Police on counter attack against drunks driving in Delta PHIL MELNYCHUK

Tis the season for drinking, but just in case you’re thinking, or not thinking, of driving at the same time, Delta Police will be a step ahead of you. DPD are running their CounterAttack program in December and stopping vehicles and asking drivers what they’ve been up to that evening. “We will be sharing information in advance on some of our CounterAttack events as awareness and education are a large part of the campaign,” said Acting/Insp. James Sandberg, media spokesperson for the department. “But we will also be out doing CounterAttack road checks without announcing when and where we will be.” And just in case you’re not worried, keep in mind that in November, officers removed 51 drunk drivers off the road. The anti-drunk driving measures kicked off Saturday, Dec. 2, when police joined in the provincewide Light up the Province campaign. Police forces throughout the Lower Mainland and set up road checks on exits all along Hwy. 1, from Chilliwack to West Vancouver, to raise awareness about impaired driving. According to the RCMP’s B.C. Highway Patrol, a total of 228 check stops were set up across B.C., resulting in the screening of almost 55,000 motorists and the removal of 222 impaired drivers. In Delta, the evening saw 3,250 motorists checked. Resembling the 12 days of Christmas, police gave three, threeday prohibitions, three, 90-day prohibitions, two 24-hour suspensions (for drug-impaired driving) and a 12-hour time out to a new driver. Another two more motorists were arrested for driving while they were prohibited. The next day, Sunday, Dec. 3, Delta drivers were not that much better. Five collisions happened, with

four of those confirmed to have been booze involved, (one of which involved a pedestrian, although there were no injuries,) and resulted in four driving prohibitions. The other collision was speed related, while another motorist was also given a drunk driving prohibition. “My perspective is there’s no excuse for impaired driving. Every impaired driving crash, injury, or fatality, they’re all preventable,” said Sandberg. Despite the publicity campaign and every police department getting involved with education, it’s still disappointing to see the impaired driving stats, he added. Ninety-day prohibitions are given when breath samples given at roadside show an absolute fail. Fail results start at blood-alcohol levels of .10. According to a DPD Facebook post, one-fifth of all car crash fatalities in B.C., involve impaired driving, with more than a third of impaired-related crashes taking place after 9 p.m. “By making good decisions, having a plan and sticking to it, we can all contribute to improving our road safety,” police say on Facebook. When it comes to Delta police stats, the first 11 months of this year are comparable to the same period in 2022. In that year, 520 motorists were caught driving impaired compared to 527 for the same period this year. ICBC pays police departments to operate CounterAttack programs in July and December. Delta will be funded to operate CounterAttack for eight days in December, involving six officers per shift. But general patrol also operates CounterAttack events as time permits.

The damage to the Highway 17A overpass in Delta, caused by a big truck collision, is one example of the need for tougher measures to reduce infrastructure crashes involving commercial vehicles. That was the message from BC Minister of Transportation and Infrastructure Minister Rob Fleming, joined by BC Trucking Association President and CEO David Earle, at the Nordel Commercial Vehicle Safety and Enforcement Station on Thursday. Noting there have been about 30 crashes involving infrastructure in the past 24 months, with only a small percentage of drivers the problem, Fleming outlined a “pro-
gressive enforcement system” including increased fines and escalating consequences for companies, including being grounded to a halt for repeat offences. “We know these collisions have a huge impact on our province, in addition to the serious risk of injury to the driver and others around them. “These crashes delay commuters and affect the movement of goods in our economy. The incident at the Hwy. 17A crossing in Delta is a good example of this. There’s a lingering impact and huge cost from needless collisions like these … With safety as our number one priority, we know we need to do more. That’s why we’re taking tougher action to prevent these crashes,” said Fleming.

legislation that would increase fines further. Earle agreed, halting commercial operators in order to undergo safety audits, or pulling their carrier safety certificates completely for continued offences, should be a deterrence.

Motor Vehicle Act Regulations will also require dump-style vehicles to have in-cab warning devices by June 1, 2024. Those devices are to alert a driver if the dump box is raised when the vehicle is in motion. Other measures include new regulations that will require heavy commercial vehicles to have their speed-limiting systems activated by April 5, 2024. A big rig smashed into the underside the Delta overpass that crosses Highway 99 on July 18. The province has approved the final design for repairs but decided to delay the scheduled work until 2024, following additional consultation with the City of Delta and stakeholders. The project is to be completed in early April.

