The board of the Delta Hospice Society is being taken to court, an attempt to cancel or delay a special meeting to change the society’s constitution to include statements about Christian principles. A petition to the B.C. Supreme
Court filed last week by Sharon Farrish, Christopher Pettypiece and former board president Jim Levin seeks to block the June 15 meeting, alleging the notice given contravenes the Societies Act as well as the Emergency Program Act. The search continues in the Fraser River near Maple Ridge for a small plane reported missing out of Boundary Bay Airport on Saturday. According to a news release from Ridge Meadows RCMP, a report was received from the East Ladner airport that a small plane, with two people on board, was overdue. Just hours before, a witness reported seeing a small white plane that matched the description of the overdue Boundary Bay flight flying low above the Fraser River before going into the water and then quickly disappearing from view. RCMP officers attended the area of 287th Street and Lougheed Highway where the plane was reported to have gone down and began looking for any signs of a crash, but nothing was located. On Monday afternoon, CTV News reported that an employee from the International Flight Centre, a training school at the airport, confirmed the flight was from the school. On Tuesday night, News 1130 reported that one of the people on the flight was a Taiwanese national while the other person was a flight instructor. The Optimist reached out to the International Flight Centre by phone and email, but has not received a response. As of yesterday morning, there had been no confirmed sightings, or recovery of any parts and no contact with those on board.

New-look market in the works
Shortened season to open July 12 with food-only vendors and fenced perimeter IAN JACQUES

The Ladner Village Market will return for its 24th season next month, but it will look and feel much different than past years. Due to the COVID-19 pandemic, market managers have had to devise a new operating plan that will be unveiled on Sunday, July 12, the first of five dates for the 2020 season. After receiving approval from the City of Delta and following guidelines set out by the BC Centre for Disease Control, the popular summertime attraction will operate as an essential food-only market with less than half of its usual 160 vendors. “The decision to proceed with Ladner Village Markets in 2020, during this COVID-19 pandemic, has first and foremost been about supporting our local farmers and food producer livelihoods in these unprecedented times and about providing access for our community members to local produce and foods,” said Jill McKnight, one of the market managers. The market will be completely fenced and will only allow about 300 shoppers at any one time to ensure appropriate social distancing. There will be just one

entrance, at the corner of Delta Street and 48th Avenue, while an additional 150 people can be accommodated in two queuing areas. The market will run from 10 a.m. to 3 p.m. Those attending are asked to limit the number of people per household to one or two in order to minimize the wait times for entry. McKnight said shoppers will move through the market in one direction only and will be asked to follow the “shop do not stop” theme found in all farmers’ markets this year. There will be volunteers throughout the market to ensure traffic flow and
proper distancing guidelines are followed. There will be multiple hand washing/sanitizing stations throughout and attendees will be asked to use them regularly. Masks will not be required. No food consumption will be allowed in the market. Food trucks will be located at the exit near 47A Avenue and Elliott Street, but all products will be sold in take-away containers. The number of vendors will be limited to between 65 and 68, down from about 160 in past years, and those vendors will be taking necessary precautions to ensure hygiene. Entertainment, buskers
and non-profit vendors have been removed from the market space to reduce socializing and to allow more space for walking traffic. Customers will be encouraged to use cashless, no contact payment methods. No dogs will be allowed. After July 12, markets will run on July 26, Aug. 9 and 23, and Sept. 13. Items available at the markets this year will include fruit and vegetables, bread and readymade food products such as chocolates, meats, cheeses and seafood. “We want to ensure that our community has access to all this local product,”
said McKnight. “This is not the market that we all know and love… this is a very different experience, and that’s OK, but it’s not going to be what people are thinking when they compare it to previous years.” McKnight said vendors have all been supportive of the new market plan. “I think everybody recognizes the importance of farmers’ markets in the access to food and the economy so they are saying we will follow the rules because this is how we can continue to do this,” she said. Petition accuses board of breaching Societies Act
CONTINUED from Page 1 The new board and its president Angelina Ireland are now being accused of breaching the Societies Act by not allowing others to join, including those who had contributed to the building of the centre, in an effort to keep the membership stacked with those who support their religious viewpoint. The petition, among things, seeks an order for the society to provide a list of all the people whose membership applications were rejected and the society rectify the register of members to include the names of all persons whose membership applications were rejected since Nov. 28, 2019.
“The board of the society has manipulated the membership list to stack the deck, by holding back up to six months, and ultimately rejecting without basis, hundreds of membership applications by community members concerned by the direction of the society, all the while selectively accepting members supportive of their philosophy and direction. Once this manipulation was complete, the society has now given minimum notice of an extraordinary meeting. It is intended to change what has always been an open, secular community organization into a closed, religious organization,” the petition states.
The petition has a number of affidavits attached from those whose membership applications were rejected, including several prominent names such as former MLA Vicki Huntington, former mayor Beth Johnson, former police chief Jim Cessford, school board trustee Daniel Boisvert and others. In a recent interview, Huntington said she had applied months ago, only to get a letter two weeks ago that stated she had been rejected without explanation. She said it’s clear the current board is going out of its way to stack the membership with supporters, regardless of who
applies and their good standing in the community. “It is such a sad state of affairs. So many people in this community have helped and believed in Delta Hospice,” said Huntington. In response, Ireland in an interview told the Optimist the board has not been acting in contravention of the Societies Act, claiming it is a private society that has the right to vet applications. Ireland was also critical of comments by current MLA Ian Paton, Delta Mayor George Harvie and others, saying instead of telling the whole story, they’re resorting to slanderous comments.
Local politicians have asked to meet with Health MInister Adrian Dix to discuss the situation. Dix gave the hospice society one-year’s notice in February that provincial funding would be terminated without cause, and the society would no longer be allowed to provide palliative care, a move prompted by the society’s refusal to provide MAiD. Dix has chosen not to enter the membership controversy, only saying there are remedies people can take if they believe a group is in contravention of the Societies Act. Fraser Health’s MAiD policy exempts faith-based hospices from providing the procedure.

