It’s about creating save spaces, inclusion and a welcoming environment when it comes to sport. On Monday, Delta MP Carla Qualtrough, Minister of Sport and Physical Activity, announced the creation of the Future of Sport in Canada Commission. The commission will undertake an independent and forward-looking review of Canada’s sport system. Over the course of 18 months, the commission will engage and seek input from a broad array of stakeholders, including survivors and victims of maltreatment in sport, to bring to light lived experiences, support healing and engage on how to improve the sport system in Canada. This process will be trauma-informed, survivorcentred, and human rightsbased. While the commission conducts its review, the Government of Canada will move forward with additional immediate actions to address maltreatment in the sport system.
“Canadians expect and deserve a sport system that is safe, inclusive and welcoming,” said Qualtrough in a news release. “The actions announced are important steps forward in realizing a safe sport experience for all athletes and participants. Through the Future of Sport in Canada Commission’s independent review, we will continue learning from the lived experiences of victims and survivors while supporting healing and improving our sport system. Together with the complementary actions and a human rights-based approach, we will build a sport system that is safe and responsible and reflects our values of equality, fairness, and inclusion.” Improving Canada’s independent third-party mechanism In 2022, the Abuse-Free Sport Program and the independent Office of the Sport Integrity Commissioner were established. To ensure greater independence, the government will begin to transition the Office of the Sport Integrity Commissioner and the Abuse-

On Jan. 10, 2024, Qualtrough will re-open the call for applications for athletes who are interested in participating in this advisory committee.
Greater accountability Going forward, accountability will be integrated into all aspects of funding to national and multi-sport organizations through a new approach to funding. A modernized funding framework will include strengthened accountability measures and more streamlined, risk-based compliance. Sport Integrity Framework The Government of Canada will develop a Sport Integrity Framework for Canada, which will consolidate all sport integrity policy and make it easily accessible for athletes, coaches, officials, administrators, and parents. International leadership on safe sport and human rights As safe sport issues continue emerging around the world, Canada is engaging with international partners on how to collectively advance safeguarding through human rights in sport. Qualtrough will create an International Workgroup on Integrity in Sport to continue to work together to share best practices and lessons learned on human rights protection in sport.

B.C. mayors object to unpoliced ports as fentanyl crisis endures GRAEME WOOD

As B.C.’s illicit drug market continues to kill close to seven people daily, B.C. mayors are calling on senior governments to re-establish a police force at Canada’s Pacific ports, to start screening cargo containers and stamp out organized criminals suspected of operating at terminals. Metro Vancouver mayors agreed on Nov. 24 to write to the provincial and federal governments to request a response to the fact B.C. ports not only have no dedicated police presence, but they also have little federal law enforcement oversight. This, the mayors say, leads to a free flow of contraband, to say nothing of the human trafficking and trade-based money laundering potential. Leading the push has been Delta Mayor George Harvie, who is the Metro Vancouver regional government chair. Harvie believes there’s a direct line between a lack of port police and the province being among, if not the worst jurisdictions in North America for illicit drug overdoses due to fentanyl, whose

source chemicals are largely imported from China, according to U.S. officials. “So here we are talking about a fentanyl crisis and everything that the provincial government is trying to do, yet the federal government is ignoring the fact that it’s an open season for the cartels and others to take advantage of lack of policing at the port to have their products put through and then supplied through the Lower Mainland and throughout the country,” said Harvie.

The City of Delta oversees basic policing of Deltaport, which is set to double on Roberts Bank. That is where Glacier Media met with Harvie, Delta Police Chief Neil Dubord, Delta Police officer Jim Ingram and former RCMP deputy commissioner Peter German who has recently published the report Policing our Ports, on Harvie’s request. To put matters in perspective, the Port of Seattle, which handles a nearly identical amount of cargo as Port Metro Vancouver, has 103 dedicated officers and 50 support employees, who may also be assisted by municipal, state and other federal entities, German’s report notes. And in Vancouver? “Nobody’s got boats here,” said German. It is difficult, said German, to readily ascertain who is doing what in Vancouver, after the federal government axed the Ports Canada Police in 1997 at a time when the ports underwent quasiprivatization. Port Metro Vancouver discontinued its financial contribution to the RCMPled Waterfront Joint Forces Operation (WJFO) in 2015 and pursued a policy
of improving security, with the likes of fencing and CCTV cameras, to deter theft. This is because, as the port states, its mandate is only to be accountable to its tenants, whose customers are large international shipping companies, including the likes of state-owned enterprises from the People’s Republic of China (PRC). German said checking some containers, perhaps one in 100, is the Canada Border Services Agency (CBSA), but they don’t investigate the source of contraband; rather they direct it to RCMP. And with no dedicated force, German says investigations are falling by the wayside. Public Safety Canada told Glacier Media via a statement that, “investigating criminal activity on Canadian soil is led by police of local jurisdiction across the country. “The law enforcement agencies that form part of the Public Safety portfolio, including the Royal Canadian Mounted Police and the Canada Border Services Agency, provide additional support specific to their area of influence, in a joint effort to disrupt criminal activity,” added the agency, which did not indicate the staff levels at WFJO.

