Trustees get earful over budget Deep cuts, including chopping 16 jobs and reducing bus service, are looming in order to address deficit BY

Parents, teachers and students attending the Delta school board’s budget consultation meeting Tuesday night in Ladner made it clear they don’t feel deep spending cuts are fair. Speakers expressed various concerns about the proposed budget for the 2013-14 school year, but the common thread was the

need to look for efficiencies elsewhere. The school board is looking at various measures to balance a projected $3.46 million deficit. The allocation of one-time money late last year by the Ministry of Education and higher than projected revenues from Delta’s International Student Program will help offset the deficit, as well as increased revenues from other areas, but that still leaves just

over $1.9 million remaining to be chopped. The proposed cuts include reducing several custodial positions, increasing student-teacher ratios and cutting education assistants that support students with special needs. In total, 16 fulltime jobs are to be eliminated. The single biggest area to be impacted is the district’s bussing program, which will see funding from Victoria cut in half, meaning

students in rural areas will have to make their own way to school. Special needs students will still be transported, but the board will have to take a further look at that program once provincial funding for the transportation budget shrinks further next year. Noting parents weren’t advised until late Friday the district was planning to eliminate the bus program, Cheryl Kristiansen suggested efficiencies could be found

elsewhere, including consolidating routes. Several other parents also conveyed concerns about the safety of their children walking to school because adequate transit isn’t available. Some, noting they feel their kids are being discriminated against, pointed out parents were willing to pay a fee to ensure the service keeps running. See BUDGET page 3

A Ladner field will be getting an upgrade thanks to an award won by a local soccer team. The Ladner Girls U10 Storm was named the BMO Team of the Week national champion last year, a title that brought several rewards, including $125,000 for the refurbishment of a local soccer field. The team chose to have the money put towards upgrades planned for Dugald Morrison Park because that is its main field and recently, along with BMO, signed a memorandum of understanding with the Corporation of Delta. Team, bank and municipal officials were at the park on Tuesday for a sign unveiling to mark the donation. “Ladner Storm wish to direct the BMO Team of the Week awards towards an amenity at Dugald Morrison Park as part of the Ladner Sports Field

Delta South provincial election hopefuls faced a myriad of questions Wednesday during an allcandidates meeting organized by the Probus Club of South Delta. The event at the Coast Tsawwassen Inn had independent incumbent Vicki Huntington, Liberal Bruce McDonald and the NDP’s Nic Slater provide brief opening remarks before answering questions from the club and the floor. The queries focused on the biggest issues facing the riding, including health care, long-term care and Delta Hospital’s future role as well as how land use changes will impact the quality of life in South Delta, and, of course, port expansion. The question that drew perhaps the most vigorous debate was one about the pros and cons of electing an independent MLA. Huntington was the first

independent elected to the legislature in almost 60 years and would make history if re-elected. “Caucus can have its debates, but you have to remember that government is the decision maker and only government, that is the cabinet itself, creates government policy,” said Huntington. “Caucus members will be told sometimes maybe a few hours before they even see a bill. They can’t change that government decision and can’t talk about it outside the caucus room.” She noted MLAs from both the Liberals and NDP have approached her asking that she ask tough questions for them in the legislature. Huntington said while former Delta South Liberal MLA Val Roddick may have worked hard behind the scenes, people weren’t aware what she was doing or where she stood. “I felt there was something significantly wrong with the party system where you could not hear your

own elected representative publicly defending you. You knew she was working behind the scenes, but we have to know we are being represented properly and we have to know that our issues are being fought for,” she said.

So, I simply urge you to support the NDP as a viable alternative to an independent that will not be forming government, despite all the good work that she’s done. “I don’t think there’s any question that as a government, an independent will never be ever be able to legislate,” he added. Slater noted his party, which is closely connected federally and provincially, had taken the word “socialist” out of its constitution because they have become true social democrats, which he said should appeal to voters. Another all-candidates meeting, sponsored by the Optimist and Delta Chamber of Commerce, will be held on Wednesday, May 1 at 7 p.m. at the Delta Town & Country Inn. The provincial election is May 14.

teachers when they see the educational experience of international students falling far, far short of what the total educational experience should be for these lonely individuals. There’s a moral aspect of this issue that many teachers find very troubling and must not continue to be ignored,” Steer said. Saying the proposed cuts will be a difficult choice, school board chairperson Laura Dixon said questions posed at budget meeting will be answered at next Tuesday’s board meeting. The district is required to submit its budget to the province by June 30.

