Smart Grid Provides Efficiency, Security to Region’s Infrastructure By Patrick Gordon NDW Waterline writer
Throughout Naval District Washington (NDW), the Smart Grid Pilot Program has been providing a conscientious approach to energy usage since its implementation last year. The program allows operators to monitor and act on energy issues within the grid remotely, saving time, energy and resources. To accomplish this, a vast network of technology was developed to provide the most efficient manner of energy management secure from modern threats. “One of the greatest accomplishments of the Smart Grid Pilot Project thus far has been the security architecture,” said Jeff Johnson, chief information officer of Naval District Washington. “We are the first region to attain Fleet Cyber Command accreditation and that is a huge step in the pilot program.” Richard Robishaw, regional operations director, explained that the security architecture the Smart Grid uses to monitor its systems is so effective because it had already been in place and thoroughly tested before the implementation of the Pilot Program. “The Navy decided in 2003 that it would have a single procurement agency, and the Navy picked Naval Facilities Engineering Command to do that. So they developed the AT/FP [Anti Terrorism/Force Protection]
Assure program and they built an architecture that we use today,” said Robishaw. “And when Smart Grid was being developed, one of the things they needed to do was the same thing that we did 10 years earlier, which is they would have to build an architecture, they would have to build requirements, they would have to build capabilities, they would need a back bone. But we had just done all that for AT/FP Assure.” Robishaw said that by incorporating Smart Grid on the same network as regional operations, countless man hours and funds that would have been spent on development would be saved. A large part of this, he explained, was because many of the goals that Smart Grid was trying to accomplish with energy usage monitoring were the same as security operations. “The control of a building’s environment is very near and dear to the security side of the equation, because if you get a bad person in a building you control, you control how much light or heat or cool air that they are using,” said Robishaw. “So having the Smart Grid on the security network was a great marriage; they want to use it to reduce cost, we want to use it for environment control in emergencies. March is “Navy Nutrition Month,” designated in conjunction with National Nutrition Month and the 21st Century Sailor and Marine initiative. According to NAVADMIN 051/13, the goal of Navy Nutrition Month is to increase awareness and transform food environments Navywide to facilitate and maintain better food and beverage options. It stated that better food choices will enhance physical performance and contribute to the Navy’s efforts to achieve a fit and ready force. “Nutrition is so important because healthy nutrition is what fuels our bodies;

it’s what keeps us going day after day after day,” said Leigh Houck, health educator at the Washington Navy Yard Branch Health Clinic. “Without the optimal fuel, we don’t get the nutrients that our bodies need. Our bodies and brains will eventually stop working efficiently and will break down and get sick through chronic disease, possible weight gain, and even acute illness. Since we’re each issued only one body, it’s really important to treat it as optimally as we can.” The threat of poor health due to an improper diet is of concern to Navy officials. Navy Patent Licensing Fees Break Record at NSWCDD

A private company paid the Navy a record breaking $500,000 in exclusive patent licensing fees, Naval Surface Warfare Center Dahlgren Division (NSWCDD) Commander Capt. Michael Smith announced at a March 5 ceremony held at Dahlgren to honor the patents’ inventors. The Navy received $100,000 per patent - the largest upfront fee in the service’s history - from Kismet Management Fund LLC, for the licensing of five patents invented by four NSWCDD employees and a civilian university professor. “This historic licensing agreement with private industry is a direct result of our employee-inventor’s genius in developing technological solutions to challenges facing our warfighters and the Fleet,” said Smith. “These five inventions will further benefit the warfighter as we roll the up-front fees into the research and development of new technologies to increase the safety of our Fleet and forward-deployed warfighters.” Although the license is exclusive, it applies strictly to the commercial sector. The Navy owns the patents and can allow non-profit institutions to use them for research. “We have a responsibility to protect the government’s
intellectual property generated during the research and development process,” said NSWCDD Chief Technology Officer June Drake. “In order to protect our intellectual property, we maintain a rigorous patent program. Technical transfer of these patents into the public domain can help the Navy save money by reducing cost and increasing product availability.” The patents’ technical transfer can also result in royalty income for the Navy. If commercial product sales are made that include these patents in the future, a percentage of those sales will also come back to NSWCDD in the form of royalties. What’s more, the technical transfer process enables the joint services to reward their researchers through licensing agreements. “It results in a win-win situation all around for our employees, the Navy and most importantly, the warfighter,” said Drake. The inventors will receive $130,400 - about 26 percent of the licensing fee - based on an Office of Naval Research formula. NSWCDD will apply the remaining $369,600 to fund various licensing activities and research to develop more licensable technologies.

