Deltaisonce againleft out when it comes to urgent health care

That was themessage reiterated to a Fraser Health Authority representative by Deltacouncilduringa presentation Monday (March 3)onthe back-to-back overnight emergency room closures at Delta Hospital caused bya physician staffing shortage

Long-time hospitalphysicianDr. Dan Rubin, medicaldirector of emergency medicine Sally Barrio, andFraser Healthexecutive-director Cathy Wiebe, talked to council about ER services.

Wiebe drewthemost ire fromcouncil.

In a media advisory onthe evening of Saturday, Feb. 22,Fraser Health saidit was implementinga temporary service interruption beginning at 9:30 p.m. that night, to Sunday, Feb. 23, at 7 a.m.

The sameadvisory was issued on Sunday evening foranother overnight closure that pushed into Monday morning (Feb 24).

Asked why thenotification was so late, Wiebe, describingthemoveasa

Wiebe also noted Fraser Healthis working with DeltaDivisionof Family

The region will have 10inothercommunities, including White Rock, later

this year, but Fraser Health has not applied forfunding fromthe B.C. health ministr y to set up aDeltacentre.

Commending thehospitalandits staffforproviding excellent care, Mayor George Harvie saidthe numberof Delta HospitalERvisitsin2021 was around 26,000, but by 2023thathad jumped to more than43,400.

Unlike elsewhere, Delta residents, including those like himselfwho have nofamily doctor, have nootheroptions, he said, adding othercitiesare getting urgent care to reducethe pressure on theiremergency rooms.

“Thiscommunity gives so much funding and support to ourDelta Hospital,it’s been outstanding. But, the way we’ve beentreated, I can’thelp but say this happens to Delta too many times We always seem to get what I say isthecrumbs. Thisis absolutely unacceptable,” Harvie said.

Following thepresentation, council passed a motion requestinga public meeting withFraser Health board chair Jim Sinclair, andinterim president and CEO Dr. Lynn Stevensonand Health Minister Josie Osborne.

It wasa big turnoutfor a pair of publicinformation meetings at the South Delta Recreation Centre this weekas residents got to ask questionsandprovidefeedback onthe major redevelopment applicationfor the Tsawwassen Town Centre mall.

Representatives withthe Century Group andcity staff were on hand to discuss with residentsthehigh-density project proposed fortheOfficial Community Plan’s designated town centre, outlining things like future traffic movement, infrastructure, the development’s layout, andthe types of unitsproposed.

Also on hand was Century Group president Sean Hodgins, who toldthe Optimist at Thursday’s (Feb. 27) session that they were able to talk about many issuesandaddress concerns, noting it’s been a

very productive exercise.

Some madeit clear to him they want to see littleorno change forthe mall site, including anything resemblinga residential tower, andthey like Tsawwassen just the way itis now.

Some conveyed support for change that willcreate housing types, whileothers saidthey are notopposed to redevelopment, but want to suggestmodificationsonhow thearea should change, he said.

“I thinkthere is some con-

cernthat they want to see the project architecturereally come together, that’s probably the overwhelming concern orcomments.

“They want something beautiful, and I said, ‘Yes, we’re absolutely committed to that.’

It’s early days onthedesign,’’ said Hodgins

He added, “I think some peopleare just scared of change, andthat’s what it comes down to I’ve committed to doinga very good project intheend … There isalso a lotofdiscussion how wewouldfitinto the OCP.”

Century Group Lands Corporation’s proposal to replacetheone-storey mall, which opened in1971,includes four mixed-use residential buildings, up to 24-storeys in height, situated on separate podiums

Thelow-rise residential buildingsand podiums, betweenfive-and-six storeys, areproposed at the site peripheries, adjacent to neigh-

bouring landuses.

To have 1,433 residential units, includingamixof strata, marketandnon-market rentals, as wellas commercial space includinga 31,000-square-foot grocery store, the rezoning would be consistent withthe site’s urban centre landuse designationunderthe OCP, which allowsup to 24 storeys.

Century isproposing that 20 percent ofthe total residential units will be rentalunits, while five percent ofthe totalhousing units would be provided as below-market rentalhousing.