Road pricing concept gaining traction

Victoria willing to listen to Lower Mainland mayors as palatable funding source sought for transit improvements BY

It’s looking like bridge and tunnel tolls will become a fact of life for South Deltans. So-called “road pricing” moved a step closer recently with Transportation Minister Mary Polak’s announcement she will meet with the Mayors Council on Regional Transportation to determine long-term funding options for TransLink, as well as how to make it more accountable to elected officials. The regional district has been at odds with both TransLink and the provincial government for more than two years over how to fund transit improvements. Regional mayors recently rejected a proposed temporary additional property tax levy. Earlier this year, Metro Vancouver mayors submit-

ted recommendations to Victoria, including the controversial concept of road pricing, which could mean tolls on all bridges and the George Massey Tunnel. Polak and ministry officials will now discuss those options with September set as the deadline for an agreement. The provincial government has long stated it would only toll new crossings, leaving free alternatives for commuters. Premier Christy Clark recently stated her views against region-wide tolling, however, the government could end up changing its tune if mayors push for tolling. The Optimist asked Polak, who was touring a River Road business last week, if the government is willing to change its policy. She responded the introduction of tolls, or other forms of road pricing, would depend on a number crite-

have fairness, so that it’s not just residents on the south side of the Fraser River paying the bill. “If I’m paying a toll here or in Surrey, then somebody is going to have to pay a toll on the Lions Gate (Bridge). Why aren’t we tolling the Sea to Sky? “I think fair is fair. I think it would have to be a low toll of 50 cents, but everyone pays a piece of it. A lot of collaboration has to go into this and everyone

has to share the load here,” she said. Jackson noted a system would have to be in place so those that don’t have to cross bridges, but nonetheless contribute to congestion, pay their fair share as well. As far as the possibility mayors fighting amongst themselves to get the tolling revenues for projects in their own communities, Jackson said it would be important for them “to take

off their local hats and put on their regional hats.” Delta South MLA Vicki Huntington said she’s also concerned road pricing would discriminate against drivers south of the Fraser. “I do think, though, that a very close study of congestion pricing may have the best and most immediate potential. It relies on time of day/peak hour use and has been extremely successful in London, Stockholm and elsewhere,” she said. Saying poor land use planning has created a plethora of transportation problems, retiring Delta North MLA Guy Gentner noted people south of the Fraser have no choice but to get into their cars because they’re not well served by transit. He said they may be more open to the idea of tolls if they see it pays for something like a light rapid transit system south of the Fraser, rather than expensive SkyTrain projects elsewhere. A TransLink report last year recommended the tolling of vehicles at major exit and entry points.

Delta stands firm against servicing TFN Regional district asking municipality to enter into agreement with First Nation to facilitate major growth plans BY

Delta is standing its ground against the regional district over the Tsawwassen First Nation’s servicing conundrum. Much to the chagrin of local officials, the board of the Greater Vancouver Sewerage and Drainage District recently approved a resolution that essentially asks Delta to enter into an interim five-year sewer agreement with the TFN. The First Nation has massive growth plans on several fronts, including a pair of shopping malls where site preparation is well underway. However, the TFN does not have the infrastructure to serve that growth. It’s been a long-standing issue, one that’s prompted Delta to repeatedly insist it does not

have the capacity to service the TFN’s growth. “It would be unwise for Delta to pursue any sewer agreement with the Tsawwassen First Nation on an interim basis,” said Delta CAO George Harvie, warning, “I can’t see how we could shut the pipe off. I don’t see us having that ability.” Harvie noted the municipality entered into an interim agreement to partially extend sewer service only to the TFN’s existing housing, but had no intention of extending it further, let alone becoming the longterm solution to the TFN’s growth. Mayor Lois Jackson agreed, saying officials with the regional district “don’t get it or just don’t want to get it” when it comes to Metro Vancouver having to provide servicing for the

