Delta police are releasing few details after a body was recovered from Ladner slough Wednesday afternoon. DPD public affairs coordinator Cris Leykauf said at approximately 9:45 a.m. police were contacted by a person out walking their dog near Ladner Harbour Park who reported seeing a body in the water. “The investigation is ongoing. At this point the identity of the deceased has not been determined and we are still working on next of kin notification,” Leykauf said. On Thursday morning, she told the Optimist there is nothing to indicate that anything is suspicious. After the initial call Wednesday morning, officers attended the scene, making their way to the Ladner Yacht Club on River Road. “The police came to the door looking for assistance, so I took them out in our little skiff and had a look at the scene,” said the yacht club’s resident caretaker Richard Ashley. “It looked to be an Asian lady I’d say probably around 40,” Ashley said. He said the body was wedged between some deadheads in the water. “The tide was running so it kept the body nice and tight where they wanted,” said Ashley. “Once they took a look at the scene, I brought them back to the dock. It’s all I can do because it’s a crime scene.”

With the assistance of the Delta Fire Department and the New Westminster police boat,

officers were able to recover the body shortly after 1 p.m. The Delta Police Department’s

forensic identification section was also on scene to conduct an investigation.

The City of Delta is proposing to adopt a new Zoning Bylaw to replace the current “Delta Zoning Bylaw No. 2750, 1977” . Proposed Zoning Bylaw No. 7600, 2017 establishes regulations which apply to every property in Delta. It regulates matters including, but not limited to, land use, size and height of buildings and structures, setbacks, lot size and dimensions, landscaping and fencing, parking and loading, secondary suites, in-ground basements, and home occupations. The proposed new Zoning Bylaw has a user-friendly structure and layout including illustrations and updated language. Regulations have been streamlined including consolidation of similar zones and uses, updating and refinement of commercial and industrial zones including the incorporation of new uses without changing the general intent, and updating and refining of definitions and requirements throughout the bylaw in all zones. A full copy of the bylaw can be viewed online at www.delta.ca/zoningreview or at the Community Planning and Development Department at City Hall. Below is a summary of key changes.

Overview of Changes

New regulations for single detached residential and duplex residential include:

A Council meeting is scheduled to immediately follow this Public Hearing in the event Council wishes to give further consideration to this bylaw at that time. Any persons who believe that their interest in property will be affected by the proposed bylaw shall be given an opportunity to be heard at the Public Hearing on matters contained in the bylaw. A speakers list will be available for the public to sign in the City Hall lobby 30 minutes prior to the start of the Public Hearing. Speakers will be asked to come forward in the order of the speakers list and will be allowed up to five minutes to address Council regarding the bylaw under consideration. • A minimum 12 m lot width would be

established for the smallest single detached residential zone (not including the Coach House Zone). • Half storey attic space would not add to floor space ratio calculation where there is no in-ground basement. • A maximum 24 m² floor area exclusion would be given for attached or detached garages accommodating only one motor vehicle (double garages would continue to be given a 42 m² exclusion). • Maximum height for side-by-side duplexes would be increased from 1.5 storeys to 2.5 storeys. • Accessory structures, except detached garages and greenhouses, would be limited in size to 10 m². • Covered decks or porches would not be permitted for accessory structures.

New regulations for secondary suites and parking include:

• Secondary suites would only be permitted on lots at least 15 m wide.

• Suite parking would not be permitted in front yards.

Affected Lands Zoning Bylaw No. 7600, 2017 will affect all lands and the surface of the water within the City of Delta.This does not include First Nations Lands.

• Suite parking spaces and driveways must be set back 1 m from side lot lines.

It proves there was a cover-up, say opponents of the George Massey Tunnel Replacement Project. Making the rounds in the debate about the currently suspended $3.5-billion bridge project is a report by an engineering firm from the Netherlands that concludes building a new tunnel to twin with the current crossing is feasible. That report by TEC, dating back to 2013, was made public after a freedom of information request to the NDP government. An initial request when the Liberals were in power found no information, said Doug Massey, whose father spearheaded construction of the original tunnel. “If the tunnel is so unsafe, then why don’t they shut it down? It’s younger than the Maastunnel (Rotterdam, the Netherlands) and the tunnel engineering consultants said our tunnel can be upgraded, and they’re the worldwide experts,” said Massey. misleading the public completely. They’re telling everyone the tunnel was impregnated with gas and fumes, but then why isn’t every other tunnel in the world the same way?” asked Massey. “They’re lying to the public for those who have vested interest in a bridge. I have no problem with a crossing. Some of these tunnels are 12 miles long

and they’re safer than an open highway... the former Liberal government never did anything to improve the interior of the tunnel to make it safer and more efficient.” The Port of Vancouver remains a player behind the campaign for a bridge, added Massey. Delta South MLA Ian Paton, who has become the Liberals’ go-to person on the project, said it’s been frustrating to watch the NDP order another redundant review while there are 14,000 pages of information available on every aspect. “Equally frustrating is that despite all the studies and research available to the minister and to the public online, some misinformation continues to be spread, namely that a tunnel is a better option and that the bridge project was being driven by Port Metro Vancouver,” Paton said. The detailed technical analysis confirmed a new bridge is the best option and building a tunnel to the same seismic standards as a bridge would be much more costly, complex and environmentally invasive, Paton noted.

