It’s a golden handshake for departing Delta council members. Whether it’s through retirement or losing their seat, the upcoming civic election will, for the first time, see outgoing council members receive onetime payouts based on years of service. Approved unanimously early last year without discussion, the council service benefit was a recommendation in a report authored by former CAO George Harvie that also contained a recommendation for the most recent council raises.

Smiling in face of surgeries Ladner’s Jessica Gentle, 13, has already endured 27 operations due to MPS IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

At 13, Ladner’s Jessica Gentle has endured more medical procedures than one can ever imagine. She was diagnosed at birth with mucopolysaccharidosis, or Hurler syndrome, a genetic enzyme disorder — one of several forms of MPS — that affects only one in 25,000 newborns. It’s genetic, degenerative and, for the moment, incurable. Jessica has had 27 surgeries since birth, including a bone marrow transplant. She has had hip reconstruction surgery on both hips, multiple hand and finger surgeries and corneal implants in both eyes. She has metal in both knees and both feet to correct knock knees and turned out feet. Her adenoids and tonsils have been removed to cure severe sleep apnea, and she wears hearing aids in each ear. Her mom Jenifer marvels every day at the strength Jessica shows in the face of adversity no child should have to endure. “She is a very happy,

She is very aware of what is going on and that she can’t do some things that others can, but she has a great circle of friends

and has been very well supported.” As it is a rare disease, education is so important, which is why the Gentles continue to tell their story. “The MPS Society provides a very important function in that regard,” adds Jenifer. “They are also

there to support families, which when families have new diagnosis that is so important that they have someone to reach out to. “When Jessica was first diagnosed we had never heard of MPS, but we saw that it was quite horrific and all we saw was a dire

future. In those dark days we reached out to the society to get that hope. One of the parents reached out to us and emailed us a picture of their daughter on her first day of school, so that gave us hope that maybe Jessica will someday be well enough to go to school. That was the hope that made us go on.” Jessica loves travel, dance, music, having attended the Taylor Swift concert in Seattle Tuesday night. She attends Holly Elementary and in September will go to Delta Secondary. When asked how she stays positive, Jessica says, “I just think of all my family and friends and how they support me and that helps me get through anything.” On Saturday the family will be a part of the 15th annual Ignite Hope Gala — RARE with all proceeds going to the Canadian MPS Society to help advance research and support families like the Gentles. Benefit intended to be equal to what senior staffers get

CONTINUED from Page 1 “It’s difficult when you put that much time in and you don’t have anything at the end of it,” Jackson added. Noting it was only about a decade ago that council members got medical and dental benefits equivalent to civic employees, McDonald said the goal was to at least have councillors have some kind of benefit equal to what senior staff receive with their RRSPs. “It makes a real difference for some. Lois (Jackson) has been on

council since 1972 and when she walks away, she’d walk away with nothing,” he said. Kanakos said serving on council is not a part-time job, and that the city is the largest in the region with only six councillors and a mayor. She said council sought a reasonable and fair approach. “The thinking behind it was that councillors serve as employees of the municipality and the remuneration in terms of a salary is limited compared to the level of responsibility,” she said.

“Really, it’s not for me, it’s for those who will come after me. The work of a councillor has transitioned from being more part-time to a full-time job.” Campbell said the onetime benefit is meant for anyone who serves. “We’re not allowed to pay into a Delta RRSP, they’re not allowed to make that contribution on our behalf like employees, but we’re treated by CRA (Canada Revenue Agency) like employees,” he said. Paton, who is leaving council so will be among

the first to collect, said he never gave it much thought, other than being a councillor is indeed a full-time job. “We don’t belong to a union or anything like that. A couple of years ago staff recommended that there be some sort of formula drawn up where councillors would at least get some sort of payout, like a mini-pension, if they leave council. That’s all I really know about it,” Paton said. King, who is not seeking re-election and will collect the one-time amount, said

there is a need to attract people who can dedicate themselves to the council role as fully as possible. “If, as a councillor, you run for re-election and lose, there is no financial support as you transition back into a full-time role.” Bishop had no comment, preferring to have Jackson speak on the matter. She is vacating her council seat to run for the mayor’s chair in October. Due to a backlash, the Metro Vancouver board recently rescinded a retirement benefit it had approved in March.

Man charged after five hurt in hit-and-run

An Abbotsford man is facing 13 charges in connection to a hit-and-run in Ladner that injured five men last June. According to Delta police, the man is alleged to have intentionally driven his vehicle into a group of pedestrians in the 5300-block of 48A Avenue in the early morning hours of June 11, 2017, hitting five males, causing serious injury to two of them and minor injuries to the rest. The driver then fled the scene without stopping.

