Soil police keep eye on farmland Delta increases efforts to protect agricultural land from unwanted dumping SANDOR GYARMATI

Call them the soil police. That’s the description Hugh Davies, Delta’s manager of bylaw enforcement, offers when talking about ongoing efforts and a new initiative this year to ensure local farmland is not ruined by being used as cheap spot to dump
waste. “We get stuff from all over the place, including the North Shore. They are just looking for a place to drop the material and some of it is good farm material but some of it is not, so we want to keep track,” Davies said. “We’re soil cops, that’s what we are.” Last year, Delta enacted new
regulations when it comes to soil deposit permits, placing the onus on property owners to maintain a log of trucks coming and going. A bylaw officer maintains a log when watching the property from a distance, explained Davies, and then goes to the site to ensure those license plates are on the log the property owner has maintained.
The fine for not having a dump truck registered on the log is $500 per truck. The regulation is the latest in a series of moves over the past few years. In fall 2014, Delta council approved tougher legislation to regulate soil removal and deposit activities on farmland. MONITORS: see Page 3

It’s a worthy step but somewhat insignificant in the bigger pictures. Mayor Lois Jackson had that observation as Delta council unanimously gave approval recently to a bylaw amendment to completely ban smoking in all parks and playgrounds. Following the lead of several of B.C. communities, and aimed at promoting a healthier environment, the regulation takes an overall approach rather than having designated smoking areas in parks. Since park attendants don’t have the authority, bylaw enforcement officers would be required to issue tickets for infractions, but the emphasis will be on peer pressure and education. Jackson supported the bylaw amendment, but noted that an air quality alert last fall should bring some perspective. “I guess when I look at the two side by side, this bylaw seems to be so insignificant in compari-

The legislation is supported through monitoring, by land and air, by Delta staff as well as a Soil Watch program in which area farmers act as Delta’s eyes and ears. That was the year Delta was finally able to halt
dumping activity taking place at Princess Farms on 104th Street in East Delta, a contentious property that is now the subject of legal action launched by the municipality. Three years earlier, Delta first took tougher measures against the dumping of fill or contaminated soil on farmland with a bylaw requiring a permit before material can be trucked in. A staff report at the time
noted, “The cumulative effect of these fill operations is to gradually erode the agricultural land base as a prime topsoil is covered over with less fertile subsoil (often mixed with poor quality material such as construction waste).” This year, another step is being taken to help track material to ensure inappropriate content isn’t finding its way on Delta’s farms through a regional pilot project to launch in
the spring in conjunction with Metro Vancouver. It’s aimed at registering soil deposit permits to find out how much fill is being moved and to what properties, explained Davies. “Instead of saying, ‘Delta, you’ll catch it when it gets out here,’ they’re now saying, ‘Before it even leaves here, we’re going to register it and before it even comes out to Delta you get the application.’ Delta will check the regis-

Boz is a REALLY lovely boy but obviously has a significant prey drive for small animals so we are aiming to place him in a home without other animals and someone who can throw the ball for him in a safe and enclosed yard. We think he would do great in a home with children over the age of 16 and he does need some leash experience but we are working on that at the shelter… Honestly - other than not liking other animals he is a REALLY lovely guy! He has lived a hard life and we hope to find him a home that will spoil him! He deserves no less!!!

• Jan. 5, 10:30 a.m., 3700-block of Arthur Drive: Report received of the theft of scrap copper and a car battery sometime overnight. The suspect is believed to have entered the property through an open area at the side of the yard. Approximate value of the pile of metal taken is $300. • Jan. 5, 9:09 a.m., 5200block of Central Avenue: An online report received of a theft overnight from an unlocked vehicle
parked in the complainant’s driveway. No damage to the vehicle but $10 in loose change and a pair of $50 leather gloves stolen. • Jan. 6, 11:48 a.m., 7800-block of Progress Way: A late report received of a break and enter into a company shed. The lock had been broken but as the shed contained only old equipment, nothing was stolen. • Jan. 6, 4:25 p.m., 4300-block of 48B Street: Complainant reported that sometime overnight his vehicle was stolen from his driveway. Unknown how vehicle was entered as it was left locked and secure. The vehicle is described as a 2005 Ford F250. Complainant advised to contact ICBC. Vehicle added to the police information database. • Jan. 7, 7:30 p.m., Meadow Place: Complainant left his locked vehicle parked on the street and when he returned the next day he noticed the door lock was damaged. The vehicle had been rummaged throughout and items valued at $50 were stolen, including his passport, a black LED headlamp, and a black
and brown folding knife. Passport Canada notified of the theft of the passport. • Jan. 7, 8:59 p.m., 4700-block of 62nd Street: Complainant reported his complex’s mailbox had been broken into and a parcel stolen from it. Canada Post informed of the theft. • Jan. 8, 7:42 p.m., 72nd Street and 36th Avenue: Report received from complainant that she left her vehicle unlocked in the area and when she returned it had been rummaged throughout. Items stolen include a $50 multitool pocket knife and radar detector. Report taken for information purposes.

