Welcome to the City of Delta. It’s taken longer than expected but the municipality has finally been granted a title change from the Corporation of Delta. CAO George Harvie told the Optimist this week the name change was delayed because of the change in government in Victoria but now it’s official. In May, Delta council agreed to formally submit a request to the province to change Delta’s title after insufficient opposition from local voters. The idea came about earlier this year when a civic delegation to the Netherlands found
having “corporation” in Delta’s official name created a mistaken assumption the municipality was a private business. The same problem occurred during a visit to Ottawa. The only way residents could have blocked the change was for at least 10 per cent of eligible voters to submit an elector response form registering their opposition by a spring deadline. The number of electors in the municipality is estimated to be 69,928, so almost 7,000 forms registering opposition were needed. The total number of verified response forms submitted was 1,506, just over two per cent. VAST: see Page 3

Local mothers who participate in a new parents’ group are upset Fraser Health will soon be scrapping the program they say is the only public health resource for many new moms and their infants in the community. Meeting weekly at the South Delta Public Health Office in Ladner, BabyDaze is a nurse-led post-natal group. It’s vitally important to the health of the community, said Erica Beard, a Tsawwassen mom of a four-month-old. “They (Fraser Health) want to move it to a community partner, they said, however, we won’t have access to a public health nurse on a weekly basis and that’s our biggest concern,” said Beard. Noting the group is an excellent use of nursing resources, Beard said parents met with Fraser Health regarding the cancellation, which takes effect at the end of this month, but their concerns were dismissed. Beard noted the group is useful for preventative health and allows anyone who attends access to advice on raising healthy children from qualified professionals. Members are able to weigh babies, discuss infant health concerns and receive education from the nurse on a variety of topics, both as a group and

What we need is the health component of it because we don’t have any post-natal care in South Delta. It’s our only option, especially for those moms who don’t have a GP or a lot of us who aren’t techni-
cally considered high-risk or vulnerable.” Saying the group saved her from developing postpartum depression and anxiety, Beard noted more than a dozen new moms usually take part in the drop-in sessions. Fraser Health spokesperson Tasleem Juma said a new group is being established and will meet at the Tsawwassen Library. It will feature informative guest speakers and group discussion as well as a community health nurse when certain health-
related topics are to be discussed. The new group, though, won’t be led by a nurse. The concern is that parents might rely solely on the advice of a nurse rather than seeing a doctor, she said. “We recognize the importance of having the parent groups for new parents. The parent group that’s being transferred in South Delta is going to be led by the library and the Ladner Hub (Ladner Early Childhood Development Hub Program). We’ve
transitioned a number of groups already and it’s been very successful,” she explained. Juma said vulnerable mothers are being targeted for assistance, since they don’t necessarily access support groups. Juma noted the health authority is also enhancing programs and services such as home visitation and the Nurse Family Partnership, a free public health program for women having their first baby who might be at risk of poor health outcomes.

The municipality had also gone through a 48-day public consultation exercise, exceeding the 30-day requirement. Harvie noted a report will be coming to council next Monday on the title change, while the letters patent from the provincial government will be framed. Harvie also said Delta Museum staff will prepare a storyboard with a timeline of Delta’s history, leading up to the name
change, which will be on display at recreation centres and civic facilities. A previous report to council notes the classification change will not impact Delta’s agricultural identity, municipal status nor the community names of Ladner, Tsawwassen and North Delta. “Farming and agricultural land remain vital components of not only Delta’s identity, but its economy, culture and history,” the report stated.