Delta residents could soon see a return of outdoor pools, day camps, outdoor fitness classes and more. At a special meeting last week, Delta council endorsed the city’s reopening plan for city hall and parks, recreation and culture facilities. According to the plan, presented by city manager Sean McGill, partial facility reopenings fall under stage three, which starts mid-June and rolls into September. Stage three includes: • City hall for tax payments and limited public access for meetings (starting June 15), with increased levels of service added for priority business functions that cannot be effectively done remotely. The virtual city hall will continue to be the service delivery model promoted • North Delta and Ladner outdoor pools with limits on participants (early July) • Outdoor fitness and summer camps (early July)
• Sport skills development on fields and at Tilbury Ice for organized non-contact play/practice (in accordance with sport association guidelines) mid-June to early July. Based on current guidelines, Delta’s water spray parks and the Fred Gingell Park stairs will remain closed. The reason spray parks will remain closed is because all three Delta spray parks operate on tap water and are not chlorinated to the same level as swimming pools. Outdoor pools would operate to the end of the Labour Day weekend. Mid-day to evening hours will be dedicated to public swimming with morning hours set aside for swim club practice. No fees will be charged for public swims. There will be enhanced cleaning and health and safety protocols in place. As for outdoor fitness programs, Delta has proposed the artificial turf field at North Delta Community Park and Winskill Park to include high intensity inter-

val training, yoga and simple stretch classes. Participants will be required to bring their own mats and water bottles. Delta is targeting midJune to early July to start these programs which will run until September. Registration will be for Delta residents only and a
proposed $5 fee would be charged. Day camps are being proposed for the dry floor arenas of both North Delta and South Delta recreation centres. The camps will run from 8 a.m. to 6 p.m. June 29 to Sept. 4, allowing working parents to have places for their children to
play safely. Registration will also be limited to Delta residents with fees remaining the same as 2019 at $250 per week. There will also be enhanced cleaning and health and safety protocols in place. Sports skills development on fields as well at
Tilbury Ice will be initiated in mid-June to early July. Organizations will be required to have and follow a COVID-19 exposure control plan that has been authorized by their relevant sporting organization. Stage four of Delta’s plan, which would start in September, would include the reopening of indoor fitness facilities and gyms with restrictions, a partial reopening of indoor pools, modified arena use (no contact sports and limits on participants) and city hall for increased services. Stage five, which would be at the end of the pandemic, would include facilities open for modified use in earlier stages returning to full capacity, the opening of seniors’ centres and arts centres and the resumption of larger scale community events and festivals. Delta recently reopened a variety of outdoor recreation facilities under stage two of its plan, including tennis, basketball and pickleball courts, artificial turf fields, skate and bike parks, lacrosse boxes and playgrounds.

