A solution to sediment cloggingup secondary channelsoftheFraser River may beagrainof sand closer,following a wide-rangingmeeting at theLadner Yacht Club.
It may be possible to keepthe riverhealthy and maintain navigation byinvolvingall interestgroups, said Simon Everatt, with the SouthFraser River Enhancement Society.
“A significant step,” wastaken towards keepingthose channels clear followingthe March 18meeting withthe mayor, Tsawwas Musqueam Firs
leadersand Water, Land and Resource Stewardship Minister Randene Neill.
Thegroupnoted a Ducks Unlimited project where sedimentdredged fromthe river was re-used to restore habitatand provideflood protection.
“This approach presentsanopportunityfor theprovincial government to maintain safe waterways,while simultaneously safeguardingcoastal communitiesfrom rising sealevelsand storm surgesthatthreatenareas such as Sturgeon Bank,” Everatt saidinanews release.
Headdedthat materialthat can be dredged fromtheLadner channel isheavy siltwhichis good for habitat rehabilitation.
“The re-useofthe sedimentisthe way to go,”he said.

The South Fraser River Enhancement Society has askedforanexemption for Delta to theprovince’s moratoriumonissuing long-term water-lotleases forfloatinghomes.
Delta hasthe largest concentrationoffloat homesin B C , with148 homesontheLadner Harbour Channel.
Everatt saidtheCity of Delta regulatesfloat homes,whichareconnected tocity water and sewer services,orwhich have tertiary sewage treatment systems.
Floathome owners pay taxesontheir waterlots andtheirfloat homes, along withleasefees and utilities.

The Ministryof Transportationand Transit said twice recently,that a River Road overpass across Hwy.99isnot part oftheFraser River TunnelProject.
Cityof Delta Coun. DylanKrugerdisagrees.
“Thisis absolutely a provincialproject. There isno waythis has ever been,or ever will be, a municipalproject,” Kruger said.
“This wasapromise that was made to the peopleof Delta,” and was part oftheoriginal 10-lanebridge, cancelled by theNDPinfavourof aneight-lane tunnel.
The River Road overpass wasincludedinthe early drawingsforthe
tunnelthen“magically” disappeared,Kruger said.
The overpass would allowmotorists to exit Ladnernorthbound andconnecton to 60th Avenue,then Hwy.17A.
Now to saythat it’s suddenlya municipal projectis“totallyfalse,”
Kruger said.
He pointed outthat the newFraser River Tunnel isnotmentionedinthe current mandateletter fromthepremier to current transportationminister Mike Farnworth.
“It’s very clearthat this hasnot beenapriority for the government,”Kruger said. “Somebodyneeds to answeralotofquestions thathavecomeup.”
Thelong-simmering issue was reheated after departing MP Carla Qualtrough recently said thefederal government offered,“hundredsof millions”ofdollarsfor theFraser River Tunnel Project. Shedidn’tdisclosetheamount.

should have accepted the money, putit towards the overpass, thenask for more later.
Theministry said March27,that the financeministerand premier have previously askedOttawa to payup to halfthe$4.15-billion cost forthe tunnelproject, anddid so as early as March2021.

thefederal government is paying40 percentof a subway in Torontoand about30 percentofthe Surrey-Langley SkyTrain extension.
The tunnelproject seems stalled becausethe provinceisblamingthe federal governmentfor nothelpingfundthe project, he said.
“I just …thinkit’s a convenientexcuse forthe
province to breaktheir promise to the peopleof Delta,” Kruger said.
Theministrythough saidno such offer ofhelp hascomefromOttawa.
It saidthe awarding of governmentfunding isaformalprocessthat requires approvals at all levels. “Noformaloffer, writtenor verbal, was presented to theProvince of B.C. for acontribution
to theFraser River Tunnel Project,”thetransportationministry saidin a March27 statement.
“As we’vepreviously responded,a River Road crossing is notinthe scopeoftheFraser River TunnelProject.”
However, the southboundexitfrom Hwy.99 on to River Road toward Ladner will be maintained,andan overpass could be added later, the ministry has said.
Ian Paton, ConservativeMLAfor Delta South, saidthe provincenotaccepting themoneyoffered by Ottawa was“inexcusable,” warningthat withouta secondexit, “Delta residents willcontinue to face massivetrafficcongestionandemergency responsedelays.
“Rejectingfederal fundingandfailing to includea River Road overpassisacomplete failureofleadership. The province must actnow and getthisproject right,” Paton said.

