Tomorrow, the Rotary Club of Tsawwassen will host an Easter egg hunt and pancake breakfast at Diefenbaker Park from 9 a.m. to noon. There will also be a petting zoo, cookie decorating, a bouncy castle and face painting. The Easter egg hunt is set for 10 a.m. On Sunday, the Ladner Business Association will hold its annual Easter parade and Easter egg hunt. Youngsters are invited to take part in the parade that will assemble at Westham Square at 12:45 p.m. and will march to Memorial Park where the Easter egg hunt will take place.

It’s a first for real estate in South Delta. Earlier this month, two realtors teamed up in a land assembly effort to sell six homes on Ladner’s 57th Street, getting
their clients top dollar while setting the stage for potential redevelopment. Long-time real estate agent Bob Chancey said he was approached by a neighbour interested in selling. Another local realtor, Richard Lowe, was already in talks with the owners
of a nearby home, so Chancey began talking to the owners of a third home, which sat between the two, as well as the rest of the owners on the block between 48B and 49B avenues. Other owners soon expressed interest in selling and the two agents, who have both been in
the business for decades, decided to team up. “If we did it in sections, it wouldn’t have worked for people,” Lowe said. “If it wasn’t for our cooperation, there wouldn’t be sold signs there.” HOMES: see Page 3

Chief seen as a role model 26-year-old Bryce Williams is proving to be an inspiration to First Nations’ youth SANDOR GYARMATI

He feels honoured being called an inspiration. Only 26, Tsawwassen First Nation Chief Bryce Williams will soon be wrapping up his first term, one that began with a surprise election victory almost four years ago when he was just 23. A carver and painter who believes it’s important for young people to stay connected to their heritage, Williams spent one term in the TFN legislature as an elected official before deciding to run for chief in 2012. He bested well-known incumbent Kim Baird, only to have to go through it all again the following spring after a technicality voided the original results. Running for re-election next month against a pair of challengers, the young chief has been at the helm of a First Nation that’s poised to become an economic powerhouse with its many development projects planned or already underway. TFN Chief Bryce Williams faces two challengers in next month’s election. aspect of his first term, Williams said in a recent interview, has been being told by First Nations’ youth, as well as young people who aren’t part of a First Nation, that he’s been an inspiration for them to get involved in their own governments. “It’s been very uplifting to hear from people outside the community that I’ve been an inspiration for
some young people getting involved in government. There was one fellow from northern B.C. who mentioned that I was part of his inspiration to run for his local municipal government,” said Williams. “I also had a meeting with the B.C. regional chief, Shane Gottfriedson, and he mentioned that I’ve been an inspiration across Canada for some young
people to get involved in their bands and councils. It’s very uplifting to hear young people want to get involved and were inspired by what I’ve done at such a young age.” Saying he’s improved his public speaking skills in the last couple of years, the soft-spoken Williams’ late grandfather, Russell Williams, was also chief of the TFN, while his dad,
Remo Williams, served in the legislature. After graduating in 2007, he moved for a while to Haida Gwaii to live with his grandmother and learn more about carving, but always tried to stay involved in his own First Nation, including being a youth rep during the treaty process. He said his style of leadership is heavy on consultation when it comes to members, including those who live elsewhere. He’s even travelled to the U.S. to meet them. “Consultation is key. I think people are generally satisfied,” he said. Williams said language classes have been important as far as helping to ingrain culture and a sense of identity among the TFN’s young people, but other initiatives that have the youthful chief excited include a recently established drum group, something close to his heart since he’s also a native drummer. Cedar and wool weaving classes will also be starting and a new carving shed for artisans has opened.

CONTINUED from Page 1 The pair began marketing the homes to development companies and by early March had sold six of nine contiguous properties, totaling 60,000 square feet of land. Chancey said the remaining three properties are still up in the air. Homes sold in a block for land assembly typically
fetch a higher price than those sold individually. The homes, which according to the B.C. Assessment website were all assessed at between $600,000 and $650,000 last year, were listed at close to $1.5 million each. According to the Real Estate Board of Greater Vancouver, the “bench-
mark” price for a single family home in Ladner was $887,700 as of last month. Land assembly is commonly seen in Vancouver where large blocks of homes have been sold and demolished to make way for townhouses and condominiums. “This has never been
done before in South Delta,” Chancey said. The realtors said they cannot speculate on the developer’s plan for the land. Jeff Day, Delta’s director of planning, said the municipality has received some inquiries about constructing townhouses on the land, adding the prop-
erties are all zoned for single family residential and the area is also designated single family under the Official Community Plan. However, Day said that does not mean a developer couldn’t apply to build something higher density. There are other higher density developments in the area.

