Deltacouncil agreed to encouragethe Tsawwassen Town Centre malldeveloper to work withcity staffona revisedplan that addressesthecommunityfeedback, includingconcerns regarding building heightandtraffic.
Council, at itsmeeting on Monday at the North Delta Centre forthe Arts, was scheduled to discuss a report on thefeedback ontheengagement, butit turnedinto aheated debate.
Emotions ranhighafter Mayor George Harvieaccused Coun. Dan Boisvert ofacting inappropriately by makingpublic last weekthathe is asking forthe current redevelopment application to be withdrawn.
Harvie claimedhe was “shocked” asamemberofcouncilshouldnever announcehowthey would vote until the currentprocess hasconcluded, but Boisvert counteredhenever said he would voteto killthe application itself.

Thefocusonfinancial sustainability has evengreaterimportanceascosts gettighterandprovincialfunding doesn’tcoverthosepressures.
That wasthemessage from Delta SchoolDistrict staffthis weekduring amedia briefingonthedistrict’s proposed2025/26operating budget,which facesa$188,000shortfall.
Thefinancialshortfall may have been evenbigger hadthedistrictnot carefully watched every dollarand undertooktrimminginprevious budgets,district staff saidduring thebriefing.
Thedistrict received a1.1-per-cent increase inprovincial per-pupilfunding, anamountthat doesnotcover increasedcosts.
Thedistrictnotes schooldistrictsin B.C. “continue to face significantfinancialuncertainties,includingfluctuating studentenrolment, rising inflation, andunavoidablecostincreasesdue
to higher absence ratesandexpenses relating to staffing, services and technology.“
The Delta schooldistrictis currently projectingadecrease of221 students next year,down to 16,175 pupils,asnot
enough childrenareentering kindergarten to replacegraduatingGrade12 students.
The recent volatilityinimmigration trends has madeaccurate school-aged enrolmentdifficult to predict,according to thedistrict.
Anddespitethe solidgrowthofthe International StudentProgram, the revenue generated islower becauseof increasing costs.
On theinvestmentfront, interest ratesarenowtrendinglower, which reducesinvestmentincome.
Amongthe seriesof budgetmoves areadjustments to some staffing, althoughthe positionsareeither vacant,or about to end, whichmeans nobody willlosetheir jobs.
Meanwhile,amongtheadditions, will be in thearea of inclusivelearning.
Most ofthefeedback received throughthe budget-engagementprocessprioritized theneed formore inclusive education supportin classrooms,thedistrictnotes.
The school boardisencouraging the public to take part inthedistrict’s second budgetinputphase, which includesanonline survey onits website,andisinviting people to attend the public boardmeetingon April22 to providefeedback onthe budget recommendations.

Thanks to callsfromthe public, a 37-year-old manofnofixed address has beenarrested for suspected multiple theftsinLadner.
Some stolenproperty has been recoveredwhileother stolenitems remain outstanding, according to Delta policewhoon April7 were notifiedof a suspicious maleinLadner.
“Officers spoke withthe maleand couldnotdetermineanoffence.Later, officersdeterminedthat same male was suspected to be responsiblefor several theftsfrom cars aroundthe5500-block of49th Avenueandalsothe5300block ofCrescentDrive,” said Insp James Sandberginanews release.
“Officers relocatedthe maleand
arrested himfor theft and possession of stolenproperty. At thetime of the arrest,items were recovered that were believed to be stolen butnot yet reported. Additionally, several stolenitems remain outstanding.”

Theprovince hasbeencriticized for notacceptingamulti-milliondollarofferoffinancialassistance for the newtunnellastyearfromOttawa.
Theministrythough says it hasn’t received eithera formalverbalor writtenoffer.
Thenew Fraser RiverTunnel is expected to be built by 2030, replacingthe George Massey Tunnel.