“Thisnew government stuff startedtakingaffect andit hascompletely destroyed our business,” she said.

“It’sa hard thing, when you work yourassoffand somebody else gets to choose if your business is going to surviveornot. That’sa hard pill to swallow,”she said.
Their last day will be April19.
Calder’s only wishis that peoplecontinue to support Point Roberts by choosing oneoftheother parcel servicesin town, whichare runmostly out of gas stations.
Heruncle,Brian Calder, has spoken out recently about Point Roberts supporting Canada with bumper stickers.
“Thereareno winners oneither side,andit’s an emotionalbreakin our trust, in ourfriendship and beingalliesfor200 years,”he said.
“I don’tlikethe bullyingandthe nasty sideof what’s been goingonfor the last month or so,” she saidin regard to remarks made by U.S. President DonaldTrump towards Canada.
Afew weeks ago, a customer cameinto Point to Point Parceland told Calderthey wouldn’t be back forfour years.
During COVID-19, Point to Point Parcel stayed afloatand found thebiggest challenge wasfindingemployees. Peopleduringthe pandemic were stilldoing onlineshoppingandthe store woulddo mailforwardingduringthenonessentialtravel border closure.
She remembers telling them, “Unfortunately,if that’s the waythingsare going, wewon’t be here infour years.”
At itsorigin,the business startedasa paper and pencompany with aminimal numberof packagescomingin. That grew to a loyal customer base formorethan20 years.
“Thisisdifferent. Peopleare choosing not to cross the border andthat’s whereit really hurts,” Calder said.“We can’t survive. Our business solelyis100 per cent supported by our Canadian customers.”
She’s been watching and keepingtrackof thedeclinemonth over month. During thefirst 10 days of March, they recorded1,000 packages fewerthan last year.
“Peopleare very unhappy,andIdon’t blamethem,” she said.
“We have customersall overthe world,”she said. “I really want to tryand getthe word out everywhere.”
It’s important to her that peoplearenot caughtoff guard by the closure.
“I’mgratefulforthe customers we’ve had,” she said. “I always tell our customersthat I feel we have the best and mostamazing customers. I cherishthefriendships and relationships I’ve gotten overthe years.”

Trade tensionsand increasingly expensive imported construction materialscoulddrive some Point Roberts businesses outof B.C. market.
“Ibelieve what we’ll dois we’ll change our buying, and we’ll just purchase outofthe United States,” said Michelle Schwalback onthe possibilityof long-lastinglevieson Canadianlumber.
The general manager of Nielson’s Building Center LLC, a hardware storein Point Roberts, says there’s beenadrop indemandforconstruction materialsamid tariffs. However, she said this wasmostly basedon thepriceofthe Canadian dollar.
“Ofcourse,thetariffs have now madeitmore difficultandmore challenging—morecostly,” said Schwalback.
Althoughher hardware store sourcesmost ofits materials by land fromthe U.S.,she said itdoes sourcelumber, graveland soilfrom Canada.
On March3,the U.S. Departmentof Commerceannounced 20-per-centpreliminary anti-dumpingduties on Canadian softwood lumber—dutiesthat won’t becomefinaluntil August Canadian softwood lumberproducers alreadypay dutiesof14.4 percent, on average.
Additional25-per-cent tariffsonabroad range of Canadianimports will also apply to lumber.
Despitepriceincreases, Schwalback saidher hardware storepre-purchased alotoflumber aheadofthetariffstaking
effect,givingthemthe ability to holdtheir sellingpricethroughoutthe upcoming busy summer months.
“Just becauseofthe dollar,alotof builders here were taking advantage ofthat and buying alotoflumber outof Canada,” she said.
DecliningB.C. visits hurt Point Robertsbusinesses
Buildingcontractors and handymencould be particularly affected by higher materialcosts andlowerdemand, said Wayne Lyle,whoadded that a lack of B.C. visitors is hurting business overallin Point Roberts.
“The current political situationis darn right scaryfor our businesses there,” said Lyle,presidentofthe Point Roberts Chamberof Commerce.
“Ninety percentof our businessis Canadian.”
He says 1,100 people live at the pene-enclave fulltime,whichishome to many dual-citizenship holderslikehim.
Around70 percent of the landandhomesin Point Robertsare owned by peoplefromBritish Columbia, said Lyle,who estimatesthat 90 per centofthe boats at the marina arealso owned by Canadians.
“I doubtthere’s anotherplace,anywhereinAmerica, that ismore Canadian than Point Roberts,”he said. However, it seems that trade tensions have stoppedBritish Columbiansfromcrossingthe border.
“Businessesaredown atleast50 percent over last February, March,” said Lyle. “ThePier Restaurant on Sunday broughtin$50.”