Delta police public affairs coordinator Cris Leykauf said investigation has revealed that the driver was believed to have been in a physical altercation at a nearby pub with some or all of the men who were latter struck by the vehicle. “Police resources from patrol, major crime and forensics, as well as a traffic collision analyst, dealt with multiple scenes and many witnesses and victims while investigating this incident,” said Leykauf, adding all of the

injured men are expected to make a full recovery. A warrant was issued for Patrick John Scott McIntre, 20, in April. He was arrested April 14 in Langley and is facing three counts of dangerous driving causing bodily harm, five counts of assault with a weapon and five counts of failing to remain at the scene of an accident. He has been released from police custody and is scheduled to appear in Surrey provincial court on June 12.

A Surrey man will appear in provincial court today for a bail hearing following his alleged role in an attempted break-in that ended with several vehicle collisions and an attempted car-jacking late last month in Tsawwassen. Michael John Krawetz, 47, will answer to 12 charges, including attempted theft of a motor vehicle. A female suspect is also wanted in connection to

the incidents. At a recent community meeting hosted by the Delta police at the Tsawwassen Library, Const. Leisa Schaefer provided some insight into the police response to the incident on April 30. Schaefer said officers knew the female suspect from the outset. “We had her pinned down pretty tight into an area,” said Schaefer. “She had gained access onto a roof top and she was not able to get out, so she hunkered down there for

what must have been six or seven hours until the coast was clear and then she jumped down onto someone’s balcony, went through the apartment and out.” Schaefer said she gained entry by ringing a number of buzzers and claiming she was being chased by her boyfriend. “So someone let her into the building, yet they never phoned police.” Police set up containment again when they realized the suspect had made her way off the roof.

Ian Paton is leaving Delta council to focus on his MLA duties. Paton announced Wednesday he’ll resign as of July 1. “It’s really been gratifying. When I first got on, I didn’t really know one end of municipal hall from the other but I learned a lot since then. It’s been really rewarding,” he told the Optimist Wednesday. Always making sure people know he’s just a farm boy from Ladner, and darn proud of it, Paton first dipped his toe in the political waters in 2010 when he ran in a municipal by-election for a Delta council seat left vacant by the sudden passing of George Hawksworth. A Delta Secondary grad, Paton said it took some convincing but he’s glad he did it, finding his time on council productive and rewarding. He’s taken a straight forward, home-spun approach on the issues, while also making sure he’s the voice for the farming community. “To be a municipal councillor, you really have to learn on the run. Nobody sits you down and gives you a lesson in how the municipality works. Every day you learn

Ian Paton has served almost eight years on Delta council. about the engineering department, police and fire departments, parks and rec, and the list goes on and on. You’re tasked with learning a lot and I’ve really enjoyed it,” he said. “I also enjoyed working with all the staff at the hall. I’ve always prided myself on going to staff with some common sense issues and approaches on how we can get things done. That’s how I basically approached everything, using my farming background, trying to cut through red tape and get problems solved with common sense.” Paton was approached by the Liberals to run in Delta South in last May’s provincial election and took back the riding with a

decisive victory. Paton said he talked with Mayor Lois Jackson and former Liberal leader Christy Clark about resigning his council seat but was told he could stay. He said it’s been busy but he’s managed to make it work, wanting to stay on long enough to avoid the city having to hold a by-election that could have cost Delta upwards of $250,000. “I found the last year pretty demanding because I deal a lot with municipal issues and people continue to phone me. My phone will keep ringing with people who feel I’m the guy to go to and help them solve some problems and get things done through our staff.”

It could be one last ditch effort to save the bridge. Delta council approved a recommendation last week to send Mayor Lois Jackson, along with the police chief, parks and recreation director and a staffer, to Ottawa early next month to meet with key federal government officials to discuss Delta’s position on several issues, including the seemingly doomed George Massey Tunnel Replacement Project. “Previous delegations to Ottawa have been very successful in raising the profile of issues impacting Delta, and generating interest inside federal offices where the decisionmaking and financial prioritizing takes place,” a staff report explains. “It has become apparent from previous trips that staff and politicians in Ottawa are often unaware of issues in British Columbia and that faceto-face meetings are an effective way to showcase local issues and concerns.” The meetings are being scheduled with the assistance of Delta MP Carla Qualtrough. One of the topics is the tunnel replacement project and potential federal funding to get it on track.

Work on the George Massey Tunnel Replacement Project got underway last year but was suspended pending a technical review. According to Delta staff, the proper movement of goods is in the national interest. The 10-lane bridge project was suspended by the Green-backed NDP government last year and is awaiting the outcome of a government-appointed technical review. Those findings are expected to be available soon.

