Don’t take knife to DSS cafeteria Large contingent at school board meeting urges trustees not to cut culinary program at Ladner high school BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

A long list of speakers urged the Delta school board Tuesday not to shut down the cafeteria teaching program at Delta Secondary. An overflow crowd of teachers, parents as well as current and past students attended the board’s budget meeting in Ladner hoping to convince trustees of the importance of the program, several describing how it opened opportunities and changed their lives. Several said it’s a valuable program for a diverse group of students, ranging from special needs to those who are academic achievers, but the district cites low enrollment as the rationale to eliminate it. At the beginning of Tuesday’s meeting, board chair Laura Dixon said just 40 students are enrolled in the program for next year, but added the district wants to hear ideas. Closing the program would result in $25,000 in savings and the district likely contracting out food services, as was the case at North Delta Secondary. See CAFETERIA page 4

They are the calm and in-control voice at the other end of the line when someone is in trouble. They are the ones telling the frontline police officers and first responders where they need to go during an emergency. They are the ones working behind the scenes to ensure emergency personnel have all the information they need to answer any call for help quickly and safely. They are Delta’s telecommunication operators — they answer 911 calls, non-emergency calls and dispatch emergency responders. April 13 to 19 is National Public Safety Telecommunication Operators Week, an opportunity to recognize those working unseen behind the scenes. It’s 3 p.m. at Delta Police Department headquarters in Ladner and 26-year-old Kelly Wales has just started her shift, one that will take her through to 3 a.m. The room is dimly lit and Wales is working alongside two other dispatchers. While she takes the calls routed to Delta from EComm, the Lower Mainland 911 dispatch centre, the other two are in communication with police officers on patrol in Delta. All three women are seated in front of a glowing bank of computer screens. Wales gets a call from a 911 area code, which means it’s likely coming from an old cell phone that still has a working battery. While they don’t work to make calls, any cell phone that still has a working battery can call 911. She listens intently for any signs of distress on the

In this case, it’s obvious a small child has accidentally dialed 911 on an old phone as a small voice can be heard playing in the background. Wales speaks into her headset trying to get someone’s attention to advise them they’ve called 911. This, unfortunately, is a common occurrence. Last year, Delta police operators answered more than 30,000 calls. Of those, 4,335 were classified as abandoned 911 calls, which means a call came in but no one on the line said anything. Of those, only 900 actually required police attention. The rest, almost 80 per cent, were misdials, pocket dials or children playing with phones. It’s a quiet Monday afternoon in the call centre so far. Over the next hour, Wales deals with two more abandoned 911 calls. One

Wales says when an emergency call comes in, operators aim to get the six Ws — who, what, when, where, why and weapons. “More than anything, you need to confirm where,” she says, but getting more information can help officers know the best way to respond to a call. It can be a stressful job. Operators routinely deal with traumatic situations that most people would hope to avoid, and through it all must remain calm and clear headed. They work long shifts at all hours of the day and night, often missing holidays, family dinners and major sporting events. It’s all in a day’s work and they wouldn’t have it any other way. “It’s rewarding taking a call and knowing you’ve helped somebody,” says one of the dispatchers.

CAFETERIA from page 1 The board is faced with a $3.28 million shortfall for next year, so is looking to balance the budget through a variety of cuts and the use of surplus funds. Cutting the cafeteria program at the Ladner high school has caused the greatest uproar. “What we have seen in the past is private companies went to the schools and agreed to meet guidelines at the beginning of their relationship, but quickly defer to cheaper, ready-to-eat fast food that builds their bottom line,” said Trevor Randle, an instructing chef in the Maple Ridge district. Madison Tani, a Grade 11 student at DSS, said if it were not for the program, she wouldn’t be able to pursue her passion for cooking. Noting the experience she gained enabled her to get employment and quickly move forward in her culinary training, former student Mariko Winthrope said axing the program also means closing down many students’ passion and dreams. Recent grad Hailey Myles said the course has many benefits, including teaching skills that got her a work experience position in the restaurant industry. Ian Adamson, a teacher

in the district, said it’s a great program for the dozen special needs students enrolled, providing them useful roles in the kitchen to learn independence.

Gerald Worobetz, a teaching chef at South Delta Secondary, told the board many are becoming interested in the food industry, so it makes little sense to scrap the cost-effective program. “It’s so valuable. To even consider closing the program completely is shameful from my perspective,” he said. Many of the speakers

program, including Delta Farmers’ Institute president David Ryall and former MLA Val Roddick, both saying local farmers support the program, which promotes healthy food choices. Saying savings could be found elsewhere in the district, Delta Teachers’ Association president Paul Steer had several suggestions, including reducing

reducing spending on some discretionary learning initiatives. The money for many of those initiatives comes from a special reserve fund, but parent Brad Sherwin noted that fund has been padded with budget surpluses the school district ended up with in recent years. The school board is scheduled to vote on the budget next Tuesday.

Large, complex classes concern DTA president Paul Steer responds to education minister’s letter BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

Students with special needs deserve better. That’s the response from Delta Teachers’ Association president Paul Steer to Minister of Education Peter Fassbender’s recent letter to the Optimist about class composition issues. Responding to an earlier story about class size and composition in Delta, Fassebender noted the number of special needs students in Delta has remained relatively stable over the last five years, while there are more classes with educational assistants. He also noted the Delta district is receiving $1.6 million this year through the Learning Improvement Fund, aimed at helping districts with complex classroom needs. Steer made a submission of his own in response, noting while the number of special needs students in Delta has seemingly not changed much in recent years, the classes the stu-

dents are enrolled in have become larger and more complex. This school year there are 768 classes in Delta with four or more ministryidentified students and 219 classes with seven or more students who require extra ministry support, he said. Steer also said there are many other students who require extra support but have not been designated. “Since the creation of the Learning Improvement Fund, there are actually fewer special education teachers in B.C., not more, and significantly fewer classroom teachers as well. In Delta alone, there are 20 fewer classroom teachers than last year, which equates to generally larger class sizes overall,” Steer said. “This school year, there are 118 classes in Delta with more than 30 students.” The back-and-forth between teachers and government when it comes to funding students with special needs continues as the

Paul Steer DTA president Delta district faces another operating deficit. The district proposes to balance the projected $3.28 million shortfall, in part, with a further reduction in teaching support. Steer said that through a policy of progressive taxation, government should provide additional educational resources to the Delta school board and other underfunded districts. The district has been told by the province not to budget to accommodate this year’s court ruling to restore class size and composition limits to 2002 levels.

