She is one of Canada’s newest cabinet ministers, but MP Carla Qualtrough says serving Delta will always be her main job. “Delta is my number one priority,” she said over the phone from Ottawa yesterday morn-
ing, one day after being sworn in as minister of sport and persons with disabilities. Qualtrough said she met with Prime Minister Justin Trudeau last week and was told she was being considered for a cabinet posting but it
wasn’t until the night before the swearing in ceremony that she got the news she would become minister for two departments that encompass two of her passions. Carla Qualtrough Qualtrough, who
is legally blind and has worked as a human rights lawyer, is also a former Paralympic swimmer and life-long sports enthusiast. Throughout her career she has worked with various human rights organizations, including the B.C. and Canadian human rights commissions, and chaired the Minister’s Council on
Employment and Inclusion for Persons with Disabilities. Qualtrough beat Conservative cabinet minister Kerry-Lynne Findlay by more than 9,000 votes in the Oct. 19 federal election, making her the first Liberal to represent South Delta in Ottawa since 1968. QUALTROUGH: see Page 3

Community loses a champion
Former municipal councillor Ann Claggett remembered for her love of Delta SANDOR GYARMATI

She was an incredibly hard worker who cared immensely about Delta. That’s how former civic councillor Ann Claggett is being remembered following her passing last Friday at the age of 73. “Ann and I ran together (late 1980s) and we had some fabulous times together, and we did some really great things,” said Mayor Lois Jackson. “She was a very hard worker. I’ll remember the happy times and all the good work she did, and her fabulous family and all the people she knew and touched.” Claggett was a member of Delta council from 1987 to 1993 and then again from 1999 to 2002. Jackson was the only woman on council when she asked Claggett to run with her, noting her friend always kept staff “on track” at municipal hall. “She always kept her book with her and if staff told her there would be a report ready at the end

Claggett also had a great sense of humour, recalled Jackson, who said she missed her when she left council.

I still have to pinch myself.” Wednesday morning, Qualtrough joined Trudeau and 29 other about-to-be cabinet ministers for the walk up to Rideau Hall. “It was magical,” she said of the experience. “It really felt like the country coming alive.”

Following the swearing in ceremony, the new government got down to work with its first cabinet meeting. “There’s definite pros [for the community],” Qualtrough said of her new posting. “Delta has a voice at the cabinet table.” She said she will be able to bring Delta issues and concerns to the forefront during discussions around
potential policies, programs and legislation. Being a cabinet minister, however, does come with additional responsibilities that will take her away from the riding, Qualtrough said, adding she is in the process of assembling “a strong team that will take care of people when I’m not there” and setting up offices in both Delta and Ottawa. She’s also figuring out
the logistics of being minister of two different departments, she said, with two different teams and a myriad of priorities. Qualtrough said she hadn’t yet received a briefing from staff on the issues and priorities for each department, but she already has some ideas of what she’d like to see happen while in office. “I would like to see sport used not only as an

end… but also as a means,” she said, adding that sport could be used when making other policy decisions, such as creating programs for high risk youth. And the Liberal Party has also committed to establishing a National Disabilities Act aimed at eliminating systemic barriers and ensuring equal opportunities for Canadians living with disabilities.

A longtime resident and dedicated community volunteer, Claggett was the founding chairman of ElderCollege Delta, formed a vision impairment support group and served on numerous boards, commissions and committees, including the Delta Hospital board, as well as volunteering with various organizations. Her friend Leslie Abramson, who worked with Claggett on an Expo 86 committee and Delta Centennial Committee, remembers her as a “sparky Scottish lady” who would work hard for a Delta cause if she believed in it. “Oh, she really did care about Delta. I was proud to have her as my friend,” Abramson said. Claggett is survived by Ed, her husband of 53 years, her three children and mother as well as several grandkids. A celebration of Claggett’s life is planned for Sunday, Nov. 29 at the Beach Grove Golf Club from 2 to 6 p.m.