• Jan. 11, 8:44 a.m., 5500-block of 12th Avenue: Complainant reported they were the victim of fraud. An unknown person agreed to purchase goods from the complainant and gave them a cheque for $1,700, which the complainant deposited in their bank account. The complainant then withdrew the $1,700 and gave it to the suspect. The complainant then discovered the cheque was fraudulent and now owes the bank the money. • Jan. 11, 8:43 p.m., 1300-block of 56th Street: Complainant reported they left their bicycle outside a shop and when they returned the bike had been stolen. It is

described as a black and blue large frame Giant Talon mountain bike with front suspension, a panier on the left side and a red light on the seat. • Jan. 11, 8:48 a.m., 1100-block of Tsatsu Shores Drive: Complainant reported they left their vehicle locked in the parkade. When they returned they found a window smashed and the vehicle rummaged through. It is believed the suspect entered the locked parkade by following another vehicle. • Jan. 12, 5:12 p.m., 5000-block of Canoe Pass Way: A business reported a person grabbed a parka and walked out of the store without paying. The clerk approached the person who claimed it was their jacket and fled. Police made a patrol of the area but did not locate the suspect. • Jan. 12, 3:25 p.m., 1100-block of Tsatsu Shores Drive: Complainant reported an attempted break in to their locked vehicle in the locked parkade. Police observed pry marks near the door handle but no access was gained to the vehicle. • Jan. 14, 11:52 p.m., 2300-block of 52nd Street: Complainant reported a break and enter to their barn. Suspect had pried off the lock and stolen $100 in copper wire. • Jan. 14, 9:47 a.m.,

5800-block of 28th Avenue: A citizen reported finding an unlocked storage container at the side of the road. Police attended and found the container had the lock cut off and had been entered. Owner of the container contacted and advised of the breakin. • Jan. 14, 9:05 p.m., Tsawwassen Ferry Terminal: Complainant reported they left their vehicle in the longterm parking lot for the weekend and when they returned they found the window smashed. Items stolen include an iPhone and a socket set.

• Jan. 9, 4:24 p.m., 4900-block of Linden Drive: Complainant reported they felt “ripped off” by a company that charged them $900 for a home furnace service for which they normally paid $150. The matter was deemed civil. • Jan. 10, 10:39 a.m., 4800-block of 44A Avenue: Complainant reported their email had been hacked. Their work email was used to send notification to all staff asking them to transfer money to a fraudulent email address. All staff informed of the fraud and no money transferred. Email passwords changed by complainant. • Jan. 11, 2:44 a.m.,

6100-block of Highway 17A: Police responded to an alarm at a business and found the glass front door smashed. The owner of the business indicated the thieves had primarily targeted the liquor. • Jan. 11, 9:42 a.m., 4800-block of Central Avenue: Complainant reported their unlocked vehicle was rummaged through while parked in their carport. Nothing of value stolen. • Jan. 11, 7:16 a.m., 5200-block of Chamberlayne Avenue: Report from complainant that their unlocked vehicle was entered and their wallet stolen. The wallet contained personal and bank cards and $35 in cash. All credit cards cancelled. • Jan. 13, 1:14 p.m., 4900-block of 53rd Street: Complainant reported their unlocked vehicle in the driveway was entered overnight. Items stolen include insurance papers, CDs and an urn containing their dog’s ashes. • Jan. 14, 10:16 a.m., 5000-block of Mariner Place: Complainant reported they left their vehicle unlocked with the keys in the centre console. When they returned in the morning the vehicle had been stolen. Information regarding the vehicle added to the police computer database.

Police seeking witnesses to Arthur Drive head-on

The Delta Police Department is seeking witnesses to a serious two-vehicle accident that closed Arthur Drive Monday morning. Just after 7 a.m. police received a call of a crash at the Deltaport Way overpass. DPD public affairs coor-

dinator Cris Leykauf said a white Chevrolet travelling southbound on Arthur Drive collided with a Black Ford 150 head-on. Leykauf said the driver of the Chevy was taken to hospital for treatment of serious injuries while the driver of the Ford was not injured. The Chevy driver

The Delta Police Department is taking steps to enhance its community police stations but it won’t be extending their hours. A community police station review was presented to the Delta police board at its regular meeting on Wednesday. Last spring, the board requested a review of the stations’ hours of operation. Several board members expressed concerns at that time that the stations not being open on weekends was a disservice to the public and that a lack of volunteers might even necessitate the need for possibly closing them altogether. Police Chief Neil Dubord said the review included an assessment of the current model and offered recommendations for improving services to the community. “There are about 40 recommendations contained in the review that focus on three areas, which include

some people still do, however, the strong research is that we need to push our outreach into the community.” Dubord said these outreach efforts include programs like Block Watch, Cell Watch, Speed Watch, which he called “success stories.”