Singing in shower not domestic disturbance

The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. If you see anything occurring that you believe to be suspicious, call 911 for in-progress crimes and emergencies or 604-9464411 for other assistance. The following are some of the calls the Delta police responded to in the previous week: Tsawwassen • April 7, 7:32 p.m., 5500-block of 18th Avenue: Police attended a report that a male, apparently confused and possibly disabled, was wandering around the street. Police located the male on 18th Avenue. The subject, who is autistic, was subsequently identified and returned to his mother’s residence. • April 9, 12:24 a.m., 5500-block of 14th Avenue: Complainant called to report a domestic dispute. Police attended and spoke with the subject of complaint, who advised that after having a bad day at work he was talking loudly, swearing and singing while having a shower. Police determined he is the sole occupant and that there was no domestic dispute. The man apologized for the disturbance. • April 9, 3:52 p.m., Gale Drive: Complainant phoned police to advise that a male driving a mini bike was not wearing a helmet. The police attended but were unable to locate the driver. • April 10, 5:36 p.m., 53A Street: Complainant called to report that a vacant residence had been broken into between 5 p.m. and 5 a.m. Various items were taken during what was the fourth incident in a

month. Beer bottles and a cigarette butt were swabbed for DNA. • April 11, 9:40 a.m., 1700-block of 56th Street: Police were advised that a vehicle was illegally parked near the skate park. Police located the vehicle, which was in an area clearly marked as no parking at any time. The vehicle was towed.

• April 13, 3:20 p.m.: Complainant attended the front counter of police headquarters to turn in a gold necklace she had found at Centennial Beach. The necklace has been placed in exhibits in the event the owner is located. Contact police at 604-9464411 with file number 2014-7281 to claim. Ladner • April 7, 7:44 a.m., 5200-block of Chamberlayne Avenue: Complainant called to advise that his car had been entered overnight. The only item stolen was a pair of sunglasses. There was no video evidence and neighbourhood inquiries did not yield any witnesses. • April 7, 3:15 p.m., 4900-block of 58th Street: Complainant reported a suspicious man asked to come in and use the bathroom. Police attended and located a man nearby. The investigation revealed the man was going door-to-door trying to sell his aeration services. The man had the appropriate business licence and equipment. However, he was warned that it is inappropriate to ask strangers to enter their home to use their bathroom. • April 8, 10:21 p.m., 4600-block of 52A Street:

Complainant phoned to advise that he had observed an unknown man in the parking area sitting on a bicycle. After asking the man several questions and not receiving any answers, complainant contacted police as there had been several thefts from autos in the area recently. Police attended and the suspect was polite and co-operative during the interview. There was no evidence the suspect was involved in any criminal behaviour. • April 9, 8:51 p.m., 4600-block of 51st Street: Complainant called to advise that his bike had been stolen during the day from a bike rack. The bike, which had been secured to the rack, is a red and white Speed Trek mountain bike engraved with the owner’s date of birth. The complainant was advised to contact the Corporation of Delta to book an appointment to view bikes that had been found by the city. • April 9, 9:14 p.m., 4800-block of Elliott Street: Complainant called to report she had left her wallet on the roof of her car in the parking lot and driven away. The wallet contained her passport, driver’s licence, tax forms and a small amount of cash. She was advised to contact Passport Canada to report of the loss. If you lose your ID, you can find a link on how to replace it at deltapolice.ca. • April 12, 7:50 a.m., 4600-block of 55A Street: Complainant phoned to report that her vehicle had been stolen overnight while parked in her driveway. There was no broken glass or other evidence found at the scene. Complainant given an incident number for insurance purposes.

Jamieson Richard (Rick) Glendinning was sentenced to 27 months in prison last May after pleading guilty to three counts of indecent assault involving three minors — two males and a female. The incidents took place

in Delta, Surrey and during two trips to the U.S. between 1969 and 1979. The victims ranged in age from seven to 16. He was also charged with failing to appear in court. An arrest warrant was issued for Glendinning after he failed to show up for a court appearance in the spring of 2012. He was spotted in Australia several months later, arrested and returned to the Lower Mainland.

TED MURPHY

MURPHY’S LAW It’s going to be awfully difficult to blame this round on declining enrollment. For more than a decade, senior staff and trustees in the Delta school district have undertaken a most unpleasant spring ritual: chopping staff and programs in order to balance the budget. These deficits have become such a normal occurrence that at this time each year the question isn’t whether the school board has to wield an axe, but how big of a swing it must take and what bodies and services will roll as a result. We’ve seen all manner of cuts through the years, from teachers and support staff to programs to the closure of a pair of elementary schools five years ago. Dale Saip, the longest-serving trustee and someone who has lived through it all, is fond of saying the board got rid of the fat long ago and is now faced with cutting into the bone. I’ve always thought it’s an apt description of the situation. These financial woes have often been blamed on declining enrollment, and given funding from Victoria is doled out on a per pupil basis, losing roughly 3,000 students over the last 15 years has been, to understate the situation, a huge blow. There’s been a corresponding decline in the number of teachers required, but suffice to say a bunch of half-full schools is not a terribly efficient way to run a district. However, this year proves we can’t lay all the blame on those disappearing students. For the first time in what seems like eons, the district is actually projecting an increase in enrollment for September, albeit a rather modest one of 25 to 50 kids. Nonetheless, the stemming of this downward trend, even if it’s only a temporary reprieve, means the $3 million deficit trustees are currently grappling with is due to other factors. It’s essentially status quo on the student front, so the deficit arises because the district doesn’t have the wherewithal to meet certain financial commitments. What’s got them in a pickle this time around are increases to salaries and benefits as well as higher utility costs, all of which are out of the district’s control and should be covered by the lump sum that comes from the province. Given that’s not the case, and faced with yet another shortfall, trustees will decide next week what has to be cut in order to balance the books, resulting in yet another group of unhappy stakeholders. This time, however, we’ve got to find a different culprit because those disappearing students can’t be blamed.

