Delta politicians at all levels and political stripes have come together to address the tumultuous situation at Delta Hospice. In a joint letter to Adrian Dix this week, Mayor George Harvie, MP Carla Qualtrough and MLAs Ian Paton and Ravi Kahlon asked
for a meeting with the province’s health minister, noting the Delta Hospice Society board’s opposition to Medical Assistance in Dying (MAiD) has become a distraction from the good work of hospice staff and volunteers, causing severe damage and division within the hospice and throughout the community. Saying they appreciate the
government had taken earlier action by notifying Delta Hospice its funding and service agreement will end Feb. 25, 2021, the letter also states there’s growing anxiety in the community over statements by board president Angelina Ireland. “As elected officials, we are united in voicing our concerns with the board’s recent decision
to significantly alter its constitution and bylaws, while at the same time seemingly thwarting the efforts of our citizens to have a say in the direction of the society,” the letter notes. The Delta officials are referring to a special meeting the hospice board has scheduled for June 15 to amend the society’s constitution to include state-
ments on Christian principles. The meeting was scheduled as a large number of Delta residents opposed to the board’s actions saw their membership applications denied without explanation, a move alleged in order to stack the membership, including non-Delta residents, to impose religious views. Dix steers clear of controversy
Health minister not willing to wade into Delta Hospice membership fracas SANDOR GYARMATI

Despite the uproar, Health Minister Adrian Dix doesn’t appear ready to enter the Delta Hospice Society membership controversy. Dix issued a statement last Friday reiterating that Fraser Health will stop funding the society next February, having provided the required notice to end its service agreement without cause. The decision is final and will not change, but Delta Hospice Society can continue to provide hospice services until then, Dix noted. The health minister steered clear of the ongoing controversy that has seen the society’s board allegedly stack the membership with supporters while denying membership to many others, including longtime supporters as well as prominent Delta residents such as former MLA Vicki Huntington. Dix noted anyone concerned about governance issues of the society may have remedies available to them under the Societies
Act and should consult a lawyer for advice on options available. Huntington last week told the Optimist it’s sad what has happened to the society, adding it’s ironic that those now running it were accepted as members but are now trying to shut out everyone else who don’t agree with their religious viewpoints. “The essence of a democracy is the personal discipline to respect another’s point of view and beliefs. This attitude of the board members, which so ironically are only there because they joined the society, is neither democratic nor respectful. In fact, it smacks of intolerance and disrespect, neither of which have a place in faith or in God’s Golden Rule,” she added. MLAs Ian Paton and Ravi Kahlon, as well as Mayor George Harvie, also weighed in on the membership controversy. Noting the community had raised millions to build the Ladner complex, Paton wrote to Dix, “Regrettably, I understand in recent weeks several

community members have had their membership applications denied, without explanation. Further, upon being informed of the rejection of their mem-
bership application, these individuals were not provided with a reasonable opportunity to make representations to the board of directors.”
He also wrote to Ireland, saying the society must remain open to all citizens, and encouraged disgruntled parties to bring their dispute to the Civil Resolution Tribunal for an independent decision in accordance with the B.C. Societies Act. Ireland, through her legal counsel, immediately responded, asking Paton on what point of law or which society bylaw his statement was based. Ireland told the Optimist Delta Hospice is a private society and the board has the right to vet applications, adding it’s been flooded with requests, including from “people who have maliciously and intentionally inundated the society with their memberships.” She was also critical of Harvie, who last week said, “We cannot let the intolerable actions of the current board go on.” The issue stems from the board’s refusal to provide Medical Assistance in Dying (MAiD) with Ireland saying many are concerned that people are going to be forced into euthanasia.

intention of Delta Hospice to do procedures that would hasten the end of life, Ireland has maintained that MAiD is not in keeping with the principles of palliative care, accusing the province of trying to “steal” the Delta Hospice facility. She told the Optimist last week those who want MAiD should form their own group and build their own facility. In 2016, the federal government passed legislation permitting MAiD. Fraser Health approved its policy later that year that man-
dates hospices provide the procedure, although faithbased facilities are exempt. After refusing to adhere to the policy, Dix this year announced that Delta Hospice had been given one-year’s notice without cause that the province would pull its funding and the society would not be permitted to provide palliative care. Ireland said the province shouldn’t be able to do so if Delta Hospice is faith based and the upcoming meeting will formally affirm Christian principles.

Reward now at $6,000 in Beach Grove raccoon case
The reward being offered to find the person responsible for trapping a raccoon in Beach Grove last month has now reached $6,000. Lesley Fox, executive director of The FurBearers, a wildlife nonprofit, said since news of the incident broke, several individuals have stepped up to contribute to the reward. “I only expect that amount to increase because people are desperately wanting to hold the individual(s) who set that trap responsible,” said Fox. “To the best of my knowledge, this is the highest reward ever offered for a wildlife trapping cruelty case.” The raccoon was found in the area of 17A Avenue, a block from Beach Grove Park and Beach Grove Elementary, with a Duke-style trap on its leg. By the time it arrived at Critter Care Wildlife Society, maggots had infested the wound and the raccoon was humanely euthanized.

• May 25, 8:33 p.m., 4000-block of 11A Avenue: Complainant contacted police to report fraudulent activity on his business bank account. The victim was advised to change all passwords, and at the advice of the bank, is cancelling his accounts. The bank has its fraud department investigating. • May 26, 5:35 p.m., 1300-block of Morris Crescent: Residents contacted police to report that a detour due to a
water main breakage had resulted in vehicles speeding through their area. Complainants were concerned about the safety of children playing in the area. Police attended and conducted patrols in the area, however, all vehicles that were observed were obeying the speed limit. Complainants were advised police would continue enforcement. • May 27, 7:32 p.m., 1700-block of 56th Street: Complainant contacted police regarding a group of teenagers who were drinking alcohol in a park. Police attended and spoke with approximately 10 teens who agreed to throw the bottles away and clean up. Police confirmed that none of the teens who were drinking were planning to drive as they had a designated driver. • May 30, 11:28 a.m., 1200-block of 56th Street: Complainant reported that he had lost his wallet the night before that contained approximately $200, his ID and credit cards. The credit cards were used in two “tap” transactions the following day. The complainant cancelled his cards.
• May 30, 1:57 p.m., 1200-block of 56th Street: Complainant called police to report a possible impaired driver parked at a local liquor establishment. Police located the vehicle and when the vehicle went mobile, the officer conducted a traffic stop. Reasonable suspicion was formed, and the driver was required to provide a breath sample which resulted in a “FAIL.” The driver was issued a 90-day immediate roadside prohibition and his vehicle was towed. He left on foot. • May 31, 5:53 p.m., 500-block of Boundary Bay Road: Police attended Centennial Beach after receiving a report of a missing swimmer. Police officers and Delta firefighters attended and began searching for the swimmer. Police located him walking on the beach; he was safe, in no distress and informed police that he went for a longer swim without telling his girlfriend.

