The towers would transmit South Asian radio station KRPI AM 1550, which broadcasts from studios in Richmond. Also known as Sher-E-Punjab AM 1550, the company uses antenna in Ferndale, WA, but wants a stronger signal in the Lower Mainland. The Federal Communications Commission has granted a construction permit but a conditional use a permit is still required from

Whatcom County, which says a National Environmental Policy Act checklist was completed for the project. Suzanne Bosman, a project planner with the county, told the Optimist additional information has been requested from the applicant. Once that has been received and reviewed, a staff report will be put together for the county examiner. That report will either recommend accepting or rejecting the application. See TOWERS page 3

Port Metro Vancouver’s proposed Terminal 2 at Roberts Bank must undergo an environmental assessment by an independent review panel. Leona Aglukkaq, the federal environment minister and minister responsible for the Canadian Environmental Assessment Agency, made the announcement Wednesday. A news release noted the decision was made after considering the project’s “potential for significant adverse environmental effects and concerns expressed by the public and Aboriginal groups in relation to these effects.” Aglukkaq set timelines for the environmental assessment, which could take up to two years for the minister’s decision statement. T2 is a proposed threeberth container terminal adjacent to the three-berth Deltaport container terminal. The massive project is part of the Container Capacity Improvement Program, a long-term strategy to meet anticipated growth on the West Coast. The port authority notes

Duddy solves mystery of sunken ship Hulk found in Deas Slough believed to be La Belle, first used by U.S. in Second World War and later as a tug BY

It might not have been exactly what he was looking for but a Lower Mainland man appears to have discovered a historical treasure in Deas Slough. White Rock’s George Duddy is a former civil engineer who has been spending his retirement years researching the history of old war ships. After the Second World War, many navy vessels were purchased and converted into tug boats. He was on the hunt for the remains of the Audrey B, which came to her demise in the Fraser River. He thought he was onto something when we found another sunken ship, which, during low tide, can be seen from the shore in Deas Slough. He determined through measurements that it wasn’t the remains of the Audrey B but he was determined to find out the story behind the mystery vessel. “I was very disappointed,” he said. “But I said, ‘I’d

It’s the La Belle that now sits in Deas Slough. “Her hulk is all that remains of this class of vessel in Canada,” Duddy said. “In the U.S. Navy, these vessels served mostly in the Pacific as coastal transport vessels.” The USS APc-15 earned one battle star for its

Second World War service. “It is noted that when this class was created, it incorporated a number of vessels of coastal minesweeper class AMc of similar design... These vessels, at the time, were surplus to the mine sweeper requirements.” The vessel was first reg-

istered for post-war service under the name Gulf Trader in 1947. A year later she was renamed La Belle, which stuck until 1962 when the ship was sold to Capital Iron and Metals in Victoria. After the sale, La Belle and four other tugs had their engines removed and the hulls were sold as liveaboards or for conversion to fish boats. In 1963, Duddy said, La Belle was re-registered as an unpowered sailing vessel under the name Black Trader. Over the years, the vessel had a few owners before sinking in the slough after capsizing, Duddy said. He expressed concern over the future of the historical hulk. It rests just 500 metres east of a development that includes 11 float homes and 11 upland single-family homes. The development was granted conditional approval by Delta in September, but still needs to be approved by Port Metro Vancouver. Duddy said he would like to see the sunken ship preserved in some way.

Delta is moving to prohibit growing, storage and sale of medical marijuana within its boundaries. Delta council has directed municipal staff to draft amendments to civic zoning regulations to prohibit “all aspects” of that industry in Delta, including manufacturing and testing. Any business wishing to establish such operations in Delta will have to apply for site-specific zoning subject to council’s approval. Delta already prohibits the production of medical marijuana in residential areas, Mayor Lois Jackson noted. This move, she added, is concerned with farmland. “It’s inappropriate to have medical marijuana grown on agricultural lands,” Jackson said. She said the land should be reserved for growing food. “We’re very concerned about the safety all the way