Permit parking to begin in Boundary Bay next week IAN JACQUES

Delta will soon be implementing a residential permit parking program in an effort to alleviate concerns in Boundary Bay. The pilot program, approved by Delta council at a special meeting Tuesday afternoon, would normally take place between May 1 and Sept. 8 to correlate with peak activity at Centennial Beach. With council just approving the program, Delta is targeting June 15 as the start date. Council also gave staff the green light to proceed on proposed intersection improvements at 3rd Avenue and Centennial Parkway. The start of this permit program follows a public engagement process, which staff was directed by council to undertake in late April. Delta distributed a community survey to area residents to gauge interest in the residential permit parking pilot program and the intersection improve-

ments. According to a Delta staff report, a total of 707 surveys were issued and 294 responses were received for an overall response rate of 42 per cent. The findings showed that 207 respondents (70 per cent) are in favour of the proposed parking permit while 50 (17 per cent) are opposed. Also, 72 per cent are in favour of the proposed intersection improvements, while 11 per cent are opposed. Director of engineering Steven Lan stated in his report that commonly cited comments by those in favour included that permit parking will help
resolve the issue and that it is necessary due to the growing popularity of the beach. Those opposed to the program said as long as there is some available public parking in the neighbourhood (two-hour public parking will accommodate short-term visits), visitors will continue to seek parking in the area and this will not alleviate the traffic concerns. Residents also feel they will not receive enough permit parking passes to accommodate their guests and that public parks and street parking are shared facilities and should not be for the exclusive use of Boundary Bay residents.

Eight cancelled flights keep couple in Hawaii

“At least you are not trapped in a Third World country.” That’s the response a Tsawwassen couple received from an embassy official in Hawaii as it tried for two months to get back home. The COVID-19 pandemic turned an annual trip for retirees Maryanna and Steve Carlsen into an anxiety-filled travel nightmare as they tried to get out of Maui and back to Canada. “We were stuck for two months because we couldn’t get a flight out. They cancelled our flight eight times,” said Maryanna. “They were cancelled several times by several airlines. I called the federal government and someone contacted me from Honolulu and I believe it was someone from the Australian embassy working with
Canadian officials and she said the choice was to buy another ticket from another airline.” Maryanna said she told the officials they had already bought tickets with WestJet and Air Canada. “I again told her that I was not being reimbursed for these flights. The airlines gave us a voucher, but who wants to travel in these times,” she said. “I’ve got money invested and if I don’t travel then I lose it. We had two extra months we had to stay there, so that’s $2,000 a month rent and she tells me, ‘You are not in a Third World country.’” Maryanna said she fully realized that, but their insurance had expired and Steve’s medication was running out, which raised their anxiety levels. “You just can’t go to a doctor and get a prescription refilled and since our insurance expired, we couldn’t get it renewed because we were out of
the country,” she said. “It’s very expensive. We were desperate. We were in so much stress because we had no idea when we could leave.” Eventually the couple was able to get back home on May 9 after getting through the quarantine protocols. “We tried in March to get back and then all the cancellations with the flights,” she said. “You would think as a Canadian citizen you would get some help. There were so many people stranded in Maui… we were not the only ones… all were Canadian citizens. Why could they [government] not get a plane together and get us out? Talk to the airlines and make sure all the Canadians are on one plane and they are able to leave. They [government] should have done something. “You think that being a Canadian is a privilege, which I still do, but you

pay taxes and your government should do something for you.” Now the couple is out all that additional money for

our assessment didn’t rise earlier this year, so you should be fine when it comes to the annual property tax bill, right? Well, some Delta homeowners are finding out that isn’t necessarily the case. Back in late April, Delta council cut a proposed 3.5 per cent property tax hike in half, largely by deferring capital projects, creating a 1.75 per cent bump that works out to an additional $42.50 for the average home. What isn’t said, but can be an equally critical piece of the equation when determining property taxes, is that the average Delta home dropped in value by nine per cent, according to BC Assessment. Those who saw their homes decline in value in line with the average will then see their taxes rise in the neighbourhood of 1.75 per cent, however, if your assessment didn’t drop along with the others, you effectively moved into a higher tax bracket and your bill due early next month will reflect that. This year’s situation is a bit unusual in that a status quo assessment notice effectively acts as an increase at a time when the majority of valuations are in decline. Most homeowners recognize that in a year when the average assessment rises by, say, 10 per cent, they’ll be fine tax-wise if their home also increases by 10 per cent. They’ll be worse off, tax-wise at least, if their assessment increases by more than 10 per cent and better off if it rises at a lesser rate. It’s all about whether you’re staying in your tax bracket or moving to another one, which you wouldn’t think you’d be doing with an assessment that didn’t go up, but that’s clearly been the case this year, a situation that has prompted many an angry call or email to city hall after tax bills arrived in the mail late last month. I’ve received several emails from homeowners that all ask a version of the same question: How in the world can my taxes go up so much when my assessment didn’t budge? It’s because property assessments and property taxes are connected but they don’t rise and fall at the same rate. There have been years where your taxes didn’t go up 10 or 20 per cent just because your assessment did, but on the flip side, that means there are times when your tax bill isn’t going to stay status quo just because your assessment did.
Not wearing mask should be the new smoking come fall

