Nanaimo MLA Leonard Krog praises independent on her final day in legislature IAN JACQUES

C o n t r i b u t i n g Wr i t e r

On her last day in the legislature, Delta South MLA Vicki Huntington went out on a high note through an unexpected tribute. Huntington rose in the house Tuesday to tell colleagues it would be her last day in Victoria as she was called away to attend a memorial service and would not be on hand Friday when the legislature ended its current session. She introduced some guests and then thanked all the members for their respect and courtesy. Every MLA stood and applauded, but Nanaimo NDP MLA Leonard Krog took the extra step of rising again to pay tribute to her. “Leonard stood up and gave me the most beautiful compliments. It was very kind of him and a lovely way to depart,” Huntington said. “The outpouring of thanks and

wishes has been incredibly heartwarming. I’m just so grateful that people have appreciated the work that my office and staff have done because they have all been fabulous.” Krog said prior to the session starting, Huntington came over to a few of the NDP MLAs to say this would be her last day in the legislature. “I thought to myself, I have to say something. It was just absolutely the

natural thing to do,” Krog said in an interview with the Optimist. “I have enormous respect for Vicki Huntington for her integrity, her perseverance, her love for community and her concern for her constituents. “I don’t think it’s a big deal that we should recognize people of quality in whatever aspect of life they work. She chose the provincial legislature, which can be a rough and

tumble place, and she behaved with a level of civility and integrity that I just think deserved to be noted.” In his short address, Krog said there have been a pantheon of great MLAs in the history of the province who sat as independents, including the late Tom Uphill, who represented Fernie. He said Huntington is very deserving of being in their company.

A new master plan for Vancouver International Airport will result in a lot more unwanted aircraft noise for Delta residents. That’s the concern included in a municipal staff report about the YVR plan, which outlines how the airport would meet the needs of its stakeholders through to 2037. Of particular concern is the Boutique Blanche Intimates

that are projected to reach 327,730 runway movements and 35 million passengers by 2037. The report to Delta council notes the airport has confirmed this increase in air traffic is associated with anticipated arrivals originating from destinations to the south and east. “Staff is concerned because Delta residents are already exposed to a significant number of

daily aircraft movements because of their proximity to the approach at YVR. This forecasted increase will have a tremendous impact on the community, regardless of the height of the aircraft,” the report notes. Mayor Lois Jackson will send a letter to Craig Richmond, president and CEO of the Vancouver Airport Authority, outlining Delta’s concerns. A decade ago, NAV

Canada, the privately run, non-profit organization that operates Canada’s civil air navigation service, allowed flight path changes that saw planes fly low over the southern edge of North Delta and Tsawwassen without public consultation, prompting hundreds of complaints to pour in. A number of adjustments were subsequently made and noise monitoring measures undertaken.

By 2037, that’s projected to increase to 247 over North Delta, up 154 per cent, and 312 over Tsawwassen, a 438 per cent jump. Delta South MLA Vicki Huntington says she’s grateful that people have appreciated the work she’s done.

“The member for Delta South, I think, has demonstrated an incredible example to everyone in this house of civility and integrity,” Krog said in his address. “She, in all of her remarks and all of her speeches, emphasized the importance of our relationship to the land and the sea and the creatures who dwell upon it and the soil that we rely on to produce our food. She was an incredible defender of the values, I think, that are shared by most British Columbians. “So I just don’t want her to leave here today, having to announce her own parting, without the opportunity at least for someone to stand up and say in this chamber that if this was the quality of MLA that was elected to every legislature in this great country, we would indeed be able to say, with absolute confidence, that this is the greatest nation on the face of the earth.”

Although vandalism was down last year, 2017 didn’t start off well when vandals did $5,000 damage to the grass at Diefenbaker Park.

Vandalism at Delta’s parks and facilities was down last year. A municipal report shows there were 140 reported acts requiring attention by Delta staff in 2016, down 114 incidents from 2015. The total cost of vandalism last year was $31,045, which is about $25,000 less than the previous year. Delta had three significant acts of vandalism in 2016, all fire related. The most significant was a fire at the Holly Park synthetic turf field, which resulted in $6,000 in damage. There were also two washroom fires, one at Lions Park and the other at Maple Crescent Park. Graffiti continues to be the main vandalism activity, although incidents are down significantly with 82

fewer in 2016 compared to the previous year. The report notes several initiatives have assisted in reducing vandalism, including automated washroom security locking systems, the municipal staff City Watch program and bylaw enforcement patrols. Bylaw enforcement officers issue bylaw notices when an offence occurs and they are also able to develop relationships with youth and other users of parks. CAO George Harvie said additional bylaw officers will be assigned to parks patrols. “Certainly having our bylaw officers out in the community, the late hours of the evening and on weekends has really helped reduce the problems… We do keep an eye out for any other activity around the city including schools and report those

to police immediately,” he said. The price tag when it came to vandalism had reached $100,000 a few years ago, before a number of measures were introduced to curb the problem. All those initiatives have been making a difference but vandalism remains a challenge. In 2015, there were 254 reported acts, the same number as 2014. However, the total cost was approximately $21,000 more than the previous year. That added cost can be almost entirely attributed to someone dumping solvent at Ladner Harbour Park. Things didn’t get off to a good start in 2017 thanks to $5,000 in damage to Diefenbaker Park. Suspected vandals drove in the park and tore up a large section of the grass field.