Dubord added that during the past year all community stations have either moved or are in the process of moving to higher visibility locations. He said the impact on the amount of activity in the Tsawwassen office was significant after it moved to the breezeway at

Tsawwassen Town Centre Mall. The Ladner office will be moving into the historic museum building on Delta Street at the end of February and the North Delta office will be moving from inside Scottsdale Centre to a storefront location on Scott Road.

He said these changes will enhance visibility and increase public awareness. “We will also have the storefronts open during special events such as Ladner (Village) Markets and Tsawwassen Sun Festival for an added layer of visibility and community outreach,” Dubord added. “A strong programming model will naturally attract more volunteers, which in turn may create the ability to increase office hours, however at this time storefront hours will remain at current levels.” Hari Aroon was the lone board member to vote against the report. “When we started this the primary reason for bringing this up was to see how we could extend or change the hours that would include some on weekends. This recommendation does not touch that, therefore I will not be endorsing this recommendation, I will vote against it,” said Aroon. “To me, that was the primary reason why we asked for this review.”

The Tsawwassen Library could be in a new location but don’t expect it to happen anytime soon. Part of the new Delta Library Plan approved by Delta council are several medium- to longterm goals, one being to “investigate options for relocating the Tsawwassen Library to a municipallyowned building.” Housed at the Town Centre Mall, the Tsawwassen Library is the only one of Delta’s three libraries not to be located in a city-owned building. Sean McGill, Delta’s director of corporate services, said the city isn’t actively looking to relocate but it’s an option that will be explored down the road. Having a branch in the town core would be important, although Delta doesn’t have any land in the area, he noted. “It’s really just a recognition of the fact it’s the only one we don’t own. Ultimately, Delta would like to own its own and in

The mall is set to undergo a major redevelopment but details are still unknown, including whether a library could be part of the plan or whether Delta would try to get one as part of a community amenity in exchange.

The report to council notes in addition to the mall renovation, residential development at the Southlands, Tsawwassen Springs and the TFN will significantly impact the area’s demographics. Ten years ago, talk of

searching for a new home for the Tsawwassen branch was put on the backburner when council agreed to sign an annual lease with mall owner Century Group, which agreed to pay for some upgrades. Two years earlier, Delta

proposed moving the branch out of the mall and building a new library at nearby Winskill Park. The project would have been part of a much bigger plan (costing $8.3 million in total) that included construction of an artificial turf playing field at the park. The proposed library would have been 12,000 square feet. At the time, CAO George Harvie pointed out Delta is the only community in the Fraser Valley Regional Library that doesn’t own the land where a community library is situated, and Tsawwassen residents deserved the same amenities as those in Ladner and North Delta. However, the Winskill project faced substantial resistance from residents who didn’t like the loss of green space at Winskill Park. They also opposed a local service tax of $98 annually for five years that would have been imposed. In the end, Delta backed off building a new library but eventually added the artificial turf field.

High school completion rates are improving across B.C. and Delta continues to produce even higher numbers. The six-year completion rates from 2016–17 throughout the province show that more students overall are completing high school, with the greatest percentage increases for Aboriginal students and students with special needs, according to data released by the Ministry of Education last week. s the effort to extract more money from drivers to address Greater Vancouver’s traffic congestion crisis marches on, there was a sliver of good news for Delta motorists in a report released earlier this week. The Mobility Pricing Independent Commission has been tasked to come up with ways to lessen congestion in the Lower Mainland while at the same time raise revenue to fund improvements to our transportation network. The premise is that if government charges you to drive, you will modify your behaviour, thus reducing the number of vehicles on the road. The commission evaluated 10 decongestion charging approaches and has settled on two for further study: congestion point charges and distance-based charges. The former would charge drivers for using certain stretches of roads or crossings, or to enter/exit a particular zone (read downtown), while the latter would levy a fee based on the number of kilometres driven. Both would dip into drivers’ pockets, but given these ideas are being explored because voters rejected a half-point bump to the provincial sales tax, you knew this exercise was going to carry some sort of price tag. The good news, if there can be any, is the worry that Delta and other outlying communities not well served by transit could end up being the hardest hit is a message the commission is hearing loud and clear. The statement, “I think it should cost less to drive in areas that have fewer transit options,” received the highest level of agreement out of all fairness statements from those who have provided input thus far, while the statement, “I think people should pay based on how many kilometres they drive,” received the lowest level of agreement. Both of those bode well for Delta drivers, although the fact the commission is continuing to explore distancebased charges is concerning. Perhaps the disclaimer that those charges could vary by time and location would provide relief here. The initiative still requires the political will to push it forward, but as they figure out ways to lighten our wallets in the name of reducing congestion, it’s heartening to know the commission recognizes charges won’t fly unless they’re fair for all.