City council gives final approval to Dunbar Lumber condo plan SANDOR GYARMATI

Delta council on Monday granted final approval for a major redevelopment application in Ladner Village. The Dunbar Lumber site at the corner of Bridge and Elliott streets will be redeveloped into a six-storey, mixed-use project with 128 residential units. The project includes 15,048-square-feet of commercial area on the ground level and 218 parking spaces accessed from the lane. Staff noted that the owner has completed all the requirements for final adoption including entering into required covenants and agreements and paying the required deposits and fees. The only council member to continue to vote in opposition was Alicia Guichon, who had earlier requested a public hearing despite the application not requiring an Official Community Plan (OCP) amendment.
The development drew heated debate in the community with some residents opposed to the height and density, also arguing the development is not in keeping with the heritage and feel of the village. Others in support argued for the need to create more housing options and revitalizing the area that’s seen little change over the years. When council granted preliminary approval this spring, Mayor George Harvie said the village, with its shabby buildings and lack of people, is in a state of decline. He also said he has been concerned about the state of the area for more than two decades, going back to his role as city manager. As far as when the Dunbar Lumber buildings will face the wrecking ball, the owner has advised that the business has a lease for the site until summer 2024. The city will consider issuing a temporary use permit for the business to continue the operation there for up to one year.

In addition,
the project will add a 32-space adult day program. An innovative, stand-alone 49-space child daycare facility will also be constructed and create opportunities for intergenerational programming with long term care residents. This new care community model takes lessons learned during COVID19 into account with designs using the new best practice infection control standards and improves pandemic resiliency while being culturally sensitive to serve a diverse population. Delta utility bill sees big jump SANDOR GYARMATI

Council has approved another increase for homeowners’ annual utility bill, the biggest increase in recent years. The increase to the 2024 flat rate utility bill is $95, or 7.5 per cent, from $1,262, for a single-family home in 2023, to $1,357 next year. The water component is up $25, while sewer is up $61 and solid waste by $9. The utility increase is in addition to the 7.75 per cent property tax increase approved by council. Water is purchased by Delta from Metro Vancouver’s Greater Vancouver Water District (GVWD). A staff report notes the city’s 2024 net water
budget is $35.7 million, a 7.9 per cent increase over 2023, and bulk water purchases from GVWD account for approximately 6.6 per cent of Delta’s water budget. Delta’s 2024 cost for purchasing water from Metro Vancouver is estimated to increase by approximately $1.8 million, or 8.2 per cent. The city’s 2024 net water operations budget and capital contribution, excluding Metro Vancouver, are expected to increase as well, by about $800,000, or 7.1 per cent, compared to 2023. The report notes it is mainly due to increases for contractual obligations, inflationary cost pressures and aging infrastructure renewal, as well as upgrades required to support future densification.
Meanwhile, Delta’s 2024 sewer utility budget is $22.4 million, a 14.3 per cent increase over 2023. Delta’s regional sewer levy increase is approximately $2.2 million, or 21.8 per cent, an increase due to major waste water treatment plant upgrades planned for the region. The city’s 2024 net sewer operations budget and capital contribution, excluding Metro Vancouver, is expected to increase by approximately $600,000, or 6.3 per cent, over 2023. The report notes that is also mainly due to increases for contractual cost, inflationary cost pressures and aging infrastructure renewal, as well as upgrades required to support future densification.

hat should be a joyous time of the year for us as we shop for gifts, decorate our Christmas trees and plan for our holiday meals, is also a joyous time of the year for the Grinches out there who prey on the most vulnerable. Christmas time is for giving, but it’s also a time to be extra vigilant as this is the season of the scam artists. Last week, the Better Business Bureau released its naughty list of the top 12 scams this Christmas. Some on the list most will easily recognize as they are common, while others, not so much. Here is the list: *Misleading social media ads – always research before you buy and if it looks like a deal too good to be true, it most likely is. *Social media gift exchanges *Holiday apps *Fake texts that say you’ve been hacked *Phishing emails promising free gift cards *Employment scams offering temp holiday jobs *Phony emails with links that trick you into downloading malware and sharing your information *Fake charities. Again, do your research before supporting any charity. *Online shopping. Don’t get taken in by fake shipping notifications, which are in fact a form of phishing emails. *Advent calendar scams on social media. *Counterfeit gifts on social media sites *Puppy scams on social media sites. It’s sad that at anytime of the year we must be issuing warnings like this, but it’s even sadder at Christmas time. So, don’t be taken for a ride this holiday season. Feeling the pinch at Christmas

ith only 10 more sleeps until the arrival of the big guy, most people are methodically preparing, or not, for the big day. If you are like me, you have a reasonable handle on these preparations, but realize that there will be upcoming chaos in the days ahead. Christmas time, despite its implied message of peace and goodwill toward men, is a stressful time for many reasons. Depending on your socio-economic status, the stresses can be felt in different ways. Although Canada is, for the most part, a food-secure nation, there are many within our communities who have difficulty in providing food for their families. Statistics Canada notes that, in 2022, 18 per cent of Canadian families reported experiencing food insecurity in the past 12 months, up from 16 per cent in 2021. A few days ago, Canada’s