Century isalso proposinga new community hub, consisting of a newlibrary and mobility hub spaceas wellas a publicly accessiblecentralplaza. Delta staff willcontinue to gatherfeedback ontheproposal until March 16.

That information will be shared with Century Group, the public, as wellascouncil, inan upcoming report likely later in March or early April.

Petitionaimstoseek denialofcurrenttown centre proposal

Dream South Delta, a group launched two weeks ago to raise awareness andconcerns about the Tsawwassen Town Centre proposal, isasking council to deny the proposed application.

The group has hosted wave-a-thonsduring rushhour along 56th Streetand52nd Streeton several occasionsinthe past few weeks, started a petitionand was part of a weekend town hall meeting.

“The level of awareness about thisproposed redevelopment project increases ever y day,” says Andrew Turner, spokespersonforDream South Delta,a group that touts themselvesas locals for sensible growth

“People whoare new to Tsawwassen tell us they moved here because they don’t want the

density of a Richmond, Metrotown or Surrey City Central. They support the redevelopment, but they don’t support high rises in Tsawwassen.”

Dream South Delta’s petition has more than 1,500 signatures todate. (Othergroupsare also sponsoring petitions.)

The Dream South Delta petition requests mayorandcouncildeny the current proposal and ensure that any future proposalforthe site includes density metrics of200 residentialunits per hectare and a maximum building height of six storeys.

Delta’s Official Community Plan(OCP) that Dream South Delta says was brazenlyadopted in April 2024,does notcontain any density metrics forthe town core althoughitdoes allow up

“That’s why it’s important forusand our fellow residents totell theCity of Delta what we envision for our community. What we want. What we don’t want. Andit’s the role of mayor andcouncil to decide.”

At a townhall on March1 hosted by the Delta Voices Facebook group, more than200 residents gathered to discuss pressing issues facingDelta, including theproposed high rises, Delta Hospital emergency room closures, strained infrastructure, andmore.

“Dream South Delta isasking the mayor and council to deny Centur y Group’s current proposal,” says Turner. “Get rid ofthefour towers Build thefive, six-storey buildings. Build a new librar y andcivicplaza. It will renewthe town core, and it will meet our housing targets.”

Port security more thanjust a police force on the waterfront

Requiring more employees to have security clearance at greater Vancouver ports is welcome newsfor Delta Mayor George Harvie.

“Very pleased to see the government moving ahead withthat. Far overdue,” Harvie said recently, noting the numberof workers who currently havesuch security clearance is“minimal” given the size of the workforce on the waterfront.

Increasing the number of workers required to get security clearances was oneof the recommendationsfrom the City of Delta’s report on port policing in September 2023, Harvie pointed out.

Transport Canada launcheda 60-day public consultationon Jan. 31, about expanding the numberof workers who would have to obtain a transportation security clearance.

The background security checks for such clearanceslook at past or present affiliations with organized crimethatmay pose a threat.

Harvie has called for years for some kindof policeforce but said law enforcement on the waterfront is changing.

“The answer isn’t going back to the oldmodel. It’s much more sophisticated today.Crimeis much more sophisticated,” he said.

“One thing I’m pushing, along with Mayor (Brenda) Locke from Surrey, is to ensure we have up-to-date, modern scanners that won’tupset the flow of goods but will be able to identify much more than they donow,in so farasillegal cargo coming in,” he said.

He and other mayors are pushing forthenew technology,he said.

Harvie said new equipment was promised eight years ago, “butofcourse, it just hasn’tarrived.

“So, those are things the government needs to look at It has good results in Europe and we need those results here.”

However, Canada Border Services Agency saidit has a multi-year strategy which includesnearly $300millionfortheexpansionand enhancement ofdetection technology across Canada, although it won’t say what specific technologies are where.

“Providing theexact detailsortimelinesof planned deploymentsfor new equipment would be counterproductive to our mandate, asorganized crimegroupscoulduse this information to try to evadedetection at the border,” said spokesperson Rebecca Purdy.

CBSA already has teams onthe Metro Vancouver waterfront withofficers checking containers, ships andcrewmembers, she added.