Greed turns governments into bookie, bootlegger and dealer

A

few days before Christmas my son and I were in the site office with a friend of ours solving the problems of the world as we sometimes do. The topic of government taxation came up and how every aspect of life is taxed. As the conversation continued, our friend Mike expressed a point of view we had never considered so I asked and received his permission to use it here, with some background and explanation. When I was a teenager I worked part-time at my dad’s General Motors dealership and every now and then this old fellow walked through the shop saying hello to all the mechanics and would wind up going out the back door where he would just stand around. Over the next few minutes the mechanics would lay down their tools one at a time and go out to talk to him, as well as the car salesmen and fellows from the parts department. After a few minutes of this, the old fellow left just the same way he came in, which was all a mystery to a teenager in the early 1960s. Later I learned his name was Charlie and he was a salesman for the Irish Sweepstakes, a betting scheme that Ireland used to finance its health system. Since it was illegal in Canada to gamble, everyone had to be very careful about buying a ticket.

Boy things have changed. Now in every service station and convenience store Canadians can buy a wide variety of national and provincial lotteries that the governments control and sell. The sale of liquor and beer has much the same history with bootleggers being the largest suppliers until governments saw how much money could be made. Now there are beer and liquor stores and even grocery chains selling what was previously not acceptable in society. It’s amazing what gains acceptance when government can make money from it. So now our governments have decided the sale and recreational use of marijuana will become legal so Canadian business is falling over itself to grow, distribute and sell this plant. The entire reason for this legalization is money and nothing else. Governments

allow companies to grow and sell it while taking a cut of the profits. So with the legalization of pot government now becomes our bootlegger, our bookie and our local dealer. I assume that taking 50 per cent of everyone’s wages, plus sales taxes on everything we buy, is just not enough to run a country that is already over $500 billion in debt. I suppose they might think if a good percentage of us are drunk or stoned we won’t care much about how we are being governed. Maybe I’m old fashioned but I thought we created governments to protect us from international threats, crime and from ourselves, so I don’t see this action as progress. Prostitution is the only vice our government does not yet control and I wouldn’t be too sure it won’t happen because if I had told the mechanics in dad’s garage that in my lifetime betting, alcohol and marijuana would be legal and sold by the government I would have been the topic of several jokes. So I believe Mike was right: Our governments are slowly taking over what organized crime used to do and are operating off the profits. T&C tennis facility must be preserved or replaced

Editor: On the evening of Jan. 17, I, along with a standing-room only crowd of 100 or more, attended a meeting at the Delta Town & Country Inn wherein representatives of Gateway Casinos and the City of Delta met to discuss Gateway’s plan to demolish the current indoor tennis facility on the property. The Gateway representatives presented the

timeline of their development and advised that they hope to be preparing the land for construction on this site by September of this year. The $70-million casino has yet to be approved but is to be put to public hearing this spring. The Application to rezone the land for the casino was received in city hall last November. The tennis community in Delta is going to lose

its only indoor facility in eight months, having only received notice of demolition two months ago. Clearly the Gateway casino proposal is moving through the channels at city hall on the fast track. Representatives of Delta at the meeting advised there are no plans to have Gateway either preserve the existing tennis facility or to have Gateway fund the construction of

a replacement facility at another location in Delta. In the absence of our local government requiring Gateway to preserve or provide funds to rebuild the indoor tennis courts, I must ask the question: Do casino funds trump healthy and active living in Delta? Do community values of recreation and exercise account for nothing anymore? Is Delta so blinded by the prospect of

gambling revenues that it is unprepared to protect and provide for the health and well-being of our citizens? If so, this is a very sad commentary on our commitment to health and wellness. Surely we can do better. In this discussion it is worth noting the cost to replace the current tennis facility is estimated to be $1.5 million. The cost

to preserve it would be significantly less than that. The Gateway casino will cost approximately $70 million to build. Delta expects to receive $5 million per year in gambling proceeds therefore is it not possible that between Gateway and Delta funds can be found to preserve or replace a highly utilized recreational facility? Editor: Re: Meeting with ministry gave former Liberal government tunnel options, letter to the editor, Jan. 10 Douglas George Massey’s letter regarding the replacement of the George Massey Tunnel should be front page centre in your paper and explored further by one of your ace reporters. I have long felt that adding two extra tunnels to the crossing would be the most practical and least

expensive solution to the crossing problem. The bridge solution was just an expensive crossing to put Christy Clark’s name to a so-called monument of largesse. Adding two extra tunnels and updating the present two tunnels would be far less expensive even after factoring in the money presently spent preparing the site for the bridge foundations. The skyline would remain the same, no

obtrusive structure would dominate the view, the noise would be less and the airplane folks would have a couple of towers less to navigate around. We should follow up Massey’s inquiry as it shows some common sense, a great savings to the taxpayer and also a cover up by the previous government that seemingly was listening to the interests of the Port of Vancouver. We do not need another