A Remembrance Day service will take place next Wednesday morning at the cenotaph in Ladner’s Memorial Park.
The man allegedly shot by a Delta police officer in a 2013 incident in Surrey is suing the officer and the Corporation of Delta for damages. In court documents filed Tuesday, Michael Anthony Minchin claims that on Nov. 7, 2013 he was sitting quietly and in a non-threatening manner in the backseat of a car in the parking lot at the intersection of 108th Avenue and 148th Street in Surrey. Const. Vicken Movsessian had been seconded to the Combined Forces Special Enforcement Unit-BC at the time as a member
of the Uniformed Gang Task Force. According to the lawsuit filed in B.C. Supreme Court, Movsessian and another officer arrived on the scene at around 5:20 p.m. In his statement of claim, Minchin said the officer approached the car and “suddenly and without warning drew, pointed and fire his police service handgun,” striking him in the left side of his chest, causing serious injury. Minchin, who maintains he was unarmed and acting lawfully at the time of the incident, was taken to Royal Columbian Hospital for treatment. He claims to have suffered bruising and contusions, numbness and tingling, permanent scar-
ring and disfigurement, permanent loss of left arm and shoulder function, and nerve damage. Alleging assault and battery, he is seeking general damages for pain and suffering, discomfort and inconvenience, permanent partial disability, loss of enjoyment of life and physical health. The incident was investigated by the Independent Investigations Office, which subsequently submitted a report to Crown counsel and in April Movsessian was charged with careless use of a firearm. The officer, who joined the Delta Police Department in 2006 and was seconded to the
CFSEU in 2012, was immediately placed on administrative leave following the incident. He remains on administrative leave. Delta police spokesperson A/Sgt. Sarah Swallow said the department cannot comment on the lawsuit because it is before the courts. “This is a difficult situation and we also support our officer as he navigates through this,” she said. “Policing is an inherently difficult and, at times, dangerous job; at the Delta Police Department we conduct ongoing reality based training with experts in the field and our training and equipment is second to none.”

The province’s minister of transportation says it’s disappointing what MLA Vicki Huntington is saying about the analysis that’s gone into the decision to build a bridge over the Fraser River. Outside the legislature Wednesday, Todd Stone responded to media questions regarding the Delta South MLA’s assertion this week the government won’t provide documents supporting the plan to construct the multibillion dollar crossing to replace the George Massey Tunnel. According to Huntington, a freedom of information request, filed last year by Delta South constituent and Optimist columnist Ian Robertson, requested “materials such as documents, data, analysis prepared for the premier to allow her to determine and to announce that the Massey Tunnel would be replaced by a bridge over the Fraser River.” No records were found, she said. Huntington said the lack of information highlights a trend in the way government handles FOI requests. “Government information is becoming an endangered species in this province,” she said. “Replacing the Massey Tunnel with a bridge will cost at least $3 billion and should be based on detailed documentation and analysis. Instead, we find ‘no records.’”

A 10-lane bridge is planned to replace the aging George Massey Tunnel. Huntington said her office also made an FOI request to the Ministry of Transportation and Infrastructure for 10 years of records preceding phase two of the public consultation period on the George Massey Tunnel Replacement Project, which also returned no results. A separate FOI request by Huntington asked for the business case, along with other technical documentation, for the five crossing options to replace the tunnel. Noting information from the public engagement has been available online for a couple of years, Stone said, “I’m quite disappointed, actually, that she made the statements that she did. All the material related to George Massey (tunnel replacement) has been developed where there is technical analysis, engineering work, the public engagement material has been provided to Miss Huntington in one form or another. “Staff have met with her on a regular basis. In fact, we meet quarterly as a matter of courtesy to her to bring her up to speed on the project, answer
all of the questions that she has, point her to the resources that are on the website and are available, so the suggestion there is no material and that we haven’t provided her specifically with material is simply inaccurate and I think the public needs to know that.” As far as the business case, Stone noted that “sound decision making when it comes to major infrastructure projects” has always involved government announcing its political intentions, setting a vision and proceeding with the necessary public engagement to work on details. Part of that process includes development of a business case, something that was also done when it came to such projects as the new Port Mann Bridge and South Fraser Perimeter Road. “I could rattle off the millions… billions of dollars we’ve invested in infrastructure, and this is how we’ve done it,” he said. Stone noted the province is now in the final stages of a project definition report, which will include the business case and technical details.