For this reason we are looking for a single person or possible mellow couple for him only...no kids and no big families. The good news is that he is a VERY smart boy! He knows the rules, but he likes to test them and try to push your boundaries and see what you are willing to deal with. Because of this we are looking for a strong and experienced power breed person for him that can stay firm and assertive and catch micro expressions in his body language. Despite his size, this guy is quite lazy. Not the typical pitbull energy and one good walk a day with bathroom breaks from the house would suffice. Patron is good with other dogs, big and small, after proper introductions. He is a human dog, and doesn’t like to play with other dogs, but doesn’t have issues with them. We feel his furever home would be one where he is the only animal, or possibly with a calm and older female. We do not know about cats yet, but will test as soon as we can. He is GREAT on leash, house broken and crate trained. As with all our dogs, he is neutered and up to date on all shots and vaccines. Enrollment is up again slightly in the Delta School District. The numbers presented at the Delta board of education’s public meeting Tuesday indicate the district currently stands at 15,296 students, up 26 from the 2016/2017 school year. Last year the district was up 13 from the previous year. Assistant superintendent Nancy Gordon said the elementary school population, as of Sept. 30, in North Delta has seen a small increase. The same is true for Ladner but Tsawwassen is down slightly. North Delta’s secondary population also saw a small increase while South Delta is down around a couple of dozen. Like most school districts in B.C., Delta had been suffering from declining enrollment for years, which has had a negative impact on annual operating budgets. In recent years that trend came to an end as the district has seen a series of small increases. The district has retained and attracted new students with an increasing number of academy programs, but there are also

Mayor has mobility pricing concerns

Delta motorists could not only find themselves without a new crossing but also having to pay to drive around Metro Vancouver in order to fund other projects. Metro Vancouver announced this summer that a Mobility Pricing Independent Commission will examine ways to manage congestion and support investment in transportation infrastructure. According to the commission’s terms of reference document, Greater Vancouver currently has systems in place to charge for usage of transit, but the region’s approach to charging for the use of roads and bridges is still somewhat undeveloped, ad-hoc and limited. Mobility pricing includes a range of fees and charges but with tolls having been recently taken off the table by the province, the much talked about idea of road pricing will likely be at the forefront. I think it’s going to be more of a challenge because the mayors were counting on
tolls to pay the local share of the construction of the Pattullo Bridge and these big projects,” she said. Jackson said Delta residents who have little choice but to drive due to the lackluster transit service shouldn’t be forced to pay high charges unless they have options. “There’s many areas that don’t have options to take a TransLink bus, so what may apply in another country doesn’t mean it will work here,” she said. The commission will submit recommendations to the TransLink board and the Mayors’ Council on Transportation next spring. As far as the George Massey Tunnel Replacement Project, the NDP government announced earlier this month it’s suspending any further work until a third-party analysis is completed. Almost all Metro Vancouver mayors have voiced opposition to the project with some suggesting the money be directed to other priorities.

• Oct. 4, 9:01 p.m., 5000block of Canoe Pass Way: A security guard at the mall reported two suspects had stolen a customer’s purchased goods and then attempted to sell the goods back to the victim. Police attended and detained the suspects for theft. Both suspects have outstanding warrants and were arrested and transported to police cells. • Oct. 5, 10:16 a.m., 1600-block of Golf Club Drive: Complainant reported damaged street lamps with the electrical covers removed and the copper wire stripped. Police attended but it appeared the damage had been repaired. • Oct. 5, 8:39 a.m., 1600block of Golf Club Drive: Complainant reported vehicle parked in driveway had been entered and rummaged through. Nothing appeared to be missing from the vehicle. Complainant believes vehicle was locked but no sign of forced entry. • Oct. 7, 1:57 a.m., 56th
Street and 16th Avenue: A citizen reported a suspect had kicked out the glass panel in a bus stop shelter. Police attend and located the suspect who admitted to smashing the glass panel, causing $3,000 in damage. The suspect was transported to police headquarters, charged and then released on a promise to appear in court at a future date. • Oct. 7, 4:26 p.m., 5000block of Canoe Pass Way: Manager of a business in the mall reported a person had entered the fitting room with several items but left the fitting room likely wearing at least two of the items. The suspect was being assisted by an accomplice. The suspects who left the store were observed by the mall security getting on the public bus. • Oct. 7, 9:30 a.m., 5200block of Belair Drive: Complainant reported they had parked their boat overnight near their residence. In the morning the complainant found the 9.9 Mariner engine valued at $1,500 stolen from the boat. • Oct. 9, 10:06 a.m., 800-block of Tsawwassen Beach Road: Complainant reported the theft sometime overnight of five traffic cones from the street outside their residence. The cones marked with “Tupper” were placed on the street to mark recently poured concrete. • Oct. 9, 11:09 a.m., 4900-block of 3rd Avenue: Complainant reported they left their unlocked vehicle parked on the street in front of their residence. Sometime overnight the vehicle was entered and rummaged through. Items stolen
include a blue Makita 2.5 hp air compressor with a 4.2-gallon tank, a red air hose, several pieces of clothing and the keys to the vehicle from the centre console.