• May 26, 12 p.m., Highway 17 and Highway 99: While driving westbound, directly behind
a motorcycle, police observed a vehicle approaching from behind at a high rate of speed. Rear radar on the police vehicle locked the speed at 140 km/h in an 80 km/h zone. The vehicle passed the police vehicle, and immediately had to change lanes. The motorcycle ahead had to brake hard to avoid a collision with the speeding vehicle. Police activated emergency equipment, and a traffic stop was conducted. The driver was issued an excessive speed violation ticket and his vehicle was towed. • May 25, 5:27 p.m., 4200-block of Arthur Drive: Police were called to a report that an unknown person had rummaged through their vehicles. The vehicles had been left unlocked. There was no damage and nothing was stolen. • May 25, 9:14 p.m., 4800-block of 53rd Street: Police were called to a report of a theft from vehicle. The vehicle was broken into, unknown how because vehicle was locked. Sunglasses, gift card and a cushion were stolen.
• May 26, 11:30 a.m., 3000-block of 41B Street: Complainant reported observing a cube truck parked in her driveway that drove quickly away. Upon checking, she discovered that $140 in empty cans were missing. • May 27, 9:33 p.m., Linden Drive at Westminster Avenue: Police conducted a traffic stop with a vehicle that had disobeyed a stop sign and was speeding. There was a distinct odour of liquor from the driver’s mouth. A breath sample was taken which resulted in a “WARN.” The driver was issued a three-day immediate roadside prohibition and the vehicle was towed. • May 29, 9:33 p.m., 4500-block of 62nd Street: Complainant reported several vehicles doing donuts and burnouts. Police located approximately 10 vehicles parked. One of the members of the group advised police that some friends were over for a birthday party. Police were unable to determine which vehicles were involved, however the group was verbally cautioned regarding stunting.

It looks like the Ladner Village Market will operate in some form this summer after the City of Delta granted it an operating permit Tuesday. The popular market was scheduled to open its 24th season on Sunday, June 14, and although that won’t happen, organizers are hopeful a revamped market will open sometime this summer. Organizers told the
Optimist in an email last week that once they receive approval to operate as a food-only market, they will release details about how the market will be revised and the new rules that will be in place. “The Ladner Village Market will not be the same market experience the community has seen in the past,” organizers stated in the email. “It will be greatly reduced in terms of vendors, attendance, entrance and exit, and time spent in the mar-
ket area.” The market’s website was recently updated by removing both June dates, although dates for July, August and September still remain. “As of May 15, the Ladner Village Market is working towards final approvals to open as an essential food-only market under the guidelines of the government. We will update this site with specific details as we have them,” said a statement on the website.

City of Delta approves spending $62,000 on COVID-19 testing kits

The City of Delta is ensuring its staff and first responders have equipment and testing kits during the COVID-19 pandemic. At Tuesday’s special Delta council meeting, civic politicians authorized the purchase of COVID-19 testing equipment (four machines and a six-month supply of testing kits) from Spartan Bioscience (a sole sources provider approved by Health Canada) in the amount of $61,929. The testing equipment will be utilized by City of Delta employees, Delta Police Department, Delta Fire Department and the Tsawwassen First Nation Service Team. According to a report from DPD Chief Neil Dubord, the purchase of the COVID-19 testing equipment will ensure the city is well prepared for testing employees as B.C. reopens gradually and should there be a second wave in the fall as predicted by some health professionals. “It is recommended that the City of Delta commit to a six-month
duration with 100 test kits for each month,” said Dubord. “The number of monthly testing kits ordered can be increased if required, dependent on supply availability. Testing kits have a sixmonth shelf life and will be saved to build an inventory when not required for use. If and when there is a second wave of infection further into the year, the City of Delta and other departments operating under the City, will be well prepared to conduct tests as necessary.” City manager Sean McGill said this allows the city to, within minutes, test front-line workers, as well as police and fire first responders, for COVID-19. “I think it is extremely important that we are self-sufficient,” added Mayor George Harvie. “We just don’t know how much longer we will have access to the Fraser Health testing facility that we have next door. We don’t know if there is going to be a second wave, but this really allows us to be prepared for the worst, which is extremely important. We can stand on our own.”
State-of-the-art CT scanner now in operation after $1.7M raised Delta Hospital and Community Health Foundation has announced that a new state-of-the-art CT scanner is now operating thanks to $1.7 million being raised through the foundation’s signature events and generous community donations. This new scanner has replaced an older model that was nearing the end of its life span. The campaign was anticipated to take two years, but due to the overwhelming generosity from event sponsors, attendees and donors, the foundation was able to fulfill its commitment in record time. “Right now, more than ever, it is critical that Delta Hospital has access to the latest and best technology,” said Lisa Hoglund, executive director of the Delta Hospital and Community Health Foundation. “We are grate-

information leading to the diagnosis or ruling out of many medical conditions and diseases such as aneurysms, tumours, stroke, kidney stones and appendicitis. The improved image and quality of the new CT scanner
will allow for more accurate diagnoses, faster scan times and innovative diagnostic technologies. Last year, more than 8,400 scans were performed, including emergency and trauma scans as well as scheduled scans.
Playgrounds and basketball hoops reopen throughout Delta
The City of Delta reopened playgrounds and basketball hoops, including those on Delta School District property, on Monday. Delta made the announcement last Thursday, saying it’s
part of the city’s phased approach to reopening public amenities to continue to limit the spread of COVID-19. In early May, the city opened sport courts, turf fields, and other outdoor amenities like disc golf
and lawn bowling. More recently, skate parks and bike parks reopened. According to Delta, the safe use practices at these amenities exhibited by residents have allowed for the reopening of playgrounds and basketball hoops.
“I am very proud of the community for our combined efforts to limit the spread of COVID-19,” said Mayor George Harvie in a news release. “The actions of all individuals are serving to protect the community as a whole.”