• Dec. 31, 9:21 a.m., 5500-block of 14B Street: Complainant sent an online report to Delta police advising that four red five-gallon jerry cans full of fuel were stolen from his carport. • Jan. 5, 10:42 a.m., 1300-block of 56th Street: A pair of Bauer Vapor roller blades was found in the parking lot and turned over to the Tsawwassen Community Police Station. Owner can claim at the
office, 1108-56th St. • Jan. 5, 11:53 a.m., 1000-block of 56th Street: A skateboard found in the area turned over to Tsawwassen Community Police Station. Picture of skateboard circulated in an attempt to identify owner with no results. The owner can claim at the office, 1108-56th St. Jan. 6, 5600-block of 12th Avenue: The president of a business informed police that one of the company’s gas cards had been used fraudulently after being lost in Tsawwassen. Fifteen fraudulent transactions totaling $403.52 were made at a service station in Tsawwassen over a period of two weeks. Jan. 9, 2:11 p.m., 67A Street: Complainant reported after several weeks he checked the shed at the back of his property and found that it had been occupied by unknown persons. The lock on the shed was broken and the motion detector light had been turned off. Mail from neighbouring addresses was found in the shed and the suspect had also defecated on the floor.

Public input sought as bridge plans finalized SANDOR GYARMATI

The public has until later this month to comment on the latest consultation phase of the George Massey Tunnel Replacement Project. Aimed at finalizing the project scope, cost and funding plan, the third phase of the province’s consultation process for the mega project began last month, following the release of a Project Definition Report, and goes until Jan. 28. People will be able to comment on the report, which provides more details about the scope of the bridge to replace the aging tunnel. Feedback is being sought on such areas as funding options and traffic management during construction. The province has stated it plans to fund the project at least in part with user tolls and that funding partnerships are also being explored. The 10-lane, $3.5-billion-bridge connecting

Richmond with Delta across the Fraser River will have a toll in same range as the new Port Mann Bridge, Transportation Minister Todd Stone confirmed last month. Since it’s not a TransLink project, a referendum on the funding or the tolls won’t be required. The final toll price will depend on a number of factors, including funding from the federal government and Port Metro Vancouver, as well as the construction contracts to be negotiated. At more than three kilometres in length, the bridge will be 65 per cent longer than the Port Mann Bridge. The project, which also involves a number of upgrades to highway inter-
changes, will not include rapid transit but does have the ability to accommodate it in the future. Subject to an environmental review, construction is expected to begin in 2017, with the bridge completed by 2022, according the province. The project team will review survey results from an online feeback form, e-mail comments and feedback from open houses that will be held this month, and will report back by the end of February in a document that will be posted to the project’s website. There will also be future opportunities to provide feedback. People are asked to visit the project website at engage.gov.bc.ca/masseytunnel/ for updates.

hen will they learn? The short answer appears to be never. The Crime Beat is a fixture in our Friday edition and no installment of the popular feature would be complete without at least one vehicle break-in entry, although most weeks include multiple reports. The incidents are so similar you’d think the Crime Beat had gone green and was simply recycling crime, but unfortunately that’s not the case. Every week, without fail, there are reports of vehicles — some locked, others not — being entered by opportunistic thieves and the items taken — loose change, purses, sunglasses, garage door openers, etc. — are strikingly similar from one instance to the next. You’d think after reading hundreds of these reports over the years, and with all the other awareness efforts out there, that people would be more careful, but there appears to be a neverending supply of those perfectly content to leave valuables in cars. Perhaps it’s from editing the Crime Beat each week, but I’m definitely not one of them, however my son, who is a new driver, got into the habit of throwing loose change from the drive-thru in the centre console. “I’m not getting my window smashed because you can’t be bothered to put coins in your pocket,” I told him in my best dad-speak, warning of the insurance deductible he’d be on the hook for should his loonie or toonie prove too enticing for a thief to pass up. I have to say, he’s been pretty good about heeding the directive, so now I only find fast food wrappers and assorted clothing items, including fermenting soccer socks, when I get in the car. South Delta is a relatively safe place to live, which leads to a sense of complacency. It’s not like we leave our homes unlocked, but on a whole we’re probably not as vigilant in terms of crime reduction as some other places. That fact is not lost on those who prey on such circumstances. Police Chief Neil Dubord told our Jessica Kerr that officers have heard directly from thieves that South Delta neighbourhoods are targeted because many people can afford higher end purchases and often leave these items in unlocked vehicles. The chief termed them crimes of opportunity, which can only be committed if we continue to play a part.
Intrusive & costly bridge can only do so much in isolation

