School budget not in red After years of million-dollar deficits, district projects small surplus for 2018/19 SANDOR GYARMATI

Finally, a good news budget. The Delta board of education’s proposed operating budget for the next school year has a surplus of just under $57,000, a sharp contrast from deficits in the millions that had been the norm for years. “I am pleased we are not looking at significant shortfalls again but we are always cautious one year to the next,” said secretary treasurer Nicola Christ. The draft budget, which will be discussed at a public input meeting next Tuesday, will not see any staffing cuts. What’s more, unlike previous years, the district will be adding staff, including eight full-time equivalent teaching positions as well as more than $500,000 in educational supports, which could include education assistants, counsellors or psychologists. Factors that contributed to a better financial outlook include a $122 per

Having experienced steady declines over a number of years, the Delta School District is projecting another increase in enrollment. pupil funding increase from the $7,301 received in 2017/18 as well a $1.2 million increase in enrollment funding. The district is projecting an enrollment increase of around 50 students. Christ cautioned staffing levels could always change, depending on enrollment. Revenue from the International Student Program is projected to
increase $722,000, while other revenue, including continuing education, is also expected to rise. The district is dipping into its reserves once again, this time for $400,000, an amount lower than previous years. While the district isn’t planning layoffs, it is cutting back in a few areas, but redistributing that money elsewhere in the system.
Christ noted the $5.1 million allocated to Delta to meet revised B.C. class size standards, a result of the B.C. Teachers’ Federation court victory against the previous provincial government, is insufficient to fully fund teacher staffing needs but that won’t be a problem. Additional funding might be on its way in that area. Meanwhile, MSP rates this year are dropping by
50 per cent, which will result in anticipated savings, but that will be offset with the new employer health tax that will result in an overall cost increase of $500,000, and that’s on top of increased employee benefit costs. The good news budget could be short-lived as the board has conveyed concerns about the province’s review of funding allocations now underway. It could result in some districts gaining at the expense of others, such as Delta, which have been working to produce their own revenue streams to offset budget shortfalls. Trustees say whatever model is chosen, it shouldn’t result in a net loss to districts. The province will consider recommended options this fall with implementation planned for March 2019. The public will have a chance to comment on the school district’s 2018/19 draft budget on Tuesday, April 17 at 7:30 p.m. at district headquarters in Ladner.

for the organization. “I do believe we are much stronger and we see the value of how strong policies to begin helped us through this,” he added. “There is no tolerance for this, there is no time for this and we will deal with this in as swift a manner that we can. From the onset, this investigation was taken seriously and a message of zero tolerance has been communicated. As an organization, we will learn from this experience and be better for it.” Deputy Chief Norm
Lipinski, acting as the discipline authority, identified a number of areas that can be improved within the department, including further respectful workplace training. Lipinski confirmed all of the officers involved remain on active duty with the department. “Policy is one thing, but once you have it in place and once you have some occurrences there is always some learnings that you take away,” said Lipinski. “I feel more confident now moving ahead.”

I don’t know of anyone else that is offering Bitcoin as payment in South Delta. My goal is to make people understand this technology better.” Dhiman has had signage up at Riverside Dental for only a couple of weeks, but has already received a fair amount of
inquiries from patients. “Most people have heard of it, but they don’t know what it is or how it works, so we have been helping guide them, but I expect as the word gets out there we will get more people that will use this form of payment. People that are in this space tend to seek out people that accept Bitcoin.” Dunn said he has paid twice using Bitcoin for multiple procedures. “I’ve been in the space for a couple years now,” said Dunn.

Home buyers were less active in Delta and throughout Metro Vancouver last month. According to the Real Estate Board of Greater Vancouver, residential home sales in the region in March saw a 29.7 per cent decrease from the sales recorded in March 2017, but a 14 per cent increase compared to February 2018. Last month’s sales were also 23 per cent below the 10-year March sales average. “We saw less demand from buyers and fewer homes listed for sale in our region in the first quarter of the year,” said REBGV president Phil Moore. “High prices, new tax announcements, rising interest rates and stricter mortgage requirements are among the factors affecting home buyer and seller activity today.” The benchmark price for a detached singlefamily house in Ladner last month was $1,008,100,

The benchmark in Tsawwassen was $1,273,900, up two per cent from the previous month and up eight per cent from the same time last year. The benchmark prices for townhomes for Ladner and Tsawwassen were $779,700 and $755,000, respectively, barely changing over the previous month. However, townhome prices were up 16 per cent and 12.4 per cent in Ladner and Tsawwassen, respectively, year over year. There was more move-
ment when it came to South Delta condos where the benchmark price in Ladner was $459,300 and $490,600 in Tsawwassen, up 3.6 per cent and 4.2 per cent, respectively, over the previous month. For the year, both communities saw a 19 per cent increase in condo prices. According to the Fraser Valley Real Estate Board, March saw a decrease of 24.8 per cent compared to sales in March of last year. In North Delta, the biggest benchmark yearto-year increases were for townhomes and condos with condos seeing a whopping 50 per cent increase from last year.