The first of what could be many new pieces of public art is taking shape in Ladner Village. South Delta artist Gary Nay has begun painting a colourful mural on the wall of the Telus building facing 48th Avenue, a project he believes will take about six to eight weeks to complete. A mural program is just
one of several ideas the Ladner Village Renewal Advisory Committee put forward in an effort to create more vibrancy in the village. A community group is also championing the idea of murals. The Telus wall became a canvass for such a project when several trees were removed last year. The city selected Nay’s submission earlier this year after putting out a call for proposals.
The city says the mural highlights themes of culture, industry and nature by following the Fraser River from Brunswick Point to Watershed Park as it winds its way through Delta’s past, present and future. Nay’s work is familiar to many as he’s painted murals at Holly Elementary in East Ladner and English Bluff Elementary in Tsawwassen.

s the good name of the Delta Hospice Society sinks deeper into the mud, there are many aspects of this saga that make you scratch your head, although I can’t get past the incredible irony of it all. The current board of directors is looking to turn the society into a faithbased organization, claiming that it’s an effort to get back to the roots of hospice. The real reason is that it hopes by being faith-based it will be exempted from Fraser Health’s assisted dying policy and can continue to receive provincial funding, which is scheduled to be cut off early next year. The board wants to amend the society’s constitution at a meeting later this month, but it needs membership approval. The only problem is that with a wave of new membership applications, largely made up of those who are supportive of the Irene Thomas Hospice offering Medical Assistance in Dying (MAiD), that vote is unlikely to go their way. So what’s a board that’s backed into a corner and grasping at straws supposed to do? Well, it wholesale rejects applications on the spurious grounds of malicious intent and when challenged, it claims it’s a private society that has the right to do so. Say what? I’ll let the lawyers figure that out but the ironic part is this board wouldn’t be in place today to make such an inane claim if it weren’t for a similar membership drive last fall that put president Angelina Ireland and like-minded individuals at the helm. Why was it OK for any member of the community to sign up last fall but that basic right no longer applies today? And what’s so subversive about folks like former MLA Vicki Huntington and retired police chief Jim Cessford that their applications had to be rejected along with many others? It’s clear the group running Delta Hospice now doesn’t have the necessary support to change the secular society into a faith-based one, so it’s making a desperate bid to maintain control. However, Delta Hospice is a community organization that belongs to everyone, and should be open to everyone, not just to a particular segment that holds certain religious beliefs. Present management should feel free to start their own hospice that reflects their values, but they must leave the one the community built alone.
Best defence against stressful times is to stay the course

hether you look near or far, you have to pause and wonder if the world is slightly off balance. I feel it is. As we near the mid-point of 2020, I can’t remember a year that has brought so much tragedy, so much hardship and so much change. Here in our little community there is plenty of evidence that things aren’t right. Someone is laying inhumane animal traps in Beach Grove. Drunk drivers are on the rise in Delta and the aggressive speeding I have witnessed over the past two months is shocking. The future of our hospice is under threat from an interest group vehemently against Medical Assistance in Dying (MAID). Local businesses are hanging on by a thread, and many people are barely making ends meet. Our young children have lost their innocence, wondering if their schools will ever feel safe again. Looking south beyond our border we see and feel for our American neighbours who are in a crisis. The recent death of African-American George Floyd at the hands of a Minneapolis police officer was so disturbing I had to turn away from the screen.

Floyd’s death has ignited violent protests and upended U.S. cities. Racism, polarized politics and economic hardship is a toxic mix for social unrest that I don’t see ending any time soon in America. We know racism is alive and well here in Canada too. Recent violent and verbal attacks on people of Asian descent here in the Lower Mainland have shown that ignorance and prejudice is just below the surface in our communities. There’s no place for racism and it must not be tolerated. The pandemic has made the world feel smaller to me. Every person on earth has felt the ripple effect of COVID-19 on some level. It’s not a Third World problem, or a First World problem, it’s everyone’s problem.
Perhaps that’s why Floyd’s death feels so personal and so disturbing. Our communities are under stress with the threat of COVID-19 constantly lurking in the background. We continue to be on edge, I see it all around me, in my family, in my workplace and out in public. Even as we appear to be successfully navigating Phase 2 of our restart plan, we are suffering from the weight of the unknown. We must continue the practices we have been using so far: Stay in touch with loved ones and neighbours. Take a break from the news, exercise, eat well and get regular sleep. Reach out if you are feeling increased anxiety, you are not alone. Tolerance, empathy and kindness are values that must continue to guide us as we move forward into uncertain times. In public a smile goes a long way, an encouraging nod or a joke can ease the tensions we are all feeling. Let’s continue to be thoughtful and accepting of one another in this beautiful place we call home. Hospice board not acting in Christian manner
Editor: The board of the Delta Hospice Society is putting the future of the hospice at risk, apparently to provoke a last-gasp showdown between modernity and a nostalgia for Christian supremacy. For nothing more than a symbolic slap in the face for the vast majority of people who respect the pluralism of our society,

or Societies Act to control the number of members. Another reason given by the president for membership denials is “malicious intent.” I wonder what evidence there is of that. Along with new applicants, long time members have received denial letters. The society bylaws clearly state how a member can be terminated and it is not at the whim of the board. Unless their membership fees have lapsed more than 12 months, such decisions must be made by the membership. After repeated attempts to access society records which any member is entitled to, I have obtained a membership list. While not current (dated April 15, 2020) there are nearly 1,400 names on the list. It interesting to note that approximately half of these members are not living in Delta. Many reside in Chilliwack, Abbotsford, North Vancouver, West Vancouver and even Arizona. These are just a few facts that may help Deltans be better informed. It is truly tragic this group of seven inexperienced individuals is making decisions not supported by our community and seem to be destroying such a valued community resource. Sharon Farrish

perceive this as a conflict of interest as she manages the staff and leads the board, thereby accountable to no one. Volunteers are an integral part of Delta Hospice Society’s service delivery. Hospice volunteers must complete a multi-session training program before being accepted to serve. Over the past 20 years, a very important part of the training addresses spirituality, including personal religious and spiritual beliefs. Volunteers are explicitly told they must not bring their personal views on religion into their hospice volunteer work. Proposing fundamentalist Christian values as the future overarching purposes for Delta Hospice Society disrespects the long history, principles and practices of this once well respected community organization. Ireland has publicly stated the reason for membership denials is the board decided to cap the membership at 1,500. While this may be true, why is it that local citizens who applied for membership in December 2019 were denied? At the AGM held in November 2019 there were just over 600 members. Also there is no provision in the bylaws