Food Price Report noted that the cost of food will continue to rise in 2024, although at a lesser rate than the past couple of years. The use of food banks by Canadians is at an all-time high and at this time of year, they are at a critical crossroads in attempting to provide food and comfort for families in need and that are “feeling the pinch.” If you are in the minority and are uber wealthy, you probably are immune to any sense of what a “pinch” might be. If you
are wealthy and lucky enough to coast through life without much financial stress, you may feel some of the pinch, such as was recently overheard from two ladies at a Thrifty Foods checkout the other day - “we are feeling the pinch and will only be able to stay in Maui for two weeks this season.” Every social class has its degree of “pinchedness” and makes its best effort to adjust appropriately during the holidays. For people who must make a monthly choice between paying for food or shelter, feeling the pinch can be a traumatically debilitating experience. Please consider helping the very many that are in need right here in our own community this season. Merry Christmas! More fiscal restraint needed Editor: The last couple of years have been interesting to me as we witness and participate in “the great inflate.” What’s been particularly interesting is the degree in which various players including we, the public, are responsible for inflation. My family was part of the consumer spending portion of the equation, due largely to boredom
and an inability to spend the way we used to. This year . . . my family has curbed spending and increased our savings. However, we’re just one family in Delta. Where do our levels of government land on inflation culpability? The City of Delta, with a budget of $450 million for next year, including $85 million in new capital projects, carries far more responsibility, for
the reason our income does not stretch as far as it used to than my family does in a macro-sense. This 7.5 per cent tax hike does nothing but perpetuate the inflationary cycle and is grossly irresponsible in my opinion. It is time for the city, Metro Vancouver, the provincial and federal governments to lead by showing fiscal restraint to fight inflation. Niko Condonopoulos

Playing the density game
Editor: I see in the Nov. 30th edition of the Optimist that Tsawwassen will be falling victim to the “Vancouver Disease,” by allowing high rise condos -- a profit windfall for land speculators and land developers, a tax windfall for the city, but a fiasco for those looking
for affordable housing. This is the density game: commercial and residential land are upzoned to allow higher densities; affordable accommodations are torn down or renovated, leading to renovictions. As property values increase, so do taxes; traffic congestion and
those who cannot afford the higher rents are left to the squalor of the streets or tent cities. By playing the density game, Delta council will set in motion higher taxes, more homelessness, and general dystopia by the young who can’t afford to live in the community they grew up in. D. M. Johnston

adequate infrastructure. I know people are upset about the newest property tax increase, but how much more upset will they be if they cannot even get a placement for

Town Centre plan can be better Editor: Although I agree with much of Kevin McDonald’s letter in the Dec. 7th edition of the Optimist, I need to point out some observation on the current proposal. First, the proposal is much higher and denser than anything seen to date, and anything discussed in the open houses Century initiated. In the last such open house, height was not even on the table and in the previous open houses, the predominant sentiment certainly did not anticipate this result. The rendering and the
scheme presented, in my opinion, shows little innovation and a surprisingly troubling building character for a redefinition of our town centre. The towers are simply not intriguing or attractive. Currently, Tsawwassen downtown is a 1960s strip shopping centre. Too much of the new scheme - especially on the crucial exposures on 56th Street and 12th Avenue - remains exactly that. It’s really two (conflicted) schemes, separated by the high street, one with considerable merit and the other less so. The
pedestrian environment along the crucial corner and the bulk of the edges is neither conducive to safety nor enjoyment, except in front of the library. For reference, simply walk along 56th Street today and what you see is what we get. I know Century can do better. It often has, but this project is not currently the vision Tsawwassen needs. I support both significant height and density on this site, and as a statement of intent this is very clear, but Century simply must do better. Peter Dandyk
Do we want this for the future? Editor: In response to Kevin McDonald’s letter (Optimist, Dec. 7), I guess what Mr. McDonald really means is that it’s time for “Sunny Tsawwassen” to be the privilege of residents who can afford to live on “typical lot sizes in cherished singlefamily neighbourhoods.” Those who cannot afford such luxuries will be relegated to “Shady Tsawwassen.” There is no doubt that the community of Tsawwassen should accept its fair share of densification. We, as residents, are going to have to embrace this to help mitigate the B.C. housing crisis. That does not mean current residents in the immediate area of the town centre should shoulder the overwhelming densification that the current Century Group plan proposes. I am not opposed to the redevelopment of the Tsawwassen Town Centre mall. A well-thought-out plan with mixed use commercial and residential units, including integrated green spaces and affordable housing options, would be an improvement. However, the densification proposed by Century Group would put huge pressure on our infrastructure. Mr. McDonald’s not-in-my-backyard attitude is not the answer to our hous-