• Oct. 26, 8:46 p.m.: Complainant reported she had paid $1,200 by e-transfer for a rental property in Whistler that was advertised on Craigslist. The complainant became suspicious and drove to Whistler to view the property where she discovered she was the victim of fraud. Suspect’s cell number provided to police and investigation has found two similar fraud files. Investigation ongoing. • Oct. 29, 3:19 p.m.,
1200-block of 56th Street: A business reported a male who identified himself as “Steve” ordered a turkey and came into the store the next day, picked up the turkey and left without paying. Repeated calls to the phone number provided were unanswered. The business provided surveillance video to the investigator. • Oct. 31, 1 a.m., 300block of Rosehill Wynd: Complainant was absent from his residence during the day and when he returned he found it had been broken into. Several personal items and cash stolen. Entry gained to the residence by prying open a locked basement sliding window. Forensic identification officers attended and processed the scene. • Nov. 1, 6:10 a.m., 1000-block of 56th Street: During a routine patrol police found a business with a large broken window. The business had been rummaged throughout and a shelf knocked over, shattering several containers. Investigation ongoing.

Avenue: Complainant was absent from her home during the day and when she returned she found the rear sliding door open and several rooms in the house had been rummaged through. Personal electronics and cash stolen. Forensic identification officers attended and processed the scene. • Oct. 30, 7:13 p.m., 3000-block of 41B Street: Complainant reported someone broke into her home while she was absent during the day, stealing jewelry and cash. Items seized for forensic examination. • Oct. 30, 7:08 p.m., 6200-block of Dawn Drive: Sometime overnight someone jimmied the door lock of the complainant’s vehicle parked in front of his residence. Vehicle was rummaged through but nothing taken. Another vehicle parked in front of the property also entered. Police report taken for insurance purposes. • Oct. 30, 11:04 a.m., 6400-block of Holly Park Drive: Community mailbox broken into and the active mail slots were all empty. Canada Post advised.

ou know you’re going to pay more to fly to Hawaii at Christmas, but will prime time premiums extend to crossing the river at rush
hour? There’s a possibility we’ll see something like that down the road as the concept of congestion pricing is once again being bandied about as a way to help relieve traffic gridlock that’s hampering the economy and gradually extending commute times. Canada’s Ecofiscal Commission released a report this week urging major Canadian cities to adopt a congestion pricing trial period, calling it a crucial missing piece in the efforts to keep traffic moving. Blacktopping our way out of congestion is a fool’s game, so there’s a lot to like about getting people to revise their driving habits, however the idea of widespread tolls will be a tough one for both politicians and commuters to swallow. Elected officials have to be looking for a new way to tackle the movement of people and goods after Greater Vancouver voters defeated the TransLink plebiscite earlier this year, so perhaps there are enough selling points with congestion pricing to give it a whirl. The undertaking not only changes behaviours by giving drivers financial incentive to hit the road at off-peak times, but it also has the ability to raise money through tolls, dollars that could then be plowed back into the transit system and road network. The catch — and there always is one — will undoubtedly be expanding the scope of tolling in the region, which to this point has been limited to new crossings. Paying a premium to drive at prime time will prompt some to alter their commute, but to avoid congestion elsewhere and to generate additional revenue, it would mean tolling routes that have been free to travel for decades. That’s going to be a hard sell, but it’s not like asking for an increase to the sales tax did the trick. The plebiscite highlighted the inadequacies of our transportation network and all we’ve done thus far is shoot down a potential answer. If congestion pricing can immediately decrease volumes at certain times — there are examples in North America where this has occurred — and tolls can help bring improvements down the road, then it’s certainly worth a look.
You gotta love food that’s worthy of a photograph
I
’m a big fan of social media and I am also a big fan of food. There are many out there that frown upon people that are constantly posting pictures of their pastas, burgers and stirfrys (me). They imply that somehow these photos and stories of food are not as important as their political musings, family stories or cat pictures. I disagree with these food Grinches because I believe that food is the greatest platform for communication. The world’s first currency, it is often the reason we convene with family and friends to discuss, debate, laugh and generally enjoy ourselves. It may be the food Grinches don’t actually enjoy food. They may simply eat it because it is nothing more than fuel. I have known some of these types over the years and genuinely feel sorry for them in that they cannot or do not want to appreciate taste notes in sauces or how wine parings can enhance flavour profiles. Growing, preparing and eating food should be fun, a celebration of family, of community and an appreciation of what can be grown in the backyard. As a kid, I was lucky to have parents and grandparents who were avid backyard farmers and spent lots of time in the kitchen. There was always fresh baked bread, pies, cookies and other goodies around and seasonal