All marinecontainersentering and leaving Canada, along with the goods inside, must be reported to the CBSA, withtheagency completing a risk assessment of every shipment, Purdy said.

Based on the level of risk identified, containers may be subject to non-intrusive inspections using as X-ray or gammaray machines, as wellas physicalinspections

Canada’s Border Plan also has more than$355 millionforthe CBSA

The money allows hiring more than100 people, including border services officers, intelligenceana-

lysts and chemists, as well as the training ofup to ninenewdetector dogs teams, and buying chemical detection toolsand scanners.

Harvieadded that the modelfor policing the ports needs to be reexamined and a diverse approach taken.

Court sentencing

needs to be examined, intelligenceneeds to be improved and“that whole modelneeds to be examined because there are holes all over,” he said.

Harvie says afterdiscussions withconsultants, “the 25-year-oldmodel just won’t work.”

While some policepresenceisneeded, new tech-

nology and working with the Canadian Security and Intelligence Serviceand Canada Border Services Agency isalso needed.

“We need to be all working together to stop the amount offentanyl coming inand going out from Canada, but it’s got to start with the federal government.

“That’s where itall starts If we can go from less thanone percent of containers being inspected toclose to 100 percent, that’s animprovement. That’s what we’re looking for.

“That will create a barrier for the open ports that we have now,” Harvie said.

Sparking theBuy Canadian movement

Escalating trade tensions between Canada and the United States have ignited a new wave of Canadian patriotism, withconsumers consciouslychoosing made-in-Canada productsasanactof economic self-preservationand nationalpride.

U.S. PresidentDonaldTrump, asexpected, imposed tariffsonmost Canadianand Mexican goodson March 4. This, along with Trump’s calls to make Canada the 51st U.S. state, has prompted Canadians to rally around the “Buy Canadian”movement.

Recent research indicates a significant numberof Canadiansare now showinga strong preferencefor domesticproducts, with many willing to modify their buying behaviours.

One recent poll revealed 42 percent of Canadians polled will “absolutely do everything” to avoid purchasing U.S. products. Eighty-eight percent said they would buya productpromoted as “madein Canada.”

Another pollfoundthat 56 percent of Canadians said they would stop buying a certainproductaltogether if there isno Canadian-madealternative.

While the Buy Canadianmovement is gainingtraction, actually sustaining itcomes withnotable challenges. Someexperts caution that reducing relianceon U.S. imports is a gradualprocess contingent onconsistent consumercommitment.

Two primar y barriers standin the way of this sustained change: the higher costsof Canadian-made goods, particularly during the ongoing cost-of-living crisis, andthe difficulty consumers faceinidentifying domestically produced items.

Addressing these two issuesiscrucialfor the long-term viability of the Buy Canadian movement.

The first primar y obstacle facingthe Buy Canadianmovement is the pricedisparity between domestic goods andtheirimported counterparts.

Canadiandomestic goods oftencome with a higher pricetag due to productioncosts, economiesof scale, transportationand other economicfactors. These factors make itdifficultfor local manufacturersto compete with cheaper, foreign alternatives

The second major obstacle forthe Buy Canadianmovement liesinconfusion over product labels. For many Canadians, identifying which productsare truly Canadian versus

imported alternatives can be a challenging task.

A recent pollfoundthat 42 percent of Canadians believe grocer y food productsare madein Canada, whilethe actual numberof productsfully madein Canada is closer to 10 per cent.

Canadian businesses and retailers have been responding to growing consumer demandfordomesticproducts withconcrete marketing strategies For instance, Loblaw Companies, Canada’s largest food retailer, has committed to “doubling down on securing food grown and made” locally.

Grocer y storesare also making it easierfor consumers to identifylocal products Several grocer y chains have revamped their in-store displays by using shelftags, stickers and endof-aisle signage toclearly identify Canadianmadefood items

Although maintaining thismomentum may be challenging, consumers are eager to showcase their patriotism at the checkout. With businesses and policy makers actively improving producttransparency and addressing cost concerns, the Buy Canadian movement is poised to gainfurther traction. Afterall, nothing embodiesunity quite likea little patriotic shopping, the Canadian way.

