General Rules

The league coordinator will have jurisdiction over all the rules and regulations herein not covered. Roster/Players: A. ALL PLAYERS MUST HAVE SIGNED A MINOR RELEASE FORM AND CONSENT TO TREATMENT & PARENT OATH SUBMITTED PRIOR TO PARTICIPATION IN THEIR FIRST SCHEDULED GAME. B. Coaches must be at least 18 years of age. C. No player may play if they reach age 15 prior to December 31. Adding/Dropping: Add/drops to a team roster may be made up to the midpoint of the season. ALL ADD/DROPS WILL ONLY BE TAKEN AT THE RECREATION OFFICE. ROSTER CHANGES WILL NOT BE ACCEPTED AT THE GAME SITE. All adds must include proper paperwork (i.e., minor release forms. etc.) ALL ADD/DROP MUST BE SUBMITTED IN ADVANCE OF THE NEXT SCHEDULED GAME. Forfeits: A. Game time is forfeit time. If games run late, the next scheduled game will begin ten minutes following the preceding game. B. Coaches must submit lineups to the scorekeeper prior to game time. C. Late arrivals may be submitted into the game AFTER the coach has notified the scorekeeper of the players’ arrival. If the coach has not notified the scorekeeper of the players, arrival PRIOR to substitution, the coach will be penalized. D. A forfeit fee of $20.00 per game for all forfeits is due in the Recreation Office PRIOR to the next scheduled game. E. Games will not be rescheduled. Protests: A. All protests must be made prior to the end of the game. Procedures for protesting: (1) Coaches must inform referee; (2) Referee will notify opposing team and scorekeeper. Coach must submit a written protest to the Recreation office within two working days of protest. League Coordinator will resolve as soon as possible. Judgment calls are NOT protestable. B. The protest of an ineligible player must be submitted in writing, along with a $5.00 protest fee, to the Recreation Office by the team Manager/Coach of the protesting team in which the questioned player participated. If a protest concerning eligibility is upheld, your $5.00 fee will be returned to you and the protest will only affect the game in which the protest made. If your protest is NOT upheld, then your $5.00 fee shall be deposited into the Youth Sports Program account. Procedures for protest are described in “5.A”.

Tie Breaker Rule: In the event that two or more teams are tied at the end of league play, the following tie breaker rules will be used: 1. head-to-head competition 2. total points scored 3. total points allowed 4. coin toss

Code of Conduct: A. Any player, Coach or spectator displaying unsportsmanlike conduct will be ejected from the game. If the person who committed the violation does not leave when asked to do so, the team responsible for the infraction will be charged with a forfeit. B. The kicker may not touch the ball a second time after the initial kick until another player on the field touches the ball. Q. PENALTY KICKS will be awarded for goal arch violations and penalty

shots to determine the winner of a game after the over-time period. Penalty shots will be taken from the 25 yard mark. The ball must be positioned on a portion of the marked penalty spot. The kick is considered a dead ball with only 2 results. (1) If the penalty kick crosses the goal line entirely, a goal will be awarded. (2) In all other circumstances, a goal kick will be awarded to the defending team. All players on both teams, excluding the kicker, must stand at least 10 yards behind the spot of the ball during the kick. The kicker must be clearly identified and referee must signal the kicker before the try.

Basketball

***With the exception of the following modifications, current SCMAF Rules will govern league play.*** 1. Divisions: A. The players’ school grade is the sole criteria for determining his/hers age division (also age if applicable). A player may play up one division, BUT MAY ONLY PLAY FOR ONE TEAM. EXCEPTION: A released player (meaning a player who practiced and/or played for a team but was dropped by the teams’ Manager/Coach for whatever reason) can play for another team. 2. Rosters: A. Fifteen (15) players per team maximum. B. All players in uniform sitting on the bench must play a minimum of one (1) full quarter per game. Free substitution will be allowed during the game. The official scorekeeper shall determine compliance. Failure to comply will result in forfeit.

3.

Rules and Regulations (All Divisions):

A.