The province this year announced it would fund a Pattullo Bridge replacement. At the time, a Delta report noted the George Massey Tunnel will soon need “significant” rehabilitation work, but also noted a concern is whether the province would be able to fund two crossings at the same time.

t’s fairly common for a slate of candidates to tout past achievements and vow to build on those accomplishments if given the opportunity by the voters, but it’s far less common, perhaps even unprecedented, for a ticket to do so when not a single one of its members is an incumbent. That was the situation that played out Tuesday evening at Tsawwassen Springs when mayoral candidate George Harvie officially unveiled the Achieving for Delta slate that includes five first-time Delta council hopefuls. The connection to the current administration is obviously Harvie, who was hired as Delta’s chief administrative officer back in 2001 during the first of Mayor Lois Jackson’s six terms in office. It’s no secret that Harvie was handpicked by Jackson and her TriDelta party at the time, and it’s readily apparent that the mayor and her top bureaucrat have been on the same wavelength ever since, so it’s certainly not a stretch to suggest it would be more of the same if Harvie and his group formed a majority on council following the October election. His speech on Tuesday evening touched on many of the talking points of a Jackson address in recent years, including the elimination of the city’s debt and the fact that Delta is open for business, although Harvie took that one step further by suggesting his administration wouldn’t just put out the welcome mat but would actively solicit business to increase the tax base. Housing options for all ages and income levels, safe communities, protecting green spaces… much of it sounded familiar and I guess that should be expected given Harvie has been Jackson’s lieutenant for the better part of two decades. It will be interesting to see how that message plays out in the upcoming campaign considering there will be council incumbents on other slates that will also be looking to take credit for past accomplishments. Given its focus on building upon what’s already been achieved, it’s kind of curious that not even one of the existing members of council is on the Achieving for Delta slate. Mind you, there’s still one spot left and almost five months until the election, so perhaps the ticket will get an infusion of civic experience in the not too distant future.

Crime, traffic and more make casino a bad idea for Delta

T

here are several reasons why I am very much opposed to the casino Delta council gave third reading to earlier this month. 1. Crime — Over the past year Attorney General David Eby has made many printed statements regarding the amount of crime attracted to casinos in B.C.: • B.C. has become internationally famous for money laundering. • Law enforcement in casinos has been a massive failure. • There is a possible connection between money laundering and the out of control real estate market. • Eby was “stunned” when viewing video with suitcases and hockey bags full of $20 bills. • Vancouver casinos were known internationally as the “Vancouver Model” for money laundering. River Rock Casino Resort is 18 to 20 minutes away from the Delta casino, so why do we need another casino? What happens if casinos accept totally untraceable bitcoins? 2. Traffic — The casino will have 124 hotel rooms, 700 employees and parking for 800 customers, all to be located at the south end of the George Massey Tunnel. At the public hearing, Jean-Jacques Arignon of Zodiac

Community Comment GREG HOOVER

Hurricane Technologies, an internationally-known manufacturer of hard-bottomed inflatable boats, said the casino will make a bad traffic situation on River Road even worse so he is considering moving out of the Tilbury area along with 130 employees. 3. Policing — I have no issue with the Delta police, however, the RCMP, which has been dealing with criminal activity at Lower Mainland casinos for several years, and even with all its resources and international connections, hasn’t been able to stop it. The Delta Police Department certainly doesn’t have the resources of the RCMP. 4. Local jobs — The proponents indicate the casino will hire 700 people. Existing local business have lost employees to the malls at the Tsawwassen First Nation and can’t find replace-

ments. The malls have staffing difficulties and bus employees in from other parts of the Lower Mainland. Who will fill the 700 positions? Not Deltans. 5. Entertainment — The proponents indicate the casino will be a family entertainment facility. Since the casino has no theatre component, why would any family take their children there? 6. Impaired driving — Alcohol is a major component of casinos. Impaired drivers would leave the casino and immediately drive into some of the heaviest and most dangerous traffic in the Lower Mainland. As a result of the above, I have written to the attorney general and asked for his assistance to have a casino question included on the Oct. 20 civic election ballot in South Delta only. The simple yes-or-no question would ask: Do you support the construction of a casino in South Delta? No one should be opposed to having a democratic vote on this serious issue as it will affect the whole of South Delta for perpetuity. That would allow debate to stop and the democratic majority would decide. Polite silence doesn’t necessarily equate to support for speakers

Editor: Despite what the Gateway casino opponents believe, not everyone who attended the public hearing at the Ladner Community Centre disagrees with the project. My husband and I attended the hearing. However, even though we are lifelong residents of B.C., we are relatively new residents of Delta, so we chose to listen to other people’s opinions, rather than to speak publicly about ours. Thus, polite silence does not always necessarily equal total agreement with the loud majority. After we listened politely to the Gateway presentation, and the first few speakers, we were momentarily taken aback by the reasons that some of our neighbours expressed in opposition to the casino proposed for the Delta Town & Country Inn site: 1) Delta is fine the way it is (it doesn’t need the money); 2) the (perceived) increase in crime that follows the building of

SUBMITTED RENDERING

Delta council gave third reading to the proposed casino following this month’s public hearing. a casino; and 3) the loss of a privately-operated tennis bubble. In response to the first argument, Delta is fine (it doesn’t need the money): Really? Seriously? I can’t think of one municipality in Metro Vancouver that cannot use more revenue to fund parks and recreation facilities, etc. Can you? In response to the second argument, that the casino will lead to a (perceived) increase in crime: I hate to break it to you, but crime already exists here in Delta, whether it is obvious to you or not.