A user-pay system that’s not overly complicated can be worked out for Metro Vancouver’s major crossings, according to a UBC professor who has studied road pricing and tolling models for years. Robin Lindsey, a professor in transportation and international logistics at the Sauder School of Business, has examined tolling models around the world, believing a simple solution can be implemented here to help pay for transit and bridge projects. It could also ease congestion by spreading out traffic not only over different crossings but also over the course of the day. “What arises whenever you talk about this topic is concern about inequity, but if a system is designed properly, you can in principle address that issue. One reason is that you can make traffic flow more efficient and you can also take the toll revenues and use them in ways to alleviate the perceived inequities. One way to do that is cross-subsidize public transit,” he said. Lindsey noted different road pricing systems in the U.S., Europe and Asia have various benefits, including encouraging people to take shorter trips, trips at different times or take public transit to save money as well as save on travel time. “People recognize that to get a high quality service of almost any sort in the economy, you have to pay for it. Why should roads be different? Why should it be only publicly funded?” While only a couple of newly built crossings here

Noting the government had promised such a review a couple of years ago, Huntington said an increasing number of prominent groups and individuals have voiced their support for a tolling review for Lower Mainland bridges. Delta Mayor Lois Jackson, meantime, put forward the idea of a nominal $1 toll for all major crossings in the region to help ease congestion. Lindsey said Jackson’s idea needs further refinement but seems to be a good starting point for what could be a fair region-wide system. “You can’t get too sophisticated in the Metro area because people can’t adjust the time of their trip, their route and their destination on the basis of real-time information, but the technology does exist to compute accurately what a toll should be,” he

said. “I think the Delta mayor’s idea should be refined in two ways: First, congested bridges should have a higher toll and, second, it should be time differentiated. So unlike the Port Mann, unlike the Golden Ears, it should be higher in the peak times and lower, possibly zero, at other times.” As far as having the most favourable system, he said the optimal tolling method depends on the city and its layout. “In the case of Vancouver, because the downtown is not particularly congested, it does not make sense to have an area charge for the downtown,” he said. “In my opinion and others, the best thing you can do in Metro Vancouver is charge the existing infrastructure, which is a bottleneck except for the new Port Mann now because it is tolled and has bigger capacity. So you have around 22 pinch points to toll them maybe for perceived equity reasons you toll them the same charge, but if you can also time differentiate it and make it a little more complex.”

The Massey Tunnel Replacement Project is moving ahead despite the lack of a funding promise from the federal government. Finance Minister Bill Morneau tabled the new Liberal government’s first budget Tuesday, one that promised $11.9 billion over five years in infrastructure spending across the country, but didn’t include the B.C. government’s big ticket item, the new bridge. B.C. will receive $460 million over three years for transportation and lightrapid transit expansion in Metro Vancouver was mentioned for the longer term, including projects like the Surrey LRT and the Broadway subway line. The federal government is also increasing its share of funding for major projects to 50 per cent, up from one-third. But when it comes to the $3.5 billion bridge between South Delta and Richmond, there was no mention money had been earmarked for that project. It’s a provincial initiative where Delta or other municipalities haven’t
been told they’d have to pick up a portion of the tab, but the province is expecting money from the feds and Port Metro Vancouver. Following the budget announcement this week, Community and TransLink Minister Peter Fassbender, the senior B.C. cabinet minister speaking on behalf of the province, said the bridge is going ahead. “We are moving ahead, as you know, on the George Massey (Tunnel) replacement because it is important, not just as transportation for people but goods movement. It is also an environmentally positive project for the region, so we’re going to continue to press for that,” he told reporters. “I think there’s a lot of detail in the budget. Our officials are in Ottawa and will be working with our counterparts and the federal government, and we’re going to see what evolves out of that. I am sure there are many other projects that aren’t detailed in the budget, but I can assure you we will be having those discussions,” Fassbender said. He said B.C. is committed to investing $12 billion
in infrastructure over the next three years, including the tunnel replacement, and it’s not going to be contingent on federal funding. As far a rapid transit, including light rail, being part of the new bridge, that capacity will be built into the crossing but the province hasn’t committed to adding such service when the bridge opens in 2022. Light rail into Delta would not likely be high on the regional mayors’ list of priorities and would have to be another provincial initiative, since Surrey and Vancouver have the combined power within Metro Vancouver to put their projects on the top of any wish list. Gordon Price, director of the City Program at Simon Fraser University, said it’s surprising so much would be spent on a bridge without the inclusion of rapid transit. “That raises the question why isn’t it. If this region is committed to its regional vision, then yes, there should be something when you put in three to four billion dollars where there should also be a serious commitment to transit,” said Price.

Delta applauds increased ALC funding $1.1 million bump to budget will help improve compliance and enforcement capabilities SANDOR GYARMATI

The boost for the Agricultural Land Commission is long overdue, says Coun. Ian Paton. Earlier this month, the province announced a 33 per cent ($1.1 million) budget increase for the ALC to fulfil its mandate of protecting farmland and to delivering services in a timely manner. The improved funding is aimed at helping compliance and enforcement activities as well as improved levels of service. Changes announced for the commission’s service delivery includes a refund to applicants if their application is not processed within a defined time. “Honestly, I think it was Delta who started this and we led the charge time and time again in the last two years, not only with the land commission but at UBCM (Union of BC. Municipalities) meetings with the agriculture minister saying how unacceptable it was for simple applications,” said Paton, a
Ladner farmer. “So we’re really happy with this announcement to increase the funding to the ALC, increase the enforcement people and to speed up all the applications to 60 business working days.” Last summer Delta reiterated its concerns about the length of time it took applications to be processed, requesting to meet with the ALC to discuss opportunities for local governments to make decisions on matters of a “more local scale.” Paton said at the time what was particularly frustrating was that several applications by Delta farm owners submitted to the ALC were sitting on someone’s desk for up to a year with no resolution in sight. He noted the ALC already allows local government to make decisions independently regarding the Agricultural Land Reserve in a limited number of cases, such as additional farm house applications, so additional authority could be handed to local governments to process
other applications in a timely manner. Instead, the province last month announced changes to the ALC that included keeping applicants informed by acknowledging receipt of a complete application, or identifying the required additional information, within five business days, as well as making decisions within 60 business days of receiving complete applications and notifying applicants within five business days of the decision being made. Paton said the applications don’t involve subdividing land within the Agricultural Land Reserve or removing land from the reserve, but instead are for simple matters, such as lot line adjustments, that shouldn’t have been taking as long to process. Paton, whose father Ian Paton Sr. was a chair of the ALC in the late 1980s, noted new ALC chair Frank Leonard spoke at a recent Delta Farmers’ Institute meeting, assuring improvements to service and enforcement.