.I.P. George Massey Tunnel, 1959-2022. Or should it? Much has been written about this unique river crossing, dare I say embedded in Delta’s history. There had been considerable study and discussion whether a bridge or tunnel should replace the outmoded ferry system connecting Ladner with No. 5 Road in Richmond. After much debate, sometimes heated, the tunnel was the agreed solution after considering cost ($25 million in 1950 dollars) and stability with bed rock 600 metres below river sediment. Delta is blessed with thousands of acres of flatlands in the vicinity of the tunnel, far less invasive in the pastoral farm setting compared to a bridge with raised highway ramps. As late as 2006, the province’s long range plan included tunnel expansion to six lanes. In the 1980s, Delta council recommendations to maximize traffic flows offered some relief at peak rush hour. Seismic upgrades were engineered in 2009, while HOV lanes on highways 17 and 99 aided peak hour travel. Commuters waited patiently for the proposed twinning of the tunnel, full well knowing adjacent property on Delta and Richmond was in private ownership and in development stages.

Premier Christy Clark announced a new bridge to replace the aging George Massey Tunnel in 2012, but no unveiling of a long range transportation plan accommodated this political statement. It was not until last month that details were announced, including a $3.5 billion estimated price tag. The proposed bridge is 3.3 kilometres long with support pillars rising 210 metres above Delta’s flatlands. Compare those statistics with the tunnel length of 629 metres and cost in 2015 dollars of $225 million (adjusted for inflation). The tunnel at its lowest point is 72 feet below sea level and is held down by cables and concrete blocks, thus affecting deep draft river traffic during low tides. The provincial motivation for the bridge is clear. Where is the
motivation for Delta to support this costly edifice to move deep draft container traffic? Delta citizens have long rallied to preserve our unique culture and heritage. They have viewed intrusion into our lifestyle with suspicion and successfully rallied to save our hospital. This proposed bridge will be the longest, tallest and most costly in our province’s history. Without a plan to build fast, efficient public transit in concert with highway improvements, the bridge in isolation encourages dependency on single-occupancy vehicles. Situating a 10-lane bridge onto 60-year-old highway infrastructure with five minutes travel time to the four-lane Oak Street Bridge defies logic. Vancouver council has long deferred any interest in accommodating commuter traffic south of the river. I liken the proposed bridge to a modern 747 airplane trying to land on the dated runways of our Boundary Bay Airport. It cannot be accommodated without significant and costly upgrades. In speaking briefly with Doug Massey, he doubted his father would want his name associated with the new bridge. And a good night to you, Doug and Doreen. A fourth generation Ladnerite, Doug Husband is a former mayor of Delta.