It was another successful year in keeping impaired drivers off local roads, according to both Delta police and Operation Red Nose. Delta police officers were out in force over the holidays with roving patrols as well as Counter Attack roadblocks set up at various locations. A/Sgt. Sarah Swallow said over four weekends, the roadblocks saw more than 7,500 vehicles. Out of that, just six drivers were issued prohibitions because they had been drinking. “Given the number of vehicles checked, these are excellent results,” Swallow said. “It appears that, for the most part, people are getting the message that alcohol and driving do not mix and are finding safe ways to make it home.” In addition to the six alcohol-related driving offences, officers at the roadblocks also issued 27

tickets for various other offences, 16 written warnings and issued three roadside prohibitions to drivers impaired by drugs. With many people choosing to find another way home from holiday festivities, the Delta/ Richmond Operation Red Nose volunteers were busy last month. More than 250 volunteers drove almost 22,000 kilometres over four weekends in November and December, as well as New Year’s Eve, providing 662 safe rides home. “This was the 12th year that Delta Gymnastics Society has hosted this outstanding program and we are proud and pleased to host this service for our community,” said local co-ordinator Carlene Lewall. “As with all the Operation Red Nose programs across Canada, all the money raised goes back to the kids and in Delta/Richmond’s case it is assisting to equip the Delta Sport Development Centre

The stove was found and removed from the vacant home. An intoxicated male was located outside the home and as police attempted to steady the suspect, he fell and hit his head on a fire extinguisher being used by the fire department. The suspect was transported to hospital and then released to be held in cells until sober. • Dec. 24, 10:41 p.m., 900-block of Walalee Drive: Report received of a break and enter. Complainant found his rear sliding door had been damaged. Suspects stole jewelry and cash from three jewelry boxes in the bedroom. Police seized jewelry boxes for DNA analysis. • Dec. 25, 1 a.m., 4700block of Wesley Drive: Police were called to intervene in a shoving match over a five-month-old dog. All parties had consumed liquor during the evening. Two people were transported to a friend’s house for the rest of the evening. Absentee residents were informed of the situation and they confirmed no items had been stolen. • Dec. 30, 2:20 p.m., 5400-block of 13B Avenue: Complainant reported he had wired $900 to an unknown person after renting a condo for three nights in Whistler. The condo rental had been found online and the payment was made through PayPal. It was subsequently discovered the ad was fake and all communication with the suspect was abruptly discontinued. Police investigation found a similar incident of fraud had occurred five days earlier in Abbotsford. • Jan. 2, 9:16 a.m., 1300-block of Beach Grove Road: Complainant reported the rear window of her locked vehicle had been smashed while it was parked in front of her residence. Two golf bags and their contents were stolen. No suspects or witnesses. • Jan. 2, 7:59 a.m., 900block of Eden Crescent: Police were flagged down during a patrol of the area to report a theft from a vehicle. Complainant reported he had left his

garage door open and his vehicle unlocked. Suspects rummaged through vehicle and stole a bag of change. A bicycle and helmet were also stolen from the garage. Serial number of bicycle added to police computer information system. Ladner • Dec. 23, 11:10 a.m., 5400-block of Ladner Trunk Road: Complainant parked her vehicle in the shopping centre parking lot and when she returned to the vehicle an hour later she found both door locks had been punched with what appeared to be a screwdriver. No access gained to the vehicle. Report taken for insurance purposes. • Dec. 23, 1:23 p.m., 7800-block of Huston Road: Report received from complainant that he was sleeping in his car when he was awakened by a noise and observed a male standing at the driver’s side door. It appeared the suspect was trying to break the window and when the complainant yelled at him, he fled the scene in a brown Chevy pick-up truck. • Dec. 23, 6:52 p.m., 6100-block of 48A Avenue: Report received of a vehicle parked at the side of the road for two days. Vehicle had its passenger window smashed and extensive interior damage. Police query found the vehicle was stolen from New Westminster. Licence plates located in

car to be checked for fingerprints. Vehicle towed by Roadway to compound. • Dec. 23, 7:45 p.m., 5300-block of 44th Avenue: Police called to intervene in a yelling match between residents in the home. Investigation found this to be an ongoing situation and advised both residents to consider alternate living arrangements due to the constant toxicity of the household. One of the residents reluctantly agreed to leave for the night to avoid further conflict. • Dec. 24, 7:56 a.m., 4600-block of London Crescent: Complainant reported that when she took out the garbage in the morning she found her vehicle had been stolen from the driveway. All keys were accounted for but the complainant indicated the vehicle was likely not locked. Complainant later located the vehicle in the neighbourhood. • Dec. 24, 8:35 a.m., 4600-block of Holly Park Drive: Unknown person entered the complainant’s unlocked vehicle parked at the side of the road. Suspects stole two individually wrapped stud earrings and $20 in change. A computer monitor and other electronic items were left untouched. • Dec. 27, 4:43 p.m., 6200-block of River Road: Police advised that several vehicles in the underground parking lot had been broken into and several items stolen.