A Boundary Bay woman is hoping to do her part to help bring attention to the global threat of shark finning. Kendra Luckow is a registered veterinary technologist and a strong supporter of marine conservation, more specifically, shark conservation. Her recent travels in Australia and Indonesia, where she says shark finning is a huge problem, prompted further research into the issue. “Canada is the second largest importer of shark fin in the world,” Luckow said. “While multiple municipalities in the Lower Mainland have bylaws in place to prohibit any import, sale, possession or distribution of shark fin, Delta does not. It is currently still legal here.” She plans to propose to Delta council that a bylaw be put in place, but before she approaches civic politicians, she has started an online petition (https:// www.change.org/p/ city-of-delta-prohibit-the-

senior government, and I will be contacting both the provincial and federal governments, but I do believe in starting local.” When she launched the petition she was hoping to collect at least 1,000 signatures. As of yesterday morning, more than 2,000 people had signed on. Shark finning is the removal and retention of
shark fins once the shark has been fished from the ocean. Once the fins have been sliced from the body, the carcass is discarded back into the water, often while the shark is still alive. “Sharks receive oxygen as water passes through their gills. Therefore a shark must be moving forwards in order to breathe.

Since they are lacking fins when they are thrown back, they have no means of forward propulsion and therefore water is not passing through their gills to deliver oxygen. In simple terms, they are thrown back into the ocean to suffocate, or to slowly bleed out,” she said. “This is a topic that I don’t think many people
are aware of. I recently polled 100 people around Delta and only 14 per cent knew that shark fin sale was legal here.” According to Luckow, bylaws are in place to prohibit the sale and trade of shark fin in Maple Ridge, Nanaimo, New Westminster, North Vancouver, Abbotsford and Port Moody. In 2012, Delta council received a staff report regarding the issue following a delegation from the Vancouver Animal Defense League. The report to council concluded that because a ban is merely symbolic and could be challenged by the business community, staff recommend lobbying the provincial and federal governments take steps to prohibit the import, possession, sale and distribution of shark fins. “The bylaw didn’t go anywhere, but I’m hoping this time Delta will take a greater interest,” Luckow said. She hopes to make a presentation to Delta sometime in May.

• April 6, 5:13 p.m., 5000-block of 7B Avenue: A late report received from complainant that two bicycles which were attached to the back of an RV parked in the driveway were stolen about two weeks ago. The locks used to secure the bikes were cut off. One bicycle, valued at $1,700, is described as a red Kona and the other a beige Davinci Wilson bike. • April 6, 1:55 a.m., 4700-block of Mallard Lane: Complainant reported a break and enter in progress at their residence. The suspect had gained access to the residence garage by using a garage door opener from an unlocked vehicle parked in the driveway. The suspect fled the residence when interrupted by the homeowner. • April 6, 4:04 p.m., 4600-block of Mallard Lane: Complainant received a call from a person stating they were the police and that the complainant owed the Canadian Revenue Agency $4,000. The complainant
provided personal information before they realized this was a fraudulent call. No funds were lost as the complainant refused to provide any banking information to the caller. Police advised complainant not to answer calls from unknown callers. • April 6, 2:32 p.m., 5500-block of 15B Avenue: Complainant reported they left their vehicle in an unlocked underground parking lot and when they returned they found damage to the side door lock. The vehicle had been rummaged through but nothing of value stolen. Damage to the door: approximately $200. • April 7, 6:59 a.m., 5500-block of 15B Avenue: Complainant reported the front passenger window of their vehicle was smashed sometime overnight. The vehicle was parked in the underground parking lot and was rummaged through but nothing stolen. • April 8, 10:11 p.m., 5500-block of 8B Avenue: Complaint reported that sometime over the past couple of days their home was broken into by prying open a rear window. Several rooms were rummaged through with jewelry and cash stolen.

