Word she’s planning to quit is a rumour started by others, says Delta South MLA Vicki Huntington, who’s looking forward to the next provincial election. With a year to go before B.C. voters head back to the polls, the independent MLA, who held a recent fundraising event, is making it clear she does not plan to retire once her second term is complete, despite some speculation to the contrary. “People have been really supportive and I keep getting the comment, ‘If you don’t run Vicki, what do we do then?’ I’m so blessed they’ve given an independent an opportunity to work on behalf of the people,” Huntington told the Optimist last week. The Liberals won another majority government in 2013, but Delta South voters bucked the trend by re-electing an independent for a second term. Although her political leanings are Conservative, Huntington has long been outspoken when it comes to issues she cares about, including protecting the environment and the preservation of farmland. In 2009, the former Delta councillor’s gamble to run provincially paid off when she became the

In 2013, she made B.C. election history by becoming the first independent ever to be re-elected. Huntington’s first victory over Liberal cabinet minister Wally Oppal was a squeaker that required a recount, but the second time around saw her beat Liberal challenger, and Delta councillor, Bruce McDonald by a comfortable 2,500-vote margin, earning 48 per cent of the vote in the process. In the last election she held onto a good chunk of the disenchanted Liberal vote she won in 2009, while also benefitting from many New Democrats strategically parking their votes. The Greens, meanwhile, didn’t run a can-

didate out of respect for Huntington. Huntington said she’s enjoyed representing the riding. “Hopefully the people know that I’ve tried to do it honourably and have worked as hard as I can for them,” she said. Although a nomination meeting hasn’t been set, Delta South Liberals have already approved civic councillor Ian Paton to run for the nomination, while former Delta police chief Jim Cessford has filed his application and is awaiting approval to run for the Liberal nomination as well. Noting he was approached to run, Paton, a farmer and lifelong South Deltan who’s seen many changes in the riding, said he’d be a cham-

pion for protecting agricultural land. “I want to make sure any future port expansion is done ethically and environmentally,” he said. “I feel I’m the right person to carry on provincially and if I’m part of the party in power I can bring positive change to Delta or financial assistance. I know what’s going on in Delta, I know the past and hopefully be part of a government in power that brings positive change.” The NDP don’t have a candidate lined up but are actively looking for a suitable person, said provincial party president Craig Keating. “There’s a candidate search going on right now all across the province and certainly in Delta South as well,” he said.

Nearing the end of his first term as the Liberal MLA in Delta North, former civic councillor Scott Hamilton said he plans to run again. Noting he’s learned much in the past three years, Hamilton said he’s proud of his government’s results. As far as speculation that Coun. Sylvia Bishop may run against him for the NDP, as was the case in 2013, Bishop told the Optimist she had been approached by various people asking her to run, but she takes “immense satisfaction in representing North Delta and South Delta as a member of Delta council and will not be running in next year’s provincial election.” The next general election is scheduled for May 9, 2017.

Delta council has narrowly given final approval to the redevelopment of the old La Belle Auberge restaurant site in Ladner Village. Approved Monday, the plan will see the historic Roycroft Grant Residence retained and four new homes built on the 48th Avenue property.

The proposal had been a controversial one from the start, meeting opposition from area residents as well as failing to receive endorsements from Delta’s heritage and planning committees. Strawberry season is once again early in Delta. Last year was a record breaker that saw strawberries ready two weeks earlier than usual, and this year looks to be even earlier than 2015. “In 38 years of growing strawberries, we’ve only picked strawberries in May three times. Now we’ve started picking strawberries yesterday, but just on a limited amount for distribution,” Emma Lea Farms owner Kevin Husband said Wednesday. The Westham Island farmer said they’re now picking an everbearing variety, while regular June strawberries will most likely be ready by the middle of next week, so people will be able to U-pick those ones at the farm by that weekend, likely May 28. Husband noted warmer than usual weather and sunnier days contributed

to the early season. “Our whole strawberry season is going to be advanced about three weeks this year, and the main season for the June strawberries will run to about the 18th of June. The July long weekend is normally when we end,” he said. “People have to be prepared to get their (June) berries when they’re ready this year, so it’s starting next weekend and for the next two to three weeks after that.” While June strawberries will be ready to pick next weekend, the everbearing strawberries now being

picked will produce right into September. Husband said those strawberries are also juicy and sweet. It’s the same story at Westham Island Herb Farm, where Susan Ellis said people can start picking “for sure” next weekend. “It is weather dependent but we do have pretty good weather coming. Last year we started at the beginning of June and before that we usually start at around the 15th of June,” she said. Ellis noted the flavour will be “fantastic” but the size may be a bit smaller due to the drier weather. A day or two of rain will change that, she said. It’s looking like strawberries won’t be the only berries available early this year. Anand Aujlay with Didar Berry Farm in East Ladner said blueberries at his farm, thanks to the weather, will likely be ready for picking around mid-June, two weeks ahead of normal.