Delta wouldn’t participate in any discussions between the TFN and the region as well as not sign an interim agreement. Last fall, the TFN, which several months earlier became members of the region’s sewer district though provincial legislation, offered to pay for Delta’s sewer infrastructure, an offer considered far too low and soundly rejected. The proposal would have seen Metro Vancouver take over responsibility for the sewer force main, which extends from the B.C. Ferries terminal to Annacis Island, from the Delta and allow TFN to immediately connect to the line. “We believe that this proposal benefits all three parties and that it also meets the essence of regional government as a cooperative partnership between equal members,” Chief Bryce Williams told Jackson in a

letter outlining the proposal. Jackson said Delta should retain autonomy over its infrastructure. She said she told the sewage district directors that when Delta needed a sewer pipe to service Tsawwassen years ago, nothing was forthcoming from the regional district, so the municipality built its own. “It is our own, I would think they’d get that... I have said when all this started that if we were to go ahead with such an (interim agreement) undertaking, we’d be totally on the hook, even though we don’t have the capacity and we said that over and over again.” An engineering consultant’s report last fall noted Delta’s sanitary force main and pumping system is predicted to have adequate capacity to meet peak demand, but does not have spare capacity to meet the TFN’s demands.

Female duo sought after thefts from spa & salon

The following are some of the calls of interest the Delta police responded to in the South Delta area between Monday, April 8 and Sunday, April 14: Tsawwassen • April 11, 2:10 p.m., 1200-block of 56th Street: The owner of the coffee shop reported his wife’s vehicle parked behind the shop was damaged with someone kicking in the right rear tail light and smashing the driver’s side door mirror. • April 11, 6 p.m., 1300block of 56th Street: The spa was entered by two females with one of the females distracting the employee by asking questions and requesting a tour while the other female entered the staff room and stole the keys to the premises. The suspects then quickly fled the scene. • April 11, 6:30 p.m., 1100-block of 56th Street: The same two females entered the hair salon and while the younger female distracted the employee, the older female reached behind the counter and stole the employee’s iPhone and wallet. Both the suspects then quickly fled the salon. One of the suspects is in her late 20s with long hair

and the other is in her late 40s with short, dirty blond hair.

• April 12, 10:21 p.m., 900-block of Pacific Drive: Complainant reported several youths damaging his neighbour’s property. Police apprehended one of the suspects with another admitting his participation. Both suspects were remorseful, took full responsibility and will pay for the damage that amounts to several hundred dollars. The suspects were turned over to the custody of their guardians. Police will follow up on the situation. • April 14, 8:02 p.m., 700-block of 49th Street: Three youths were reported riding dirt bikes in the playground of the school. When police arrived, the youths fled the scene, leaving behind several items, including two cans of beer, a T-shirt, baseball hat, blue shoulder bag and a cell phone. At Monday’s meeting, council awarded the contract for the road upgrades to Imperial Paving Ltd. for $1.98 million. The total cost of the project is estimated to come in at $3.98 million.

MURPHY’S LAW I don’t think it will be long before we’re paying for the privilege to drive on pretty much every major thoroughfare in the Lower Mainland. As politicians at all levels try to devise a plan to fund billions of dollars of needed transportation improvements, the term “road pricing” continues to gain traction in those discussions. It’s another, perhaps more palatable, way of saying tolls, but in this case, they would likely be applied all over, not just on shiny new crossings. As politicians look to extract more money from our pockets, I guess there’s some comfort in the fact they’re trying to do so in the fairest way possible. That’s been a big bone of contention in recent years as mayors throughout the region haven’t been keen on the way in which revenue has been raised, to say nothing of their inability to direct where that money is spent. Mayors have been reluctant to increase property taxes because that’s done on bills they send out each spring, but it’s also unfair to tax a homeowner that may or may not put a strain on the region’s road network. That’s where road pricing comes in: The more you use the roads, the more you’ll pay. For it to be effective, however, both the costs and benefits have to be far-reaching and they must pass the fairness test. There are still many decisions to be made, but I suspect in order for all mayors, and by extension their constituents, to buy in it will require everyone who drives a certain distance, not just those using a crossing, to buck up. Consequently, all areas of the Lower Mainland will also expect to share in the transit improvements these tolls finance. The idea of south of Fraser commuters paying a toll to fund a subway to UBC isn’t going to fly for obvious reasons, so those devising the road pricing structure must be cognizant of such or the initiative won’t get off the ground. There are always going to be turf wars among politicians, who will work to ensure their constituents aren’t overtaxed or underserved, but as long as fairness remains a guiding principle, I suspect they’ll eventually reach a consensus. Victoria hasn’t been supportive of tolling existing infrastructure, but if mayors provide a comprehensive plan that finally offers a logical way forward on transit improvements, provincial politicians will be quick to jump on board. It’s by no means a done deal, but all signs point to the concept of road pricing getting a long look from legislators in the months ahead.