s we enter the third month of the pandemic, it’s encouraging to see that things are starting to change a bit. B.C. has done an exemplary job of navigating the coronavirus, and we are on the verge of more activities being opened up again. Kids are playing in parks. Stores and restaurants are opening. It almost feels like normal again. And that’s what scares me most. Letting our guard down, as has happened in many places, has brought the virus back. Reading about a doctor in New Brunswick that travels to Quebec, returns home and spreads the virus so quickly just shows how vulnerable we still are. What makes it more confusing is the fact there are still new things we are learning. Masks don’t work! Wait, wear a mask! You can get it again! Wait, those were false positives! Even the WHO had to walk back comments it made one day to the next about the virus spreading. As I watch all of this (and I’ve tried not to watch as much as I did initially), there’s one thing I keep coming back to: the only way to protect me is to protect you. With a mask. It seems the virus doesn’t spread as well outdoors. That’s great because it’s almost sum-

mer and we’ll all be outside for a while. But come September, when the weather turns cooler, we’ll all go back inside and that’s when the second wave could hit. My guess is, by the end of September, wearing a mask should be like smoking, only the opposite. Wherever you are not allowed to smoke is a place you should be wearing a mask. The only exception is a restaurant or bar, because it’s really tough to consume anything through a mask, and cutting a hole in it defeats the purpose. In our society, we have become very comfortable with keeping smokers away from others. You get that corner outside over here, there’s your ashtray, it’s your choice. Smoke anywhere else and it’s a fine. Period. That’s how we’ll need to be with masks, if we have any hope of avoiding a second wave. Don’t
want to wear one? Prepare for a fine. I know there are people who can’t wear them for good reasons, but as a society we can’t sacrifice the safety of so many to accommodate so few. If you have a good reason, then you don’t pay the fine. As long as the people handing our tickets aren’t as draconian as they are in Ontario, we should be OK. I was at Costco a week ago. I had my own mask, but they handed them out. For the most part, people were wearing them. But there were a few that weren’t. I found myself getting angry they didn’t. I didn’t say anything, but I wanted to. I’m surprised the store didn’t. It’s now a rule, follow it or leave. Simple as that. I can’t see the country going into lockdown again. The only way to avoid that is to stop spreading the virus. If all it takes is wearing a mask, that’s so little to ask. We’re Canadian, make it a rule, we’ll follow it. For the most part. Smoking kills. So can COVID19. Keep smoke and germs away from those around you. Please. We can’t solve everything, but doubles pickleball is a start
Editor: I know there are many big problems that we do not have answers for. In such times, it is more important than ever to come together as we come out of the COVID-19 lockdown. Pickleball is an excellent way to get outdoors, get some exercise and connect with many wonderful people in our community. It is the fastest growing sport in the world with over three million players worldwide and, being non-contact and low exertion, it is one of the most
inclusive sports. Every year it attracts more people of all genders, races and age groups. Delta has been very supportive of our growing numbers and has pledged to open more courts soon. Unfortunately, while we would love to invite everyone to come and play a game, most courts are already over capacity and many players are having trouble finding space. This is largely due to Delta having prohibited playing doubles during COVID-19, effectively halving the number of
courts which often have many players waiting. Pickleball represents a very low risk as it is often outdoors, players are almost always over six feet away from each other, and its generally older player base is diligent in disinfecting and sanitizing all shared surfaces. While we cannot always solve the big problems, allowing doubles pickleball will have a big impact on many people in our community and help ease our reintegration into society. COVID-19 numbers paint misleading picture
Editor: Delta council passed a motion May 11 to send a letter to Premier John Horgan to ask that all city specific COVID-19 numbers, including Delta, be released. I believe we are still waiting. Meanwhile, there have been a number of media reports saying that Richmond has the lowest percentage of COVID19 cases in the Lower Mainland. This is misleading and
possibly incorrect. Let me explain. The province has 16 health service delivery areas and gathers data from each one. Richmond and Vancouver are each their own health service delivery area. Fraser South is a health service delivery area containing the cities of Delta, Surrey, White Rock and Langley. So, if you have a health service delivery area with one city like Richmond and another that contains
four cities, it is clear that Richmond will have a lower percentage. However, if you have counts for each city, such as Delta or White Rock, you may find these cities have a lower percentage of COVID-19 cases. It’s a bit like comparing apples and oranges. The lack of COVID-19 city data from the province is providing misinformation and may lead to the wrong conclusion. Keith Munro
Protests ignoring the need for social distancing Editor: Is anyone else concerned over the COVID-19 pandemic and the thousands that are protesting these days? Along with many others, I am trying to keep this deadly, contagious virus at bay. We are social distanc-
ing, being conscious of sanitary measures, not gathering in large crowds, not being able to work, be it paid or volunteering, and certainly keeping in mind our vulnerable ones’ health concerns. We should be proud of our efforts. Certainly this virus isn’t

