The City of Delta bolstered itsfireworks bylaw last year, banning the bombs anywhere within 500 metresof livestock, but Coun. Dylan Kruger may propose another change, banning fireworks completely from farmland.
However, he’ll wait until he seesthe response to Delta’s proposed resolution to the Federation of Canadian Municipalities conference in May asking Ottawa to regulate online salesand imports of fireworks.
“Notanti-fireworks, it’s just that we need to have a more controlled solution, so that ever ybody can enjoy safely together,” Kruger said.
He wants to see fireworks only at official, community events
Delta last year toughened its bylaw, raising the fine to $500for violations and setting the dis-
tancefrom livestock
According to Delta Fire and Emergency Services, eight fireworks permits were issued in 2024,the highest in several years andmore thanthe average three permits issued per yeartheprevious five years.
Fire chief Guy McKintuck said the upward trendcould be related to thedepartment’s social media campaign on fireworks permits.
Fireworks are banned in Delta, unlessa permit, which requires insurance and permissionofthe property owner, has been issued
The topic was illustrated Sept.28 when fireworks on104th Street, stampeded about 250 dairy cows in a barn nearby at Pickmick Farms.
The memor y is stillvivid for Melissa Thibaudier, with Pickmick, who said the fireworks went onfor six or seven minutes.

The farm has about 430 dairy cattleandtheanimals in the barn closest to the road were affected the most but, “In every single barnthey were stampeding,” Thibaudier said.
“It (fireworks) was just so large andgrand in scale that it really… caused a massive amount of distress to thecowsand ofcourse, injury and illness resulted fromthat,” Thibaudier said.
“Whathappens, is the loud noise andthelight andthesmellfromthe smoke discharged from the fireworks just causes the animals to get really scared.”
No animals had to be put down, but many suffered scrapes, bruisesand tornligamentswhenthey banged andcrashedinto each other, slipping on manure.
In all, about 35cows
were affected with symptoms including blood in the milk from injured udders, abortions, or hoof abscesses or reduced milk production.
Oncecostsare determined, they’ll submit their claim to the city because it was the city that issued the fireworks permit.
Deputy city manager Marcy Sangret said the city is ready to work with
thefarm owners, “to address impacts resulting fromthe incident.”
She confirmeda fireworks permit had been granted by the city, but the city is still checking to see if all conditions were met.

“It wasa fully permitted event. Andthe fireworks were permitted as wellandthe City of Delta gave us permits to do the fireworks,” adding he wasn’tthere at the time.
On that night however, a friend was hostinga party. The fireworks were a “one-off ” event, he said, adding there may have been a smallonepreviously and ifit was known in advance, it would have been stopped

Last year, council approved a new agricultural zone (A1) bylaw to coincide withthe changesinprovincial regulations, including the permitting of up to 10 events to allow farmers to supplement income while not negatively impacting the agricultural land or surrounding properties.
The application by the owners notes, “Thisis a crucial step to ensure the property’s financial sustainability,which is currently under significant threat.”
A letter to thecity by theprovince’s agriculture ministry notesministry staffare “deeply concerned” about the “excessivelylarge eventscentre.”

TheDelta Police Board this week approved thefulldeployment of bodyworn cameras for the police department’s front-line officers.
Noting theprogram aligns withthe Delta Police Department’s communityfirst policing approach, emphasizing transparency andenhancingpublic trust, Chief Harj Sidhu toldthe board community feedback has shown strong support for the continued expansion of the program.
In 2020, Delta police becamethefirst organization in B.C. to implementa body-worn camera program, which has followeda phased approachto equipping frontline officers.
Currently,thedepartment has 36 body-worn camerasand63 officers are participating intheprogram.
The planisnow to purchase 24additional camerasunder a five-year subscription model.