“Thisis because people arenot crossing the border,” he said.“We’ve only1,100 residents, so it’s reallyimportant, especiallyfor weekends, for Canadians coming down to spenda couple nightsintheircottage

The close bond between Point Roberts and B.C. doesn’t end there, asallof Point Roberts’ waterand electricitycomesfrom Vancouver, says Lyle,addingthat thereisafearthat thosecostscould go up.
In retaliation to tar-
iffs,Premier David Eby announced March10 legislationplansthat he says wouldallowthe province to levyduties on U.S. trucks travelling throughtheprovince to Alaska.
Lyle saidhe’s hopeful this won’t apply to trucks bringinggroceriesand building materials to
Point Roberts.

A candidatewho ran fortheNDPin South
Deltain October’sprovincialelectionisnowinthe federal race.
The partycontacted Jason McCormick recently asking ifhe’d want to runinthe ridingof Delta forthe April28election.
McCormick saidhe would,iftheycouldfind nooneelse.
They couldn’t, so McCormick was named NDP candidatea week ago.
He’ll be running against Jessy Sahota, withthe Conservatives, Jill McKnight, withthe
Liberalsand Natasa Sirotic, withthe People’s Partyof Canada.
“It’s going to givethe peopleanoption, at least three (four)options to go for,” he saidinaninterview withthe Optimist on Friday, March28.
Ifhe makesthe same gainsin supportashedid last election,the campaignin Deltacould be closerthanexpected.
His goalis to make it a three-way raceand,“let seewhere the chipsfall.”
“We’ll seeif we can surprise people, just like we didintheprovincial election,”he said.
In last Oct. 19’selection, McCormick, a TransLink busdriver, said he started withalow percentageofthe vote and raised that to just under 45 percentonelection day.