Editor: I start work at 4 a.m. and while at my dining room table on my laptop on Thursday, June 4, I noticed a young doe on my front lawn. She looked very healthy
and in no rush to leave. Just watched me and then walked down the street. Unfortunately, I couldn’t remember where I left my cellphone or I would have taken a photo. We’ve heard with less
traffic, people are seeing all sorts of creatures out and about. We’ve lived here 12 years and this was a glorious sight. Hoping she comes back but that isn’t likely to happen. Kirsti Mattson
Delta’s front lines respond quickly and with care
Editor: I feel the need to send kudos to Delta’s front lines. I needed help badly on a Sunday afternoon, so I called 811. The nurse answered, asked some
questions, stayed on the line with me and dispatched the paramedics, who were there in no time and comforted me while tending to me. I was taken to Delta
Hospital and treated quickly with care. Consequently I can say thank you to one and all Happily I am on the on the mend. Rita Thomson
Limits needed on never-ending power washing
Editor: Is it me or is power washing this year the worst on record? Every weekend someone in the hood fires up a power
washer and runs it for hours. They are so noisy, obnoxious pain we have to endure every year. I know everyone wants a clean deck but it sure

Letters Politicians aren’t members so they don’t have any say on Delta Hospice Society Editor: Re: Politicians unite over hospice, June 4 I am surprised that you chose to front page Ian Paton, Ravi Kahlon, George Harvie and Carla Qualtrough in the meeting at city hall to talk about the Delta Hospice Society situation. I do not remember that any of those persons stood for election to the Delta Hospice Society in 2019. What is this about then that the Delta Optimist is getting a vote too? This is of the same operating mode as the Chinese Communist Party stating that Hong Kong is no longer “one country and two systems.” They have no say in the operation of Delta Hospice unless they are members. Anyone who wants a say as to how the society is run must become a member. How long will it take the NDP and others in this community to
realize that to be part of the society is the way of voice and all other voices are nothing more than noise? The members of the society spoke loud and clear last fall; they object to the requirement that they change their terms of operation from what they were founded upon. I applaud them for their stance. Finally, we can see people who have sound principles that they will not abandon. Too bad the Liberal and NDP governments do not have the same backbone. If Health Minister Adrian Dix is sold out to MAiD then he has two options: make a deal with Delta Hospice and offer to purchase the facility or accept that as a “religious foundation” it has a right under Canadian law to refuse on religious grounds to provide Murder Allowed in Demand. Real irony is being forced to abandon values
Editor: Re: Desperate measures, Murphy’s Law, June 4 After reading Ted Murphy’s column regarding the Delta Hospice Society situation, I, too, was “scratching my head” on how and why this situation became desperate, to the point that our provincial health minister conceded the only solution would be to withdraw public funds. Economic sanctioning is a governmental tactic when jurisdictional entities don’t abide by the rules of the state.
Fraser Health describes the Delta Hospice on its website as a purpose-built, home-like environment for 24-hour nursing and comfort care for those who cannot get this at home during the last weeks or months of their life. The Delta Hospice Society describes itself as a community-based organization helping its clientele with terminal diagnoses to live with comfort, dignity and hope. Hmm, I can see Murphy’s “incredible irony” reference. If the present Delta Hospice
board chair and members sign another contract with Fraser Health, they are to give up their philosophical and spiritual “right to life” beliefs by allowing “legal” MAiD protocols as an end of life option. There is also a fear of an accompanying administrative take over by Fraser Health, which is a valid concern. The Delta Hospice board president is described on the society’s website as a great defender of their core values with a strong financial background and an “outside
the box” problem solver. Fraser Health is all about top-down directives. They are the box. One of Delta Hospice’s core values depicted on its website is a handshake icon with the word “collaboration” above it. Surely a workable solution with people at the centre of everything can be devised within the walls of this essential community health facility, without jeopardizing godliness, financial sustainability or independence of governance. Delta Hospice founded to offer palliative care, not MAiD
Editor: I feel compelled to write regarding all the controversy surrounding the Delta Hospice Society. I believe Delta Hospice was founded for the purpose of palliative care, not to assist people who want to end their own lives.
I’ve known many doctors, nurses and volunteers who have been devoted to palliative care facilities and they are wonderful, caring individuals and their only intention is to help the people in their care to be as comfortable as possible as they pass
from this world. They are not there to help them end their lives. There are those who claim the majority of people in the community want MAiD to be provided at hospice facilities. However, I don’t recall any survey ever being taken to ask
that question. Delta Hospice was not set up for that purpose therefore it is not a radical idea to stop MAiD from being part of Delta Hospice. MAiD does not belong in any hospice facility. M.R. Pawsey