ER closures are complex

Editor:

The recent overnight closuresof Delta Hospital’s ER have understandably caused concernand inconvenience for many.

At Delta Hospitaland Community Health Foundation, we want to reassure our community that we are working closely with our partners at Fraser Health Authority to find ways to support thededicated staff at Delta Hospitalduring this challenging time.

Thisissue isnotunique to Delta. It is a complex problem with many contributing factors. It is sometimes easiest to point fingers and lay blame, however, we strive to be more solutionfocused.

Short term, we must find waysto support health care to mitigate increasing pressures on our hospital, including the sharpincrease invisits to our ER, post-pandemic

The foundationisdoing this by:

* Advocating foradditional resources, such asanurgent care centre

* Launchinga granting program to allow us to fundhealth-care programs

that provide support to our community whichultimately, might prevent users fromneeding thehospital.

Long-term, we believe thefollowing must be a priority for our government:

* Simplifying andexpediting the system forinternationally trained individuals with medicaldesignations to practise inBritish Columbia;

* Continuing to create more spacesin our B.C. universitiesfor Canadians to obtaintheir medicaldegrees.

As afoundation, the board and staff team take their roleofadvocating for the best health care forDelta very seriously.

In the coming days, weeks, and months, we willcontinue to do just that. Thisisanopportunity forus to uniteand standupforthe necessary changes to support our health-care system

Together, we are caring for our community, today andalways.

Letters Supporting Optimist helps support our heritage

I amdeeply troubled to readofthe recent closure ofthree local Lower Mainlandnewspapers anddonot want to see the samefate one day befallthe Delta Optimist. Regardless ofwhat individual readers may think ofthe Optimist’s positions on local issues, itisimperative that we have

We can’t build to affordability

Editor :

Don’t want 24-storey towers at the Tsawwassen Town Centre Mall? How about 16 storeys? No? Well, that’s likely what we’ll get, and it will be falsely heralded as a compromise.

The Centur y Group is clearly doing “the big ask” request more than you’re hoping for, thus giving the illusion of compromise when you get what you actually want.

In a sense, it’s already worked. Just look at the signs popping uparound town reading:Growthyes. Towers-no. Yes to more growth?

With our hospital emergency room wait times averaging six hours, why? When will it be enough? Whenthe

Editor :

It’s truly astounding to methat we have plans to add towersto Tsawwassen withalmost 2,000 units, and yet we are unable to keep our hospitals staffed with doctors, causing service interruptions like was the

waittimes average 12 hours?

Despite theeffort to gaslight us into believing other wise, Tsawwassen has grown significantly overthe years andthe Greater Vancouver region has been awash with construction cranesfor decades.

So, if thepremise is that we can build our way to affordability, why hasn’t it already happened?

It reminds meofhow, back in the early 2000s, wewere toldthat adding a million people to the region would result in lower taxesandan infrastructure boom.

That sure didn’t happen and neither will housing affordability through increased supply. Which is a good

thing, because our housing would have to be devalued by about 50 percent to make it “affordable”, which would be disastrous.

The only way we can truly make housing more affordable is to implementa moratorium on immigration and massive reductions in the size of government andtaxation on individuals and businesses.

Unfortunately, we won’t get the kindof sound economic and immigration policies we had before themess we’re in began to germinate, because “affordability” isn’t really the goal.

The growth mandate is primarilya ploy to increase government revenues.

case ofthe weekendof Feb. 22and23. We have recently had eight-plus-hour wait times in theemergency department.

Thisis completely unacceptableand building skyscrapers doesn’t solve this issue.

Doctors aren’t going to be theones living in those one-bedroom apartments. We shouldfocus on making sure that the infrastructure of our municipality can handle those living here first. Jordan Smithers

The average annualvisitation to Metro Vancouver regional parks overthe last three years is approximately 15million,and a survey found91 per cent ofvisitors are satisfied withthe parks andgreenways.

That’s according to a recent report to the Metro board on a 2024visitor survey conducted by thedistrict to gatherinsights on park users, theiractivities, as well as satisfaction with regional parks’ facilities.