p.m.: Complainant reported to police headquarters that they had received a call on their answering service from a person claiming to be the police advising they owed the Canadian Revue Agency $6,000 and there is a warrant out for their arrest. The complainant returned the call and provided personal information. There was no financial loss as the complainant realized this was a fraudulent situation and did not provide any banking information. Police advised the complainant not to return calls to unknown callers. • April 6, 6:52 a.m., Deltaport Way: During a stationary laser speed check enforcement police stopped a vehicle travelling 153 km/h in an 80 km/h speed limit zone. The suspect was given a violation ticket for travelling at an excessive speed and the vehicle was impounded. • April 6, 2018, 4:56 p.m., 53rd Street and Ladner Trunk Road. Police responded to a multi-vehicle crash. Police spoke with a number of witnesses on scene, and later the next day issued a violation ticket to one driver for failing to stop at a red light. It’s a simple solution: Richmond should adopt Delta’s bylaw to stop mansions taking over valuable farmland. That’s what long-time farmer and Richmond council member Harold Steves had to say as his city continues to grapple with what to do about the issue. “When the big houses first started appearing, Metro Vancouver asked the province to close the loophole that allowed them. The agriculture ministry adopted guidelines but refused to enact them,” Steves said. “Adopting the guidelines was left to local governments who have struggled with realtors, speculators and owners who have managed to subvert much of the ALR in Metro Vancouver to mansions and blueberries. That’s a loophole that must be closed.” Metro Vancouver staff, meanwhile, are recommending the regional
board ask the province to restrict house sizes and residential footprints on agricultural land, suggesting a list of guiding principles and priority actions. B.C. Minister of Agriculture Lana Popham has already said she expects the independent committee appointed to review the ALR will forward policy recommendations on farmland house sizes. In 2006, Delta took the lead to prevent speculators and would-be mansion owners from purchasing farmland as a cheap place to build huge homes, limiting house sizes and defining a farm “home plate” on agricultural properties. The maximum size of a house on farm properties of less than eight hectares (20 acres) is 300 square metres (3,552 square feet) and for properties eight hectares or greater, it’s 465 square metres (5,005 square feet). The maximum size of an additional farmhouse is 180 square metres (1,937 square feet) on a lot of less

Delta has taken a number of other measures over the years to protect farmland, including maintaining its policy to generally not permit lot splitting because smaller parcels are viewed as less viable. Despite Delta’s lead, the issue remains a hot one in Richmond where the
average house size in the ALR reached a staggering 12,583 square feet in 2015. In 2010, that city attempted to restrict house sizes but council backed away after opposition from land owners and developers. Last year Richmond gave it another go, but didn’t go along with the Ministry of Agriculture’s recommended guidelines for a maximum house size of a little over 5,000
square feet, instead allowing homes twice that size. That drew the ire of the group Richmond Farm Watch and other concerned residents. Noting his council debated the issue a couple of weeks ago, Steves said when the ALR was founded in 1973, house construction was monitored by the ALR. Farmhouses were modest in size, including houses for
extended families working on the farm, but nobody anticipated that farmland would be used to build mansions for non-farmers. In Delta, Coun. Ian Paton and several members of city council have openly wondered why the controversy continues in Richmond when Delta has already shown what can be done. “I’m proud of Delta’s record on quickly adopting the bylaw standards for home sizes on the ALR. My fellow MLAs in Richmond recently called on the Richmond council to follow provincial guidelines. The final decision rests with Richmond council, but I support my colleagues’ desire for Richmond to adopt those guidelines,” he said. Paton, who’s also Delta South’s MLA and the Liberal agriculture critic, said he informed several potential buyers looking to purchase farmland in Delta about the city’s house size restrictions, which he said prompted the speculators to immediately walk away.

arold Steves is on to something when he tells his Richmond council colleagues to look through the tunnel to find
the answer. The size of homes permitted on farmland has been a thorny issue for our northern neighbours for years now because, well, politicians in that city allow it to be that way. There’s little justification — at least not of the credible variety — for building a home that’s 10,000 square feet or more, but this ludicrous debate continues to drag on. Steves has suggested Richmond adopt regulations similar to what Delta enacted a dozen years ago, legislation that has, to a large extent, curbed the practice of buying a piece of farmland in order to construct a mansion. I’m not so sure he’ll get many takers, however, given Richmond council’s resistance to anything resembling sensible house size limits. Delta’s regulations, which are comparable to guidelines provided by the province, seem more than reasonable by allowing a 5,000-square-foot house, as well as a 2,500-square-foot secondary house, on a property of 20 acres or more, which sounds like more than enough space for any honest-to-goodness farming family. What it has done is force those wanting to use the Lower Mainland’s cheapest real estate to create ostentatious estates that showcase their wealth to look elsewhere in the region. Like Richmond. Since Delta enacted the regulations, I haven’t heard much in the way of complaining because there’s not much to complain about given that a 5,000-square-foot house is already double the size of many homes in our residential neighbourhoods. To think such a limit is woefully inadequate, and that a 10,000-square-foot house is somehow necessary, defies reason. When you’re getting to homes of that size, it’s not a question of accommodating an extended family, which a 5,000-square-foot house could do quite nicely, but rather having the space for all the bells and whistles associated with a mansion. There’s nothing wrong with huge houses, but don’t go through the back door and use the ALR as cover. Sooner or later I suspect Richmond officials will figure out that farm houses belong on farmland. Small hotels do not.
Accountability sadly lacking from those we elect to serve