MURPHY’S LAW This is one of those years when you wish the relationship between property assessments and property tax bills were as direct as the myth would have you believe. A few years back when we were seeing double-digit increases to house values on a regular basis, there were concerns that property taxes would rise at the same rate. Invariably someone would open an assessment notice with a 20 per cent jump year over year and, rather than being pleased with the increased equity in their home, they’d be beside themselves with worry over what the tax bill would bring. It didn’t make sense that local governments would suddenly need 10 or 20 per cent more to fund the same services as always just because real estate prices were escalating, but until the tax bill arrived in the spring, there would be several months filled with anxiety. In the end, the mill rate was adjusted and property taxes increased somewhere in the neighbourhood of the rate of inflation. Now we find ourselves on the other end of that equation, in a situation where property values remain unchanged or have even declined over the previous year. The direct correlation myth would suggest that tax bills follow this downward trend, but history has taught us that won’t be the case. As much as those who have seen a dip in their assessment would like to see a corresponding drop on the ol’ tax bill, it’s simply not going to happen, again because there are cost pressures to deliver municipal services that are in no way influenced by the real estate market. Civic politicians have settled on a 1.9 per cent property tax increase for 2014, so if the change in your assessment is in keeping with the average (up or down ever so slightly), you’ll end up with a property tax bill that’s 1.9 per cent higher. At times like this it would be nice if a flat assessment notice translated into a status quo tax bill, but just as municipal employees didn’t see double-digit raises when the housing market was hot, they’re not going to experience decreases because real estate is in a bit of a valley at the moment. I don’t think there will be many worries about tax bills going through the roof like in years past, but I suspect there are some out there who got a lower assessment and are hopeful that means they can look forward to a reduction in property taxes. I don’t want to be the bearer of bad news, so I’ll let those folks wait for the tax bill to arrive in May.

COMMUNITY COMMENT There is always a story behind a street name, one that provides insight into a community’s past. Being one of the oldest incorporated areas, Delta has named many of its roads after pioneering families of note. On Westham Island at the old water tower, Tamboline Road curiously turns into Frew Road. In 1882, James Frew, from County Down Ireland, purchased 180 acres of flood lands at the road end, bordering the Gulf of Georgia. Joseph Tamboline, from Lucca, Italy, purchased 100 acres nearby. These intrepid gentlemen bought acreage on an island accessible only by boat and devoid of any flood proofing. For the next 50 years they battled annual flood tides with unreliable mud dikes, all the while marrying and raising families while becoming successful farmers. The two families intermarried and offspring William and Margaret Tamboline (Frew) spent much of their adult

life in volunteer and community service. Like many of their generation who were married in 1915, life was interrupted by the First World War with William serving overseas with the Royal Canadian Army and Margaret volunteering with the Canadian Red Cross and other wartime support services. At the end of the war effort, William and Margaret purchased the Frew farm and raised five children. William’s mother, Emma Tamboline (nee Faulkner), lends her name to “Emma Lea Farm” located on Joseph’s original acreage now owned and operated by their descendants. While raising her family, Margaret continued her community service, taking a leadership role in numerous organizations. She was founder and organizer of the Parent Teachers Association post-Second World War and president of the overriding council. During this period William was an elected 16-year trustee of Delta’s school board, serving as chair for six years prior to his retirement in 1954. I can recall the Tambolines regularly attending annual high school assemblies, dispensing wisdom, awards and scholarships in their name for academic and athletic achievement. William served as elder in