The Vancouver Fraser Port Authority intends to amend its Land Use Plan to designate two sites that have been acquired over the past year, 1443 Dominion including designating Street North Vancouver a previously O undesignated site and re-designating a portion of another existing port authority site. The newly acquired sites are in the District of North Vancouver and Surrey, which are proposed to be designated as “Port Terminal” and “Industrial” respectively. Editor: I believe it is important for Deltans to have factual information related to the makeup of the Delta Hospice Society board of directors and its recent actions. There has been considerable media coverage this year with new developments this past week. Currently there are seven directors on the board, the majority who have been appointed by Angelina Ireland after several elected board members left in recent months. The four appointed directors did not come from the membership but from outside the organization. Ireland was elected to the board in July 2018 and became president in late November 2019. The other six members have six months or less experience and have met as a board very few times in the last few months. These individuals, with little Delta Hospice Society history, are proposing to make radical changes to the society’s constitution and bylaws. Ireland has identified herself as executive director and president of the board of directors, therefore in charge of both operations and governance. Many would

Kudos to Adrian Dix for the Ministry of Health’s February announcement that it was cancelling the Delta Hospice Society’s lease, allowing Fraser Health to take control of Irene Thomas Hospice next February. This presumably sets the stage for medically assisted deaths to occur at the hospice, in compliance with Fraser Health policy, although Delta Hospice is challenging the lease cancellation. As has been widely reported in the press, the current anti-MAiD board of directors has called for a special meeting on June 15 to fundamentally alter the constitution and bylaws of the society. These disturbing changes would establish the Delta Hospice Society as a Christian society and, in its bylaws, clearly reject medical assistance in dying as a possibility. In one of the most outlandish bylaw changes, overturning this to allow MAiD would require consent by 100 per cent of the members. Most of the public and politicians are suitably outraged by the proposed changes and hopefully there will be government intervention to prevent the vote from occurring. What has been missing from the dialogue, though, is the fundamental flaw in current health policy which is driving the board’s actions. By declaring itself a faith-based organization, Delta Hospice Society (if it continues to run the facil-

However, hospital policy prevents a medically assisted death from being performed on-site, resulting in a “forced transfer” to a facility which is unfamiliar to the patient. This transfer is often physically painful and always emotional for the patient and the family. This practice needs to end. By closing the MAiD exemption loophole for faith-based groups under current health policy, it would end needless suffering and there would be little incentive for organizations like Delta Hospice Society to take the drastic steps it is attempting right now. As the leader of the Delta Police Department, one of the many key areas of focus for me during this time of crisis is to keep my organization healthy. Why? Because our officers and essential support staff are a critical part of the frontline that is working around the clock to keep our community safe. If your role in the organization does not include working on the frontline to serve the community, then it becomes your responsibility to serve those that are on the frontline serving the community.

Much of our pandemic planning to date has focused on how to manage our calls for service in addition to these new public health complaints, but there are too many. We need the public’s assistance. Everyone has to do their part as the police
I never imagined that a time would come in my career that we as police may be called to restrict the public’s movements, that we may at some point be asked by the government to ensure people stayed in their homes, but this is a time unlike anything we have witnessed. We have seen images of hoarding, we have seen groups of people defy government’s plea to stay home and social distance, and with all of this uncertainty and anxiety, we may unfortunately see a spike in crime; crime of opportunity as well as violent crime such as domestic violence. Crime will not stop while we all battle COVID-19. Recognizing how imperative it is that we keep our frontline safe, I have to protect them when they do respond to your call for help. Recently we issued a media release explaining some changes to our service delivery, including taking property crime calls over the phone. E-Comm is screening callers so that police officers and other first responders can protect themselves. We will continue to respond to crimes in progress, violent crime and traffic collisions. We are still “no call too small,” it may just look a little different for now. Currently, all police departments in B.C., including Delta, are being inundated with calls from

Four Winds founder Mills was inspiration to family SANDOR GYARMATI

He was an inspiration for his family. That’s how Greg Mills is being remembered following his sudden passing May 22. Mills, 66, started the widely popular Deltabased Four Winds Brewing Company with his sons seven years ago at an age most would be planning to wind down. In an interview a few years ago, the longtime South Delta resident said retirement wasn’t in his nature. “We did travel for a couple of months but we needed something to do. Actually, I wanted something to do,” Mills told the Optimist at the time. Prior to Four Winds, Mills and his brothers helped run Mills Paint, a locally based business started by his grandfather in 1930. After selling the paint business in 2005, Mills tried his hand at brewing beer at home, which eventually led to launching Four Winds in the rapidly