Southlands has the potential to be a convergence community MIKE SCHNEIDER

COMMUNITY COMMENT I was invited to a reception and dinner hosted by Kwantlen Polytechnic University this past Monday. KPU has been a leader in developing post-secondary programs for students interested in pursuing careers in agriculture and horticulture. Participants included Ministry of Agriculture officials and other post-secondary institutions offering food related studies, including BCIT and the University of British Columbia. Present were City of Vancouver officials, Delta Farmers’ Institute president Dave Ryall and his wife Sarah, who is also the president of the “AG in the Classroom” program. There were some very interesting conversations going on before and during dinner. KPU’s Rebecca Harbut gave an informative presentation after dinner that explained some of the short- and long-term goals for studies within the Horticulture and the Institute for Sustainable Food Systems pro-

grams. KPU explained it was simply reaching out to supporters of its programs and thanking current and future partners for contributing to a better understanding of why a regional food system is so important. There are plenty of committed individuals, institutions and businesses who are working hard to sort through an abundance of challenging problems in the food system and the broader food economy. All attendees shared eloquent descriptions of their views on aspects of sustainability, farming, food security, education and a host of other issues relating to the food economy. Some spoke to accessing funds to carry out their initiatives and others spoke to what farming and food production would look like 20 years down the road. The complexities of the food economy are immense and all of the stakeholders have an idea of how the often problematic issues around food, farming and land use can be solved. There is convergence occurring on many levels in this broad food discussion and that is very encouraging indeed. Folks are recognizing synergies rapidly and they are taking advantage of the power of partnership. I believe the Southlands proposal

presently before Metro Vancouver, and other plans like it in the future both here and abroad, could be the geographical convergence point for many of the discussions about best food practices. To me, a community built around agriculture just makes sense. Every day the excitement over the Southlands continues to grow as both urban and conventional farmers support the project. The business and educational community believe in the project and local residents have also shown their support by submitting a 1,700-name petition to Delta mayor and council. Our mayor and five of six councillors wholeheartedly endorsed this carefully considered submission. After the upcoming public hearing, I hope the Metro board carefully considers how the Southlands proposal relates directly to its vision for the region as outlined in its agriculture plan. Whether it is a Metro agriculture report, or a Delta or provincial agriculture plan, the Southlands will activate several common goals shared by different levels of government. When Metro takes the final vote, I am hoping that Deltans can work together to make the Southlands the convergence community that will be the envy of many and a model for many more.

Fatal crash renews call for upgrades to Highway 17

Editor: Re: Woman killed in Hwy. 17 crash, April 16 This tragic accident at Highway 17 and 52nd Street has prompted me to voice my concerns, which are shared by many of my fellow residents of South Delta. There have been several horrible accidents along this stretch of road. Upgrades must be done to Highway 17 for the safety of all concerned. Thousands of vehicles travel this highway to the B.C. Ferries terminal, going both to and from Swartz Bay, Duke Point and the southern Gulf Islands. Why is it that on Vancouver Island there are excellent highways with overpasses servicing the ferry terminals? On this side, double the traffic passes through yet we have a completely inadequate and unsafe road. Every day, one sees drivers speeding to catch their ferry, actually shaking vehicles waiting for the turn signal at 56th Street. As well, there are no proper merge lanes at 52nd Street and Highway 17 going east

and at Highway 10 and Highway 17A going west. Over 10 years ago at a public meeting in Tsawwassen, with a minister of transportation present, these safety issues were put forth by residents to no avail. We need overpasses at both 52nd and 56th streets and we need them as soon as possible. Surely it is not too much to ask for a proper and safe thoroughfare for both ferry traffic and local residents. And soon there will be additional traffic going in and out of the new shopping centres being built nearby. If these improvements are approved, it will take time for implementation. May I suggest that in the meantime the speed limit on this part of Highway 17 be lowered to 60 km/h. Also, while waiting for overpasses, proper merge lanes should be created. This highway falls under the jurisdiction of the province and the RCMP are responsible for traffic safety. Perhaps enforcement needs to be stepped up. The Delta police have a high presence around our

school zones and residential streets, ensuring drivers stay within the limits. What about both cars and huge, often heavily laden trucks whizzing through our community at speeds often exceeding 100 km/h? Traversing these intersections is a terrifying experience for careful drives. Let’s get the conversation going on this. Beverley Moore

Don’t ruin it for other North 40 dog park users

Editor: For more than two decades I have been walking the North 40 off-leash dog park without a single incident. Since it became an official off-leash park, my dog and I have been rushed, growled at, bitten, nipped and flattened by unruly large dogs and I am absolutely fed up. We have had puncture wounds, stitches, antibiotics and vet bills, none of which the offending parties have offered to pay. I have

And don’t give me the lines, “Oh, it’s just dog talk,” “Oh, he’s friendly” or “Oh, she’s never done that before.” I am sick of all the lame excuses I have heard them from many repeat offenders, so I am not swallowing that anymore. Let’s hope we can all enjoy the park and that all (not just a few) dog owners will control their dogs and be more responsible. Chris Conroy

Editor: Re: Woman killed in Hwy. 17 crash, April 16 The recent traffic fatality at the intersection of 52nd Street and Highway 17 is regrettable. It brings to mind road and highway improvement commitments by Tsawwassen First Nation and B.C. to accommodate traffic to new TFN malls. Those improvements, if completed, might reduce the likelihood of such accidents. Mall land leases are signed, construction has started and TFN is distributing lease proceeds to members. SFPR review could result in traffic flow changes Barriers along northbound Hwy. 99 might be removed BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

More changes could be on the way for drivers using the South Fraser Perimeter Road in South Delta. Delta council discussed a staff report last week on the traffic pattern changes that have come as a result of the highway opening late last year. An engineering department report notes that, as anticipated, the opening of the SFPR (now officially known as Highway 17) has dramatically changed volumes on River Road. On average, traffic has been reduced from 6,000 vehicles per day in each direction to less than 2,000. However, traffic counts have found that many more drivers than anticipated coming from Tsawwassen and the ferries are still using Highway 17A (the former Highway 17, before SFPR took the name). It’s resulted in increased

congestion, particularly during the morning commute due to the reconfiguration of the Highway 17A on-ramp to northbound Highway 99. The change saw the permanent closure of one northbound lane on the on-ramp, resulting in what used to be two lanes having to merge into one before accessing Highway 99 and the George Massey Tunnel. Engineering director Stephen Lan said the on-ramp was modified to account for an anticipated reduction in traffic, however, significant numbers from Tsawwassen are still using Highway 17A. The number of vehicles using SFPR from Tsawwassen, though, has been steadily increasing, which could ease that congestion, he said. The province has conducted trials to determine travel times from Tsawwassen to Highway 99. Those trials indicate that

Only one lane on Highway 17A northbound can now access the George Massey Tunnel, which has caused congestion during the morning rush.