s time goes by more and more of our lives are affected by governments. We have to have a licence for many activities and we must have permits for many of the things we want to do. We are told when and how to dispose of our household waste and then taxed for that service. There are taxes on our incomes, taxes on everything we purchase, and even more taxes on gasoline we need to get to work in order to pay all these taxes. This has grown to the point where the average Canadian pays over 50 per cent of earned income on some form of taxation while wealthy Canadians pay an even greater percentage. I assume many people would argue that it is the price we pay for our standard of living in Canada, but I have some serious objections to this attitude. There are copious examples of waste and mismanagement in government that would not be allowed or could not happen in private industry because the company would be in bankruptcy. When government projects fail or go dramatically over budget, no one is responsible, no one is accountable for the blunder, the taxpayer pays for all the mistakes

and they move on to the next escapade. Examples: • The federal government purchased a payroll system that doesn’t work and has caused such turmoil that instead of reducing payroll staff it has required more people to correct the errors. So far Canadian taxpayers have paid over $600 million for this system and continues to cost more as it fails. • A few years ago the B.C. Ministry of Education purchased a computer system to track all of the school children in B.C. at a cost of over $60 million. It didn’t work. Get a new one. • Remember the fast ferries? They were supposed to cost under $100 million but wound up costing over $300 million. • In 2016 Island Health pur-
chased a computer system for $174 million but the doctors refuse to use it because it is so bad. It’s estimated corrections may cost another $50 million. Currently there are movements occurring for a province-wide vote regarding the change of our electoral system from first past the post to proportional representation with the idea this will make things more democratic. My opinion is that this is another government waste of time and money because we’re kicking the wrong end of the donkey. • How about politicians submitting their resume to the public at election time to prove their qualifications? • How about politicians being responsible for these multi-million-dollar errors? • How about someone losing their job because of their abysmal performance? • How about making a budget, staying within the budget and paying off the debt already accumulated by previous irresponsible politicians? • How about better government based on common sense? Pebble Hill off-leash area requires some attention
Editor: It is time for the City of Delta to make the Pebble Hill off-leash dog area a safe space for dogs and humans alike. This is my third letter to the Optimist and to the city. I have a dog and we go to Pebble Hill frequently. I have asked the city to clean up the off-leash area, mainly by means of leveling the ground to minimize the potential for a dog or human to have a nasty fall and also to minimize the water that pools in the huge holes. I cringe when going to the area and pray my dog will not get giardia for a third time from being in and around the stagnant pools. Fencing the area might be an idea too. Oh, and posting huge signs so the kids don’t play and build bike jumps in the area might be a smart thing to do too. I still can’t understand why this area
is still being used for offleash dogs and kids on bikes. Give kids a separate and safe space to build their jumps and ride their bikes with no chance of dog/kid collision. Today was not a good dog day for me. Or my dog. An adult with a toddler was on the playing field area of Pebble Hill and there were dogs off-leash. She was understandably not happy about this and voiced her opinion. I walked my dog onleash through to the offleash area to find another adult with a toddler. I kindly announced that I was going to take the leash off my dog to let him run around for a bit. I said he is friendly but still young so rather exuberant. The lady did not think it would be a good idea for me to do this. I gently told her that, in fact, the area is specifically for dogs to go off-leash and I would keep
a close eye on my guy. She insisted it was not “just” for dogs and wished to debate the topic. Although the signage shows the off-leash area encompasses both sides of the walking path in the middle, apparently my dog had no rights on either side. It was sunny and lovely and I felt no desire to hash it out with anyone. We walked through the area on-leash. No fun, no run, no play to be had. We both felt cheated. I don’t know what it’s going to take for the city to get moving on its supposed interest in making the off-leash area acceptable to use. A signed petition perhaps? If so, I’m all in. Our dogs need and deserve a clean, healthy, safe space in which to be a dog. And people and kids who prefer to not be around off-leash dogs deserve that right also. Jo Robertson
Limit growth until crossing opens
Editor: Uncontrolled densification and new construction must be limited south of the Fraser River until infrastructure is expanded. I’m sure everyone wants to generate more income from their prop-
erty by adding additional living accommodation (or by building oversized houses), however, the two bridges and tunnel are already over capacity and we can’t realistically handle more people unless larger numbers of individ-
uals work on this side of the river or telecommute from home. Rather than loosening suite/housing bylaws, they should be tightened, at least until we get a new crossing. P. Walters
Corn starch is the key in eradicating rodents
Editor: Re: Owls dying from rat poison, March 23 In regards to many birds of prey eating poisoned rodents, I’m sure Delta residents would like to
know my experience. My old house had an infestation of mice and rats, and nothing was stopping them. My neighbour said place small containers of corn starch and
sugar around the house. The sugar attracts them but the corn starch is the real key as they can’t pass it and die. It has been 100 per cent successful. Anna Muise