The report shows, among other things, that 73 percentofthosewhoengagedin some wayduringthe publicconsultation areopposed to some,or all,oftheproposal.
Alsoincludedintheengagement was morethan 6,800 signaturescollected on three separate petitions who are against theproposal. Theseare numbersthat simply can’t be ignored.
Thecity put together alengthy public engagementprocess. Following that, staff compileda report and Coun. Boisvert responded to that report and theconcerns fromthecommunity.
He didhis job, and Monday night, following theirheateddiscussion, council votedinfavourofencouraging Century Group to refinetheirproposal basedon feedback.
Theprocess, set out by the city, worked, so whatgameis Harvieplayinghere?
There was simply no reason to call out Boisvert fordoinghis jobandlistening to itscitizens.
Thenext municipalelectionis2026 –lessthan18months away. Clearly by what we saw Monday night the battlelines have beendrawn.
When Mayor
George Harvie offered to “listen to the public”in regard to possibly movinganew libraryfrom the Town Centre Mall to the new Winskill Aquatic Centre, how muchsincerityshould we placeintheidea?
Rather,thisnotioncould be viewed asa simple way to taketheheightof buildings outofthe equationin the Town Centre Mall application andfor Harvie to garner voter supportin Tsawwassen at electiontimein2026,which apparently isnow.
Communitygroupsand individualsthat have openly dismissedtheconceptof a library at the Town Centre, yetembraceanew library at Winskill,are subject to mockery.
On Monday night, Harvie’s motionfor staff to pursue the viabilityofadding$15-millionplus to the $130-million
Winskillproject, on ourdime, wasdefeated by the majority ofcouncil with bulletproof logic- somethingthat is rare these days.
Councilcorrectlynoted that anewlibraryamenity at the Town Centre Mall would not burden Delta’s taxpayers’ wallets,whileanewlibrary at Winskill would stretch Delta’s financial borrowing capandessentiallytake away budgeting work that has been completed to fundinfrastructure projects overthecoming
yearsacross Delta. Meanwhile,localcommunitygroupsthat have claimed victoryonthe Town Centre proposal have stated publicly theyarelookingforward to engaginginanewproposal withthecityand Century Group.
The publicengagement processis over, so itis unclearwhat thesegroup’s intentionsare.
In the case of the Tsawwassen Town Centre, communityactivism has paid offandthere willnot be any 24 storey towers builtonthat property by the current landowner, eventhough Harvie (as Coun. Jennifer Johal noted),initiated the“tower” conversation with Century Group at an economicdevelopment by asking them“to go even higher.”
It isunclearwhat a revised proposal willlooklike, butit willlikelynot be crafted by anyoneotherthancityplannersandthedeveloper.

Spring is awonderful time,when we seewildlife busilytendingnests, searchingforfood and generallytryingtomake aliving. Unfortunately,it mayalsobeatimewhen wildlife becomes bothersome to us,their human neighbours.
In Tsawwassen,there have been reportsof slow-moving,apparently stunnedratsandmice, outinthe daylight hours, whichisunusual. Therea-
sonisthey’ve been poisonedbyfirst-generation rodenticides,perfectly legal, butextremelycruel and dangeroustowildlife andtheenvironment.
Thesepoisons cause slowand painfulinternal bleeding overdays. Furthermore,these weak,dyingratsandmice areeasypreyforowls, eaglesand hawks, who in turn, succumbtothe effectsofthe rodenticides.
Theyalsotakethem back to theirnestsand
feed themtotheir young, whoare more vulnerable.
Iurgehomeownersto manage infestationproblems responsiblybyusing quick-killtrapsandusing exclusiontacticstokeep rodentsfrombuildings, as does the City of Delta.
Also, donotfeed wildlife, such as raccoonsand squirrels.Human/wildlife conflictsdonotneed to causeanimal sufferingor harm to theenvironment. We have achoice.

