palmdale, Calif. The image-quality lab team will evaluate the MQ-4C’s EO/ Infrared (IR) and Synthetic Aperture Radar sensors. “The ability to collect and share real-time Intelligence, Surveillance and Reconnaissance (ISR) quickly and accurately is crucial to ensuring battle commanders have the enhanced situational awareness required for a successful mission,” said Capt. Jim Hoke, MQ-4C Triton program manager. As an adjunct to the manned P-8 aircraft, Triton is intended to provide persistent maritime and littoral ISR data collection and dissemination capability to the fleet.

Sailors in skill sets that are overmanned or have special requirements, such as the nuclear community, will follow the revised timeline for reenlistment approval prior to their End of Active Obligated Service as extended (SEAOS). All Sailors in this category will know at least 10 months from the end of their contract of they’ll be able to reenlist in their current rate. Reenlistment applications are now submitted using Career Waypoints vice Performance to Serve. The reenlistment screening “algorithm” has been simplified to be based on rank, performance evaluations and critical career fields in the Navy Enlisted Classification System. Submissions are based on the Sailor’s Projected Rotation Date, or his or her End of Active Obligated Service, whichever is sooner; however, the application timeline has changed. Now, reenlistment requests for SEAOS-based applications begin 13 months prior to the end of the Sailor’s SEAOS vice 12 months. Sailors will now receive up to eight looks to remain on active duty, 13 to six months from the end of their active obligated service. The revised timeline also allows for in-rate approval in time to review Career Management System/Inter-

During months 13/12/ 11/10, Sailors submit applications for: active-duty in-rate, active-duty conversion, transition to selected Reserves, or intent to separate. Limiting in-rate applications to the first four looks ensures Sailors receiving inrate approvals can utilize the full Career Management System/Interactive Detaining order negotiating window during months nine to six. Months 9/8/7/6: Sailors submit applications for active-duty conversion or transition to selected Reserves. Active-duty in-rate applications are not authorized. Months 5/4/3: Sailors may submit applications for transition to selective Reserves. Active-duty conversion applications are not authorized. This revised timeline means that applications for Sailors with June and July 2014 SEAOS dates must be submitted this month. Approved reenlistment quotas are no longer being rescinded when previously executed extensions become operative. They will continue to be valid until the 13-month expiration date. Sailors in this situation should work with their Career Counselor to contact their Enlisted Community Manager to reset their quota manually until Aug. 1 when the IT system update goes into effect. For AC/Full Time Support (FTS) and selective Reserve, PERS-811 approval is no longer required for

reenlistment greater than one year from SEAOS. This change applies to all Sailors regardless of whether the member is subject to Career Waypoint-Reenlistment approval. Sailors are encouraged to reenlist as soon as possible. Sailors must have applied and been subsequently disapproved for all available active-duty application cycles in order to be eligible for Involuntary Separation Pay consideration. This includes the active-duty conversion cycles. Denial of reenlistment alone does not guarantee Involuntary Separation Pay eligibility. CAUTION: Selective Reenlistment Bonuses, Enlisted Supervisor Retention Pay or Post 9/11 GI bill transfer of Education Benefits could be affected by early reenlistment.
