Delta-based BC and Alberta Guide Dog Services has been given Delta council approval to expand. Civic politicians have approved construction of a dog breeding centre at its current location on Ladner Trunk Road in East Ladner. The new centre would be located behind an existing single-family house that is being used as the administrative centre.

The project will see a two-storey guide dog breeding and training facility built that will contain delivery rooms, nursery units, a veterinary clinic, grooming and bathing facilities, a cryogenic unit, offices, a viewing corridor for guests and outdoor covered areas that would be used for public programs and events. Exterior painting will also be done to the existing administrative centre as part of the overall project. CEO Bill Thornton said it would be a state-of-the-

art facility. “It’s fantastic and lays the grounds for us to vigorously approve our capital campaign,” said Thornton, adding they plan to launch the campaign in the fall. “We had some delays, but the council and the city have been very helpful.” At the last annual general meeting, Thornton said the organization brought on Richmond MLA Linda Reid, former MP and practicing lawyer Kerry-Lynne Findlay and entrepreneur Kelly Guichon to the board of directors.

He said their experience will be a huge boost to launching the capital campaign. “Our programs our growing and we need to have the ability to breed enough dogs for those programs,” he said. “We run the guide dogs, autism program and the veteran PTSD program. We currently breed around 60 puppies per year, but now we need to breed in excess of 100 puppies per year for all the programs. The expansion project approval is great news for us.”

Coun. There are so many needs that are being met in expanding the facility in Delta. Composter appealing Metro’s air quality permit Green for Life, which operates the Enviro-Smart composting facility in East Ladner, will be appealing the air quality permit it was granted by Metro Vancouver last month. In a press release sent to the Optimist Tuesday afternoon, GFL said despite its appeal, it remains committed to completing the enclosure and significant upgrades of its 72nd Street facility

required by the permit as soon as is practical. “We are committed to enclosing the Delta facility and implementing innovative solutions in the interim period to further mitigate odours,” said GFL CEO and founder Patrick Dovigi. “We are seeking a permit that is clear, fair and allows us to focus our efforts and resources on effectively managing this facility in an environmen-

tally-responsible manner today and into the future. We are also seeking a longer-term operating license with the potential for additional capacity in line with the $20-million long-term investment we are making in the facility.” Other elements of the appeal include seeking to streamline the reporting process mandated by the permit, which as issued, would require GFL to pre-

pare and file with Metro Vancouver more than 97 reports (over the fiveyear permit term) on top of monthly reports, which GFL believes could cause significant procedural delays in the implementation of the enclosure plans. To address permitting requirements, GFL is also exploring plans to pilot the use of odour neutralizing methods at the facility over the next 18 months.

According to GFL, these odour neutralizing methods have been proven to be effective at other types of waste management facilities. GFL says it will hold a public meeting before Nov. 15 to outline the transition plan to an enclosed facility as well as the plan for interim measures. GFL will also submit the plans for the enclosed facility in the coming weeks.

The addition of two independent candidates this week has brought the number of hopefuls in the Delta council race to 16. Long-time Delta resident and labour leader Lori Mayhew announced Tuesday she is running in the Oct. 20 civic election. “Delta has been my home for over 20 years. My husband and I have been lucky enough to raise our three kids here. I’m eager to give back to my community by serving on city council and making sure Delta remains welcoming and affordable place for families,” said Mayhew. Mayhew ran in the 2014 election, finishing 10th in the council race. Mayhew lives in North Delta and wants to see stronger interconnections between Delta’s various communities. “Ladner, Tsawwassen, North Delta — we’re one city,” she said. “We all rely on the same services and need our municipal government to deliver these services equitably across our communities. The race for Delta school trustee seats has got crowded as five more candidates have announced their intention to run in next’s month’s civic election. Right now, we don’t have the benefit of being able to draw from the Fraser River, so we have to create our own irrigation solution. So, at this point in time, as much as we’re getting fields and everything else ready, until Delta completes its works with regards to the drainage and authorize the expansion of the irrigation canal, we have to wait.” Semke noted the city is actively working on the installation of a new drainage pipe that will get water out of the Southlands as well as upgrading the 12th Avenue pumps. Some of the other works taking place at the site includes the planting of hundreds of fruit trees. A timeline for completion has not been set in stone, Semke said. This year it was announced that Deltabased Four Winds Brewing is expanding as part of the new Southlands com-

According to Century Group, a major factor that influenced Four Winds’ decision to locate at the Southlands was the ability to have a restaurant and brewing facility right beside a farm, giving the brewer the opportunity to grow their own hops. Ground breaking will take place within the next 12 to 18 months.

The complainant believes the theft may be related to an incident which occurred earlier in the evening. • Aug. 31, 2:02 p.m., 6200-block of Brodie Road: Complainant reported that sometime overnight their unlocked vehicle parked in the driveway was entered and rummaged through. Items stolen include sunglasses, Bluetooth speaker, zippo

Information regarding the vehicle added to the police computer database. • Sept. 3, 8:54 p.m., 7500-block of Huston Road: Police attended the location and confirmed through a licence check that the plates had been stolen from a vehicle in Richmond. The registered plates from the vehicle had been used on a different van for a multiple traffic complainant and a break and enter in Richmond. • Sept. 3, 1:37 p.m., 9600-block of Ladner Trunk Road: Complainant reported they had lost their wallet sometime during August. The wallet contained credit and debit cards, driver’s licence and $600 in cash. Before cancelling the debit card it had been used at several locations and the driver’s licence was used for ID purposes. • Sept. 4, 10:06 a.m., 7000-block of Highway 17: Police stopped a motorcycle travelling up to 185 km/h in an 80 km/h zone. The suspect was given a ticket for travelling at an excessive speed and the motorcycle was impounded for seven days.