tilbury phase 2 lnG expansion project public Comment period & Virtual open houses FortisBC Holdings Inc. is proposing to expand its existing Tilbury LNG Project, a liquefied natural gas (LNG) storage and production facility located on Tilbury Island, in Delta, British Columbia. As proposed, the Tilbury Phase 2 LNG Expansion Project would increase the facility’s LNG production capacity by more than 50%, up to 13,700 tonnes of LNG per day for an operational life of at least 40 years. The expansion would allow for a total storage capacity of up to 208,000 cubic metres of LNG and include an additional storage tank and liquefaction facilities. The Impact Assessment Agency of Canada (the Agency) and British Columbia’s Environmental Assessment Office (EAO) have accepted an initial project description for the proposed project, which is subject to both the federal Impact Assessment Act and British Columbia’s Environmental Assessment Act. The Agency and the EAO are working cooperatively for the initial phase of the project’s review. The unique circumstances arising from COVID-19 have presented challenges to the usual approaches of undertaking meaningful public engagement and Indigenous consultation. The Agency and the EAO continue to assess the situation with key participants, adjust consultation and engagement activities, and provide flexibility as needed in order to prioritize the health and safety of all Canadians. Comments Invited As part of the cooperative project review process, the Agency and the EAO are inviting the public and Indigenous groups to review the initial project description and provide feedback related to the proposed project. A summary of the document in English or French is also available on the Agency’s website at canada.ca/iaac. Comments received will support the Agency and the EAO in the preparation of a joint Summary of Issues and Engagement for the project. Once completed, the joint Summary of Issues and Engagement will be provided to FortisBC Holdings Inc. to inform the next steps in the process. Comments only need to be submitted once to either the Agency or the EAO to be considered in both the provincial and federal review processes and may be submitted in either official language. Comments can be submitted online by visiting the project home page on the Canadian Impact Assessment Registry (reference number 80496), or by visiting the EAO’s website at projects.eao.gov.bc.ca. Comments received by the Agency and the EAO are considered public and will be published online. The comment period has been extended to 45 days and will take place from June 1st to midnight Pacific Daylight Time (PDT) on July 16, 2020. Virtual Open Houses Due to COVID-19 and the associated physical distancing and self-isolation measures, the Agency and EAO will host virtual open houses on June 18, 2020 from 4:00 p.m. to 5:30 p.m. PDT, and June 23, 2020 from 5:30 p.m. to 7:00 p.m. PDT. The virtual open houses will include presentations on the federal and provincial review processes, a presentation by FortisBC Holdings Inc. on the Tilbury Phase 2 LNG Expansion Project, and opportunities to ask questions online or by telephone. Instructions and hyperlinks to join the online meetings will be found on the EAO’s project page website (projects.eao.gov.bc.ca). Participants who prefer to only listen by phone can dial 1-833-968-1918 and use conference ID number 5057416 (June 18) or 6887462 (June 23). The presentations will be recorded and made available online. Substitution Request In addition, the Government of British Columbia has requested that the conduct of the federal impact assessment process be substituted to the province. This means if federal and provincial assessments are both required, and the federal Minister of Environment and Climate Change decides that the provincial process is an appropriate substitute for the federal process, the provincial government would conduct the impact assessment of the project on behalf of the Agency, fulfilling the requirements of both the federal Impact Assessment Act and British Columbia’s Environmental Assessment Act. The Agency is also seeking comments from the public and Indigenous groups on this request. bout a year and a half ago I decided I wanted to try a new career. I had been working in retail, feeling like I was in a dead-end job. I was making very little money and there were no benefits for me or my son. Being a single mom, I would never have been able to move out on my own, much less support the two of us without a major change. I wanted a career that would offer me a chance to learn, grow, and excel, but I wanted a more physical position, as well. This is why I chose rebar.
Deciding to test out my fate as an Ironworker was the best decision I’ve made so far. I am constantly learning, discovering and testing my physical and mental abilities, and gaining a strong work ethic. All great things I can teach my son. There isn’t a day that goes by that I regret my decision to make a change.
To that point, I decided to increase my knowledge by returning to school for the Ironworker Generalist level 1 class. I got to learn so much more than I
anticipated: welding, Oxy-acetalyne torch cutting, how to place post tensioning cables, all the different rigging tools and rigging techniques, reading blueprints, and so much more. My favorite was learning about the structural part of ironworking, which I knew nothing about before school. Being able to, actually, build a structure in school and use everything we’d been taught in class was amazing. This process taught us teamwork and built a crew. It taught me that, even through the tough learning curves, my brothers and sisters will stick by me and help me along the way. I think the favorite part of my career change is knowing that I’m never alone. There is so much support. I have gained lifelong friendships alongside my coworkers. I, now, earn a good wage and benefits and have my own home for myself and my son. Changing my career and switching to rebar has completely changed my life. I look forward to the future ahead with the Ironworkers Local 97 and advancing my career as a Woman Ironworker. Nurse’s letter sheds light on 1918 pandemic Winnifred Fisher came back to Ladner as community was reeling with the Spanish flu It was a tough time for a young nurse trying to take care of Delta residents stricken with the Spanish flu a century ago. Research by the Delta Heritage Society found letters by Winifred Fisher, who worked with a local doctor at McNeely Hall in Ladner. In 1918, the hall acted as a temporary hospital to deal with the pandemic, which saw many locals become ill, and forced the cancellation of all public gatherings. The Delta Heritage Society is interested in hearing family stories handed down from parents, grandparents or great grandparents about the 1918 Spanish influenza pandemic and how it compares to today’s COVID-19 pandemic. This is Winnifred Fisher’s recollections of Ladner during the 1918 Spanish flu pandemic from her hand written letter in the Delta Archives collection: I arrived in Ladner with my parents, and four sisters and one brother in March 1911. My brother Fred and sister May came nine months before us. Father was a wheelwright and carburetor maker and went to work for Mr. George Baker. I think I went to school at King George High for a little while and left and went to Mrs. E. T. Calvert’s to help with the children. I worked around at various places, as Dad got sick and I wanted to earn enough money to go into nurses training and help mother. I was accepted at St Paul’s Hospital and my training started. I wanted to be a war nurse but the war was over before I had finished my training, which was a blessing as so many had lost their lives. In 1918 the dreadful flu epidemic was with us. In November it was very bad. We had 16 sisters very ill