Police urging drivers to treat vehicles like convertible and remove all items Thefts from vehicles continue to be an issue throughout Delta with a number of incidents reported to police overnight on Monday. There were three thefts from vehicles in the 1500-block of Beach Grove Road. In the first incident, the vehicle was left unlocked and the suspect stole prescription glasses and a valet key. In the second incident, the suspect gained entry to the vehicle that was believed to be locked, but there was no damage and nothing

taken. In the third incident, a suspect gained entry to the unlocked vehicle, but did not steal anything. The suspect did gain entry to the garage and stole a men’s grey Kona Fire mountain bike. There was another theft from auto in Beach Grove, in the 1600-block of Braid Road, where a briefcase, garage door opener, change and sunglasses were stolen from an unlocked vehicle. The homeowner was able to change the garage door

code. There was also an attempted theft from a vehicle in the 6000-block of 45A Avenue in Ladner. The unlocked vehicle was entered but nothing was stolen. Delta police are reminding drivers to treat their vehicles like convertibles, saying it doesn’t take much to entice thieves. Police encourage drivers to remove loose change, passports, purses, wallets, phones, iPads, laptops and anything else that might prove enticing.

Driver of stolen truck is arrested after turning onto dead-end street

A wrong turn while evading police led to the capture of a suspected stolen vehicle suspect in Tsawwassen early Tuesday morning. Around 1:15 a.m., Delta police responded to a report of a stolen 2003 Ford F150 pick-up truck from the 5500-block of 16th Avenue. Just after 2 a.m., an officer conducting patrols on Ladner Trunk Road near Highway 17A observed a vehicle that matched the description of the stolen truck. The officer attempted to stop the vehicle, but it fled, continuing southbound on Highway 17A into Tsawwassen. “The suspect was intent on evading police as he continued to drive on damaged tires after failing to stop on two occasions and driving over a spike belt,” said Delta police public affairs coordinator Sharlene Brooks. “Police set up containment in order to

hem the suspect in the area he was last seen near Ferguson Road.” Brooks said not only did the suspect fail to stop for police, but he also failed to realize he drove onto a dead-end road. “A K9 unit was on the way so police held their containment points and simply waited,” added Brooks. “Within minutes an officer observed a male (who appeared out of breath) emerge from the foot path walking right toward the police officer’s containment point and was then detained.” Officers located the stolen vehicle nearby and the K9 unit was deployed tracking from the stolen vehicle right to the suspect. Eighteen-year-old Zedd Zimmerman of Surrey was charged with possession of stolen property and driving while disqualified with additional charges pending. He is scheduled to appear in court today.

Car crashes through window of Tsawwassen Pharmasave

Store is open for business as work to repair damage underway IAN JACQUES

The Tsawwassen Pharmasave suffered extensive damage after a car crashed through the front window Wednesday morning. According to operations manager Lisa Ramsay, a regular customer was parking in front of the store and for some reason she came up over the sidewalk and into the front of the building. “Thankfully no one was hurt. It could have been so much worse,” Ramsay said Thursday morning while continuing the clean up and assessing the damage. “One of our employees was down the aisle near the line of fire I guess and just moments earlier went to the back to grab something, so no one was in front and no customers were walking by in front of the store.” Ramsay said the damage is extensive. “I was here until after

It could be a week or more before the damage is fixed, but the Tsawwassen Pharmasave remains open for business. 11 p.m. Wednesday night. The landlord and a restoration crew was in and they have boarded up the front of the store so it is safe for the customers walking outside,” Ramsay said. “We are open for business. That area has been roped off and we have cleaned up and

removed all the damaged merchandise.” She estimates it could be a week or more before the damage is fixed as large glass windows have to be ordered and signage has to be repaired. “Lots of people came by yesterday out of concern and just making sure eve-

ryone was OK,” she said. “We thank our customers for showing that concern.” Delta police are investigating the incident. “No charges have been laid and we are still trying to determine what happened,” said public affairs coordinator Sharlene Brooks.

Unfounded sex assaults not as high as noted

Review follows newspaper story IAN JACQUES

C o n t r i b u t i n g Wr i t e r

A recent Globe and Mail investigation into unfounded sexual assault investigations has prompted an internal review by the Delta Police Department. The Globe and Mail article, published on Feb. 3, was critical of police agencies across Canada in how they handle sexual assault investigations. The article highlighted that approximately one in five sex assaults reported to police are concluded as unfounded, meaning that a sexual assault did not take place. According to the article, the Delta Police Department ranked high regarding unfounded sexual assault with the data supplied to the Globe and Mail indicating the unfounded rate in Delta is 29 per cent compared to the Canadian average of 19 per cent. But Delta police Chief Neil Dubord said the data is misleading and, in fact, Delta’s unfounded rate is much lower. “When the article came out we immediately put forward a review to be able to understand if our coding — the way we enter our report files — was correct,” said Dubord. “We immediately found out that there have been discrepancies. “There are incidents within our current system of crime that we classify as ‘Z-codes’, which typically means an assist file. When we reported our

statistics to the Globe and Mail, we did not include the Z-code files. Saanich, for instance, did include the Z-code files and if we use the same methodology that Saanich reported, we would be at 11 per cent, so it goes to show you the difference immediately that is done just by the way you report it. “The statements made in the Globe and Mail are not necessarily a reflection of how the Delta police investigate sexual assaults.” Dubord said the Globe and Mail report has likely sparked similar reviews at other police departments across the country and it has also sparked a review at the provincial level here in B.C. “As president of the B.C. Association of Municipal Police Chiefs, I’m working with all of the municipal chiefs to conduct a full review to ensure we all are consistent in the way we are coding these particular types of investigations,” Dubord said. “We want to make sure that a percentage is accurate. I want to ensure that our investigations are thorough and take care of all of the concerns of the victims that are reporting these crimes to us. We want people to have confidence in coming to the police and feel confident that we will hear their complaint, that we will investigate it to the best of our ability and take the action that is necessary.” Dubord said he expects the internal review will take at least a month.