Stolen plates on suspicious vehicle at ferries South Delta Crime Beat

• May 9, 4:29 p.m., 56th Street and 16th Avenue: Complainant reported that a week ago he left his bicy-

cle locked in the bike rack at the bus stop and when he returned the bicycle was gone. Information regarding the bike added to the police computer database. • May 9, 10:51 a.m., ferry terminal: Report of a suspicious vehicle parked in the long term parking lot at the ferry terminal. The vehicle had damage that was consistent with it being stolen. A check by police found the licence plates did not belong to the vehicle and had been stolen out of North Cowichan. Forensic examination officers examined the vehicle prior to it being towed from the scene. North Cowichan RCMP notified to follow-up on the stolen plates. • May 10, 2:38 p.m., 5500-block of 9th Avenue:

Complainant reported she left her bicycle in the bike rack at the park for about an hour and when she returned it was gone. As there is a problem with the combination lock, the complainant is unsure if it was properly locked. The bicycle is a newly purchased mint green girl’s Norco mountain bike with 22-inch wheels, disc brakes and a Comar sticker. • May 13, 3:40 p.m., 1200-block of 56th Street: Employee’s wallet stolen from the back of the store while she was serving customers. Police have identified possible suspect and continue to investigate. • May 15, 6:54 a.m., 5100-block of Galway Drive: Complainant reported his unlocked vehicle was entered some-

• May 11, 8:42 a.m., 4900-block of Bridge Street: A business reported the theft of 21 propane tanks from a locked storage container outside the store. The padlock used to secure the container was breached. • May 12, 2:13 p.m., 7600-block of Vantage Way: Business reported it had received a fraudulent email requesting a wire transfer for $120,000 be sent to a new client. The company has a policy that the employee check with the boss before such transfers are completed. As a result, the transfer was not

made and a police file was created for information purposes. • May 13, 2:12 a.m., 5400-block of 48A Avenue: During a routine patrol police located a vehicle that was parked across four parking spots at the back of a business. Police discovered a male occupant in the driver’s seat with keys in the ignition who appeared to have passed out. The suspect provided two breath samples to police which both read “Fail.” He was given an immediate 90-day roadside driving suspension with the vehicle impounded for 30 days. The suspect’s driver’s licence was seized. • May 13, 10 a.m., 6600block of Holly Park Drive: A citizen reported he found two youth bicycles

parked on his driveway. A check with neighbours did not locate any possible owners of the bikes. Both bicycles are described as Shimano mountain bikes, one red and the other yellow. A check of stolen bikes by police did not locate any matching the description. Bicycles forwarded to Delta police exhibits. • May 14, 2:43 p.m., 5000-block of River Road: Complainant reported a couple of weeks ago he wired $400 to an unknown company that claimed it would improve the performance of his computer. When he found there was no improvement he contacted the company asking for the return of his money. The company indicated it could not return the money.

A Lower Mainland institution of summer fun will be closing for good after more than three decades in South Delta. Located just off Highway 17 on Tsawwassen First Nation land, Splashdown Park announced this week it’s closing its doors after the Labour Day long weekend. The water park officially opened on Canada Day in 1984 when then-mayor Ernie Burnett slid down one of the many waterslides.

The Lower Mainland’s only waterpark attracts close to 100,000 visitors every summer, but the lease that began when the park opened is now nearing its end and won’t be renewed. Noting the park would require significant upgrades, manager Harold Frederiks said Splashdown will make its final splash with special events and giveaways planned for the coming season, which opens June 4. “We’re definitely looking at going out on a high, so we want to make sure we have lots of fun stuff going

on this summer. We’re working on some different events,” Frederiks said. “The biggest one we have confirmed right now is an annual event we have every second Sunday in August with the Summer Splash. We have some performances, DJs and watermelon eating contests and we have reduced rates that day where proceeds go to Make-A-Wish Foundation. “There’s some other stuff in the making and it will be a real summer experience here.” The closure has nothing to do with the opening of the two mega malls next

door this fall, Frederiks added. The land Splashdown sits on is owned by a member of the First Nation, not the TFN government. It’s not clear what will end up at the site, which is zoned “tourist commercial” under the TFN’s land use plan. The zoning stipulates it may accommodate commercial retail, highway oriented commercial and tourism/ entertainment uses. Last year, the F440 Racing Challenge next door to the waterpark closed after more than 20 years in operation.