“fast ferry” expense to show how great our previous provincial government was. Delta South MLA Ian Paton should champion the cause for us, getting the folks in Victoria to realize that they could make a good name for themselves, even if they are the NDP, by solving a transportation problem with a much less burden on the provincial coffers. Need for bike lanes on 8A Avenue questioned

Editor: Why bike lanes when there are no bikes? I have just returned from a second so-called “public consultation” meeting with City of Delta staff about road improvements on 8A Avenue in Tsawwassen. Again, the residents are told what the plan is and do not have the opportunity to speak directly with the members of the planning commission who control the process or the political repre-

sentatives responsible. As citizens, we expect taxpayers’ money is spent wisely and well by our politicians. I have lived on this treelined street for over 30 years. Our street, from English Bluff Road to 56th Street, has become quite busy with speeding cars, heavy transport trucks and school buses that shake the house as they rumble along and chew up the potholes.

Although the vehicular width of the road will remain the same, adding bicycle lanes on both sides of the street increases the visual appearance of a wider roadway and the tendency to speed. This planned construction of bike lanes on both sides of 8A Avenue referred to now as a collector road raises a question: Are all collector roads equal? In this situation, there are almost no cyclists ever observed on

Was the former government afraid the reasons for the premier’s decision — with “no information found” — to announce the bridge would replace the tunnel would be challenged? What was wrong with getting the real facts out? What were they scared of? I think our MLA has some explaining to do and some apologizing for the BC Liberal Party. I think our mayor and council had better get a copy of this report and read it. The report makes sense, and says a tunnel “fix up” plus another tunnel is not only possible, it may be better. The following is a report from the Port Community Liaison Committee, a multi-stakeholder body that includes representatives from the community, environment, agriculture, industry and local governments that addresses portrelated issues in Delta. Last year marked the 10-year milestone for many of us on the Port Community Liaison Committee. Established in 2007 – originally as the Deltaport Project Community Liaison Committee when the Deltaport Third Berth project was approved — the committee has evolved and matured into a unique forum where information and ideas on port operations and impacts can be exchanged and where often widely differing views are heard and respected. Looking back on 2017, you may be wondering what happened to the Roberts Bank Terminal 2 project – the proposed 108-hectare terminal that would double container capacity at Roberts Bank. The Vancouver Fraser Port Authority submitted its environmental impact report to the Canadian Environmental Assessment Agency back in March 2015. In order to be approved, it must be demonstrated that the project will not cause any “significant adverse environmental effects,” and if there are any such impacts, that they can be mitigated or compensated for. Since May 2016, an independent review panel has been reviewing the environmental assessment reports and requesting additional information from the port authority and from various government and regulatory agencies. Sylvia Bishop: My parents discovered Tsawwassen right after the George Massey Tunnel (then known as the Deas Island Tunnel) opened in 1959. Highway 17 was a twolane road. Thriving farmland bordered the route. At the corners of highways 10 and 17, we sometimes got stopped in the lineup of cars leaving the Paterson Park Racetrack where sulkies were the draw. In Tsawwassen at the corner of 56th Street and 12th Avenue, there was one gas station and one shopping centre with the only grocery store in town. Fresh produce could be purchased from farmers’ stands on 56th Street. The lot my parents purchased and built their dream house on is on 5th Avenue near English Bluff. That was 1966 and the house still stands today. The street was a dead end with only a dozen houses on it. At the end of the street was a field. If you

Many people living along English Bluff owned horses. It was not unusual to hear the clip-clop of horses’ hooves coming down the road. Sixth Avenue was a gravel road and South Delta Secondary was just being built. Tsawwassen students were bussed into Ladner to attend Delta Secondary, a practice which stopped once South Delta opened. I just missed out attending the

new school. I’ve included a photo of my Grade 12 homeroom class. I’m in the middle row, third from the right. The finest burgers in town could be had at the Tsawwassen Drive Inn, on 56th Street near 16th Avenue. The Dairy Queen came later. We hung out at the DQ after watching Pacers games at Delta Secondary. There was no bus service. No pool. No arena. We’d have to get a ride to go ice skating at Boundary Bay Airport in one of the old hangars. For fun we’d walk to Centennial Beach or take the 100

stairs down English Bluff to Tsawwassen Beach. Those stairs were rickety and nowhere near as fancy or safe as today’s stairs at Fred Gingell Park. By the late 1960s the move to the suburbs was in full swing; 5th Avenue became a through street, houses were popping up along the forested stretches of English Bluff and 6th Avenue was paved. It was a building frenzy with houses competing with commercial properties for development space. Much has changed since the 1960s but one thing remains the same: We all love Delta.