John Domagalski, author of “Sunk in the Kula Gulf,” signs copies of his book after giving a lecture at the Naval History and Heritage Command’s Museum Educational Center. “Sunk in the Kula Gulf” tells the story of USS Helena’s final voyage and the struggle of her survivors. While the majority of Helena’s crew members were rescued the night of her sinking, others spent up to a week waiting to be rescued. In total, 168 of Helena’s more than 900 crew members perished.

By National Heart, Lung and Blood Institute guidelines, males who have a waist circumference of 35-39 inches are at a moderate risk for heart disease and diabetes. Males who have a waist circumferences of 40 inches or greater are at high risk for heart disease, diabetes, and sudden death. Females who have a waist circumference of 32-35 inches are at a moderate risk for heart disease and diabetes and those whose waist measurements exceed 36 inches are at high risk for heart disease, diabetes and sudden death. Houck recommends that personnel keep themselves healthy and mission-ready by educating themselves about what food is healthiest to eat. Simple acts such as reading food labels and reviewing the nutrition pages of restaurant websites can make a difference in the amount and quality of food that personnel eat, said Houck. Houck warned that lack of time and interest in cooking are two of the biggest pit-

The technologies were developed over the last 13 years with the earliest patent issued in May 2006. “By its very nature performing research and development leads to some technologies being left on the shelf,” explained Lorraine Kaczor, NSWCDD Technical Partnering Office Domestic Outreach Lead. “Licensing these technologies to business partners gives them new life to find their place in commercially available products.” Navy technologies can benefit from licensing since the commercial products they are incorporated into are typically less expensive and more available to the military. “In the final analysis, this benefits the warfighter,” said Kaczor. “Our command’s investments in these patents are a testament to our commitment in research and development.” All five patents directly impacted the development of NSWCDD’s Computing Resource Management software architecture capabilities in support of the High Performance Distributed Computing project or HiPer-D. The HiPer-D technology - jointly funded by the Defense Advanced Research Projects Agency DARPA and the USS Arleigh Burke (DDG-51 ship class) acquisition program was never fielded by the Navy although it was assessed for possible use both within the Aegis Ballistic Missile Defense program and the future USS Zumwalt (DDG-1000 class guided missile destroyers). Book Review Reviewed by Cmdr. Youssef Aboul-Enein Seward: Lincoln’s Indispensable Man by Walter Stahr. Published by Simon and Schuster, New York. 660 pages, 2012. One way to truly understand the presidency of Abraham Lincoln is to become immersed in the biographies of key figures in his administration. Few stand out more than Secretary of State William H. Seward. Lawyer, historian and author Walter Stahr has written an overdue biography of Seward that has received accolades from award winning Lincoln biographer Doris Kearns Goodwin, Civil War Historian James McPherson, and noted Lincoln Scholar Harold Holzer. Under Lincoln, Seward’s position would be comparable to the contemporary positions of Secretary of State, White House Chief of Staff, National Security Adviser, and political party leader. But the book provides readers a look at Seward beyond just his service in the American Civil War. Seward can by all accounts be called an American statesman, and through this biography readers get a glimpse of the mechanics of American government at the county, state, and national levels, as well as Seward’s interactions with not only Lincoln, but members of his cabinet, as well as leaders in Congress from John Quincy Adams to Henry Clay. Seward was born in rural New York in 1801 and
died in 1872. During seven decades he would engineer the American expansion in Alaska, attended the ill-fated compromise of 1850 over the expansion of slavery as a member of the United States Senate, run for President of the United States, and aid Lincoln, a rival, in his presidential speeches. Lincoln’s 1861 first inaugural speech, also referred to as the “Mystic Chords of Memory” speech, was drafted with the help of Seward. Significant sections are on Seward’s activities in keeping foreign powers from interfering in the American Civil War. The book goes into the mechanics of diplomacy of the period, to include the very dangerous “Trent Affair,” which the author refers to as the Cuban Missile Crisis of its day, and which could have led to war between the U.S. and Great Britain during the Civil War in late 1861. Another diplomatic crisis that Seward managed was the French intervention in Mexico in the sum-
mer of 1861. Approximately 40,000 French and foreign troops landed in Mexico under the imperial direction of the French Second Empire under Napoleon III. This was a direct challenge to the Monroe Doctrine and undertaken during the start of the American Civil War. The book details Seward’s exchanges with French diplomats, the holding back of American outrage, and the persuasion undertaken for Mexico to withdraw. This was no easy task for Seward; while remaining publicly neutral, the United States was supporting Mexican insurgents against the French puppet Emperor Maximilian of Mexico. The book also covers Seward’s position on the Emancipation Proclamation and the 13th Amendment to the Constitution. He would be viciously stabbed by Lincoln assassination conspirator Lewis Powell in April 1865, but remained in government service to advise President Andrew Johnson. It also offers a deep discussion on the agony of slavery being debated at the time. Editor’s Note: Cmdr. Indian Head, EOD Warfare Centers to Merge By Becky D’Ambrosio and Mark Viniard NSWC IHD Public Affairs Naval Sea Systems Command (NAVSEA) announced March 1 the merger of Naval Surface Warfare Center, Indian Head Division (NSWC IHD) and the Explosive Ordnance Disposal Technology Division (EODTECHDIV) with the goal of improving operations and continuing support to the warfighter. The new command will be called NSWC Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTECHDIV) and will become official on October 1, 2013. Both organizations are part of NAVSEA’s command, and are neighbors
geographically separated by only the Mattawoman Creek and a twelve mile commute. The technical mission, functions, and Technical Capabilities (TC) of the departments will remain unchanged. Personnel in technical positions will continue their current work. “The Navy took this action because together the organizations offer greater capacity and capability to effectively meet warfighters’ needs as a single command. The merger strengthens and improves the division’s technical capabilities and creates new opportunities to leverage business practices,” said Capt. Tom Smith, commanding officer (CO) of EODTECHDIV and acting CO of NSWC IHD. NSWC IHEODTECHDIV will continue to provide
research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials for ordnance, propulsion systems, naval guns systems, and other devices. It will also develop and deliver explosive ordnance disposal technology, knowledge, tools and equipment to the Department of Defense and foreign and interagency partners. “The unified organization offers more workforce development and career progression opportunities for some employees,” said Dennis McLaughlin, technical director. “Sharing best work and business practices improve operations and creates professional synergy.” To date, no decisions have been made on a final organizational structure