t was one of those rumours that made sense. The notion that Delta South MLA Vicki Huntington would retire from provincial politics when her second term is up next spring had been making the rounds lately largely because all the puzzle pieces seemed to fit together. Well, all of them except that critical bit, the one where the incumbent actually wants to call it a career. The thinking was that Huntington has accomplished something no other provincial politician has ever done, which would allow her to leave the legislature with her legacy intact. She made history in 2009 by becoming the first independent to be elected in more than half a century and then topped that four years later when she was the first independent to ever get re-elected. Serving two terms also means she’ll get a pension, which would come in handy now that she’s at an age when many people retire. As well, there was talk Huntington might return to municipal politics given Lois Jackson will soon allow someone else to sit in the mayor’s chair. The last component of the retirement rumour, one that’s typically shopped by her critics, is often phrased as a rhetorical question: How many years are you going to bang your head against a wall before you give up? This refers to the inherent challenges faced by an independent operating in a two-party legislature (sorry Andrew Weaver). Independence allows Huntington to speak her mind and shine a light on issues that might otherwise remain in the shadows, but it’s also limiting. Her efforts to get legislation approved, including bringing long overdue electoral reform to Victoria, struggle to get the requisite support, which has to create a certain level of frustration. Regardless of any shortcomings, it appears the situation has evolved here in Delta South to the satisfaction of both incumbent and electorate. Elected for the first time as a rebuke of the Liberal government, the rhetorical question last time around went something like: How long can voters stay mad? We now know the answer is at least two terms, although that overlooks the fact the public has warmed to the idea of an independent and Huntington has grown into the role. Given all that, I guess the question for 2017 is: Why stop now?

Efforts to create a museum in Delta date back to the 1950s

T

he Delta Museum has been in the news recently, so here’s a bit of its history. The need for a museum was first discussed by Delta’s 1958 Centennial Committee chaired by Art Swenson. The committee was formed to celebrate Delta’s history as part of B.C.’s celebration of 100 years as a colony of the British Empire. The year was locally significant as the tunnel was scheduled to open in 1959. Concern was expressed that Delta’s small population, less than 10,000, and its pioneering lifestyle would be dramatically affected by anticipated growth and the past should be recorded and preserved for future generations. These discussions were discontinued over time as there was no facility available as a museum site. In 1961, Delta citizens gathered and formed a historical society under the chairmanship of Thomas Robertson, son of an early pioneer. Families were encouraged to collect and store artifacts and items of early history in barns and sheds to await a proper facility. As time progressed Delta council agreed on a bold concept of a civic centre and its centerpiece of a new municipal hall. Reeve Clarence Taylor lost the election in 1962 over this proposal

of vacating the village and costs associated with this development. So much for foresight, although he did get a road named in his honour. The civic centre proceeded and with the opening of the new municipal hall, the former Tudorstyle municipal hall in Ladner Village became available for community use. In 1968 Delta’s Historical and Museum Society was formed. Its first board of trustees consisted of president Edgar Dunning, secretary Stella Husband, treasurer George North and directors Frances Bates, Austin Frith and Mary Brown. The society and Delta council met and agreed a museum site could be created. Twenty-fivehundred square feet of space was allocated on the second floor of the old municipal hall. The remaining two floors would house other community users.

The initial agreement between the society and Delta required the museum to be staffed solely by volunteers. Delta’s contribution, besides the space allocation, included janitorial service and maintenance costs, budgeted at $10,000 annually. All renovations of the interior for displays and storage, moving walls, painting and cleaning was done by volunteer labour, including students, all organized by the society. Items on display or for storage were cleaned and prepared by volunteers. Kudos to all those Delta folks for their foresight and interest in preserving Delta’s past and creating a museum and archives while maintaining national museum standards. On Oct. 23, 1969, the society was incorporated under British Columbia’s Societies Act. The museum was officially opened by Premier W.A.C. Bennett on Nov. 10, 1969, 90 years after Delta’s incorporation. Dunning rang in the new era with an old school bell purloined by students and only available for the opening after payment of a small ransom. All in good fun. The museum’s first curator was Mary Brown, a highly regarded and dedicated volunteer. To be continued. And a good night to you, Stella. Benefits to giving such status to First Nations

Editor: Recently there have been a few letters in this paper, beginning with one from Steven Austin on April 22, discussing the use of the word “nation” with regards to the first peoples of this land. The original letter seemed chiefly bothered by the fact that nation is a term with specific meaning, referring to entities with specific properties, i.e. sovereignty, currency, armies, constitutions, etc. The perspective of this letter has been supported by further writers who also are bothered by what they think is an inappropriate use of the term. I appreciate Austin’s efforts, as well as others, to speak publicly about their feelings on this matter. It appears they are genuinely bothered by the now common description of people like the Tsawwassen First Nation as First Nations, and it is beneficial to them as well

as the rest of us for these feelings to be discussed in public as opposed to being suppressed for the sake of quiet and polite society. While I appreciate their contributions to a public conversation, I disagree with their claims about the usefulness and accuracy of the term nations to describe the aboriginal people of this land. Language can be a powerful tool for social change. Choosing to describe people like the TFN as First Nations is certainly an attempt to shape the non-native perspective of these people. And this is a good thing. There is an unfortunate history of devastating relationships between the first peoples of this country and those that came after and most of us, including myself, are just learning about it. The reason why treaties exist in Canada is because the British Crown recognized that use of this

