Navy Yard parking regulations tighten, mass transit recommended

By Patrick Gordon NSAW Public Affairs Personnel driving on the Washington Navy Yard may have noticed some changes to parking recently. As the home of more than 100 tenant commands, as well as the headquarters of Naval District Washington and Naval Support Activity Washington, WNY is a bustling workplace throughout the week, with few parking spaces to support every employee. With roughly 18,000 employees on the yard and only about 4,900 parking spaces available, NSAW is urging personnel to find alternative means to access the Navy Yard in order to reduce parking problems and traffic jams at the base’s access points.

One change that has already been implemented is the issue of parking placards for vehicles parking on the yard.

“All personnel assigned to and permanently employed

by NSAW commands and tenant commands will be required to register their vehicles and display their vehicle placards while operating and parking the vehicle aboard NSAW installations,” wrote Cmdr. Ray Villarreal, NSAW executive officer, in a letter to WNY personnel. “Individuals will need to go to the Visitor Control Center to have their vehicle information entered into the [Consolidated Law Enforcement Operations Center] system, after which time they will be issued the vehicle placard. Individuals already in possession of a placard will not need to re-register their vehicles but they will be required to properly display their placard on the dashboard.”

The placard system, which WNY security began enforcing March 15, is designed to limit how many vehicles can park on the yard at any given time. The placards are not required to gain access to the base, but are required to park on the yard. Those without a placard are subject to ticketing, and vehicles found to be parked illegally are subject to towing.

“We have a vehicle problem, not so much a parking problem,” said Chief of Police Michael McKinney, NDW Regional Police at NSAW. “This installation is at its limit for the number of parking spaces allowed for the base, so it’s not just a matter of making new parking spaces. And problems include people who are parking on the yard and then taking a bus to another installation, or parking their vehicle here and then travelling for days, weeks, or months at a time.”

Mckinney explained that the enforcement of the new parking rules creates an incentive for personnel to not violate them.

“When someone accumulates five or six parking violations, we’ll be able to see that in the CLEOC police reporting system and can have their vehicle towed and bring them before an administrative judge here,” said McKinney. “The judge can take away that driver’s parking privileges all together or bar them from driving a vehicle on the yard. So it really encourages people to follow these rules.”

Mckinney added that personnel who park outside the gate are still subject to all local laws in Washington D.C., and can be ticketed or towed by Washington D.C. Metropolitan Police officers.

If someone believes his vehicle was towed from WNY property, then NSAW leadership advises the person to contact the Regional Dispatch Center at 202-433-4201 who will inform the individual as to which company towed the vehicle and the contact information.

Ultimately, the command’s goal is to reduce vehicle traffic on the relatively small base. Personnel are advised to telework whenever possible, or to use public transportation, such as commuter busses or the metro, and walk to the Navy Yard.

Those attempting to access the yard through pedestrian access points are encouraged to know how their DoD-issued credentials allow them entry to the base.

“There are various places around the yard that pedestrians can gain access to the base, but some are pedestrian only and some are open to both pedestrian and vehicle traffic” said Kirk Avery, NSAW information technology installation program director. “Pedestrians with a DoD-issued ID card, such as a common access card, retired military ID, or dependent ID can use those credentials to walk onto the yard, but should not walk in the street where vehicle traffic

NSAW begins Sexual Assault Awareness and Prevention Month

By Patrick Gordon NSAW public affairs Every April the Department of Defense aims to raise awareness among its personnel on the topic of sexual assault awareness and prevention, and Naval Support activity is doing its part. NSAW is hitting the ground running with a concerted effort aimed at increasing bystander intervention, raising awareness of available resources, and encouraging discourse with at-risk populations.

This effort begins with informing personnel exactly what the Sexual Assault Prevention and Response program is and what it can do for them.

“Probably our most important part is victim support,” said Liz Blanc, NSAW sexual assault and response coordinator. “We have 24-7 response capability to provide victims of sexual assault with emotional support, crisis intervention, information, and referrals. We’re there with them from initial disclosure through the end of the case for as long as they want us there, and that can be weeks, months, or years. And we provide that sort of safe space for the victim to talk about what happened to them and what they’re options are.”

Blanc explained that another important aspect of the SAPR program is prevention education. While annual general military training and command indoctrination courses present useful information, Blanc said that understand and acting on that information is far more important to preventing sexual assault.

“We recognize that it’s great to have an effective response, but it’s

even better to be able to prevent these cases from happening in the first place,” said Blanc. “And initiatives like April’s Sexual Assault Awareness and Prevention Month are a big part of that. Things like having conversations, getting a dialog going about this issue, helping folks connect to an issue they might not be sure how to approach. Really helping people see that everyone has a role to play in ending sexual violence. A lot of people think they have to be in the SARC program, or a psych major, or a social worker to be part of the solution, but what we’re trying to do is get everyone to ask themselves ‘What’s one thing we can all do that has a positive impact?’”