Minister shares mental health message

Jim Short, who spent time in Afghanistan with the Canadian Armed Forces, talks stress at McKee NICO HERNANDEZ

Optimist contributor

A local minister who spent eight months in Afghanistan with the Canadian Armed Forces talked about his experience coping with stress to a group in Ladner last week because he believes it’s important to discuss mental health. Rev. Maj. Jim Short, a minister with the United Church of Canada for 35 years and a reserve army chaplain in the Canadian Armed Forces for 26 years, was a guest speaker at the Kee Philosophers event last Friday at the McKee Seniors Recreation Centre. He spoke about stress, the different ways people experience it and how they cope with it. Seniors in the crowd shared their experiences and asked questions to better understand the issue. Short, the minister at Ladner United Church, said when he returned home after leading a chaplain team in Afghanistan he had issues related to

make sure I got support,” he said. He talked to a psychiatrist and took part in a program offered by the Veterans Transition Network at UBC, in which he shared to a group issues not resolved in his tour.

“I found out that those two things really helped me process some things that I think, if I kept them to myself and tried to handle them on my own, they eventually would have made me sick,” he said. “That’s why I talk about

early identification of issues. There’s nothing shameful about asking for help and nothing embarrassing about not being able to handle everything and because of that, I’m a healthier person today.” Short said stress has

always been a part of life and it’s important to embrace practices, thoughts and ideas that help deal with it. “Sometimes, we get so busy with the things that we need to do that we forget the people around us that we need to listen to and tell their story,” he said. “I talked for 40 minutes and four or five people got up because they want to tell their story. It’s important for people to listen because they have powerful and inspirational stories.” His goal in talking about stress is to let everybody understand what they’re feeling is human and that it is OK to seek help for mental health issues. “Anybody who struggles with mental illness, or who thinks about suicide and is struggling whether to reach out for help, is afraid that people won’t love or respect them and think that they’re weak,” he said. “I understand that and I think we need to kinda debunk that and let people know that it’s OK to be vulnerable.”

Murphy’s Law

A

TED MURPHY

fter a slow start, the field is finally taking shape in Delta South for May’s provincial election. A number of quality candidates have now put their names forward, which is good news for local voters, but even better news for Ian Paton. The Liberal candidate became the clear frontrunner once the incumbent, two-term independent MLA Vicki Huntington, announced in January that she wouldn’t be seeking re-election, but things have become even rosier in recent weeks. Provincial elections in pre-Huntington times saw the Liberals get roughly 60 per cent of the vote in Delta South, which was whittled down to somewhere in the neighbourhood of 40 per cent by the emergence of the popular independent. Forty per cent is still a formidable figure and if it’s to be beaten, requires much of the non-Liberal vote to coalesce around one candidate. That happened on two occasions with Huntington but it’s not an easy feat to accomplish and is made even more difficult, ironically, when there are quality candidates vying for those votes. Nicholas Wong, who has the backing of many in Huntington’s camp as he attempts to maintain independence in Delta South, brings a youthful passion to his community advocacy. The Greens, who didn’t run a candidate last time out of respect for Huntington, are fielding Larry Colero, a long-time South Delta resident who has taught corporate ethics at both UBC’s Sauder School of Business and SFU’s Beedie School of Business. And the NDP has two school trustees vying for the party’s nomination at a meeting this weekend. In short, there are (or will be once the NDP nomination is sorted out) three worthwhile candidates on the ballot alongside Paton. Presuming the Liberal gets at least 40 per cent of the vote, that means one of the three will need to reduce the other two to single digits to be successful. I guess that’s a possibility, but it’s highly unlikely. If the Liberals drop below 40 per cent, it offers a glimmer of hope, but if they surpass that mark, a grim situation becomes worse. Much can happen on the campaign trail (just ask Adrian Dix) so it’s far too early to give the seat to Paton, but his chances look good thanks to a trio of quality opponents.

Gov’t decisions can’t be solely based on getting re-elected

I

had dinner with four friends recently. We all have some connection to the United States, so politics was easily the topic of conversation. Eventually the conversation got past the Trump jokes. Within no time all agreed that we had no idea about how to dialogue with anyone from the opposite political persuasion. Although I have a Facebook connection, I have refused to pass along the anti-Trump rhetoric that persists. Our politics has become polarized over the past decade and may now get even worse. By passing along the jokes and negativity, we only continue the polarization and increase the divide. What really needs to be done is to open our dialogue with others. If we fail to do this, the politics of “alternative facts” and fear will persist. It seems we have allowed our societal views to become simplistic. Our conflicts appear to stem from emotional and prejudicial reaction. Facts presented to us by politicians and the press are often little more than spin. As such, we have become cynical and closed in our opinions and our ability to engage with one another. Our public engagement is now ruled by passions and fears. As a result, we have allowed our governance to be styled by ideologies

rather than basic need or common sense. When did we agree that we needed millions of dollars of corporate donations to help us decide our political fate? Our government budgets and actions are based on the need to be reelected. Should they not be based on some common goals and long-term planning instead of the election cycle? At some point in the last 40 years we gave up on the notion for a “quality of life.” Since then our material instincts have taken over. As a result, our political decisions are based largely on an economic perspective. The overriding goals are economic growth and jobs. This has become the basis of our polarization. We no longer appear to have a common idea/ goal of governance. The fear of

economic setback appears to guide our voting patterns even when we see an overriding need for change. Corporate-sponsored information constantly challenges nonbiased, un-sponsored science. In the Harper era even government scientists were muzzled. Funding for oversight to our resources has been seriously limited. As a result, our resource sectors are largely self-regulating. We have seen the collapse of the East Coast fisheries and we continue to challenge our West Coast fish stocks. Haven’t we learned? We cannot continue to make decisions that are this linear or one dimensional. It adds to our polarization and antagonism. In order for our society to thrive and survive, we need to consider our physical and economic environment. We need to put aside our prejudices and work together to solve the complex and important issues we face. We cannot afford decisions based on political ideals alone; we need real public dialogue and involvement. We can no longer afford to abstain from our democratic rights. Consider the word “democracy” a verb. An immigrant, Peter van der Velden is a former Kootenay councillor who has made Delta home for the past seven years.