Bridge designed with port trucks and ships in mind
Editor: Over the last month there has been the announcement of a $3.5-billion bridge to replace the George Massey Tunnel, along with the resulting comments and opinions. I would like to offer some comments to the taxpayers of B.C. 1. The bridge will cost every man, woman and child in B.C. around $800 each, not including cost overruns and interest. 2. The case has been made that it is to relieve traffic congestion at the tunnel but I would point out that traffic at the tunnel is much improved whenever port truckers strike. So tunnel congestion has much more to do
with trucks from the port. 3. The port wants ocean-going ships to get to the Fraser Surrey Docks but the tunnel prevents this, so it is the port that wants the tunnel removed. 4. The new bridge is much higher than other bridges over the Fraser River to allow passage of the ocean-going ships, so again it is the port that requires this very high and very long bridge. 5. I understand the bridge will have five lanes each way. Since the population of Ladner and Tsawwassen is less than 50,000 people, how can five lanes be necessary? Well, the port intends to expand and it knows the trucks will need two or
three lanes to slowly climb this very high bridge, so again it is the trucks to the port that will require five lanes each way. 6. The province intends to toll this bridge so South Delta commuters will pay the toll while South Surrey commuters will use the Alex Fraser Bridge. Yes, the trucks from the port will pay the toll to cross but that will be chump change compared to what taxpayers will pay for the bridge. The bottom line is the port needs to remove the tunnel and needs this bridge to make the Fraser Surrey Docks viable and to move its trucks north. My question: Why doesn’t the port pay for the bridge? Citizenry deserving of honour
Editor: Re: Changing of the Guard, Dec. 31 I beg to differ with your choice of Newsmaker of the Year. My vote for such would not be a single person, a politician at that, but the collective citizenry of South Delta who have over the past year performed yeoman service day in and day out without eliciting publicity and without reward other than to know their duty has been performed at a high standard. Who, other than the good people of Ladner and Tsawwassen, have energized the community with a steady hand on the economic tiller?
Look no farther than the various businesses that line the streets of both communities and see the “cement” that holds the two communities together, while they individually and collectively muster a plausible defence to the intrusion of two massive malls too close for comfort, or have a thought for the so-called ordinary folk who tend to their homes, pay their taxes and generally take good care of what each considers a gem. Add the many, many volunteers who in concert with others provide comfort to those who have need for such aid as food banks, or the dozens of children who annually
stand in the cold outside businesses silently displaying a plea for a few dollars to assist a worthy cause and, of course, at Christmas time, Salvation Army volunteers who seem to be a dwindling breed of hardy folk who think more of others than they do of themselves. These, individually and collectively, are the real newsmakers and not a neophyte politician because long after the politician is gone and forgotten, the stalwarts who champion the communities will remain doing as they have done for years — bettering both Ladner and Tsawwassen. Many heed call from Meals on Wheels
Editor: In the late fall of 2015, I forwarded a letter outlining the work of Delta Meals on Wheels and expressing the possibility of being unable to continue due to a lack of funds. At that time, and on behalf of the society, I also requested financial assistance from citizens and local organizations in order to continue the valuable service of delivering a hot meal on a regular basis to our customers. I am pleased to advise that the response in the last four months has been truly wonderful and the donations received will enable the society to continue its work without interruption for at least the
remainder of 2016. We now know the Highway 17A entrance to the new bridge will be two lanes. It sounds wonderful — until you ask if one of the two lanes is HOV. The response isn’t quite so convincingly wonderful. So while at the moment the plan is two lanes, the Ministry of Transportation and Infrastructure is apparently in discussions with TransLink, and we know full well that TransLink won’t be eager to relinquish a dedicated HOV lane. Should TransLink refuse to cooperate, I guess we can always hope the bridge will be so efficient that our single lane of traffic from Highway 17A will never back up. And that all the traffic from Tsawwassen, Ladner, the new malls, the new developments and the ferry terminal will flow smoothly onto the bridge. As I say, I guess we can hope. My concern may be misplaced, and I certainly hope it is, but I am worried enough to say the public comment period for the Massey Tunnel Replacement Project Definition Report is currently underway and ends on Jan. 28. I encourage you all to advise the Ministry of Transportation and Infrastructure that we expect South Delta’s
access to the bridge to be as smooth and uncongested as possible. We really do deserve nothing less from this massive project. I should also explain some of the confusion that exists over provincial announcements about the various dates for public comment. Jan. 28 (as discussed above) is the closing date for public input on the Project Definition Report. The ministry will then make final decisions and will include that information in its application to the Environmental Assessment Office (EAO). Feb. 15, on the other hand, is the closing date for the EAO’s initial decision on the “valued components” (the environmental, social, economic, etc. issues) that may be impacted by the project. It is the EAO and the Ministry of Transportation and Infrastructure that are hosting public open houses in Richmond (Tuesday, Jan. 26, 2 to 8 p.m., Sandman Signature Hotel) and Delta (Wednesday, Jan. 27, 2 to 8 p.m., Delta Town & Country Inn). The Environmental Assessment Office will have further public comment periods once the ministry submits its formal project application. We are all pretty cynical about these public input processes, but I do encourage you to take advantage of the opportunity to comment on either the project scope (by Jan. 28) or the environmental components that should be studied (Feb. 15).