salads would accompany homecooked meals. You don’t need a huge amount of space to be self-sustaining on home grown staples. A pot, window box or small patio footprint is all you need. I can’t tell you the last time I purchased rosemary, sage, oregano, chili peppers and other herbs and spices from a grocery store. I was also fortunate to spend several years in the hospitality industry and worked with some top notch chefs. I am very much appreciative of my exposure to food and gastronomy and now take great pleasure in teaching kids how to grow their own on school farms all around Delta. The genuine excitement the kids show when they are planting, harvesting and eating their own food is inspiring. Last week at English Bluff Elementary, 50 kids, Principal Smith, Mrs. Morrow and
Liptrot, Superintendent Turner and myself enjoyed “BATS” salad for lunch. Bacon, arugula, tomatoes and strawberries all combined for a tasty treat. Some of the kids asked about dressing for the salad and I explained to them they did not need any because the ingredients took care of our flavour needs. The saltiness of the bacon, the spicy peppery taste of the arugula and the sweetness of the tomatoes and strawberries all contributed for a well-rounded and tasty bite. No complaints, and with the exception of a couple of bowls, all was enthusiastically consumed. If they grow it, they will eat it. That is pretty much a certainty. If you have school-aged children in your extended family, the quickly approaching Christmas season will afford lots of opportunity to get them involved in the kitchen. It does not have to be a huge task. They will enjoy spending quality time with you [1]and will invariably be proud of their contribution. They will also remember and pass it on to their kids. And hey, take a picture of the creation and post it on Facebook. I want to see it. Mike Schneider is founder of Project Pickle and likes to write about growing, cooking and eating food. Don’t overlook important holiday
Editor: Why is it that once September comes, and the kids are back to school, it seems to be non-stop holiday after holiday? No sooner have we recovered from Thanksgiving than we are inundated with Halloween candy (congratulations marketers, you’ve succeeded in making us believe Halloween is as important, or even more so, than Christmas). I have become accustomed to seeing Halloween merchandise pop up alongside backto-school supplies in the big box stores. I am even
resigned to the fact these stores have no qualms about stocking Christmas offerings in July. Mass marketers have done a very good job of convincing us that we must have something, anything to look forward to, and that we need to spend our money on this thing months in advance. There is one place, though, that I find this practice more disappointing and harder to stomach than any, and that is right here in the village of Ladner. I think I find it particularly difficult because
of that one little day — Remembrance Day — that is sandwiched right in between the biggest commercial successes of all time (that’s Halloween and Christmas). This is a wonderful, tight-knit community that is, and has been, home to many veterans. I find it hard to believe that some local retailers seem to have sailed right over a day that honours many of its residents (past and present) that have fought bravely for their country. Walking down the street last week I was shocked to see Christmas was taking
the place of Halloween — before Halloween was even over. In my opinion, this is too much, far too soon. Why can’t we all just breathe for a moment, live our daily lives and take some time as a community to remember those among us who have sacrificed so much? Do we really stand to lose so much that we can’t slow down the commercial machine, even for a short time? Perhaps I am in the minority, but I am turning my back to Christmas for now. It can wait. Encounter with DSS student makes her day
Editor: I have to share a great story. Today, as I do many times, I walked to work. I always try to make eye contact with people I cross paths with and say hi or good morning. Sometimes I get a response and sometimes not. This morning I was walking side by side with a young man for about half a block but I didn’t acknowledge him because most often I assume the youth on their way to high school
want to stay as far away from conversing with an adult on their walk as possible (I know, “ass-u-me”). Anyway, as I was trying to change my pace to not have him forced to be walking side by side with me, he kept up, which I found unusual. Then something occurred that we would usually think was a bad thing — we passed a dead rat in the middle of the sidewalk — but instead it caused a good thing. We both did a
double take and he mentioned something about it being disgusting, to which I agreed. At this point, I took out my ear jacks (I was listening to music) and the conversation began. What a treat! This young man named Logan, who I learned was 13 going on 14 and in Grade 8 at DSS, knew how to make conversation. He told me about himself and asked about me. He went on to pull a homemade sugar cookie out of his
knapsack and ask me if I would like it. I declined at first but he insisted, said he had more. He then explained how much he liked to make someone’s day, to do good things for people. He definitely made my day better. Wouldn’t it be a treat if we all took a few minutes out of our day to make conversation with a stranger and make someone’s day a bit better? Kudos to Logan at DSS. where there is a wall of boxes where all the residents pick up their mail, a mile from their homes for some. Many only pick up their mail once or twice a week, but they manage to live normal lives. Many years ago, all the people went to a central post office in the towns
and had little mail boxes with glass windows so you could see if you had mail. You got parcels from the post person at the counter. And there was the added advantage that all pertinent community information would be posted on the bulletin boards where everyone saw them.
Why can Ladner residents not walk a block to get their pizza ads, their real estate ads and their lottery promotions? Those who can’t walk will have someone who brings them food and that person can stop and get their mail. Cecilia Tanner