A news release by the ministry notes, “Unprecedented penalties have recently been imposed by suspending a company’s entire fleet, while Commercial Vehicle Safety and Enforcement investigates a crash. A first-degree murder charge has been laid against a Delta woman following a suspected homicide in Ladner Monday night. Delta Police said on Tuesday afternoon that 28-year-old Preety Teena Kaur Panesar was arrested in Ladner. A familial relationship exists between Panesar and the deceased woman, who police are
not releasing the name of at this time. Panesar is in custody and made a first court appearance by video Tuesday afternoon. She was to have appeared in Surrey Provincial Court on Wednesday, Dec. 20. Officers and the Delta Police Major Crimes Unit responded to a residence on 47A Ave., in Ladner, around 5:10 p.m. on Monday night (Dec. 18). Investigators were on scene all night and well into Tuesday and con-
clusively determined that the woman’s death was the result of homicide. Police say that in consideration of the ongoing investigation and legal proceedings, no further details will be disclosed. “The Delta Police Department extends sincere condolences to the Panesar family during this challenging period,” said A/Insp. James Sandberg, media spokesperson for the department in a statement to the Optimist.

Two men, one from Delta and the other from Langley, are facing several firearms charges, following a two-year investigation by the Combined Forces Special Enforcement Unit. Spokesperson Sgt. Brenda Winpenny said in a Dec. 13 release, that police received information in December 2021 that led the Illegal Firearms Enforcement Team to start an investigation. Matthew McKenzie Whitty, 36, from Delta, has been charged with two counts of possessing a restricted firearm, an improvised semi-automatic pistol; and two counts of possession of a restricted firearm. He’s also charged with possessing a prohibited device designed to muffle sound and possession of a loaded firearm. Justin Michael Bos, 38, from Langley, faces one count each of firearms manufacturing, possession of a prohibited device, importing a prohibited device, possession of a prohibited device designed to muffle sound, and possession of a loaded firearm. Bos also faces two charges of possessing a restricted firearm, an impro-

vised semi-automatic pistol. “Privately made firearms represent a growing trend in B.C. and internationally, by which criminals attempt to obtain firearms and to profit from firearms sales,” said Insp. Joel Hussey, with the Combined Forces Special Enforcement Unit. “CFSEU-BC is working closely with its partners across the province to investigate and disrupt the people and groups who may seek to illegally make and sell firearms.” Warrants were issued allowing homes in Langley and Surrey to be searched in February and April 2022. Police seized three Airsoft (pellet gun) pistols that were converted to .22 calibre firearms, two of which were fitted with silencers. Police also seized several gun magazines, 15 silencers, ammunition and slides, or devices that are used to convert Airsofts into functioning firearms.

A man is recovering in hospital after a harrowing incident in the frigid waters near the BC Ferries Tsawwassen terminal Sunday night. Delta Police say they received a call for assistance in relation to a boat that was adrift near the terminal. “The boat had become untethered and was drifting near shore. The owner of the boat believed he could swim to it and safely retrieve it; however, the owner did not consider the impacts of the water’s temperature,” acting Insp. continue to the boat. “Fortunately, a lifejacket kept him afloat until the arrival of the coast guard who returned the man to shore and retethered the boat,” said Sandberg. “The man is recovering from the cold under observation at a local hospital.”

his edition (Dec. 21) of the Optimist is one of my favourite newspapers that we put together all year. It’s the last edition before Christmas and we try to include as many Christmas stories and photos as we can. I like to refer to it as the ‘feel good’ paper of the year. Thanks to the generosity of this great community of ours, hundreds of families will have a much brighter and happier Christmas. The Deltassist toy depot and Christmas food hamper programs once again will fill the hearts and stomachs of many less fortunate. The South Delta Rams, students at Southpointe and Delta Secondary all held various food and toy drives providing gifts and food to numerous organizations. Then we have the realtors from our community who are donating bikes, food and money that they collected in the past few weeks. The Delta Firefighters will be spreading a lot of Christmas cheer through their December Days of Giving campaign. For the first time this year, the Delta Police Foundation and Amazon teamed up for a very successful toy and sock drive. These are just a few of the wonderful stories that we present in this week’s edition of the Optimist. Our annual Christmas greetings section is also full of photos from the many Christmas events and concerts that have taken place in the past month or so as well as the winners of our 34th annual Christmas colouring contest. Like any community, we have our challenges, but it is truly heartwarming to see the community come together and support so many wonderful charitable organizations and causes during the holidays. I hope that you find some joy and happiness as you flip through today’s paper. From all of us at the Optimist, we wish you a Merry Christmas and Happy New Year for a prosperous 2024!

hh, Christmas. Time to put up the tree, hang the lights, wrap a few presents, sit back and relax a bit after a long year, but I guess my hearing must be going. I was sure my wife said decorate for Christmas, not renovate. We’ve been planning some updates to our house for a while, especially new flooring. Well, the flooring is in and getting ready to be installed. Conveniently, I had forgotten the part about repairing and repainting about half of our house. I get a little carried away when it comes to home improvement. I guess I watch a few too many of those renovation shows where they redesign and rebuild a complete house in an hour. I also forget about the part where, as soon as you get started, more problems come up. I’ve had a list of things

