TRAIL USE REGULATIONS

Please help keep the trail experience safe and pleasant for all users:

Please stay on the designated trail.

F Some sections of the trail are on private property.

Please do not walk along the river bank.

F Areas along the river are sensitive wildlife habitat.

Please observe pedestrian-only trail sections.

F Motorized vehicles are not allowed on the trails. F Bicyclists are not allowed on some sections of the trails.

F City ordinances require that dogs must be on leash at all times within the city limits (except at designated off-leash areas) and their waste properly removed. Dog “rest stops” along the trails provide you with disposal bags and trash cans.

F Do not litter. Trash cans are located throughout the park system. F No camping, drinking alcohol, smoking or fires allowed.

The Adopt a Trail and Adopt a Park programs give community groups, families and individuals an opportunity to keep our parks and trails beautiful and fun for all. RIVER RUN REACH This section of river trail is located on the west bank of the river over the Tumalo irrigation canal pipe. The wide trail surface is unpaved and relatively flat. It runs between the river and a high canyon wall, and passes through the River’s Edge golf course and adjacent neighborhoods. A newer section of the trail located on the east bank connects Pioneer Park to Revere Avenue. Boat landings at First Street Rapids Park and Riverview Park provide water trail access. There are several wetlands in this reach, inhabited by songbirds, trumpeter swans, otter and beaver. Osprey frequently nest and fish here.

Once the site of two large ponderosa pine lumber mills, today the Old Mill reach is a mix of river parks, trails and the Shops at the Old Mill District (see inset). Trails exist on both sides of the river in addition to an extensive private trail system throughout the Old Mill District. Three footbridges connect trail legs on either side of the river, providing convenient walking loops. On the east side, the trails are paved from the Shops at the Old Mill District to the upper end of Farewell Bend Park at the Bill Healy Bridge. The trail on the west side offers a mix of paved and unpaved surfaces. Farewell Bend and Riverbend parks provide boat landings for paddlers using the Deschutes River water trail.

This reach has trail sections on both sides of the river, connected by a footbridge approximately 1.5 miles upstream of the Farewell Bend Park bridge. The river flows fast here through a beautiful canyon, cascading over rocks and logs. WEST SIDE: The trail on the west side of the river passes through Mt. Bachelor Village. Bicycles are not allowed on this section of the river trail, but OLD MILL there is an alternative mountain bike route that connects the Bill Healy Bridge to the Haul Road Trail along Century Drive. REACH EAST SIDE: The east side trail at the northern end of this reach is unpaved, narrow and rocky in places. It follows the gravel service road which runs above the river and next to the Central Oregon Irrigation District siphon pipe. There are several connections to nearby neighborhoods along the way. 7 Farewell Bend Park honors the history of the logging industry at this site with two interpretive signs. Additional signs along the boardwalk explain a riparian restoration project and other steps being made to care for the health of our river and its ecosystem. The park includes a playground and restrooms.

This northernmost section of the Deschutes River Trail is constructed on top of the buried Tumalo irrigation canal. It has an unpaved surface and includes a few moderate hills. Along the middle stretch of this reach, the river drops into a deep canyon, but the trail stays high on the canyon wall, offering spectacular views of the river below and of the Three Sisters in the distance. A steep climb up the Archie Briggs Canyon Trail connects to Mt. Washington Drive. Visitors can best access the trail from Sawyer Park. There is limited on-street parking at Sawyer Uplands Park with a connecting route down to the river trail.

Floating is popular from Riverbend Park at Columbia Street (across from Farewell Bend Park) to Drake #* Park on Riverside Blvd. Be cautious. The current is stronger above the Colorado Street dam than 3+( 1# SOUTH CANYON '$ it appears. Watch for the warning signs and exit the river on the 48 REACH left above the Colorado Street bridge. The Bend Park & Recreation District, along with the City of Bend and private land owners, is working toward implementing the community’s vision for an uninterrupted river trail. The trail will parallel the Deschutes River running through the heart of Bend. Once fully completed, the 19 mile trail will extend from Tumalo State Park to Meadow Camp with further connections to Sunriver. This map shows only existing trails and access points open to public use. The map also shows the river as a water trail and access points to it. Trail users should respect private property and sensitive riparian areas by staying on the trail. The river trail is divided into five reaches, defined by the surrounding landscape character.

The Deschutes River corridor provides for both land and water-based trail opportunities. The water trail allows paddlers to enjoy the river and connect to parks and other destinations along its bank. Access points and boat landings are available at several locations along the water trail. Be aware that the river difficulty changes dramatically from gentle moving water to Class 4 rapids above the Bill Healy Bridge. Floating the section above the Healy Bridge is recommended only for expert boaters. The Colorado Street, Bend Hydro and Tumalo Irrigation dams require mandatory portaging.

3 Located across the foot bridge from Drake Park, Pageant Park was named to commemorate the Bend Water Pageant, a favorite community event that ran from 1933-1965. An interpretive sign describes the event highlight, the launch of large, lighted floats on Mirror Pond.