land depended on “treating” with the indigenous inhabitants. The sad truth is that we have not honoured the agreements we made, or ignored our obligation to make agreements. Perhaps it is difficult to understand why these people are accorded the status of nation, especially considering the current state of many of these people and their reserves, but perhaps the solution is not to deny them even this small dignity, but to explore why this title is used and the beneficial effects of its use. I would encourage anyone interested in this issue to read the executive summary of the Truth and Reconciliation Report. This report provides us without firsthand experience of the legacy of residential schools in Canada to have a more informed opinion about First Nations issues in Canada. Matt Balcarras

Anxiety is more than debilitating

Editor: Re: Young woman to share story at upcoming mental health event, May 4 The article loosely touched on the subject of anxiety, calling it debilitating. I think the article misrepresented the mental health issues of anxiety, not stating what it really feels to have anxiety and to be stuck in that situation, life crisis and disorder. According to the Canadian Mental Health Association, 20 per cent of Canadians will face a mental health issue at some point in their lifetime. Mental illness has no barrier of race, gender, age or sexual orientation. Mental illness is a complex interplay of genetic, biological, personality and environmental factors.

On a personal level, I have seen the horrors of mental illness. Suffering from complex depression issues, followed by anxiety and other social disorders, I have been greatly affected by mental illness. I know the constant worries, the depressive thoughts and the suicidal tendencies. I have also seen friends crumble in my hands as a result of a psychotic break. I have had to deal with physical attacks from a person affected by schizophrenia. I have experienced panic attacks daily, for months on end. I have puked, felt nauseous, hated my life, gone through withdrawals and experienced complete numbness all from medication that was prescribed to me by a doctor.

Treatments on mental health are very experimental and everyone reacts differently. The mind is a fragile place and it can be extremely terrifying. Mental illness can last a lifetime. Managing these conditions can be rather tiring, both with side effects of medication and the mental strength needed to get through each day. Mental health is a clear issue we need to address. With such a heavy stigma, mental health is usually brushed off and pushed away. Mental health is just as important as physical health. Raising awareness of the subject is a great idea and I applaud Laurie for her bravery. Dylan Wagner

We deserve better than grandstanding politicians Editor: Re: MLA can’t silence applause, May 18 I applaud Vicki Huntington for drawing attention to the childish games played out in what should be a legislative assembly conducted without needless posturing. The attempt, as Huntington well knew,

would be drowned out by rah rah volume, and the speaker as usual would have little attempt or success to rule for order. I suppose not too many watch this TV “show” of partisanship, but for those that do, it must seem interesting to study the gleeful demeanor of ministers and opposition at times.

I doubt if any similar, regular entertainment is conducted in legislative assemblies elsewhere. I think it’s all because of the TV coverage, giving opportunity for politicians to grandstand. However, it is all at the taxpayers’ expense. We deserve better. Peter Duffey

Council has discretion to refuse to enter into a tax exemption agreement and to impose conditions in the agreement. Municipal Fee Reductions: In accordance with Section 194(2) of the Community Charter, which allows for the discounting of municipal fees, eligible projects also qualify for a reduction of up to 60% in municipal fees, including building permit fees, plumbing permit fees and land use application fees. Projects that involve external façade improvements to existing buildings with a construction value of $50,000 or more will qualify for the same fee reductions. It took eight years, 1,300 dedicated volunteer birders, 30 authors and 20 editors to complete, but the $3 million British Columbia Breeding Bird Atlas is now published online. It is unique in being the very first, bilingual, webpublished atlas anywhere in the world, and the first bird survey to systematically cover the whole of B.C. The launch of the atlas last week coincided with International Migratory Bird Day, Vancouver’s Bird Week celebrations and BC Nature’s annual general meeting and conference in Comox. You can check out the

atlas at www.birdatlas. bc.ca. I am proud to have played a small role in this state-of-the-art atlas that maps the distribution and abundance of B.C.’s 320 breeding bird species, compiled from 630,000 observations made over 60,000 hours by amateur and professional birders. Strict protocols were followed for counting birds and for the number of hours spent in each area. Atlassing was a lot of hard work, but it was also amazingly fun. We rose at dawn to listen for singing birds, and birded local areas and remote ones. For 10 wonderful days one summer, I joined a group of atlassers on horseback traversing Itcha Ilgachuz provincial park in the Chilcotin, searching for nesting ptarmigan, plovers, pipits and Lincoln’s sparrows. Thousands of square kilometres were covered by birders on foot, on bikes, in cars, canoes, kayaks, sail boats, or dropped off by helicopter and float plane to survey the wil-

For some very remote locations, where access was not possible even for indefatigable volunteers, the atlas provides probabilistic estimations of species’ occurrence, based on altitude and habitat type. The detailed information in the atlas is already helping with environmental assessments, conservation initiatives and protection of Species at Risk such as the western screech-owl and black swift. It has also identified shifts in range that each species occupies.