• Aug. 29, 3:26 p.m., 1200-block of Hunter Road: Complainant reported they had initiated a telephone call to what they thought was an Apple store having found the phone number on a website. The complainant was convinced to purchase $900 worth of iTunes cards from an independent dealer and provide the iTunes card numbers and their Visa card number to the Apple store before realizing they were the victim of fraud. The complainant was unable to recall the website and had deleted the number called from their phone system. • Aug. 31, 6:56 p.m., 1200-block of 56th

Items stolen include RayBan sunglasses, dashmounted GPS and $30 in small change. • Sept. 2, 9:33 a.m., 4900-block of 47A Avenue: Complainant reported they left their vehicle unlocked and sometime overnight the vehicle was entered and their wallet stolen. The wallet contained personal and bank cards, Nexus card and driver’s licence. Before cancelling the debit card it had been used to the amount of $230. A large set of keys to various locations also stolen. • Sept. 2, 12:33 p.m., 4800-block of Central

Leia is a five year old female bully mix around 50lbs. Her owner had had her since she was a puppy but her situation has changed and Leia is now looking for a new home. During her assessment she did very well with big and small dogs alike, both on and off leash. Leia immediately went into play bow with several big dogs, and we feel a home with another playful dog might be what she needs! She can get possessive over food and toys though, so that would need to be kept in mind. She does not do well with cats but Leia LOVES people. All ages, creeds, shapes and sizes! She takes treats gently and does not jump up, so a home with respectful younger children could be a possibility. Leia is a higher energy girl, and if you want a hiking, biking or running partner, this is your gal! She would love to have a fair amount of mental and physical stimulation daily, followed by snuggles on the couch! She is great on leash with her head halter, is crate trained and house broken. As with all our dogs, she is spayed and up to date on all shots and vaccines and microchipped. t was a concern — a serious concern to be sure — but it always seemed like one that could be adequately dealt with if there was sufficient will to do so. I refer to money laundering in B.C. casinos and how that issue took centre stage as Gateway’s $70-million Delta casino complex made its way through the civic approval process this year. Many who objected to the proposed redevelopment of the Delta Town & Country Inn site pointed to rampant money laundering as a reason for Delta council to reject the application, which was ultimately approved. By all accounts a lack of political will, inadequate enforcement resources and a willful blindness by casino operators had combined to create a perfect storm, allowing money launderers to ply their trade with impunity. Millions in $20 bills rolled into casinos as people in influential places looked the other way. As much as this was alarming, it also seemed pretty straightforward to fix, provided there was an appetite to do so, which thankfully the NDP government has demonstrated. Something as simple as requiring those who show up at casinos with more than $10,000 in cash to provide a source of those funds has already had a dramatic impact. Attorney General David Eby noted last week that suspicious transactions in B.C. casinos had dropped to $200,000 in March, down from a high of $20 million in July of 2015 due to recently implemented anti-money laundering regulations. That 99 per cent reduction in suspicious transactions would suggest that if you actually make the effort to crackdown on those who try to launder money, you can be successful. How they get this dirty money is infinitely harder to police, but when the bad guys have to darken your doorstep in order to clean it, it shouldn’t be that difficult to foil them. Doing so impacts casino revenues, which in turn reduces a lucrative revenue stream for government, but any lost dollars is a small price to pay for doing the right thing. It was never a matter of could money laundering in B.C. casinos be stopped, but rather whether there was a willingness to take action. That doesn’t mean, however, there aren’t other valid reasons why someone might not want a casino to set up shop in their community.

Stop gap solutions don’t cut it with ever-rising population

T

hough I am probably in the minority, I cannot explain how grateful I am to have a reprieve from this infernal heat; I am much more of an autumn person. This unusually stifling summer is breaking records from Germany to California with Death Valley making July 2018 the hottest month ever recorded. I dare not debate whether or not the plastic straw ban will effectively combat climate change. However, we must consider the looming possibility that we are harming the planet by our actions. What could we possibly do about it at this point? The terrifying answer that too many people are far too ready to leap to is some notion of population control to prevent us from crossing some undefined, but utterly catastrophic, tipping point. This catastrophe, called a Malthusian Collapse (after 18th century political economist Thomas Malthus), is supposed to be an inevitable result of population growth outstripping food and resource production. However, despite this theory having over 200 years to bear fruit, it simply hasn’t. One might say that all of our worst fears of overpopulation have been for naught.

The funny thing is that the Malthusian idea is quite right when referring to less intelligent animals who are ill equipped to mold their environment to their requirements. Human beings are neither of those things and we have a gift: technology. Every time that population outstrips food production in nature, conflict ensues to balance the ecosystem. Luckily for us, using technology to increase our efficiency and productivity, humans have been able to rise to the challenge and far exceed it at every juncture. Unfortunately, infinite growth on a finite planet is still contradictory. So far, we have been using technology to kick the can down the road, but not solve the problem. This brings me to my next question: What is the maximum

population Earth can sustain? There are actually three answers: the number of people who could be sustained by any means, the number of people who could be sustained using today’s technology and the number of people that can be supported using only sustainable means. So far, all of our solutions have come from the first two options, relying on unsustainable practices and ever accelerating technology to make up the gap. My point in writing this and my hope for our current and future leaders is that they turn to technology, not to find slightly better ways to burn decayed dinosaurs to go fast, but to pursue the use of sustainable methods to find a prosperous equilibrium with the only planet we have ever known. The alternatives are too cruel to bear. Malthusian population control has been used to justify the British management of the Irish potato famine, eugenics, forced sterilization and genocide. No one has the right to pass summary judgment on an entire population. Hell, even Thanos picked at random. Community advocate Nicholas Wong ran as an independent candidate in Delta South in last year’s provincial election. He finished second with more than 6,400 votes.