TheCityof Delta has issued a request forbids forcontractors to undertake apron rehabilitation and guidance marking upgrades at Boundary Bay Airport.
According to the requestforbids,the airport apronsarecomposedof bothconcrete panelsandasphaltareas butcracking on severalconcrete slabs has caused some chipping andnew markingsare needed to ensurethe safetyofmedium sized aircraft.
Concerns had been raised duringmeetings withflight schoolsand other tenants regarding
potentialforeign object damage.
Theproject will rehabilitate areason Apron1, 2and3that have recently experiencedcracking and spallingas wellas update the guidanceand safety markingsfor each ofthe apronareas, the citynotes.
Thecontractoris to remove damagedconcrete panels,excavate and repairany softareas and replace withnew concrete panels.
Theprojectisdesigned to complement the recentlycompleted Runway 25improvements whichinclude provisionofadualtaxiway,improved drainage, runway lightingand extensionofthe runway,
thecityalso notes.
Theprojectis to be completed on apron areasonlyand will nottakeplaceon any controlled surfaces, so runwaysandtaxiways will remainoperational during repair works, the citynotes,adding some aprontaxiway routes will be adjusted and marked accordingly to accommodate construction.
Alpha Aviation Inc. operatestheairport undera long-term lease agreement withtheCity of Delta.
Thefinal selectionof theconstructionfirm will be made by Alpha Aviationthrougha secondary tenderingprocess.
Deltacouncil last monthendorsedAlpha Aviationproceeding with agrant applicationfor fundingthroughthe BC Air AccessProgramfor its Apron Rehabilitation and Guidance Marking Project at Boundary Bay Airport.
Last December,
the BC Ministryof Transportationand Transitannounced that it will be accepting grant applicationsforits 2025/26programin early 2025.
Theprogram supports infrastructureimprovementsforsmalland regionalairportsacross
theprovince. Sincethe launch of theprogramin 2015, Delta has received three grantsforthe Boundary Bay Airport, but last year, Alpha’s Aviation’s applicationfora$2.7million grant to funda runway extensionproject was turneddown.

Definitely.From political races to heated debates overdevelopment, infrastructure, andfarmland preservation,local politics canfeelmorelikea chess matchamonghousesthan a suburban municipality. Eacharea hasits champions, alliancesshiftfasterthan the tidein Boundary Bay, and many ofthefiercest battles play outinthecomment sectionsoflocal Facebook groups.

If we turndown this opportunityfordensity catchup, we risk a provincial government-driven approvalprocess.
The towers willnot go away. They could stay in theheartof Tsawwassen ortheycould be built elsewhere.

We need to look at what we have We have a localwhotakespridein what andhowhe builds.
Look at how wellthe Southlands has been built,how respectful the buildprocess was, and stillis, to ourcommunity.
So Iask Delta council when making a decision that youcould maybe ask foracompromiseon a few storeysand maybe get Mr Hodgins to provide spacefora muchneeded community health space.
Ihopethat council has thefortitude to dowhat is best for ourcommunity asawholeandproceed withthisproject.

TheCityof Delta has issued a requestfor bidsforadesign team to developconcept designsand participate ina publicengagement processforanewbike pump trackin Ladner’s Kensington Park.
The successfulproponentis to gatherand presenttrackideas,liaise withbikeusergroups, develop twoconcept designoptions with supporting materials, as well as participatein public engagement sessions forthenewtrackinthe 6400-block of Holly Park Drive.
Thenewtrack would replacethe currentbike trackdown the road at Holly Park in EastLadner. A landexchange that was part ofanadjoining townhousedevelopment resulted in a modified Holly Park boundaryin 2024,impactingtheexistingtrack.
Thecityinits request forbidsnotes, “Thisis a designandengagement assignment. Should the project receive approval to proceed,thecity will subsequentlyinvitecompetitivebidsfromdesignbuild teams to develop detaileddesignsand constructthetrack.”
Thecityalsonotesthat thenewbiketrackshould
be at leastas bigasand contain similarfeatures to the existingtrack.
“The goalis to create a pump trackfacilityin Kensington Park that will have something for allbikeusers: fromthe smallestinexperienced biker to the most experienceduser. Constructiononanew multiuse pathwayin Tsawwassenis tentatively scheduled to beginthis spring.
TheCityof Delta says a design has beendeveloped for cycling improvementsalong56th Street between Sixth Avenueand Winskill park.
Part of Delta’s annual cycling infrastructureprogram, the project includesa3.5-metre-wideasphalt multi-use pathway,grassed boulevard, streettreesand LED street lighting along the east sideof 56th Street between Sixthand8A avenues.
Havinga$1.5million budget, theprojectalsoincludesnew signagealong8A Avenueand 55A Street, the citynotes,adding improvementsalongthe routeare alsoidentifiedin Delta’s Cycling Master Plan.
Thenewmulti-usepathwaywill bebuiltalongtheeastsideof 56thStreetfromSixth Avenueto Winskill Park.
The2025programincludes a designforanew multi-use pathwayonthe south sideof12th Avenuefrom English Bluff Road to 56th Street,as wellasconstructionofprotected cycle lanesalong River Roadfrom68th Street to Deas Island Road.
The Cycling Master Plan outlines strategies, recommends infrastructure, policiesand education to helpenableandencourage
cyclingasapracticalandconvenientformoftransportation. Approximately220kmof cycling facilities have been identified. The proposed projects rangefromlowto-highpriority.
Earlierthis year,aletter to council by members ofthe DeltaHUB Committee madea requestforthe city to establishan activetransportationcommitteeor hire anactive travel staff person.
Noting Delta’s Cycling Master Plan,endorsedin2023,demonstratesthecity’scommitment to promoting cyclingasaviable modeoftransportation,thegroup saidadedicated committee cannot onlypromoteactivetransportation to include cycling butalsoensure ongoing attentionandexpertise. Similar sizedcities such as Richmond, North Vancouver districtandcity,Pitt Meadows and Saanich have dedicated staff or such committees, thegroup explained.