More than 65 per cent of B.C.’s breeding birds appear to be stable. About 25 per cent are expanding their range, such as Tennessee warblers moving west with the spruce budworm outbreaks, lazuli buntings moving north-

ward and greater yellowlegs found further south than previously. Ten per cent of breeding birds are in trouble, including bank swallows, prairie falcons and several species of grebes. The British Columbia

Breeding Bird Atlas project is led by notfor-profit Bird Studies Canada, with partner support from Environment Canada, B.C. Ministry of Environment, BC Nature, British Columbia Field Ornithologists, Louisiana Pacific Canada Ltd. and the Pacific Wildlife Foundation, and 140 private and public donors and special contributors. local photography group wants to find out just what makes Ladner

awesome. The Ladner is Awesome Instagram Contest and Campaign, presented by the dioptiks photography collective, aims to celebrate the people, places, organizations and businesses that make Ladner special. “Basically it’s a way to celebrate the community,” says dioptiks member Adrienne Parsons. People can get involved by taking a photo of something to do with Ladner (ie. person, place, business), posting it to Instagram with the hashtag #ladnerisawesome and then explaining why Ladner is great. Those who’ve had their picture taken and posted are recognized with a “you’ve been awesomed” sticker or postcard, she explains.

Parsons says the group has done a number of shows in Ladner but wanted to do something on a bigger scale that engaged the community. The campaign will culminate with a show at Stir Coffee House where up to 200 images will be on display, notes photo group member Ronan Considine. He says between four and eight of the best photos will also be put on display at the Ladner London Drugs’ “inspiration wall” for a month. The deadline to post a photo is Saturday, May 28. The opening exhibit at Stir Coffee House is set for Saturday, June 4 from 7 to 9 p.m. The photo group also consists of Tyler Garnham, Adina Shore, Ali Roddam, Rick Pelletier and Zach Copland.

The Delta Choral Society and the Delta Concert Band are teaming up for a special night of music next month in Tsawwassen. Proceeds from The Best We Can Be benefit concert will support Special Olympics Delta athletes. “It’s very appropriate that music and sports are coming together for this special occasion,” says Marilynn Turner, a retired school teacher and a member of both the Delta Concert Band and choral society’s Delta Community Choir. The groups will perform together for the concert’s finale. Special Olympics Delta offers a range of sports programs (including soccer, baseball, floor hockey, rhythmic gymnastics, golf, power lifting and track and field) for individuals with intellectual disabilities. So they gave me their permission to transcribe it off the CD.” That’s required listening to the song many times, she says. Writing both the vocal and instrumental parts off an audio recording is an Olympian-scale task in itself, a press release explains. Special Olympics Delta athletes will be involved in the event as well. There will be an athlete procession, a slideshow showing them in action and some athletes will be speaking as well. Delta Concert Band member Joan Randall says as it is with anybody who participates in sports, there’s money required to take part. “You need equipment, you need uniforms, you need money to travel, all of that sort of stuff,” she explains.

Randall’s son is a Special Olympian. She says he loves it and that’s where he meets his friends and peers and has a good time. “It’s more than just the competition,” she says. Lynn Davies is on the executive board for Special Olympics Delta. “Special Olympics, aside from participating in sports, [the athletes] get so much more out of it,” she says. Her daughter, who will be speaking at the concert, is one of the over 70 athletes involved with Special Olympics Delta. The concert is scheduled for Friday, June 3 at 7:30 p.m. at South Delta Baptist Church, 1988-56th St., Tsawwassen. Tickets cost $15. Flamenco students in the spotlight in annual show The 12th annual Los Gitanos flamenco show comes to the Tsawwassen Arts Centre next weekend. This year’s production, Danza Fusion Flamenca, will feature three performances: Friday, May 27 at 7:30 p.m. and Saturday, May 28 at 3:30 and 7:30 p.m. Beverly Mantovani, who runs the Los Gitanos School of Spanish Dance in Tsawwassen, says there’s a new energy permeating through the school that will take the audience to a whole new level of experience. Inspired by the use of the piano as a flamenco accompaniment, Mantovani has created a new production that blends a love of music and rhythm with traditional flamenco palos. The piano elements are custom compositions by Stephen Robb, a talented music composer and teacher in Tsawwassen. These elements are intertwined with traditional flamenco rhythms. Ranging in age from seven to over 70, Mantovani says every student has had personal challenges — the mother who has had to face her fear of performing in order to set an example for her young daughter, a few who have had to put a personal crisis behind them so they can move on, and those who have to find the courage to sus-