Blanc said that much has changed in the past decade regarding sexual assault awareness and prevention in the military. Increased training efforts over the past 10 years have made a large impact in the way the way the military now prevents and responds to sexual assault, said Blanc. This includes the advent of restricted reporting in 2005, which offers victims an alternative to unrestricted reporting of an incident of sexual assault by giving them the option to make a report without triggering an investigation and still providing them with care and support.

“Since then, the trend in data is that our reporting has increased every year, which we do see as a good sign because it means more folks are getting linked up with services and the help they need, and being a part of the program so they don’t feel alone,” said Blanc.

NSAW’s Sexual Assault Awareness and Prevention Month will begin

April 1 at 2 p.m. with a proclamation signing by Rear Adm. Markham Rich, commandant of Naval District Washington, to commemorate the region’s commitment to SAAP. Other events include a “Teal Tuesday” lunch walk April 7 at the Washington Navy Yard Catering and Conference Center from 11 to 11:30 a.m. where participants are encouraged to wear teal to support SAAP, another proclamation signing April 10 at Naval Support Facility Arlington at 11 a.m., and a SAAPM resource fair April 21 at the Washington Navy Yard’s Building 22 from 11 a.m. to 1 p.m. with music, food, and ice cream.

One of the more involved events is the “Lunch and Learn Series: What Every Parent Should Know Talking to Your Teen/College Student about Sexual Assault and Consent” April 2 at the Washington Navy Yard’s Admiral Gooding Center from 11 a.m. to noon. Blanc said that this is one of the most important topics addressed in this year’s SAAP initiative as it presents information to an atrisk group, 18- to 24-year-olds, while getting parents involved as well. She tells of a training session where an officer asked if most colleges have sexual assault prevention programs for students.

“I told him one of the most important things is making sure that the students are getting this information before they go to college. And this officer said, ‘So I should talk to my daughter about this? Wow, I don’t know what scares me more - sending her off without this information or

“If someone tries to scan their ID at an unmanned gate and it doesn’t work, they just need to walk down to a manned access gate where security can scan the card and allow them access,” said Avery. “In most cases of that happening the ID scanner at the pedestrian gate simply is not reading the card properly, which is usually just a network or system issue. If the card worked yesterday and it’s just not reading today, it’s nothing to worry about. They just need to gain access to the yard through a manned gate.”

If personnel experience malfunctions with DoD-issued ID cards at a pedestrian gate and cannot gain access via the turnstile, they are advised to email the turnstile access functional mailbox at tamr.nsaw-wnyd@navy.mil to report the problem.

When doing so, include your name, date, time, turnstile number, and the 10-digit ID number on the back of card.

The Navy Museum located at the historical Washington Navy Yard has just what you’re looking for. NRL Research May Extend Life of Amphibious Assault Vehicle

By Kyra Wiens Naval Research Lab public affairs The U.S. Naval Research Laboratory has found that some types of rubber provide corrosion protection—and potentially better ballistic protection—for amphibious assault vehicles. This is important to the U.S. Marine Corps as they look to extend the AAV, introduced in 1972, through 2035. “Innovative sustainment concepts, like those NRL is investigating, enable us to avoid the cost of new design, development, and production of new components,” says Tim Bergland of the USMC Advanced Amphibious Assault office.

Dr. Mike Roland and Dr. Ray Gamache led the research for NRL. “What makes [AAVs] unique is they can go in water and land,” says Roland. “They give the Marine Corps a capability that no other service has.”

Since the 1990s, the U.S. Marine Corps has been bolting armor onto their AAVs. “The armor itself is a laminate of high hard steel, which by itself is good for ballistics; a rubber layer; then there’s another soft steel layer in the back,” says Roland. The problem is that the armor gets corroded with intense use and exposure to salt water.

Roland and Gamache found rust and corrosion start at cracks in the paint. “You’ve got steel, rubber, steel—and these things are thermally expanding and contracting differently,” says Roland. “In addition to which, AAVs aren’t driven like expensive Volvos; they’re banging into stuff— and now you’ve got a way for water ingress.”

NRL showed that certain types of rubber, called polyureas, could better protect the armor from corrosion by stretching with it, instead of cracking like brittle paint.

Amphibious assault vehicles (AAVs) demonstrated ship to shore connector capabilities in Feb 14 at Camp Pendleton. “They give the Marine Corps a capability that no other service has,” says Dr. Mike Roland, a chemist at the U.S. Naval Research Laboratory (NRL). His lab tested polyurea rubber coatings to enhance corrosion protection for AAVs. blast fragments. “They take kinetic energy from the bullet,” says Roland. “So the bullet, to keep penetrating, it’s meeting an increasingly resistant medium. And if it slows down enough—it always makes it to the steel plate, but it doesn’t have enough velocity to get through it.”

NRL’s research could help extend the life of today’s AAVs, and may also guide the next generation of ship to shore connectors. “We solved the corrosion problem,” says Roland. “And with a negligible increase in weight, we also provided a higher payload capacity and the potential for better ballistic protection.”