• Oct. 6, 8:43 a.m., Highway 99 and Highway 17A: While conducting a roadside on-foot traffic enforcement, police stopped a vehicle travelling at 132 km/h in an 80 km/h zone. The driver was charged with driving at an excessive speed and given a ticket as well as a 90-day roadside suspension. The vehicle was also impounded. • Oct. 7, 12:31 p.m., 4700-block of 52A Street: Complainant reported their locked bike stolen from their carport sometime overnight. Complainant indicated the lock had been cut and that some of their neighbours’ garages had also been entered and rummaged through. • Oct. 9, 9:40 a.m., 4700block of 47A Avenue: Complainant reported they had parked their vehicle in front of their residence and sometime overnight the driver’s side tires were slashed, causing approximately $800 in damage. • Oct. 9, 8:17 p.m., 5400block of Westminster Avenue: Complainant reported hearing 10 or 11 shots in the area. Police attended but could not locate a source of the shots. The complainant is new to the area and was not aware it is now hunting season in Delta and that their residence is located close to farmland and Fraser River dike hunting area.
Delta man pleads guilty to sex charges DAVE WILLIS

A Delta man pleaded guilty to 19 sexual offenses in a Whitehorse court last week. The offenses were against 11 girls under the age of 14 and took place while the man, who can’t be named to protect the victims’ identities, was living in the Yukon, according to reports. The 48-year-old pleaded guilty to nine charges of sexual interference, eight charges of producing child pornography and two counts of voyeurism.
The man, who moved to B.C. in 2013, came to the attention of police after a girl came back to the Yukon from a family trip to B.C. to visit the man and his family and told about his sexual misconduct to a school counsellor, who subsequently told RCMP, according to reports. It was reported more victims came forward during Whitehorse RCMP and Delta police investigations and the man was arrested in Delta in 2015. Whitehorse RCMP contacted Delta police to request assistance with the investigation, Delta police
spokesperson Radhika Sikhakhane told the Optimist. Additional offences occurring in Delta were identified, she said. After the man was arrested a search warrant was executed on his home and Delta police recommended charges, seven of which have been approved, Sikhakhane said. The local charges might be included in the sentencing proceedings in the Yukon, said Yukon Crown counsel Noel Sinclair. Sentencing is set for Jan. 29.

Delta is hoping a new provincial government will take a leadership role when it comes to river dredging. Civic politicians agreed last week to send a letter to Premier John Horgan and Minister of Forests, Lands and Natural Resources Doug Donaldson asking the province to initiate a 10-year maintenance dredging program for the secondary channels of the lower Fraser River in conjunction with the federal government and the Vancouver Fraser Port Authority. Back in 2012, Delta entered into a joint $10-million funding program with the province, the port authority and the City of Richmond to dredge channels around Ladner and Steveston. Work was completed in February 2015. A residual $1.5 million of port and provincial funds was allocated for the Ladner channels, so a new program was started
that included the port monitoring sediment accumulation in the channels and undertaking targeted dredging in problematic areas. A Delta staff report notes that, on the whole, the channels are still in relatively good condition in terms of navigability. in particular the need for provincial government leadership. Coun. Ian Paton, who’s also the MLA for Delta South, told council he’s been given the green light for a meeting with Donaldson on Nov. 2 along with representatives of the Ladner Sediment Group. It will build on previous meetings involving the Corporation of Delta, the Ladner Sediment Group and Delta MP Carla Qualtrough. Until 1998, dredging of all channels was a federal responsibility. In 1999, the port authority took over dredging of the main navigational channel, which saw silt build up in the secondary channels. The volunteer Ladner Sediment Group had been lobbying for years to rectify the situation and finally saw some success with the announcement of the project to dredge the channels in Ladner and Steveston a few years ago. Delta is now looking for long-term funding options as there’s no designated money for future dredging.