Despitesignsasking people to respect them,peoplearestilldisturbing the snakes by walkingonthe rocksthatconstitutetheirhomeorpicking themup.
Oneofthe Delta NaturalistSociety’s members volunteersagooddealofher time to:keepwatch overthe snakes, educatepeople aboutourlocalgarter snakes,andprovide valuableinformation to oursocietyand to Metro Vancouver Parks.
In acommunitywheregooddeeds
arefrequentlyrecognized and applauded,this volunteeris beingsubjectedto verbalabuse.
I’mnotsurewheretheexpression, “no good deed goesunpunished” came from, but Ihateto think there’s truthinit.
A coupleofothermembershavenow offered to help,and I’dlike to thinkthey, alongwiththeoriginal volunteer,will be treatedwith respect.
Iftheyask people not to walkonthe rocksorrefrainfrompicking up snakes, theyare not beingrudeorpresumptuous. Harassmentofthe snakesisnot just unkind,it’s illegal.

United Way BC is launchinga Food Appeal, withthe goalof puttingany money raised towardslocalfood programs, food hubsand Food Link.
According to the United Way, halfa million peoplein B.C. each day,don’t have enough to eat, whilefood costs keep climbing.
This year,the United Way says food willcost the average Canadian householdanother $800.
To help reduce scenarioswhere people have to choose between eating and paying rent ortaking the bus, the United Way is supporting108 partner organizationsaround
B.C. and hascreated a network of regionalcommunityfood hubs.
Last year,inthe Lower Mainlandalone,the hubsprovidedmorethan 2.2millionmealsand 936,000food hampers.
Thefood hub networks consistofnon-profit partners, farms,and businessesall working to meetfood needs.
People canaccess food,developfood literacy and wellnessprogramming, andwrap-around services such asmental health support, employment services, child care, says the United Way.
The hubsalsooffer chances to volunteeror participatelocally.
“United Way Regional Community Food Hubs areaninnovative, local

A roadsidememorial has been setinthegroundasa permanent tribute to a Delta Police Departmentofficerwhodiedwhile on duty,25 years ago.
Const. Mark Nieuwenhuis was killedwhenhis policemotorcycle crashed at thecornerof River Road and RussellDriveastheofficer was responding to a call, April8,2000.
Seniorofficers gathered at the site April8and laidflowers at the smallconcretememorial bearing his name.
“Hiscourage, service,and sacrifice remaina lasting part of our department’shistory andidentity,” police saidonline.
Nieuwenhuis wason patrol at 2 a.m. and was responding to reports that a car had beeninvolved in adrag race at Tilbury Industrial Park.
He was36 yearsoldand left behinda wifeandthree young children, saidthe Delta police website.
“Const. Nieuwenhuis wasa well respectednine-yearmemberofthe Delta Police Department.”
Police saidthat Nieuwenhuis wascommitted to his work inthe
traffic sectionand particularly,his work onthe motorcycle, ashe said that while policeare responsible for making thecommunity safe, thisalso meant making the roads safe.
He used anenforcementand education-oriented approach andalsowroteanarticle inthe Optimist each month abouttraffic safety.
Delta policenoted the occasionon social media, which still prompted comments.
“Stillmissthat bigsmileandthat goofy,contagious laugh. Rest easy, my friend,” saidone.
Anotheraddedthat it seems just like yesterdaywhenhe sawhim showing offhisnew policebike.
“I thinkofhimwhenI ride through Deltaon my motorcycle!”