Power up vote by backing change
Editor: Re: Will electoral reform efforts fix our ailing democracy?, Community Comment, April 11 I completely agree that the world of politics needs more cooperation, consensus and respect. With the current voting system, parties get 100 per cent of the power on support from just 40 per cent of the voters.
In contrast, under proportional representation no one party gets all the power. Those voting systems reward politicians who work together and build consensus. U.S. President Donald Trump would never get elected under proportional representation. If we wish to prevent a Trump-like premier and prime minister, the best prevention is to change
the voting system. Are there countries with proportional representation that face challenges? Of course. Israel is very difficult to govern. If it wasn’t for its proportional voting system it might well be impossible to govern. In October, you have an opportunity to power up your vote. I’ll be voting yes and hope you will too. Nick Loenen
Casino revenue not worth the downsides
Editor: A casino would be a hemorrhoid for Delta. The notion that a casino would benefit Delta by means of revenue has to be weighed against the rise of crime, financial ruin from gambling addiction and an increase of traffic in an already clogged
artery. Let’s talk about that: I see tons of signs from the municipality stating we are vulnerable because of the aged tunnel and bottleneck traffic yet Delta council is pushing for a casino that will exacerbate the problem. I moved to Ladner
because of its charm and the general happiness of the village. How many people do you ever see smile in a casino? It’s always the distant, vacant stare of hundreds in a windowless room with loud machines and staff with louder vests. Dave Carlson
Council urged to do right thing and reject casino
Editor: For several months there have been frequent articles in the Vancouver press documenting the role of casinos in laundering illegal money, mostly from Asia. Much of this activity is associated with drugs and guns, even right here in Tsawwassen. In a March 16, 2018 article, Vancouver Sun jour-
nalist Sam Cooper quoted a report to BCLC from HLT Advisory which identified the top five B.C. casinos used by trans-national VIP gamblers funded via large cash transactions and black-market bank drafts. Gateway Casinos and Entertainment Ltd., now proposing to build a new casino on the Delta Town & Country Inn site,
operates two of these five casinos: Starlight in New Westminster and Grand Villa in Burnaby. I urge Delta council to stand up straight, do the right thing and turn down this proposed development. This kind of activity is not what we want for our community. Adrian Wightman
Truck takes barbecue, but leaves drywall behind
Editor: My wife says she saw a large delivery truck class vehicle stopped by to inspect the barbecue we put out at the curb for adoption during Spring Clean-Up. The people in the truck unbolted the top aluminum part of the bar-
becue and took it, which is OK, but as they took off, they left behind two unwanted bags of drywall debris. Next year we will have to be extra vigilant in the few days when we have our unwanted (but still usable) goods out at the curb. Seiki Harada

Ladner resident Wenny Lai has started a crowd funding campaign for Sugarbear, a homeless Vancouver rescue dog who needed eye surgery. Lai, who works downtown, befriended the dog and his owner, who wasn’t able to afford the operation. The funds will also go to post-medical fees, dog food and grocery gift cards for the owner. Sugarbear has undergone the surgery and stayed at Lai’s home during the first few days of recovery. “Although we can’t stop homelessness overnight, we can become someone’s sign of hope within a moment. Whether it’s buying them food, listening to their story or setting up fundraisers — these actions are chances to guide and support a huge portion of our society to get out of the situation they’re in, whatever it may be,” Lai says in an email to the Optimist. Fiona is a “seven” year old chi mix who weighs ten pounds.This sweet girl is medium energy and is very shy at first. It takes some time for her to warm up and become comfortable so she will need a patient home that will help her boost her confidence. Fiona loves females and is fairly quick at opening up to them but has some trust issues with males. It can take a while for her to open up to them, but once she does, she gets up on the couch and sits with them and loves their attention. She has been socialized with both big and little dogs and we have had no problems, and cats seem acceptable too! A home with another dog is best suited for Fiona as it will help her gain confidence. Fiona’s fosters have been working with her and children, and did have Fiona around their four year old nephew. They noticed that she barks every time because of her shy nature, so a home with older children who are better able to understand her is more suitable for her. Fiona has been able to spend her nights on the couch (where she prefers!) and not have a single accident. She is great on leash and also food motivated which helps with training. She does know her basic commands but they need some fine tuning. As with all of our dogs she is spayed and up to date on her shots. The Knitting Sisters is a group of women from Ladner, Tsawwassen and Richmond who love knitting and crocheting for worthy causes. The women enjoy the social aspect of the group, which meets at the McKee Seniors Recreation Centre in Ladner, and being able to use their skills to support charitable organizations. The group was started