Dr. Jonathan Brown, DMD and Dr. W. Earle Nind DDS

approximately 15 minutes is saved by using Highway 17 during the morning rush hour compared to using Highway 17A. In an interview earlier this year, SFPR project director Geoff Freer told the Optimist that early traffic counts indicated a significant number of drivers had still been using Highway 17A to get to the tunnel, but driving habits were starting to shift as more drivers realized Highway 17 does save time. Those savings could be even better, council was told, as the province is reviewing whether to remove barricades along Highway 99 northbound toward the tunnel to facilitate merging between Highway 17 and Highway 99 ahead of the Highway 17A interchange. That would allow Tsawwassen residents to merge sooner and potentially use the counterflow lane during the morning rush hour.

APE event to highlight port’s impact on sandpipers BY

SANDOR GYARMATI

sgyarmati@delta-optimist.com

Against Port Expansion (APE) is holding an event at Brunswick Point in Ladner on Easter Monday. Media, naturalists and concerned citizens have been invited by the group to see first-hand the large population of Western sandpipers on their annual migration, feeding on the mudflats at Roberts Bank.

APE’s Roger Emsley said the public gathering is a chance to see the critical habitat that is at risk due to port expansion plans. “At its peak there are tens of thousands of birds in huge flocks in the air, swooping in to feed and slurping on the biofilm as they build up their strength before continuing on their journey. This has to be witnessed to understand its importance,” according to

Emsley. “This area has to be saved from any further industrial or port development — the entire species of Western sandpipers depends on it.” Port Metro Vancouver is proposing to build Terminal 2 (T2), a threeberth container terminal at Roberts Bank. It would be constructed on a new manmade island adjacent to the existing Deltaport container

terminal. The proposed facility would provide additional container capacity to meet forecasted demand until 2030. The port filed a project description last year with the Canadian Environmental Assessment Agency and B.C.’s Environmental Assessment Office. Federal Environment Minister Leona Aglukkaq earlier this year announced

the project would be referred to an independent review panel, a more stringent and time-consuming environmental review. The port is expected to submit an environmental impact statement by the end of this year, which would trigger that review process. Earlier this year, Green Party Leader Elizabeth May tabled a petition in the House of Commons calling on Parliament to stop fur-

ther port expansion in the Fraser River estuary. She said the petition is signed by B.C. residents who say it’s unacceptable to construct a massive second container terminal at the mouth of the Fraser. She also cited APE’s concern Terminal 2 will destroy key habitats and migration corridors. Next Monday’s event at Brunswick Point organized by APE starts at 10:30 a.m.

Longtime local volunteer Ken Atkey passes away 86-year-old moved to Ladner way back in 1935 BY

JESSICA KERR

jkerr@delta-optimist.com

The community lost a longtime member and active volunteer earlier this month with the passing of Ken Atkey. Atkey died April 2 at the age of 86. Born in Cloverdale in 1927, Atkey moved to Ladner in 1935. His mother, Fern Atkey, moved to the community with her three young boys after the death of her husband Melville and bought a house on Georgia Street for $650. That house remains the family home today. After graduating from high school, Atkey studied at Faulkner School of Art and married Marion Holmes in 1949. The couple had three children. In the mid-1950s, Atkey went to work for Odeon theatres, where he became advertising manager. He held the position until the company was taken over by Cineplex in the 1980s.

Ken and Marion Atkey were married for 64 years. The job often involved entertaining celebrities, including the likes of Oliver Reed, Charlton Heston, and Cheech and Chong. Aside from his work and family, Atkey was an active volunteer. He started volunteering through the local Kinsmen Club and later served as president of Deltassist in the late 1970s. A lifelong railway enthusiast, a hobby he inherited from his father, Atkey was also well known for his

model railways, some of which are displayed at the Delta Museum. He built a train set that fills the entire attic of the family’s home, and wrote a history of the railway that once ran through Ladner. Atkey is survived by Marion, his wife of 64 years, older brother Bill, daughter Marilyn Atkey, daughter and son-in-law Beverly and Bill Beese, son Mel and two grandchildren, Erin and Christopher Beese.

Century Group Takes Sustainability Commitment to Next Level with Renewable Natural Gas Program Energy efficiency is about more than saving a few bucks on utility bills; it’s about reducing environmental impact and supporting a greener economy.

Century Group said YES to renewable natural gas Century Group is committed to supporting sustainably-minded initiatives. So we signed up our head office for FortisBC’s renewable natural gas, a carbon neutral source of energy derived from local organic waste.

Recycling energy is a growing priority for many companies today as they look for new, innovative ways to conserve energy. That’s why companies like Century Group have teamed up with FortisBC to join the Renewable Natural Gas Program. “Space and water heating is a big part of property management, and it involves using a lot of energy,” says Richard Balak, Facilities Manager at Century Group. “If a portion of that is renewable natural gas, it can make a big difference in making our buildings more efficient and reducing our carbon footprint.” Renewable natural gas is the same as conventional natural gas…but better. Both are composed of methane gas, but instead of methane extracted from deposits in the ground, renewable natural gas comes from decomposing organic waste from landfills and farms. Typically, methane is released into the atmosphere as a greenhouse gas. Instead, FortisBC captures this methane, cleans it to make it “pipeline quality”, and adds it to natural gas pipelines to give customers a cleaner, organic source of energy from a renewable resource. Renewable natural gas is now certified ‘carbon neutral’ in B.C. by Offsetters, Canada’s leading provider of carbon-management solutions. This means that both combustion and lifecycle emissions do not contribute any net greenhouse gases into the atmosphere. Century Group is the first property management group to be signed up to this pilot program. As a result of their participation over the year, the company will remove approximately 2.2 tonnes of CO2 from the atmosphere, which is equivalent to taking almost 500 cars off the road. Currently the program is being implemented for the Century Group head office, but is expected to expand to their various properties in the near future. To learn more about the FortisBC RNG program and to sign your business up, visit fortisbc.com/rng.