I wanted to add, fix, or replace for years, and now was my chance to do them. A new pocket door, update the casing around the doors, all new baseboards, the works. When I’m done, it won’t look like the same house. Then again, decorating would make it look like a different house as well. I should have listened harder. So here I am, a few days away from Christmas, not a tree, light, or decoration in site. The house is empty for
the new flooring, and I’m picking paint out of my hair (no, it’s not grey – but getting closer). As a friend of mine commented, ‘Dr ywall dust in the stocking!’ I like to think of it as my contribution to Christmas decorations, a light dusting of snow throughout the house. It’s going to be a scramble, but I think we’ll make it. It will be like Christmas with the Kranks, where an entire holiday comes together in just a few hours, but without the cancelled cruise. I must admit, it will look pretty good when it’s all done. Just in time for my Christmas nap. Merry Christmas! More cars bad for our world Editor: Re: Hybrid vehicles the way to go (Optimist, letters, Nov. 30) Hybrid or fully electric vehicles are great to drive, but they don’t offer a realistic strategy to forestall climate change. Due to the impacts of the fossil fuels required for mining, refining and eventually disposing of the materials required to produce electric vehicles, and the ecological impacts of additional roads as our population increases, more vehicles of any kind are bad for the environment.
I drive when I need to, but on the whole, humanity cannot rely on personal vehicles much longer if we want humans and fellow creatures to thrive in a hospitable, natural environment. The only ecological solution for transportation is fewer vehicles, of all kinds. This is commonly referred to as “public transit.” More of us need to use it - as uncomfortable as it might be to stand and wait for the next bus during an atmospheric river. Larry Colero

Delta council has approved amendments to the city’s sign bylaw to restrict political signs to private property only That means municipal, provincial and federal election signs are no longer to be placed along city streets, roadways or any other city-owned public spaces. A staff report notes that political signs on public property has always been a source of discussion among local governments, city staff who enforce the bylaw, election officials, members of the public, businesses and candidates. In response to complaints during the 2018 municipal election, the city three years ago amended the sign bylaw to restrict installation of political signs to 18 specific locations on public property.
During the 2022 municipal election, concerns and complaints continued regarding political signs on public property including, among other concerns, the proliferation of campaign signs on public land as well as the vandalism and destruction of signs. As a result, city council has approved further amendments, joining several municipalities within Metro Vancouver, including the City of Vancouver, City of Surrey and Township of Langley, which have now prohibited political signs on public property. Election and political signs on provincial highways, however, are regulated by the province. The City of Delta is updating its agricultural zone bylaw to keep in step with changes introduced by the provincial government and Agricultural Land Commission. Council recently approved the series of amendments to the A1 Zone, which was originally adopted in 2006. The changes ranged from an increase for the maximum floor area for a farmhouse, regardless of lot size, to match the ALC’s new regulations, to updating the regulations for cannabis production and processing. However, council agreed not to proceed with new rules when it comes to agri-tourism. A staff report notes that the updated ALC regulations permits agri-tourism accommodation, which is short-term on-farm accommodation in the form of tents, recreational vehicles or small cabins, up to a maximum of 10 sleeping units on a given property. Local governments may choose
whether to permit and regulate those uses. “During consultation with Delta’s Agricultural and Hunting Regulation Advisory Committee (AHRAC) and Delta Farmers’ Institute (DFI), there were concerns about the potential impacts of agri-tourism accommodation on agricultural operations. This included concerns regarding trespassing, increase in litter, crop damage, and conflicts between normal farm practices such as berry spraying and accommodation,” the report explains. “Due to these concerns, staff recommend that proposals to establish an agri-tourism accommodation operation submit a temporary use permit application to the City for consideration instead of introducing more broadly agri-tourism accommodation regulations in the A 1 Zone update,” the report adds. Up to 10 on-farm special non-farming events per year will be permitted. A public hearing was not required for the zoning amendment as the bylaw is consistent with the Official Community Plan (OCP).