Board told CoPS volunteers don’t grow on trees

Editor: Re: CoPS expansion sought, March 10 I am now in my fourth year as a volunteer at the Ladner Community Police Station so I was pleased to see the headline in the Optimist — until I read the comments made by Delta police board members. Board members Cameron McLeod and Peter Buxton are, in my opinion, out to lunch with their off the cuff demands for the program to be expanded. Volunteers do not grow on trees and I

doubt these two worthies have any notion of the numbers of people that would be needed to run an office seven days a week. Gentlemen, a little arithmetic is in order. There are 14 four-hour shifts in a seven-day operation. Each shift should ideally have four volunteers — two to man the office and two to carry out the various nonoffice programs. For safety and security, an office cannot be manned by a single volunteer and the station constable may not be on hand at all times.

Second tunnel is better idea

Editor: Re: Bridge is best option to replace tunnel: minister, letter to the editor, Feb. 17 The idea that another tunnel would use up farmland is nonsense as the second tunnel would surely be placed close alongside the existing tunnel. It would thus be already aligned with the existing Highway 99 entrances and exits. A new Deas Island bridge would be needed but this would be relatively a minor incursion, and it’s not on farmland. Currently the northbound highway lanes are condensed from four down to two immediately before Deas Island, so a second tunnel would start from there with virtually no loss of farmland. There are four exit lanes

on the south side already, including one each to Ladner and Tsawwassen. A similar situation exists for the southbound lanes, with the three existing lanes plus the optional lane in the middle now. The cost of this second tunnel has been variously estimated between $800 million and $1.7 billion, less than half the official $3.5 billion for the bridge, although a survey of recent B.C. government projects reveals frequent cost over-runs. So Clark’s monster bridge is probably going to cost much more than $3.5 billion, assuming they can solve the engineering problems. No wonder most people in Delta oppose it, as evidenced by the Optimist web poll. David Jones

That’s 56 volunteers at a minimum, but more would be better because, believe it or not, even volunteers have other things in their lives that may require them to absent themselves from time to time. So I guess the two board members would be pleased to put on recruiting hats and help the program to get up to strength. It might be worthwhile for these two to actually speak to some volunteers rather than implying the DPD management needs to get

its act together. I would venture to suggest that McLeod and Buxton have no real notion of how the CoPS program is run. I think I can speak for my colleagues in saying that we appreciate the value the DPD places on our efforts but one cannot simply throw a switch to expand the program. Chris Davies FILE PHOTO

With no public demand for a name change, former mayor urging voters to oppose it Editor: Fifty-one farmers representing Delta’s agricultural community petitioned the provincial government for incorporation. The motivation was funding for dikes roads, drainage and irrigation. Their legacy is Delta’s heritage and current culture, protected by the Agricultural Land Reserve and enjoyed by all. Cities,

towns etc. are all incorporated. Our pioneers used the legal jargon “The Corporation of Delta” in describing our civic government, interchangeably with “municipality.” There has been no local confusion over identity or legislation in the past 138 years. There has been no public interest demonstrated for changing Delta’s identity. As a wise

man once said, “True leadership is motivated by the desire to serve others.” There is no public demand for a name change. The process initiated by Delta council is counterintuitive to a conventional democratic process. Rather than voting for something the electoral response form requires a vote of 6,993 in opposition to council’s initiative.

Delta council is making radicals out of those of us who are not radical, who speak for generations who have offered much public service to Delta and its history. Please obtain a form online or attend one of five locations in Delta and vote against council’s initiative by March 31. Doug Husband Former Mayor

No guarantee union members will work on bridge

Editor: I was interested to see that the small ironworkers union is in support of the Liberal government’s plan to build a high level bridge to replace the George Massey Tunnel. I can understand that

they need to feed their families and keep a roof over their heads amid the desperately high-priced cost of living in Christy Clark’s B.C., but if this project is anything like the Liberals’ other mega projects, such as the Cambie

corridor SkyTrain, it will be a public private partnership (P3) with no guarantee that it will be union built. Good luck in getting them to change that policy. Deirdre Whalen

Editor: What is the rationale of requiring basement suites to install water meters? To pay their fair share, supposedly. The Nestle Water company pays $2.25 per million litres. Don’t tell me these basement suites are consuming anything close to that amount. The logic does not hold water, so to speak. Shelley Bevandick

Developers are getting good return on donations

Tsawwassen is a great place to live. Many of us would like to keep it that way. It is, however, a matter of public record that the current Delta council

Province helps fund escape room in bog Victoria provides local non-profit society with over $100,000 to hire four unemployed people

The provincial government and Burns Bog Conservation Society are partnering to help four unemployed people gain work experience while contributing to a new outdoor educational concept at the Delta Nature Reserve. The province is providing the society with $103,270 as it designs an escape room-style experience for families, schools and other groups to learn about the Delta Nature Reserve’s environment and ecosystem while going through strategic scenarios

in the midst of nature. The new attraction will be called Burns Bog Escape: Wild Adventure Series. Provincial funding will allow the society to offer work experience to four people at all stages of the escape room development, from planning the concepts and purchasing supplies to construction and marketing programs. “This project is a really great way to get people excited about engaging with our natural environment,” said Kirsty Peterson, manager of Burns Bog Escape.

“Adventure-based games are so much fun and facilitate the development of teamwork, leadership and problem solving skills.” Delta North MLA Scott Hamilton said he’s excited to see there are going to be more opportunities for people across the Lower Mainland to learn about Burns Bog in a fun new way. Burns Bog Escape: Wild Adventure Series is expected to begin welcoming the public this summer. Each outdoor scenario can take up to two hours to complete as guests solve a series of unique puzzles.