First round of dredging channels is complete More than 65,000 cubic metres of sediment removed BY

While dredging of the secondary channels of the Fraser River is currently on hold, it’s looking like it will be completed on schedule later this year. “There is still quite a bit of work left to do,” Sean McGill, municipal director of human resources and corporate planning, told Delta council Monday night. After years of lobbying by many, headed by a small, dedicated band of residents known as the Ladner Sediment Group, dredging of the local channels began at the end of January. Work had to be put on hold temporarily in mid-February after one of the dredgers inadvertently hit and ruptured a water main, but it resumed a few days later. The first phase of work, which ran from the end of January until late March and the start of freshet and the fisheries, included Deas Slough, the Ferry Road boat

ecently I attended some lectures on fat loss, and in every single lecture one particular form of fat and hormone was singled out — belly fat and the stress hormone cortisol.

The two are closely linked as cortisol feeds the fat and the body directs it to abdomen. Why and how does this happen? Well, first a little back story on fat. Abdomen fat, or visceral fat, is the most dangerous fat. It’s the fat that is deep within the body, surrounding our internal organs, and it’s this fat that will increase our chances of developing heart disease, diabetes, high blood pressure, stroke, sleep

apnea, various forms of cancer and other degenerative diseases. The main reason this fat gets packed on around our internal organs is because of the stress hormone cortisol, which is released from our adrenal glands and is part of our fight-or-flight response. It helps mobilize the body and get it ready for action when danger presents itself. Then, once we have faced the danger, cortisol levels return back to normal and the adrenal glands slow their production. This is not the case for the 21st century though, is it? We are a population of heightened emotions and distressed and anxious persons. Every day we are stressing a little bit more, getting upset and angry about the big things, and unfortunately the little things, and living in this perpetual cesspool of cortisol. If the stress never leaves

us then neither does the cortisol. When this happens, the brain keeps telling the ol’ adrenal glands to keep on pumping more cortisol and we keep on stressing. This is called a “cortisol cascade” and with this constant stream of cortisol the brain is left with no choice but to think the body is in constant trouble. So, the brain does what the brain is meant to do, protect the body. How does it protect us? By building a fortress around our most important bodily parts, our internal organs. The fortress it uses: fat. To add insult to injury, increased levels of cortisol also decrease our immune system and increase our food cravings, and not for broccoli and spinach. Cortisol craves fat and sugar, and lots of it. This syndrome is even worse for menopausal women. Estrogen, which women

in the peri and menopausal years are producing less of, is a natural cortisol fighter. Take away that estrogen, and add that cortisol cascade, and you have a woman in her late 40s, early 50s who will have absolutely no control over the fat that is being distributed to their mid-section. Before you start to cry (which is what I felt like doing mid-lecture when I was learning all of this), know there are steps to avoiding this cortisol/belly fat disaster. First and foremost, control your stress. Learn deep breathing techniques, take restorative yoga, walk every day (at a leisurely pace), enjoy time with friends and family, and don’t sweat the small stuff. Second, sleep. Sleep deprivation is a first-class ticket to increased cortisol, fatness and stress. The experts even went as far as to say that an extra hour of sleep would do people’s bodies more good

than an extra hour on the treadmill. Third, exercise less intensely if you are a peri and menopausal woman who is fit, but can’t seem to shake the belly fat. Yes, you read that right. Intense forms of exercise actually increase your cortisol levels. So, if you are battling belly fat (sorry, those women out there who are in their 20s and 30s and women finished menopause, as well as all men, this does not apply to you), and have been working your butt off but are seeing no changes in your belly fat composition, research is pointing towards a moderate exercise intensity (60 to 70 per cent of your maximum heart rate) for burning fat without grossly increasing your cortisol levels. PJ Wren is a personal trainer in the Delta area whose programs, both online and in-person, focus on losing the fat for good. www.gofitgals.com.

DSS grad targets tomboys with new clothing line Kwantlen Polytechnic University fashion student Cecilia Ignacio will be one of 37 designers showing off their fashion lines at The Show, set for Thursday, April 24 at the River Rock Casino in Richmond. The Delta Secondary graduate will unveil her Willa-Jade line, clothes for the tomboy tween girl who finds expression through fashion. “I’ve been waiting for this day for many years,” says Ignacio. “It’s been such an experience these past four years at KPU, doing something that I’m passionate about while also being able to design a collection of apparel for a much-needed market in the city. “All the hard work put into organizing a fashion show, on top of everything I’ve learned from my peers and instructors, will be of great value to me in the future.” Ignacio developed the line as part of her final project before graduating from KPU’s four-year fashion, design and technology program this May. The project involves extensive market and design research, requiring students to create garments that meet a perceived market need.

“I developed Willa-Jade because it combines my love for street-wear that is both comfortable and functional,” says Ignacio. “The line is for tween girls between the ages of eight and 12 who have a tomboyinspired aesthetic. “My line mixes bold colourful prints with super comfortable fabrics made for an active lifestyle. The line is also practical: it combines versatility with function as the girls are always on the go they need clothing that’s easy to move in.” The Show, presented by Tamoda Apparel, will feature fashions for men, women, children and tweens. There will be lingerie, loungewear, beachwear and outerwear as well as fashionable clothing designed specifically for people in wheelchairs, the eco-conscious and those preparing for the zombie apocalypse. The students — who are organizing the event in collaboration with other students, KPU faculty and staff, and industry experts — will display their garments in three back-to-back shows. Tickets for The Show start at $18. For more information about the event, visit kpu.ca/theshow2014.

Panda

A little bit about Panda: Miss Panda was originally adopted from the Shelter by a sweet elderly woman. Sadly a few years later, her owner passed away and none of the woman’s family could keep Panda so she was surrendered back to the shelter. Panda is a beautiful, confident girl who appreciates the “less is more” type of attention from people, though she is happy to rub against your leg and hop onto your lap for some pets when the mood suits her. She prefers affection on her own terms, so would not do well living in a home with children. Panda must not go to a home with dogs, as she gets very upset and defensive around them. She would thrive in a quiet, indoor only, adult only home, where she can snooze by a sunny window during the day and then curl up on the sofa next to her people at night, to watch “Dancing with the Stars”.