Tsawwassen’s town centre is going to grow, somehow, at some point, so to make sure time and money isn’t wasted, a local cycling group wants to ensure room is left on both sides of 56th Street for multi-use pathways that will allow seniors, school kids and everyone else to move around without depending on a car. “HUB would love to see, in general, good cycling infrastructure on 56th Street and with all the development that looks like it’s coming, initially with the town centre mall development, and then further development likely down the road, we think it’s crucial that 56th Street be looked at for potential … for cycling lanes,” said Neil Pope, co-chair with the Delta committee of HUB Cycling. “Without that, we’re going to put more cars on the road because of increased development that is coming in a big way.” Century Group plans to apply to the City of Delta early in 2024 to redevelop Tsawwassen Town Centre Mall on 56th Street with plans to add several buildings and up to 1,250 residential units. Pope said HUB would like to see a multi-use pathway on both sides of 56th Street from Eighth Avenue, all the way to Hwy. 17. He noted extending bike lanes from Sixth to Eighth avenue are currently in the City of Delta’s plans. Pope said the group wants a comprehensive look at 56th Street from an active transportation standpoint. The group has advocated for that in the past but, “we’re going to be particularly advocating for this now,” will be talking to the city in the future.
“Because further development is coming … there will be other development along 56th Street. If we just build it in patches, it’s not going to work. Everything must be connected, and we need to start thinking about this now because it’s coming,” said Pope. “It’s time to look at 56th Street in general, from a planning standpoint because this won’t be the last of developments along there.” He said such pathways should get huge usage for a variety of non-auto users as the population grows. “Now, you can have those e-everythings, bikes, and we can safely co-exist with the cars,” he said. Currently, there is very little cycling infrastructure along 56th Street, he added. He pointed out that without such lanes, a growing population could put more non-pedestrians, such as e-scooter users, onto sidewalks. In general, HUB’s contacts within the development industry also seem interested, he said. HUB is a cycling advocacy group with branches around Metro Vancouver. “It’s feasible. I know there’s enough room on the road to put cycling lanes in. It’s just a question of cost and redesigning the road a bit,” Pope said. Coun. Rod Binder, vice chair of council’s transportation advisory committee, said staff are already working on the issue. He expects a report on bike lanes along 56th Street, from Tsawwassen town centre to Eighth Avenue as the priority, and then possibly to Hwy. 17, some time in the new year. “From a timing standpoint, I think it’s important to integrate … at the same time as development comes along,” Binder said.

The City of Delta has begun gathering public feedback on the revised application to redevelopment the Ladner Willows non-market rental housing complex. The Red Door Housing Society recently submitted a new application for the site on Ladner Trunk Road at 55B Street. An original application,
which drew much controversy, was rejected last year following a public hearing. The current proposal would see 146 units replace the existing complex. A public information meeting will be scheduled for early 2024. “Delta is committed to advancing consultation and engagement with the community for this project in a timely manner given the current housing challenges in Delta and the Metro
Vancouver region. Delta will host a Public Information Meeting for this project, giving you another opportunity to provide your feedback to the City,” according to the city. The proposal for the new fivestorey complex requires a rezoning and Official Community Plan (OCP) amendment. The application has the support of BC Housing through the Community Housing Fund.

The system works with existing technology to provide real-time information that a doctor or endoscopist can use to treat the patient. The physical equipment resembles a black box with the “genie” being able to “see” polyps or lesions that the human eye might miss. “The AI system gives us a second set of eyes in the room, with a computer system looking at digital images in real time and drawing the endoscopy team’s attention to something that may be abnormal,” adds Dr. Cowie. “You have an objective observer on your shoulder all the time, not tired, pointing out something that may be of concern.” The Fraser Health
Colon Cancer Screening Program is the busiest of its kind in B.C., with more than 13-thousand referrals last year. Patients are referred to the Program when a fecal immunochemical test (FIT) comes back positive, or they are at risk for colon cancer based on medical condition and/or family history. If colon cancer is detected at its earliest stage, the chance of survival is more than 90 per cent. “There is a tremendous amount of work underway globally and within our own organization to enhance health care through research studies that explore the utility of artificial intelligence,” says Kate Keetch, Director of Research and Evaluation Services, Fraser Health. “Leveraging AI to better screen for colon cancer is an example of how machine learning is giving us the opportunity to provide better patient care.” -Submitted

While electric kick scooters have been zipping down sidewalks for while, B.C. is continuing its slow rollout of the micromobility devices. The province started a three-year e-kick scooter pilot project in 2021.
That’s now being replaced by a four-year safety review that starts next year in 13 cities around B.C. Delta is not among those cities, although it could be. For the local committee of HUB Cycling, it’s not a priority. “Personally, I don’t
think we need it here in Delta,” said Neil Pope, co-chair of HUB Cycling’s Delta committee. “It’s just not something we’re pushing for.” According to the Ministry of Transportation and Infrastructure, additional cities can join in the study by passing
a resolution allowing e-scooters on their roads and then notifying the ministry. Cities can also decide which roads will be open to e-kick scooters during the study. Electric kick scooters are battery-powered devices with a motor, two to four wheels, a platform for stand-

Pope says, who was speaking personally, said that as the popularity of e-kick scooters grows, so will support for cycling infrastructure such as bike lanes. “In general, we’re in favour of anything that gets people out of cars,” adding that will lead to separated lanes for cyclists, e-scooters and e-cyclists. He pointed out that several other moredensely populated cities are already participating in the study. In a ministry news release, the use of e-kick scooters for personal transportation is growing across B.C., said Trish Mandewo, president of the Union of BC Municipalities, saying that cities have asked the ministry to ensure that appropriate laws are in
place. Roel Schootman, also with HUB, added that e-scooters are common in Norway and the Netherlands and are used for short commutes. “In many cases, much more convenient than a bike or just walking,” Schootman said. However, it’s still illegal to use e-scooters on Delta roads, or in any city that’s not part of the study. Acting Insp. James Sandberg said that Delta Police will opt for education before enforcement. “There can always be exceptions, and in an extreme situation, such as significantly increased danger, we could in theory choose enforcement as a solution,” Sandberg said. But so far, the e-kick scooters are not causing problems for police.