B.C. grant provides more child-care spaces in Delta

More child care spaces have come to South Delta.
The B.C. government on Jan.16 announced that 40new child care spaces have beenadded at the Boundary Bay Montessori School.
The province says itprovided the Montessori in Delta(MIND) Society withmore than$2millionfromthe ChildCareBC New Spaces Fund to build more spaces.
The funding also supported costs such as renovations to the building so that it meetsmodern building code standards.
The MIND Society hasa support workeron staffin partnership withthe Reach childdevelopment program. It also works withthe Tsawwassen First Nationwhich provides in-class cultural education,including Indigenoushistory and culture, storytelling and music.
“Our daughter started inthe Nidoprogramin September 2024andisthriving,” saidAlicia Weiss, a parent, in a news release.
“Her teachers are incredibly nurturing andencourage her curiosity every day. It’s a warm and supportivecommunity that we’re very happy andproud to be a part of.”
Since2018,more than39,000new licensed child-care spaces have been created throughthe ChildCareBC New Spaces Fundand start-upgrants, with more than440in Delta, according to the province
In 2020, council approved a new Delta Childcare Strategy and Action Plan.
The strategy includes 24 recommendations, which are grouped into three strategicdirections, including increasing accessibility,increased affordability,as wellas a focus on quality.
The Boundary BayMontessori School heldagrandopening celebration fortheirnewschoolandchild-care spaces onThursday,Jan.16.
Theplanincludes working towards a goalofadding 1,051new child-care spaces over10 years to reach the Canadian average ratio, as wellas havinga partnership withthe Delta School District to explore optionsforco-locating child-care programsinelementary schools.
A Metro Vancouver report in2024 noted there has beenanincrease inthe numberof child-care spacesinthe region. That report onthe2023 Survey of Licensed Child Care Spaces and Policies in Metro Vancouverfoundthat spaces increased from18.6 per 100 children under12in2019 to 25.1in2023.
“The positive resultsare likely directly related to the significant increase in funding provided fromtheprovincial andfederal governmentsunderthe ChildCareBC strategy, thenotable increase of stand-alone child-care strategiesinlocal governmentsacross the region,andother regulatory tools such as zoning andfinancialincentives,” the Metro report noted
Metro Vancouverupdates the survey every four years, withthe latest reflecting the current inventory.
Delta SchoolDistrict begins budgetprocess

TheDelta School District has outlined its upcoming budgetdevelopment andengagement process.
At the Jan. 7 meeting of the board of education, staffnoted they are just beginning thedevelopment ofthenext operating budget, listing key dates, including opportunities for publicinput.
The board’s upcoming meeting on Feb. 18 will be a budgetconsultation session with education partners, where ideason what thedistrict’s priorities should be for2025/26 will be conveyed to trustees. That session will
also include an overview ofthe budgetengagement process as well as the board considering approval forthe2024/25 amended budget.
The district will also have an online survey inwhich the public can participate. The Ministry of Educationisexpected to announce Delta’s funding for the next budget by March 14,andthedistrict is to release its proposed operating budget by April 17.
A special public board meeting will be held April 22 to provideinput on the budget recommendationsandthe boardis to consider approvalofthe budget at its April29 public meeting.
Meanwhile, the school board at its last meeting also approved a new strategic planforthedistrict. To cover the period 2025 to 2028,itestablishes several district goals, each having key priorities.
One ofthe goalsis “graduationforall” to furtherimprove graduation rates.
Althoughthe overall graduation rate was over 95 percent last year, the board was toldthedifferencewhenitcomes to sub-groups can be between 30-to-40 percent.
Those groups include childrenin care, and those withdiverse learning abilities.

First responders have a tough job, whetherthat is police, firefighters or paramedics.
Equally important and having just as tough a job, are theemergency 9-1-1 calltakers and dispatchers who help ourfirst responders receive the vital informationthey need to dotheir jobs to handleemergencies
So, considering this,I have to ask why so many people seem to make their jobsmore difficult.
Recently,E-Comm, which handles about two million9-1-1 calls per year, released its annual list of top 10unusual callsthat were received by emergency police calltakers in 2024, to raise awareness oftheimportanceof keeping 9-1-1linesforemergenciesonly.
The top 10included:
* Theirneighbour was wearing too much cologne
* The dr y cleaners stained theirshirt
* McDonald’s wouldn’t opentheirdoors
* They wanted directions to a 24/7 ShoppersDrug Mart
* Complaining the power was out
* Requesting technical support
* The box of38 avocadosthey purchased was rotten
* They left theirphoneinan Uber
* Requesting help removinga wasp nest
* There wasa domesticated-looking bunny inthe park
Now, some of you reading this column might laugh andthinkthese callsare funny, but thisisno joke andno laughing matter.
Taking these calls and wasting valuable timecouldmean thedifference between someoneliving or dying.
Ever y year, thislist comes out andit boggles my mindthat the public still has to be reminded ofwhen to call9-1-1.
Calling 9-1-1is for in-progress crimesor emergencies that require immediate help from police, fire or ambulanceonly.
Being dissatisfied with yourdr y cleaner ornot being able to getyour fast-food fix are callsthat donotbelong on9-1-1.