Business MP to address chamber Delta MP Carla Qualtrough will be the guest speaker at a Delta Chamber of Commerce meeting next week. Qualtrough, a humanrights lawyer and Paralympic swimmer, won the local riding in last October’s federal election and was appointed to the dual cabinet role of minister of sport and persons with disabilities. She’ll speak to her portfolio’s priorities moving forward, the chamber’s website notes. The lunch meeting takes place Wednesday, Jan. 20

BA Blacktop executives visited Reach Child and Youth Society recently to present a $10,000 cheque toward efforts to build a new centre in the heart of Ladner. “We are delighted with this generous contribution to the Building Together for Children Campaign and so pleased to welcome BA Blacktop to Reach’s family of donors,” said Reach Foundation chair Barbara Wallick. BA Blacktop has a significant number of projects underway in the Delta area and was happy to have an opportunity to support a local charity. “In 2016, BA Blacktop

I enjoyed a rare day at home earlier this week and had time to prepare a roasted rack of pork over a bed of vegetables. When we sat down to dinner, my husband called it soul food. The Corporation of Delta has established a Board of Variance made up of five (5) persons appointed by the Mayor and Council. Farmland faces growing flood risk Sea level rise due to climate change concerns farmers, particularly those on Westham Island
From where Jack Zellweger lives, he can see the dikes that hold the line between the land and water. His family has farmed on Westham Island since the 1960s, but as sea levels rise due to climate change, the future of farming here becomes less certain. “Westham Island is pretty much all below sea level, so it would be bad if the dikes ever breached,” says Zellweger, who farms 300 acres, including seed potatoes, beans, peas, grain, hay and beef cattle. “A lot of people think of this area as a bird sanctuary, but this is some of the best farmland in B.C. I’d like to see government make the farmland on Westham Island a priority.” In 2013, Delta farmers were brought together with local and provincial governments by the B.C. Agriculture & Food Climate Action Initiative to develop the Delta Regional Adaptation Strategies document to identify and prioritize climate changerelated risks to agriculture in the region. The increased risk of coastal flooding topped the list as a threat to crops, livestock and agricultural infrastructure, with additional concerns about impacts to soils and supply lines. While agricultural land in this area has always been subject to flood risk, climate change is projected to increase the frequency of flooding associated with extreme weather events, intense precipitation and sea level rise. Sea level in the Fraser delta area is anticipated to rise up to 0.6 metres by 2050, and 1.2 metres by 2100. Rising sea levels, particularly when combined with high tides and storm

However, with the variability that accompanies climate change, rapid melts and earlier (and more intensive) peak flows are a strong possibility, increasing the potential for flooding along the Fraser River. A recent report, produced as a follow up to the Delta Climate Adaptation Strategies plan, examines the potential economic and agricultural produc-

tion impacts of flooding related to climate change in the Fraser delta. While this extent of land would never flood simultaneously, the study found over 6,000 hectares of agricultural land, almost all of the Delta’s Agricultural Land Reserve area, is vulnerable to flooding based on projected sea level rise. Zellweger is philosophical about the likelihood that a major flood will happen anytime soon, but he remembers the last time the dike broke. “Before the dikes we have today, there were earthen dikes built by the
farmers. One year about 30 years ago, we got a bit of a storm and the farmland was flooded by seawater,” he recounts. “Our dikes were rebuilt about 25 years ago — it’s a good base to work on, but they need to be maintained. That’s the cost to keep our farmland in production.” He adds the Corporation of Delta, which is responsible for maintaining the 67 kilometres of dikes that protect the region, will need to upgrade the flood boxes that move water out of low lying areas and beyond the dikes.