Gov’t MLA doesn’t necessarily pay dividends for constituents STEVE GRAHAM

COMMUNITY COMMENT The major issue in the 2009 provincial election for Delta South was whether the riding would be better represented by a Liberal MLA and cabinet minister, or by an independent. The Liberal protagonists argued that a Liberal backbencher or cabinet member would be more effective and influential in promoting and protecting the interests of the riding. In a Liberal advertisement in the Optimist, Coun. Bruce McDonald stated: “I can tell you from experience that the benefits of having a cabinet minister representing Delta are enormous.” However, Vicki Huntingdon defeated Wally Oppal because the voters concluded the premise of influence was not true. Liberal Val Roddick won the 2001 election with 67 per cent of the vote, which was certainly

a measure of faith and trust in a Liberal MLA. Shortly afterward, on Jan. 17, 2002, Roddick and the Fraser Health Authority convened a public meeting to announce a plan to turn Delta Hospital into a nursing station, declaring that fullservice medical care in South Delta was “unsustainable.” Roddick’s action was so selfevidently contrary to the welfare of South Deltans that she barely survived a recall vote in 2003. Later, the Liberal government proposed to upgrade the power lines through Tsawwassen. This project had no benefit to the community, and residents near the power line had a reasonable apprehension of potential health risk. Roddick remained completely silent on the issue, while Oppal stated that he contacted then energy minister Richard Neufeld about the project but could not convince the government to modify it. This likely cost him the election in 2009. In an interview published in the Optimist just before the 2009 election, Roddick stated she was disappointed she had been ineffective at influencing the alignment of the South Fraser Perimeter Road. The Liberals replaced Roddick with Oppal, who promised to be more

effective. On May 6, 2009, there was a photo on the front page of the Optimist of Wally Oppal, Gordon Campbell and Bobby Lenarduzzi. The associated story said they were in the riding “to announce that, if re-elected, a Liberal government would pour $17.5 million into the development of a world-class soccer training facility at John Oliver Park in East Delta.” The Liberal government was re-elected, but the soccer facility campaign promise made by Oppal and the premier didn’t come true. Campbell and Oppal could have made a more serious commitment to use some of the $17.5 million to restore full services to Delta Hospital, which is located in the Delta South riding. Recent history indicates that a Liberal MLA and a cabinet minister who resided in the riding did not have the inclination or influence to effectively stop or modify bad government policies and projects in our riding. The argument that a Liberal MLA would better represent the riding has been demonstrated to be false. The best MLA for South Delta is one that will work for, and look out for, South Deltans.

Editor: We would like to thank the Corporation of Delta for sponsoring last week’s information meeting on the Union Cycliste International (UCI) Road Race that will be held in Tsawwassen this summer. The engineering department and the Tour de Delta staff provided an excellent presentation regarding this exciting event, highlighting the route that the cyclists will take through Tsawwassen and emphasizing the very thorough planning that has been undertaken to make certain that

all goes smoothly. Thanks also to event manager Mark Ernsting who patiently answered all of our questions. This is the only road cycling race in B.C. with international sanctioning and top professional teams from North America, Europe and South America have already committed. For the residents of Tsawwassen, it will be an exciting day of racing that offers plenty of opportunities to participate, whether as a volunteer or spectator. The multi-lap, 11-kilometre race route through

many Tsawwassen neighbourhoods will give residents a firsthand look at high level athletes and teams, with the women doing seven laps and the men 14. This all-day event is the perfect opportunity for neighbourhood “watch” parties. Sign up as a race volunteer or begin your party plans. Life is precious By now I am sure many have heard of the bombings at the Boston Marathon. Our lives, whether directly affected or not, are in a world where tragedies and atrocities happen, and our lives, whether we like it or not, are affected by it. And in times like this I wonder, if this could happen there, could this not happen anywhere? As I walk through life, I have seen disasters, both natural and man-made; I have seen acts of terror brought upon people. Two that come to mind: the Challenger Space Shuttle explosion (as a child growing up in Florida, we were out on the playground watching the launch), and the other is 9/11 where I personally lost friends in

that attack. One an accident and the other deliberate, but I have come to the same conclusion in both: Life is precious. Being a pastor, I get to witness how precious life is, from births to deaths. In birth, parents often ask for prayer that God be with their child throughout life, and in death a prayer thanking God for having been with them through it and as they go into Heaven. In times of tragedies and atrocities, I cannot help but look to God as my refuge and strength in knowing that He will neither leave me nor forsake me, and it is in times like in Boston, that I hold that faith ever closer still.