Metro Vancouver’s South Delta water main replacement project continues with work being done in two sections. The north section is currently in construction on 52nd Street between Tsawwassen Commons and 28th Avenue. That is expected to be complete by the start of April. Work on the second section, on 52nd Street south of Highway 17 to 12th Avenue, is scheduled to begin mid-April and run until the fall. When all work is done, the new water main will deliver drinking water from the Seymour Capilano filtration plant to residents and businesses in the Corporation of Delta and Tsawwassen First Nation. Metro Vancouver is holding an open house on the project this Saturday at 10 a.m. at Tsawwassen Springs.

Tower Fitness expands in Tilbury Business Buzz

Leaders for years in the servicing of treadmills and fitness equipment, Tower Fitness Equipment Services Inc. has recently expanded to offer even more for its customers. Tower Fitness was established in 2003 and is centrally located in the Tilbury Industrial Park.

Tower Fitness is a dealer for TRUE Fitness, Paramount Fitness, Schwinn, Stages Indoor Cycling, TrueForm Runner, HiTrainer, Shuttle Systems and UMAX, as well as a seller of Concept 2 rowers and various fitness and conditioning products. Several manufacturers and sellers of fitness equipment also use Tower Fitness as their preferred direct-dispatched service

provider for both installation and repair. As their reputation for quality service has grown, TRUE Fitness recently selected Tower to also sell their products. “In our adjacent space we have now been able to combine our service with sales,” said owner Tony Lord. “We have a complete line of equipment and it allows us to build facilities from the ground up.”

Lord said they will soon be launching an expanded website, which will help drive more customers to their location. “It’s unique in that you can come down and have a full workout and really try all the equipment at our new showroom,” he said. “You just won’t find that at our competitors. We truly are offering a unique fitness experience for our clients.”

What’s in a name

Civic officials look to clear up any confusion by making Delta a city, but not everyone likes the idea of a name change I By Nico Hernandez

Mayor Lois Jackson

Vicki Huntington, MLA

Former Delta mayor Doug Husband

Delta is proposing to change its name from a corporation to a city, and while some agree the move is necessary in order to avoid the municipality being mistaken for a private business, others think such a moniker will damage our small town sensibilities. Mayor Lois Jackson said the name change stemmed from people misidentifying the Corporation of Delta as a business when civic officials were at a conference in Europe last year. She said that incident sparked the discussion to change from the Corporation of Delta to the City of Delta. Delta council has put the proposal to an alternative approval process, which means voters have until March 31 to register their opposition. If more than 10 per cent of voters (6,993) oppose the idea, council will drop the issue. The process is expected to cost around $5,000. “It occurred to us that we’re not very progressive, which is embarrassing for us,” Jackson said. “We have a population of over 100,000 people, we have a huge geographic area and we’re just keeping up with the newer cities in the Lower Mainland.” The six-term mayor said the change is in name only and wouldn’t affect Delta’s growth rate, nor result in increased congestion or other big city ills. “I don’t think that you’re designation, whether you’re a town, village, hamlet or a city, makes much difference,” she said.

“There’s a whole list of things to happen and just because you change the name, it won’t change the community plan.”

OPPOSITION Not everyone is in favour of a name change, though. Vicki Huntington, the independent MLA for Delta South, said calling Delta a city creates a different attitude towards the semi-rural community. She added that it has a very sensitive environmental ecosystem to protect and calling it a city does not enhance the sense of community. “It creates a vision of hustle and bustle for Delta that people don’t really want,” she said. “It’s a community that’s part suburban, part rural, and has an environmental sensitivity that it must protect. Calling us a city does none of that.” Former Delta mayor Doug Husband said there’s no benefit to calling Delta a city because it’s a farming community with no central core. He added that it goes against the history of the 61 farmers who founded the municiRIGHT: Delta’s civic officials are on board with the proposed name change, but those opposed say it could change Delta’s small-town feel to more of an urban city lifestyle. pality back in 1879. “The farmers of Delta will now become city farmers for heaven’s sakes,” said Husband, who was mayor from 1987 to 1990. “[Council wants] to make a name change so people are trifling with our own history in the community.” He doesn’t like the alternative approval process as it puts the onus

on those opposed to the name change. “Who’s going to go out of their way to go pick a form up, drive somewhere to five different locations in Delta and vote against something?” he asked. “It’s a reverse process to the democratic process that we normally use to find out an expression from

people whether they support something.” Husband suggested council put a question on next year’s municipal election ballot to better gauge whether voters support a name change. He also suggested council undertake public consultation and host open houses so people can have their say. “The average person probably doesn’t have any clue that Delta is about to be renamed as a city,” he said. “Is it a justifiable reason because somebody in Amsterdam had trouble understanding that we are a civic government? It’s easy to explain and communicate to people. Delta has had this name since 1879 and there’s never been a problem.” Optimist columnist Brad Sherwin is another to have expressed opposition to the proposed name change, believing city isn’t the right description for Delta. “People say it’s just a name. Well, names mean something, and I just don’t think that sits with who we are as a community,” Sherwin said. “Calling ourselves as a city is just for convenience because we’re not a corporation anymore.” He added that it’s possible for Delta’s sense of community to take a hit if the proposal proceeds. Sherwin said the feeling of being unique by having corporation in the name would disappear and people would do things differently, even if only subconsciously. “We should celebrate that difference instead of doing what everybody else has done,” he said.

Fiko Goksel

NOTHING WILL CHANGE

BELOW: Delta’s peaceful, laid back lifestyle could be in question if Delta gets a new name say those opposed to the process.

Coun. Heather King said she was disappointed when she read Sherwin’s opinion because it’s just a simple name change, with nothing more insidious, hidden or controversial to it. “That’s a wild perspective that I just don’t endorse or see that happening, or realistic,” she said.