ing crisis. Inevitably, older homes built on half-acre lots in these neighbourhoods, should be replaced with townhouses or multiple single-family homes with coach houses or suites. This is the densification that we also need to embrace. Mr. McDonald would like to see his “cherished single-family neighbourhoods” with large lot sizes remain unchanged, and I certainly cannot blame him for this. I would also like my cherished multi-family neighbourhood, with its four-storey buildings and views of trees and skyline, to retain its character. Should we aspire to be like downtown Vancouver, where towers block out sunlight, views of your neighbour’s walls are commonplace, and constant traffic congestion is a thing to be tolerated? Is this the future we really want for Tsawwassen 20 years down the road? D. Duncan

Where are these new doctors? Editor: Re: New family doctors (Optimist, Nov. 30) I’d like to know where the so-called new doctors are. I had been a client of one of the clinics in Ladner, as a private patient, until my doctor retired. Then my file was given to another doctor, until he quit. Then I thought that my file was taken over by yet another doctor, who subsequently quit. Another doctor I saw there quit as well. Now I’m considered a walk-in patient, even though I’ve been at this
Ladner clinic for nearly 20 years. I don’t have a physician now since the two medical walk-in clinics in Ladner have closed to walk-in patients. As a senior and stroke survivor with medical issues, I am left without a family physician. I probably am not the only one waiting for a doctor even though I signed up on Fetch months ago. The Tsawwassen Medical Clinic near where I live is not taking on new patients either. We need more doctors in South Delta now for the people already living here. Rosemarie Hurst
No infrastructure for growth Editor: Having just seen the proposed plan for Tsawwassen Town Centre I am left with an obvious question … is this what the people of Tsawwassen really want, 23-, 21-, 19- and 17-storey blocks placed in the middle? A similar plan was submitted, rejected, and told to come back with a new plan. This looks remarkably
like the first which turned Tsawwassen into a miniRichmond. Also, I notice in this plan there is no talk of the infrastructure to cover all these people. Where are the doctors and schools to administer to the new influx? We voted for our council to look after our interests and judging by the Hunter Road proposal they do not listen. The developers have
only one interest in mind and that is profit. The higher they build, the more profit they make. Century Group wanted input from the people of Tsawwassen and I am sure there was not one that said, “A 23-storey high tower block would be nice.” I agree the Centre does need updating, but not to the detriment of losing its identity. Start in your own house first Editor: In the last several months, the provincial government has raised the housing crises to a number one priority. A tool used by them is to create the illusion that municipal governments are part of the problem by holding up development applications through layers of red tape. Somehow, it’s the lower level of bureaucracy’s fault that development applications are been held up. Well, one of Delta’s
prominent developers started the process of applying to increase the size of an already approved and started housing complex in 2017. This additional expansion would encompass a small, unused portion of land that is in the Agricultural Land Reserve, farmland that has not been farmed in decades, if ever, and is considered by agrologist to be of low-quality. The new application would include a variety of housing types, exactly
what the provincial government is pushing municipalities to build. This application has been approved by Delta council several times, and again just recently. But guess what? It’s Mr. Eby’s very own bureaucratic department holding up this building process. I strongly suggest to Mr. Eby to walk down the hall and have a quiet conversation to the ALC and tell them they are an embarrassment to his government. Bruce White

Delta council last week endorsed an application for a new brew pub with a limited beer manufacturing area and an outdoor patio at the Southlands Village.
The liquor primary licence application has been forwarded to the Provincial Liquor and Cannabis Regulation Branch (LCRB) where approval is also required. Four Winds Restaurant and Brewery is requesting a new liquor primary
licence at 6350 Market Ave., occupying an 8,454-square-foot building. It would include a 2,680-square-foot interior service space, a 1,914-square-foot beer manufacturing area and a 1,094-square-foot patio. The proposed brew

The city will attach a letter in support of the liquor primary licence application to the LCRB. commercial businesses and residences to the east. A staff report notes the applicant has proposed an occupancy of 146 indoor patrons and 82 outdoor patrons for a total of 228. The applicant is also requesting hours of liquor service from 9 a.m. to 11 p.m. Sunday to Wednesday, and 9 a.m. to 12 a.m., Thursday to Saturday. “The proposed brew pub is in close proximity to existing and future commercial properties and residential housing. Its location complements the Southlands Development, and the city does not anticipate any significant noise or community impacts that could not be mitigated through responsible business operations. The proposed liquor primary licence is consistent with the policies of the Official Community Plan’s Southlands Village land use designation,” the report explains. The location is within
the market district of the Southlands development and intended for commercial use within close proximity to residential housing, the report adds. While approval of some liquor licence applications has been delegated to city staff, new liquor primary licence applications have not been delegated and require council’s consideration. In 2019, city council voted 4-3 to defeat a previous proposal by Four Winds and Century Group that would have seen a new brewery and eatery housed in a 30,000-square-foot building at the Tsawwassen development. That larger proposal to build a craft brewery and 200-seat restaurant in the commercial component of the Southlands would have contained the brewing and bottling part of the operation, while the warehousing and distribution would have been handled at an industrial location elsewhere.