azz vocalist Don Stewart is bringing an “unbelievable” band with him when he visits Genesis Theatre in Ladner next Friday for a concert. “It’s a one in a lifetime band. All these guys are [at] top of the list,” says Stewart. The lineup includes Miles Foxx Hill (bass), Michael Creber (piano/ synthesizer), Miles Black (piano/synthesizer), Joel Fountain (drums), Dave Say (saxophone) and Holly Burke (vocals/flute). “It’s going to be a good time,” says Stewart, who is also an actor, writer and producer. “These guys know each other and respect each others’ talent. They’re looking forward to getting together.” Vancouver’s Stewart plans on singing tunes from

a few of his latest projects, including music from Midnight Hour and Tender Lies. Tender Lies is a CD with all original music Stewart worked on with Black, an accomplished jazz pianist who began his professional music career at 14. “He’s a superstar. He’s an unbelievable guy to work with,” says Stewart, adding they just “kinda clicked” together. Stewart previously brought his Unforgettable: The Music of Nat King Cole show to Genesis. The concert is part of the theatre’s live@5005 series. The show is scheduled for Friday, April 26 at 8 p.m. at Genesis Theatre, 5005-45th Ave., Ladner. The Delta Photo Club’s big annual event is right around the corner. Delta Photo Inspirations, with a juried photo exhibit, seminars and trade show, takes place over two days next week in Tsawwassen. This year’s keynote speaker will be Christopher Morris, who will be sharing photos he shot as an official photographer for the Vancouver and London Olympics, says event co-chair Rhoda Brooks. “I think that will have a broad range of appeal to people. He’s a great communicator. “I’ve heard him before. We’re

excited to have him as keynote,” she says. Presenters will cover a range of topics in seminars ranging from nature photography, beginner and intermediate Lightroom, a program Brooks says could dynamically change a photographer’s workflow, as well as a talk on the business side of the craft. “The great thing about DPI is it’s really great for people who are from the budding enthusiast all the way up to those who either have started their own businesses or thinking about starting their own businesses. There’s really something for everyone.” This is the third year the local photography club has presented

Local favourite Jerry Doucette jumped in halfway through, joining States on vocals and trading off solos with lead guitarist Rob Montgomery. The band ended the evening with Doucette leading the audience in a chorus of Hey Jude in the middle of his hit, Mama Let Him Play, and returning for an encore with Love the One You’re With. In addition to tickets sales, money was raised through Tim Hortons donation of coffee beverage sales and Fresh Slice Pizza’s contribution of sales proceeds. The event’s unique silent “rocktion” auction brought in a record amount of proceeds. “It was a great turnout once again, and the funds raised will help get us that much closer to our building project goal,” said Barbara Wallick, chair of the Reach Foundation. “We really want to thank everyone who made it happen, including our sponsors, donors and our volunteers, in particular our project partners the Kinsmen Club of Ladner and Tsawwassen who helped out all night long.” Reach has raised close to $1 million of the $4 million project goal. The next event to benefit Reach will be McHappy Day on Wednesday, May 8 in Ladner and Tsawwassen McDonald’s restaurants.

Tsawwassen was rockin’ last Saturday night as musicians, service groups, volunteers and people from all over the Lower Mainland came together to have fun and raise money for a local children’s charity. The second annual Rockin’ for Reach benefit concert and dance at Kinvillage Community Centre raised $8,736 for Reach Child and Youth Development Society, a local non-profit helping children with special needs. The funds will go towards Reach’s Building for Children Together project to build a communitybased centre in Ladner that will provide better access to services, programs, education and resources to children and youth with developmental disabilities and their families. Close to 250 guests were treated to a variety of musical acts, unique auction items and prizes. Opening act The Flat Five featured frontman Tyson McIlroy’s rich vocals and impressive guitar skills along with the talents of young guitarist Carter Low, accompanied by Blaine Davies on drums and Colin Rennie on bass. Legendary Vancouver band Incognito then took the stage for the rest of the night, opening with lead vocalist Nadine State’s funky rendition of the Temptations’ Shaky Ground. This was Incognito’s second year headlining the show and they kept it fresh