Delta lays out tunnel replacement construction concerns SANDOR GYARMATI

The City of Delta has outlined issues it wants the BC Environmental Assessment Office (BC EAO) to consider regarding the George Massey Tunnel replacement project. Council recently endorsed a staff recommendation on what should be the city’s input to the BC EAO’s recent public comment period, which wrapped up in mid-December. The feedback gathered was on how the environmental assessment should be conducted, including future engagement with stakeholders and identifying the required information for the assessment. The report notes that, overall, staff have not identified any significant issues or concerns not addressed in the process planning documents, other than the fact the scope of work does not include a proposed River Road Overpass. However, some of the key comments
and issues of importance identified by Delta include construction noise, light and vibration for the River Woods strata development which is located within close proximity of the future tunnel. A noise barrier will be constructed with the new Deas slough bridge leading into the tunnel, but the report notes it is recognized that the construction will result in temporary community noise and dust impacts. City staff are seeking assurances that, within the construction noise management plan for the project, there will be an effective mechanism for receiving and responding to concerns from the community related to construction noise. The province confirmed that buyout of properties at River Woods not directly impacted by permanent or temporary project components would not occur, which is consistent practice for provincial projects. The report also notes that it is a priority for Delta to maintain the connectivity of the Millennium Trail.

It turns out that Tsawwassen couple Su-Mari and Tim Hill didn’t need the dragons’ help after all. After a 90-minute hour pitch for their iLola tea on CBC’s Dragon’s Den TV show in May, edited to a five-minute on-air episode in November, the couple received an offer from one of the most well-known dragons, Arlene Dickinson. But that was just one of four offers from the panel of entrepreneurs during the show, an experience Su-Mari described as “fantastic.” “It was just a wonderful experience.” Instead of making a deal with one of the dragons however, a U.S.
company invested which will allow iLola to expand production and markets. “We actually got offered a better deal right during the same time …” Su-Mari said. Su-Mari, a foodie and tea fan, came up with the idea of binding loose-leaf tea into a disc that can be stored in a humidor, which controls humidity and preserves flavour. Ilola is a Swahili name meaning, “to grow strong.” The response has been encouraging with their Tea Disc Essentials named as one of Oprah’s Favorite Things a year ago, and iLola being named number one in USA Today’s 10Best Readers’ Choice Awards for Best Gifts for Foodies in 2022. iLola also won a Good
Housekeeping best kitchen product this year. Ilola patented their tea disc globally in 2021 and then launched into the U.S. the next year. Patenting and trademarking alone took more than two years. “We officially launched it into the U.S. in September 2022 and by October, we were on Oprah’s Christmas list,” she said. The recognition is encouraging. “We’ve won various awards and accolades that definitely gives us a little bit of PR, for sure.” Once the production processes are finalized, the company can scale up production by next summer. “We’re giving ourselves a good six to eight months to ensure that
our processes are set up to handle the growth that we foresee coming,” Su-Mari said. The company has partnered with biologists at Langara College for research and development to allow them to expand production of the probiotic binder used in the tea disc. Once processes and procedures have been refined, production will ramp up in their location in Tilbury Industrial Park. The East Delta Hall was beginning to fill up on Monday, Dec. 11, as toys kept rolling in from around Delta to help out those struggling this year with the costs of Christmas. Community services coordinator Randi-lee Lensen said with registration complete, about 350 families had signed up to come to the depot. From Dec. 12 to 14, moms and dads who’d registered with DeltaAssist, dropped in at the East Delta Hall and
picked up toys, clothes, books and puzzles that they can put under the Christmas tree for their family. Lensen said that demand this year looked similar to last year’s toy depot, which was the first in a few years following the pandemic shut down. “ … so far, hampers and toy depot, it seems to be about equal,” to last year, she said. Along with the families registered, were a “boatload of children,” she added. Many of the toys are dropped off at Deltassist’s two offices in North and South Delta,
as well as at drop-off locations around the city. When the Optimist visited, some of the 115 volunteers at the hall were getting prepared for the delivery of a big truckload of toys from the Lower Mainland Christmas Bureau. Lensen said donations of toys were still being accepted up to Dec. 13, and if there are any extra, they’re kept for next year. She noted that donations usually don’t consist of trendy, pricey toys. For example, there was only one donation of a Lululemon side bag. “Just one. And this was
a miracle,” said Lensen. Buying toys for kids in their mid or late teens was also a challenge, as there were only two tables in the hall for that age group. Dozens of volunteers helped to produce this year’s toy depot, including employees from CIBC, Royal Bank of Canada, United Way and the Delta firefighters. The warehouse at Paridon Horticultural Ltd. was a busy place Monday (Dec. 18) as Christmas crept closer and food hampers needed filling. “Hey, the last three hampers have arrived,” said David Fredericksen, helping out with coordinating the huge operation of assembling and filling about 1,000 boxes of food for Christmas. “That’s OK,” comes the willing reply as a small crew gets up from a coffee break and goes back to work. This year, volunteers from several service clubs put together hampers which consisted of two boxes that were stuffed with canned goods, cereal, cookies, bread, pasta, a roasting chicken and even locally made chocolates. Fresh potatoes and turnips for the
Christmas meal were provided by local producers, Felix Farms, Brent Kelly farms, Swenson farms and Rod Burr. This year, sees one change in the hampers. Roasting chickens are being substituted for Christmas turkeys, in order to keep the costs down. The number of food hampers given out has been consistent over the past few years at about 500, said Fredericksen. “For the last four years (skipping 2020 and 2021 during the pandemic) it’s been very stable at 500 to 520,” he said. Collecting donations, storing, creating the hampers, worth between $150 and $200 each and distributing them to needy families is a community effort aided by many who help however they can. free. They’ve been doing that for about 15 years. “They give us the warehouse. They give us the forklift. And help in any way we need. And without them, we’d be lost,” said Bob Taggart who’s coordinating the operation. He’s been volunteering to put together the hampers for 37 years. This year as well, employees at Lululemon, which has an operation in Delta, donated three pallets’ worth of food which just came in the door on Monday. Local service clubs including the Kinsmen, Ladner Legion, Ladner Rotary, North Delta Lions, North Delta Rotary, Tsawwassen Lions, TOOBs, along with Tom Boon, drove around to several Delta schools to pick up the collections of food. Willy’s Fancy Fish provided the truck
in order to get the food to the doorsteps. The food hampers, along with the toy depot that took place last week, is part of the Deltassist Family and Community Services Society Christmas program. “We’re always grateful to the community, and the community responds every year,” said Fredericksen. “We’d be lost without all the volunteers and all the clubs and as you can see, it’s an older group. Thank God for seniors,” said Taggart. He added that Saturday (Dec. 23) is the big delivery day when the younger volunteers show up, adding they have to work and can’t be expected to help out mid-week. Other companies that helped out include Cascades Packaging, Lions Gate Fisheries, Chewters Chocolates, St. Jean’s Cannery, Bill Bates, King’s Link Golf Course and Monte Cristo Bakery.