the Ladner United Church and Margaret as Sunday school teacher and first president of the Women’s Church Auxiliary. Margaret was a 50-year member of the International Order of the Daughters of the Empire (I.O.D.E.), serving 20 years as regent. She was recognized for her leading role in library, dental and health care services in Ladner. A long-serving member of the library board, she served as chair in 1947. Margaret was granted a life membership in the B.C. Parent Teacher Federation. She also found time to serve on Delta’s park board, as president of Delta’s Senior Citizens Housing Association and on Delta’s Cancer Society. Involved in other local organizations, Margaret’s leadership role flourished at a time that could best be described as a male-dominated society. For all of their accomplishments Margaret and William were jointly recognized as Citizen of the Year in 1960 by the Delta Chamber of Commerce. The Tambolines retired to Ladner after their active farm life and community service. They are survived by a son and two daughters living in the Ladner area as well as numerous other family members. At what point should we re-examine the likelihood of sea level rise and the costs of protecting against it? Delta’s requirement

for habitable buildings to be constructed in the Southlands area is that floors shall be at least 2.9 metres above the Geodetic Survey of Canada datum. Century proposed and Delta agreed a 4.2 metre level. This seems in response to a study of provincial guidelines commissioned by Delta ... but Delta hasn’t changed its requirement. I find conflicting data, but it seems the design height of Delta’s dikes is on the order of 3.5 metres,

and the Boundary Bay Village area has no continuous protection other than temporary winter improvisations. If there were a 4.2metre flood, only Century’s Southlands development and higher Tsawwassen locations would be above water. The rest, including Ladner, would be flooded. Century’s commendably cautious response to onemetre sea level rise predictions will increase both its cost and Tsawwassen’s traffic congestion. My guess

is that if Century simply met Delta’s 2.9-metre bylaw requirement the planned 120,000 dump truck trips along 56th Street might be reduced by perhaps half. Shouldn’t Century and Delta, at some point before site preparation starts, jointly re-consider the balance between risk of flooding and disruption of traffic in our community? I don’t know the answer, but suggest the question begs competent consideration. Ed Ries

Editor: Re: Days are numbered for heritage home, Jan. 1 How sad there’s no angel in South Delta to save the Kittson residence. I see several scenarios to save the house: New Location: 1. Paterson Park — The municipality owns it, so it wouldn’t cost anything. If there is development there, make it part of the plan. 2. Southlands — It could be a focus for the new development as part of the community hall, entertain-

ment complex. 3. West entrance to Tsawwassen — I don’t know who owns the land, but it would be a great welcome place for Tsawwassen, which doesn’t have the same feel as Ladner but might get more with a heritage house relocation there. 4. Boundary Bay Regional Park — It would create a heritage corner along with the Cammidge House. Moving Expenses: 1. Money left over from

Fraser Health’s chief medical health officer, Dr. Paul Van Buynder, is advising anyone who has not already had their flu shot to do so in light of increased influenza cases across the health region. Over the last two weeks Fraser Health has seen several severe cases of the H1N1 strain that mirrors the pattern seen in Alberta, Ontario and Texas recently. There are currently over a dozen ventilated patients with the H1N1 disease in intensive care units across the health region. Documentary filmmaker to talk to Probus Club about latest project

The South Delta Probus Club is welcoming a documentary filmmaker next week who risked her life to share the untold stories of women in Afghanistan. The club’s January meeting features Alison MacLean, who has made four trips to Afghanistan as a combat cameraperson. She started her career behind the camera with TSN, where she shot many high profile events, including the Olympics, World

Series and Formula 1 car racing. In 2010, MacLean launched Tomboy Digital Productions and went to Afghanistan as an embedded filmmaker with the Canadian Forces. The result was her first documentary, Outside the Wire, which explored the role of women in the Canadian Forces mission there. At the Probus meeting, MacLean will talk about her latest project, Burkas