The Optimist’s annual tradition of listing some of the best Christmas light displays in the community continues in 2023. Below are submissions from residents as well as some others we have collected from others in the community. Thanks to everyone who submitted. Merry Christmas! Tsawwassen Paul and Sabrina Donohoe – 320 Rosehill Wynd. This display always impresses with their huge display of lights and inflatables. Emmanuel Factor – 1044 English Bluff Rd. It took 10 full days from 8 a.m. to 7 p.m. each day to put up this display. This is the 19th year for Emmanuel to put up his display. He says it grows every year. Benno and Corinne Bucher - 5875 Vardon Place in Beach Grove. “We have a Garden Christmas Train Display, “Bucherville” with a mountain and cable cars and a Swiss village, along with the North Pole and Santa’s workshop, a Victorian village and a wilderness area. It has taken us 25 years to get to where the display is now. Benno is the engineer and works on the trains, tracks and cable cars. Corinne sources and arranges the houses and villages, and their neighbour Jennifer details the scenes with the characters, to make them come alive!” Sina LePage emailed us and suggested 53A Street with lots of decorated houses. Carleen Lewall emailed us and suggested the 5100 -block of Wallace Avenue, as looking very festive and nicely decorated. Peter Dandyk emailed us and suggested the Rozmusses’ display at 5285

Christmas light displays have become a beloved tradition on this street. The inspiration is the love of Christmas and the joy and smiles the lights and decor bring to little kids in the neighborhood. It’s a perfect spot for a nice evening stroll enjoying some hot chocolate or perhaps capturing some family photos. It took me about four to five weeks to put all the lights up this year. I’ve added a flowing river with reindeer, and a 10-foot twinkling green Christmas tree with presents. Throughout the display there are more than 20,000 lights.” John Kroeker - 6218 Dawn Drive. “There are about 2,000 lights in total including about 1,000 lights wrapped around one of my trees. The lights are synchronized to music, which is broadcast on a low power FM transmitter at a frequency of 91.1 FM. This year, I have different playlists on odd and even days. Each playlist consists of seven songs. The duration of each playlist is on the order of 20 minutes. The playlists repeat continuously from sunset to 10:30 p.m. The display was setup over three days. I was inspired by a colleague who had a similar type of display on the North Shore, and I didn’t know of anyone doing something similar in our area, so I thought it would be fun to give it a try.” Meiric and Kathy Preece - 5374 46th Ave. “Meiric puts up all the lights and decorations by himself. He starts in mid-November as it takes him many, many hours. He loves doing it not only for us to enjoy, but in hopes it will bring others joy.” Delta Hospital and Mountain View Manor. New Ladner Willows redevelopment application submitted to Delta SANDOR GYARMATI

The Red Door Housing Society has submitted a new application to the City of Delta to redevelop the Ladner Willows complex. The proposal would see 146 units replace the existing complex. Representatives with the society and others, including BC Housing and a communications firm, earlier this year made a pre-application presentation to council to go over the plan to redevelop the 40-unit low-income townhouse complex, located in the 5600-block of Ladner Trunk Road. The new building would be five storeys including four storeys of residential units and one of above-grade parking. Society executive director Bailey Mumford explained that they’ve made several changes to their organization including adding new members to their board with experience in affordable housing, changes in staffing at all levels including new, experienced property managers, as well as streamlining their internal processes to be more responsive. He said they’ve “embraced a culture of continual improvement.” A key change from a previous rezoning and Official Community Plan
amendment proposal is an increase to a building setback, resulting in the loss of four units from what had originally been proposed. Emotions ran high at a public hearing in June 2022 for the previous application to redevelop the site into 150-unit nonmarket rental complex, a proposal that was unanimously rejected by council. Council received several pieces of correspondence in opposition including a 238-name petition. Most speakers at the hearing voiced opposition, with area residents saying they are not opposed to more non-market housing, but were concerned about the scale, density and impacts to their neighbourhood. Also speaking in opposition were remaining tenants of the complex, complaining about the state of disrepair and neglect by management. During council’s discussion following the hearing, then Coun. Jeannie Kanakos said Red Door Housing needed to come back to the drawing board, describing the situation as “embarrassing.” Coun. Dylan Kruger agreed, saying it was clear more work is needed by Red Door Housing to rebuild trust. He also noted the city has a housing crisis, but suitable developments are needed for everyone.