Change gets paramedics to urgent 911 calls faster

Editor: Re: Mayor upset firefighters sidelined, Aug. 23 As emergency medicine specialists leading the clinical and medical programs for BC Emergency Health Services (BCEHS), we are writing to assure the citizens of Delta that BCEHS is committed to working in partnership with Delta firefighters to provide excellent patient care for emergency medical calls. BCEHS is the organization that runs the BC Ambulance Service, and oversees paramedic care in the province. Our paramedics respond to approximately 1,400 9-1-1 calls a day province-wide, and they are the ideal response to a medical emergency. Among all responders, B.C. paramedics have the highest level of training, equipment and real-time connection to emergency medicine doctors and other specialists while caring for and transporting patients in the province. BCEHS greatly appreciates its partnership with firefighters and other agencies that are part of the BCEHS first responder program. The program is meant to ensure that if they arrive

before paramedics, they can save lives by early intervention measures such as giving CPR in cardiac arrests and administering naloxone for an overdose patient before paramedics take over and transport to hospital. Recently BCEHS made a system change to make sure paramedics — and firefighters as medical first responders — are more immediately available for these most life-threatening 911 calls. The new system, called the clinical response model, has been selected because it is a leading system worldwide, based on medical evidence and best practice, and has been proven to improve patient care. Paramedics and firefighters are now getting to the most life-threatening and urgent 911 medical calls faster. That means together they are saving more lives. In Delta, the results speak for themselves: The latest data shows the median average response time for the most urgent category of calls has dropped more than two minutes (from 10 minutes 56 seconds to eight minutes 34 seconds). For the next most urgent cat-

egory, the response time has dropped by 25 seconds (from 11 minutes 35 seconds to 11 minutes 10 seconds). BCEHS closely monitors response times generated through an automated system. For those 911 calls that are non-urgent, BCEHS is working to facilitate new pathways; this includes connecting callers with nurses, paramedic specialists, pharmacists or doctors, to get the help they need so they can avoid unnecessary trips to the hospital. This reduces demand on first responders and hospitals, and better meets patients’ needs. Along with these changes, BCEHS has recently added more paramedics, more ambulances and more dispatch staff to ensure the best, most efficient care possible is delivered. This is translating into better patient care in B.C., and we look forward to continuing to offer excellent patient care to the citizens of Delta in partnership with the Delta Fire Department. Politicians lose support by not appealing

Editor: I am writing as a resident of East Ladner regarding the decision by Mayor Lois Jackson and councillors Sylvia Bishop and Robert Campbell to not support our community by voting against appealing the Metro Vancouver air quality permit for the Enviro-Smart facility on 72nd Street. It seems apparent they have chosen to ignore the concerns of our neighbourhood that has suffered from this stink for years. I was trusting that

our local government would provide the leadership, that is its responsibility, and support our efforts to remediate this offence against our community. I was apparently wrong. It seems that instead of good governance for our community, a political decision was made to withhold support. There is no doubt that politics and governance are two different creatures. The decision has solidified both my, and my wife’s, resolve and we now find that we have no

confidence in these council members’ leadership or governance and therefore should their names appear on the ballot during the next civic election or any future election, we will most definitely not be voting for them. We shall also advise all of our friends living throughout Delta and our neighbours here in East Ladner of their choices and advise them to consider seriously if it is in their best interest to support them. Farmers can feed us, but not if land is lost to pot

Editor: I’ve been enjoying local strawberries even though it is late summer. Even a few years ago berries after the end of June would have been unheard of, but it appears that our farmers can produce them. And, presumably, other new crops provided we are willing to pay a proper price for them.

This is a great thing since the day is closer than ever, what with fires, labour shortages and urban sprawl, that California will no longer be able to feed us. It is vital, therefore, that we not allow these food lands to be used for pot production. Let pot continue to be produced in the backlands of the small

towns that have supplied the illegal market for decades. The experience in the Okanagan has been that once orchard land is turned over to more-lucrative wine grapes it can never go back to growing apples. For the sake of our nourishment, let us learn from that experience. Gail Neff Bell

There’s something special about back to school season. You can feel the excitement from students and teachers at the new possibilities before them. Excitement and giddy anticipation filled my home on Tuesday morning as my two youngest children got ready for their first day back to school. My husband Eron and I

cannot believe how fast they are growing; I’m sure many parents can relate to how bittersweet this feels with their own children. While excited to catch up with their friends, my kids were also looking forward to seeing their teachers again. This speaks volumes to the quality of the teachers found in classrooms across Delta. We are fortunate to live in a community where our schools are committed to nurturing caring relationships and a sense of belonging to our local and global communities, while, at the same time, preparing our children to contribute their personal best to society. Last weekend, we also had the task of packing up the van and helping our oldest daughter relocate in Victoria for her

second year at UVic. Our oldest son is starting his fourth year of university in Ontario and so we have a keen understanding of the pressures on families with children pursuing a higher education. This time of year can be a stressful time for many: from first day of class in kindergarten or college, to trying to figure out how to afford it. I believe supporting quality, affordable education is the best investment a government can make. For families, the Canada Child Benefit is helping young people get the best start possible in life. Growing up with a single mom, I know how financially difficult the back to school season can be for some parents. With this benefit, things like school supplies, new clothes and

A newly formed group is urging Delta to take Richmond’s lead in adopting an accessible parking bylaw. Beach Grove resident Vincent Miele and other members of the South Fraser Active Living Group appeared as a delegation prior to the start of the most recent Delta council meeting. Miele said the group has been working with Richmond officials and presented a draft bylaw that has been given preliminary approval and will soon go to a public hearing. “The new bylaw is called the enhanced accessible parking bylaw and would replace the current bylaw,” Miele said. “All the work has been done your worship. I think it is an excellent model that improves parking for more of us that

Most of these spots are not accessible for those of us that need that extra space. “This bylaw looks at that and has drafted up a whole new way of looking at accessible parking. We would really appreciate this council looking at this and getting the ball started and having Delta follow Richmond and introduce this great work that has been done by Richmond.” Miele said the bylaw would help many people. “We are confident that it will be passed in Richmond,” he added. “Handicap parking up to now has been haphazard. Signage is not uniform, the width of the spots are not uniform and this addresses all that.” Miele last appeared before Delta council in January when he asked for an update on making the South Delta Recreation Centre more wheelchair

Miele, who moved to South Delta from Richmond three years ago, is an avid wheelchair curler. “We are also here today to recognize this council and thank them in getting things started to having the South Delta Rec Centre refurbished and the upstairs wheelchair acceptable and more wheelchair friendly,” he said. “Hopefully it will be wheelchair accessible for the next curling season for those, like myself, who enjoy that.” Following his presentation, Mayor Lois Jackson thanked Miele for his comments and assured him that staff will be looking into the items he brought forward. “We will let you know when these items come forward to council and hopefully will have some good solutions for your group,” said Jackson.