Domestic Short Hair, Black and White, Neutered Male Adult, (Approximately 1 year old) Terry came to us as a trapped feral that has since turned quite friendly. Terry lived outdoors and was being fed by his finder who was then able to trap him when Terry bit his own tongue and needed medical assistance. He was going to be returned to the finder’s home after he got all fixed up but he decided that perhaps he’d rather be a friendly inside cat instead! Terry doesn’t seem to mind other cats in the shelter and can be seen hanging out with other cats in our communal room. We feel Terry would do best in a home with no dog but may do well with older children who understand cat body language. Terry likely will be fine as an indoor cat in his new home as long as there’s a bright window for him to stare out and watch the world go by. Can Terry get comfortable in your home?

Fresh off a field training exercise, local air cadets and their parents will be distributing poppies for Remembrance Day this weekend with donations supporting local branches of the Royal Canadian Legion. Members of the 828 Hurricane Squadron have had a great start to the year, recently taking part in a ceremony at Boundary Bay Airport to commemorate the 75th anniversary of the Battle of Britain. Cadets also learned survival skills last weekend at the first field training exercise. Other activities include glider flying, marksmanship, first aid training, effective speaking, sports and field trips. The air cadets program provides a combination of adventure, leadership opportunities and fun for boys and girls 12 to 18 years old. Margaret Ryding is once again transforming her Tsawwassen home for the annual Silk Threads Christmas Craft Show. The show, which began yesterday and continues today and tomorrow, features work from nearly 30 artists, including 10 locals. “There’s something here for everybody, I think,” says Ryding, who’s entering her 29th year of running the event. Items include quilts, toques, scarves, jewelry, cards, birdhouses, benches, floral arrangements and more. “There’s lots of wonderful handmade things here.” There also food products (including some from Ryding’s own daughter) at the show. “She’s grown up with this Christmas show for many years. Now she’s gotten into it as well.” Ryding estimates about 2,000 people attend the show each year. She says people who come are looking for something unique and that plenty of her customers have been attending for many years. Kids rock out for Guitary Marty
Guitar Marty’s 10th annual Rock School concert was a rockin’ success last Sunday night at the Ladner Community Centre. The evening featured seven bands comprised of 33 musicians between the ages of 10 and 17. Marty Hatlelid, aka Guitar Marty, has taught music in South Delta schools for years as well as private guitar lessons, but his summers of weeklong camps in which young people grow in
their knowledge of playing music together in groups have been a particular source of pride in his musical contribution. “Music is about playing with others, playing as a band,” says Hatlelid. “It’s about community. It’s different from just playing on your own.” At the end of the concert last Sunday, the musicians surprised Hatlelid with a jam of blues in recognition of his work. It was Guitar Marty’s final Rock School con-
cert as he was diagnosed with ALS over the summer. Recently, the Ladner Community Centre played host to a fundraising event for the Hatlelid family featuring the professional counterparts of Sunday night’s young people. Hatlelid trusts that some of the young people will go on to musical careers and if not, will be richer for their time creating music and on stage. “Ladner is a strong community and a good place to grow up,” he says.