Local churches will get together to present Lift Every Voice on Sunday. The ecumenical choir and instrumental concert will take place at Ladner Christian Reformed Church. “I think it’s a wonderful thing for everyone to get together,” says Queenie Cheng, the music minister at Ladner United Church. She will be taking part in her first Lift Every Voice, an annual event that’s sponsored by South Delta Ministerial, a fellowship of local pastors. Cheng will be directing Ladner United’s adult choir, playing for the church’s children’s choir as well as performing a violin duet. There will be small and mass choir performances, an organ prelude and other performances. Admission is by donation to the Community Fund of Faith. The fund helps people during tough times. “That’s the point, to raise funds, but I think it

Well on Your Way Today I wanted to share with you an awesome ab routine that you can do at home. This workout can be done by anybody, at any fitness level and was designed to strengthen the entire core area. It is a balanced workout, hitting the mid-section in a 360-degree pattern. Have fun and let me know what you think. Perform each exercise for 30 seconds, with no rest and aim for one to two full cycles. 1. V-sit bicycle with legs cycling only - arms stay extended (Pic 1) • Sitting as tall as you can and arms extended at shoulder height in front of you, lean back about 30 degrees and lift both feet up and off the floor. • Slowly cycle the legs,

Classic bike meet & swap

The 28th annual Classic and Vintage Motorcycle Swap Meet will feature Harley Davidson’s rugged utility three-wheeled motorcycle, the “Servi-Car.” The event will take place later this month at the South Delta Recreation Centre in Tsawwassen. The Harley Davidson Servi-Car dominated the industry at its peak with a variety of uses from police motorcycles to meter maids. The icon of vintage motorcycling featured a 45 cubic inch (750cc) engine that was also a favourite of delivery companies and car dealers. Most Servi-Cars acted as traveling billboards, sporting the “Ad” fender skirts that Harley Davidson sold for the model. At this year’s event, a 1962 Harley Davidson Servi-Car will be displayed among the marquee motorcycles. Owners of all makes and styles of classic and vintage motorcycle are invited to participate in the Show ‘N Shine, and awards will be presented in several classes, including “Best in Show” and “People’s Choice.” “The Show ‘N Shine provides a unique opportunity for local restorers to show off their skills. This year promises to be the best display yet,” said organizer Todd Copan. The Classic and Vintage Motorcycle Swap Meet is set for Sunday, April 28. Described as the largest classic and vintage meet in

This year’s celebration takes place the week of April 21 to 27. Canada’s volunteers make a tremendous contribution in communities across the country and around the globe. They make our communities resilient and our country vibrant. Today, volunteers are involved in more ways than ever. Volunteers complete tasks from smartphones while waiting at the bus stop. They sign and share petitions. They govern organizations as board members. They lead rescue efforts when disasters strike. Every day, Canadians lend a hand to their neighbours and friends. And many of them don’t realize that in doing so they’re vol-

unteering. National Volunteer Week began in 1943 to draw attention to the vital contribution women made to the war effort on the home front. Although it was largely forgotten after the Second World War ended, National Volunteer Week experienced a revival in the late 1960s when organizations stressed the importance of thanking volunteers across Canada. National Volunteer Week was reinstated and has since

grown to become the largest celebration of civic participation in Canada. The theme of this year’s campaign is Volunteers: Passion. Action. Impact. It recognizes the 13.3 million volunteers across Canada that dedicate themselves to improving their communities. Volunteers have a passion for getting involved, they take action to support the causes and organizations that matter to them, and they make an impact in our communities.