here’s absolutely no doubt that after at least a generation of neglect sports facilities at Delta schools are in rough shape, but that doesn’t mean we should be turning to municipal hall to come to the rescue. The Delta School District would like to upgrade the fields, tracks and courts that have fallen into disrepair over the years, but it’s clearly not in any financial position to accomplish that, so it’s looking for deep-pocketed partners to help with the costs. The new NDP government expressed a willingness to assist with such upgrades during the election campaign so it will be tapped to see the extent of that commitment, but the district is also looking across the civic precinct to municipal hall for potential funding. The idea behind this overture is that a running track or a tennis court is a community amenity so the community as a whole should help pay for it. While there’s no denying that schools and their grounds are used regularly by far more than just students, this issue goes deeper than that, to a discussion over where lines are drawn when it comes to government spending. Each arm of government has defined responsibilities, and although there’s some amount of crossover, there are lines of demarcation for a reason. Delta Hospital is also a much-valued community amenity but that doesn’t mean local taxpayers should be on the hook to help finance it, that referendum-approved lump sum for a capital project a few years back notwithstanding. What about subsidizing TransLink so residents get better bus service? I’m sure there are many other examples where it’s deemed that an arm of government should be doing more for folks around here, but that doesn’t mean we turn to municipal hall to fill the gap. The Corporation of Delta wouldn’t have $50-million worth of parks and recreation projects sitting on a wish list if it had huge pots of money just waiting to be spent, so as much as it’s in better shape financially than the school district, it doesn’t have some endless supply. More than that, however, it’s not Delta’s responsibility. Schools fall under the provincial government so if the school district is looking for money for badly needed upgrades, it knows exactly where to turn.
Public is given decision new gov’t doesn’t want to make
A
s the dust settles on last May’s provincial election, we are able to gain a better perspective on the results. With the Liberals’ out of (election) season attack ads, the removal of bridge tolls and MLAs crossing party lines, B.C. certainly seems to be entering a new political era. Will this be a period of prosperity and discourse or one of despondency and frustration? That decision will be made at the voting booth with the benefit of hindsight in four years, but how we will be making that decision will already be determined. Our new NDP government has scheduled a referendum on proportional representation to be held no later than Nov. 30, 2018. Given that Green Party MLA Sonia Furstenau has stated that polling suggests 65 per cent of British Columbians favour some form of proportional representation over the current system, this seems like a great idea. However, in a previous column, I asked: “What do they mean by proportional representation?” I ask the same question now. Unfortunately, because Premier John Horgan has abandoned his position to have a “yes or no” referendum, no one has an answer to that question. Instead, the NDP will seek public consultation to determine which