and 25 nurses. And every bed was full even in the halls. We only had two volunteers that came to take their place. So you can see what the staff of nurses were doing. The day staff were really crazy. So the night staff decided to come on at 6 instead of 7 and the following morning [it was] mostly 10 a.m. before we left to go to bed. We often worked 16 or 17 hours a night. And we were running most of the night. So many patients were going insane. It was so bad the sisters closed the doors against new patients as some nurses were dying and sisters also. In my wards I had some empty beds. Many got better and went home. But of course some passed away. We had about a week of not so much work and my mother phoned and said Ladner was so full of flu and they could not get nurses, could I come? I said no, I am only in training. But Dr. King phoned the superior next days and said it was so drastic could I come till they could get nurses. And superior told me to go to Ladner. Really, I was supposed to help with Roy Benson and some others. His sister Elsie was nursing him. I
slept at Mrs. Wilson’s and we had a makeshift hospital in the old McNeely rooming house. I will never forget it. Twenty-five patients came in and we had nothing to work with. Mrs. John McKee, regent of IODE, came in and said what can I do for you, Winnie? I said get us a cook and girls who are not afraid to come and mop the floors and take drinks and help to bathe patients. Most of them did very well after being shown. We need bedpans and we need serving trays. I think some of the things came from the old community hall. Mr. Berry, the town baker, came and said, “What can I do, Winnie?” Get more toilets and make things more comfortable. We were using the beds that were there. Some of the walls were knocked down so we could make bigger wards. The help we got from some of the Ladner merchants and people was wonderful. All sorts of things were brought in. Towels, pillow slips and a thousand other things. But the patients just flocked in. Some coming in with a temperature of 104 and had been eating meat. Some came in with mus-
tard plasters put next to the skin and burnt right down to the ribs. Oh it was a sad and busy time as I had known nearly all the patients. I asked Dr. King when were they going to get a graduate nurse to take the responsibility. He said they were trying but I was doing well and was still in charge till they could get more help. Jim Jarvis was our orderly and a mighty good one too. We at last had a lovely nurse come, a Mrs. Frank Smith who is buried out in Boundary Bay. I always feel she gave her life for the Delta people. Another graduate came and took charge while Mrs. Smith was there. After working all day I used to go in to see sick people in Ladner. Gave baths and mustard plaster and enemas at night. And then go to Mrs. Wilson’s to bed. She always gave me a good breakfast before I went back to the hall or hospital as we called it. Mr. Fisher, the druggist, was over there a lot bringing medicine, serums and pills. After three weeks the Sister Superior said I must come back as I had enough flu nursing. The doctors said I could go now. We had about four nurses, all RNs, to take over. This is why when the Second World War came that I said to a group of nurses, don’t let us get caught again with nothing. We were offered the hospital at Boundary Bay Airport. We all thought this grand. Mr. Hugh Reynolds and the council were in on this. Mrs. Hugh Reynolds was chairman of the group and we had meeting and meeting to no avail. So in the group my sister, Mrs. Charles, was head of the nurses and Slim Cameron
was head of all. He worked so hard with the fire hoses and I think he was responsible for starting the new fire department. We started home nursing classes in Ladner and down at Westham Island. Dr. Anderson joined in and helped with first aid. Mrs. Bingham was our secretary-treasurer and was wonderful. Mrs. Will Hippisly, Mrs. Wallace, Mrs. WH Cameron, Mrs. Dean and myself. The council helped us with
some money and we bought things. And then we had our grand opening and to get in everyone had to bring something. I remember Reeve Patterson was on the stage, Slim Cameron, and Mrs. Charles also Mr. Mainwaring and Mr. George Derby. This all took place in the United Church Hall and what a grand ward it made. This is where we held our classes and everyone was so anxious to learn.

Due to provincial restrictions on large gatherings amid the COVID-19 pandemic, Delta Hospital and Community Health Foundation has made the decision to take its annual golf tournament and make it “golfless.” The Century Group Delta Health Golfless Classic will take place online from Thursday, Sept. 10 to Thursday, Sept. 17, helping to raise funds for a new service and piece of equipment for Delta Hospital, an echo ultrasound. “We could have made the tough decision to cancel the fundraiser altogether, but as the need for an echo ultrasound is a major priority that makes the need for our second largest fundraiser of the year even more important,” said Lisa Hoglund, executive director of the Delta Hospital and Community Health Foundation. “We are so grateful to Century Group for their generous decision to remain as our title sponsor and fully supporting this new format; we couldn’t do it without them. We have received an outpouring of support from our community during these last few months and that makes us hopeful that our other long-standing sponsors remain on board and additional sponsors join in on supporting this important fundraiser for Delta Hospital.” Century Group has a long history of support-

Abraham and Isaac & Jacob but on that day God redefined the people of God as all those who come to him by faith. Thus it is whenever the Spirit of God moves there is a breaking down of racial, gender, age and economic barriers and a supernatural unity emerges.
In 1906, at the Azusa street revivals that was part of the origin story for the modern Pentecostal movement, the news regularly reported the scandals of racial integration. Photos were printed of white women hugging black men. There is a great need for us to educate people on racism. There is certainly need for policies and laws that protect our society against racist behaviour. Yet the greatest hope that our world has to eliminate such behaviour is a move of God upon the hearts and souls of people. I believe that protests are legitimate and necessary but I equally believe that we need to get on our knees and pray for our world. We need another Pentecost.

Pentecost Sunday has just passed and ironically it was set in the context of racial tension and riots throughout the United States. I say ironic because Pentecost Sunday was a day when God brought people from all tribes and nations into the city of Jerusalem and had them witness the launch of the Church. More than that they were invited, without discrimination, to join the movement and received the Spirit themselves. Acts 2 tells us that 3,000 joined that day. Within short order, these people, from cities across the world, returned to their homes and brought the good news of God’s grace with them. For centuries the people of God were defined as those descended from

Twenty-four years ago, when the oldest was 10 and the youngest — the boy — was seven, a Delta Optimist photographer showed up at the door. The visit had been arranged days earlier. He’d arrived to take my picture. His photo of me — I had a goofy grin, closely cropped hair, glasses the size of coasters — would run with every column, all those many years. I have changed since then. The hair has plenty of grey. The specs are decidedly smaller. The kids are no longer kids. They long ago made homes of their own. I’ve told you plenty about them. They loved building forts. They loved TV specials in the lead-up to Christmas. They loved
bringing home other people’s discards when Spring Clean-Up rolled around. Broken CD players. Briefcases without handles. Plastic patio dishes they thought I might like. I’d thank them and put the plates in the dishwasher. And the husband? You’ve heard of him too. He’s a pretty swell guy, and not simply because he never complained when I let you in on some of his secrets: his fondness for Tony Bennett, his passion for every golf gadget imaginable, his tendency to share his post-round reports with me — hole by hole by hole — using words I didn’t always know. I was a trooper, and he’s been one too. I’ve gently ribbed the family. Just because I could. For 24 years, I’ve shared my own weekly stories. Computers? Can’t stand them. Heck, I struggle with computers as much as I struggle with my so-called smartphone, my vegetable garden, my linen closet and my ability to ensure that every sock has a mate. But you probably knew that. You might also know
one thing has not. This place I call home is the best place I know — and not simply because of its beckoning dike trails, its sunny skies and its abundant shoreline. We rarely pop into the supermarket or the credit union or the local pub (when it’s happened to be open) without bumping into someone we know. A neighbour. A high school teacher. A one-time classmate of the boy’s. Our home team. Special people, all. Living Matters has been a joy, but the time is right for me to put down the keyboard and turn my attention elsewhere. Horsing Around in Delta Greenhawk Creates a new riding Essentials Package
As riding stables re-open and students begin taking lessons again, safety protocols are being put in place to prevent the spread of Covid 19 in equestrian settings.
When I first started taking riding lessons, more than 25 years ago, it didn’t take long before I discovered how helpful it can be to have your own tack and basic grooming supplies. I began lessons on a forgiving old school horse called Slim. I loved him and I loved my lessons. But I was challenged every time I saddled Slim with his own saddle.