The A team may compete with only four (4) players but must play five (5) if they are on the line up card and present. B. A game will begin with a jump ball, the team that loses the tip-off will take possession at the next jump ball opportunity and teams will continue to alternate for successive jump ball opportunities including the start C. Eight (8) minute quarters running time, except for the last two (2) minutes of the 4th quarter. D. Teams may not press in the backcourt if they have a fifteen (15) point (or more) lead. The first violation shall draw a warning to the coach by the officials, subsequent violations shall result in a two (2) shot penalty in the Coach. E. If in the last two (2) minutes of the game, a team is leading by fifteen (15) or more, points, running time shall be used in all divisions. F. Three (3) second key violation, ten (10) penetration rule, and backcourt will be in all divisions. G. Three (3) point rule will be in effect WHEN THERE IS A THREE POINT LINE VISIBLE ON THE BASKETBALL COURT! H. No thirty (30) second shot clock. I. On the 7th team foul, the 1+1 rule will be in effect per half. On the 10th team foul, the opposing team will be awarded two (2) free throws. J. Basketball: Boys Division A-E will use the Official size ball. Boys Division F & all Girl Divisions will use a 28.5” circumference ball. G & Mighty Mights will use a 27.5” circumference ball. K. Four (4) time-outs per game Rules that apply to Girls “C”, Boys “F” & Co-Ed “G” Divisions: A. Five (5) second key violation rule is applied. B. No backcourt press. The first violation shall draw a warning to the coach by the officials, subsequent violations shall result in a two (2) shot penalty on the coach. The Offense must be allowed to bring the ball backcourt to frontcourt unobstructed, while dribbling. If a pass is made from the backcourt to frontcourt the defense may intercept the pass as long as the ball has crossed the mid court line. This also applies to a ball that is rolled from backcourt to frontcourt. C. Any time-outs taken in the last two (2) minutes of the fourth quarter, the basketball must come in to the frontcourt. D. Twelve foot (12”) free throw is used. E. If a team is leading by fifteen (15) or more, points, they may not defend above the three (3) point line (or top of the key). F. 3rd & 4th grade, F Division, uses a 28.5” ball size and the basket height is 9 feet. G. “G” Division ball size is 27.5” and the height of the basket is 8 feet 5 inches.

Equipment: A. All game equipment, such as game balls, timers, flags, etc. will be furnished by the Recreation Department. B. Jerseys: Players must wear jerseys with numbers. All participating teams are required to bring white T-shirt as an alternative uniform. At the start of play all jerseys must be tucked into pant/shorts to terminate one (1) inch above flag football belt line. C. Pant/Shorts: each player must wear pants or shorts that are different color than flag. Pants or shorts that are worn that have belt(s), belt loop(s), exposed drawstring(s), or pocket(s) must be taped shut by coach(s) prior to the game. D. Flag Belt: All divisions shall use a regulation three (3) flag belt system. Flags must be a contrasting color than the uniform pant. The flags must be contrasting color to their opponents’ flags. E. Shoes: Shoes with metal, ceramic screw ins, or detachable cleats are illegal. F. Balls: The “A” Division shall use intermediate size football. The “B” and “C” Division shall use the junior size football. G. Personal protective equipment, such as knew guards, arm guards, etc. shall be inspected by officials prior to each game. NO regulation football equipment such as helmets, pads, etc. will be allowed. H. Arm Coach/Playbook: must consist of soft material with no sharp edges

Game Time: A. The length of the game shall be four (4) ten (10) minute quarters. Regulation clock will be used the last two (2) minutes of the second and fourth quarters. During that time the clock stops only for incomplete forward passes, out of bounds, penalties, time-outs, change of possessions, and scores. Stop clock will be held in effect after any score. Clock shall stop for notification of two (2) minute warning prior to the end of each half. After the penalty, clock will start dependent on the previous play (clock stopped or running when foul occurred). If a declared kick is attempted, the clock will not start until the ball is kicked. B. The clock will be stopped only when designated by an Official, for time-outs, or after any score. C. Each team will receive four (4) time-outs per game. (Cumulative) D. Game time is forfeit time. E. Sportsmanship Rule: If a team is leading by a score of twenty-four (24) points or more, the “running time” clock will be used. The clock will only stop for charged time-outs and Official time-outs. In