women in the group. The group donates sweaters, slippers, cotton washcloths, blankets and toques to many charities around the Lower Mainland and as far away as Africa. Some of these charities are street ministries, BC Cancer, Deltassist, Mountain View Manor, Caring Hearts, Canada Comforts, Jeremy’s Foundation, etc. While members purchase yarn at their
personal expense, the Knitting Sisters needs and welcomes donations of yarn and/or finished articles to enable the group to continue donating upward of 3,500 items per year. Donations can be dropped off at the McKee Seniors Recreation Centre. New knitters, including men, are always welcome to join the group. Donna Miller started knitting at the age of five and thought she could give back by joining the group, which she learned about through an ad in the Optimist. Local designers to unveil fashions at KPU Three Delta students showcasing collections in Wilson School of Design’s 2018 The Show
From goth swimwear to science-inspired clothing for kids, South Delta is producing creative minds for fashion. Kwantlen Polytechnic University (KPU) fashion students Sierra Southard, Sarah Woodburne and Naomi St. Cyr are three of 32 emerging designers showcasing their collections in the Wilson School of Design’s 2018 The Show. Both Southard and Woodburne live in Delta and graduated from South Delta Secondary. Ladnerraised St. Cyr won a drawing contest for the Delta Optimist as a child. All three women’s collections will be revealed over seven shows at the new Wilson School of Design building at KPU Richmond on April 19 and 20. Southard’s line LUNA NU is goth-inspired swimwear, Woodburne’s line inventHERs is science and math-inspired clothing for girls in elementary school, and St. Cyr’s are

zero-waste art-inspired heirloom pieces. Inspired by gothic style and storytelling, Southard is ready to reveal her debut fashion line on the runway. “I feel that there is a misconception that all goths have a hatred for the sunshine, so I want to provide swimwear for goth women who contradict this stereotype,” said Southard. “The gothic style and my poetry are the two main inspirations for LUNA NU. Incorporating my writing into these pieces gives them more meaning for myself, and hopefully for others as well.” Woodburne’s thesis
collection, inventHERs, strives to provide young, forward thinking girls a means of outwardly expressing their interests in STEM (science, technology, engineering and math). Each piece encourages girls to speak with confidence about their interests in STEM fields through visuals worthy of striking conversation. “I think kids need credit for their great ideas and interests,” said Woodburne. “This collection is inspired by the girls who want to explore science yet might lack a little confidence in that field. We use female role models to show girls that they can
like science too, even if it is male dominated.” The designers developed their lines as part of their final project before graduating from KPU’s four-year fashion design and technology program this May. The capstone project involves extensive market and design research, requiring students to create garments that meet a perceived market need. “I created this collection to counter the current disposable society,” said St. Cyr. “Western society throws away about 85 per cent of their clothing each year. The fashion industry is the second largest pol-

Let Us Get Real. The first thing to understand is that u.v. whether from the sun or bulbs is the same. A photon of light is a photon of light. There is no magic change to make a sunbed more risky than the solar uv light. Our sunbeds provide a U.V. spectrum similar to solar uv at noon - 95% UVA and 5% UVB, the strength of the dose may be stronger but the duration is shorter which is why you don’t burn if a sunbed is used properly. The clubhouse’s Springs Ballroom will be set up in a few different configurations to show visitors what events held there would look like. “It’s a great opportunity to see the options that the Tsawwassen Springs events ballroom provides,” says director of food and beverage Sue Carlile, noting the space can seat up to 500 people.
There will be a light appetizer buffet and champagne punch on arrival for visitors, she says. The space is great for events like weddings and meetings, Carlile adds. Over at Pat Quinn’s Restaurant & Bar there will be an opportunity to taste some of the beers on offer there, she notes. Southside Vibe will be performing during the open house and the idea is for the band to play tunes outside. “They’re a great local band. We’ve had them at different events and people love them,” says Toigo.
ALL THAT TSAWWASSEN SPRINGS HAS TO OFFER
The Tsawwassen Springs tenants will be showcasing their services and products during the open house. The Tsawwassen Wellness Centre, a 2,200 square foot Pilates and yoga studio, will be doing a series of short workshops while the Sungod Sports and Orthopaedic Physiotherapy Clinic will have staff onsite to explain the benefits of physio. Tsawwassen Springs Fitness will be putting on demonstrations with their Fit 3D body scanning technology as well as offering giveaways and personal training demos. Newmans Fine Foods, a purveyor of locally sourced and sustainable fine food products, will be offering tastings in store as well as a draw. Woods Coffee will have free coffee, hot chocolate, a sampling of the shop’s cold brew and balloons for kids. Toigo also notes that open house guests who complete a mini passport by visiting each business can enter a draw for a grand prize worth approximately $500. How many roads to safety?
Have you noticed the Disaster Response Route signs on Ladner Trunk Road? They warn that only emergency vehicles can be on the road during a disaster. The first time I saw the sign I wondered how we are supposed to get out. There aren’t that many ways out of Ladner! Some of you may finally get to use the four-wheel drive feature on your pickups. The rest of us could leave the car at home and start hiking cross-country. But most of us want our vehicles to get as far away as we can and carry as much as we can. There are other ways out of Ladner, but how many is determined by the actual number of roads,

not by how many we think there should be or want to be. The general consensus today seems to be there are many ways to God; many roads up the mountain. But Jesus made a startling statement: “I am the way and the truth and