Ministryof Transportationand Transit last week announcedthecity would receiveactive transportationinfrastructure grantsfor River Road protected cycle lanes, from68th Street to Deas
Island Road,as wellas the56th Street multi-use pathwayproject, connecting to Winskill Park. They are among53 projectsacross B.C. to receivegrantsinthe latest roundoffundingfor theprogram, totalling $24million.
Theprogramfunds Indigenous,localand regional governments withcost-sharinginvestmentsofup to $500,000 forinfrastructureprojects andas much as$50,000 infunding to develop
activetransportationnetwork plans.
Delta NorthMLA Ravi Kahloninhis own news release said, “Safeand convenientbicycle routes not only make ourcommunitiesgreenerand healthier, butalsopromotecommunityconnections.
“Theseimprovements to ourlocal pathways will connectandprotect our cyclists.”
According to the City of Delta’s latest Financial Plan,the56th Street
multi-use pathwayproject hasa budgetof$1.5 million,whilethe River Road cycling laneproject hasa budgetof$1.1million.TransLink willalso providefunding. Meanwhile,amongthe otherprojectsplanned for2025iscomingup withthedesignforanew multi-use pathwayonthe south sideof12th Avenue from English Bluff Road to 56th Street. That component oftheproject has a $200,000 budget.
TheCityof Delta hasopenedadisc golf course pilotproject at Diefenbaker Park.
Nowopen to the public, the12-holecourse was professionallydesigned, withinputfromthelocal disc golfcommunity.
Thecourse begins at the easternentrancein theforestedarea,adjacent to 56th Street,looping counterclockwise around the park,andfinishing nearthe washroom building. Game rulesare posted at theentrance, with signage posted throughoutthe park alertingusers to potentialflyingdiscs.
“Disc golf hasa strong, vibrantcommunityin Deltaandisanimportant componentof our recreationalidentity,” said Mayor George Harvie
“Iamgladthat we coulddeliveranew course,providingan opportunityfor beginnerand seasonedplayers alike to play the sportthey love, just intimeforthe spring and summer seasons.”
Historicallyahome to informaldisc golf,the park was selected forthis projectafterconsultation withdisc golfplayers identifiedthe park’s land-
scape, terrain,andamenities—like parkingand washrooms—asidealfor acourse.
In October2024,the City of Deltaopened a six-holeinterimdisc golf course at Dennison Park following thedecommissioningofthecourse at Winskill Park The Dennison Park disc golf course remainsopenfor publicuse.
Acommunityengagementprocessinthefallof 2025 willhelpassess the successofthepilotproject andidentifywhetherthe site is appropriate for a permanentcourse.