The recently announced redevelopment of Tsawwassen Town Centre proposes a much-needed remake to the dated 1970s mall in theform offour“up to 24 storeys” buildings, surrounded by six-storey residential buildings.
As part ofthis development, a community contributionisproposed, providing 20 percent rentalunits, including five percent belowmarket, and a community hub that would
includeamobility hub (bike storage, transit pass machines, and car share) and a newlibrary.
Whileitis clear our existing library is dated andthe appearanceis mundaneanduninspiring, it seems functional.
With our aging demographicandtheincrease in populationthat would resultfromthisproject (1,433 units would equal 2,000 to 3,000 more residents)andfuture projects (potentially another 7,000or more residents) thegift of a showcase

LadnerChristmas bird count shows decline innumberofbird species

Bird lovers saw fewer numbers oftheirfeathered friendsandfewer varietiesofthemduring theLadner Christmas Bird Count, Dec. 15.
The most recent count involved 113 people, who spotted 130,166birds, thelowest numberinfive years, said Yousif Attia.
As well, a totalof139 different species, seven fewerthan last year, were recorded around Delta, including Tsawwassen and Point Roberts, It wasn’tallglumnews however.
However, missing this year were the Barrow’s goldeneye duck, the eared grebe waterfowl, the willetshorebird, red knot sandpiper,a Least sandpiper,a western sandpiper,a yellow-billed loon,an Americanbittern heron, two types of sparrows —a swamp sparrow and a Harris’s sparrow, along withtheelusive red-breasted sapsucker.
Attia saidthat new development in Delta is removing habitat and threatening winterbird populations.

The South Delta SunDevils senior girl’s basketball team will be lookingfor some redemptionthis yearaftermissing outon making it to theprovincial tournamentinthe very last crossover game last year.
Despiteadisappointingfinish last season,the teamiscominginto this season with largeexpectationsdespite beingin the strongest zoneintheprovince.
The SunDevils have numberoneranked Seaquam, numberfive Lord Tweedsmuir,andhonourablemention
Semiahmoo, in their zone.
To earnatrip to theprovincials, SDSS expects to have to beat oneormoreof thesetalented teams.
The teamis returning sixplayersfrom last year’s squad,including Grade12 clubplayers Jadede Fondaumiere, Marin Marano, Kyra Millette,andformerprovin-

The juniorand seniorgirls’ basketball seasons at Delta Secondar y are in full swing.
The juniorgirlsare at the mid-way point oftheir campaign, withthree league gamesleft to play in January.
The league gamesare newforhead coach Nadia VanderKuip because last year, as a Grade 9 team, theywere only able to play exhibition gamesin Delta and several tournaments.
So farthis year, the juniorgirls have placed fourthinthree tournamentsand first at the Khalsa tournament.
The team ismostly madeup of Grade 10s with two Grade 9 players.
“The bulkofthisgroup have been together sinceGrade 8 andit has been amazing to watch themgrow in confidence, skillandgrowth,” said VanderKuip “We also have enjoyed having our Grade9sandaninternational student joinusthis year. Two of our key players this year havesustained season-ending injuries but now serve as team managers and we lookfor ward to having themnext year.
“We also have two amazing assistant coachesthis year, Ronnie Edmonston and DebbieOsbourne, who bothbring extensive basketballexperience bothin playing highlevel basketballaroundthe world andcoaching. Lastly, we are also lucky to have anincredible group of parents who have been very supportive of thecoachesandthe team.”
She saidthe goalis to qualify andcompete inthe South Fraser Championships, but thegreater goalis
to developas good basketballplayers, to have fun, to keepgirlsin sportsand become better teammates.

“Our season has hada bitof a slow start due to thefactthat the seniorgirl’s volleyball teamdid sowellinprovincial play as wellas a wave of sickness that hit our team inthe weeks leading up to Christmas break,” said VanderKuip “We had someexhibition gamesprior to the league start anddid wellinthe Richmond tournament, placing fourth. Our league this yearisthe Tier 2 Southwest league, mostly Surrey and South Surrey teams Our goalis to put ourselvesinplayoff contentionand to do well at the Delta Firefighters Tournament.”