(2) Out of Bounds: In the event the ball goes out-of-bounds on the kick-off, between kicking team’s restraining line and the receiving team’s thirty five (35) yard line, the receiving team shall have the following choices: (a) accept a five(5) yard penalty from the previous spot and have a re-kick. NOTE: If re-kick goes out of bounds, the receiving team must put the ball in play at the inbounds spot, or at the thirty-five (35) yard line if the ball goes out of bounds inside the receiving team’s thirty-five (35) yard line. Q. Inadvertent Whistle The ball is dead and the down is ended when an official sounds his whistle inadvertently. When a penalty is declined for a foul, which occurred during the down, and there is an inadvertent whistle while: (1) A legal snap or pass is in flight, or during a kick, the down will be replayed. (2) A player is in possession, the team may choose to accept the play at that point or replay the down. Officials: A minimum of one official will be utilized for all divisions. Game time is forfeit time. If a team is not ready to play after warm ups are completed, the match will result in a forfeit. Teams must notify the official and scorekeeper when turning in the line up card as to the method of the substitution to be used. You must continue to use the same type of substitution throughout the game, but may switch for the next game. Rotation of substitutes will be allowed on a side out as the players rotate. 2. THE FIELD A. THE RECOMMENDED PLAYINF FIELD is the area which the ball may be legally played. The field shall have a clear and unobstructed area of which the length (sideline or touchline) is 70 yards and the width (goal line) is 40 yards. Field dimensions may be altered but must be rectangular in shape.

D. OBSTRUCTION is the deliberate act by a player, not in possession of the ball and/or not attempting to play the ball, running between an opponent and the ball, or using the body as an obstacle. Penalty: Indirect free kick. E. DANGEROUS PLAY is an act, in which a referee considers likely to cause injury to any player. This includes playing in such a manner which could cause injury to self or another player (opponent or teammate). Penalty: Indirect free kick. F. R. PENALTY SHOT PROCEDURE TO DETERMINE A WINNER OF

A GAME Under this scenario, (5) players will be selected by each team to take a penalty shot from 25 yards. A coin flip will determine which team will kick first for all rounds. If at the conclusion of the penalty shots the game is still tied, the same (5) players will participate in a sudden death round of penalty kicks. The order of kickers must remain the same. Injury substitutions for injuries during penalty kicks will not be allowed. S. A DROP BALL is a way of restarting the match after a temporary delay while the ball is in the field of play for any reason not covered. T. A THROW-IN is awarded when the entire ball crosses over the side line from the point where it crossed the sideline. A goal cannot be scored directly from a throw-in. to execute a proper throw-in, a player must: (a) Used both hands to deliver the ball from behind his head to over his head. (b) Face the field and keep both feet on the ground behind or on the sideline. Penalties for Illegal Throw-In Procedures: (c) A player must use the proper motion to execute a throw-in. Penalty: A throw-in is awarded to the opposing team at the same spot. (d) A player cannot touch the ball again until another player has touched the ball. Penalty: An indirect free kick is awarded from the place where the penalty occurred. (e) A player cannot intentionally block or retard the throwers motion. Penalty: A throw-in is retaken and the referee may issue a yellow card if he feels the action was deliberate and unsportsmanlike. 5. EQUIPMENT A. SHOES must be worn by all participants. Molded cleats, turf shoes, or tennis shoes are recommended. Metal cleats are prohibited. B. SHIN GUARDS must be worn by all players and be made of rubber, plastic, or similar material. Shin guards must be worn so they are covered entirely by socks to provide a reasonable degree of protection. C. CAST AND JEWELRY Casts (plastic or other hard substance in its final form) may not be worn during the game. Exposed jewelry such as wrist watches, bracelets, large or loop earring and neck chains may not be worn during the game. Medical alert bracelets or necklaces are not considered jewelry, but if worn, must be taped to the body. Penalty for use: of illegal equipment is its removal from the game and a yellow card issued to the player in violation.
