Learning today demands new pedagogical and technological approaches to using Information and Communication Technologies (ICT) for learning. School leaders and teachers have the responsibility to prepare students for the demands of an ever-changing world, through facilitating learning in a technology-rich environment, where students and teachers don’t just learn about technology, they use it to achieve powerful learning and teaching and improve student learning outcomes. The purpose of this guide is to assist schools to plan for the effective use of information and communication technology (ICT) in their everyday practices to improve learning, teaching and administration. A number of Victorian Government initiatives create a new ICT landscape for schools. Such initiatives include the VicSMART wide area network, eduSTAR (internet service, wireless network, software image, technical support) and digital learning resources.

School ICT Planning Process Ensuring information communication technology (ICT) is used to enable improvement across all aspects of school activity is challenging. This process is designed to assist principals and ICT leaders to plan for the effective use of ICT in their everyday practices to improve learning, teaching and administration. 1

The challenge for schools is to create engaging, supportive learning environments and opportunities that stimulate, extend and deepen student learning. These environments should incorporate seamless use of the technologies students use so ubiquitously in their daily lives. Planning needs to take into account the infrastructure and technologies available and the emerging digital technologies of today’s and tomorrow’s students, and to develop appropriate and targeted strategies to support improved learning and teaching.

Pre-requisites to effective ICT planning Form an ICT planning team Planning cannot be completed in isolation. The school needs to form a cohesive ICT focus group comprising both teaching and learning planners and technology planners. A focus group may comprise: School leaders Principal class

Technology planning

eLearning refers to the exploration and integration of a broad range of ICT into learning and teaching to improve student learning outcomes. These new learning environments may be interactive or accessed online from home or in the community.

Technology planning refers to the informed purchase, implementation and support of ICT infrastructure, equipment and software to provide a contemporary and reliable learning environment.

The inclusion of eLearning in the curriculum enhances a school’s learning and teaching program and gives students new and valuable learning experiences. 04

Define an eLearning vision An eLearning vision will provide direction for ICT use in your school. The vision should describe a desired outcome, and create a compelling picture of your school and community in the future, and how ICT enables improvement. Make sure your vision is a clear and succinct statement that is easily understood and owned by all members of your school community: teachers and non-teaching staff, students and parents. The focus needs to be on the appropriate use of technology to support improved teaching and learning.

How can ICT support you to enact your school strategic plan and annual implementation plan?

Use the eLearning Planning Template, Guide and Matrix to examine and plan progression actions for each of the five elements.

There needs to be cohesion across all elements of eLearning planning to ensure that infrastructure and resources are used to reconceptualise teaching and learning, in order to maximise the benefits of the digital age. Successful eLearning implementation occurs only when eLearning is an integral part of a school’s vision for learning.

Technology planning Provision of reliable and capable ICT is a key enabler to achieving your eLearning vision and subsequent goals outlined in your eLearning plan. Adequate budgeting, resourcing and maintenance are essential to ensure continued and reliable operation. Schools could compile an ICT infrastructure roadmap in conjunction with their eLearning plan to effectively budget, resource and maintain a reliable and capable ICT system. The Department’s tiered approach to ICT design assists schools in completing their ICT infrastructure roadmap by segmenting an “ICT system” into logical tiers: TIER 1  Infrastructure and connectivity Infrastructure is the core of all ICT systems, it acts as the brain and nervous system to enable reliable and resilient access to resources within the school and online (in the cloud). This tier comprises equipment such as servers, network equipment, cabling, and wireless.

TIER 2  Access devices and software Appropriately selected and configured ICT devices enable staff and students to access systems anywhere, anytime. This tier comprises of equipment such as notebooks, netbooks, desktops and software. TIER 3 Peripherals and innovation Peripherals comprise ICT equipment such as digital cameras, video cameras, Video conferencing facilities, interactive whiteboards and other devices that enable capture or presentation of information for learning tasks. TIER 4  Professional learning and technical support Technical support is required throughout all phases to setup, operate and maintain ICT equipment according to best practice in order to provide resilient and reliable access for staff and students.

Technology implementation Purchase ICT assets according to your infrastructure roadmap (including support) Purchase ICT assets according to phases outlined in your ICT infrastructure roadmap and strategic plan. Use of Department authorised suppliers for ICT products and services (including technical support to schools) is strongly recommended in view of a number of benefits including: • Competitive pricing, including in most cases a four-year on-site warranty for hardware products • Ability to purchase without having to conduct tenders or obtain additional quotes • Provision of supplier help desks for support • Equipment has been technically evaluated by the Department and by independent, professional companies • Financial viability of the suppliers has been assessed by the Department and by independent, professional companies • Protection provided by the Department’s contracts on warranty, pricing and problem resolution issues • Where the ‘Authorised Suppliers’ contracts are not used, it is recommended that the pricing and other terms (e.g. warranty and support) be used as a benchmark when considering other offers.

SECURITY POLICY

The purpose of the Department’s ICT Security policy is to increase understanding of security requirements when using departmental computer facilities and services.