One cannot open the local newspaper without reading evidence of a variety of crimes in Ladner, North Delta or Tsawwassen: break and enters, drug overdoses, DUIs, property crimes and sexual assaults. These illegal activities will continue in Delta, to some degree or another, whether Delta council approved a casino or not. In response to the third argument, regarding the loss of a privately-operated tennis bubble: only a small percentage of Delta residents currently access this facility.

According to a 28-page report available on the City of Delta website, if this indoor tennis facility is to be replaced, then it would require a considerable financial investment by any interested parties. Can you say public-private partnership (PPP)? There are three main reasons why my husband and I approve of the Gateway casino project: 1) Jobs! 2) Jobs! 3) Jobs! These newly employed people will, in turn, provide services to other local residents, buy local goods and services, and pay their fair share of taxes to the government. Finally, let’s not forget that elections and referendums are not free: they cost hundreds of thousands of dollars in which to implement. If you still don’t like the fact that Delta council approved the Gateway casino project as elected representatives of the citizens of Delta, then you can vote in the next municipal election. A. Cameron

Public hearings not just for vocal minority

Editor: Re: Only editor got it right on casino, letter to the editor, May 18 I presume the reason we bother to hold public hearings in Delta is to gauge citizen support, or lack of, regarding major upcoming council decisions. Speakers from any

point of view are welcome to engage in these presentations. If an overwhelming number oppose or support a project, that should send a clear signal to council as to the decision its members should make. The speakers do represent the community. To

guess that the “silent majority” thinks otherwise is a sham. Citizens who elect not to engage in a freely available democratic discussion have abdicated their rights to influence council’s decision. The letter writer claims the speakers are not rep-

resentative of the general public. If his interpretation of public hearings is that they are merely the soundboard for a vocal minority and should be disregarded as hot air, then the obvious answer is that we should not even bother holding them. Peter Nemeth

BCLC should take a stand and reject Delta casino

Editor: On its website, the B.C. Lottery Corporation says it strives to be a leading corporate citizen and to reduce gambling-related harm. It will soon be asked to approve the application for a casino development

in Delta. I ask that it deny approval. The lottery corporation must have been as shocked as I was last autumn when money laundering was exposed in B.C. casinos, possibly more appalled knowing how facilities it oversees

are being abused. I understand that no arrests have been made. I hope the lottery corporation will take this opportunity to publicly proclaim how seriously it is taking this criminal situation and is doing all it can to minimize and resolve it by

rejecting the Delta casino application. Opening further venues at risk of criminal infiltration is not helpful. Good luck on the ongoing work with the RCMP to end money laundering in casinos. Debbie Mitchell

Say hello to Boscoe

Boscoe is an adorable eight year old, male Min Pin mix around 15 lbs. He’s a affectionate little chap, very snuggly, and has kisses for everyone! He’s still working on house training, but has mastered leash walking and sallies forth with great enthusiasm! Luckily he is extremely smart and very easy to train with food rewards. Boscoe has a basic sit and is learning not to beg when people are eating. He is very alert and appreciates lots of touch and reassurance. He sometimes hides a treat in the sofa cushions and checks on it until it’s time to devour it. Boscoe adores car rides with his nose out of the window. Someone who is active or even willing to train him in agility would be perfect. He gets along great with big and small dogs. As with all our dogs, he is neutered and up to date on all shots and vaccines. If you think Boscoe could be a good fit for you and vice versa, email us at pbandchi@gmail.com

surprised by the award, but is nevertheless honoured to be recognized. “I’m not from Vancouver and have not been here very long, so it was a bit surprising when I found out,” she said. “It’s one of those things that you hope you are making a difference, but you really don’t know if you are outside of your organization. It’s always great to be recognized. It’s an honour really. You don’t expect this kind of recognition, so I’m very grateful for that.” Falconer said her role at Westminster Savings is quite broad with a new challenge every day. “Most people think of CFOs from the old school time of bean counters in the back room crunching numbers and pushing papers, but my role is really broad,” she added. “I love the work. I also think the people aspect is very important. Most people think of accountants as pretty introverted and quiet. I think the role has totally changed.” She said being able to provide leadership and mentorship is also vitally important to not only her success, but the success of the company. “My favourite part of my job is dealing with my staff. For me that is the best part of the job — having those interactions with my team and executing what we need to as a group,” she said. “It’s a team mentality. I think that is why our organization has such high engagement levels, a great culture and is such a great place to work.”