The Metro Vancouver RegionalDistrict announced Thursday it is punting$1.1billionof infrastructure spending down the road,while claimingit hasfound $364millionofoperating savings overthenextfour years to help cutproperty taxesandfees.
Amongprojects being deferredare water serviceupgrades.
Thedistrict has cautioned eventighter water restrictions may be needed duringdroughts.
The rootofthe recent savingscrusadecomes from public calls to tightenthedistrict’s budgetfollowing a record increase to taxesandfees for2025.
The averageincrease this yearforahouseholdbilltallied25.3 per cent. Thiscomesasthe district has soughtfundingforthe North Shore WastewaterTreatment Plant, whichis over budget by about$2.8billion, as wellasa suiteofnew infrastructureprojects.
Overthenextfive years, Metro Vancouver hadplannedforfive per centincreases to its portionofahousehold’s property taxbill.
But withthenew potentialcost savings,the boardisnowprojecting a2.5 percentincrease in 2026andathree percent increase in2027.
Households will pay $875on averageforall of Metro Vancouver’s region-wide services this year. Those services
includedrinking water, wastewater management, solid waste management, airquality regulation, regional parks, regional planningandthe Invest Vancouver economic development agency.
Basedonthenewprojectionsfor2026,households will payon average $896,down $22fromthe previousprojectionof $918.
“Overthe past fewmonths, Metro Vancouver hasdone a detailedanalysisof our operating budgetand morethan300infrastructure projects,identifying significantopportunities to reduce spending,” Metro board chairand Burnaby Mayor Mike Hurley said.
Ofthe$1.1billionin delayed infrastructure
spending, $531million relates to delaying what Metro Vancouver describesas“upgrade projects” such as creatinga “phaseddelivery approach” to the Iona WastewaterTreatment Plant.
Therearefurtherproposed reductionsof$189 million,whichare“mostly attributable to regulatory andengagement delays” inthe Northwest Langley Wastewater Treatmentprogram anddesigndelaysin theAnnacis Wastewater Treatment Plant Stage 5 expansion.
“Staffare working with wastewatertreatmentplantoperations to ensurethat thesedelays have minimalimpact to theoperationofthe existing wastewatertreat-
mentprocesses,” stated an April9 report to the board.
Delays to the CoquitlamLake Water Supplyand Coquitlam Water Main will save $207million.
“Theimpactofdelays incompletionofthese largegrowthprojects can be partiallymitigated throughenhancededucationandenforcement activities at the locallevel to reduce boththe total volumeof waterneeded forthe summeras wellas the peak waterdemands.
“More stringent summer wateruse restrictionsmightalso be required during droughtconditions,” stated the report,which addedtherearefurtherproposed delays for resilienceprojects,
includinga supply tunnelin Richmondandan upgrade to the Seymour water main.
Thedistrictisexpected to save $153million with reduced debt servicing, and$143millionin “resourceoptimization andefficiencies.”
Thoseitemsarethe largestpiecesofthe$364 millionofoperating savingsexpected between 2026and2029.
Theshort-term savings areinaddition to more than$650millionin deferralsidentified withinthedistrict’s2024-28 Five-Year Financial Plan capitalprogram.

Acontractorfor Metro Vancouver will restorethe tenniscourts at Pebble Hill Park this spring.
That’s the latest update fromthe regionaldistrictonthe Pebble Hill Reservoir seismicupgradeproject at the park which has beencompleted. The tenniscourtson top had to be closed duringthat majorupgrade.
Metronotes work onthe tennis courts maytake approximately two monthsand will happeninside the reservoirfencing.
Asmall storagetrailer will be setup onthe site for materialsand equipment.
The work will includeinstalling posts and benchesfor the new tenniscourts and applyinganew sports surface coating.
Metroalso notesthe surfacecoating is weatherdependent and requires at least two weeksofcontinuousdryand warm weather.

B.C.’s Economic Stabilization (Tariff Response) Act may have beenfixed by theNDP government, but B.C. Conservatives sayit should just be forgotten.
Introducedin March, Bill7 wascriticized heavilyforgivingthepremier power tochange legislationor regulationsfor two years without going to thelegislature.
South DeltaMLA Ian Paton saidthecriticism of Bill7 has beenextensive,forcingthepremier toback down.
“Thisbill wouldgrant thepremierunprecedented power to override provincial laws, bypass democratic checks and impose feesand regulations, withoutconsult-
ingthelegislature orthe peopleof B.C. it’s a bold move to centralize power inhis hands,” Paton said.
Butamendments removingthat part of thebillandafewother changes, wereintroduced April2, said Peter Milobar, Conservative MLAfor Kamloops Centre.
The B.C. government introduced thebillin response to theongoing threatof sweeping U.S. tariffson Canadianproducts.
Milobar said Monday (April7)that theopposition still hasother concerns aboutprocurement, andtheprovision that couldallow widespread road tolling, and a sunset clause on removal offreetrade barriers.
Instead,he saidthe governmentshould just
scrapthebillentirelyand bringinnewlegislation to remove internal trade barriers between B.C. andotherprovinces.
“Fundamentally, we’re justsaying look,it’s still a very flawed bill.All the same peoplethat were raisingconcerns about part fourandother sections, still have concerns
aroundtheother parts,” Milobar said.
“So, repealthebill. Bringina standalone piece surroundinginterprovincialtrade barriers, andlet’s geton withit.”