One thing that parents can do is make sure their child has her own equipment. Greenhawk has created a new Lesson Essentials Package which contains all the basics a riding student needs. The package costs $99.99 and includes: a Troxel Sport helmet, a pair of gloves, a lead rope, a riding crop and a tote bag filled with brushes and other grooming supplies. There is even a little bag of horse treats! Bought separately, these items would add up to more than $150 – so the package saves 30 per cent off regular prices.
Fraser Valley Regional Library resumed physical service Monday with the launch of FVRL Express — Click, Pick, Go. The contactless service offers a physically distanced way to pick up library holds and return items at all 25 locations, including branches in Ladner, Tsawwassen and North Delta. Library customers can browse the catalogue and place holds online at fvrl.ca. Library staff will pick and package the holds, and send an email when they’re ready for pick up. FVRL Express will be available from 10 a.m. to 5 p.m., Monday to Saturday, at all three Delta branches. The libraries will remain closed to customers “FVRL operates in 15 municipalities across the region and planning a coordinated resumption of operations has been exceptionally complex,” said Scott Hargrove, CEO of FVRL. “While we can’t open our doors to invite customers in just yet, we know how important access to physical library material is.”

The student who had used the saddle last would have adjusted the stirrup leathers for her own leg length. I had to struggle to figure out what length to make the leathers so they would fit me. The first piece of tack I ever bought was a pair of leathers with stirrups. What a time saver! Well before I owned my first horse, I purchased a saddle, several saddle pads and my own set of “rainbow” reins (they have bands of colour so you can make sure you’re holding the reins at equal length). I even made my own wool cooler from a Hudson Bay blanket that my mom found in a thrift store. All of these items were well used and made me feel like a serious student, destined one day to have her own horse and be confident enough to go trail riding, outside the safe confines of a riding ring. It took persistence, but my riding dreams eventually came true. Having my own equipment was a huge help along the way.

Lifejacket Wear and Boating Safety by Canadian Red Cross www.redcross.ca For many Canadians, the summer season means enjoying outdoor activities such as fishing, powerboating or canoeing.
But each year, tragic and avoidable boating-related fatalities occur across Canada. A Canadian Red Cross report examining recreational and daily living boating related deaths for a 5 year period revealed many common factors: *Only 12.5% of people who died were wearing a properly fastened and fitted lifejacket or personal flotation device (PFD). *Of all recreational boating immersion deaths during this period, 92% were male. *Men between 16 and 64 years old accounted for 70% of fatalities. *Alcohol was a factor for nearly half of the deaths. *64% of the immersion deaths resulted from a capsized vessel or a fall overboard with environmental conditions such as the weather, wind and waves as significant contributing factors.
Always wear a lifejacket
A properly worn lifejacket is the fundamental safety item for anyone heading out on a boat. It keeps you at the surface of the of the water during unexpected or unintentional entries into water, reduces the initial impact (cold water shock to your muscles) of a fall into cold water, and can help you reach safety. All persons on board, even strong swimmers, should be wearing a lifejacket.
Be aware of environmental conditions
Be aware of the weather and water conditions and any hazards that may affect your trip. Plan ahead! To prepare a safe day on the Water, you should always check the weather forecast in your area and run through a Pre-departure Checklist. Be sure to stay alert to changing weather conditions while out on the water.