Summer Camps

Top 10 reasons to send your kid to summer camp BRIAN PRESLEY

Optimist contributor

For most people, summer camp is just something they did for a couple of weeks as a kid but for many it was much more than that. As someone who has experienced summer camp as both a camper and a counsellor, I can tell you it will not only give parents a rest but can also change a kid’s life. Summer camp gave me the confidence to be a stay-at-home dad and to self-publish a book based on the games and activities that filled my summers. Summer camp was a great experience for me as a kid growing up in a government town and has created some life-long friends and memories. With that in mind, here are my top 10 reasons why you should send your kid to summer camp: 1. It gets them out of town. Most summer camps are located outside cities and surrounded by trees near lakes or rivers. The air is cleaner and the noise is all natural.

2. It gets them away from their family. Yes you love them, and the kids love you too and it may sound cruel but everyone can use a break at least once. Being away from home can also give kids an appreciation of what they have. 3. It gives them a sense of independence. For most kids, this will be the first time they travel anywhere without their parents and that can be exciting for them. 4. It exposes them to different people. Most summer camps attract kids of different races, religions and economic standing from different parts of your region. It provides an opportunity to meet and discover other kids regardless of what their background is, what school they go to and where they’re from. 5. They can be themselves. At school and with their friends, a lot of kids can feel the pressure of acting like everyone else but a good camp program lets kids be themselves. 6. They can learn new skills. The most impor-

tant thing I ever learned at summer camp was to swim and that’s a skill that every kid should learn. 7. Learn life skills. Life skills are something that many kids learn without realizing it. Simple daily procedures such as cleaning their cabin or making their bed are habits that can carry on after they leave camp.

8. It gets them active. Summer camp is filled with activities that involve running, swimming, hiking and, of course, playing. 9. Everything is low tech. The majority of summer camps have a “no electronics” policy that may be harsh for some kids but is a great way to help them realize they can live without it for a little

while. 10. It creates memories. As a camper and as a counsellor, I learned a lot of new skills and a lot

about myself and others at summer camp. There are people that I can picture exactly how they looked over 30 years ago.

Welcomes You

It is easy to read the Bible and the principles established by God and think of God as some sort of intergalactic police officer, patrolling the world with the mission to enforce holy law. Yes, God is the author of the Ten Commandments and the Golden Rule, “Do to others what you would have them do to you.” Luke 6:31. But God is not standing over each of those commands with a lightning bolt in one hand just waiting for us to “cross the line” so He can zap us. God is not mad at you and God is not an accuser who wants to punish you with the snap of His wrist. God loves you! God is for you, cheering you on

Minister’s Minute ANDREAS BASSON

Pneuma Church

and He proved this by sending His son to die for all our mistakes. Romans 5:8 says, “God shows his love for us in that while we were still sinners, Christ died for us.” God’s word is there to direct us into living an

authentic and purposed life. In His love for us, God provided us with guiding principles that will work against sin, selfishness and pain. But the Bible is not just filled with don’ts. It’s mostly filled with principles on how to live life to the fullest. When we ignore His word and get hurt, God is there and will comfort you like a parent comforts a hurt child. God is compassionate. Compassion means “to suffer with.” God suffers with you. God does not hold up a mirror and say to you, “Look at how bad you’ve been! You deserve all this pain.” No, God is not an accuser. He sees our hearts, feels compassion and seeks to save us.

Having worked in the restaurant industry, Hamilton says she was “bitten by the wine bug” and became a sommelier. She went on to work for Trialto Wine Group. Hamilton says while she was on maternity leave she put up a post on a local mom’s group on Facebook to gauge interest in a wine try and buy night. After an overwhelming response, she created her

Seniors show they can move in new program

Delta Gymnastics has launched Seniors Can Move, an innovative program designed to introduce the use of a gymnastics facility as a viable community resource to re-acquaint seniors with the ABCs of sport: agility, balance, coordination and strength. The program invited members from four local senior facilities — KinVillage Recreation Centre, The Waterford, The Wexford and Augustine House — to participate. “There was initial reservation and even a little fear for seniors to come to our gymnastics facility,” explains Delta Gymnastics executive director Ana Arciniega. “We invited them to check it out before they joined the program and walk on our sprung floor. They took a leap of

faith and decided that it was good for them.” One concern of seniors is the lack of confidence in their abilities to move which can result in isolation and limited mobility. Chanelle Gunderson, the recreation coordinator for The Waterford, sees the program as a game changer. “Each week I notice improvement in my seniors’ balance and flexibility”, says Gunderson. “This program has boosted their confidence and they now believe they can do activities they never thought they could do before.” The Seniors Can Move program enables seniors to become comfortable with movement again, to join a group and practice fundamental movements in an inclusive and socially welcoming atmosphere. “The seniors are better

equipped to prevent falls and maintain their health and enhance and enjoy their quality of life,” says Arciniega. “By delivering the program at our facility, seniors are surrounded by younger members of our community which is inspiring to both young and old. Both groups develop respect and appreciation of one another. Everyone is so excited to have them at our gym.” The groups are funded in part by the federal government’s New Horizons for Seniors Program to attend once a week classes for 10 weeks in the spring and 10 weeks in the fall. “Regular activity and exercise is vital to the physical and mental health of our community, especially for older adults,” says Delta MP Carla Qualtrough.