pend judgement and just go for it. “I have been a leading dancer on the big stage,” says Mantovani. “Now, I am fulfilled by my teaching. Not only the mastery of technique, but guiding my students through their challenges. I am so proud of every one of my students and how they perform. It is not about where you have been, or where you are, but where you are going. And there is no limit to where my students can go.” In addition to the annual show in Tsawwassen, Los Gitanos students have performed at the Vancouver Flamenco Festival, Kits Showboat, at every Victoria Flamenco Festival since its inception and, in 2015, were a major attraction at the PNE Main Stage. “Each production is unique and pushes the boundaries of what has been done before,” says Mantovani. “Every Los Gitanos production surpasses the one that went before it, and this one goes even further. veryday life can be monotonous, full of repetitive tasks and, yes, even dusty, from the time we wake until we hit the hay. Finishing off the last bites of our regular breakfast of choice, most of us face the day trying to get through our never ending “to-do” list of chores and errands, care for family members and drive carloads of folk from one appointment or activity to the next. Art, however, can bring vibrancy to our daily grind. Art sparks curiosity and creativity; it makes the colourless colourful, the dull bright and the dreary shine. Not sure how to add a little art and creativity to your day? You might be surprised… you may already be doing it. Creative activity awakes the senses and can mean doing anything from taking a walk through a museum, gardening, making a batch of cookies, viewing the local high school theatre production,

making a card for someone, writing in a journal, knitting, taking photographs or painting a picture. In the process, we’re creating. By making decisions about what we like and don’t like, we’re on the path to discovering our own interests, opinions and tastes. Art helps us to think about the world around us in new and exciting ways, and helps us discover more about ourselves as individuals and what we want to share with those around us. When we do something creative we are “self”making. Not only does art allow us to self-reflect, it has a positive impact on our overall health and wellbeing. Research shows that participating in creative activity can have a positive influence on health outcomes. It can decrease symptoms of depression and anxiety; improve memory, problem solving and other cognitive functions; increase cardiovascular health and help address daily mobility and balance issues; improve social isolation and crossgenerational learning; and provide an outlet to explore difficult emotions while promoting personal growth and healing. It can also be used as a tool to manage persistent chronic pain and a variety of other chronic illnesses. Notice of Revitalization Tax Exemption Program Bylaw (Pursuant to Community Charter Section 227)

TAKE NOTICE THAT The Corporation of Delta (“Delta”) intends to adopt the ‘Delta Industrial and Tourism Revitalization Tax Exemption Program Bylaw No. 7353’. This bylaw offers municipal property tax exemptions and municipal fee reductions for eligible projects located in the Delta Industrial and Tourism Economic Investment Incentive Zone, as shown on Schedule ‘A’. Goals and objectives of the Delta Industrial & Tourism Tax Exemption Program: • To promote the development of industrially-zoned land in Delta for higher-end industrial uses by offering incentives for developments in excess of $10 million. Lucky day as new bus arrives at KinVillage

Friday the 13th of May brought good luck to KinVillage with arrival of its new bus. After 17 years, the old bus was retired and a new one was delivered in order for the Tsawwassen seniors complex to continue offering important outings for its residents, including leisurely drives, shopping trips, luncheons and church services. It also provides transportation for members and volunteers participating in KinVillage Community Centre programs. The new bus is able to accommodate more people, including those seated in wheelchairs. Purchase of the bus was

made possible through the generosity of donors and volunteers who, over the past year and a half, raised $60,000 towards the total purchase price of $96,000. In particular, the Delta Foundation provided a grant of $10,000 and KinVillage volunteers brought in over $25,000 through the annual book sales and grand lottery. “It’s a great example of community working together,” said Donna Ellis, KinVillage’s CEO. “We’re very grateful to all of the individuals and organizations that helped us achieve our goal of a newer, bigger, better bus that will benefit our residents and members for many years to come.”

• To encourage the diversification and expansion of tourism accommodation and facilities, consistent with Delta’s Tourism Strategy. Key goals of Delta’s Tourism Strategy include increasing visitor volumes, length of stay and spending; developing at least one large “iconic” attraction to draw visitors to Delta; developing strategies to attract suitable hotels and investors to Delta; and developing a diverse mix of accommodations. Property taxes may be frozen for up to five years for projects within the economic investment zone with a minimum investment of $5 million that meet at least one of the following requirements: • The project involves a rezoning from I-3 (Industrial Extraction) to a higher value industrial or comprehensive development zone, as approved by Delta. • The project involves the consolidation of four or more industrially-zoned lots. • The project involves the diversification or expansion of tourism accommodation and facilities. or • The project involves the redevelopment of an existing industrially-zoned parcel with a project construction value of $10 million or more. In order to receive a tax exemption, the property owner must be in compliance with the bylaw, must have entered into an agreement with Delta, and must be in receipt of a tax exemption certificate issued by the Director of Finance. Council has discretion to refuse to enter into a tax exemption agreement and to impose conditions in the agreement. Municipal Fee Reductions: In accordance with Section 194(2) of the Community Charter, which allows for the discounting of municipal fees, eligible projects also qualify for a reduction of up to 60% in municipal fees, including building permit fees, plumbing permit fees and land use application fees. Extra Protection for Burns Bog Ecological Conservancy Area: For properties that are immediately adjacent to the Burns Bog Ecological Conservancy Area, there are additional requirements that have to be met in order to minimize potential impacts of the development on Burns Bog. In the last year, the Delta Hospital Auxiliary has contributed $125,000 for the purchase of a new bus for Mountain View Manor as well as hundreds of thousands for medical equipment, recreation programs and music therapy, and bursaries for hospital staff and local students. Schultes told the group the auxiliary is halfway to its goal of raising $2.5 million to contribute to the lab services and medical imaging expansion project.