DSS 20 Days of Giving campaign a huge success
Food hampers will be created for 29 local families For more than 21 years, students at Delta Secondary have held the 20 Days of Giving Campaign to collect food items, pet food, toiletries, gift cards and cash donations to create hampers for local families in need to help them enjoy the festive season. Members of the school’s Interact Club also collected donations at Save On Foods in Ladner on Dec. 5. This year’s campaign, which ran from Nov. 20 until Dec. 15, raised an incredible $11,000 and will help make the holiday season a memorable time for 29 local families. Everyone, including residents at Good Samaritan Delta View Care Centre, needs to see something from Santa on Christmas and thanks to donors and London Drugs, they will. So far, under the Stocking Stuffers for Seniors program, shoppers at the store have bought almost 300 gifts for seniors after picking up a gift tag from the store’s Christmas tree and buying a gift that matches the wishes of a resident on that tag. After buying the gift, donors give the presents to London Drugs customer service which ensures they are delivered to residents over Christmas. Each tag contains a wish list from a local senior, or a general “wish list” from a participating local care home or charitable partner organization.
“Some of our residents have asked for very specific things,” which required donors to buy online or visit other stores, said Mike Fenn, recreation manager at Delta View. Because of the response, the home has now converted a room to hide more than 300 presents until Christmas. “We just hopefully did our final load today (Dec. 13). It’s been about a twoweek undertaking,” Fenn said. “Thanks to the community of Delta for making this a special time of the year at the home.” This is the first year that Delta View has participated in the Stocking Stuffers for Seniors campaign which began in 2015. The program is now offered in all London Drug locations. Some of the gifts were handed out Dec. 12 with the remainder handed out on Dec. 20, when Santa and Mrs. Claus, along with Elvis, visited Delta View.

Last weekend the South Delta Rams held their fourth annual toy drive. The toy drive was started when a former South Delta Ram, now South Delta Sun Devil Gage Spargo had approached the club looking for support. His mission was to provide gifts to hospitalized children amid the challenges of the COVID pandemic. The South Delta Rams have since continued to support Gage and his goal of helping kids and families in need during the holiday season. With the community support in the four years the club has been able to provide more than 800 gifts to Vancouver Children’s Hospital and Ronald McDonald House. In a new initiative this year, the club also collected non-perishable items to aid families in Delta through Deltassist. Gage and the South Delta Rams want to extend a heartfelt appreciation to the generous community members who came forward to support this meaningful cause.