elta can do it better. News that municipal hall is looking at assuming day-to-day control of a relocated Delta Museum is hardly surprising given the Corporation of Delta’s track record in dealing with some local non-profit organizations. Delta took over control of animal services from the Delta Humane Society, assumed responsibility for curbside recycling from the Delta Recycling Society and took over the operation of the Tsawwassen Arts Centre from the Delta Arts Council. Adding the Delta Museum to that growing list would appear to be more empire building on behalf of local government, but before jumping to that conclusion, it’s worth looking at both history and the current situation. Although there’s been some acrimony in previous takeovers, it’s pretty safe to say that Delta has improved each and every situation. That’s primarily because the financial capability of a non-profit is no match for the might of an entity funded by our tax dollars. It’s hard to think we’d have a new animal shelter today if the well-intentioned humane society was still at the helm. Enter the Delta Museum, or more precisely the Delta Museum and Archives Society, a volunteer organization that has been operating the museum out of the former municipal hall in Ladner Village for almost 50 years. The century-old building on Delta Street has long been considered inadequate, but due to the society’s financial limitations, the institution remained there until it closed its doors at the end of last month to make way for renovations to re-purpose the venue. Those involved with the society desire a more modern facility, but they don’t have the money to make that a reality, so Delta has stepped in to offer space in the old courthouse in the civic precinct. The only catch is it wants to assume day-to-day operations of the museum. Delta doesn’t necessarily have to take control, but it’s not a stretch to think that even with a new space the society will be challenged financially to create the facility it desires. Delta has the ability to make that happen, however, and quite understandably, it wants to do so on its own terms. Turning over control isn’t ideal for the society, but it will ultimately lead to a better museum.
Decision on bridge was made without all the information

ebate continues over the bridge to replace the George Massey Tunnel. Our mayor has been in favour from the start, but not so Richmond and many other mayors. Why? They want money spent on mass transit and rapid transit. They want to see the analysis that convinces them a 10-lane bridge is the answer. They say the traffic jams will simply move down the road. In 2014, a study done for TransLink said the bridge, as proposed, would increase the journey to Vancouver by 13 minutes. No one argues that an increase in capacity is needed to cross the river. The question is and has been: in what forms, and where? A mix of cars, trucks and rapid transit seems favoured by many. Recently the project team released a survey showing much of the traffic moves between Delta and Richmond, and not beyond. It was based on Bluetooth technology found in many newer cars. Folks tell me the sampling is flawed — the technique doesn’t count older cars or trucks, or heavy vehicles. Even if the data were correct, it is simply a sample of today. The bridge — if built — needs to be focused on our needs over many