For its part, the Corporation of Delta has a long-term strategy as part of its capital works program to raise the dikes ahead of the projected sea level rise. There are also plans on the books to improve pump station capacity to move water out and improve drainage. “We are taking a long-term, generational approach to dike maintenance, and will raise them by an average 0.6 metres by approximately 2050 to match the climate science,” says Hugh Fraser, Delta’s deputy director of engineering. “Climate
change adaptation projects carry a substantial cost. In Delta alone, a significant investment will be required combined with financial support from senior governments is expected to be required over the next 50 years.” David Ryall, chair of the Delta Farmers’ Institute, says the farming community is aware the increase in coastal flood risk due to climate change is more than just an agricultural issue. “Everybody feels the Corporation of Delta will do something because Ladner is going to be flooded,” he says. “The issue for our farmers is that flooding can damage equipment or buildings, and depending on flooding depth and salinity, some farms could lose a year or more of growth.” While the local government tends to the dikes to protect the community at large, farmers are investing in drainage improvements to move water out to drainage ditches as quickly as possible. Delta farmers are working together to improve their understanding of flood risks by sharing information and enhancing farm-level emergency planning for farms in high-risk areas. It’s part of a long-term strategy to build an agriculture sector that can adapt to changes and remain viable far into the future. The B.C. Agriculture & Food Climate Action Initiative and Delta adaptation projects are supported by funding through Growing Forward 2, a federal, provincial, territorial initiative. Delta academy goes operatic
School district launches new program in partnership with Vancouver Opera DAVE WILLIS

The Delta school district is launching a new opera academy in September. The Opera & Performance Academy, offered through a partnership with Vancouver Opera and based out of Delta Secondary, is for Delta school district students from grades 8 to 12. “I’m extremely excited about offering this opportunity in the district. I think it will really add to what’s already happening really well in this district,” says Paige Hansen, viceprincipal of academy programs. She says she sees the offering as “being something kids will absolutely love.” Colleen Maybin is the director of education and community engagement Vancouver Opera. She says students will be going through singing and acting lessons, learning about opera as an art form
and languages like Italian, French and German. She says Vancouver Opera has existing programs that are based on experiential learning for kids through opera and the academy is taking that to the next step. “It’s really about introducing these students to the professional world of opera and giving them a chance to develop their performance skills and having the experience of the multi-disciplinary nature of opera,” she says. She said it’s Vancouver Opera’s intention for students to work with its coaches, pianists, singers and all of the other professionals who work with the group. “It also gives them backstage access to pretty much everything going on for us.” Maybin says there’s nothing out there that’s similar to this academy. “No one is doing anything like this. It’s very innovative,” she says.
There will be an information meeting on the new opera academy on Feb. 3 at 7 p.m. at DSS. Hansen says students will be able to sign up beginning in early February. There are also open houses for academy programs scheduled for Saturday, Jan. 23 (10 a.m. to 1 p.m. at Delta Manor Education Centre) and Saturday, Jan. 30 (10 a.m. to 1 p.m. at Burnsview Secondary). Sidekick tackles ground-breaking play Theatre company opens run of Michel Tremblay’s Les Belles Soeurs next week in Tsawwassen
The Sidekick Players continue their 19th season with Les Belles Soeurs, which opens a three-week run next Thursday at the Tsawwassen Arts Centre. Directed for Sidekick by Carroll Lefebvre, the play is written by Michel Tremblay, probably the most-produced playwright in the nation and arguably the most important playwright in the history of the country. Tremblay’s first widely produced play, Les Belles Soeurs opened the floodgates of theatre, both Francophone and Anglophone, in a number of ways. First, it introduced a theatre that was from here and that could not be mistaken for theatre from anywhere else. The language Tremblay used in the work, in a frank, often brutal way, was not simply used for shock value because the piece also set out to prove that the language of the streets was a beautiful thing. Les Belles
Soeurs also signaled the steps theatre in Quebec (and all over Canada) was taking away from tradition and, by extension, the control and censorship actively exercised by the clergy. Sidekick’s production features 15 women in a cast that comes from Delta, Langley and Vancouver. “It’s not always easy putting 15 women (many of whom didn’t know each other before) in a room and expect them to get along, but this group is amazing,” says Lefebvre. “They arrive for rehearsal full of energy and gather in the seating area and start chatting, some bringing in goodies and coffee. It’s like a bridge game, not a rehearsal.” She says it’s this camaraderie that has bonded this cast and has resulted in wonderful chemistry on stage. Lefebvre says the play has offensive language and material, but that is what Tremblay wanted to accu-
rately portray the language and living style of the French Canadian, working class women in the 1960s. Many people remember collecting stamps to be put into books that could be traded for household items. Now we just have plastic cards that we hand over to the cashier to accumulate points for the same thing. In Les Belles Soeurs, Germaine Lauzon has just won one million trading stamps and she is excited to get so many things for her home she otherwise could never afford. The catch is she has to paste them all into books before she can redeem them. She invites friends and family over one night to help her paste all the stamps into the books. What transpires during that time opens many wounds and shows the true colours of her friends and her family. Often times it isn’t very pretty. There is humour, tears and the shock factor