Dairy farm in East Ladner gets $250,000 grant from Ottawa

A third generation dairy farm in East Ladner is the benefactor of a grant from Agriculture Canada. Delta MP Carla Qualtrough recently visited the Thibaudier family’s Pickmick Dairy Farm to present a $250,000 grant to be used to upgrade milking equipment, technology and renovate the operation. “I got a tour of their very clean milking parlor and the barns, and learned a lot about their business,” said Qualtrough. “It was started in 1960 by Harold Thibaudier’s parents, who live nearby, with 23 cows. Today they have over 700 and milk over 300. I could tell that they love what

My brother and I are the third generation on the farm, so it’s great that this helps keep us farming a little longer in Delta.”

Kanakos would like a policy to support whistleblowers IAN JACQUES

Delta Coun. Jeannie Kanakos is calling for the development of a whistleblower policy to support civic staff. Kanakos brought forward a notice of motion requesting the development of the policy at the end of Delta’s regular council meeting on Aug. 27. Her motion acknowledges the high value of Delta staff and that all steps need to be taken to protect staff and to offer a supportive and transparent administration at city hall.

Jeannie Kanakos “Delta does not currently have a formal whistleblower policy and that the aim of the policy would be to protect staff when dealing with questionable situations,” said Kanakos. The provincial govern-

ment recently enacted whistleblower legislation and is in the process of developing regulations. The City of Vancouver also has a whistleblower policy and other organizations are moving in this direction. “We need a ‘made in Delta’ policy to support staff in our city,” Kanakos said. “This policy would protect staff who may wish to discuss difficult topics in a safe manner.” Her notice of motion will be considered by council at its next meeting, which is scheduled for Monday, Sept. 17 in North Delta.

Gone But Never To Be Forgotten We lost our dad, grandad, and loving husband on August 21st, aged 75. Although our lives and our mom’s life are changed forever, we are comforted to know he’s at peace after a courageous five year battle with heart failure. Dad wasn’t much for rituals or tradition, and a simple cremation and no funeral was his very definite request. A very sincere and heartfelt thanks to all the doctors who helped Dad, especially Dr Robert Shaw who was the first to identify heart issues back in 2012, and to Dr Lee who attended Dad in his final hours. Thank you so much to all of the wonderful nurses and staff at our invaluable Delta hospital for their compassionate care on several occasions. We extend a special thanks to staff member Corrin who was there to provide comfort and a hug when Mom needed a friend. Drs Tae Won and Amy Shin, angels in disguise, we thank you so very, very much for your caring and thoughtfulness. You both gave Dad five good years to do the things he loved to do. We can’t forget the first responders; our local fire dept who was always there within minutes to administer help and support until the ambulance and paramedics arrived. You are all literally life savers, thank you! Dad had many accomplishments over the course of his life, both in business and his personal life. He opened Pets-N-Us in Tsawwassen in 1994, and actively managed it for most of those years. We will carry on his legacy through the family business. Dad enjoyed day trips with Mom to the Skagit and to shop (he loved shopping!) He also loved taking his “puppies” to run at our “Lot” in Point Roberts. Wheeling and dealing was possibly his ultimate talent and passion, as was fundraising and marketing for the stores and for animals in need. Dad often said, “After I’m gone, hoist a beer and celebrate for me!” (American) Bud Light was his drink of choice in years past, caesars in recent years, but whatever your favorite beverage, raise your glass, can or bottle, and be happy like he would want you to be as you recall his memory. Our family wishes to emphasize that donations to the Delta Hospital Foundation in his memory would be so much appreciated in lieu of flowers. Our little community hospital saved Dad’s life several times, and we are blessed to have such an amazing facility right on our doorstep! Dad was also a passionate animal lover and supported many rescue groups. Donations to PB&Chi Dog Rescue Society would also honor his life. His fundraising efforts will be missed, and your support would be very much appreciated!

The second quarter of 2018 saw key crime and traffic statistics continue to drop, according to data released by the Delta Police Department this week. The DPD say collisions were down slightly from April to June compared to the same time frame last year. There were 288 crashes this year compared to 295 in 2017. It continues a trend set in the first quarter of 2018. Officers are continuing to hand out more traffic tickets in 2018, up to 3,284 in the second quarter, compared to 2,132 during the same time last year. “Our officers’ focus remains on ticketing drivers for offences such as

speeding and distracted driving at high collision locations while enforcing impaired driving laws throughout the city,” said S/Sgt. Ryan Hall, who oversees the traffic unit and patrol support team. “We do this in an effort to influence driver behaviour, and hopefully reduce the number of collisions and injuries from collisions.” Commercial break and enters are also on the decline with 25 recorded in the second quarter compared to 34 last year. Residential break and enters are up slightly — 54 compared to 51 — from 2017. “We are engaged with business owners and are encouraging them to report crime and interact with us,” added Hall. “In

Rubber ducks will do battle on the Fraser River next weekend in the Tour de Duck to benefit the Royal Canadian Marine Search & Rescue Station 8 Delta. The annual event will see more than 4,000 yellow ducks float toward the finish line in a race to win prizes, including a Gulf Islands getaway for two. Set for Sunday, Sept. 16 at Deas Island Regional Park, the ducks will start swimming at precisely 1:47:38 p.m.