electoral systems will go on the ballot, requiring 50 per cent plus one vote to initiate a change. If more than one system makes it into the referendum, I predict the referendum will fail as it did in 2005 and 2009. Public consultation is one of the most powerful tools that our democracy has at its disposal, but it has its limitations. One such limitation regarding proportional representation is the education required to make an informed decision. With so many options, systems and implementation methods, the NDP has said that it took thousands of government officials with a good understanding of the processes to draft the legislation. If that much expertise is required to enter the debate, how can the average individual be reasonably expected to consider all of the factors in the decision
between so many different systems? The number of options and amount of information to digest were significant contributing factors to the failure of the federal initiative and the federal Liberal Party’s broken electoral reform campaign promise. Horgan recognizes the solution to this issue: 1) Put forward the solution that research and argument determine to be the best; 2) Educate the public as to that particular solution’s benefits vs our current system; 3) Consult the public by holding the referendum and moving forward with that system of proportional representation if it passes. With 65 per cent support for proportional representation and a 50 per cent plus one vote threshold for change, it appears that electoral reform would be a sure win if pit against our current firstpast-the-post system. This would have been a sure win for the NDP if its goal was to change our current system. Alas, our government has opted to give the public a decision that it does not want to make. Punish distracted drivers by taking away phones
Editor: One of the most pressing issues of our time is distracted driving. The police are doing the best they can by ticketing thousands of drivers but it appears that drivers are not getting the message. Maybe it’s time for a different approach to address this important and dangerous issue. Drivers caught using their cell phones should get the mandated ticket and also one other punish-
ment: police should confiscate their cell phones. First-time offenders are fined and lose their phones for one week. Second-time offenders are fined again with a much larger ticket and lose their phones for one month. Third-time offenders, of which we hope will be very few, receive three months in jail, lose their cell phones for good and lose their driver’s license for one year. It appears no one can
live without their cell phone and the fear of actually losing it is bound to have an impression on drivers. Believe me, if we start handing out this kind of punishment for distracted driving, this problem will disappear pretty darn quick. It will be all over the news, the message will get out and drivers, unless they live under a rock, will change their behaviour so everybody wins. Barrie McDonald
New crossing must include rail
Editor: Our past provincial government’s declarations that the George Massey Tunnel is good for 50 more years and, then, our past Liberal premier’s off-thecuff election promise to replace said tunnel with a big fat bridge, as well as the exclusion of rapid rail transit from consideration, make me skeptical. And then, of course, there’s the reason why a tunnel instead of a bridge
was built in the first place: unstable liquefiable soil. Since we still don’t know how deep that soggy bottom is, why did our former government reject twinning the tunnel? Industrialization of the Fraser, perhaps? And why did that government exclude rapid rail transit? The whole project smacks of electoral politics (a desperate attempt to defeat our former MLA Vicki Huntington) and the
1940s. Our former government skipped out on the lessons of hindsight. Here’s hoping that our coalition government’s study will put an end to the doubts. Be it a twinned tunnel, be it a bridge, let it include rapid rail transit to the Tsawwassen Ferry Terminal, Ladner, Tsawwassen, the Tsawwassen First Nation and White Rock. Greg J. Edwards
More than one distraction on highway Editor: Re: Liberals must work with others to find best solution for congestion, letter to the editor, Oct. 6 I applaud Richmond Coun. Carol’s Day willingness to step into fray on the bridge issue even if the tone strikes that of a school m’arm trying to make all of her kids get along. But she is defending a
coalition that politicized this necessary bridge by calling it a “Christy Clark vanity project” in the first place. It’s tough to see the tables turn I can imagine. And while I have to accept at face value her worries about all the distracted drivers having accidents sitting as they do for hours on end each week in traffic congestion, I do worry that she might
have missed the distraction of miles of sand and road preparation on either side of the this bridge... even those lanes going south that will siphon off traffic flow to the benefit of her very own residents in south Richmond. I guess it all comes down to your point of view and what you want to be distracted by. Murray Pratt
Armchair bridge experts should be quiet
Editor: I find it simply amazing how many bridge experts we have here in Delta and Richmond. Do the Richmond councillors also have engineering degrees that qualify them for an informed weigh in? Maybe we should just cancel the review process and let a
bunch of councillors from throughout the Lower Mainland decide the fate of the bridge. The misinformation and drivel I read every few days from the naysayer camp, especially, is really staggering. I have no political motivation to write this. I’m just an angry commuter who’s getting really
choked at all the delay and mindless banter over the bridge. Tunnel, bridge, whatever, get something planned and built now and stop playing games. And unless you’re a qualified specialist in the field, spare me any more armchair expert editorials. Greg McDonald

There have been all sorts of banners flying over 56th Street and 12th Avenue in Tsawwassen this year, but you may have noticed the latest ones are a little bit on the “sunny” side. The Corporation of Delta recently hung up the newest banners for Sunny Tsawwassen, a name that alludes both to the sunny nature of the weather in the community, but also to the moniker of the commercial district of the Tsawwassen Business Improvement Association (TBIA), which was integral in their design and implementation. The ocean blue and golden yellow colours on the banners match the branding of the TBIA, while the photo of a couple sitting on a log overlooking Mount Baker is an iconic view of this beachfront community. According to TBIA executive director Lydia Elder, The sun and ocean that Tsawwassen is known for are featured on new street banners.

the creative process began with a special board committee that worked together on ideas of how to best reflect qualities that TBIA survey data has shown Tsawwassen is known for, including sunny skies, beautiful beaches, numerous parks, quality of life and a strong sense of community.
These are elements which have been included in their design work since re-branding in 2014. Then they used a local graphic design artist, photographer and production company to create and manufacture the banners. The TBIA has again been involved in numerous beautification projects
around town this year, including a second iteration of a partnership with Delta Community Living Society’s LEAP program in which the TBIA hires young people for community beautification projects, and collaborates with businesses to plant flowers and improve landscaping.