The Delta Police Foundation put out the call and the people of Delta answered, with piles of plush new toys of every type to ensure a lot of children will have a brighter Christmas this year. The foundation launched its Red and Blue Sock and Toy Drive a few weeks ago and has collected a bunch of both. This is the first year for the campaign, which started when the foundation was approached by Amazon, which also contributed. On Wednesday and Thursday, Dec. 12 and 13, volunteers and police were collecting boxes and pallets of toys that were to be delivered to the South Delta Food Bank, the food bank at Crossroads United Church and the Guru Nanak Food Bank. “It’s over the moon,”

Leslie Abramson, chair of the police foundation, said of the amount of donations of good quality toys. “There will be a lot of happy kids.” She pointed out Amazon approached the foundation with the idea of having a Christmas toy drive. Other police departments also do toy drives. The company already donates between one and three pallets of toys, food,
and clothes per month that the foundation then forwards to local charities. Abramson pointed out that other big companies such as Walmart, Global Container Terminals Canada, Your Dollar Store and More in Tsawwassen and Real Canadian Superstore in North Delta, have also chipped in while Rotary clubs in Delta had a friendly competition about who can
collect the most socks. They were helped a lot by the kids in Grade 4 at South Park Elementary who donated 600 pairs of new socks. Both employees at Amazon, and the company, have contributed in a big way by filling six pallets with new toys, including electronics, such as gaming headsets for teens, from its various locations. The toys will help brighten the day Dec. 20 at the South Delta Food Bank located at Lighthouse Church, when they’ll be given out during a Christmas barbecue. Toys were collected from drop-off locations at community police offices around the city. The toy drive will happen next year as well, Abramson said. “It’s grand. It’s been fabulous, so we’re just so grateful to be able to do this,” she said.

You can also look forward to mouthwatering okra relish and nutty pumpkin soup accompanied by staple starches like stiff corn meal and peanut butter rice. Ideally, there is more than enough food to go around for seconds and thirds because hey, Christmas only comes once a year! Wherever we are this Christmas, may we engage in the universal joy that God brings. To the delight of volunteer Cougar Creek Streamkeepers - and herons, it has been a busy spawning season in North Delta’s most productive salmon stream. Since mid-October, more than 300 wild coho have returned from the ocean to the creek where

Job done, the spawners die and their final role unfolds - protein and minerals their bodies have accumulated at sea now feed and fertilize life in the creek and adjacent “salmon forest.” When all goes well, (no romping dog unwittingly destroys a redd, for example), coho alevins emerge in early