PHOTOS BY GORD GOBLE

King said the uniqueness of Delta’s three communities would be retained even if the name changed. “We are a community that prides ourselves on protecting farmland, on ensuring that we have three separate communities that are very distinct and it will remain that way,” she said.

PUBLIC HAS A SAY The proposed name change hasn’t generated a lot of discussion among Delta residents, and the Optimist found a variety of opinions when it asked members of the public about the idea. Gislaine Bates is part of the Ladner’s Landing Facebook group that’s holding a petition against the name change. She said calling Delta a city would lead to growth and that she prefers to live in a small community where everyone supports each other. “I don’t want our community to grow anymore,” she said. “I like to keep it as a farming community with the farming lands, instead of having large box stores.” Both Laura Petrusma and Alison Dueck are in favour of the change. Petrusma said “the corporation” sounds cold and that it doesn’t match what Delta is, while Dueck said calling it a city brings Ladner, Tsawwassen and North Delta together. “I think that unity means we’re able to bring decisions together and support each other,” said Dueck. “Rather than saying we come from specific parts of (Delta), we can say, ‘We’re from Delta.’” Fiko Goksel, owner of Fiko’s Styling Barbers and a resident of Ladner since 1970, has seen big changes over that time, but doesn’t believe a city designation would affect the community to any great degree. “I’m too old to care. Whatever they do is fine with me,” he said.

FOLLOWING SUIT Delta is following in the footsteps of other B.C. juris-

dictions that have recently dropped corporation from their name, including West Kelowna in 2015 and Maple Ridge in 2014. Both of those cities used an alternative approval process instead of a referendum at a cost of around $3,000. Maple Ridge Coun. Bob Masse said being a city provides better branding, making for easier recognition on an international scale. “A city would be bigger, more complete sort of self-sustaining entity,” said Masse. “I think that’s what it implies, that a city is a stand-alone, complete community.”

MARCH 31 DEADLINE SET Delta was given its name when it was incorporated in 1879 due to the population density and geographic size at the time. All municipalities are legal corporations, but Delta is the only one in B.C. that still calls itself a corporation. To be considered a city, a municipality must have a population of over 5,000. Delta’s population is approximately 100,000. Registered voters in Delta have until 4 p.m. on Friday, March 31 to sign an elector response form opposing the initiative. Forms can be downloaded from Delta’s website (delta.ca) or picked up at Delta Municipal Hall, South Delta Recreation Centre, Ladner Leisure Centre, North Delta Recreation Centre or Sungod Recreation Centre. Delta estimates that 6,993 votes are needed in order to prevent the name change. If that number is not reached, Delta can apply to the Ministry of Community, Sport and Cultural Development to proceed with the change. The results of the alternative approval process are expected to be announced April 24. Nico Hernandez is a journalism student at Langara College doing a practicum at the Optimist. Cuddly critters visit Town Centre! PHOTOS BY GORD GOBLE

Mike Larson holds a guinea pig for all to touch (left) while Taid Miles of Tsawwassen (above) pets a hamster during a Mike’s Critters presentation at the Tsawwassen Town Centre Mall Wednesday. The mall is offering free drop-in activities for school-aged children every weekday during Spring Break.

Biography chronicles life of Canadian education pioneer Tsawwassen’s Avis Glaze is one of Canada’s top educators and an international leader in the field of education. From her earliest days in Jamaica, as a young girl who was driven to teach others to read, to her rapid rise through all levels of the school system to become Ontario’s first chief student achievement officer, Glaze has been a persistent voice in the belief there should be no “throw-away kids.” A new book, Avis Glaze: The Children Cannot Wait,

is part biography and part chronicle of achievements, but it is mainly a template for action. Topics include continuous improvement in student achievement and wellbeing, leadership development, equity, social justice and inclusive education, character building, career education and innovations she has spearheaded. Author Roderick Benns worked with Glaze when she was chief student achievement officer of Ontario as her senior writer.

“Avis is a remarkably effective leader,” says Benns. “She was highly innovative as a district leader, spearheading programs like character education in Canada for the first time. And I don’t know of anyone who embodies empathy and excellence in her field like she does.” Benns says Glaze, who has moved on to international consulting work, is “a relentless champion of Canadian values” and continues to influence new generations of educators.

Avis Glaze served as Ontario’s first chief student achievement officer.

Checkmate. Two thousand years later those words still remind us not to judge. Jesus, who had been doodling in the dirt while the crowd melted away, looked up and saw that he and the woman were alone. He said something that we need to hear today even more than the throwing stones phrase: “Then neither do I condemn you. Go now and leave your life of sin.” (John 8:11). Two important lessons to gain from this story. The first is there is nothing we can do that God can’t forgive. Nothing. The second is that sin is still sin, and to truly change we need to stop. “For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord.” (Romans 6:23).

“Let the one who is without sin cast the first stone.” This phrase has become part of our vocabulary, though many may not know that it comes from the Bible. A group of religious leaders dragged a woman to Jesus who had been caught in the act of adultery. They reminded him the prescribed punishment for adultery was death by stoning and asked Jesus for his judgment. It was a trap. First, if she was caught in the act, where was the man? Adultery is difficult to commit alone. Secondly, they didn’t have the legal authority to enact the death penalty. They had neatly trapped Jesus

onathan Quick and Natasha Neufeld will perform songs that mean something to them at It Takes Two, a concert in Ladner set for Sunday, March 26. Professional singers and choral directors, the Tsawwassen couple met while singing in a 12-voice a cappella chamber choir at UBC and then fell in love about two decades later. “We have a long history together and music can tell the story of that,” says Neufeld. They eventually became more than colleagues after Neufeld asked Quick to perform at a benefit concert she was putting on with one of the choirs she’s involved with. She says they spent hours talking on the phone in preparation for the performance. Their wedding in 2010 was “a big concert” while Quick had proposed by singing a song to her from the musical Camelot. The upcoming concert will be a combination of mostly duets and some solo music. Pianist Paul Kemp will join them. Expect some classical music and jazz standards, a little bit of gospel and some pop. Quick directs the Vancouver Welsh Men’s Choir and the Vancouver-