Insulation and draft proofing is one of the best bangs for your buck when it comes to home comfort and energy savings. Draft proofing is the most important part of adding extra insulation as it stops air from passing through around plumbing pipes, electric wires, ducting and attic accesses. The Four Wheel Drive Association of British Columbia had the support of multiple Tsawwassen businesses with its cleanup of Triangle Beach in Richmond last month. Tsawwassen Collision provided a $100 donation to be put towards lunch for the volunteers helping with the cleanup, Tsawwassen Starbucks donated coffee for 50 people and Tsawwassen Home Hardware & Building Centre donated garbage bags and gloves for volunteers. Low Cost Equipment provided the free rental of a utility trailer to load garbage for the day. Tsawwassen’s Frontier Excavation provided a Kubota skid steer machine to assist with the cleanup and was operated by Frontier operator and Tsawwassen-raised Joshua McDonald.
Almost time to adopt stockings
It’s only mid-October but it’s already time to start thinking about Stockings For Kids. The 21st annual program sponsored by the merchants of Tsawwassen Town Centre Mall, Century Group and the South Delta community has set a date for Adopt a Stocking Day. The program makes an appeal to the community to help sponsor a stocking, fill it with appropriate new gifts and return it to the mall for distribution
by Deltassist Family and Community Services. There are over 300 stockings available for adoption this year. Stockings may be picked up during Adopt a Stocking Day on Saturday, Nov. 4 from 11 a.m. to 2 p.m. inside the mall near Centre Stage Accessories. Participants in the program will be asked to choose an age and gender they would like to fill a stocking for and then will return the filled stocking
to The Smoke & Pop Shop by Monday, Dec. 4. This year the greatest need is for infants and children 12 to 16. Those wishing to participate, but are unable to attend Adopt a Stocking Day are invited to call the mall promotions office at 604-943-1735 after Nov. 4 to make alternative pick up arrangements. I have been an Optimist carrier for almost 3 years. I’m thankful that my mom, grandma and sometimes my little sister help me out a lot because I have a really big paper route. I really enjoy my route and have met many nice, friendly people. Most of the money I’ve earned from delivering papers will be put towards my future education but I’ve also been able to buy a couple electronic devices for fun. The East Ladnerbased Orphaned Wildlife Rehabilitation Society is putting on a Raptor Rendezvous gala fundraiser next Saturday. One of the highlights of the second annual event will be a raptor meet and greet. “It was hugely popu-
lar last year,” says OWL president and CEO Karen Wheatley. Tika, the newest education bird at OWL, will be present for this year’s meet and greet. The albino sawwhet owl is about a yearand-a-half old. It was born without eyes and now has a permanent home at OWL. “It’s amazing that he survived so long,” says
Wheatley, noting his parents brought him up to fledging (leaving the nest) and that a Good Samaritan, who saw a “white fluff ball,” found him on the ground. Wheatley calls Tika an “amazing boy” and notes that he’s able to find food in his cage using his facial disc and running it along the ground. Besides the meet and
greet photo op the gala includes a buffet dinner, live music (jazz-funk saxophonist Eli Bennett) and a DJ as well as live and silent auctions. The live auction will feature a WestJet travel voucher valued at $2,900. OWL is a non-profit society that specializes in raptor rehabilitation, including eagles, hawks, owls, falcons, vultures
and ospreys. The society rescues, rehabilitates and releases over 600 birds annually. Bog Escape adventure gets Halloween twist DAVE WILLIS