Library programs help you learn a language

Delta libraries are offering a variety of programs for customers looking for free opportunities to practice a second language in a friendly, fun and supportive environment. If English is a second language, consider Practice English at Your Library on Wednesdays from 11:30 a.m. to 1 p.m. at the Tsawwassen Library. English speakers of all levels are welcome to practice their everyday English speaking, writing and reading skills. Ladner Pioneer Library conducts a weekly guided Conversation Circle on Wednesdays from 6:30 to 8:30 p.m. where English is practiced while discussing Canadian culture, food and current events. And the George Mackie Library offers an ESL Book Club on Tuesdays from 2 to 3 p.m. This program is more suited to intermediate speakers who want to improve their speaking and reading skills and

meet new people. If you’d like to practice your Spanish, or offer your children additional exposure to French, there are programs for that too. Upcoming program offers teens emergency preparedness skills as well as volunteer hours

Are you a Delta resident in grades 10 to 12 and in need of volunteer hours? Do you have an interest in emergency services? Register for the Teen Emergency Preparedness Program and get trained for emergencies on Friday, Feb. 23 from 9 a.m. to 5 p.m. Students will earn seven volunteer hours while learning how to be prepared in case a disaster strikes. The program, held at

the North Delta Public Safety Building, is offered by the George Mackie Library in partnership with the City of Delta, Delta Fire and Emergency Services and Delta Police Department. Last Saturday morning, an emergency alert went out in Hawaii warning of an inbound ballistic missile and telling people to take immediate shelter. The warning ended with the ominous words: “This is not a drill.” Even though it was quickly recognized to be a false alarm, it was a sobering reminder that the people in Hawaii would only have about 20 minutes’ notice if a missile had been launched from North Korea. It is also a reminder about how casual and complacent we are here in Canada. If we received a similar warning, what would you do? If you live in Ladner, we don’t even have basements to go into. As important as it is to prepare for an emergency, it is even more important to prepare for the ultimate threat — death. Jesus told a story about a man who became so complacent that he missed his own emergency alert. This man had realized such a huge profit that he decided to kick back and party. That night he died. The bottom line of the story was: “This is how it will be with whoever stores up things for themselves but is not rich toward God.” (Luke 12:21) Most of us will never face the threat of a ballistic missile. Every one of us will face the threat of death, perhaps with little or no warning. Are you ready?

Author pens adventure tale

Tsawwassen’s Peter Vassilopoulos revisits South Africa for his first novel DAVE WILLIS

sawwassen’s Peter Vassilopoulos took a step back to his home country for his debut novel. He’s written Turn of the Tide, an adventure tale about a plan to free political prisoner Nelson Mandela in the 1960s.

Vassilopoulos, who hails from Cape Town, says he had the idea for the novel ever since Mandela was put in prison. The author worked as a news editor at a radio station at the time and could see Robben Island, where Mandela was held, from his office window. “I walked along the beachfront one day,” he says, “and I looked out at the island, [and wondered]

what it would take to get that guy out of jail?” Mandela spent nearly 30 years in prison before eventually becoming the first black president of South Africa. He shared the 1993 Nobel Peace Prize with F.W. de Klerk “for their work for the peaceful termination of the apartheid regime, and for laying the foundations for a new democratic South Africa,” the prize’s website notes.

Vassilopoulos deals with apartheid-era politics in the novel. “It’s a part of the story,” he says, noting he gives the reader an idea of what it was like there at the time. The novel includes action in and around the water, including diving. Vassilopoulos came to Canada in 1973 becoming a freelance writer for Pacific Yachting Magazine.

He founded DIVER Magazine and also has a series of boating cruising guides to his credit. He will be selling copies of Turn of the Tide at the Vancouver International Boat Show, which runs until Sunday. After that he says the novel will be available at book stores, including Albany Books and Black Bond Books, marine stores and online.

The Coldest Night of the Year fundraising walk is coming to Delta. Deltassist will be hosting a local edition of the national initiative next month in North Delta. The idea behind the event is for participants to feel what it’s like to be out in the cold, in the middle of February, for a couple hours, says local event coordinator Kirsti Kober. Participants can complete a 2, 5, or 10-kilometre route as well as receive a warm, light meal.

And while having a tight rear-end is alright, having tight hips is not. Shortened hip muscles will reduce our range of motion, which in turn may lead to pain in our hips,

Board of Variance Volunteers Needed The City of Delta has established a Board of Variance made up of five (5) persons appointed by the Mayor and Council. The purpose of the Board, as defined by the Local Government Act, is to consider applications in matters related to the provisions of: • A bylaw respecting the siting, dimensions or size of a building or structure, or siting of a manufactured home in a manufactured home park; • A bylaw related to the protection of trees; • The prohibition of a structural alteration or addition to a non-conforming use or siting, and • A subdivision servicing requirement in an area zoned for agricultural or industrial use. The Board may order that a minor variance may be permitted, if the Board finds that undue hardship would be caused to the applicant if the provision were required.