EARLY CHILDHOOD EDUCATION
Within days of the 89th anniversary of her birth at Leicester, United Kingdom, Gwen Crowe passed away at Peace Arch Hospital in White Rock on May 26th after a short period of ill health. She was predeceased by her husband, John, nine months earlier in Ladner. Gwen moved to Amica, White Rock in December, 2019. She is survived by a niece and nephew and cousins in England and many close friends. Immigrating from England in 1957, Gwen and John spent much of their life together in Vancouver before moving to Ladner where they enjoyed their retirement years amongst a large group of friends and some family members who would visit them in BC from the UK. Both of them spent many years as actors, singers, entertainers and travelers. They each sang in their church choirs at St. James United and Dunbar Heights United in Vancouver, Ladner United (since 2001) and even in this last year, Gwen joined the senior choir at Peninsula United Church, following her move to White Rock. Gwen also sang with the Kerrisdale Singers and in the Ladner Glee club for many years.
As an actor, she was known as a co-founder and lead actress and part-time director of the United Players Theatre Company and for 50 years a member of the Metro Theatre Company, both of Vancouver. Gwen trained and worked as a dressmaker before coming to Canada. After working in banking for CIBC for 15 years, she became the Director of Volunteers at Children’s Hospital in Vancouver, and later worked as a receptionist in oncology and neurology clinics at Children’s. Having no children of their own, both she and John loved to spend time with children and performed annually, for many years at Christmas, as Santa and Mrs. Claus at Children’s Hospital and Ronald McDonald House. Up until recent years, they spent many enjoyable hours at their cabin in the Chilliwack Lake area. They expended much energy at this task since they began the building some twenty years ago. Gwen lovingly supported John in what was in reality a part-time but serious hobby. Gwen was an open, caring Christian soul who helped many people throughout her happy and very full life and leaves in her wake scores of friends who will miss the ways their lives intersected with Gwen’s on a regular basis. In the short months of her illness she was assisted by a caring group of Delta friends and neighbors led by Jane Marynowski. A celebration of her life cannot be held in person during this time but a virtual service by internet will take place, facilitated by Ladner United Church, during the last week of June. Details of the service can be obtained by calling the church office at 604-946-6254. Those wishing to remember Gwen by charitable donation are invited to give in her name to Operation Eyesight Universal or Vancouver Children’s Hospital. As she takes her leave from us and reaches for the hand of God, you can hear in her inimitable voice: “Give my regards to Broadway, remember me to Herald Square. Tell all the gang at Forty-Second Street that I will soon be there.”
STARR, Frances Ruth 23 August 1926 - 23 May 2020 Vivacious, generous, witty, loving, adventurous, stylish, mischievous, radiant, kind: these words describe Frances Ruth Starr (née Boomer) whose family shares the news, with profound sadness, of her passing on Saturday, May 23. Ruth is survived by four daughters: Lea (Ron), Frances (Dave), Christina (Moe) and Rebecca (Mike) and six grandchildren: Geneva Starr, Alex Starr, David (Brittani) and Nicole Armstrong, and Brock and Connor Edinger. She is predeceased by her husband The Rev. Murray Starr, her sister Kay Boomer and her daughter Daphne Starr. Ruth was born at home on Cottingham Street in Toronto, to Frances and Charles Boomer and older sister Katharine. With thick black hair, dark round eyes and a beautiful smile, she immediately began captivating the world. Ruth met lifelong love Murray Starr in the first year of her Bachelor of Arts (Science) at the University of Toronto and after a lively courtship that began with a sweater vest followed by boxes of chocolates, they married on June 2, 1951. Murray and Ruth moved west to Alberta to pursue Murray’s career as a priest with the Anglican Church, settling initially in rural Hanna where Lea, Frances, Daphne and Christina were born. Rebecca arrived after the family moved to Calgary. Often called upon to host or assist with church suppers, clergy dinners or congregational events, Ruth delivered with aplomb and generosity throughout her and Murray’s career in the Church. Many parish members became lifelong family friends through regular appearance at family Thanksgiving, Christmas or Easter dinners.
Ruth loved and supported the arts, especially music and theatre, rarely missing CBC’s Saturday Afternoon at the Opera and subscribing annually to Edmonton’s Citadel Theatre. She loved the outdoors and loved to travel, beginning with family vacations by station wagon and tent or tent trailer with 5 kids in tow, followed by excursions to the U.K., Europe, Mexico, Israel, Australia and New Zealand and by cruise ship to Alaska or across the Atlantic. Before marriage, Ruth worked as a laboratory technician at Toronto General Hospital and, following her and Murray’s move west, also at the Colonel Belcher in Calgary and Hanna General Hospital. Later she was an X-ray technician at a Red Deer clinic and worked as a library clerk at the University of Alberta in Edmonton. Ruth was active as a Girl Guide Commissioner and, later in life, devoted time to Meals on Wheels. After surviving melanoma in 1977, Ruth was a regular volunteer at the Cross Cancer Institute in Edmonton. When Murray was diagnosed with Parkinson disease in 1992, she dedicated herself to caring for him and has greatly missed him since his passing in 1997. In 2012, Ruth moved to the Waterford Residence in Tsawwassen, BC, where she enjoyed life and was compassionately cared for until her passing. Funeral and/or memorial services will be held at a later date. In lieu of flowers, donations may be made to one of Ruth’s preferred charities: Sorrento Centre (sorrentocentre.ca), Primate’s World Relief and Development Fund (pwrdf.org), Parkinson Canada (parkinson.ca), Crohn’s and Colitis Canada (crohnsandcolitis.ca). MCMILLAN, Thomas Keith August 2, 1937 - May 21, 2020 It is with profound sadness that we announce the passing of T. Keith McMillan. Keith passed away peacefully surrounded by his family after a brief battle with cancer. He leaves behind his loving wife Maryanne of 61 years, son Jim (Cate), grandchildren Justin and Chelsea, and granddaughter Jade Bourcier. He was predeceased by his daughter Karen, son Ken, and sister Carol (Kinvig).
Keith was born in Winnipeg to Thomas and Catherine and moved to Vancouver when he was 10. He attended Kitsilano High School where he had a great interest in music and football. He went on to play for the Meralomas. He joined the Vancouver Fire Department in 1960 and enjoyed a 30 year career, becoming a Captain and also a Drummer in the Vancouver Fire Department Band. His other passion in life was aviation. He earned his pilot’s license in 1967 and flew both fixed wing and helicopters for over 50 years. As a Flight Instructor and Owner of Delta Helicopters Flight School, he was able to share his love for aviation with many of his students. He was fortunate to have two careers that he loved. Keith’s cheerful smile, positive attitude, and generous spirit will be missed by the McMillan, Kinvig, and Mackay families and many friends and colleagues. There will be a Celebration of Life at a later date. Donations to Vancouver Firefighters Burn Fund or BC Cancer Foundation would be welcome.

BURR, Colleen Anne March 9, 1961 − May 28, 2020 Colleen was born in Vancouver on March 9, 1961, to Shirley and Stan Burr. Colleen lived a fulfilling life, growing up on the family farm in Ladner with her siblings and many cousins. Her life was enriched by the farm lifestyle, her love of horses, riding, figure skating, sewing, and baking. After graduating from DSS, Colleen attended Kwantlen Polytechnic University and graduated with a degree in Fashion Design. Colleen married her life−long partner, James Gallen, on New Year’s Eve, 1995. She was an amazing seamstress, who proudly sewed her own wedding dress and sewed for her children, Adam and Nicole Gallen, as well as other family members over the years. Colleen never missed a lacrosse, hockey, or soccer game, or any other events her children were involved with as she was a very proud mother. Colleen is preceded in death by her mother, Shirley Burr; grandmother, Anne Cookhouse; and grandfather, John Cookhouse. Colleen is survived by her husband, James Gallen; her children, Adam and Nicole Gallen; siblings, John (Patty) Burr and Diana (Denis) Ouellet; father, Stan Burr; and her grandchildren, Eden and Jason Brown, as well as her many nieces and nephews. Her love for her family and friends was profound. She touched the lives of everyone privileged to know her Her laugh, smile, dirty jokes, wild personality, and vigour will be remembered in every life she touched. She will be dearly missed. A celebration of life to be announced.