As the transition to one command takes place, NSWC IHEODTECHDIV will employ over 1,700 government civilians and 51 military members, and will continue to be based at the two existing sites in Charles County, Md. Although the timing mirrored the current sequestration process, these two events are separate and unrelated.

Echoes from Our Past: Pax River reflects on 70 Years By Michael Smolek NAS Pax River cultural resources manager Base construction began on Naval Air Station Patuxent River April 4, 1942. The lack of facilities in the region, the remoteness of the location, the lack of labor-both skilled and unskilled-and the competition for materials during war time greatly hampered and increased the complexity of the massive construction effort. An initial work force of 650 laborers rapidly swelled to 7,000 within only nine months and, while existing houses and farm buildings were immediately put to use, the first new buildings to be built were barracks, a mess hall and a brig. The brig was needed because, according to reports from the period, “the type of living accommodations available to the workers attracted a high percentage of transient laborers, many with criminal records. Drinking, fist-fights, cuttings, and other disorders existed in the workmen’s barracks, and professional gamblers operated flagrantly.” While the base was being built, there were rows of 35 tarpaper barracks for the 3300 resident workers located just north of the intersection of Cedar Point Road and Taxiway Alpha, in what was once the town of Pearson. A worker’s sick bay building was constructed nearby, now building 463, and the original plan for the building reveals the social attitudes of the time-it was divided right down the middle, segregated by race.