Tsawwassen martial arts students earn black belts After one silver medal and six bronze medals at the 2023 Karate World Championship, it looks like Tsawwassen Martial Arts is ending 2023 with another big bang. Last Sunday (Dec. 10), after a seven-day long test, which challenged the students mentally, emotionally, and physically, six of TMA’s best students earned their internationally recognized 1st Degree Black Belts. The students include: Matthew Neufeld, Eric Pearson, Marley Bretherick, Lucas Maxwell, Camden Louie and Chase DeDecker. TMA also participated in the Canada
Karate Open 2023 at the Richmond Oval on Dec. 9. TMA ranked second out of more than 150 clubs at the tournament. AUDET, Marcel Joseph Adelard February 6th, 1945- December 11th, 2023 It is with great sadness that we announce the passing of Marcel Joseph Adelard Audet, who passed away while surrounded by his loving family on December 11th, 2023 at the age of 78.
In Loving Memory Jonathan Paul Knowlden April 8, 1977 - December 25, 2022 In memory of our beloved son, Jonathan, Jon or “Johnny Danger” to his amazing BMX friends! Our beautiful son passed away last Christmas evening. I didn’t know my heart could be so broken . . . so many times. Loved, and never forgotten!
Marcel will be remembered and sadly missed by his wife Elfrida of 53 years, daughter Minette (Edward), his son Michael (Samantha), and his daughter Emily (David). He also leaves behind his grandchildren Katie, Matthew, Jeremy, Danielle (Colton), Colin, Jaime and his Great Grandson Hudson. Marcel will also be lovingly remembered by his sisters Roland, Rachel, Sylvie, and his brother Richard, sister in law Sandra, along with many other relatives and friends whom he loved so much. HUTTON, Gordon Callum (Cal) With his family by his side, Callum Hutton passed away peacefully on November 12, 2023. He will be lovingly remembered and missed immensely by his wife of 40 years, Lee Fraser; his children Greg (Stephanie), Jeff (Lauren), and Jamie; his beloved grandchildren Jeremy, Emma, Maëlle, and Beau; his siblings Heather Begin (Paul) and Ian (Laura); and numerous extended family members. Cal was born in North Vancouver on December 23, 1957, where his passion for sports and the outdoors began. He was an avid skier, mountaineer, golfer, and baseball player. Cal met the love of his life, Lee, on holiday in Hawaii in 1980, and they married in 1983. He joined the RCMP in 1980 and began his 27-year career in Alberta, where he and Lee started their family and made lifelong friends. Cal was heavily involved in sports and coaching with all his children and, his grandchildren. He transferred to the Richmond RCMP Detachment in 1997 and worked there until retirement. He found his happy place at Kings Links, where he enjoyed golfing and spending time with his many friends. Cal loved to travel and visited Australia, Europe, Hong Kong, India, Mexico, and more. He had a great sense of humour which was shown by his unflinching support of the Vancouver Canucks. He was also a lifelong BC Lions fan. Cal’s greatest love and joys included his family, golf, baseball, and especially being a loving dad and grampa. So many relatives and friends will miss Cal dearly. In lieu of flowers, Cal has requested donations to BC Lung Foundation or KidSport Delta. There will be a celebration of Cal’s life in March, 2024, date TBA. MARSHALL, Mel December 3, 1937 - November 11, 2023 On November 11th, we lost a husband, father, grand-father and greatgrandfather. And one helluva human being. In the blink of an eye, Mel went from being his usual, vibrant, independent, talkative self, to comatose. No one could have predicted or prevented this. With no hope of independence, mobility or his engineer’s thinking capacity, the family had to make the difficult decision to have him removed from life support. He did not suffer; his passing was quick, peaceful and full of grace. But for those left behind, it is an unimaginable loss. Mel was the eldest son of a trapper and inn-keepers daughter. His first year was spent living in a trapper’s cabin in northern Saskatchewan before his father moved the family to Alberta. As a railway employee, his dad moved the family to several Western Canada towns, finally calling Edson, Alberta home. Mel maintained many friendships from those Edson days at the Old Red Brick Schoolhouse. From these beginnings, Mel developed his sense of appreciation and gratitude for everything life offered. Nothing was taken for granted. Mel graduated in 1960 from the University of Alberta with a degree in Civil Engineering. He accepted a job in Eastern Canada with Stelco; sales and steel designs were his forte. He was introduced to the concrete pipe and precast industry at this time. He also began work on his MBA at McMaster and McGill Universities, but was 3 courses short of graduation before the company transferred him back to Alberta. This training, though, would prove to be invaluable as later he would be in business for himself and offer business advice to others. Ontario offered exciting opportunities. In 1969, Mel and friends started Erin Steel and Wire. In 1973, he was Sales and General Manager at Best Pipe. In 1976, he moved to Vancouver and became President of Davis Wire Canada. In 1980, he began his own company, Mel C. Marshall Industrial Consultants Inc. This proved to be his greatest achievement and he was still active in his company consulting, teaching, networking, designing, collaborating, selling - until his very last moment. The wire, concrete pipe and precast concrete industries excited him. Anyone who knew him, knows the love, enthusiasm and commitment to excellence he had for them. He connected with companies in Denmark, Germany, England and the USA to bring their products and technology to the North American market. He attended hundreds of meetings, tradeshows and committees over his lifetime. Mel taught thousands of folks in both Canada and the USA at his production schools, marketing seminars, standards reviews and plant certification courses. His work garnered many awards and accolades over the years from every concrete association in North America. He was named a Fellow of both CSA and ASTM Standards organizations - the highest award given by these groups. Mel had many other passions: sudoku puzzles, crosswords, reading, traveling, running, dancing, hockey, boating, fishing, skiing, snorkeling, kayaking, hiking and just being in nature. Over the last few years, he had to dial back on many of his activities due to an “electrical problem” in his heart. Although the Spirit still soared, the body didn’t keep up as well as it had. But as was his positive nature, he focused on what he could do instead of what he could not do. Family and friends were important to Mel. He found ways to ensure we all knew he cared. His children (Braden with Deb; Melanie with Gary), grandchildren (Anthony; Emily; Wendy with Jon) and great-grandchildren (Linden; Marshall) brought him much joy. His “magic tricks” were always a hit with the younger ones. For over 50 years, his “Santa” was enjoyed by generations. Wonder no more where his sparkling eyes and dazzling smile came from - it was his Santa Magic at work. Mel and Pat met in April 1984. One kiss sealed the deal; “… and they lived happily ever after”. Mel was a romantic; Pat was smitten with him. Their lives were full of love, laughter, adventure and tender moments. The decision to let him go was not easy - life without Mel is now quiet and empty. But memories and there are many - will fill the void now left. “There are some who bring a light so great to the world that even after they have gone, their light remains.” Please remember Mel this way - because this is really who he was.