Properties within the economic incentive investment zone that are potentially eligible for the tax exemption (shaded purple and red) include: • industrially-zoned land that is also designated for industrial land use in the Metro Vancouver 2040 Regional Growth Strategy; and • land zoned for Commercial Tourism (C-3) or comparable zone that permits tourism/accommodation uses. Draft day a big one for DHA

Dozen academy players selected by WHL teams enhancing Delta’s reputation MARK BOOTH

The championships have been won and a boatload of players have been drafted, yet Scott May’s work is far from done. Another impressive campaign for the Delta Hockey Academy was capped by the recent Western Hockey League Bantam Draft which saw 12 players selected. That’s three more than a year ago as the program’s growing reputation continues to attract players from abroad. DHA’s 2016 WHL prospects class includes talent from the Yukon Territory, California and three more from Vancouver Island — all attending South Delta Secondary School to chase their dream. “It shows us that people are interested and we have put our name on the map,” said May, DHA’s director of hockey operations and head coach of the Wild U18 Prep team. “It’s a testament to the team (DHA director) Ian Gallagher has put together. It’s something we have been able do with vision and the way we want to handle things. It’s a pretty good template for success.” May was also quick to suggest not to put too much stock in a draft which is essentially evaluating 15-year-olds to determine if they are capable of playing major junior hockey in to two or three years. It can be a crapshoot and many can slip through the cracks. “As exciting as it is on that given day, in the grand scheme of things you can look back and see a lot of un-drafted WHL players who have gone to have very successful NHL careers,” he said. Yet, as much as we don’t want to glorify it, it is extremely encouraging and exciting for those players on that day. It’s a step in a long journey.” Despite helping those WHL prospects flourish, there is no guarantee any of them will continue at the academy next season in their first-year of midget eligibility. They could go play closer to their hometowns at the major midget level or even attend another academy. Whitehorse native Dylan Cozens was selected 19th overall

He came to Delta after talking to DHA Bantam Prep coach Yogi Svjekovsky when he was playing for an Alberta spring team. “It was in Winnipeg and Yogi was coaching the B.C. Bears,” recalled Cozens. “There isn’t even Bantam ‘AAA’ (in Whitehorse). Knowing I had to prove myself, I had to move out of there. I had options with Edge (academy) and other B.C. schools as well., but I knew Delta was a really good school for hockey and I saw some of the players who have come out of there. That made me want to come.” Cozens now must decide to remain at DHA for his Grade 10 year or be on the move again. That’s where May comes into the picture. Players want to know the opportunity they will have next season and DHA being endorsed by their WHL teams is critical as well . May guided DHA’s prep team to the league and playoff championships with six first-year midgets on the roster. That is a big number

given the academy’s Elite 15 team is the typical route for those players. For the 2016-17 season, May has pegged Cozens and Medicine Hat draft pick Jalen Price as the only two players who would be “aged up.” “You never really can tell where the age break is going to happen,” May explained. “We are hoping to have Dylan and Jalen next season. Some kids might overlook the importance of the U15 division but it needs to be about playing and getting ice time. “I have a good rapport with a lot of managers and coaches too. Some of these people I played against when I was coming through as a player. The hockey world is actually extremely small. You just have to try and make connections and establish good relationships. The more information you have, the better.” Among the dozen DHA draft picks is North Delta native Tyus Gent. He had a leading role on the Wild’s second entry in the Bantam Varsity level after skipping initial

Despite not playing in the top Bantam tier, the Victoria Royals selected him 88th oveerall. “I made a bad decision and didn’t come to tryouts but then later decided I wanted to come here and play,” chuckled Gent. “There was a chance I was going to get used as a call-up but we ended up making the finals and having a great year. Softball standout Lexie Brennies has put together another outstanding season at the University of Montana. The Delta Heat product and Delta Secondary School graduate is a Big Sky Conference First Team Selection. She was one of three Grizzlies chosen and was the lone unanimous pick. The team’s starting catcher batted .398 in conference play, while hitting five home runs and driving in 40. Brennies began her university career by being named Big Sky Freshman

of the Year. “You are always surprised with a unanimous selection, but I’m pleased to see that my peers think that she had a great year,” coach Jamie Pinkerton said. “She backed up her Freshman of the Year last year with a first team selection. It just shows how great her year was and that my peers are respectful of the season she had. In just the program’s second season, the Grizzlies finished 14-7 in conference play and 29-27 overall.