Anew Metro Vancouver report to the district’s Regional Planning Committee providesa clearpictureofthehousing need notonlyintheCityof Delta but throughoutthe Lower Mainland.
The Housing2050: Regional Housing Needs Report isacompilationofthe most recentmember jurisdiction
Housing Needs Reports(HNR)using a new required methodology by theprovince,along with supplementaryinformation to supporta regionalunderstandingandanalysis, a staff report on theanalysisexplains.
“It supportsashared understandingofhousingneed at the regionaland sub-regionallevels to better understand overallhousingpressuresthat affect all member jurisdictions,orcertainareas of the region,astheseaffectthebroader housing systemandhouseholds. Given thathousing needsarenotlimited to jurisdictional boundaries,andhousing pressures canimpactadjacentcommu-
nities, aggregated estimatesof current andfuture housing need are beneficial for regionalcoordinationandcollaborationonhousingaction,” the report notes.
Among several reportson thehousing situation to the committee, some of thehighlightsof RegionalHNRincludes overallannualhousingcompletions
needing to increase fromthe current averageof23,424completions per year to an averageof37,757completions per year,whileincreasing average annual affordablehousingcompletionsfrom the current433 per year to the needed 11,400 requires sustainedinvestment and supportfromall levelsof government.
Theanalysisalsofound that more purpose-built rentalsareneeded to meettheneedsof rentersandprovide meaningful security of tenure. Most new rentalhousingisinthe secondary rental market, such as rented condominiums, secondary suitesand laneway homes. The Metro Vancouver region isestimated to need 755,144dwelling units over the 20-year period between 2022 and 2041. In theshorter term, between2022and2026,theestimated housingneed is 230,457dwellingunits, according to the report.
The RegionalHNRalsoprovides a breakdownofhousingneed by tenure, including96,803unitsneeded for renters, whichis about42 percent of total
housing need.
Meanwhile,theestimated need for affordable rentalhousing between2022 and2026is approximately57,000units acrossthe region,which translates to an averageof11,400affordable rental units per year. Between2018and2023, approximately433newly completed affordable rentalunits cameonline per yearinthe region,the report explains.
The report alsonotestheestimated total numberofdwellingunitsthat were needed in Deltafrom2022 to 2026 was9,788,whilethe numberofunits needed from2022 to 2041is29,457.
From2022 to 2024,the average numberof totalhousingcompletionsin Delta was459,which does notaccount fordemolitionsandconversions.
Amongthe report’s other keyfindings, housing developmentlevelsneed to double to address regional housing pressures. Whiletheshortfallof homes needed is significant, historical data shows that the region has successfully achievedhigherdevelopmentlevelsin past years.

Metro reporthighlights housing scene Meanwhile,a recent
regionaldistrict report, Metro Vancouver Housing Data Book2025, outlinesthe currenthousing scene.
The report notesthat the2025update includes newinformation about housingconstruction, ownershipand rental housing, as wellashousingneeds.
Amongthehighlights, overthe past decade, housing startsinthe region have increased by 35 percentand completions by 48 per cent. However, between 2023and2024,housing completionsincreased by 23 percent, buthousing startsdecreased by 15 per cent.
Rentalconstruction continues to be at a
20-year peak, with37 per centofall startsand31 percentofallcompletions being purpose-built rentals.
In 2024, rental vacancy ratesincreased to 1.6 per cent, from alowof0.9 per centin2022and2023. However, current vacancy ratesare still well below thethree percentthat isconsidered a healthy vacancy rate,the report notes.
Annual rents, meantime,increased by 5.5 per cent between2023and 2024.
Also, according to the report,the average rent last yearfor purposebuilt rentalsin Metro Vancouver was$1,929, and$2,541for rentalcondominiums.

The report alsonotes that the numberof BC Housingnon-market unitsincreased by nearly three percent since2023, to a totalof47,798units, which represents about four percentofalldwellingsacross the region.
Nearly athird ofnonmarketunits withafinancial relationship with BC Housing will have their operating agreements expire by 2050, but two inthree of thoseexpiring operating agreements are set to expire by 2028. Most units withoperating agreementsexpiring by 2028 serveindependent seniorsandlow-income families,the report adds. Thenext Housing Data Bookupdate is planned for early2026.