Delta volunteers make Wall of Fame

Several young volunteers smile out from the Wall of Fame in Linsay JamiesonPowell’s office at the Ladner Leisure Centre. And she knows all their names, where they volunteered and, for many, their hopes for the future. The photos are from last summer. The Wall of Fame comes down at the beginning of each summer and then throughout the season new photos are added. Jamieson-Powell is the volunteer co-ordinator for the Corporation of Delta, which has about 2,000 volunteers in total. “I think volunteers are so important to the community,” she said. Whether it’s a local teen volunteering at one of the many summer day camps, a group from a local business or organization volunteering to plant trees or clean up a park, or the many volunteers needed to help pull off a special event, they all go through her office. Jamieson-Powell said she gets many calls from residents looking to volunteer

Animal shelter volunteers offer help every day of year

The volunteers at Delta Community Animal Shelter are a dedicated bunch, especially the dog walkers. “There isn’t a day that they aren’t here,” said shelter manager Hugh Nichols, adding that volunteers show up 365 days a year, no matter the weather, to make sure animals housed at the shelter get the care and attention they deserve. Nichols, who recently took over as manager while Sarah Lowe is on maternity leave, has been working in animal shelters since 1981. Nichols said the shelter, which is getting ready to move to its new location in a few weeks, has about 30 regular volunteers that come in once or twice a week and about 100 in total. There are a number of programs at the shelter that benefit from volunteers donating their time and energy, including dog walk-

There are volunteers that offer foster homes to animals while they await adoption and others that help keep the shelter clean or help out at special events, like the annual Animal Expo.

“They augment staff,” said Hugh Davies, property use and compliance manger with the Corporation of Delta. “I don’t think we could operate as efficiently without volunteers.” He said the shelter does not euthanize animals just because they have been at

Many residents volunteer their time to benefit the community through one of the service clubs in South Delta. There are several clubs out there ready and more than willing to support those in need, raising funds and rolling up their sleeves to make the community an even better place. Larry Rossiter has been president of the Kiwanis Club of TsawwassenLadner for the past three years and involved for the last decade. Kiwanis is an international organization with clubs in communities around the world. The organization is “dedicated to changing the world, one child and one community at a time.” In South Delta, the Kiwanis club raises funds to support a plethora of local groups, including annual student bursaries at both high schools, sports teams, the air cadet squadron, which was started by the club, and KinVillage. Rossiter said the group aims to support “anything for kids or seniors.” And all the money raised by the small group of volunteers

Without this small yet dedicated group of volunteers, Delta’s libraries might not be what they are today. “We would not be able to offer some of our larger events,” said Delta library manager Gillian McLeod. “Our buildings might look a little more plain.” Delta Friends of the Library is a non-profit society. Established in 1988, it’s one of the longest-running Friends of the Library groups in the Fraser Valley Regional Library system and over the years has raised more than $100,000 to invest in Delta’s three libraries. Friends of the Library exists to fundraise and advocate for libraries. While municipal governments provide most of the funding for day-to-day operations, Friends of the Library works to bring in extras those limited funds just can’t cover.

to help make many of the libraries’ events happen. McLeod said the volunteers allow libraries to host larger events, like Diwali celebrations in North Delta. During the libraries’ annual customer appreciation day, volunteers serve cake and refreshments as well as talk to patrons. McLeod said the libraries simply do not have enough staff to make events like these happen while still keeping the library open. Delta Friends of the Library is hosting a shreda-thon that allows residents to bring in their confidential documents for secure destruction by donation. The event is scheduled from 10 a.m. to 2 p.m. on Saturday, May 4 outside the Tsawwassen Library. All three Delta libraries have information about, and applications to join, Friends of the Library.

Over 13.3 million people — accounting for 47 per cent of Canadians aged 15 and over — did volunteer work in 2010. They devoted over two billion hours to their volunteer activities, a volume of work equivalent to just under 1.1 million full-time jobs. The number of volunteers in 2010 was significantly

greater than in earlier years. The 13.3 million people who volunteered marked an increase of 6.4 per cent over 2007 and 12.5 per cent over 2004. In comparison, the rate of growth recorded for the population aged 15 and over was 8.4 per cent between 2004 and 2010. While there’s been an increase in the number of

Training program protects most vulnerable Delta-Richmond East MP Kerry-Lynne was in Richmond last Friday to announce that a partnership between the federal government and Volunteer Canada has now provided training to over 120 volunteer centres. The training helps organizations better screen volunteers and provides invaluable tools to improve the safety and quality of programs. “Organizations and individuals will continue to benefit from this training and other resources provided by our government in partnership with Volunteer Canada,” said Findlay. “By improving the resources available to the Canadian voluntary sector, we strengthen our communities and better protect the most vulnerable members of society.” Last October, Public Safety Canada launched the Screening Handbook and partnered with Volunteer