The buildings in the former town of Pearson were put to use during the construction, but were later removed. Southern Maryland Electric was not able to generate enough electrical power to meet the needs of the construction activities, so a diesel-powered electrical plant had to be built to augment the electrical supply. That power plant, building 516 on Millstone Road, is now used for office space. Vast areas of ground were under construction with runways and taxiways, utilities and hundreds of buildings. Old roads were re-rout-
ed and new roads installed. Large trailer trucks were used to move personnel around the base and were called “cattle cars” by the workers. At one point there were 125 dump trucks, 44 cranes and shovels, 35 bulldozers and 99 earthmovers, graders and scrapers in use. Materials were delivered by truck and, later, by the railroad that the Navy took over and extended some 40 miles from Bran-
dywine, Md., to the base. According to oral tradition, truck drivers coming from the north out of Washington were given simple directions on how to find the construction site-just keep heading south toward the cloud of dust. The first concrete for the runways was poured on June 9, 1942. There was an on-site concrete plant near the intersection of Taxiways Alpha and Bravo that
was capable of generating a sizeable 2,000 cubic yards of concrete per day. The first three hangars started were built using traditional construction methods and materials. Hangars 101 and 301 are steel, and Hangar 201 is an impressive wood structure; however, the wartime shortages of steel and wood, and the need for speedy construction, were motivating factors to use alternative construction materials and methods. In October 1942, a new and relatively unproven type of construction was chosen for the construction of Hangar 110. The innovative ZD-type concrete hangar was a poured-inplace, thin-shell concrete construction system poured over massive forms that were moved on rails. Hangar 110 and the other five double barrel-vault concrete hangars that were to follow have the distinction of being the largest such structures built in the U.S. up to that point. Based largely on the success of the construction at Pax River, this type of construction was published in a contemporary engineering journal and became a widely accepted construction technique. Construction was fast and the average time to construct a concrete hangar from beginning to end was just six months, 17 days. Today, the hangars have been determined to be eligible for the National Register of Historic Places because of their contribution to the history of engineering technology and for the importance of the aeronautical activities that have taken place in them over the last 70 years.
Navy-Marine Corps Relief Society Fund Drive Aides Families to Help Families By Connie Hempel NAS Public Affairs Office As the annual Navy-Marine Corps Relief Society (NMCRS) fund drive launched recently, volunteers have hit the streets looking to make 100 percent contact, raising dollars and awareness. “Through the Navy-Marine Corps Relief Society, our Sailors and Marines can get the support they need right here from their family,” Rear Adm. Cindy “CJ” Jaynes, commander of Fleet Readiness Centers and Naval Air Systems Command assistant commander for Logistics and Industrial Operations, said during the kickoff event March 12. “I know with the current budget constraints it will be harder to go out and get as many donations as we’ve had in the past, but a lot of our civilians are retired military and they haven’t forgotten what it’s all about.” Since its beginning 109 years ago, the NMCRS has helped thousands of Navy and Marine Corps families facing financial struggles every year. Whether those struggles are caused from a military
move leaving a dual income family to single income, a vehicle in need of repair, or not being able to make ends meet with rent, utilities and groceries, the NMCRS offers interest-free loans and grants for active-duty and retired military, their family and widows of service members. During last year’s drive, more than $103,000 was raised for the NMCRS at Pax River. With those donated dollars, the NMCRS was able to help more than 250 clients. But it’s not just about the nointerest loans and grants. NMCRS offers financial education, as well. “Financial stability contributes to readiness,” said Maureen Farrell, director of the NMCRS office here. “We can help with budgets and building a strategy for the future.” Sometimes people are unsure if NMCRS can help them, but Farrell said if in doubt, call. “If we can’t help, we can put you in contact with who can,” she said. Canines Help Warriors Rehab With ‘Doga’ By David A. Dickinson WRNMMC Journal staff writer In the search of new ways to help wounded warriors, some health care providers have reached back to the ancient art of yoga. Andrea Lucie, a recreational therapist and yoga instructor at the National Intrepid Center of Excellence (NICoE) at Naval Support Activity Bethesda, is one such provider who works with wounded warriors using traditional therapy. Now, she has added “Doga,” a form of yoga incorporating canines, to her therapy modalities. Service dogs are known to help with anxiety under many circumstances, and their assistance is no different with yoga, Lucie explained. Army Staff Sgt. Benjamin Floyd uses Doga, working with his service dog, Huff, to help in his rehabilitation. “I’ve done very limited yoga before. This [Doga] certainly has been a very unique bond for me.” The golden retriever seems to know exactly what humans around him need, Lucia explained about Huff. “He’s very intuitive and knows when you need him. He will impose his presence by coming up to you and putting his paw in your lap.” Lucie said she has observed Doga comes naturally to certain

dogs. If she sees a patient needs to work on arm strength, she will place the canine in a position in which the patient will have to reach for the dog. “You are accomplishing the pose and the stretching,” the therapist explained. “The patient and the dog both feel the connection.” Floyd, who was injured in Afghanistan in 2011, will soon return to his home in Amarillo, Texas, and plans to continue to work with a service dog. “It’s an oxytocin release when you’re petting the dog,” he said of his bond with Huff. “I can feel the relaxation through his body.” She teaches Doga from her heart and intuition, explained Lucie, who has also taught equine therapy. “Some people have westernized the practice of yoga,” she said, drawing a distinction between what she teaches at NICoE to that in the general public. “This is calming, soothing and takes the edge off. It may be a fad in the studio community, but not here. “At NICoE, we are introducing a variety of integrative medicine therapy modalities to our patients, allowing them to choose alternative treatment options that they may respond to better than traditional interventions,” the therapist added. NSAB Establishes First Junior Enlisted Mess By Master-At-Arms Seaman April Beazer NSAB Public Affairs staff writer Junior enlisted members of Naval Support Activity Bethesda (NSAB) came together recently for the first meeting of the NSAB Junior Enlisted Mess (JEM). The Junior Enlisted Mess was established at NSAB on Dec. 22, 2012, to give Sailors who are of rank E-4 and below a chance to enjoy what they do, said Religious Programs Specialist 3rd Class John Leitzinger, president of the Junior Enlisted Mess, who oversees all of the group’s meetings and events. “I thought it was a good opportunity to implement something that would benefit E-4 and below Sailors and get more people involved, so it’s less of a nine to five job and more of enjoying what you do,” said Leitzinger. “If you do something you love, you never have to work a day in your life.” Personnel Specialist 2nd Class Demario Stackhouse, creator of NSAB’s Junior Enlisted Mess, organized the group as a means to boost the spirits of the command. “I wanted to create the Junior Enlisted Mess to give E-4 and below a chance to create morale within themselves as a junior com-