The Band of the 15th Field Artillery Regiment and the Vancouver Welsh Men’s Choir are once again teaming up for a concert in Tsawwassen on Remembrance Day. The two groups are presenting With Glowing Hearts: Songs of Remembrance at the South Delta Baptist Church. This year’s show is a salute to the men and women who served in the Second World War, says Jim Tempest, director of music for the regiment band, who adds the show will also mark the 70th anniversary of the end of that brutal conflict. The choir and band will each present solo segments as well as perform together at the concert. Music will include songs from the Second World War era. The band is made up of serving members of the Canadian Army reserve

Photo club gets eclectic Exhibit reception set for Sunday at TAC

The Delta Photo Club members have their work on display at the Tsawwassen Arts Centre with Eclectic 2, an exhibit that runs until early December. A wide range of photography is on display “from nature to abstract, with amazing colours to chromatic black and white,” a press release notes. A reception for the show is set for Sunday from 2 to 5 p.m. The club’s Richard Heath says over 20 photographers have work in the show, which consists of nearly 50 images. The
show’s theme allows members to display what they’d like. “The idea is so the club can promote its work and let people know what we do and how we do it,” he says. Heath and John Ostaf are among members with photos in the show. Heath’s include an image of a skydiver from the Boundary Bay Airshow, a picture of an old shed with tiles stacked inside and then a scenic shot of wind turbines in Palm Springs. Ostaf has a photo of a man and youngster at the Hornby Island fall fair and a picture of a horse from the Cavalia equestrian production.
Visitors to the exhibit are invited to cast a “People’s Choice” ballot that enters their name in a draw for a free 2015-2016 Delta Photo Club membership. Ladner’s Tracy-Lynn Chernaske and Joe Hinks are tackling a Shakespeare classic with their latest Standing Room Only Theatre production. The Tragedy of Macbeth runs from Nov. 6 to 8 and 13 to 15 at the Cambrian Hall in Vancouver. Chernaske, who estimates about 25 people are working on the play, describes it as their biggest show yet. She’s the producer and set designer while Hinks is directing the play, which will include “choreographed fight scenes, special effects and some very explicit bewitchery.” Hinks describes the fight sequences as hectic

Academy Wild about the future SDSS hockey program now features five teams and is looking to expand further BY MARK BOOTH

In the ever evolving world of hockey development, there is no time for Ian Gallagher to rest on his laurels. It was about a decade ago the Edmonton area high school teacher moved his family to Tsawwassen to take on the role of director for the newly formed Delta Hockey Academy, based out of South Delta Secondary School. The supplemental training program was created through a partnership between the Delta School District and the Vancouver Giants which also employed Gallagher as their strength and conditioning coach. It provided two on ice sessions and dryland training during school hours, typically in lieu of PE and another elective. “It was a way for myself and my family to come out here and provide a service that really had never been done before,” recalled Gallagher. “There was a really limitation of ice time in the Lower Mainland then and this provided additional training. We had 25 participants that first year, including (eventual NHLer) Brandon McMillan to guys who could barely skate but were great athletes.” The additional training component still exists today but the academy has grown well beyond that with five teams, featuring nearly 100 players, in the sixyear-old Canadian Sport School Hockey League (CSSHL). Gallagher recently returned from league meetings where a partnership with the Western Hockey League was announced. Represenatives from Canadian B.C. and Alberta Hockey Associations were also in attendance. “They have visions that these type of programs will start to demonstrate themselves across the country,” said Gallagher. “The overall vision is to become a national generated educationbased hockey league. “Parents are making choices to come to this primarily because of the structure. Another fact is these coaches get paid. Again, it’s a paradigm shift as for many years volunteer coaches are the substances of the community. “There are still elements of my daughter’s own ball (team) where you go and give your time to the kids. The problem is today, volunteer (coaching) is less trustworthy because people can monopolize executives to appoint coaches to select their kids. (Paid coaching) gives it some integrity.” Gallagher is first to admit such a model comes at a steep price. Make one of the academy’s Delta Wild teams and expect to pay roughly $12,000 over the 10-month season. That covers everything from ice time, daily school bus transportation, team
gear, coaching and an extensive travel schedule that includes weekend games in Alberta, Idaho and the Okanagan. Gallagher and Delta Hockey Academy teacher coordinator Tamara Jobke’s sons actually went the other route, which was the lone option at the time for elite 15-year-old players. Both grew up playing for South Delta Minor and were teammates in Major Midget with the Greater Vancouver Canadians. Brendan Gallagher now stars for the Montreal Canadiens and Colton Jobke is playing professionally in Germany. They said it cost them around $8,000 at the time for their sons to play major midget plus additional fees for out-of-town tournaments.