If the flamenco world could have an Olympic Games, it would be the annual Festival de Flamenco in Jerez, Spain. In its 18th installment, this event attracted 31,000 participants and spectators from 38 countries for 134 different flamenco-related activities over a two-week period. Tsawwassen’s Los Gitanos School of Spanish Dance was well represented at the festival. “It is so inspiring and important to attend this international event where we have the opportunity to learn and interact with top instructors in all areas of the flamenco world,” said Bev Mantovani, owner and teacher at Los Gitanos. “I am so proud that nine of my students were able to attend and expand their knowledge and exposure to this incredible and everevolving art form.” Mantovani and students attended a variety of workshops and performances by Spain’s greatest flamenco dancers and teachers. “Nothing compares to being immersed in this world right in the heart

ety of fiestas and performances.” The Tsawwassen students were well trained to join the ranks of other international students, even with a language barrier to contend with. The skills they’ve learned at Los Gitanos allowed them to participate on equal terms and gain knowledge in various dance workshops. The students included Delta residents Francis Bantly, Lori Hooper, Coral De Shield, Annika Buffam, Kareen McKinnon and Claire Aston as well as Carol Coulson (Burnaby), Jolayne St-Jacques (White Rock) and Michael Clark (Nanaimo).

“I am so proud of my students for completing their workshops and having the passion to continue to grow in their flamenco experience,” said Mantovani. “They have lived the true meaning of flamenco dance and its rhythm where it all started.” Mantovani and Los Gitanos are preparing for their annual dance presentation at the Tsawwassen Arts Centre May 23 to 25. This year the performance celebrates the life of Nelson Mandela by fusing South African rhythms with a flamenco flair. Tickets are available by calling 604948-8081 or email info@ losgitanos.ca.

Tsaw. actors get roles in Mrs. Warren’s Profession BY

DAVE WILLIS

dwillis@delta-optimist.com

Two Tsawwassen actors have roles in Alley Theatre’s upcoming production of Mrs. Warren’s Profession. The play will be staged at the Rickshaw Theatre in Vancouver from April 22 to 27 and features Tom Pickett and Eric Keenleyside. “We’re lucky enough to be in the Rickshaw Theatre space

this week. Usually you don’t get into the theatre this early. It’s a very interesting, but challenging space. They do punk band concerts in there,” says Pickett, who plays Rev. Samuel Gardiner. Pickett, whose recent theatre credits include The Buddy Holly Story and Dream Girls, notes the audience will move around the theatre during the show for a different perspective and viewpoint on the action.

“It’s an exciting thing for us too because it’s not a traditional kind of theatre. It’s exciting and sort of energizing to do this,” says Keenleyside, who plays George Crofts. The play, written in 1893 by George Bernard Shaw, “was originally banned from production because of its controversial discussion of prostitution and frank indictment of gender inequality,” states a release from the theatre company.

“It’s a very political, socially conscious play for being 120 years old,” says Keenleyside. Mrs. Warren’s Profession runs from April 22 to 27 at 8 p.m. (19 and up) and on April 26 and 27 at 2 p.m. (all ages). Tickets are $20 in advance or $25 at the door. Horsing Around in Delta

Greenhawk has it all!

By Susan Balcom

It is often said that buying a horse is the easiest part of horse ownership. After the exhilaration of the purchase, comes the reality of what it all means. There is tack to buy for the horse, safety equipment for the rider and the search for a trainer who can help horse and owner create a happy partnership.

The same great value is available in our clothing packages for riders. Greenhawk has a great starter Camp Package for $139.95. In either ladies or children’s sizes, the package includes a pair of riding breeches, half-chaps, paddock boots, a safety helmet, gloves and a riding crop. This package offers savings of $47 over buying everything separately. And here is something not everyone knows: you can upgrade up to two items in the starter riding package, simply by paying the difference in price. This clothing package is an economical way to get started riding. It’s also great for those who are getting back into the sport after a few years off and want to make sure they will keep riding before they splurge on more expensive clothing. Finding the right trainer is perhaps the most challenging task for new horse owners. Even those who have been taking lessons or leasing a horse might find they need to move stables once they own their own horse. Here is where the Greenhawk community can help. Our bulletin boards, prominently displayed near the entrance door to each store, are the hub of horsey activities in the area. Trainers, ranging from experts in natural horsemanship to jumping coaches, post notices

The riding world is a thriving, active community in the Lower Mainland. Whether your goal is to ride the perfect dressage test, jump the speediest round or find the most amazing trails to explore, we at Greenhawk would love to be part of the process. At both our Vancouver and Langley stores, our trained staff (all of them riders) are ready and able to help. We hope you’ll come by soon!

Our $1,299 Mondega Callisto Hunter Package includes a beautiful close contact saddle (made in the same saddlery that produces the famous Pessoa saddle), a classic hunter bridle, an anatomic shaped leather girth, stirrup leathers, jointed stirrups, a sheepskin half pad and a saddle carrying cover. The savings, over buying each item separately, is $535 – and the entire package is less than half the cost of many high-end “ European” saddles (most of which, these days, are not even made in Europe!)

inviting prospective clients to come for a visit. Boarding stables advertise stalls for rent, with prices dependant on their location and amenities; reduced rates are often available for owners who are able to do some of the daily chores themselves. Greenhawk has put together a number of saddle packages that offer big savings over buying tack in bits and pieces. Not only is everything new and matching, but the items in the packages have been selected because they logically go together.

With so much to get sorted out, it’s no wonder new customers often come into our stores with a long shopping list, and just as many questions. The good news is that it doesn’t have to be difficult and expensive to get outfitted.

Bocephus King is back from Italy and playing a show a lot closer to home Saturday. The event takes place at the Fishermen’s Hall in Ladner and King (aka James Perry), a local songwriter and musician, will likely have a seven-piece band there. The show is a fundraiser for the local venue. “I really love the Fishermen’s Hall. I’ve played there just a couple times over the years. It’s something I really love. I think it’s a little Ladner treasure I think everyone should try and support,” says Perry. Proceeds go to ongoing renovations including work on the washrooms, siding, front doors and signage. “The Ladner Fishermen’s Hall in Port Guichon

has been a valuable part of the community since 1944 when the Ladner Fishermen’s Co-operative Association was formed to purchase the old Port Guichon station house,” according to a 2009 Optimist article. “Transforming it into a community hall, it became a place where fishing families could celebrate weddings, enjoy socials, and hold meetings and dances.” Perry was touring Italy for about a month earlier this year to promote an album, titled Amarcord, made up of a collection of his songs. Fix the Hall, Have a Ball, is set for Saturday, April 19, from 8 p.m. to 1 a.m, at the Ladner Fishermen’s Hall, 4481 Savoy St. There will be a cash bar and late night beef dip. Tickets are $20. Tickets are available at Angela’s Boutique, 604946-5211, or at the door.