Run for Terry next Sunday

The annual Terry Fox Run will take place on Sunday, Sept. 16 in South Delta. Headquartered at the South Delta Recreation Centre, the run will have five-kilometre and 10-kilometre route options. Registration begins at 9 a.m. and the run gets underway at 10 a.m.

Last boot sale at Centennial

The final car boot sale of 2018 takes place this Saturday from 8:30 a.m. to noon at the Centennial Beach parking lot. Ladner Village, specifically 48th Avenue, will come alive once again this Sunday as the 22nd season of the Ladner Village Market comes to a successful conclusion. The market, which features more than 160 artisan vendors from around the province, runs rain or shine from 10 a.m. to 4 p.m. Sunday’s featured entertainment will be provided by the Hell’s Gate Blues Band. With an emphasis on make it, bake it or grow it, the market allows everyone to meet the individuals who create the products. Market coordinator Tracey McKnight said this year’s season has been a huge success. “The weather has cooperated again. We had an exciting year where we welcomed more than 40 more vendors to enjoy our beautiful area,” McKnight said. “We had quite a few new local vendors as well as vendors from Saltspring Island, Vancouver Island, Kelowna as well as Fort St. John.” McKnight said over the years the market has developed a reputation for

being a friendly, inviting and well organized place that is open to vendors of all shapes and sizes. “It’s a real commitment for our vendors, but they love our cheery atmosphere,” she said. “Many of these vendors go to many different markets throughout the summer, but they love the helpfulness of our volunteers and staff. They love the outstanding quality of the products that are being shown. We greet them in the morning and try to make this a unique experience for them. They like the organization of the market.” So how does the market continue to be such a success? McKnight attributes part of that to the organization, the staff and volunteers. “We work hard in that after every market we have a debriefing. What worked, what went wrong, what can we improve? We want to keep getting better every time,” she said. “The volunteers that we have that have been with us for years that help with our parking, traffic, and set-up are wonderful.” Another key factor is the Ladner Village businesses that also open up on market Sundays which adds to the experience for

shoppers. “Everyone works so well together. We have become a destination for many people,” she said. “They like the atmosphere of the market. We do hear the feedback from the village businesses as well as other Ladner businesses that they do see more traffic on market Sundays, so it has other positive spin-offs as well.” When asked about the

longevity of the market, McKnight said they could never have dreamed how successful it has become. “Originally it was started by two people, one was a business person within Ladner who wanted an English-style market,” she said. “After a couple of years the merchants on

the street took it on and let’s have a street sale. Then our vendors said we want to be there. Over the years the vendors have just kept coming. Our wait list is at least 30 this year. We are still learning and there are always areas to improve. It’s been a great season.”

A sparkling end-ofsummer celebration takes place this Saturday night in North Delta. Geared to all ages, the City of Delta’s annual Luminary Festival runs from 6 to 10 p.m. at Sunstone Park (10400 Delsom Cres.). “It’s one of our bigger cultural events,” said Judi Stene, spokesperson for the City of Delta. “People go all out and dress up in costumes and bring their own lanterns. There have been a lot of neat costumes in the past.” Stene said you can also make your own lantern at the festival. She stresses that all lanterns must be lit with tea lights and not candles or an open flame due to safety and fire restrictions in Delta parks. The festival is highlighted by the parade of

The first social fundraiser of the fall season takes place next weekend at Ladner’s Greystone Stables. The Delta Firefighters’ Charitable Society presents its sixth annual Harvest Festival on Saturday, Sept. 15, which thanks to the generosity of the community and many sponsors, is sold-out again. The Harvest Festival brings the agricultural community together with other local businesses and community leaders to celebrate the harvest season while raising money for great causes. “We will have more than 450 folks out dressed up in their cowboy hats, boots and flannel shirts all having a great time,” said Delta Firefighters’

Charitable Society president John Burr. “Last year we raised more than $106,000. This is the biggest charitable event of the year for us.” Burr said the primary beneficiary this year is the Reach Child and Youth Development Society. “We are sponsoring a program called the Connex program, which helps the families in Delta deal with fetal alcohol syndrome of which there are at least 20 families using it in Delta,” said Burr. “The program was funded by the provincial government, but those funds shut off in June, so our goal is to raise enough funds to help them continue the program this year and into next year. It’s about a $45,000 program.” Other event highlights include locally sourced food for the buffet dinner, live music, mechanical

bull riding, photo booth, casino and other games, a silent auction and a live auction with some amazing trips, including a fishing package and a house boat getaway to the Shuswap, and the famous dinners where firefighters cook and serve 12 guests. “The community has been absolutely awesome with us. Every year the event just seems to get a bit bigger,” said Burr. “We get a lot of people who donate in-kind – everything from the food for the buffet dinner to auction prizes. If it wasn’t for Mike’s generosity at Greystone Stables and all our other sponsors, we would never be able to put on the event. It’s always a fun night. We want to create a great atmosphere where people can socialize, have a great time and raise money for a great cause.”

All participants will have a hearing test provided at no charge and if appropriate, the clinician may discuss hearing rehabilitation options including hearing aids. Qualifying participants may also receive a demo of the latest hearing technology. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada. Why participate in the hearing study? Hearing problems typically result from damage to the ear and researchers have spent decades trying to understand the biology behind hearing loss. More importantly, researchers now realize the need to better understand how hearing

loss affects your everyday life*. In this new hearing study, Professor Pichora-Fuller and her team are trying to find out how people learn to live with hearing loss and how new solutions could help these people take action sooner and live life more fully. It is estimated that 46% of people aged 45 to 87 have some degree of hearing loss1, but most do not seek treatment right away. In fact, the average person with hearing loss will wait ten years before seeking help2. This is because at the beginning stages of hearing loss people often find they can “get by” without help, however as the problem worsens this becomes increasingly harder to do. For some people this loss of clarity is only a problem at noisy restaurants or in the car, but for others it makes listening a struggle throughout the entire day. By studying people who have difficulty hearing in noise or with television, we hope to identify key factors impacting these difficulties and further understand their influence on the treatment process.