“We’re the secondworstprovinceinthe country. Only Quebec is worse,” Milobar said.

A Delta Police Department(DPD) online reporting toolis not wellutilized by the public.
That’s according to a report by Chief Harj Sidhu to the police boardonthedepartment’s Online Incident Reporting System(OIRS), whichallows residents to report a rangeofnonemergencyincidents online.
Sinceit was launched in2020,the system has
expanded to accept reportson vandalism, fraudandlost property allunder$10,000,as well asfoundproperty,theft over$10,000 withno suspectidentified,traffic incidentsandhit-andruns withnoinjuriesand the suspector suspect’s licenceplateunknown.
Each report submittedis reviewed and dispatched forofficer attendance,ensuring thatincidents reported receivethe samelevelof reviewasthose reported throughthenon-emergencyphoneline.
The systemis available 24/7,althoughincoming reportsareonlyactively monitored between 7 a.m. and7 p.m. with reports submitted outsidethosehoursprocessedthefollowing day.
Themostcommonly reported incident types in2024showsashiftin trends with generalcommunityconcernsthe most reported category, followed by trafficconcernsandtheft.
“The systemaligns withtheDPD’s No Call TooSmallphilosophy, offeringanaccessible
andconvenient wayfor community members to report incidents.Each report submittedonline is reviewed anddispatched forofficer attendance,ensuringthat incidents reported through the system receive the same levelof reviewas those reported via the non-emergencyphone line,” the report explains.
The report notes that last yeartheDPD received 305 reports throughthe OIRS, averaging 25 reports permonth. That has remainedconsistent
sincethe system’s launch.
However, the system remains “significantly underutilized”as2025 has seen theDPD receive approximately24,000 callsfor service, butonly 1.25 percent(about300 calls) were submitted through theonline system, the report notes.
“Whilethe system servesasaconvenient optionfor reporting, it hasnot seen significant growth in usage,” the report adds.
Severalfactors may be contributing to thelow
usageincluding public awarenessandaccessibilityandthelimited reporting categories.
“Toensurethe system meetsthe needsofthe communityand remains aneffective resource, a workinggroup willconductafull reviewin 2025. While we donotintend to replacephone-based reporting, we recognize theneed to maximize the system’s potential andensureit servesas aneffective toolforcommunityengagementand crime reporting,”the report adds.

Deltaendedup withthree firstrounders, selecting LeviCrooks (Chilliwack, 4th overall), Logan Hinton (Chilliwack, 6th overall),and Cole Samson(Ridge Meadows,7th overall). In round two, they selected Nathan Bonner,from Maple Ridge, 11th overall, Darius Whalen-King, from Surrey,21st overallin round three,as wellas Levi Burns,from Maple Ridge, in round three,while in round six, theydrafted Shea Watson,from Surrey,41st over-