2 Bullets, which looks at female police officers in Afghanistan. The meeting, which is scheduled for 10 a.m. on Wednesday, Jan. 15 at the Coast Tsawwassen Inn, is free and open to all Delta residents. Probus is a worldwide association of active retirees. Grace on tap I recently went to a new microbrewery on Main Street. It was packed with 20-somethings as well as 30-, 40- and 50-somethings. I met the owners. They stopped briefly to talk, but were moving swiftly through the throng of patrons the whole evening, spending most of their time in the brewery. They, along with the staff, had been working long hours to keep the beer flowing through the many taps that lined the wall. The demand was nearly outstripping the supply. While reading Philip Yancey’s book, What’s so Amazing About Grace, I came across his reference to the church as a place where people can find “grace on tap.” I don’t see the same problem in

my church as I did in the taproom: demand outstripping supply. Maybe we just aren’t as thirsty. Or perhaps those of us inside churches promote the image that grace does not flow as freely as craft beer at a brew pub. Yancey has challenged me to wonder, “What is wrong with this picture?” From Ephesians it appears that grace is a priority, “...so that ... [God] might show the immeasurable riches of his grace in kindness towards us in Christ Jesus. For by grace you have been saved through faith, and this is not your own doing; it is the gift of God — not the result of works, so that no one may boast.” Let’s get it flowing!

Maggie coming to arts centre Sidekick Players staging Norm Foster’s romantic comedy in Tsawwassen

T

he Sidekick Players will present Canadian playwright Norm Foster’s romantic comedy, Maggie’s Getting Married, beginning later this month at the Tsawwassen Arts Centre. The play, directed by Peg Keenleyside and assisted by Carol Jones, takes place the night before the wedding in the family’s kitchen. The cast, which features a local mix of returning actors and Sidekick newcomers, has an “awesome” chemistry, Keenleyside notes. “It has that great feeling of community camaraderie,” she says. Newcomer Erica Bearss plays Maggie, who is engaged to Russell MacMillan, played by another Sidekick newcomer, Shylo Smith. Maggie’s sister, Wanda, played by Emile Greene (Sister Aloysius/ Doubt), has a trip to Las Vegas that puts the wedding in jeopardy. Sexual humour is not just amongst the young actors. Students lead one-act play fest at SDSS BY

South Delta Secondary students are getting ready to stage a one-act play festival next week. The student-directed festival consists of eight plays, four of which will be performed next Thursday while the other four will be staged next Friday. Most are comedies. Grade 12 student Sophia Merritt wrote three of the plays, is directing a play and is acting in another. It’s weird to be directing her peers, she says. “You don’t want to be

bossy, but you have to take that authority figure,” she explains.

Cameron Thomson, also in Grade 12, is directing a play that he wrote, The Troubled Times of Abby White and Evie Grayan. The drama is about a girl whose imaginary friend acts as her confidence as she

deals with family problems. “It’s actually really fun because I have so much control,” says Thomson, discussing what it’s like to be directing his own play. “When I wrote it, I could see it perfectly. Now I’m actually able to make that come to life.” He’s also acting in two other plays. The one-act play festival takes place Thursday, Jan. 16 and Friday, Jan. 17 at South Delta Secondary. Doors open at 6:30 p.m. and curtain is at 7 p.m. both days. Entry to the festival is by donation.

A collaborative exhibit between the South Delta Artists Guild and South Delta Secondary students is now on display at Gallery 1710 in Tsawwassen. A Cappella features art from SDSS students and artist guild members and writing from a pair of SDSS English classes. The process saw artists get a piece of writing from which to draw inspiration. “When I heard the concept in English class I was really excited about it,” said Rachel Ruecker, who wrote two pieces for the exhibit. “They’re two separate art forms but they go hand in hand very nicely.” English students were given a cappella as a theme. Some of the writers were more literal in their interpretation of the word,

o, you hired a personal trainer, someone to help you cross off your To-Do fitness goals on the ol’ resolution bucket list. First off, good for you! I love it when people go after their goals and I love it when they are honest, open and are willing to say, “Help,” and hire a professional to help guide them. Having been a trainer for almost 20 years now (Gulp, has it really been two decades already?), I know a thing or two about people hiring trainers. In fact, I know three very important tips that I would like to divulge so you get the most out of your sessions, your workouts and

your time with your trainer. 1. Be specific When your trainer has their first session with you, and reviews your health history, goals and reasons why you hired them (FYI: if they don’t do this very important step, please run away), give them specific goals you want to meet. For example, lose weight is a very broad goal. It would be helpful for your trainer to know how much weight you would like to lose, how fast you need it off and when was the last time you were at that weight? Each answer to these questions will help them truly define and program your weight loss plan. How much weight, or how many inches you want to lose (my preferred metric), gives your trainer a specific number that will help them tremendously when programming your plan.