FinalCityof Delta approvalforaproposed cold storagefacilityfor farmersis still pending two yearsafter receivingpreliminary approval fromcouncil.
The DeltaFresh application received third readingfollowing a publichearingin February 2023, but still had to meet severalconditions before final approval.
The15-acreproperty inEastLadner, located at 1055564 Ave., would seethedevelopment of the site adjacent to the Highway91interchange by 104th Streetinto the majorindustrialuse.
The application was originally submittedin 2020.
If approved,thecold storage warehouseand
processing facility would be forfruits, vegetables and dairyproducts.
Large-scalecoldstoragefacilitiesare currentlylocated mainly intheFraser Valleyor Washington State.
The Delta Chamber of Commercepreviously endorsedtheproposal, saying DeltaFreshis a “perfectly positioned exampleofhowheavily compromised agricultural land,whichisno longer suitableforfarming, can be utilized to benefit boththefarming communityas wellas localconsumers.”
Thefarmingindustry alsoconveyed support including BC Fresh,writing to council, “Overthe last twodecades,almost allofthe vegetableprocessing plantsin B.C. have disappeared. The local B.C. industry would
be well served if there wasaccess to a local multi-purposeprocessing facility capableofdevelopingproductlines suitablefor today’s changing market.”
Ifthedevelopment goesahead,truckaccess to the site would be confined to the Highway 91 at 64th Avenueinterchange.
Thedevelopment site went upfor sale last year, listedasafuturecold storagefacilityfor$45 million.
Meantime,a recent report to the Metro Vancouver boardonthe region’songoingprocess to update the Regional Food System Strategy highlighteda seriesof challengesfacingthe agriculturalindustry, includingthe current lack of agriculturaland food Infrastructure.

The B.C. government last weekannouncedthe cancellationofapilot secondary-suiteincentiveprogram, butother changes have already been made by theCity of Delta to make it easier forhomeowners to add a suite.
In anews release, Ravi Kahlon, Ministerof Housingand Municipal Affairs, saidthat due to uncertainfinancialtimes, and withthefederal governmentcommitting to implementa similar program, theprovince’s incentiveprogram will nolonger be accepting applicationsafter March
30,2025.
Announcedin2023, thethree-yearpilot was designed to aidinthe formofaforgivableloan to eligiblehomeowners who builda secondary suiteoraccessory dwellingunitontheirproperty.
Whilethat incentive is gone,theCityof Delta last yearannounced its ownnewly created Home Suite Homeprogram,whichincludes “Secondary Suite Ambassadors” to guide homeownersthrough a streamlined building permit applicationprocess. Thenewprogram was designed to encourage homeowners withexisting secondary suites to bring theirpropertiesinto
compliance withthe BC Building Code.
Thecity currently has morethan2,800dwellings witha secondary suite occupancy permit, with approximately75 percentofthe authorized suiteslocatedin North Delta,according to the city.
Thecitynolonger requiresorissue secondary suite rental permitsas of April8,2024.
Suites muststillmeet the regulations of Delta’s zoning bylawandthe BC Building Code, butare permittedinmost singledetached houses.
Two years ago, council also approved anamendmentthat wouldallow theadditionof secondary
suitesinduplexes,following changesinthe BC Building Code.
Only one secondary suiteis permitted by the BC Building Codein a single-detacheddwelling. Aduplex may have two suites,however only one suiteisallowed per side and must be inthelower part of theduplex.
Also approved two years ago wasaplanning department recommendation to remove the minimum33-squaremetrefloorarea requirementfora secondary suiteas wellas removing the maximum90-squaremetresfora suite.
Those changesalso includedamending the percentage distributionof
a secondary suite within a single-detacheddwelling.
Delta overthe past few years has been making other zoning changes to facilitate even moreunits, oneofthe strategies outlined withinthecity’s Housing Action Plan.
Five years ago, council approved zoningamendmentsincludingeliminatingthe requirementfor aminimumlot widthof 49-feet(15metres) for a house to be eligiblefor a suiteandallowing suites onpropertiesthat can fitthree on-site parking spaces regardlessof parkingconfiguration.
Meanwhile, last year, all landusecontracts in Delta were officially
terminated, revealing homes’underlying zoningwhich permit secondary suites.
Mostly createdin the early 1970s,thousandsof landusecontracts were signed at thetimeof a property’s original subdivision, butthoseold land usecontractsdidnot permit secondary suites.
Councilfor several has beendischarging land usecontractsonan application-by-application basisforhomeowners wanting to add suites.
Delta’s Housing Needs Assessmentfoundthat about75 percentof thecity’s rental stockis providedas secondary rentals, such as suitesin detachedhomes.