Afew weeks later, the Islanders announcedthat general manager Logan Schuss was namedthe club’s newheadcoach.
“It was something we talked about at theendof last year,whetherit would interest him to take onthehead coaching role,” said clubpresident Matt Hoegg.
“I knowtheplayers were very excited aboutthat possibility, so that wasthe internalpiece… guys were excited to have him maybe stepinto the role.
“Ultimately,helovescoaching. His passionisaroundthecoachingpiece. Last season,hedidn’t have that opportunity becausehe had so many other things goingon. He hasmoretimethis year, so it just all made sense.
StartingasaGM wasa good way for him to startmovingthe culturea bit, so
acceptingtheheadcoaching role was thenext logical step, Hoeggadded.
The Islanders hada spring camp in Marchandheldtheir main camp inthe first weekof April.
Thenextfew weeks will seea series ofexhibition gamesand scrimmages asthe teampreparesforthe startofthe regular season.
Delta’s first gameis at homeon Sunday, May18,whenthe Islanders hostthe Nanaimo Timbermen. Game timeis2 p.m., at theLadner Leisure Centre.
“Ourdraftpicks they are all inand immediately have jumped on board showsthat thereisa buzz aroundthe club. Guys want to be a part ofthisand Logantaking overthe sessionsin terms of coaching, just adds to that buzz,” said Hoegg.
Schuss saidheisexcited to takeon thisexpanded role withthe club.
“I’ve beencoaching sinceI was15, coachingminor teams, but haven’t madeit to the JuniorAlevel, so excited to takeonthat roleandtry to use everythingI have learnedthroughout my career to give back to theplayers and turntheshiparoundin Delta,” said Schuss.
“Thedraft wasabig success. We were able to getplayersthat can push to be Aplayers right away It’s rare to be able to play Aasafirst year in junior just because ofthe age gap–five yearsit’s abig step.”
Schuss saidthereislotsof work ahead butisoptimisticfor a good season.
“It’s going to be a younger teamthis yearanda team buildingforthefuture. Do I think we are going to wina Minto Cupthis year…no, butI want to win games,I want to be intheplayoffsand give our youngplayers everyopportunity to show what they have.”

We areheartbrokentosharethenews of thepassing of John “Jack” Francis Hoggard, whodiedpeacefully on April6th,2025,at theageof82. Jack wasa belovedhusband, father,grandfather,brother,uncle, andfriend. Hiswarmth,humility, and steadfast presencetouched everyone whoknewhim,andhe will bedeeplymissed.
Born in Vancouver,BC, on March4th,1943, Jack wasraisedonSea Island in Richmond, wherehis family operated adairy andpotatofarm. Farmingwas in Jack’s blood, it shaped whohewasandhowhe lived. In 1954, when Jack was11, thefamilyrelocated from theirfarmonSea Island to East Deltatomake wayfor theexpansionofVancouver International Airport. Yearslater,Jack wouldgoontoinherit the East Deltafarm, continuing thefamilytraditionand eventually raisinghis ownfamilyonthe land.
Spendingdecades buildingaliferooted in hardwork, care forthe land,andquietgenerosity. Jack was knownfor hisdeep love ofdairy andpotatofarming, love foranimals,unwaveringworkethic,and easygoing spirit,becomingafamiliarand respected figureinboththe East Deltaand Merritt communities.Jackalsohad apassion forhorse racing,owningseveral racehorsesoverthe years and spending many days at theHastings Racetrack. Evenaftersellingthe farm and moving to Merritt, he neverstoppeddoing whathe loved. Continuing to farm wellinto hislater years, remainingactiveinthe Merritt, Ashcroft,and CacheCreekareas,until his illnessinlate2024.
Jack waswellknown as akind-natured,humbleman whostayedconnectedtohis roots, hisfriends,and hisfamily. Callinghis buddies just to “catch up,” greetingeveryone with hisfamous words: “How’s she going?” Jack wasalwayspositive, nevercomplained andneverwanted a“fuss.” He adoredhisfamilyand wasalwaystherewhenneeded.
Jack is predeceased by hisparents, Clarenceand Agnes, older sister Marionandbrother-in-lawEric. He is survived by hiswifeof24years, Mary Ann;his children, Jack Jr.(Diana),Kimberlea(Andrew), Ed (Sarah);andhisstepchildren, Sandra(Jag),Kirk (Chelsea),and Jordan. He wasa proud grandfather to Nicholas (Fiona),Brennan, Chanelle,Waylon, Heather,Jenna (Kira),Jocelyn,and Raine, anda caring step-grandfather to Aj (Lauren),Liam, Priya, and Sunil. Jack also leavesbehindhisdear sisters Phyllis (Orvel), Claire,Jean (Allen),and Mildred,as well ashisfirst wife,motherofhischildrenand friend till theveryend,Louise.
AcelebrationofJack’slifewill beheldonSaturday, May3,2025,at1:00 PM at East DeltaHall. Allwho knew and lovedJackare welcometojoinus.