decades into the future, not the shopping habits of 2015. We are told a major reason for replacing the tunnel is that it may move about in an earthquake. Doug Massey, a former Delta councillor and son of the person for whom the tunnel is named, communicated with tunnel experts in Europe who had advised on this tunnel’s design along with many sites in Europe. They said B.C. had a single conversation with them. Recently I tried to learn about the soil found under the proposed massive “H” towers. The Geological Survey of B.C. has data for Richmond, but no data for the Delta side. The Richmond side has very “difficult” soils beneath where the tower would be built. So how and why did the provincial experts decide to build here?
Now they are sampling the soils. Is this a bit late? Some months after the bridge was announced by our premier in 2014, I asked her office where the analysis was that took us from five scenarios to a decision. The response to a freedom of information request was: “no information found in the premier’s office.” So how did she know what the choice should be? Am I to believe she decided without analysis to spend over $3 billion on this? I have asked the senior experts in the bridge project office. They told me a financial analysis was done — “high level,” they said. I asked to see their notes. They said “no notes were taken.” So was it on a single Post-it note? Do we have a bridge announced in a major earthquake zone, with no serious technical analysis of options, nor of costs of alternatives, with no data available on how to protect the bridge from “wobbling” in an earthquake, where no serious effort has been done to explore existing technology that could be used to upgrade the tunnel? The signs say construction starts next year. Is this the way we run the province? Is this how your money is being spent? Expanded tunnel far cheaper
Editor: I live in Delta and am very familiar with the tunnel traffic volumes during the morning and evening rush hours. The same problem existed when I was the premier and in 1989 I requested the Ministry of Transportation and Highways to get me an approximate cost for dropping another tube, complete with three lanes, a sidewalk and white ceramic tiles on the walls. It took a while, but not long before I left office an estimate came back. It was so low I questioned its accuracy. I was told it did not include a proposed “cloverleaf exit” and that this would be an added cost. I asked why and was then told this would require a piece of Fantasy Gardens and they thought they could have a problem with that. My response:
“No problem, you simply expropriate.” The small research project that was done was left with the NDP. They did nothing as did the successive Liberal governments. For me, that doesn’t necessarily mean the NDP or Liberals didn’t care but it does confirm my suspicion the bureaucracy and the big corporate influences like big and expensive projects. I also believe the B.C. Liberals want every Lower Mainland crossing tolled and understandably, it would be politically difficult, if not impossible, to toll an improved tunnel that was long paid for. The government now proposes to build a $3.5-billion toll bridge, 50 times more costly than dropping another tunnel tube, specifically for rush hour traffic. The bureaucracy and big business will love it but the everyday
travelling to work person will pay through the nose and now have no option but to pay. So what happens after I and thousands of others cross the five lanes going to Richmond and Vancouver, having been photographed for the toll on the new bridge, and we all arrive at the same time by the two very narrow lanes on the Oak Street Bridge? An even bigger disaster, with thousands of cars burning costly, heavily taxed fuel, including a carbon tax, and spewing pollution. The Social Credit government, historically, would have no part of tolls. They were seen as another tax on the working person, the people that travel the bridge more than the business person and who, unlike the business person, cannot use it as a tax write off. Mayor’s bridge comments are off base
Editor: I understand this is Lois Jackson’s last term as mayor, so the end can’t come soon enough. How can she say with a straight face that the traffic bottleneck won’t move to Oak Street and no farmland is threatened? You just have to look at the
plans to know that farmland is at risk. The only way to accommodate a 10-lane bridge is to widen the highway, which is lined with farmland. As for the bottleneck, that is a no-brainer. There is only one reason why this bridge has been
proposed and it has nothing to do with commuters. It is all about shipping access. If they really cared about commuters, they would spend the money extending the Canada Line to White Rock, which would be a far better fix for the commuting problem. Jane McCall
Daffodils brighten drive out of Boundary Bay
Editor: These days the drive from Boundary Bay up to Tsawwassen has two large patches of volunteer daffodils off to the right in the park lands. Similar drifts of daffodils are seen along ditches as one drives
the farm roads between Tsawwassen and Ladner. The rest of the year these ditches and the park land are rather drab with grasses and weeds, but spring provides a nice, bright promise of the best of life.
We should all thank the farmers and land owners of years ago who had the foresight to plant daffodils for all of us to enjoy. I smile every time I drive by. What a great way to start the morning. Joan Hansen

Bridge planning must take unknown into account
Editor: Re: Bound for Richmond, Murphy’s Law, March 11 In your recent column about the final destination of commuters through the tunnel, you comment on the fact that 59 per cent of northbound traffic ends in
Richmond. This information has value, and one has to assume that if it comes from the provincial government, the numbers are correct within a certain degree. Sadly, what this emphasizes is the “black swan” effect of planning.

It emphasizes history and planning, according to what is known. The unknown factor, the “black swan,” is what desperately needs to be planned for. Interestingly, we do have precedent that we can learn from and adjust our planning. The unknown factor is how this bridge will affect Delta. The precedent that we have is the tunnel itself. Adding a 10-lane bridge will affect Delta in a similar fashion to opening the area with the tunnel. This will draw more people
expense and more loss of farmland. This alternative was offered by previous plans. The bridge continues to be questioned because it only solves the issue of crossing the Fraser — at great cost. As a strategic planning exercise it does nothing to solve the greater traffic and transit issues of the Metro region. In terms of value for money, this plan fails to address any issues outside those presented by the tunnel. It asks B.C. to subsidize a very small portion
of the population. It will will put great pressure on Delta as the Metro area tries to expand. There are valid concerns about the bridge. The bridge replaces a tunnel known to have many more years of functional life. This has been validated by previous plans to “twin” the tunnel at a fraction of the $3.5 billion cost of the bridge. This would allow more funds to be spent on other infrastructure such as much needed transit to Delta and South Surrey. Peter van der Velden

A great (and unknown) number of these vehicles and commercial traffic will come from Vancouver. Only then will the need to address the Oak Street and Knight Street corridors become painfully obvious. The only obvious alternative would be to add a third corridor for yet more

versal nature. There was “Welcome to Ladner” on Ladner Trunk Road, “Welcome to Tsawwassen” on 56th Street across from the South Delta Baptist Church and the same concept in North Delta. Sometime in the last couple of months, our very expensive “Welcome to Tsawwassen” sign on 56th Street, along with its concrete base, electrical lighting and windmill palm trees, was removed. At about the same time, a new back lit sign appeared on 56th Street closer to Highway 17. I did an informal survey, all within a 10-day period following the installation and thought I would share the results. I spoke to 30 people and asked them if they had seen the new sign. Of the 30 I spoke to, 29 had seen the sign. Of the 29 that saw the new sign, I asked them what they thought. Not one of the 29 liked it. Their comments ranged from it’s ugly to why would the municipality or Tsawwassen BIA waste their money to we liked the earlier sign.
Despite asking a couple of sources, I was not able to find out who paid for this new sign. Was it the Tsawwassen Business Improvement Association or was it the Corporation of Delta? With these kind of results, I have to ask what was going through the decision makers’ minds when they approved the expenditure. I appreciate that Tsawwassen businesses are going to face increased competition with the new malls and they need to react but really, does anyone think this ugly sign is going to drive more business down 56th Street? I think not. If memory serves me correctly, when the Corporation of Delta spent all the money it did a few years ago on these universal signs, it had the message of a consistent image, and now we have broken away from this rational. I can only hope the money for this ugly and ineffective sign did not come from my municipal tax dollars as that would upset me. John Charbonneau