Following a turbulent year of strikes and supply chain disruptions, the Vancouver Fraser Port Authority (VFPA) might soon find more stability under newly announced leadership. The port authority is keeping things in-house, revealing longtime executive Peter Xotta is now serving as president and CEO as of Dec. 4. The appointment is the culmination of a search for new leadership after former top leader Robin Silvester announced his departure earlier this year. Victor Pang had been serving as interim president and CEO during the search process. Xotta previously served at the port authority as vice-president of operations and supply chain. “It is my honour to lead an incredibly talented and dedicated team at the port author-
ity,” Xotta, who’s worked with the organization since 2007, said in a release. “I have had the privilege of being part of our team’s work in growing Canada’s trade, facilitating the safe movement of goods through the port, while protecting the environment and bringing benefits to neighbouring communities. I look forward to continued collaboration with all levels of government, Indigenous groups, customers, tenants, transportation partners, labour and communities as we prepare for continued growth in Canadian trade.” Xotta had previously taken the lead on business development and strategic projects as well as the organization’s port and supply chain optimization. The port authority is a government agency that oversees the Port of Vancouver across various locations in the Lower Mainland.

Harvie re-elected as Metro board chair Delta Mayor George Harvie was recently once again selected by the Metro Vancouver Board of Directors as its chair. First elected as chair in 2022, he was acclaimed this time around, with Anmore Mayor John McEwen acclaimed as vice-chair. The regional district is governed by the 41-person board of directors made up of elected officials from each member jurisdiction. Following the Nov. 24 acclamation, Harvie on social
media thanked his colleagues. “Together we have achieved significant accomplishments for our growing region. I am honoured by your confidence & look forward to continuing working together to ensure strong and sustainable communities,” he said on X (Formerly Twitter). Harvie was Delta’s longtime city manager and was first elected as mayor in 2018, and re-elected to another four-year term in 2022. Metro Vancouver provides core utility services to 21
municipalities, Tsawwassen First Nation, and Electoral Area A, serving more than 2.8 million residents. Services include drinking water, wastewater treatment, solid waste management, air quality regulation, planning for urban growth, managing a regional parks system and providing affordable housing. BC Dairy in December contributing $100,000 to BC Children’s Hospital PHIL MELNYCHUK

Melissa Thibaudier knows the value of the BC Children’s Hospital and the life-saving work that goes on there everyday. That’s why she’s happy
to lend her voice to BC Dairy’s December drive to help raise up to $200,000 for hospital. BC Dairy is encouraging people to donate to the hospital by matching all donations this month, to a maximum
of $100,000. If that maximum amount is reached, that would result in a $200,000 contribution in a month. “As a mother whose child was born premature at 30 weeks, we still frequent BC Children’s
Hospital for neonatal developmental assessments,” says Thibaudier, a third-generation farmer at Pickmick Dairy Farm, in Delta. “The exceptional work they do each day doesn’t go unnoticed. I am not only grateful to

have had an incredible experience, but proud to be a part of a campaign that supports critical and complex care provided by Children’s Hospital.” Thibaudier said her son Cam was born prematurely in April 2019 at Richmond Hospital. Within hours, he was transferred to BC Children’s Hospital in Vancouver. “And I’ll never forget … there were, I’m sure, 20 nurses and doctors waiting at Children’s when we came through the door with the ITT (infant transport) team,” Thibaudier said. “And they looked at him, and he’s three pounds,14 ounces, and they all said, ‘Wow,
he’s so big and looks so strong,’ and I thought at, three pounds and 14 ounces, how can that be? “But from the moment we arrived, they were completely positive and willing to help and had the whole team there prepared and waiting for us.” Since then, it’s been nothing but the best care, she added. Often, BC Children’s staff have checked in on her to see she was doing as well, she added. “And that care hasn’t stopped. He’s growing and healthy and has had no major concerns,” she added. The workers who put food on our tables will be gathering for a good meal at Cedar Park Church, Dec. 16 for their annual Christmas home-away-from home meal. Thanks to volunteers and Pacific Coast Catering, which is supplying the main ingredients, there will be a Christmas buffet, along with table games and singing as a gesture to latino celebrations at Christmas. “The last two years we did tamales … which is a Christmas meal for them, but that was way too expensive for us, so this year we’re doing buffet style,” with chicken, rice, salad and beans and punche, a sweet drink, and hot chocolate, which is a favourite at Christmas, said Kim Pelen, with the newly

Volunteers do the cooking in the church’s kitchen and workers who are attending pay $10 for a ticket so the dinner is held on a break-even basis.
To wrap up the evening, everyone gets a gift bag, which last year, were all provided by Sprouts Early Learning, which operates out of the church. Cedar Park Church is also donating gift bags this year, with any that are left over given out to those who can’t attend. Pelen said donations are also
sought in order to have some raffle prizes as well. This year, one woman donated $350 in Canadian Tire dollars to buy raffle gifts, such as a grill, toaster and slow cooker. In recent years, some of the foreign workers have tried activities outside of work. On the weekend, about 20
of them visited the carol ships in Ladner and the last few years some workers have been hosted by the Ladner Lawn Bowling Club. And last year, the Tunnel Town Curling Club in Tsawwassen invited them for a curling demonstration. Meanwhile, the summer soccer tournament for latino farm workers has been going on for three years. Pelen said one of the goals of the society is to raise awareness that the workers are here and make them feel a bit more comfortable. She estimated there are about 600 Guatemalan temporary foreign workers in Delta. Most Mexican farm workers in the area are part of the Seasonal Agricultural Worker Program and are required to spend time out of the country each year.

as a community service. This Saturday, Dec. 16, Rotary Club of Ladner members, family and friends are volunteering with members of the group to host the event, cooking and serving the full dinner of turkey, vegetables, dessert, and beverages, once again at Ladner Community Centre, with gifts for all.