South Delta Secondary grad Natalie Image is among the finalists for the Metropolitan Opera National Council Auditions. She says it seemed “very unreal” to find out she was a finalist. “This wouldn’t have been possible without the support of my teachers and coaches, and, of course, the constant support of my parents since I began singing lessons at age eight,” she tells the

Optimist in an email. Image, who graduated from SDSS in 2010 and is currently finishing her master’s degree at the San Francisco Conservatory of Music, will perform Sunday at the Grand Finals Concert in New York. “For over 60 years, the annual competition has helped launch the careers of countless young singers, including some of opera’s greatest stars,” the Metropolitan Opera’s website states. It also notes the finalists are competing for cash prizes and “the chance to launch a major

operatic career.” Image explains young singers across North America go through four stages of competitions: district, regional, semifinal and final. “Each level requires you to prepare four or five opera arias, which singers spend months learning and perfecting,” she says. PHOTO BY KEVIN CLARK

Twelve Angry Men opens next week at the Tsawwassen Arts Centre.

Sidekick presents Twelve Angry Men at arts centre Audience favourite originally a 1954 teleplay

The Sidekick Players Club will open a threeweek run of Reginald Rose’s Twelve Angry Men next week at the Tsawwassen Arts Centre. The audience favourite was originally a 1954 teleplay before being rewritten for the stage in 1955 and again for a feature film in 1957. The play’s Broadway debut came 50 years later in 2004. A 19-year-old man has just stood trial for the fatal stabbing of his father. “He doesn’t stand a chance,” mutters the guard as he leads the jurors off to deliberate. It looks like an openand-shut case until one of the jurors begins opening the others’ eyes to the facts. “This is a remarkable thing about democracy,” says the foreign-born

juror, “that we are notified by mail to come down to this place and decide on the guilt or innocence of a man; of a man we have not known before. We have nothing to gain or lose by our verdict. We should not make it a personal thing.” But personal it does become, with each juror revealing his or her own character as the various testimonies are re-examined, the murder is reenacted and a new murder threat is born before their eyes. Tempers get short, arguments grow heated and the jurors become 12 angry men. “We have a stellar group of actors bringing this jury to life,” says Carroll Lefebvre, who will be directing the Sidekick production. Cast members hailing

from Delta include Mark East, Jake Eng, Jeremy Parks, Todd-Elliot Gates, Ed Sweeney, Ray Roch, Shylo Smith, Pat Truelove and Rudy Zita. Rounding out the cast are Robert Larsen and Brad Felton from Surrey and Liam Sweeney from Vancouver. The guard, the lone woman in the production, is Bernice Fehr from Tsawwassen. Twelve Angry Men runs from March 23 to April 8, Thursday, Friday and Saturday evenings at 8 p.m. There will also be two 2 p.m. matinees: Sunday, March 26 and Sunday, April 2. Seating is limited so reserving early is recommended. Call 604-2882415 to reserve seats. Tickets are $18 for adults and $15 for seniors/students.

Leonardo’s final years spent in France RICK MILLIKAN

Optimist contributor

Site of France’s early royal court and Leonardo da Vinci’s last home, Amboise inspires wondrous investigations. Strolling across the main bridge into old town, a cobblestone street leads us past bistros, patisseries, 15th century clock tower and antique shops. Winding up a hillside, we admire half-timbered homes and marvel at cave dwellings carved into chalky-white cliffs, common in the Loire Valley. Just beyond, Leonardo’s gothic chateau rises behind a wooden gate. His white stone and pink brick home boasts a splendid façade featuring two angels holding France’s heraldic shield and statue of Saint Sebastian, patron of archers. A stairway leads us up onto an exterior gallery and into the first of two spacious bedchambers. Marguerite de Navarre’s chamber brims with Italian Renaissance furniture inlaid in ivory and

ebony. Our brochure explains Marguerite, King Francois I’s elder sister, was an esteemed writer and diplomat. She graciously asked Leonardo to live in Amboise: “Here, you will be free to dream, think and work…” Accepting the invitation and a princely retainer, he enjoyed the last three years of his life residing in their summer palace. In the adjacent chamber, carved cherubs and sea creatures adorn his canopied, scarlet curtained bed. An intricately carved oak cabinet and bench are placed along the beige wall. Amid the decorative terracotta floor stand a stout chair and the worktable where he recorded observations, organized galas and helped design Francoise’s magnificent Chateau de Chambord, 50 kilometers away. France’s fleur de lis embellishes the stone fireplace. Stained glass windows frame views of his patron’s nearby Château Royal d’Amboise. We learn

Leonardo da Vinci spent the final years of his life at this gothic chateau in France. that a 500-metre underground passage enabled the King’s regular visits. A small chapel downstairs features a painted star studded vault and four frescoes by Leonardo’s students: Annunciation, Assumption, Last Judgment and Virgin of the Light. Perhaps the last, where the virgin’s feet rest on a crescent moon, inspired the chateau’s name: Le Clos Luce,

meaning Field of Light. Two stained glass windows fuse white, black, yellow and orange to depict Christian themes. A thick bible and botanical book lay atop a table. One conveys Leonardo’s acceptance of God. The other affirms his observations in nature, which contradict Christian creation beliefs. The reception room’s spaciousness, long din-

ing table and decor seem perfect for entertaining. Replicas of his Mona Lisa, St. John the Baptist and Saint Anne decorate the walls. Now displayed in the Louvre, he originally carried these masterpieces in his saddlebags from Milan to Amboise. A large tapestry depicts a battle from Song of Roland; another pictures goddess Diana hunting. Atop one cabinet, a carved