Water bombs not best method to silence dog South Delta Crime Beat

The following are some of the calls the Delta police responded to in the previous week:
TSAWWASSEN
March 10, 1:35 p.m., 5100-block of 12th Avenue: Complainant drove to Tsawwassen Community Police Station after a person began following and photographing him and his vehicle. The suspect followed the complainant right to the CoPS station and advised she was taking pictures because the suspect had allegedly run a stop sign and sped through a school zone. Both parties advised and cautioned: the complainant for his driving, the suspect for how she handled the issue. Parties sent on their way, separately.
March 15, 1:30 p.m., 12th Avenue: Complainant reported the neighbour had been throwing Ziploc bags of water over the back fence into her yard at her dog. Subject advised he was doing this because he was annoyed with the dog barking incessantly. Subject advised his actions were not at all appropriate and that he should gather necessary evidence for Delta’s bylaws department so it could handle the issue. March 17, 16:45 p.m., 1500-block of 56th Street: Complainant received a phone call from another police agency advising him his licence plates had been recovered. Complainant was unaware his plates had been stolen and was unsure where the theft occurred. Complainant to obtain new plates through ICBC. March 21, 10:01 a.m., 1500-block of Beach Grove Road: Complainant reported that his vehicle had been keyed by an unknown suspect sometime during the last week. The complainant was unsure if the damage had occurred while parked in Delta or while he was out elsewhere.

March 16, 2:06 p.m.,
5300-block of 44th Avenue: Complainant’s headlight bulb and casing were stolen while he left the vehicle unattended in the parking lot. Reported for insurance only. March 18, 9:59 p.m., 4800-block of Deltaport Way: Complainant called police to report she had got her vehicle stuck in the mud and was scared as it was dark and she was alone. By the time police arrived on scene the complainant had managed to extricate herself and no longer required assistance. March 19, 3:25 a.m., Westminster Avenue and Linden Drive: Complainant had an intoxicated female in his cab who he had picked up in Vancouver and transported to Ladner. The female then told the cab driver she did not have any money to pay her fare. Once police were on the scene, the female was able to locate enough money to settle her debt and the issue was resolved. March 21, 6:09 a.m., 7900-block of Alexander Road: Complainant reported his semi-truck was broken into while it was parked for repair. The item stolen had to have been removed with tools. Video footage has been obtained.

The Co-operators give water park project boost
Ladner Rotary Club continues its fundraising to replace aging facility in Memorial Park The Co-operators have helped the Rotary Club of Ladner take a big step towards installing a new water park for kids in the centre of Ladner with a sponsorship of $10,000. This funding will support the installation of a safer, more sustainable water play facility in Memorial Park in partnership with the Corporation of Delta. Ray Moschuk, a local advisor for The Co-operators, said since 1957 the Rotary Club of Ladner, one of 34,000 clubs worldwide, has brought together business and professional leaders to plan and take action in providing “service above self.” He said the water park project is a most fitting cause for The Co-operators’ support for its high value to the community. Irene Forcier, chair of Ladner Rotary’s water park project committee, said the aging water play facility that’s almost 30 years
Club of Ladner, and The Co-operators are known for their community involvement and support
for local initiatives. The water park project has an estimated price tag of $600,000.
The Ladner Rotary Club began planning for it in 2013 and fundraising started late last year.

The somber tone of Good Friday is upon us once again. As Christian followers of Jesus, we recall the journey Jesus takes from the Mount of Olives to Golgotha — where the cross sits upon the hill outside the city walls of Jerusalem. Around Town Easter parade and egg hunt
The Ladner Business Association’s annual Easter Parade will be held on Sunday, March 27 at 12:45 p.m. Meet at Westham Square (next to Blue Door Interiors and Stir Coffee House). Decorate your bike, wagon, or stroller and join the parade led by the Easter Bunny and Delta Police Pipe Band. An Easter egg hunt will take place at Memorial Park.