A Halloween-themed Bog Escape adventure is coming to the Delta Nature Reserve this month. The Howloween Ball is basically a puzzle-based adventure game, explains Bog Escape program coordinator Dara Peat. Groups will need to solve puzzles along the
nature reserve boardwalk in order to advance through the game, Peat says. “It’s a Halloween adventure.” There will be no jump scares but younger participants should be accompanied by adults, she says. “It will be somewhat spooky but it is geared towards people of all ages.” Each group of up to six people will have a “guide”
who will only provide hints when absolutely necessary. The Howloween Ball Bog Escape runs from Oct. 17 to 22 and from Oct. 25 to 29. Visit bogescape.ca for available times and to register. Costs are $30 for adults, $25 for students/ seniors and $20 for kids five to 18. The website advises participants to dress appro-
priately for the weather as the game takes place outdoors. Participants will be walking and standing the entire game so comfortable shoes are also recommended, as well as a flashlight for after dark time slots. • The Burns Bog Conservation Society is also hosting a Halloween festival tomorrow from 3 to 7 p.m. at the Delta
Nature Reserve. The fun, family event will include pumpkin carving, face painting and Halloween crafts. Some of the Bog Escape puzzles can be tried out as well. There will be a costume contest with prizes for best dressed and hot chocolate and coffee by donation. The festival, which takes place rain or shine, is free and for families and kids of all ages.

It has been a very good year for the Ladner Tennis Club. In large part that is due to refurbishment of the courts at Hawthorne Park in April, notes club president Brad Danyluk. “We had a lot of activity this year and I think it was a reflection of the improvement of the courts,” he says. The club’s roots in the community date back to the 1970s and the group is experiencing growth in membership with current
ships. Bruce Marsh won the singles division while Marsh and Greg Thompson won the doubles division this year. Friendly competition on the courts is balanced with a social aspect that is centered around barbecues and club events throughout the season. Alumni pay tribute to Higgins

South Delta Sun Devil alumni football players will be coming from across North America and beyond to pay tribute to their former head coach on Saturday. The Sun Devils are using their final home game against Mt. Doug (1:30 p.m.) to honour Brian Higgins who lost his battle with cancer back in July. The 67-yearold spent 12 seasons running the South Delta football program — impacting the lives of so many young players along the way. That was evident when a Facebook page was created soon after Higgins passing — exclusive to former SDSS players. The outpouring was overwhelming. “Facebook is an incredible thing. We have alumni coming from Costa Rica, Alberta, Ontario and the U.S. It’s pretty neat to see this many people come out just for Brian and to honour him,” said Chris Krembenios who played on the 2004 team that reached the provincial ‘AAA’ semi-final. “It’s the first time the alumni has come together like this. We created this page and we all shared our thoughts and emotions about him. “It was like we were all on the same football team again. We felt like the best way to honour him would be the last game of the year. Brian’s wife (Jennifer) is coming, there will be an honorary coin toss and a moment of silence.” Higgins took over the Sun Devils coaching reigns back in 1995 and provided some immediate stability and enthusiasm. His commitment was remarkable given he lived in North Delta and he was the Supervising Lawyer for the Law Students’ Legal Advice Program (LSLAP) at UBC. A position he held for 23 years. He would race off from the Point Grey campus for after school practices at SDSS. Even during the off-season he was there three times a week to oversee weight training sessions. Krembenios was the last of three brothers to be coached by Higgins. “I actually had known him from about the sixth or seventh Grade,” he recalled. “He made me

He passed away in July at age of 67 after battling cancer. in charge of the scoreboard when I was a kid. He was an unbelievable guy. Just his dedication to the players and the program. He was like a father to us. “It was insane how much time this guy put into it. His dedication and love for the game was so contagious to the rest of us. Nobody wanted to let him down because he was putting in all that effort and commitment.” Despite limited roster numbers, Higgins insisted the Sun Devils play against much larger schools at the “AAA” level. He overcame the odds to twice guide South Delta to final four berths — passing up on almost certain “AA” titles to do so. “He always played up the underdog role and was very good at motivating us,” continued Krembenios. “He would say
‘everybody thinks we are not very good and we are just that small school from South Delta.’ He was very good with his words.” Higgins also left no stone unturned in search for potential players. His recruiting efforts were almost legendary. It included convincing Jesse Newman to move from his home in Powell River and live with his grandmother in Tsawwassen just to play football. He went on to earn a full-ride scholarship to a U.S. school and won a Grey Cup with the B.C. Lions. When player numbers and a difficult season finally suggested the Sun Devils had no choice but to go down to the “AA” level, Higgins quietly stepped aside. He left the next chapter of the program up to a new head coach. That turned out be Ray Moon who
he had convinced a few years later to join his coaching staff. South Delta won its first provincial ‘AA” title two seasons later. Higgins continued on serving as an assistant coach at New West, Simon Fraser, St. Thomas More and Holy Cross until 2015. As for Krembenios, thanks to Higgins, his passion for football remains strong. There will be no hotel reservations or travels plans needed this time for what has become an annual trip to the B.C. Girls AAA Field Hockey Championships for the South Delta Sun Devils. The 16-team tournament will be held in Richmond next month and the Sun Devils are a virtual lock to be there thanks to continued dominance in the Fraser Valley and at least four berths up for grabs. With league play providing little in the way of competition, longtime coach Neil McLennan is putting his girls in the usual elite tournaments — including trips to Vancouver Island for the John Ferreira Memorial Cup in Cowichan and the Bridgman Cup in Victoria. He lost three core players from last year’s team which placed 11th at the provincials. Early results have been encouraging, including a narrow one goal loss to defending B.C. champion Cowichan, but there is plenty of work to be done in the weeks ahead. McLennan has always emphasized a possession game and breaking down opponents with excellent ball movement. “Right now, the girls are still learning about their positioning,” said McLennan who has former SDSS standout Krista