Microcurrent is a low level of electricity that mirrors the body‘s own natural electrical currents, triggering chemical reactions at a cellular level to enhance the production of natural collagen and elastin, provide circulatory benefits, and re-educate the muscles of the face. The results are immediate firming, smoothing, and re-hydration of the skin while reducing the appearance of fine lines and wrinkles. Microcurrent lifts, sculpts and tightens, provides immediate results, and has no downtime. There are 32 different muscles of the face that are manipulated during the micro current facial treatment. Probes are used to physically move the muscle into the desired position to perform muscle re-education – the process of lengthening or shortening muscles. Having muscle re-education movements performed in a series re-trains the muscles to maintain this new contour. Microcurrent treatment allows the muscles the necessary energy to keep their tension in this new contour.

Pilgrimage to bog marks Earth Day

Annual family-friendly event set for Delta Nature Reserve next Sunday where you can come to renew your spirit, mind and body. This year’s event features Bellingham’s Dr. Frank James, who will give a brief overview on our health and bog health. His focus is the impact of coal on our health. James got involved after a colleague expressed her concern over the potential impact of coal dust on her young patients. Daughters of the Drum and Singers of the Sacred Web will share musical performances. Girl Guide cookies will be for sale along with Burns Bog merchandise. The Scott 72 Centre Cobs bakery will be offering free baked goods and Silver Springs Water Co. in Surrey will supply water. The first pilgrimage was in 1998 from Deas Island Regional Park to the Vancouver Landfill. For more information, visit www.pilgrimage2burnsbog.org.

TGIGF Good Friday — the day we remember the crucifixion of Jesus. Why would anyone call such a horrible day “good?” The Gospels record the trial and death of Jesus in a fairly matter of fact way, but it is still impossible to miss the injustice and cruelty he endured. Crucifixion was such a painful form of torture that it birthed a word expressing extreme anguish — cruciatus (excruciating). The victim was fastened to a cross with spikes through the hands (or wrists) and feet. As they hung there, they would alternate supporting their weight by hanging from their hands or pushing up with their feet as long as they could stand the pain of either. Eventually they would become so weak from pain and loss of blood

they wouldn’t be able to push themselves up anymore, and they would slowly suffocate. But we’re also told he was spit on, beaten, ridiculed, flogged and had a crown of thorns jammed down on his head. Seven hundred years earlier, the prophet Isaiah tells us what’s so good about Good Friday: “But he was pierced for our transgressions, he was crushed for our iniquities; the punishment that brought us peace was on him, and by his wounds we are healed. We all, like sheep, have gone astray, each of us has turned to our own way; and the Lord has laid on him the iniquity of us all.” (Isaiah 53:5-6, NIV) He did all that for us. Blues & Celtic off to cup finals U18 and U16 boys rep soccer teams also clinch berths in Provincial Cup with Coastal semi-final wins The U18 Tsawwassen Blues and U16 Ladner Celtic will be taking their soccer seasons all the way to July. The local boys rep teams have advanced to B.C. Soccer’s Coastal “B” Cup final in their respective divisions and, in doing so, also locked up berths for this summer’s Les Sinnott Memorial Provincial “B” Cup Championships. The Coastal Cup finals are slated April 25-26, while the provincials are July 3-6. Both take place in Richmond. The Blues scored a pair of goals in the opening 15 minutes and that’s all they would need in a 2-0 victory over Guildford Force on Sunday night at Winskill Park. It was Tsawwassen’s third straight cup win on home field and the boys will now meet Surrey’s Central City Breakers Elite in the championship game. The Celtic made the most of its trip to Duncan last weekend, scoring twice in the opening half and adding six more in the final 40 minutes for a dominating 8-0 victory over Vancouver Island champions Cowichan Valley Spartans. Ladner will square off with defending U15 provincial champion Westminster United in the final. Meanwhile, a couple of outstanding runs ended in semi-final road losses for the U17 Ladner Vipers and U16 Tsawwassen Blues girls rep teams. The Vipers saw their two-year reign as Coastal Cup champions end with a 2-1 setback to the Aldergrove Ambush. The Blues fell 4-2 in overtime

Tsawwassen Blues Luke Harms battles for possession with a Guildford opponent during Sunday’s U18 Coastal B Cup semifinal game at Winskill Park. The Blues advanced with a 2-0 victory. to league rival Chilliwack Attack. The game was tied at 2-2 after 80 minutes. The Coastal “A” Cup Championships for Metro League teams also take place in Richmond next weekend and the Delta Coastal Selects will be well-represented. The U14 boys Coastal team have continued their outstanding play in the post-season, advancing to the cup final with a 1-0 in penalty kicks over the Surrey F.C. Strikers. Delta had already a secured a

berth in this summer’s Provincial “A” Cup championships in Burnaby thanks to winning the league title with a 16-3-3 record. The team has a strong South Delta contingent with Ladner’s Thomas Van Veenendaal and Markus Niebuhr, along with Matthew Porteous, Gavin Swan and goalkeeper Teo Ardanaz of Tsawwassen. The Selects will face Upper Vancouver Island Riptide in the final. On the girls’ side, the U13

Selects also have a provincial berth locked up thanks to a 11-1-5 run in league play, now they are headed to the cup final too after a 1-0 win over the Coquitlam Metro Fierce. The girls take on Port Coquitlam in the final. In U15 play, the upstart Coastal Sting are off to the final after knocking off the Coastal Selects 1-0 in a all-Delta semi-final match-up. The Sting will face regular season champion Surrey Pegasus in the final.

Winskill Dolphins’ Thormeyer wins gold in Australia Markus Thormeyer is thriving in the waters Down Under. The Winskill Dolphins Swim Club standout captured the men’s 16-year-old 100 metre backstroke event Wednesday at the Australian Age Group Swimming Championships. Thormeyer touched the wall in 56.29 seconds, finishing ahead of Australia’s Nic Groenewald

(56.50) and Canadian teammate Javier Acevedo (57.33). “It was just over my best time but still pretty good,” said Thormeyer. “In the preliminaries I didn’t go out and race properly so I wanted to come back strong in the final. I went for it right from the start and had a good strategy.” Thormeyer also took seventh in the men’s 400

IM. He is part of a 12-member Canadian team currently on tour in Australia. The South Delta secondary student recently earned a spot in this summer’s Junior Pacific Championships in Hawaii with a strong showing at the Canadian Swimming Trials where he finished fourth in the men’s 100 back final.