Corrosion protection By exposing steel test pieces to saltwater in their lab, Roland and Gamache also showed polyurea protects armor from corrosion much better than paint. The polyurea worked much better than paint.

“We wanted to simulate what happens in the field, so we bent some of the test pieces,” says Roland. In addition to flat test pieces, “we had a gentle bend and we had a 90° acute bend.” They tested five coatings: two types of paint, a polyurea NRL’s been using in other armor applications, and two polyureas developed by a private company. “We set up aquarium tanks filled with sea water. We raised the temperature to 40 and 50 centigrade [104 and 122°F], just to accelerate the corrosion, and we bubbled air so there was plenty of oxygen.”

The polyurea worked much better than paint. “If you just put the plate in flat, they’ll all work,” says Roland. But with the bent pieces, “the paints tend to crack. The polyureas don’t because they’re elastomeric, rubbery; so they stretch and don’t open up a pathway for the water.”

While having a long-term solution is very important, the USMC also needs to know how best to maintain the AAVs in use now. “We quantified how much they’re going to lose, in ballistic performance, with the corrosion,” says Roland.

“This will guide the Marine Corps in when they need to replace or repair the armor, saving a lot of money.”

NRL continues to monitor samples in actual seawater troughs at NRL’s Key West facility. “The ones that performed the best in salt water tanks in the lab are performing best at Key West,” says Roland.

“The best of both worlds” Polyureas aren’t as common as conventional rubbers;

but if you’ve seen a pickup truck bed-liner, you’ve seen a polyurea. Conventional rubbers, polyurethanes, are isocyanate covalently reacted with an alcohol. “But if you react [isocyanate] with an amine, you get urea,” says Roland.

“Polyurea is better because it’s got a lot more hydrogen bonding.”

The hydrogen bonds are weak, compared to covalent bonds, so they break first. “That’ll alleviate stress,” says Roland, “and maybe your covalent bonds, the polymer chains themselves, remain intact. And the beauty of the hydrogen bonds is they’ll reform; so when you remove the load, you don’t have any permanent damage.” That makes it multihit capable.

“In conventional materials, you can have something that’s really stiff but doesn’t stretch much; or you can have something really soft, like silly putty, and it stretches a lot,” says Roland. “Polyureas, they can stretch to 10 times their original length, but the force it takes to do that is enormous—so you get toughness, the best of both worlds.”

Solving applied problems After completing his PhD in physical chemistry at Penn State, Roland worked for a rubber company and then joined NRL in 1986. “Most of our [basic research] is making dielectric measurements under extreme pressure and temperature conditions,” he says, “so we’re looking at how molecules move.”

He’s often asked why the Department of Defense would fund that kind of research.

“Elastomer applications for armor have to do with perturbing [molecules] faster than they can move. Well, how do we know how they move? It’s the kind of studies we’ve been doing for 20 years—basic science, publishing papers— that gives us the background to understand, when we get an elastomer-coated armor, why certain rubbers work and others don’t.” Or gives them the ability to creatively solve a corrosion problem, with polyurea, instead of limiting the focus to paint.

Roland thinks NRL’s basic research is one of its core strengths. “That’s what enables NRL to attract really good people, because often coming out of grad school with a PhD, people want to do basic science,” he says. “It’s only after being exposed to applied problems that they find, hey this is really fun, I can actually see something I’ve done— like this armor.”

NSAW Sexual Assault Prevention and Awareness Month events From NSAW Sexual Assault Prevention and Response April 1 The NMIC will kick off Sexual Assault Awareness and Prevention Month with a proclamation signing April 1. The signing will be followed by a “Meet the VAs” event and light refreshments. This gives personnel an opportunity to identify and talk to the uniformed victim advocates who volunteer for the Sexual Assault Prevention and Response program. These UVAs help provide 24/7 support and care for survivors of sexual assault in the National Capitol Region.

UVAs go through a rigorous selection process before participating in a 40 hour training and applying for a national credential.

April 1 Rear Adm. Mark Rich will sign a proclamation designating April as Sexual Assault Awareness and Prevention Month (SAAPM) in Naval District Washington. The signing will take place in Adm. Leutze Park April 1 at 1:30 p.m.

In recognition of SAAPM teal ribbons will be tied to light poles and trees throughout NSAW during April. The ribbons will be placed in Admiral Willard Park, Sanger Quadrangle and along Sicard Street as well as Paterson Avenue. “Why Teal Ribbbons?” posters can also be found within the installation, explaining the significance of teal as for SAAPM. Personnel are encouraged to think about how to support SAAPM and this year’s theme, “Eliminate Sexual Assault: Know Your Part, Do Your Part.”

NSAW Sexual Assault Prevention and Response staff will be hosting various events throughout the month to promote awareness and offer resources. Blanc said that engaging in this discussion, either parent-to-child or peer-to-peer, is one of the first steps toward preventing sexual assault. And when everyone knows what they can do to prevent it, they’ll be more inclined to act.