Rotarian and retired dentist Dr. Arthur Birk, who, with his wife Geraldine, has been one of the long-term leaders of the group, says. “The annual Christmas dinner is not just an opportunity for a special, tasty meal for the
70-member group during festive season, it is, more importantly, a social occasion where group members can interact with each other and with we, Rotarians,” said Birk. “These social events are very beneficial to their mental health and even for the mental health of the Rotarians and friends of Rotary who participate. The Delta Hospital Auxiliary Society is an organization of over 300 volunteers dedicated to supporting patient care and comfort at the Delta Hospital Campus of Care. In 2023, we donated over $800,000 to support this mission.
There’s a place to go if you’re new in town or alone and don’t want to spend Christmas Day by yourself. Jeff Brown and volunteers are resuming the Community Jingle and Mingle Dinner that stopped during the pandemic. The dinner takes place at All Saints Anglican Church Hall at 4755 Arthur Dr., in Ladner, on Christmas Day. Doors open at 3:30, with dinner being served at 5 p.m. “Lots of people are alone or by themselves or maybe even homeless that time of year. A nice warm meal would be great,” he said. Jeff and his mom Shirley offered the dinners from 2015 to 2019, then paused for three years as the country dealt with the COVID-19 pandemic. “Usually, about 100 people come,” he said. Lots of volunteers show up to help cook in the church’s kitchen with local stores and farmers

In conjunction with Unit Coordinators, they will develop and evaluate a variety of opportunities and recruit volunteers to fulfill the organization’s needs. The VC will effectively communicate the organization’s mission to volunteers and provide frequent updates to various stakeholders.

They’ll usually cover the balance of costs which works out to about $500 each year. Jeff and Shirley add that they’re not affiliated with any professional organizations so they welcome volunteers and any donations of turkeys, hams, home baking, non-alcoholic drinks or gifts, such as hats, socks, scarves, mitts, games or toys. In addition to good food, there are also card games or board games and live music provided by Alex Whittaker. The event is directed
towards those who are alone or who are new in town. People from other communities show up, as well as the homeless, seniors and previously, migrant workers from Mexico cycled to the meal. Brown added that the dinner is offered to single people who are by themselves that day. “It’s more focused to that, people who are alone on Christmas or new to the area, don’t have much family, come down,” he said. “Lots of people come out. It’s very diverse. It feels good to do it again after three years off.”

Christmas as we are told we ought to be. Perhaps you might be feeling as if you need to keep up the appearance of a joyful participant for the sake of those closest to you. Contrary to the commercially prescribed holiday emotion of giddy
happiness, Christmas can intensify feelings of grief, loss, and sadness at the state of the world. Such thoughts and feelings should not be masked or pushed down for the sake of the holiday. A much better approach than denial is to be honest with oneself about where you are emotionally and focus on the spiritual centre of the celebration — which is the arrival of the Christ child into the world 2,000 years ago. Try taking some quiet time. Perhaps lighting a candle as a symbolic reminder of light come into a world of darkness. Read the nativity story in the Bible and pray to the one who came into the world for you and for all people.

SDSS swim team dominates at provincials IAN JACQUES

Not many observers of the recent BC School Sports Aquatics Provincials would have batted an eye if members of the South Delta Secondary swim team attempted to swim home from the annual meet held in Nanaimo in midNovember. The Sun Devils dominated the competition winning 17 gold medals, 39 total medals, four relay trophies, and a combined point total of 607 to win the (unofficial) Top Scoring Overall provincial title. “Going back 10 years, the school has never won more than nine medals at the provincial meet, so to come away with 39 this year and 56 over the last two years is quite the accomplishment,” said Kevin McGregor, who has coached the team the last two years along with Richard Hortness and community coach Sam Cates. “Although we didn’t get a banner, both the coaches of St. George’s and Penticton congratulated us on our ‘unofficial’ finish atop the combined standings.” For the second straight year, SDSS had the larg-
est team at the event with 39 qualifiers who swam stroke for stroke with B.C.’s perennial contenders in the Penticton Lakers and St. George’s Saints. The girls finished second to the Lakers for the second straight year and the boys finished second to the Saints. The Top Scoring Overall title, (with no banner since 2017), was the first ever for SDSS and they became only the fourth B.C. school to accomplish the feat in the last 23 years joining St. George’s, Penticton, and West Point Grey Academy. “We are fortunate to have two competitive clubs and one recreational club that feed into our school,” said McGregor. “Other clubs in the Lower Mainland are split among four to five schools. I put the kids in the best position to compete and succeed. It is pretty rewarding to watch some of them step out of their comfort zone and on to the block at their first-ever provincial level competition.” He said the success is a credit to the community coaches including Judy Baker (Winskill), Alex Wheatcroft