the life. No one comes to the Father except through me.” (John 14:6) Now that’s either true or not. If it’s not true, no problem. We can still rely on those other roads to God. However, if it is true, we better pay attention. The whole point of Jesus coming to earth and dying for our sins was so that we could experience forgiveness, cleansing and become part of God’s family. The Bible says: For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord. Telling his island adventures Marine author Peter Vassilopoulos’ latest book represents a compilation of trips DAVE WILLIS

sawwassen marine author Peter Vassilopoulos’ latest book covers his travels on the west coast of Vancouver Island. “I felt I had to do something on the west coast to share the joy of it and also the fact that you can get there more easily than you realize,” says the longtime boater. Adventures on the West Coast of Vancouver Island is not a guide book per se but a journal of some of the trips Vassilopoulos and his wife Carla have made to the area over the years. “It is a compendium of places they have been to, how they got there and what they undertook to ensure safe and comfortable travel by road and passage by sea,” the preface reads. Vassilopoulos notes there is little bit of history thrown in along with information about local people and places. The remoteness of the area is one of the reasons it’s interesting to explore, he adds. “And being remote, towns like Tofino and Bamfield are more isolated from each other and other places. When you get there, you find interesting people and interesting things,” he says. A native of South Africa, Vassilopoulos came to Canada in 1973 becoming a freelance writer for Pacific Yachting Magazine. He founded DIVER
Author Peter Vassilopoulos has released Adventures on the West Coast of Vancouver Island. Magazine and also has a series of boating cruising guides to his credit. The book will be available at local book stores,
including Albany Books in Tsawwassen and Black Bond Books in Ladner. The local author also recently released his first
novel, Turn of the Tide, an adventure tale about a plan to free political prisoner Nelson Mandela in the 1960s.

Local writers to speak at Probus Club meeting Local writers William Kelly and Anne Vipond will be the guest speakers at a Probus Club of South Delta meeting in Tsawwassen next Wednesday. Kelly and Vipond are travel writers and book publishers whose cruising guides have sold over half a million copies. Their cruise travel features have appeared in magazines and daily newspapers throughout North America, and they
have written several guidebooks for Thomas Cook Publishing of the UK. In addition to their travels by cruise ship, Kelly and Vipond are experienced sailors whose articles have appeared in numerous boating magazines. Their yachting guidebook to the Pacific Northwest, called Best Anchorages of the Inside Passage, has received a Lowell Thomas Award in travel journalism. Their Tsawwassen-

Local entertainers Garfield Wilson and Warren Dean Flandez are included in this year’s Motown Meltdown lineup of performers. The event, set for April 21 at the Commodore Ballroom in Vancouver, benefits Seva Canada, a charitable organization that works to restore sight and prevent blindness in developing countries.
There will be 25 dynamic performers, accompanied by a 12-piece band, bringing the Motown songbook to life, the event website notes. Wilson, a singer, actor and personal trainer, says when you have a show packed with talented musicians playing nothing but Motown hits, you’re in for an incredible night. “I always try to do something special every year and this year is no different. I’ve got some
amazing dancers to work with and if everything goes well it will be the best yet,” he says. National Volunteer Week is a time to celebrate and thank Canada’s 12.7 million volunteers. The contributions of volunteers in communities across Canada will be recognized in a variety of ways from April 15 to 21. This year’s theme is: Celebrate the Value of Volunteering — building confidence, competence, connections and community. Volunteering is often seen as a selfless act as a person gives their time, skills, experience and passion to help others without expecting anything in return. And while volunteering is a form of service, many volunteers will tell you they get more than they give. Volunteers are the heart of the programs and services offered by Delta Police Victim Services. The program, which marked 30 years in the community in 2017, has 14 dedicated volunteers that are available 24 hours a day, 365 days of the year to assist victims of crime and their families. “The thing that is so special about our volunteers is that they connect us to the community, they live in our community and they are passionate about the community of Delta,” said coordinator Kim Gramlich. “Once they begin the work, our volunteers feel like their work is incredibly helpful and valuable and that they make a difference in people’s lives.” Dianne Taylor is the longest standing volunteer in the program with more than 20 years of service. “I think it’s the desire to help people. This program itself is very valuable to our community,” Taylor said. “When people are

She started as a way to get experience as she pursues a full-time career in law enforcement. She said the program goes above and beyond to help the community. “It’s very rewarding. That is what draws me
the most, the reward from helping the community,” Perens said. “We see people at their worst, and then when we close their file, we see them at their best, so it’s empowering to be a part of that experience.” Delta police Chief Neil Dubord added that without volunteers the program could not exist in Delta. “You simply cannot put a price tag on the work they do. They are the unsung heroes of the Delta police and another reason we live in this great community,” said Dubord.