We’re not quite getting in the right spots but that comes with playing good competition and not picking up bad habits.” The Sun Devils last reached the provincial final in 2013 when Jensen happened be one of the province’s top goalies and part of a strong Grade 12 group. Handsworth defeated South Delta for its third straight B.C. title and North Shore schools continue to dominate. “They have a academy over there and a good system in place,” continued McLennan. “We just don’t have a lot of full-time players anymore. There are maybe three of four who do the provincial/regional thing but hardly any play women’s league. They are just good athletes who happen to be good kids too. The Island is going through the same thing right now. “Schools in the Valley have always struggled a bit. There are a lot of kids who play in Surrey but there are just so many schools and they are distributed throughout the district.” The Devils will defend their Fraser Valley championship Oct 25-26 at Tamanawis Park in Surrey. The provincials will follow Nov. 15-17.

It is with deep regret and sadness that the family of Andrew George Stevens of Ladner wish to announce his sudden passing in Delta Hospital, October 9, 2017.
It is with great sadness that we announce the unexpected passing of Bruce Hamilton.
Andy was predeceased by parents George and Freda, survived by wife Linda, children Derek, Rhonda (Bob), Tricia, sisters Julie, Teresa, Joan (Jason), many nieces, nephews, friends and extended family.
He was predeceased by his son Brian in 2013. Bruce was survived by his devoted partner Gabrielle, his mother Peggy, his father Frank, his brother Ian and three nephews. Bruce worked in the aerospace industry, he was an avid hiker, traveler and a skilled outdoors man.
Andy worked for the Corporation of Delta for 43 years, he loved his job, after retiring in 2016 he spent time enjoying his true passions, watching the Pittsburgh Steelers, and reading books about the Allman Brothers band, the Kennedy’s and many more.
A celebration of his life will be held at The Coast Tsawwassen Inn on Sunday, October 22nd 2pm 4pm. In lieu of flowers, please donate to your favourite charity.
No funeral by request. Donations can be made to the Delta Hospital in Andy’s name. A good man has left us today. Always remembered, never forgotten.
He will be greatly missed.

Born in Honselersdijk, Netherlands, he immigrated to Canada in 1969 to start a new life. He worked his entire career in the Vegetable Greenhouse Industry in BC. Albert played an important role in shaping the Greenhouse industry in BC. He was always willing to contribute by being involved in Provincial and Federal boards related to the Greenhouse industry. Albert worked very hard all his life and provided well for his family. He was a caring and very passionate person. His generosity and willingness to help was felt by both those who knew him well and sometimes by those who did not know him at all. He could talk to nearly anyone but was not always able to express his deepest feelings. This past January we celebrated Albert’s 70th birthday with a lot of friends and family. In recent years, Albert spent a lot of the time in Osoyoos playing golf, walking downtown and travelling often to the beaches of Mexico. His infectious smile, his distinct voice and laugh and his dedication to family and friends will be greatly missed. We all have “Un-be-lievable” and “Awesome” memories of him.