Withthebirthofherchildren,Naomileftnursing behind and dedicated herlifetoherfamily.She remainedactivethroughcommunityinvolvement onmanylevels,including decades ofworkon behalf oftheCanadianCancerSocietyandthe Delta HeritageSociety.Shehad akeen eye, studyingInteriorDesignatBCITandtending beautifulgardens wherevershelived.Cats,birds andtheartsofallkindsgaveherimmense pleasurethroughoutherlife

Axelwas aproudGermanCanadianbusiness ownerwhoimmigratedtoCanadafromBerlinin 1963.Hewasanavidtravellerwhovisitedover150 countries.Hisbestlifewaslivedoncruiseships, dancingwithGisela,visitinghisdaughtersin CalgaryandArmstong,eatinghiswife’swonderful cooking,swimming,playingSkatwithhisGerman buddiesandspendingtimewiththeentirefamilyin WhistlerandtheShuswap.

Itiswithdeepsadnessthatweannouncethe passingof TeddyChitose TakasakionDecember 29th,2024,attheageof80.
TedwasborninLethbridge,Alberta,andspenthis earlychildhoodtherebeforehisfamilysettledin Steveston,BritishColumbia,wherehespenthis youth.AfterhismarriagetoSheila,Ted movedto Ladner,BC,whereheraisedhisfamilyandmade hishome.Hewasadevotedhusbandtohiswife, Sheila Takasaki,and alovingfathertohischildren, LauraClayton(Matt)andTroy Takasaki(Laura).He wasaproudPapatoHaileyTakasaki,Tayah Takasaki,KaiClayton,andKadeClayton. Tedis alsosurvivedbyhissisters,Aikiko(Ken),Mae (Stom),andNaomi(Tommy),andwas predeceasedbyhissister,MaryLou.
Teddedicatedhislifetocommercialfishing, specializinginsalmon andherringgillnetting. A respectedmemberoftheStevestonfishing community,hewaspartofthe“TurkeyGroup,” a close-knitgroupoffishermen,mostlyofJapanese descent.Hewas atruementor, sharinghis knowledgeandpassionwithhisbrother-in-law, PaulKershaw,andhisson, Troy Takasaki,bothof whomcontinuehislegacyinthefishingindustry. Hewasalso asupportivepresenceinthefamily’s prawnfishingbusiness,“PrawnsontheSpot,”.
Beyondhisfishingcareer,Ted,affectionately knownas“Con-Man,”wasknownforhisgenerous spirit,hisinfectioussmile,andhismischievousand fun-lovingnature.Hewasalwaysthefirsttolend a handwhenhelpwasneededandalwaysshowed hisdedicationandloyaltytohis familyandclose friends. Hewaspassionateaboutgolf,travelingto Las Vegas,and,mostimportantly, spendingtime withhisfamily. Helovedmusicandwasusuallythe firstmanonthedancefloorat parties.Hecould oftenbefoundonthegolfcourse,havinglunch withhisfishingbuddies,andenjoyingthecompany oflovedones.
Inhislateryears,Tedfacedthechallengesof Alzheimer’sdiseasewithcourageandgrace. A CelebrationofLifewillbeheldatHarrisBarnin Ladner,BConJanuary28th,2025,at3:00PM.
Tedwillberememberedas askilledfisherman, dedicatedmentor,and alovingfamilyman. His memorywillliveonintheheartsofhisfamily, friends,andallthosewhoweretouched byhislife

PatriciawillbedeeplymissedbyDavid,her devotedhusbandof54years,andhercherished son,Sean(Melissa).Patriciawaspredeceasedby herdearcompanionandbelovedsister,Janet(Iain).
Aspecialplaceinherheartwasheldforher husband’ssisters,BarbaraandLaura,whowere alsoimmenselyimportantinherlife.
Aretiredbookkeeper,shehad aloveforcooking andenjoyedhostingfamilyandfriends.Sheadored thedogsshehadthroughoutherlife, demonstratingherkindnessofspirit.Patriciawas alsoanavidbaseballfan,cheeringfortheToronto BlueJaysandsharingherenthusiasmforthegame withherfamily.
AcelebrationofPatricia’slifewillbeheldat alater date,wherefamilyandfriendscangathertoshare memoriesandhonourherlife.