South Delta players earn invites to B.C. Cup events in Salmon Arm

UBC softball standout and Delta Heat alumni Alana Westerhof was the special guest of South Delta Fastpitch’s Opening Day celebration at Brandrith Park last Saturday.

A trio of South Delta hockey players are participating in this week’s Male U16 B.C. Cup in Salmon Arm. Forwards Jacob Kennedy and Akash Bains, along with blueliner Nick Watson, are among 160 players invited to participate, following regional selection camps. The four-day tournament is part of B.C. Hockey’s U16 High Performance Program. Kennedy played this past season for South Delta Minor Hockey’s Bantam A1 Storm, while Bains is attending the Okanagan Hockey Academy in Penticton. Watson spent much of his time in the SDMHA’s rep system before joining the Burnaby Winter Club’s Bantam program. Following the B.C. Cup, 40 players will be chosen to attend a provincial camp, slated for July in Nanaimo. In November, 20 players will be selected to play for Team B.C. at the 2015 Canada Winter Games in

Prince George. Meanwhile, there will also be local flavour at next week’s B.C. Female U18 Camp which also takes place in Salmon Arm. Tsawwassen’s Nicole Howlett will be suiting up for Team Furies. She played this past season for the Richmond Pacific Steelers. The South Delta secondary student will be looking to earn an invite to the U18 provincial camp, slated for May 16-19 in Lake Cowichan. Icing… South Delta forward Delaney Duchek has helped the Fraser Valley Phantom three-peat as B.C. Hockey Female Midget AAA provincial champions. The Phantom swept a best-of-three series from the Thompson Okanagan Rockets and will represent B.C. at the 2014 Esso Cup, slated for next week in Stoney Creek, Ontario.

Guns crowned playoff champs

The Guns avenged last year’s title game loss in impressive fashion by silencing a pesky THC II team 3-1 to win their first “A” playoff crown in the South Delta Over 35 Men’s Hockey League. Proving defence always wins championships, the regular season first place Guns were led by the stellar goaltending of Rusty Mason and recieved timely goals from captain Trevor Smith and allstars Niel Grannary and Brad Dickson to cement the victory. The third place THC II’s impressive playoff run was stopped only a few goals

short of the ultimate prize. In the “B” final, the Bruins repeated as champions, needing a dramatic shootout win to defeat the upstart Yeti. Last season, the Bruins required overtime to win their title but this year they notched it up another level. All-star Tim Kuepfer scored what proved to be the winner with a shot heard throughout all of South Delta. The league executive would like to thank all players, referees and especially time/scorekeeper Paisley Wallace for her hardwork during this very successful season.

“I never had pain-free feet - UNTIL NOW!”

Pain Doctor Discovers Circulation-Boosting Material In ‘Miracle Socks’ for Diabetics and Foot Pain Sufferers! B r e a k t h r o u g h f i b e r s i m p r o v e b l o o d f l o w, s w e l l i n g , b o o s t o x y g e n f l o w, and eliminate foot fatigue - naturally in as little as 5 minutes!

If you suffer from poor circulation, injury, swelling or any condition that leaves your feet fatigued and sore, then read on to discover the breakthrough that can change your life. Good news comes in the form of a ‘pain-busting microfiber’ that is used to weave a circulation-boosting sock, called BambusaTM. Better Blood Flow The ‘miracle sock’ is made from a new, patented anion-technology that is weaved into every strand of thread used to make a BambusaTM sock. This special micro-fiber thread is made from revolutionary bamboo charcoal to stimulate blood flow and revitalize feet. When this material comes in contact with body-heat it is proven to release circulation-boosting ions. The 3D-weave technology used in the material has been compared to infrared light therapy to help revitalize stiff and sore muscles. The manufacturer, who also makes a back and wrist sleeve, says the material provides almost instant relief to any part of the body it touches, making it ideal for diabetics, athletes, inflammation, stiffness and swelling.

Darlena from NJ agrees, “You know you can put these on and feel good.” Doctor Recommended Pain specialist of 30 years, Dr. Ronald Jahner comments on the 3Dweave technology, “Infrared therapy has been used for years at medical clinics to treat vascular and circulatory conditions. Physical therapists use infrared therapy to speed recovery. Better blood flow equals less pain. This microfiber works much the same way.” Therapy Without A Prescription! When the socks were photographed using a thermographic imaging camera, results showed up to a 13% increase in blood flow. This helped to improve muscle oxygenation and decrease foot fatigue. The socks have been proven to provide extended relief from cold, swollen and fatigued feet. Relief for Tired, Swollen Feet BambusaTM socks are not a medical device or compression socks because they don’t restrict blood flow. Utilizing the special negative-anion technology, they comfortably increase blood flow and oxygen to tissues.

They are ideal for diabetics and those suffering from neuropathy or injury from repetitive use. BambusaTM socks can also bring comfort to tired legs within minutes of putting them on, energizing individuals who spend long hours on their feet.

IDEAL FOR: • Neuropathy • Raynaud's Syndrome • Cramping • Cold Feet

“While recovering from a broken ankle I wore my BambusaTM socks, and my doctor was amazed at how quickly the swelling went down!” Cathy K., PA.

BENEFITS: • Increased blood flow and oxygen • Reduced swelling and pain • Anti-microbial • Wicks away moisture • Increased range of motion

Goodbye to Pain and Numbness “I went out on the golf course for 18 holes, and when I got home my feet weren’t swollen, they weren’t sweating and my feet didn’t hurt!” Lou B., NY.

Tom from NJ reports, “I suffer from chronic foot cramps. My feet were sore for days after the cramping. My wife gave me the BambusaTM socks, I wore them, and the foot cramps stopped. I replaced all my socks with BambusaTM. My feet feel great now.”

The infrared anions generated by the charcoal bamboo increase blood flow and deliver oxygen to the tissues. After wearing for only minutes there is an increase in temperature due to the increased blood flow, resulting in improved comfort and reduced swelling. Twenty minutes after using the anion-fiber infused socks, patient has better blood flow and less numbness.