The Rotary Club of Tsawwassen will host an Easter egg hunt and pancake breakfast at Diefenbaker Park Saturday, March 26 from 9 a.m. to noon. Neff next for Sunday at 3! Singer/teacher/actress to close out first season of church’s concert series
A
fter two stellar concerts in November and February, Sunday at 3!, Ladner United Church’s concert series, will close its first season with Songs My Grandma Taught Me, an afternoon of glorious music by local singer/ teacher/actress Tracy Neff. The event is set for Sunday, April 3. Neff is well known in Delta. She received her training at the Boston Conservatory of Music, where she graduated with a BFA in Music and Theatre. Since that time, she has been a featured performer with the Boston Pops Orchestra and sung leading roles across the U.S. and Canada, including at the Chemainus Theatre Festival where she met her future partner in life, Tony Barton. The concert is focused on the influences of Neff’s grandmother, Kathleen Sinclair, who was her first and
possibly her “most important” teacher. She says the concert is “all about the influence my grandmother had on my musical education and my future as a performer and especially a teacher.” Neff will be joined by Alan Whitmore, music minister at Ladner United, as her accompanist. The concert will also feature 2016 Delta Idol winner Taylor Dianne Robinson, Stephen Robb, Jonathan Quick and Barton as well as students from the Delta Community Music School and Delta Youth Theatre. Sunday at 3! also includes a visual art exhibition. For this concert, photography of the Ladner area by Lowell Holland, Catherine Bone and Malcolm Duck will be on display. Admission is $10 at the door. Doors open at 2:30 p.m. and the concert begins at 3 p.m. Ladner United Church is located at 4960-48th Ave.

Delta Photo Club member John Ostaf’s image Red Guard was chosen as the top scoring (of all club entered images) gold medal winner at the 2016 Northshore Photographic Challenge earlier this month. The competition’s website notes nearly 300 images were submitted and nearly 30 clubs took part along with over 130 individual participants.
The image statement for Red Guard explains it was created to reflect Ostaf’s vision of a lone person standing amongst the showers and sunny periods of a stormy day and that the red umbrella and the person’s dark clothing is a reflection during a period when he briefly visited southern China during the early 1980s. Ostaf is a visual artist who uses photographic and post processing techniques to render images to recreate memorable
moments in a time and place to reflect an artistic vision. He also received an honourable mention for his image Pony Tail in the individual competition at the challenge. The photo was chosen as the public favourite at a Delta Photo Club show at the Tsawwassen Arts Centre last year. SUBMITTED PHOTO

Writer’s essay featured in best-seller tribute JESSICA KERR

local writer’s connection to a famous book has earned her a spot in a new anthology that’s dedicated to celebrating those who found inspiration in the story. An essay by Tsawwassen’s Eran Sudds is one of four dozen chosen to be a part of best-selling author Elizabeth Gilbert’s new anthology, Eat Pray Love Made Me Do It: Life Journeys Inspired by the Bestselling Memoir. Gilbert’s memoir, Eat Pray Love, debuted a decade ago and became a worldwide phenomenon. It spent 187 weeks on the New York Times Best Seller list and was made into a feature film in 2010. It details her trip around the world following her divorce and what she discovered during her travels to Italy (Eat), India (Pray) and Indonesia (Love). Sudds has been a fan of the book from the beginning and estimates she has read it at least once a year since its release. “She’s one of my most favourite people in the whole
world,” she said. Last year, Sudds saw Gilbert’s call for fans of the book to share short essays about the role her story has played in their lives. She jumped at the opportunity. “There are a few instances in my life where Eat, Pray, Love made me do it,” Sudds said, adding the book played a part in two particularly profound times in her life. She said reading Gilbert’s story inspired her on her own journey of self-discovery. Finding herself unhappy at work, Sudds quit and traveled to Bordeaux, France for a month. While there she decided she really wanted to launch a photography business when she returned, which she did. She found inspiration of a different kind three years ago after the birth of her son. As a new mom, Sudds was dealing with postpartum depression and turned to the book during a particularly dark time. “On the very first page, Elizabeth writes, ‘Tell the truth, tell the truth…’ I read those words again, during a very dark hour. And I real-
ized then that I had to tell the truth too. And the truth was I was dealing with postpartum depression and I needed help.” Sudds reached out for help and guidance through the Pacific Post Partum Support Society. Two years later, she decided to give back to the society and in organizing a fundraiser stumbled into a new venture — The Good Mother Project. The project now includes a blog with contributing writers from all over the world covering a variety of topics — from birth and breastfeeding to feelings of inadequacy, depression, anxiety and grief. Sudds, who is one of only two Canadian writers appearing in the book, wrote about how it helped her take the steps she knew she needed to get better. She submitted her piece last summer and in October received an email letting her know her essay had been chosen from nearly 2,000 entries. “I almost died,” she said. “It’s going to be really exciting to me to see it in a book.” Eat Pray Love Made Me Do It is set to hit bookstores March 29.