Everyone’s back in the classroom this week, and I feel I should be too. No, it’s not that the days after Labour Day fill me with a wistful craving for school. And no, it’s not that I have a burning desire to bone up on my logarithms, my French conjugations, my multiplication tables or my chemistry elements. (Heck, I never did get a grasp of those chemistry elements in the first place, so there’s nothing at all to bone up on.) It’s just that, well, we could all do with a little

more education, right? Me? I could benefit from a little Automotive 101 or a bit of a primer in cooking Italian. After all, what’s not to love about knowing how to give your car an oil change or making your own linguine? But those are the obvious offerings. I’d love to learn Italian, but I would benefit much, much more from a course in the ABCs of Dishwasher Organization. I hate to put this out there, but I haven’t the foggiest idea how to properly load a dishwasher, and nor does anyone in my family. (The husband maintains that he does, but that is not the case.) In related appliance education, I think the family could really use some courses — say, six or eight of them — on Freezer Basics: Think Before You Throw It In. With a little training, we’d learn to master the freezer drill,

and perhaps even know what’s inside it. Were the husband returning to school, my betting is that he’d enrol in Mole Magic: How To Keep Your Property Critter Free. As it is, he spends 75 per cent of his time fixating on moles, so he might as well write an essay on them. I’m sure he’d get an A. Learning, of course, should be a lifelong endeavour, and there are myriad how-to things I’d like to learn. I’m game to take courses on how to give myself a pedicure, how to find the best shrimp dumplings and how to remove bubble gum from the arm of a chesterfield — just to name a few. It’s true these are not mainstream educational offerings, but rather specialized, niche subjects that are hardly run of the mill. Perhaps I’ll start with another course — one that shows me how to find them.

The Southlands Opportunity to learn about the lease back of Delta-owned land Background: The Southlands development was approved by Delta Council in 2016. As part of the application, 173.6 hectares (429 acres) of land, representing 80 percent of the site, was transferred to Delta by Century Industries Ltd. for agricultural uses, natural habitat, public open spaces and greenways. During the Southlands application process it was noted that Century Industries Ltd. proposed to lease back portions of the land that has now been transferred to Delta. Three draft leases are being considered, including a Market Square Lease, a Community-Based Farm District Lease, and a Greenspace/Park Lease. The lands associated with the individual leases are shown on Map No. 1.

Public Consultation Process: Before the leases are brought forward for consideration of approval by Council, Delta is providing the public with an opportunity to learn about and provide comments on the general terms and conditions. Community South Delta Water Main Replacement Project Final Phases of Construction to Begin To continue providing clean, safe drinking water and to meet increasing water demands in the region, Metro Vancouver is constructing the South Delta Water Main Replacement Project in the City of Delta. This essential project involves replacing an existing water main, installing new underground valve chambers and connecting the new main to the existing water distribution system. Phases 1 and 2 of this four phase project are now complete, and we thank the surrounding community for their patience and cooperation during construction.

Minimizing Traffic Impacts Traffic in both directions will be maintained at all times during construction. In an effort to reduce traffic impacts in the area, overnight work will be required. Please follow the direction of the signage and traffic control personnel.

Suburbanites get to experience working farm Popular annual event this Saturday will have activities galore at Westham Island Herb Farm

Hosted by Delta Farmland & Wildlife Trust in partnership with Delta farmer Sharon Ellis and family, the popular event provides visitors a unique opportunity to interact with many aspects of Delta’s farming community while spending time at a working farm. Day at the Farm is packed with activities for the whole family. In addition to the popular farmerled hay wagon tours and BC Dairy Association milking shows, visitors can look forward to 4H Club displays, a youth music talent show, cattle roping demos, a mini-live auction, draft horse plowing demonstrations and wildlife conservation displays. Farm Gate Stand Open Daily The Delta Farmland & Wildlife Trust operates several stewarship programs, including grassland set-asides, to benefit agriculture. This is a milestone year for the Delta Farmland & Wildlife Trust as the organization celebrates its 25th anniversary. During the course of a quarter-century, the trust has supported local farmers through the annual provision of more than 1,500 hectares (3,700 acres) of critical wildlife habitat for resident and migratory birds in the Fraser River delta. Since its establishment in 1993, more than 38,000 hectares (96,000 acres) of farmland has been enhanced for wildlife habitat and/or improved for soil conservation through six stewardship programs. Of those 38,000 hectares, approximately 30,000 hectares have been planted to winter cover crops, 5,000 hectares have been enrolled in the grassland set-aside program, 3,150 hectares have been laser levelled and roughly eight kilometres of hedgerows have been established. Including the grass margin and field liming stewardship programs, more than $8 million has been disbursed into the local farming community to support land stewardship

and the viability of farming in a region that continues to face increasing challenges. “None of this would have been possible without the support of our long-term partners,” said trust program manager Drew Bondar. “One funder in particular has been monumental in supporting DF&WT since the beginning. The Delta Agricultural Society has provided over $4 million in support. DF&WT would not be what it is today or have maintained its level of success over the past 25 years without the direct support of the Delta Agricultural Society.” Other significant program funders (i.e. excluding barbecue fundraiser, Day at the Farm and research project contributions) include: the Government of Canada through Canadian Wildlife Service, Ducks Unlimited Canada, BC Waterfowl Society, City of Delta, Vancity, Habitat Conservation Trust Foundation, Wildlife Habitat Canada and the City of Richmond. McCallum’s Miles for MS walk raises over $8,000

The annual McCallum’s Miles for MS organized by Lindsay McCallum brought family, friends, neighbours and colleagues together for an eightkilometre walk through Tsawwassen to raise awareness and funds for those living with multiple sclerosis. The July 28 walk raised $8,570 with the support of McCallum’s personal network and her employer, JJM Construction Ltd., which matched all JJM employees’ contributions to the cause. Save-onFoods Tsawwassen also supported the event by donating food and drinks.