Volunteers play an extremely vital role for Deltassist Family and Community Services. “Many of our programs for seniors and low income families in Delta would not exist without volunteers helping provide direct service,” said Deltassist’s manager of operation and projects Lorraine Yates. Over the last year there have been over 300 volunteers helping in several programs and services, she noted.
Volunteers help out is such ways as driving seniors to health-related appointments, preparing income tax returns, gardening and building maintenance, performing office duties and assisting with the organization’s Christmas programs. One of the current opportunities include providing seniors phone support. Phone support volunteers can work out of Deltassist’s North Delta or Ladner office and must enjoy talking with seniors, practice empathetic listening skills and be nonjudgmental.
Other volunteer opportunities include driving seniors to and from medical appointments as well as shopping for seniors. Volunteers donated over 10,000 hours last year for Deltassist. Deltassist is a non-profit organization dedicated to the well-being of the people of Delta. It offers counselling and community-building in the form of workshops, events, senior support, outreach programs and information services. The Delta Hospital Foundation’s biggest, most dedicated volunteer is the community of Delta itself. The foundation, which has been officially rebranded the Delta Hospital and Community Health Foundation, has successfully raised tens of millions for the hospital over the years thanks to continued generous financial support of residents, businesses and organizations, but also important are volunteers who come from all those categories, including event sponsors. While not directly a member of the foundation, they volunteer their time and skills to help out at fundraising events organized by the foundation. For example, last fall’s Moonlight Gala at Tsawwassen Springs, which had a Midnight Garden theme, raised $455,000 for Delta Hospital. It was a recordbreaking evening thanks

Proceeds from the gala went toward emergency care at the hospital, including a much needed mobile ultrasound and two defibrillators. The biggest, most visible example of fundraising success is the new Peter
C. and Elizabeth Toigo Diagnostic Services wing that is now under construction. The $15.2-million project saw the foundation raise $7.5 million, an amount that included a sizable donation from the volunteer Delta Hospital Auxiliary. The next biggest single fundraising project for the foundation is a new residential care facility to replace Mountain View Manor.

While high-profile alumni such as Markus Thormeyer are winning medals for Canada at the Commonwealth Games, the Winskill Dolphins Swim Club is busy these days grooming the next wave of top athletes. Thormeyer, who is just 20, won bronze in the 200 metre backstroke last week in Gold Coast, Australia and is recognized as one of the rising stars on the national team. The South Delta Secondary graduate turned down a scholarship offer from USC to stay with the UBC-based Swim Canada program. Meanwhile, two other Dolphin alumni — Noemie Thomas and Paul Zou — did take their careers to the NCAA level at Cal-Berkeley and Penn respectively. Thomas competed in the 2016 Summer Olympic Games in Rio. The latest heading south is national-carded athlete Tai Long Singh who is also going the Ivy League route, having committed to Princeton next fall. A number of other recent graduates are now swimming for USport programs in Canada. Hoping to follow their paths are Thomas Kranjc, Calvin Sinn, Devon Dupuis and Aimee Brennan. All have achieved status in the B.C. Targeted Athlete Program. Sprint specialist Kranjc, 16, swam for his province at the Canada Summer Games in Winnipeg last August where he reached the finals in 50m freestyle and 50m butterfly, finishing seventh and sixth respectively. At the recent tier two provincials in Kamloops, Dupuis won the 200 fly, while Slinn, a distance specialist, captured the 400, 800 and 1500 free, setting new provincial records in the process. Finally, Brennan has earned status as a Next Generation athlete in Paralympic swimming and is targeted as a prospect for the 2020 Games in Toyko. She will be heading to Montreal at the end of the month for a paraswimming national training camp. Overseeing their progress is Dolphin interim head coach Judy Baker. The one-time world class swimmer and national team member has returned to the club she guided for over a decade in the 1990s. Baker is also head coach of the Otters masters program, meaning long hours these days at the Winskill Aquatic Centre. She is impressed with the club’s run of producing elite swimmers in recent years. “We usually send five to six swimmers to any given meet because we don’t have the depth that the bigger clubs do. PENNEY, Robert James Ernest November 16, 1936 March 26, 2018 Bob passed away peacefully in the afternoon March 26, 2018 in the Irene Thomas Hospice in Ladner, BC. Bob is survived by his best friend and life partner, and wife of 53 years, Mary, sons Sean and Kelly, grandson Brandon, and sister Susan. Mary and Bob were married in 1965 in Thunder Bay, Ontario (then Fort William and Port Arthur). The family moved to Calgary Alberta in 1979, and Vancouver, BC in 1984. Bob had his own Geological Surveying and Exploration company and sold real estate in Thunder Bay, and then moved west and worked his way to Western Regional manager of Shniers, a national Flooring wholesaler. Bob was able to live his life dream and sail offshore with Mary to the west coast of Mexico. Bob and Mary gallivanted about Mexico for over 5 years in their beloved 37ft Tayana sailboat. Bob loved his Labrador Retrievers, cats, travelling, sailing, a bit of golf, and was both a savvy businessman and a loving and devoted husband, father and grandfather. We will all miss him deeply. The family is grateful for the care and compassion Bob received from the staff at Irene Thomas Hospice and Delta Hospital.