What’s going on with car insurance in B.C.? It’s no secret car insurance has been getting more and more expensive. Ever wondered why? For a start, there are more and more crashes. In fact, each year there are about 300,000 crashes on our roads – that’s close to 820 per day. More crashes lead to more insurance claims. In BC, there has been a sharp increase in both injury and vehicle damage claims. What’s more, the costs of these claims have gone up. Injury claims alone cost close to $3 billion a year.

So what’s being done about this? You may have heard the provincial government and ICBC have announced changes to car insurance in B.C. Under the new plan, more money will be available for your medical care, treatments and other benefits, like wage loss. The changes include: • Doubling of the overall money available for medical care and treatment. • More types of treatments covered including kinesiology, acupuncture, counselling and massage therapy. This means you won’t need to wait for approval. • More money covered by ICBC for individual treatments. • Higher wage loss payments and benefits for household support.

How is this possible? To allow more money for the care of people injured in crashes, the government has also announced it will introduce a $5,500 limit on pain and suffering payouts for minor injuries. This means the amount of money you can receive for the emotional distress of being in crash will be limited. But this limit is entirely separate from the money available to you for medical care and the other benefits described above. In fact, with the new changes these benefits are actually going up. This limit will not apply to major or catastrophic injury claims – like broken bones or brain injuries.

Find out more For more information visit icbc.com/change

Will I still be covered? The limit on pain and suffering payments does not take away your right to a hire lawyer or seek compensation for any additional economic losses. Just the same as today, if you are injured in a crash and not at-fault, you can get more money for wage loss and treatment costs over and above what is covered by ICBC accident benefits.

So who decides if an injury is minor? Under the new plan, just like today, a medical professional – not ICBC – will determine the diagnosis of your injuries and this will be used to establish whether it falls under the definition of a minor injury or not.

How will the definition of a minor injury be determined? The government and ICBC have been consulting with medical treatment providers to determine what types of injuries would fall under a minor injury definition. Over the coming months, this definition will be refined through regulation while still working with medical professionals for their input. In addition, other jurisdictions that already have a definition in place will also be reviewed in order to learn from past experience.

What if I disagree with my claim? Under our new plan, if you have concerns about your injury claim, there will be a new, independent dispute resolution process starting April 1, 2019. If you disagree with ICBC, based on the new plan, the Civil Resolution Tribunal will make decisions on the: • classification of an injury as a minor injury • entitlement to receive accident benefits claimed • decisions around who is at fault in the crash and settlement amounts for all motor vehicle injury claims below a threshold that will not exceed $50,000.

Why are these changes needed? In order to cover rising claims costs, B.C. drivers would need to pay on average at least $400 more for their full basic and optional coverage by next year – an average premium of approximately $2,100. These changes will stop you from paying rate increases of 30 per cent or more in 2019, while providing increased care for anyone injured in a crash.

Group offers support to dementia caregivers

No one should have to experience the dementia journey alone. People in Delta who are caring for a family member with Alzheimer’s disease or another form of dementia can join a family caregiver support group. Support groups are offered locally as part of the Alzheimer Society of B.C.’s First Link dementia support. The Delta area group is facilitated by Riten Glantamang, one of the society’s support and education coordinators. “It is difficult to really appreciate how challenging it can be to care for someone living with dementia if you don’t have firsthand experience,” she says. “Support groups are a great way to meet people who have that experience.” The goal of the support group is to help participants develop skills and strategies to cope with their situation by connecting them to a community of other caregivers in a safe environment where they can learn, laugh and help each other through mutual understanding. It allows them to express their feelings to people who understand what they’re going through. The family caregiver support group meets monthly in North Delta. To learn more or to register, call 604-449-5000 or email info.southfraser@alzheimerbc.org.