Getting lost in Quebec City’s charms JAMIE ROSS

arrow cobblestone streets stuffed with charming vendors, galleries, sidewalk cafes, picturesque churches, historic inns and wonderful restaurants, have helped Quebec City earn the moniker, “Paris without the jet lag.” Add beautiful architecture and colourful vibrant squares full of musicians and artists, and you might end up wondering why anyone would bother travelling the extra distance to Europe? Quebec City, “where the river narrows,” is the capital of the province of Quebec and one of the oldest cities in North America. Situated on the banks of the St. Lawrence River, it was founded in 1608 as one of the first significant settlements in Canada, and it was here on the Plains of Abraham that the colony of ‘New France’ fell into British hands in 1759. The district of Old Quebec was declared a
UNESCO World Heritage Site in 1985. A beautiful stony arch forms the entrance through the fortifications into this historical place. I spend a whole sunny afternoon blissfully lost in its warren of lanes, meandering through evocative alleys, ducking into eclectic galleries and enchanting shops, wandering past mouth-watering bistros and getting a sense of history everywhere I look. I stumble upon the Place Royale, the square in which Samuel de Champlain founded this settlement. The cobbled courtyard is filled to the brim with history. Here is Champlain’s fort, trading post and home, and also the oldest stone church in North America, NotreDame-des-Victoires, which was built in 1688. While musicians and street artists entertain, tourists jostle to get a photo of the Fresque des Quebecois, a wonderful mural depicting the story of Quebec, with life-like paintings of historic figures, and Quebec’s famous

The narrow streets of Old Quebec. writers and artists. After wandering around in a delightful daze, I get my bearings when I look up to see the Chateau Frontenac looming above. Looking as much like a castle as a luxury hotel, it has gloriously dominated the city’s skyline for over a century. A Funicular (outdoor lift) whisks people up the steep grade to the grand hotel, or you can stay fit by trekking up the many stairs. Just outside the walled battlements of the old city is the magnificent parlia-

ment building, inspired by the Louvre Palace in Paris. On its walls are 26 bronze statues honouring Quebec’s historical figures. Horse drawn carriages pick up passengers at the Fountaine de Tourny for a tour of the old city. For me it will be a little more energetic. I rent a bike to navigate the paved cycle paths that lead out of the city to the Parc de la ChuteMontmorency. Once you arrive at the park, you can take a cable car up the mountain to take in the awe-inspiring views of
Montmorency Falls. If you are feeling adventurous, try the Via Ferrata climbing route that scales the sheer wall beside the massive waterfall, and then zipline back over the crest of the chute. Another quick 30-minute drive from Quebec City the next morning has me in the Parc National de la Jacques-Cartier. Here you can enjoy some easy white-water canoeing or rafting, and do some hiking in search of moose. After such strenuous activity, I have a good excuse to relax at the Siberia Station Spa located just on the outskirts of the city, with its hot and cold pools, waterfalls, steam baths and saunas, and some amazing riverside relaxation stations. The spa experience is based on the Scandinavian concept of thermotherapy, where you alternate between hot, cold and resting treatments. The process is said to relax muscles, reduce stress, improve sleep, eliminate toxins and strengthen the immune system.
It has just made me hungry — but no worries, there is a wide range of cuisine options in Quebec City, from hip and trendy to cosy and traditional. In Old Quebec is the charming Bello Ristorante. The food here is exquisite Italian presented in a unique Québécois style. For the beer lover, La Korrigane is a microbrewery where you can relax with a pint and enjoy some great pub food. I find a unique dining experience at the revolving Ciel! Bistro-Bar located on the top floor of Le Concorde Hotel and with its magnificent panoramic views I am able to see where I have really been the last few days. I enjoy an excellent dinner, whilst looking down on the winding roads, stone buildings, colour and activity that give this wonderful old city so much character. It is a Tuesday afternoon in Rosemary Harris’ Grade 3 class at Hawthorne Elementary in Ladner. Each student is equipped with a laptop or tablet, but instead of being students, they are teachers. Every student invited a parent, grandparent or Grade 7 buddy to join him or her in class to instruct them on how to computer code. “You’re smarter than your grandma!” exclaimed
a grandfather who came with his wife to learn about coding from their granddaughter. Harris’ class is taking part in Hour of Code, a worldwide event aimed at demystifying code by demonstrating that anyone can learn the basics. Harris’ students are already computer savvy as they blog every day as a way of connecting their learning with life beyond the classroom. The students have also

been preparing for the Hour of Code by learning the basics of coding in advance. “I decided to teach my students how to code because I noticed that coding is regularly talked about but not understood. It really is just the function of how electronics work,” says Harris. “This is the world our students are living in and we need to teach them from where they are.