This reach passes through the oldest and most established sections of Bend. The trail isn’t always along the river, sometimes following sidewalks through neighborhoods and downtown. The trail passes through beautiful Drake Park on Mirror Pond and ends at McKay Park and Colorado Street. There are several footbridges along the way offering opportunities to cross the river. Access the trail from any of the adjacent parks. Boat landings at McKay, Drake, Harmon and Brooks parks provide water trail access.

According to the Oregon Em ploym ent Departm ent, over 75% of Oregon firm s have nine or fewer em ployees and the average firm employs 15 people. To an even greater extent than the state, Central Oregon's business environm ent is typified by innovative, sm all companies, producing nichemarket products and services, from semiconductors to software, medical instrum ents to recreational equipment, to some of the top craft beers in the U.S.

H OUSI N G COSTS H om e Pr ice s Central Oregon has becom e far m ore affordable for incom ing businesses and residents. As with m uch of the rest of the country, residential property prices peaked to all-tim e highs in 2006 and have declined m arkedly since. I n term s of m edian hom e price, Sunriver experienced the sm allest drop in value (-35% ) since 2006, followed by Bend (-46% ), while all other com m unities experienced greater declines. Local real estate experts note distressed sales now com prise far less of the m arket than a year ago. While short sales continue to put price pressure on the m arket, other segm ents, notably traditional sales and bankowned sales, saw price increases in Q1 2012.

For the past several years, enrollm ent in the Tri- County region was largely flat, but there’s been a m odest pickup in student count in 2012. For the past 15 years, student enrollm ent growth has necessitated the construction of at least one school annually—a rem arkable statistic that spans two business cycles. New hangars are available, along wit h hundreds of acres of leasable land wit h direct access t o t he runway. Avgas, j et fuel and aircraft m aint enance are offered t hrough t he FBO on dut y. The M a dr a s M u n icipa l Air por t and indust rial sit e is a fast growing Cat egory 4 airport for general aviat ion and business use. The Airport is included in t he federal NPI AS ( Nat ional Plan of I nt egrat ed Airport Syst em s) and has 2,100 acres for aeronaut ical and indust rial use. A new 39,000 SF hangar facilit y, now leased t o But ler Aircraft for t he m aint enance of fire fight ing aircraft , was opened in 2011. A newly adopt ed 20 y ear m ast er plan calls for 1,800’ of new st reet s and a new Aut om at ic Dependant Syst em Broadcast ( ADSB) ant enna sit e. A $2.2 m illion Connect Oregon I I I proj ect , com plet ed in sum m er 2011, is funding addit ional navigat ion aids and runway/ t axiway light ing, an aut om at ed weat her observat ion syst em , and new t axiway and ram p im provem ent s. The Su n r ive r Re sor t Air por t is a general aviat ion airport locat ed 17 m iles sout h of Bend and serves business chart er and privat e pilot s. The airport ’s 5,500 foot long paved and light ed airst rip is t he t hird busiest in t he st at e and one of t he longest privat e airst rips in t he West . Averaging 20 m inutes, drive tim es in Central Oregon are very m anageable. Because the Tri-County area workforce is truly regional, it is not unusual for individuals to drive from Sisters to Bend or Bend to Redm ond for work. New residents tend to select their desired residential com m unity based on its lifestyle and costs, then find work in the region. Drive tim e is slightly longer for Crook County and Jefferson County residents—reasonable given the m ore rural nature and sm aller population base of these two counties.

The region is known for sun, averaging j ust t wo weeks fewer sunny days t han San Diego, CA. I nt erest ingly, t he region lies on one of t he nat ion’s largest rain gradient s: Redm ond receives an average of 8.6 inches of precipit at ion and is only 60 m iles from a region in t he Cascades t hat receives over 120 inches. The geographical clim ate for Central Oregon is predom inately High Desert. Sum m er tem peratures range from an average high of 85° to a low of 44° Fahrenheit while winter tem peratures range from average highs in the 40s to lows in the 20s. Econom ic Developm ent for Cent ral Oregon ( EDCO) is a privat e, nonprofit m em bership- based organizat ion dedicat ed t o building a st rong and secure econom ic fut ure for Cent ral Oregon. EDCO was founded over 30 years ago when t he t im ber- dependent region was especially hard hit by t he nat ional recession in t he early ‘80s. Cit y leaders recognized t he need t o develop an organizat ion t hat would direct and lead effort s t o diversify Cent ral Oregon’s indust rial base. Looking t o at t ract j obs t hat provide fam ily wage incom es and creat e addit ional j obs in t he econom y, EDCO has focused on what are called t raded sect or com panies. These are com panies t hat m ake product s or provide services for cust om ers prim arily out side Cent ral Oregon and t hus, help enlarge t he regional econom ic pie. Grow Cent ral Oregon’s ow n local com pany base by helping it s m any e n t r e pr e n e u r s wit h business planning, access t o capit al, and access t o hum an t alent .