Oh so close for Sun Devils

South Delta edged by perennial power Earl Marriott in Fraser Valley final MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

The South Delta Sun Devils were a mere couple of metres away from knocking off a perennial juggernaut and delivering the biggest senior boys rugby win in school history. The Sun Devils came up just short on a sun-baked Rotary Stadium field in Abbotsford Wednesday afternoon, falling 29-25 to the Earl Marriott Mariners in the Fraser Valley “AAA” championship game. It was Marriott’s ninth consecutive appearance in the Valley final. Guided by national U20 team assistant coach Adam Roberts, the South Surrey school had spent the season playing in B.C. Secondary Schools Rugby Union’s five-team elite Quad-A level — facing the likes of “super teams” Shawnigan Lake, Oak Bay, St. George’s and Carson Graham. They missed out on the fourteam playoff but automatically became the top ranked team in the “AAA” tier and the No. 1 seed in the Valley playoffs.

South Delta’s Michael Calvert breaks loose from an Earl Marriott tackle attempt during Wednesday’s Fraser Valley “AAA” rugby championship game in Abbotsford. The Sun Devils were edged 29-25.

Ethan Troniak is congratulated after his game-opening try. As for the Sun Devils, they were in unchartered waters thanks to a team of terrific multi-sport athletes guided by SDSS teachers Spencer and Matt Baines. Coming off a spirited semifinal win over Yale, South Delta looked more than at home on the Valley’s biggest stage with Marriott as the teams exchanged scores for much of the contest. The Sun Devils actually opened

up a 25-17 second half lead after a try from Jesse Conroy and a well-executed kick-and-run play by Michael Calvert set up another score less than two minutes later from the explosive Andrew Kraft — his second of the afternoon. However, Calvert would exit the game soon after with an injury and the Mariners took over down the stretch with a pair of unanswered tries, including the go-ahead score with two minutes remaining. South Delta’s one final push resulted in Morgan Wolsey being turned back about two metres from the Marriott goalline. “That was a tough one,” sighed Spencer. “A couple of calls could have changed it for either side. The score reflected the game though. That was a hell of a game

and I hope it’s us and them in (next week’s) provincial final.” The Sun Devils have a few days to regroup before returning to Abbotsford for the provincials, starting next Wednesday where they will for certain be included in the top flight “AAA” championship with seven other teams. Besides Marriott, there will be the usual suspects, including the Yale Lions who they split a pair of games with this season, highlighted by an impressive 45-17 win in the Valley semi-finals one week earlier. South Delta needs to be healthy, in top fitness form and executing in all facets of its game to deliver the school its first-ever provincial rugby title. Getting the confidence up of their kickers will be among the

coaches’ top priorities before provincials. The Sun Devils went 0-for-5 in conversions Wednesday albeit none were directly in front of the uprights. The Mariners connected on 2-of5 attempts. South Delta should also be close to full health, including the return of Grade 11 standout Caleb Van Til who sat out the Valley final. “These guys have seen what we need to do. I think we are going to keep working hard on our fitness to be able carry it through 60 minutes,” added Spencer. “They are short games but we slowed down at the end. We have a few guys who will be back next week for some depth. It’s nice to be able to pull in a couple of guys. It makes a huge difference.” Today we celebrate:

NEW THIS YEAR! Friday Night Show ‘n Shine presented by the Delta Police Foundation

June 15 in the parking lot at Save-On-Foods Tsawwassen

The South Delta Sun Devils held off Walnut Grove to capture the Fraser Valley golf championship last week in Chilliwack. The team includes (left to right) Adrian Murray, Jace Minni, John Morrow, Russell Howlett and Zach Sherwin.

Come down and check out the creativity used by the kart builders.

Sun Devils crowned Valley golf champions An outstanding spring for South Delta Secondary athletes also includes success on the golf course. The Sun Devils are Fraser Valley senior boys champions for the first time in recent memory after edging out Langley’s Walnut Grove for top honours last week at the Chilliwack Golf Club. SDSS’s four player gross aggregate score of 286 was highlighted by Jace Minni and John Morrow each shooting 1-under 71s to finish tied for third in individual scoring. Adrian Murray and Russell Howlett were right behind them with 72s. Zach Sherwin also shot an 82. The win comes on the heels of South Delta capturing the annual Delta Police Tournament which included rounds at King’s Links in Ladner and Northview’s ridge course in Surrey. Again, the Devils held off Walnut Grove, with Minni taking top individual honours with back-to-back 69s. Morrow finished right behind him (70-69).

It’s these results that make them one of the favourites at the upcoming B.C High School Championships, slated for June 5-6 at the Nanaimo Golf Club. The future looks bright too with Minni, Murray and Howlett all in Grade 10. Morrow is the lone Grade 12 on the team, while Sherwin is in Grade 11. Their competitive schedule goes beyond the high school season as junior members of the Beach Grove Golf Club. Minni, Morrow, Murray and Howlett have all enjoyed success in zone 4 tournaments. Minni recently won an event at Marine Drive with a round of 70. That came a day after he finished tied with Murray for top spot at Point Grey, shooting 74s. Howlett had his best result of the season on the weekend at the Vancouver Golf Club in Coquitlam, shooting 71 to finish tied for fifth. Morrow has been a consist top five finisher in most zone 4 events.