Special Olympic athlete Cory Duhaime isshiningbrightafter winningthree gold medals at the2025 Special Olympics World Winter Gamesin Turin Italy.
Heldfrom March 8 to 15, B.C.’s 22 athletesand13dedicated volunteercoaches andmission staffon Special Olympics Team Canada competed with pride, sportsmanship andheart at the world’s largest sportsand humanitarian eventof the year.
In total, Special Olympics Team Canada earned116 medals:39 gold,35 silver,and42bronze. B.C. athletes were responsiblefor29medals withinthat tally, competinginalpine skiing, cross country skiing, figure skating, and snowshoeing.
To reachthe world stageandachieve their goals, B.C.’s members of Special Olympics Team Canada worked hard inthe year-round Special Olympics sport programsintheircom-
munitiesacrosstheprovince.

James found joyinskiingatWhistler, boating, and family gatheringsat theirlovinglyrestored100-yearoldfarmhouseinLadner.His passion forgospel musicwas aconstant source ofhappiness. He endured theheartbreakinglossofhis sonDoug to ALSin2021.After Joan’s passing in 2015,hefound love againwithhis devotedwife, CarolGriffing.

Jerrywas thefamily'stowerof strength,always thinkingofothersbeforehimself.Eveninhis final years,hereassuredthosearoundhimthathe was happyand well, neverwantinganyone to worryabout him.
Born in Mijdrecht,theNetherlands,onJanuary3, 1926, Jerrymarriedhisbeloved Anna in 1952 in Bussum. In 1957,theymade thelife-changing decision to immigratetoCanada, settlinginLadner, BritishColumbia. He began workingatCoulterand MarshMachine Shop,eventually purchasingthe businessastheoriginal ownersretiredand renaming itLadner Harbour MachineShop.
After five yearsinCanada, Jerryand Annaembraced parenthood,adoptingthree childrenwhom they cherishedas theirgreatestgift. Theirloveand dedication to family were evident in everything they did. They were also deeplyinvolvedintheLadner ChristianReformedChurch,whereJerry servedas anelder formanyyears. Hisgenerosityextended to the Ladner ChristianSchool,whereheservedonthe board,andas amemberof theLadner Business Association. He was always ready with adviceor assistance, guided by hisunwaveringfaith in God. Oneofhis favorite sayings was, “Youneverget more outoflifethan youput into it”- aprinciple he lived by every day.
Afterretiring, Jerryand Anna shared apassion for travel,often exploringintheirRVand creating cherished memories with family and friends.Manyof their adventures included theireight grandchildren— along withtheirbikesand toys!
JerrycalledLadnerhomefor64 years, spendinghis final3.5yearsatPeacePortalSeniorsVillage,where hewasdeeplygratefulfor theexceptional care he received.
Jerrywaspredeceased by hisbeloved Anna in January2024,as well ashisson Peter,grandson Jason,brothers Andries, Jaap,and Wim, and sisters Joyce and Nel. He islovinglyremembered by his daughterBetty-Ann(Don), sonWayne (Jeannette),7 grandchildren,and 12 great-grandchildren.Jerry’s legacyisoneof love,laughter,faith,andunwavering devotiontofamilyand community.Hewill bedearly missed, buthis memory will continue to inspireand comfortusall.