McCallum created the event in 2012 for her father Victor Ross, who was diagnosed with MS in 1984 at the age of 36. She set a goal of raising $30,000 in 10 years to fund research for the MS Society of Canada and help spread awareness for the disease. In seven years, she has raised over $28,000. Sadly, Ross passed away in March after 33 years of fighting his battle with MS. McCallum says she will continue to honour her father and reach her fundraising goal to help make a difference in the lives of those affected by MS. “I am getting closer

to my 10-year goal of $30,000,” says McCallum. “I know my dad would have been smiling down on us with pride. I would like to continue this annual walk to get the community involved in raising awareness for MS.” McCallum’s Miles for MS is organized through the MS Society of Canada’s I Challenge program, which enables supporters to create their own fundraising event. Funds raised are directed towards research to find the causes and cure for MS, and to provide support and services for people living with the disease.

Horse and Humans: A Special Bond for all Ages! By Candice Miller of Pony Pals Riding Stables

It’s a magical thing, that bond that occurs between a child and their horse, something which words cannot describe effectively, but you can recognize immediately. It becomes a core part of the child’s identity, an amazing connection, a piece of completion found through an unusual best frienda large, loving kind equine. Quietly whispered words of love into a fuzzy perked ear, arms wrapped around the heavily muscled neck, and the look in the horses eyes that says “I love you, I understand you, and I totally accept you as you are.” There is an accepted truth amongst even the smallest children of three who come out to our stables for their weekly ride: their pony love them the best, that he is the best pony in the world, and that he would prefer to sleep at the foot of his rider’s bed!” It’s not quite enough to ride a pony, and not even to own a pony, but it might even be best to BE a pony! Many little girls and boys can be seen cantering around their house, practicing jumping over furniture scattered throughout the living room. Riding day is always the highlight of the week, with the clothes often laid out the night before. As they grow up into an age of school stresses, and greater awareness, into the world of structure and expectations, riding takes on a different meaning: the child arrives at the barn and immediately begins to relax and refocus, a whiskery kiss and a shaggy hug makes manageable the problems of the school day. Confidence is rebuilt, and the child feels accepted in the stables welcoming community: after the ride, the knowledge they have a place where they are always successful carries them forward to the next week. In the teen years, the need to have the equine bond intensifies. In a tumultuous time of their life, teens look to their horse for strength, unquestioning acceptance and support, quietude and stability. The horse and their barn friends become a “constant” in their life, a place where they can be guaranteed success through dedication, learn responsibility, and be thoroughly gratified by the experience. The huge amount of respect, adoration, admiration, responsibility and commitment required to create and maintain this attachment is intense, and is an important life skill. The only thing greater is what the horse gives back to the rider: self-confidence, security, unconditional love, joy of life, inner peace and a sense of self-worth. To know that no matter what happens, there is someone who loves them, needs them and will always be there for them, no matter what the outside circumstances of life bring. The horses only expectation is to be treated fairly, be loved in return, and an occasional carrot! As an adult, riding takes on an entirely different meaning:

it’s a time where the rider can just relax, focus on their own goals, and put all the problems of family, work and stress away. The barn is a sanctuary for the entire family, an emotional safety zone, and a place where dreams really can come true. A place where all those who share this passion for horses can congregate with the same mutual need: To be with their horse, because they’ve been dreaming of him all day!

South Delta opens football season with key conference tilt at Mt. Doug on Friday MARK BOOTH

The South Delta Sun Devils are jumping right into the teeth of their schedule when they kick off the B.C. High School Football season on Friday afternoon. For the first time in recent memory, the Sun Devils will play a key Western AAA Conference game right out of the gate against perennial powerhouse Mt. Doug in Victoria. It will then be another road game against Carson Graham before the home season opener Sept. 29 when defending B.C. champion New West Hyacks come to Tsawwassen. A pre-season game in Kelowna was cancelled due to the air quality from the raging forest fires in the Interior. So it’s been two weeks of a training camp environment preparing a young team for what’s certain to be a challenging month. “The plus side is (Mt. Doug) hasn’t had an exhibition game either,” chuckled veteran head coach Ray Moon. “Is it concern-

ing? Yeah, because we’re still trying to get everything going and identifying who is going to be working at certain positions. Usually exhibition games are beneficial for that. Now we are going to have to do it on the fly during the game.” South Delta’s program has enjoyed an outstanding run in recent years, highlighted by its first-ever B.C. AAA title in 2014. A talented and now graduated 2000-born group suffered heartbreaking semi-final losses to the eventual champions the past two seasons. Only six players are back from the 2017 squad and the roster of 23 leaves not a lot of room for injuries. Yet, there are still plenty of athletic and dynamic players that could have the Sun Devils in the title hunt again. Grade 11 quarterback Ben McDonald is part of a terrific athletic family that has played a huge part in the Sun Devils recent success. Older brothers Jack and Grant had leading roles on the cham-

pionship team and their father Bruce is now the team’s defensive coordinator. Ben has all the tools to be among the best in the province in remarkably his fourth-year with the team. He showcased his versatility a year ago as the Devils’ leading receiver in the regular season and playoffs, ranking fourth in B.C. “He is one of the pillars on this team. Just the fact he has been here since Grade 8 that he knows what is going on and is comfortable with it,” Moon continued. “He knows what it’s going to take to get the job done. (Running back) Andrew (Kraft) as well. They will do everything in their power to do that and lead the team. Kraft along with promising Grade 11s Ethan Troniak, Evan Paterson and Rhys Porteous gives longtime offensive coordinator Mark McDonald plenty of weapons to work with. Ultimately, the Sun Devils success will depend on how well their re-built interior lines stand-up. Centre Riley Gookstetter is the lone returnee on the offensive