The findingsalso indicate that 86 per cent ofadultsvisit a regional or large natural park at least once a year, while94 per cent of residents considerthe parks as“important or very important” with walking/hiking and nature appreciationastheir primary activities.

Nearly half(48 per cent)of respondents, however, report challenges accessing naturalareas, especially without a private vehicle ordue to limited publictransit options.

The three amenitiesand services considered most important are washrooms(76 per cent), parking

(55 per cent)and maps/directional information(26 per cent).

Desired improvementsinclude flat trailsthrough natural areas asthe top choice(43 per cent),followed by shuttle buses orenhanced transit options(31 per cent)andmental health/wellness (22 per cent).

The regionaldistrictconducted similar surveys in2013and2019.

Whenitcomes to Boundary Bay Regional Park, including Centennial Beach in Tsawwassen, the regional parks committee approved recommending to the board anextension of a pilotprogram to permit public alcoholconsumptionindesignated areas at the beach, as wellasother select regional parks in2025.

The pilot was implemented from Friday, June28 to Monday, Oct. 14, 2024, withalcoholconsumption permitted at any timeduring park hours indesignated areas.

A recent report to thecommittee noted theprogram was successfully implemented, andfewincidents ofirresponsible behaviour were reported.

However, there was not many park visitors that tookadvantage of thenewopportunity at someofthe locations, the report noted, adding that staff recommended anexten-

Staff recommended that year two ofthepilotprogram run from Friday, May16 to Monday, Oct. 13.

Also at Centennial Beach, the regionaldistrictislooking at potentialfuture usesforthe pavilion concession building.

If a reconfigurationofthe space is recommended based ontheconsultants’ work, detailed design and construction would be budgeted in future years.

Meantime, another Metro pilot project, that enabled peoplevisiting Centennial Beach tocheckthe parking situationinadvance, has been successful.

That’s according to another report to thecommittee onthe project providing real-time parking capacity information to people planning to travel to Boundary Bay Regional Park and Iona Beach Regional Park.

That report noted the technology achieveda highaccuracy rate ofaround95 per cent intracking vehiclesentering andexiting the pilot sites, demonstrating reliable performance, whilethe system’s uptime was consistently high

A springlawn revitalization strategy

Newgrowthis a hallmark of spring, whetherit plays out inthebirthofbirds and bunniesor withthe returned buds ontrees and plant stalks. Whilemost greenery rebounds naturally, lawns may need a littleextraTLC to return to their oncelush, green glory.

Revitalizinga lawn in spring is a multifaceted process but can be well worth the reward whengreengrass adds to a beautiful landscape andfunctional yard Here ishow to get started whenthe weather warms, courtesy of The Farmer’s Almanac and The Home Depot.

Cleanupdebris : Spend a fewhours raking upleavesfromthe lawn and removing any other winterdebris like twigs so that air can reach thegrass below. Also remove any thatch thathas developed.

Testthe soil: Take a sampleofthe soil to determineits pH level and nutrient needs. Then you canadjust seta strong foundationforthe lawn to grow.

Do someweeding: Pull out any weeds that have poked through early onand applya pre-emergent herbicide to prevent additional weeds fromtaking over

Startthe aerationprocess: A core aerator punchesholesinto the soil. Thisenablesairand water to penetrate through to the roots.

Overseed the lawn: Apply grass seeds overthe lawn, paying special attention to any bare orthinareas so that the seed willfillinthe lawn

Water consistently: It isimportant to water the lawn deeply andconsistently, especially whenthe weatherisdry, to help promote strong rootdevelopment. Time fertilizer correctly: Applya spring fertilizeraroundthree weeks after the lawn starts to turngreen orafterthe first two orthree mowings. Iffertilizer is applied too early,it can feed weeds insteadofthegrass and resultinfertilizer runoff

Mow to anappropriate height : Begin to mowwhenthegroundisdry enough andthegrass islong enough to need cutting. Leave somelength to the lawn; otherwise, sunlight will reach the soil andencourage weed seeds to germinate. With a littleelbow grease at the start of spring, homeowners can establish strong andhealthy lawns.