Born July 6, 1927 in Coronach, Saskatchewan, passed away May 11, 2016 at the Waterford Care Center in Tsawwassen, British Columbia. He left this life, at peace, with his loving wife by his side, with the message of his life still on his lips, “God is good.” A Celebration of his life will be held at South Delta Baptist Church, Tsawwassen, British Columbia on Saturday, May 21, 2016 at 1:00 pm. Art worked as a family physician and staff member at St Paul’s Hospital in Saskatoon, Saskatchewan from 1958 - 2000. He devoted much time and energy to the development and improvement of his community: he served on multiple medical committees, was actively involved as an elder and teacher at his church and was an elected member of the Saskatoon Public School Board for 25 years. Art was a quiet, gentle and patient man. He loved medicine and cherished his family deeply. He was an avid photographer and leaves a legacy of thousands of pictures. His commitment to both medicine and family came in the context of a man who loved God and was passionate about serving Him with his whole heart. After retiring from medicine, Art and Mary moved to White Rock, British Columbia where they enjoyed their retirement years. On April 28th this year they celebrated their 65th Wedding Anniversary together. He will be greatly missed and fondly remembered by his devoted wife Mary, his children: Richard (Judie) Hindmarsh, Carol (Duane) Dobson, Colleen (Larry) Adam, Tim (May) Hindmarsh, ten grandchildren and a growing number of great-grandchildren. Also, his siblings Cecil (Ruth) Hindmarsh, Doug (Doreen) Hindmarsh, Doreen Magnuson and Wes Edwards. The family would like to thank the Waterford Care Center for their excellent nursing care. Angela, born in the UK in 1944 to Dossy and George Leach, passed away at her home in Beach Grove, South Delta, BC on May 13 2016, having being diagnosed with Cancer in January 2016. During her illness she was happy to be visited by family and many of her close friends. She remained cheery and positive throughout. She died peacefully, surrounded by her family, as we said the Lord’s Prayer together at her bedside. Angela, Roger and their infant daughter Kirsty, emigrated to Canada on June 3 1967. They settled in Beach Grove in 1968, and from then on always lived in South Delta. Angela and family soon became members of the Benediction Lutheran Church congregation. Their second daughter, Tara was born in 1969. Angela quickly became active in the community. She started working for George Hodgins Realty as a legal assistant and then became licensed as a Realtor - a career which she continued until retiring in 2000. Her Christian faith was very important to her. At Benediction Lutheran Church she contributed her time and talents and was a member of several committees, serving on Church Council and later being elected as Chairman of the Benediction Council, serving two terms in the 1980s. She also attended and enjoyed mid-week services at All Saints Anglican Church in Ladner. Her three main interests were her horses, dogs and gardening. In 1984 the family moved to Grove Farm in Ladner, where they could board their daughters’ horses. One of their horses gave birth at their farm to a foal, Sunschein, and she and daughter Tara enjoyed riding him around Boundary Bay. Angela ran a horse boarding stable and later a bed and breakfast at the farm. In 2007 Angela and Roger sold their farm and moved back to Beach Grove. She loved walking our various dogs, which she did most days. With our current dog Rosie, she joined an avid group of neighbourhood dog walkers, meeting every morning to walk the Boundary Bay dyke. Her other joy was her garden, which is a colourful picture and occupied much of her time in spring and summer. Angela and Roger also enjoyed travelling and visited many countries together. Their last two trips in the fall of 2015 were to French Polynesia and then to Mexico in December. She remained active and fit until January 2016 when she was diagnosed with cancer. Despite excellent treatment at the BC Cancer clinic her illness overcame her. Our thanks go out to all the doctors, nurses, and home care nurses from Fraser Health, who took wonderful care of Angela. Thanks also to Pastor Thomas Keeley and to Reverend Graham Witcher for their loving support, to our exceptionally caring community and especially to the congregation at Benediction, who supported us with their many kindnesses and kept us well fed with offerings of wonderful food. Angi is lovingly remembered by her husband Roger, her daughter Kirsty and her husband Cory, and sons Harrison and Parker, and by her daughter Tara, husband Mike, daughters Kate and Emma and son Jack. She is survived and fondly remembered by her brother Paul, partner Maggie and their children, also by her sister-in-law Viv, husband Bob and their children and grandchildren, who all live in the UK, as well as a number of very close family friends. A Memorial Service will take place on Monday, May 23, at 1:00 pm at Benediction Lutheran Church, 5575 6th Avenue, Delta, BC.