Chief Master-At-Arms Marty McQuagge, NSAB’s senior enlisted leader, shared his opinion of the new organization. “The establishment of a Junior Enlisted Mess at NSAB is a significant milestone for the command that will improve communication at the deckplate level, foster camaraderie across different work centers, and give Sailors an opportunity to be a part of something larger than themselves,” said McQuagge. A prior member himself, McQuagge has his own history with the JEM. He said, “Speaking from personal experience, having previously served as an active member of a Junior Enlisted Mess myself, it better prepared me for my eventual transition into the Chief’s Mess, mainly because I had the experience of working with others to reach common goals.” As president of the JEM, Leitzinger encourages NSA junior enlisted members to join. “It is a great opportunity to get [away from] what you normally do and meet more people,” Leitzinger said enthusiastically. “It’s too easy to get bogged down. Have a little bit of fun! Have some pride in what you do, because everyone is important and everyone has an important role to play here.”

USNS Mercy Anemometer Positioning Evaluation Testing Completed By Nicholas Malay NSWC Carderock Division Public Affairs Naval Surface Warfare Center, Carderock Division (NSWCCD) recently completed Military Sealift Command hospital ship USNS Mercy (T-AH19) Anemometer Positioning Evaluation (APE) testing in support of Naval Air Systems Command (NAVAIR) and Military Sealift Command (MSC). The testing focused on measuring the airflow of anemometers, wind measurement sensors that are installed on the superstructure of U.S. Navy ships. The APE testing is required to complete the aviation certification process following a new helicopter hangar installation on the ship’s superstructure. “NAVAIR certifies the safe operating range of wind measurement during flight operations aboard Navy ships underway,” said Joshua Butler, NAVAIR engineer. “The results from the APE testing provide data that will determine a usable range of wind directions for the anemometers to help ensure safety while launching and recovering aircraft. Additional data will give us an empirical database to better understand the placement of anemometers for the topside design of future Navy ships.” In January, NSWCCD printed a 3-D scale model of Mercy’s hull with several removable top-side structures. NSWCCD engineers supported the testing in the 8-by-8 foot Anechoic Flow Facility (AFF), a closedloop wind tunnel which quantifies aerodynamic and acoustic properties of scaled ship or aircraft models and sub-system components. T-AH class ships were the ninth class of ships to be tested at Carderock. APE testing is a part of the aviation certification process for any new ship class or any existing class that undergoes top-side changes that could impact the aerodynamics at the locations of the anemometers. CNP Discusses Sailor and Family Budget Impacts with Congress By Defense Media Activity-Navy The Chief of Naval Personnel joined personnel chiefs from the other services and Department of Defense civilian leadership March 13 in testifying before the House Armed Services Committee on the impacts of the current budget environment on military personnel and family related programs. Vice Adm. Scott Van Buskirk discussed how the current budget environment is having significant impacts on Sailors and civilians, to include the potential furlough in April and evaluation the Navy’s ability to sustain the tuition assistance program as it currently exists. The situation has caused adjustments in deployment schedules, resulting in uncertainty and disruption in the lives of our Navy families. “The furlough of the nearly 186,000 civilians and the attendant 20 percent pay reduction will significantly affect them and their families. The absence of this highly skilled workforce impacts our ability to sustain critical family support programs and operate our educational institutions and learning centers; the hiring freeze and
release of over 650 temporary workers aggravates the situation,” Van Buskirk said. He joined the Acting Under Secretary of Defense for Personnel and Readiness Jessica Wright; Assistant Secretary of Defense for Health Affairs Dr. Jonathan Woodson; Marine Corps Deputy Commandant for Manpower and Reserve Affairs Lt.