Searching for the hero of the Balkans COLLEEN FRIESEN

We first learned of Kekec in a restaurant in Ljubljana. It was a rainy September night, but, like us, everyone was sitting outside under large awnings enjoying drinks and meals while the rain gushed off the walls and roofs. Like most Slovenians we met, our server spoke excellent English. I asked her what the WiFi password, Srecno Kekec meant. ”Oh, Kekec,” she said with a face transformed into what can only be described as wistfully nostalgic. “Kekec... every child, every adult, everyone grew up with a love of Kekec. He is the hero from a book written in 1918. Then it was made into a film in the 1950s... everyone knows and admires Kekec...and the other word, Srenco? It means, good luck.” Later, I looked up Kekec on YouTube. I discovered an earnest lad who does good while hiking and singing in the Julian Alps. Kekec seems to be a kind of boy-version of Heidi crossed with the magical effervescence of Alice in Wonderland. From then on, I searched
for Kekec: walking up the trail to Slap Savica, a waterfall that bursts out of the middle of a steep limestone cliff, or as we twisted and hair-pinned down the skinny roads of the Julian Alps. I thought I saw him disappear behind the endless stacks of firewood beside the Austrianlike wooden houses that dotted the extreme hillsides. Then again, maybe he was hidden among the blonde cows with huge brass bells around their necks. Although I looked around every corner of the almost twokilometre boardwalk in Vintgar Gorge, all that dazzled me was the river’s water. Water that wasn’t so much clear as simply liquid light that spilled through a crazy chasm. After one week of Slovenian foods like gibanica, delicious bowls of jota soup and the plates of Kransjka klobasa sausages, we pointed our little rental car southwest and headed into Croatia and then BosniaHerzegovina. In Croatia, we joined the masses to walk the meandering boardwalks through Plitvice Lakes National Park, as incredulous as everyone around us at the limestone and turquoise miracles of water-falling lakes.

We wandered the seaside city maze of Rovinj, surveyed our kingdom from the hilltop of Motovun, ogled the castle walls in Split and Dubrovnik, and ate more perfectly grilled squid than I thought possible. But it was in BosniaHerzegovina that we lost our hearts. Sarajevo is a city where the “roses” are the blast marks left from grenades. Some are painted red as a reminder of all that was lost. Others lend an eerie beauty to the sides of apartment blocks. The bombed-out buildings are disappearing as the city drags itself back up from the four-year siege of 1992-1996 but still, bullet holes remain as testimony. It is hard to believe that a city that looks like an exotic blend of Istanbul and Vienna could have endured such hardship. Before we made this trip I had never been able to keep it all straight. Who fought who and why? But standing on those streets where it all happened, reading the books, talking to the guides and locals, suddenly, I understood. The history came alive. Although I can never say that the horror of war could ever make sense, I felt like I finally had a grasp of what transpired.
Sunset at Rovinj. For centuries, prior to the siege, the people of Sarajevo had worked, traded, loved and lived in peaceful coexistence. They are, once again, living together and cooperating. They know better than anyone what the alternative is, what happens when fear and distrust of the other becomes the norm.

Blueliner picks up MVP honour South Delta’s Spencer Richardson earns $500 bursary at PCAHA tournament South Delta blueliner Spencer Richardson closed out his minor hockey career in style at the sixth annual Fraser Valley Midget “C” Scholarship Tournament. Not only did Richardson help the Fraser Valley West Stars skate off with a 5-4 win over Fraser Valley North Canucks in the championship game, he was named his team’s MVP, earning one of four $500 bursaries. The tournament, hosted by the Pacific Coast Amateur Hockey Association, features graduating Grade 12 players on four regional teams, based on the PCAHA’s Fraser Valley “C” leagues. The Stars and Canucks were joined by the Valley East Ducks and a second entry from the West League, the Flames. Each team played three roundrobin games with the top two records meeting in the final on March 12 in Port Coquitlam. Richardson was the only SDMHA player to try out for the tournament, while the Stars’ roster also featured North Delta’s Victor Robichaud and Ethan Duncan. SDMHA Midget C1 coach Andy Richardson shared the Stars’ coaching duties. The team opened play with a 5-2
win over the Flames in an all-West match-up. Richardson scored what proved to be the game-winning goal in the second period. The Stars then dropped their next two games despite the efforts of the Delta players. Richardson was named his team’s player-of-the game in an 8-2 loss to the Canucks, while Robichaud earned the same honours in a 9-5 setback to the Ducks. The Stars’ 1-2 record, coupled with fewest penalty minutes, broke a three-way deadlock for second place to earn a berth in the final against the Canucks. The Stars played their best hockey in the second period throughout the tournament and the final proved to be no different. They scored twice in the second to take a 4-3 lead with Richardson setting up the go ahead goal. Duncan had a hand in the fifth goal before the Canucks pulled within one again and applied relentless pressure in the late going but couldn’t find the equalizer. South Delta blueliner Spencer Richardson helped the Fraser Valley West Stars capture the Fraser Valley Midget “C” Scholarship Tournament.
Delta Cup champions crowned South Delta Minor Hockey Association hosted the four division finals of the Delta Cup championship games earlier this month at the Ladner Leisure Centre. The event brings together the four champions for the SDMHA Party In Da House Tournament against North Delta teams that have earned bragging rights in their own association. The Dave Kraemer coached South Delta Storm and Serpents captured the Bantam and Midget titles, respectively. Meanwhile, the Rick Albus coached Pee Wee Raptors made it to the final, along with the Rob Kolmel coached Atom Knights.