You can still join the fun!

McNamaras earn All-American status There is more national recognition for Megan and Nicole McNamara after leading the UCLA Bruins to their first-ever NCAA beach volleyball championship. The Tsawwassen twins have earned their third straight All-American status from the American Volleyball Coaches Association (AVCA). In total, eight pairs were honoured across the country. The South Delta Secondary graduates set a UCLA record for wins in a season going 35-7 on the year, all on court one (go up against out the schools’ top pairing).

(New expanded window cleaning service)

The 5-foot-9 juniors were the shortest team on court one in the nation yet went 7-1 during postseason play including a 4-0 mark at the recent NCAA Championships in Alabama. UCLA had arguably the toughest schedule in the nation, as evidenced by the McNamara’s record of 30-7 against ranked teams (two more matches against ranked teams were truncated at the NCAA Championship). The twins were never swept on the season with all seven losses coming in three sets.

GAFFEY, Gary BELL, Keith L 1933-2018 Keith passed away May 12th after a lengthy illness. He is survived by his wife Joan and his three children, Randy, Connie, and Rick as well as his son-in-law Don and daughter-in-law Cheryl and grandchildren Rosalynne, Coll and Stephanie. As requested, there will be no Memorial Service. In lieu of flowers, please make donations to Richmond Animal Protection Society (RAPS). FORWARD, Dr. Alan Douglas (Herb) August 26, 1932 May 17, 2018 Herb passed peacefully in his sleep, at home in the presence of his loving wife, Diane. They shared thirty-one precious years of marriage, skiing, hiking, golfing and travelling together. Herb was born in Mt. Isa, Australia and moved to Canada at age three. He attended University Hill School (19391950) in Vancouver and later graduated from UBC Medical School in 1957. He specialized in surgical training at UBC, Montreal and Buffalo through 1963. Herb’s primary interests in surgical practice were surgical education, cancer, trauma, transplantation surgery (liver) and administration. He was the Director of Surgical Education in the Department of Surgery, UBC from 1972-1997. Herb was Head of Surgery at UBC and Vancouver General Hospital from 1982-1987. A major portion of Herb’s teaching was committed to surgical residents; many of whom have practiced in the province of BC and the rest of Canada. He was the on-call surgeon for the visit of Pope John Paul II to Vancouver. Although Herb was considered “a legend in his time” within surgical circles, he was always modest regarding his talents and achievements. Herb directed all of his admiration and gratitude to Dr. Wallace B. Chung for his excellent mentoring. After retirement, Herb continued to participate in the education of undergraduate students in Surgical Method and in teaching Rural Family Practice residents. He extended his enthusiasm and talents to painting where he was a prolific and exceptional artist and historian of landscapes, especially of British Columbia. Herb will be forever remembered for his sage advice including, always have inside and outside hobbies, because when something eventually goes, you will still have activities. He was the mentor and teacher to his extensive family hosting fireside chats, art lessons for his grandchildren, presiding at weddings as the Master of Ceremonies, preparing holiday turkeys, and heading family gatherings with toasts and songs. Herb enriched the lives of his wife Diane, his four children, Barry, Patty, Donna and Peter, Diane’s children, Doug, Dennis, Darcy, Terri-Lyn and Arlana, respective spouses and Herb and Diane’s combined 18 grandchildren and three great-grandchildren. Herb treasured “enjoying and sharing our family with Diane - our children and grandchildren - never a dull moment!” and we treasured Herb. At Herb’s request there will be no Service. In lieu of flowers, donations can be made to UBC Medical School, Department of Surgery. Delta Funeral Home (604) 946-6040

Gary left us very suddenly after a brief illness on May 17th at the age of 71. He was our gentle Bear and was the most loving partner; always a “Yes, Dear” to any request. He is survived by his wife, Sheryl; son Ron; daughter Sara; step-daughters Stephanie (Jens Lundgreen-Nielsen); Melinda (Neal Skura) and Jennifer Tilbury; he adored his grandbabies Dylan, Perseverance, Lana, Riley, Lauren and Declynn and his “special girl” Jocelyn St. Denis. He is survived by his brothers Joe (Marianne); John (Joanne); Chris and sister Kathy (John) and numerous nieces and nephews in Ontario. Gary was a kind and gentle soul who only saw the good in everyone, when you think of him, smile and be kind. A Celebration of Gary’s life will be held at All Saints Anglican church in Ladner (corner of Ladner Trunk Rd. and Arthur Dr.) on Saturday May 26 at 11:00 am with the Venerable Elizabeth Northcott presiding; a light lunch will follow in the church hall. Gary loved watching the eagles soar and birds feeding, if you are so inclined, please consider OWL (owlrehab.org) for a donation in his memory. His spirit is now soaring with the eagles. Love you always GarBear.