Delta Police offer much more than a soccer camp MARK BOOTH

It didn’t take long to figure out why the Delta Police Department’s second annual summer kids soccer camp was sold out nearly two months in advance and is only going to keep growing in popularity. About 110 kids — ages five to 11 — participated in last week’s camp that goes well beyond developing soccer skills. A busy five days of activities concluded on Friday with not only a mini-World Cup but a visit from the RCMP Air 1 helicopter that landed right on the turf field at Dugald Morrison Park. Earlier in the week it was an opportunity to run with a couple of puppies in training with the K9 unit and a visit from the Delta fire department that provided a friendly shower from 100 feet above the field via the Tower 1 truck. What other camps can offer that — especially for an early bird registration cost of $80 and $100 regular price? “With the luxury of being the police we actually have a few more resources we can tap from,” smiled the camp’s head coach Const. Aaron Hill, a 10-year DPD veteran. “It’s a very community-focused event and most of the kids are from the surrounding area.”

There was learning skills and much more including a friendly spray from Delta fire’s Tower 1 Truck (right) at the Delta Police Kids Soccer Camp. “Last year we had about 70 and it took a lot of pounding the pavement to get those 70 kids. This year we are at capacity and had to shutdown (registration) in early July. It’s been a really good response from the public and they seem to love it.” The camp is part of the department and the Delta Police Foundation’s initiative to work with more youths in the community. A soccer skills week was a good fit for the younger ages, especially with the officers’ athletic backgrounds. With the exception of a few student

volunteers, all instructors are members of the department. Some also coach in the community and many have played at a high level. “We were kind of missing this age group specifically,” added Hill. “We have the police academy for the older high school kids and a threeon-three (basketball) tournament as well. We didn’t have something where we were interacting with them and demystifying the police. “Someone from last year’s camp came up to one of our officers on the street and said ‘hi coach.’”

Winskill Otters are gearing up for another season and continuing their reputation as one of the top masters swim clubs in the province. The Otters are coming off a terrific 2017-18 campaign that not only saw them rank No. 1 among mid-sized clubs (3191 members) but also finish with more points than any of B.C.’s largest clubs over the course of the masters season. The first place finish for the mid-size tier means another champions’ banner will be added to the ceiling of the Winskill Aquatic Centre for the sixth time in seventh years. The success can be attributed to the engagement of club members to attend these meets and as participation numbers go a long way to producing high

point totals. The Otters were also well-represented at the Canadian Masters Swimming Championships with Nicole Grille, Kenna Papadopoulos, Dan Brimm, Dalton Boon, and Liz Smith each coming through with at least one first place finish. Grille and Smith led the contingent with three each. The season’s upcoming schedule includes the club’s own Ottermania on Nov. 3. This meet typically attracts swimmers from across Western Canada and the US. The Otters rely on a full complement of swimmers to help keep membership dues down and are currently looking for new members to fill out the club roster. BAILEY, Hilkka K. May 18, 1937 − August 19, 2018 Sadly, Hilkka passed away suddenly but peacefully during her afternoon nap on August 19. She leaves: her daughters Dianne (Ed) Slik, of Pitt Meadows and Cheryl (Jim) Place of Ladner; three grandsons, Corbin, Torin, and William; and one granddaughter, Tanis. She also leaves 5 sisters and two brothers along with many nieces and nephews. She was pre −deceased by her brother Tapio in 1972, first husband Gerald Flury, son Clifford in 1983 and by second husband Jim Bailey in 2001. Hilkka was born in Kirkland Lake, Ontario in 1937 and moved to BC in 1947 with her parents and eight siblings where they worked hard on their daffodil and tulip farm in Bradner. She moved to Terrace with her husband Gerry and three children in January of 1965 and lived there for 16 years. She spent the next 25 years living in Nanoose Bay and Parksville. Once her husband passed away she felt the need to be closer to family so she then moved into Augustine House, Ladner, in 2009. She thrived in the small community of Augustine, making many friends and becoming involved with the "Nifty Knitters", enjoying many crafts and painting classes and helping others with sewing projects. The Ladner grandkids were always "on call"to come "move a box"or take her out shopping and for lunch which she always loved. She was sad to leave Ladner following a stroke in 2016. She spent her last years in Nicola Lodge, a wonderful care facility in Port Coquitlam, close to daughter Dianne and her family. She was in good spirits during most of this later time but was determined to get back on her feet and regain her independence until the day she passed. Her stories, creativity, generosity, and infectious laughter will be remembered and missed by all of us. There will be a celebration of life held at Ladner United Church on November 10, at 1:00 pm. In lieu of flowers, donations to the Cystic Fibrosis Foundation will be greatly appreciated.

ATKEY, James William (Bill) James William (Bill) Atkey of Ladner, B.C. passed away peacefully at the Irene Thomas Hospice on August 20, 2018. A Celebration of Life will be held at Ladner United Church on Saturday, September 8th at 11 am.

Suddenly on Tuesday, August 28th. Born in Vancouver, Vicki spent her formative years in Vancouver and New Westminster. A graduate of UBC, Vicki worked in education. She is survived by her loving husband of 55 years (Ian) and children Alison Kerr and Michael (Philippa)and grandchildren Paul Kerr and Christopher and Scott MacDonald, sister Dianne (Lazlo) and niece, Angela. Preceded by her parents George and Gwendolyn. Vicki, an active member of Sacred Heart Catholic Church community valued her many close friends deeply. A long-time resident of both Tsawwassen and Whaling Station Bay, Hornby Island, Vicki tended her bountiful vegetable garden, and was an amazing wife, mother, grandma and friend, seasoned traveler, lover of sunny days, and living life to the fullest. The Funeral Mass is Thursday, September 6th, at Sacred Heart Catholic Church at 11 o’clock in the morning. A treasured life well lived, cut short, too soon.