A drop in tiering has provided a better playoff outlook for the Delta Pacers senior boys basketball team yet there is no guarantee the season will go beyond late February either. The Pacers improved to 3-1 in Fraser Valley West AAA League play with an easy 90-58 win over the North Delta Huskies on Tuesday night. With eight of the 11 teams advancing to the league playoff tournament, Delta is a near lock already. That’s when it will get interesting. Unlike the the AAAA playoffs that sees 24 teams through to the championship round, only eight move on at the AAA tier — four from each of the two leagues. Currently, the Fraser Valley West League features No. 2 ranked Southridge and No. 9 LA Matheson, along with honourable mention Kwantlen Park. Throw in three other competitive teams — Princess Margaret, Sullivan Heights and Fleetwood Park — and it is shaping up to be a very interesting tournament. The Pacers slipped past LA Matheson and
Princess Margaret back in early December, while coming up flat in an 84-57 loss to Kwantlen Park. They still have to play Fleetwood Park (Jan. 26), Sullivan Heights (Feb. 2) and Southridge (Feb. 9). “The league is pretty good with five or six good teams,” said Delta head coach David Craig. “We were lucky to win those first couple of game (against Princess Margaret and LA Matheson). “Southridge look to be at another level but the rest of the teams are pretty similar. I do think we have improved a lot more, since the start of the season, than others.” The Pacers starting line-up features just one Grade 12 and only Grade 11 standout Jas Singh saw significant playing time at the senior level a year ago. Craig has aged up Grade 10 William Khu to be his starting point guard and the top end of his rotation features mostly Grade 11s too. “When you look at our starters, we have four guys who haven’t played many minutes of senior ball and it has taken them time to learn a different level,” Craig continued. “Fitness was also an issue earlier on. Some of my guys play
a lot of minutes and they weren’t ready to go 40 yet. Jas was probably the only one.” The 6-foot-8 Singh, who earned MVP honours at a tournament in New West before Christmas, is the focal point of the Pacers’ offence but players are getting more comfortable in their roles around him. Cam Ratzlaff has been a solid secondary scoring option, while Khu continues to improve. “Guys are learning how to cut and play off of Jas,” said Craig. The Pacers were at the 50th annual Chancellor Tournament at St. Thomas More last week where they bowed out in the quarterfinals to eventual runner-up GW Graham. Delta led by as much as 19 points before its Chilliwack opponent took advantage of foul trouble to come storming back and win in overtime. “We can play well in spurts and the goal is to extend that as the season progress,” added Craig. “I’m encouraged by how hard they are working.” The Pacers are at the Yale Tournament next week where they will open play against Lord Tweedsmuir.

Rod had a passion for his family, golf and the Toronto Blue Jays. He also enjoyed adding his own commentaries to classic music from the 30’s to 50’s and has left the family with many treasured memories by taping them. He was a true gentleman and a gentle, sweet soul. We are proud to have known him, and to be part of the legacy that he has left behind. He was a true Scotchman and delighted in sharing his Scottish heritage. He retired at age of 72 from the Eldorado Hotel, and kept busy for many more years as President of Collingwood Towers Active Club. He spent his final few years at Westshore Laylum Care Facility in Delta. There will be a Family Celebration of Life in Prince George in the Fall. Rod will be joining his parents and his brother Gordon at the Masonic Cemetery in Burnaby. The family would like to thank Dr James, the dedicated, caring staff at Westshore Laylum and the staff at Burnaby Hospital for their tender loving care of Rod in his final years.

He was a long term resident of Tsawwassen for over 45 years. Stanley was predeceased by his loving wife, Lois of over 70 years in August 2015. Stanley is survived by his daughter Rosemary Manarin (Herman), son Michael (Sharon), five grandchildren and two great grandchildren. Stanley lived a long and happy life and was very proud of his career with the Royal Air Force and later, the Royal Canadian Air Force. A Celebration of Life will be held at the Coast Tsawwassen Inn, 1665 - 56th Street, Delta, BC on Sunday, January 24th at 1:30pm.