If you are not playing the particular sport within the community, it is hard to even make the school teams these days,” McGregor added. This most lovely soul joined her two sons Cary and Anton (Tony) in a more beautiful place. She leaves on earth her only other son Christopher Scholz and her husband Wolfgang Heinz Scholz. Also her two grandchildren Kishal 22 and Carlos 11. She came to Canada Age 8, from Brazil, met her love Heinz in PEI. Was the first in her immigrant family to earn a university degree. She first brought up her kids in the Maritimes, then settled the family in South Delta. Later worked at Delta Signature Hotels and YVR Airport. She passed peacefully in Delta Hospital with Chris and Heinz By her side; listening to her favorite music “Besa me, Besa me Mucho” and Hallelujah. With her husband John at her side, Wanda passed peacefully in her 79th year after an eight−month long battle with lung cancer, moving to a happier place to once more be with her much−loved father, Harry (Huff) and her grandmother, and where she will now run free in sun−filled fields with her beloved wild horses. She is survived by her sister Carol Dann and her family in Calgary, brother Neil Huff and his family in Port Coquitlam, and brother Wayne Huff and his family in Gananoque, Ontario. Wanda wished to be cremated, then have her ashes scattered into the Pacific Ocean and to forego a funeral service, instead electing for a Celebration of her Life. She was a detail−oriented, dedicated, and hard worker all her life, but the best part for Wanda, after an early retirement, has been the past 20 years of volunteering at the Kinsmen Community Centre in Tsawwassen, now known as Kin Village. Her time there, some 17,000 hours, was spent in a variety of capacities, with her first love being the creation of the monthly newsletter, followed closely by acting as the MC at various Kin Village events. She will be well−remembered with deep fondness for her dedication to the betterment of Kin Village. Wanda was a teacher at heart, happily passing along her wide array of knowledge, and she also thoroughly enjoyed her various hobbies. Her love of wild and free wild horses was not widely known but was one of the enduring facets of her life. She enjoyed good jokes and had a huge mental library of them to share with her many friends, as hearing their laughter was her tonic. Wanda’s happiness with life and wide travel experiences was always evident and so the lack of her sunny presence will be felt very deeply by all of those who knew her, even just casually.
Barry James Smillie, 80, of Ladner, BC, passed away on December 12, 2023, after a long fight with cancer. Barry was born on May 6, 1943, to Stewart and Muriel Smillie in Balcarres, Saskatchewan. Barry is survived by his cherished wife of 28 years, Jeanne; son Dean; daughter Sandi; step-daughter Susan (Steven); grandchildren Jordan, Ryan, Amanda and Evan; great-granddaughter Autumn; brother Edwin (Linda); and sister-in-law Kaye. He was preceded in death by his parents, Stewart and Muriel; his brother Wayne; and many friends and relatives. Barry’s early years were spent in Richmond, BC. He worked for Safeway for 38 years and retired from his position as a Meat Merchandiser in 1998. Barry was an avid boater and spent many years cruising the local waters. After retirement, Barry’s woodworking hobby and looking after grandchildren kept him busy. The grandkids loved the time they spent with “Papa,” watching their favourite shows and sharing afterschool snacks and laughs. Barry and Jeanne have spent the last 17 years splitting their time between their home in Ladner and their summer place in Birch Bay. Barry will missed by his family and friends and will always be remembered for his great sense of humour and his clever wit. A private family gathering will be held at a later date. It is with great sadness we announce the passing of Alie Haklander (Moshagen) at Irene Thomas Hospice, on December 3, 2023. Born in Nijkerk, Gelderland, NL, October 16, 1925. Alie married Jan Haklander in 1948. They their family moved to Ladner in 1952. She is predeceased by her husband John, brother Art and sisters Hennie (Mostert) and Dini (Hendriksen); survived by brother Mossy, daughter Gerri (Mark), sons Alan (Til) and Bill (Carol), 3 granddaughters, 3 grandsons and 6 great grandsons. Alie lived in her beloved Ladner home since 1962. The last 7 months of her life, she lived at Augustine House where she made friends, once she settled in. Alie enjoyed family, friends, reminiscing, gardening, reading, her weekly outings, Jeopardy, the Vancouver Canucks, in her younger years crocheting and knitting. Alie was a dedicated member of her church and enjoyed socializing whenever she could. Special thanks to Delta Hospital staff, and Irene Thompson Hospice’s awesome staff for caring for Alie during her last days with us. We will miss you Mom, Grandma, Great Grandma, Alie.