Gallery 1710 has a way of attracting creative people who like to bond and share techniques. Friday mornings are always lively as artists from the South Delta Artists Guild spread their tools with enthusiasm. Last year they presented their first show and next Tuesday they are just as enthusiastic about T.G.I.F. II. Organizing a show involves a lot of effort by everyone involved: Who will handle the sales? Who will hang the show? How many works can each artist bring without overwhelming the patrons? Can we bring unframed works, or cards? When will we be opening and will we have a reception with food and entertainment? It’s all decided with speed, and everyone goes beyond the boundaries of their own abilities to add interest to the show and to assist

Paul Smith’s boxing comeback trail is taking him to next month’s provincial championships in Abbotsford. The Ladner native won a pair of bouts when he was 18 then stepped away from the sport for a variety of reasons, including extensive travelling in South America. Now 25, Smith has resumed his career and he didn’t have to look far to find a familiar face. His coach Ken McInnis is back operating his Lights Out Boxing Club in Richmond, this time at the impressive 30,000 square-foot Gionco’s Martial Arts Super Centre at the very south end of No. 5 Road that also houses the National MMA Academy. The pair have reunited and Smith has proceeded to win three fights in his middleweight class.

“When I was 18, there was just a lot of things going on and I went away and travelled for a long time,” explained Smith as he took a break from his Monday night training session. “There is less on my mind now so I thought I might as well compete again. “I’m running in my spare time and taking days off (from working) when I need to. I would like to take this all the way to nationals and that’s what I’m working towards.” To fight in the open division at provincials, Smith had to have a minimum 10 bouts under his belt. He tried to enter a couple of tournaments to reach the requirements but those boxing shows were eventually cancelled. Instead, the Delta Secondary graduate will compete in the Novice or Sub-Novice class — hoping an impressive showing could open the door for more opportunities. Regardless, McInnis knows he is working with a keen

student that is willing to step into the ring at anytime. “He is always looking to fight, doesn’t miss a session here and is sparring at another gym as well. He is pretty focused and motivated,” McInnis added. Smith initially signed up for a jujitsu class and even tried MMA. However, he was intrigued with the boxing lessons that were taking place at the same time. He attended a drop-in session and there was no turning back. “I always had been inspired by watching it on TV. When I saw there was boxing going on at the gym I was at I figured I had to stop in and do this. I knew almost right away it was the sport for me.” McInnis runs his boxing sessions on Monday and Wednesday nights starting at 7:30 p.m. Call 604-441-5573 for more information.

South Delta blueliner now playing in Emerald City

Owen Williams’ hockey career has moved closer to home. The 17-year-old South Delta blueliner is now a member of the Seattle Thunderbirds after being dealt by the Regina Pats at last week’s Western Hockey League trading deadline. Williams was sent to the Emerald City in exchange for 19-year-old defense-

man Aaron Hyman. He already has registered a pair of assists in three games with Seattle, including Tuesday’s 5-2 win at Prince George. The 6-foot1, 180-pounder suited up in 29 games for Regina, recording one helper. “For us we get a guy who I think is a proven WHL player already

and really fits with what we are trying to put together now,” said Seattle general manager Russ Farwell. Williams made the jump to the WHL this season after helping the Vancouver Greater Canadians reach the B.C. Major Midget Hockey League’s championship series last season. He had 14

points in 29 regular season games and added 10 more during the Canadians’ playoff run, serving as an assistant captain. He previously spent three seasons in Saskatchewan, playing for Notre Dame Hounds’ Bantam AAA and Midget AAA teams. He was the Pats’s ninth round selection in the 2015 WHL Bantam Draft.

With a little help from his teammate, Jordy Engelson is headed to the upcoming Pacific Junior Hockey League Prospects Game after all. The 17-year-old goaltender for the Delta Ice Hawks improved to 16-0-0-0 Tuesday night in a 5-0 victory over the Langley Trappers in Ladner. It was his third shutout of the season. He also leads the league in goals against average and save percentage. However, due to his limited starts at the time, Engelson was left off the Tom Shaw Conference Team for the Prospects Game, slated for Jan. 29 in Abbotsford. Instead, number one stopper Jordan Naylor was given the honour on top of already being named a starter for the league’s all-star game which was played on Monday night. When Naylor, who turned 18 this week, was sidelined for a couple of weeks with an injury last month, it increased Engelson’s workload significantly,. It put him well past the minimum eligibility, but after the rosters had been named. Naylor pleaded to the league to make an

exception. “I am thankful for the opportunity given to me to play in both the PJHL All-Star and Prospects Games. Having said that, I feel personally well-enough represented playing in just the All-Star Game, and I feel no one is more deserving to take my spot in the Prospects Game than my goalie partner, Jordy Engleson. He has had an amazing season as a rookie goalie, and in my option, he deserves to be showcased as an elite prospect,” Naylor wrote. The league listened and agreed — giving his spot to the 17-yearold Vancouver Thunderbirds product. Engleson will be joined on the Tom Shaw team by defensemen Magnus Chung, Isiah Henricks and Liam Visram, along with forwards Jonathan Rees and Michael Araki-Young. Naylor helped the Tom Shaw Conference cruise to a 14-3 win over the Harold Brittian Conference in the PJHL All-Star Game. Delta was also represented by captain Gary Dhaliwal, Jordan Deyrmenjian, Daniel Rubin and Gabriel LaBlanc. Delta travels to Port Moody on Saturday and host Abbotsford on Tuesday at 7:35 p.m.