Trends that seem ubiquitous one day can seemingly vanish before the sun rises again just 24 hours later.

That’s especially true in thedigital age, when overnight celebritiesand viralvideos can be onthe tips of ever yone’s tongue before being forgotten entirely whenthenext online sensationemerges in anincreasingly rapid news cycle.

Hometrends typically benefitfrom a longer shelf lifethanviralvideos and otherfadsthat originate ontheinternet, and that’s something renovation-minded homeowners shouldconsiderwhen improving theirhomes. Homeowners preparing to do just that can considerthese notable

trends, which theonline renovationexperts at Houzz suggest will be particularly popular in the yearahead.

Rounded furnishings: Houzz noted that gentle curvesand rounded edges embody the organicmodern styles thatmany current homeowners love. Rounded dining tablesand similarly circular coffeetables may meritconsideration among homeowners who want to embrace popular trends

Arches : Houzzcites archesamong themore popular moderntrends, andtheexperts at Better Homes & Gardensnote thisunique, eye-catching style has been gaining popularity for several years. Better Homes &

Gardens suggeststhat part ofthe appealof arched door ways could be theirdeviationfrom a more traditionaldoor shape. That uniqueness draws the attentionof residentsandvisitors alike, and Houzz notes that arched windows, cabinetsand evenmillwork detailsare part of thepivot toward arches

Stove alcoves : Ifit’s a touch ofhistory homeowners want, kitchen range alcoves might be just theproject forthem Range alcoves callan earliertime to mindwhen wood burning stoves were commonplace The report from Houzz notes range alcoves immediately draw attention, which undoubtedly adds to their appeal. -Metro Creative

Afterdropping two of the first three games to the upstart Port CoquitlamTrailblazers, the Delta Ice Hawks found their game, winning three straight to win the seriesin six.

Delta willnow square off against rival Richmond Sockeyes in the Tom Shaw Conferencefinal series which opened Tuesday night.

Game two is tonight (March 6)in Richmond at 8 p.m. with game three back inLadneron March 11 set for a 7:35 p.m. start. The remaining schedule has not been announced.

Richmonddispatched the White Rock Whalers in their second-round semi-final seriesalso in six games.

Trailing 2-1in the series, after7-4and4-2losses in PoCo, Delta returned to home ice last Tuesday and Thursday and put incomplete efforts, winning 9-1 and 5-1.

The teamsplayed game six in PoCo Sunday night andonce again, Deltadominated winning 7-1.

Grady Lenton hada monster series against

PoCo witheight goals and10assists leading allleagueplayoff scorers with18 points.

Tye Hemenway had five goalsand six assists in the series, while Mateo Sjoberg also had an 11-point series with three goalsand11assists.

Merik Erickson was solid between the pipes, winning all four games in the seriesand sporting animpressive 2.07 goalsagainst average and a .928 save percentage

“I thought game two we could have won, but to lose game three and four was the wake-up call we needed,” said headcoach and general manager Steve Robinson.

“The guys got committed to a defencementality andplayoffurgency and wewere able to reeloff three convincing wins.”

Robinson said he does notexpect too many surprisesin the series against Richmond.

“Both teamsknow each other pretty well.

There is a lotof familiarity from last year ’s playoff series, so like you said, there willnot be many surprises Both teams match up welland I expectallthe games to be highly contested and pretty emotional,” he said.

“This is the ultimate for me,” he said.

“I feel very lucky to be participating in the World Gamesand skiing for Canada. It’s not easy to be selected. It’s a long, four-year process, and so many things, like injur y or sickness, can anddo happen. I feelfortunate to have overcome cancer, two surgeries, and joint painin my feetand hips, andnow hereI am, about to put on a Canada race suit.”

Besides the competition, he said he is just looking forward to the overall experience

“It’s my first timeon Team Canada, though I’ve beentrying for about 20 years, so I’m not sure what to expect, butI doknow thatjust being with theother 130 members of Team Canada will be amazing, especially when we walk together into the arena in Turin

His parents are equally excited to see their son compete for his country.