The 10th annual South Delta Minor Hockey Association Party In Da House Tournament featured plenty of action in local arenas last weekend including the Pee Wee Division final (left) in Ladner and a Midget game at Tilbury.

South Delta Minor Hockey holiday event featured over 300 players battling in four different divisions South Delta Minor Hockey Association’s welcomed the new year with another successful Party In Da House Tournament. The 10th annual event featured teams from SDMHA’s recreational programs battling for local bragging rights in four different divisions. The winners — Ice Hawks (Atom), Pythons (Pee Wee), Hurricanes (Bantam) and Sharks (Midget) have earned the right to represent the association in the annual Delta Cup which is a one game playoff against the top teams

from North Delta. The tournament wouldn’t be possible without the efforts of many who gave up their time during the busy holiday season. “I would like to thank everyone who volunteered to make the 2014 Party in da House Tournament a success. Without volunteers, our tournament wouldn’t happen,” said tournament director Heather Sherwin. “This year our volunteers worked together to cover well over 500 man hours in four days! “This year, all players participated in every competition. It ran

smoothly and looked like everyone thoroughly enjoyed themselves.” Other big winners of the tournament included the Ladner Food Bank thanks to the Hockey for Hunger Food Challenge that produced over 100 pounds of nonperishable items. The winning teams for each division were Dark Knights (Atom), Ice Devils (Pee Wee), Hurricanes (Bantam) and Energy (Midget). Each received a $125 gift certificate from the Boot and Sombrero in Ladner. The second annual coaches’ game on Saturday night was a fund

raiser for Canuck Place. Other tournament winners were: Skills competition: Atom — Wolverines and Pee Wee — Ice Devils. Sportsmanship Award: Bantam — Bulls and Midget — Sharks. Team Poster: Atom — Wolverines and Pee Wee Whalers. The event would also not be possible without tremendous corporate support. That included Ladner and Tsawwassen McDonalds franchise owner Steve Krawchuk hosting a lunch for all participating Atom Division teams.

Hurricanes rely on defence to capture Bantam title

Backed by the stellar goaltending of Cole Hendy and stout defensive play, the South Delta Hurricanes served notice defence does win championships. In the highly competitive Bantam “C” Division, the Hurricanes capped an impressive run with a 3-1 win over the Thunderbirds to become Party In Da House Tournament champions. They now looked forward to representing South Delta in the upcoming Delta Cup against North Delta.

The Hurricanes received goals from pesky fowards John Morrow,

Rowan Childs and Cameron Ratzlaff.

Pythons overcome slow start to prevail in Pee Wee Division It appears that turkey and early mornings have an effect on kids too. The Pythons overcame a slow start to capture the Pee Wee Division at the 10th annual SDMHA Party In Da House Tournament. The eventual champions didn’t look like it in their opening game — falling 7-2 to the Thrashers. The team regrouped and found their legs in a determined 7-1 game two performance against the Whalers. The Pythons then showed plenty of grit in a 3-2 shootout win over the Ice

Devils, battling back from a 2-0 deficit with pair of late goals. The game featured outstanding goaltending at both ends from the Ice Devils’ Ben Kraemer and the Pythons’ Reilly Kee. The result set up a must-win final round-robin game against the the Vipers. The Pythons came through with a 4-0 victory and got the help they needed in the other games to earn a rematch with the Thrashers for the championship. This time, Pythons skated to a welldeserved 5-3 win.

The roster also includes: Chase Marshall, Matthew Cossenas, Quinn O’Connor, Joel Chamberlain, Spencer Yesowick, Stuart Velestuk, Fraser Buck, Kaileb Tattrie, Jackson Schwartz, Ben Lingham, Blake Morrison, and Lucas Brind. Ethan Spencer (injured) and Richard Bailey (illness) were unfortunately not able to play. marker with 1:54 remaining in a 5-4 win over the Dark Knights again to advance directly to the final. Blueliner Nolan Jakubec took home the game MVP. The final proved to be a nail-biter. Trailing 4-2 midway through the second period,

Erik Van Breemen was named game MVP. This amazing group of players is led by head coach Dave Clutterham and assisted by Rick Dubras, Colleen Katsube, Brent Graham, and Jonathan Jakubec.