WILSON, Lucille Agnes September 5, 1924 January 14, 2018 It is with great sadness that we announce the passing of our dear Mom, Grandma, Grandma Great and Auntie Lu at the age of 93. She died peacefully January 14, 2018 surrounded by her loving family. She was the last of 4 children born to George and Lucia Dujmovich, and her passing marks the end of a generation of the Dujmovich family. Lucille was predeceased by her husband Michael (Smoky) 6 years ago to the day. She is lovingly remembered by her children Ken (Nancy), Joan (Norman), Karin and “adopted son” Leo (Mary) Patchett. Grandchildren Nathan, Natane (Clint), Natalie (Ron), Nadine (Darren), Clayton (Laurelee), Rhiannon (Wendall), Spencer, Aaron (Megan), Jordan (Elle-Maija), Lee (Patrick), Michael (Debbie). Great-Grandchildren Justice, Ravenlyn, Michael, Nathan Jr, Kiana, Timmy, Jackson, Myla, David, Hunter, Chase, Raven, Dakota, Maelona, Jacob, Morgan, Hunter, Avery and Oliva and another due in May as well as many nieces, nephews and friends. Lucille was born in Port Guichon and spent her life living in the area near the river that she loved so much. Lucille married Smoky in 1942 and they spent 69 happy years together sharing a love for their family and friends. Lucille could be seen daily making her special drive thru the farmlands and Wellington Point with Smoky before he passed and the last 6 years with her daughter Joan. Lucille was able to remain in her home up until the last week before she entered Delta Hospital with the excellent care by family and especially Joan. She lived a very rich and full life and her family will all miss her presence and love. During her short stay in the hospital she was blessed to have constant family around her but Joan, Karin, Natane and Kiana helped her to be as comfortable as possible. The family wish to thank Dr. Rogerson and the many doctors and nurses that helped her with her health issues right up to the end. Prayers will take place Sunday January 21, 2018 at 7pm and a Mass of Christian Burial Monday January 22, 2018 at 11am, both at Sacred Heart Church, 3900 Arthur Drive, Ladner, with Father Edgar Officiating. A reception will follow the service at the Sacred Heart Parish Center. Burial will take place following the reception. It is with broken hearts that we announce the passing of Clay on December 30, 2017. Clay was an amazing husband, dad, brother, son and son-in-law who was loved, is missed tremendously, and will always be remembered and cherished. Clay was born in Fort Frances, Ontario on October 14, 1961 to Philip Chernaske & Dini Radstake. He moved to BC with his parents in 1982, where he became an electrician. He was also talented in many other areas including stonework, tiling and woodworking, among others. Clay loved to talk about everything in life, history and politics. He had a love of old movies, had the best music playlist going and loved to plan trips and travel. Clay married his wife Margaret on June 28, 1997 in Delta, BC, and became a loving dad to daughters Tracy and Amy. Clay always put his family first and was always willing to be there for everyone. He was kind beyond words, loving and generous, and had a great sense of humour. Clay was predeceased by his parents, Philip Chernaske and Dini Radstake and his sister, Diane Lindstrom. He is survived by his wife Margaret, daughters Tracy and Amy, sister Yvonne (Robert) Smith, mother-in-law Ina Smart, brother-in-law Rick Lindstrom, and other family members. “Strange isn’t it? He was predeceased by his wife Violet Gold. He is survived by his wife Veronica Lynch, step-son Barry Gold (Lynn) and grandchildren Alexandra, MacKenzie and Madison Gold, step-daughter Deanna Fotheringham (Iain) and grandson Evan Fotheringham, step-son Chris Bekkers (Kit), step-daughter Katrina Kelder (Mike) and grandchildren Kenzie and Wyatt Kelder, stepdaughter Tara Wood Edmunds (Martin). Win was born June 3, 1942 in Hastings Minnesota and came to Canada in the early 60s. Win worked in the automobile industry for over 50 years, starting as a Car Salesman, and then finished his career as an Auto Broker; he so enjoyed going to Adesa Auctions on Thursdays to see the boys and make a deal. Win was an avid golfer and member of the Quilchena Golf & Country Club for over 30 years. He shared many fun golf trips over the years with his friends and managed to have 3 holes in one. He loved the Minnesota Vikings and Monday Night Football at the Landing Pub in Ladner with his football buddies. He so loved spending time with his family, especially his grandchildren. Win leaves behind a large and loving extended family in Minnesota and Oregon, along with many wonderful friends who will all miss his stories, jokes and the character he was. A Celebration of Win’s Life will be held on Saturday, January 27, 2018 at 11:00 am at All Saints Anglican Church, 4755 Arthur Drive, Ladner, BC.