wooden St. George fights three sinuous dragons. Francois’s marble bust and Maguerite’s portrait grace a central niche. In the large kitchen, the life-sized figure of his Italian cook stands beside a huge fireplace with spits and oven. Piles of garden produce cover her large prep table, recalling Leonardo’s vegetarian diet. Forty models representing his engineering flair are exhibited in the basement. Full-scale inventions and exemplary artwork appear throughout the 17-acre garden park. Placards placed amid lush greenery display his geological entries, botanical notes and anatomical illustrations. Leonardo’s marble tomb lies inside the chateau’s baroque chapel, where fresh white lilies and a bronze plaque honour this great man of Italy… and France. Nearly eight million adults of all ages in the United States report balance disorders each year. About one-third of the older population reports difficulty with balance or walking; the numbers increase significantly after age 75. All in all, almost 40% of older adults are affected.

Advice from the Pros: Come & talk to us about hair problems

The first thing to understand is that u.v. whether from the sun or bulbs is the same. A photon of light is a photon of light. There is no magic change to make a sunbed more risky than the solar uv light. Our sunbeds provide a U.V. spectrum similar to solar uv at noon - 95% UVA and 5% UVB, the strength of the dose may be stronger but the duration is shorter which is why you don’t burn if a sunbed is used properly. In fact cancer care Ontario, in a 2013 report on ultraviolet radiation reported that the melanoma risk for outdoor exposure was 61% versus 15% for indoor devices when used properly. So based on this research, using a sunbed is 4 times less risky than outdoor sun exposure. That is certainly a different message than what is often reported for the risk of indoor sunbed use. Is there a “hidden agenda”? - just asking! See www.tanresponsibly.ca for a complete set of standards. Our staff have been trained extensively in North American standards. Our clients tell us a “base tan” before their holidays and summer works for them.

Is this “No U.V. light message the same as : Don’t use salt! To quickly be replaced by “oh a little salt is o.k.” or don’t use butter to be replaced later by “oh a little butter is good for you” or red wine is bad to soon be replaced by “a little red wine is good for our digestion.” Or “Don’t eat red meat or too much fat” to be replaced by, (Front Page April 3, 2016 Province) “We should be eating more fat and red meat.” How long do we have to wait before we are told oh! By the way we do need U.V. light in healthy moderate doses? With all these second thoughts are we finally getting real? Are we being lead by the nose? - still

just asking!

The answer might be with “Dr. W. B. Grant, Sunarc. Why is the public misinformed about UV and vitamin D”? Visit www.sunarc.org Look at these outdoor Burners, they probably lost the fun of their next 3 days of vacation they did not sleep easy for a few nights.

Semi-finals next for Canadians Major Midget team takes on Chiefs this weekend after sweeping Fraser Valley MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

The Greater Vancouver Canadians are still looking forward to a playoff trip to Prince George, it just may happen a week later than they expected. The Canadians have advanced to the B.C. Major Midget Hockey League semi-finals after sweeping a pair of games from the Fraser Valley Thunderbirds last weekend at the Richmond Olympic Oval. Had the entire quarter-final round gone to form, the No. 4 seed’s next stop would have been up north to take on the regular season champion Carbioo Cougars. However, that changed when the sixth-place Vancouver Northwest Giants defeated the third-place Okanagan Rockets. The upset set the stage for the Canadians to head to Coquitlam this weekend for a best-of-three match-up with the second-place Vancouver Northeast Chiefs. Game one goes tonight and the series continues Saturday and, potentially, Sunday. “We don’t want to go to Prince George just yet but would be more than happy to do so in another week,” smiled Greater Vancouver head coach Phil Alalouf. “I was actually sending text messages to (Giants head coach) Aaron Wilbur throughout their game.” The Canadians were expected to have their hands full with the No. 5 seeded Thunderbirds and they certainly did in the series opener last Saturday. The visitors rode the outstanding goaltending of Boston Bilous

Captain Scott Atkinson put his team on the board, then set-up Sasha Mutala for the tying goal with just 45 seconds remaining. The comeback was completed when Michael Araki-Young buried a Mutala feed at the six-minute mark of overtime. The Canadians carried the momentum of the huge win into game two Sunday night and there would be no drama this time.

The hosts opened up a 2-0 lead after 20 minutes on goals by Owen Williams and Mutala. Henry Rybinski and Samuel Pouliot doubled the advantage before Fraser Valley finally got on the board in the late stages of the second. Third period goals by Daniel Pearson and Atkinson iced the win. “Three minutes left in game one and the whole momentum changed even though Boston was outstanding for them,” continued Alalouf. “The guys came into today were focused on getting the

job done.” The semi-final series features a pair of high-scoring teams with plenty of top end talent. The last time they met back in January ended in a series split by scores of 8-5 and 7-6. The Canadians’ first unit power play includes three top Western Hockey League prospects — 16-year-old Atkinson (Edmonton) and 15-year-olds Mutala (Tri-City) and Rybinski (Medicine Hat). It looked dangerous on every opportunity in Sunday’s clincher.

Storm players participate in scholarship tourney

Four South Delta Minor players participated in last month’s 40th annual Pacific Coast Amateur Hockey Association Midget Scholarship Tournament. The four-team event is designated for graduating 17-year-olds that play for teams in the PCAHA. Eligible players also must meet academic and sportsmanship requirements. team that went 3-0 in roundrobin play, while Tyler McLennan back-stopped the Fraser Valley Conference Oilers to a 2-1 record. The local contingent would square off again in the championship game, played in Coquitlam, with the Avalanche producing a 7-2 win. Matson earned a $500 scholarship for his outstanding play in the tournament. Overall, it was a great experience for the boys and a fantastic way to finish the season and their minor hockey careers.