Tsawwassen lawn bowler wins World Cup bronze
Tsawwassen’s Pricilla Westlake is going home with a bronze medal from the 2016 World Cup held at the Warilla Bowls and Recreation Club in Australia. Westlake faced Malaysia’s Siti Zalina Ahmad in the semi-final. A 20-year veteran of the sport, Ahmad is not only this year’s defending champion, but also a two-time Commonwealth Games Gold medalist. At only 20 years of age, Westlake proved that she has what it takes to compete with the best in the world. The young Westlake’s nerves may have played a factor at first when she gave up four points in the opening end, however, she quickly settled down to business. Ahmad took the first set 9-8, but Westlake made her work for every shot earned. Westlake started the second set very strong and continued her

In the three-end tiebreaker Westlake put Ahmad immediately on the defensive by scoring three in the first end. Ahmad’s experience came through for her when,
despite Westlake’s best efforts, she closed the gap to a one point differential in the second end. Westlake had an opportunity to take the match with her final bowl in the last end, however, the precision shot making that Ahmad is renowned
for did not give Westlake much to work with and the Malaysian ultimately took the match with a final score of 5-3. Throughout the match Westlake fought hard against Ahmad going point for point with her right down to the last bowl. Displaying a poise and maturity beyond her years, Westlake showed she is ready to compete with the best of the best. Canadians across the world tuned in to watch Westlake’s performance on the live online stream provided by host Bowls Australia. Westlake will be sharing the bronze medal with semi-finalist Carla Krizanic of Australia. Westlake is now off to the 2016 World Junior Championships where she will be competing against the world’s best junior bowlers from April 9-16 at Broadbeach Bowls Club in Queensland, Australia.

It is with great sadness that we announce the passing of George. George is survived by his loving wife Diana, son Tony, daughter Kim (Andy) and his grandsons Justin and Trevor. age 95, passed away March 17, 2016. She was born March 16, 1921 in Montreal. She will be dearly missed by daughters Peg and Nancy (Gary), grandchildren Mike and Jen, Ron’s partner Trish, nieces, nephews and many friends. Predeceased by her husband Bob, son Ron and sister Jean. She will always be remembered for her warm, loving nature and bright smile. A memorial service will be held at The Church of the Holy Trinity, 15115 Roper Avenue, White Rock at 2 pm on Wednesday, March 30, 2016. Refreshments will be served following the service. In lieu of flowers donations can be made to a charity of your choice.
VILLENEUVE, Bernard Joseph With heavy hearts we regret to announce the death of Bernard Joseph Villeneuve, son of Joe and Dolly Villeneuve of Altona, Manitoba. “Bernie” as he was lovingly known, succumbed to his years long fight with Parkinson’s disease with his daughter, Danielle Villeneuve and son, Noel Villeneuve by his side. Bernie died Wednesday, February 3rd, 2016 in White Rock, British Columbia. Bernie was known for his quick wit, extensive knowledge of the world, and love of all things sports. He grew up in southern Manitoba where he attended high school in Morden. Bernie played both basketball and football, as well he refined his legendary skills in the pool hall. When pool-sharking didn’t pay off, Bernie shifted his focus to a Bachelor of Arts at the University of Manitoba, followed by a Master’s Degree in Political Science. Bernie met and married his wife Lorraine in 1969, and went on to have two children, Noel Villeneuve in 1972, and Danielle Villeneuve in 1974.
SIMPSON, Thomas “Tom” Erlan It is with great sadness that we announce the passing of Tom. He passed away peacefully in the company of family on March 20th at age 85. Predeceased by his loving wife Allison, he is survived by his two sisters Sandy Henry and Eleanor Sachs, two sons, David and Brian (Sandy), a granddaughter Pamela Tregaskis (Jason) three great-grandchildren, Keanen, Kaleigh and Desmond, long-time family friend Tracey Guenther, and his faithful dog Buddy. Tom was compassionate, positive, interesting, and caring. He made friends easily with his gentle nature and kind words. Tom will be dearly and truly missed by everyone who knew him. Our lives were enriched by the life experiences we shared with him. Tom was born in Grosse Point Michigan, immigrating to Windsor as an infant. After completing high school in Windsor, Tom went on to join the R.C.M.P. His career took him to Nova Scotia, Northwest Territories and Yukon territory. While in the north, he met his future bride Allison and the two were married in 1955. After they married, Tom’s career sent them to Saskatchewan. In 1973, Tom retired from the R.C.M.P. to become Air Canada’s western region security manager, prompting a move to Tsawwassen, where they resided in the same home for 43 years. His position with Air Canada allowed Tom and Allison the opportunity to travel all over the world. Tom retired after two very interesting careers in 1991. Moving to British Columbia allowed Tom to take a keen interest in sailing. Many summers were spent cruising the B.C. coast, then travelling further to sail the Caribbean, Greece and Turkey. Tom also had a love for train travel, taking Allison on numerous trips to Scotland and across North America. The family would like to thank the compassionate, attentive staff at Delta Hospital and at Deltaview Life Enrichment Centre, who cared for him so professionally and tirelessly during the past few months. Bernard’s career included working for the Government of Manitoba and Co-Op Implements in Manitoba. After moving to Vancouver in 1983 with his family, Bernie went on to teach business courses at both Douglas College and BCIT. Bernie had an extensive career as professor and had a positive impact on many students over his 20+ years of teaching. Bernie was a fun loving and generous person. Everyone he met felt his kind and warm ways and enjoyed his company. Everyone he loved and who loved him will sorely miss Bernie. We are relieved his fight with Parkinson’s disease is over, but deeply saddened by his passing. Bernard is survived by his two children Noel and Danielle, his four grandsons, Leon, Declan, Lenox and Levi; his siblings Theresa, Ralph, Patricia, Martha, Paul, Rene, Mark, Deborah and their families.