Still, the cost is partially why Gallagher lobbied for academies at Yale Secondary and the Burnaby Winter Club to create close-to-home competitors within the CSSHL. “I am apologetic about the cost (of academy league hockey),” continued Gallagher. “I am not comfortable about families having to pay that but it is very comparable of what we had to pay for Brendan to play major midget. “Kids are paying $60,000 a year to attend (a private school like) Shawnigan Lake and play hockey. It’s a bit conflicting of what we are about as a public school model yet both programs require each other to generate these leagues. ACADEMY: see Page 22

Lotzkar named to Canadian roster Tsawwassen pitcher Kyle Lotzkar will be playing for Canada at the inaugural World Baseball Softball Confederation Premier12, Nov. 8-21 in Taiwan and Japan. The tournament brings together the top 12 ranked baseball nations in the world according to the WBSC ranking system. Canada is currently ranked sev-
enth. Lotzkar is one of 17 players on the roster who helped Canada win gold at the Pan American Games back in July. The 26-year-old right-hander is currently a free agent after spending time in the Cincinatti Reds and Texas Rangers organizations. He also helped Canada win gold at the 2011 Pan Am Games.

“I think we are doing a really good job for that elite level parent representing the true costs of a 10 month program.” Backing up Gallagher’s claim is the attention the academy is getting from outof-district players and the number seems to be growing each year. Case in point was last season’s top Bantam team which featured only three players from Delta and Alberta’s Ty Smith — the No. 1 overall pick in this year’s WHL Bantam Draft. That has also meant stiff competition for local talent wanting to play for the highest tiered Wild teams. The academy is providing financial assistance to South Delta Minor Hockey to the tune of $230 per player to help compensate a dip in registration numbers at the older rep levels. Gallagher would like to see homegrown players better prepared to compete against kids coming from the larger asso-
ciations. The plan is to expand the academy to include elementary age kids next year, although it’s still to be determined if it will fit in within the curriculum. “We are trying to push this model downwards into the younger grades to supplement development,” said Gallagher. “In terms of getting the types of skills players need, it’s best dealt with as their bodies develop. The sooner you get to them, the more impact the end result will be. “We want to bring our coaches and people into those areas and help build those (potential) schools. At the same time, we also want to be good for hockey, not just Delta kids. They need to know there is competition out there. Gallagher added the academy will also attempt to launch a girls program next season. “For us, it is always ever changing,” he said. “We are not where we want to be or where we should be. Right now, its very cool the opportunity in front of us.”

It is with great sadness we announce the passing of Ann Claggett. A loving wife, mother, and Nana, loyal friend and tireless volunteer in the community of Delta, Ann lived life to its fullest and brought passion, laughter and determination to everything. Born in BC’s Lower Mainland, Ann moved to the Cariboo as a young girl where she fell in love with and married Ed Claggett. From this humble start, and with Ed by her side, Ann’s boundless energy drove her to pursue many things, including making a beautiful home, a successful catering business, serving 10 years on the Delta Parks and Rec Committee, coordinating Street Entertainment for Expo 86, chairing the opening and closing ceremonies for the 1988 BC Summer Games, and serving 9 years as a Delta Councillor. In her spare time she served on the Delta Chamber of Commerce, the Delta Hospital Auxiliary, Chaired the Delta Hospital prior to the Fraser Health Authority, chaired many local PAC’s for municipal and provincial leaders, and helped found both The Delta Elder College and South Delta Low Vision Group. She gave so much of herself to Delta, a community and people she knew and loved, and we are all fortunate that she did. Ann is survived by her husband of 53 years Ed, children Kim (Mike), David (Tanya) and Lynsey (Kwin), grandchildren Tate, Sophia, Wyatt, Tillie, Nolie; mother Margaret Kennedy (Hugh dec), sisters Janis (Bill), Judy and brother in law Dave Witzel (Mary Lou dec). A celebration of Ann’s life will be held at the Beach Grove Golf Club on November 29, 2015 from 2-6pm. Donations in Ann’s memory can be made online to the Alzheimer Society BC. We are heartbroken by your passing, but thankful your suffering is over. Rest in peace Ann, no E.