Canada to develop training materials and to offer “train the trainer” sessions based on the Screening Handbook for national, provincial and community volunteer organizations. “Effective volunteer screening is vital to the health of Canada’s voluntary sector. It helps organizations achieve better volunteer matching, improved safety and quality of programs, and reduced risks and liability,” said Paula Speevak Sladowski, Volunteer Canada’s interim president and chief operating officer. “Volunteer Canada is very pleased to collaborate with the Government of Canada on this initiative, and we are grateful for the commitment of our partners who have received the training — local volunteer centres and national nonprofits alike.” The Volunteer Canada training sessions were held in volunteer centres

In 2011, Ottawa announced improvements to the vulnerable sector verification process. More than 175 police associations across Canada have now introduced RCMP-developed technology to speed up vulnerable sector checks. ’98 and ’99 Tsawwassen Blues and ’96 Ladner Vipers now one win away from Provincial Cup berths A trio of girls rep soccer teams have ridden home field advantage to the Coastal “B” Cup semi-finals. Ladner ’97 Vipers, Tsawwassen ’98 Blues and Tsawwassen ’99 Blues all produced victories on home turf last weekend and are now one win away from playing in the 60th annual Coastal Cup Finals, slated for next month in Richmond. By reaching the semi-finals, all three teams are also in contention for a spot in the Provincial “B” Cup Championships, scheduled for July 4-7 in North Vancouver. The Coastal region is annually represented by the two cup finalists and the third place finisher

(one game playoff between the semi-final losers). The Vipers slipped past the Sunshine Coast Vipers 2-1 last weekend and are looking to reach the Coastal Cup final for the second straight year. They can get there with a win over the Prospect Lake Lakers on Sunday at Holly Park (5 p.m.). The ’98 Blues will have revenge on their mind when they face defending Coastal Cup champion Powell River Cobras on Sunday. The Cobras ended Tsawwassen’s run last season with a 2-1 result in the semi-finals. The Blues advanced to the final four with a 1-0 win over Semiahmoo Predators.

The ’99 Blues reached the U14 Coastal semifinals by trimming the Semiahmoo Tsunami 1-0. The girls will host Langley Gold this weekend. Meanwhile, three other girls rep teams saw their fine seasons end with quarter-final losses. Bayside thrives on squash courts It’s been a banner season for all men’s and women’s squash teams at The Bayside Club in Tsawwassen. Three of Bayside’s four teams competing in the Vancouver Squash League finished up the 2012/2013 campaign by being named the “Most Sporting Team.” The award is handed out in each division of the VSL and voted on by their peers. The club congratulates women’s division teams — the Bayside Sqwalkers and the Bayside Squashettes — and the men’s division Bayside Beach Bums for their great seasons. The Sqwalkers also finished first in league play. This past weekend, Bayside’s Morgan Latremouille placed third in the Pacific Coast Open at the Vancouver Racquets Club. He lost in a close semi-final match to Sam Ejtemai from Australia. This weekend, Kathryn Milligan is competing in the Under 19 division at the Canadian Junior Squash Championships at Sport Central in Richmond.

In memory of Gladys Roberts. (nee Elmore)

Born in Kettering, Northants, England, May 16th, 1940. Died at Delta Hospital, B.C. Canada, April 19th, 2003. She is missed dearly by all her family and friends in Canada and England.

Born in Lithuania at the beginning of the First World War. The youngest of nine siblings, in early 1945 he fled with his family with a horse and buggy to West Germany to escape the oppression of the communist takeover of his country. They managed to get to England and from there settled in Montreal in 1960. After retirement he came to BC and settled in Tsawwassen. Kazimieras is survived by his two daughters, three grandchildren and five great grandchildren. He started his adult career as a teacher. Reading, history, politics and gardening were his passions. His generosity, good humour and kindness will be greatly missed by family and friends.

It is with deep sadness we announce the passing of our beloved mother on April 10, 2013 at Irene Thomas Hospice. Born in Holland, she immigrated to Canada in 1949. She was predeceased by her son, Adrian in 1971, and her husband, Abram in 1996. Survived by her loving children, David Van Dop and Louise Manuel (Wayne). Mom was known for her kind heart and caring personality. She will be missed by many. Funeral service to take place at Valley View Funeral Home, 14644-72nd Avenue, Surrey, BC on Monday April 22, 2013 at 11:00 am. In lieu of flowers, donations may be made to the Delta Hospital Foundation.