Saddened by all the madness
Editor: I have been friends with Nancy Macey for a long time. Because of Macey, I took the training and became a volunteer for 19 years. It was difficult, exhausting and so rewarding. And the rule was, you put your personal feelings, religion, etc. in a paper bag at the door and went to help your client. No religious conversations. However, when the issue of MAiD came up, and Macey stated very strongly that she was not going to allow MAID in “her” hospice, I retired. And for 19 years I got a paragraph email saying
that hospice preferred people to die a natural death and thank you. Not much after all those years, but I felt I had to make a statement. I had so often seen the suffering of not only the patient but their families who were suffering so much watching their loved ones in such distress. And now, look where we are. Macey is a consultant to this madness that is going on in the local, provincial and national news. There are no polite words to describe Angelina Ireland. She is very good at what she does, drawing attention to herself,
spreading lies, going to the U.S. to speak with an anti-abortion group asking for money to fight people being “put to death.” Before June 15 and the rigged vote, Macey must speak out and stop this from continuing. Give everyone their membership who was denied. Let this be voted on by the community it serves. It is amazing to see all levels of government have started working together because it is no longer political. It is human decency and kindness. It is our community coming together. Bobbie Putnam
Time to take back Irene Thomas Hospice
Editor: As a long-term Ladner resident. I am appalled and angered by the ongoing battle between the current management and board of directors of the Delta Hospice Society and the B.C. Ministry of Health and Fraser Health Authority. Donors and supporters of this critically important community resource never imagined that at the end of their life they could not access the option of medi-
cal assistance in dying. Delta residents represent a diversity of religions and cultural beliefs beyond certain conservative Christian values held by the Delta Hospice Society board and management. All citizens have the right to access palliative care and medical assistance in dying if they choose. It is one thing to build such a resource on private property with private operating funds but the
Irene Thomas Hospice is a public service constructed on government-owned land in Ladner and up to now receiving public funding. Enough is enough, it is time for Fraser Health Authority and the B.C. Ministry of Health to take back the Irene Thomas Hospice and ensure all Delta residents can access its services, including the right to medical assistance in dying. Nancye Friesen
There’s more than one way to assist with dying Editor: Delta Hospice was an amazing place during the final days of my aunt’s life. She was dying of cancer and was transferred from the Delta Hospital to the hospice. We were welcomed by
the staff, so gracious and thoughtful. On the first day she was made comfortable, had a nice meal and then they told me they would start to give her hydromorphone. By the next day, she was in a coma and completely
out of it for five days while they increased the hydromorphone daily. She didn’t drink or eat, virtually starving to death, then she slipped away peacefully. Isn’t that assisted dying? Marion Janssen

Clams discarded after pair confronted in ’Bay South Delta Crime Beat
The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. The following are some of the calls Delta police responded to in the previous week:
TSAWWASSEN
• June 1, 5:54 p.m., 8A Avenue and 56th Street: Police were called to a collision involving a
motorbike. EHS and Delta Fire Department were on scene upon police arrival. Witness explained to police the motorbike was travelling southbound on 56th Street when a vehicle pulled out of a driveway, causing the motorbike to collide with the rear driver-side panel of the vehicle. The motorbike driver flew off the bike and suffered minor injuries. • June 1, 8:20 p.m., 1200block of 56th Street: An officer observed a driver having trouble staying in his lane. A traffic stop immediately occurred, and reasonable suspicion was formed. A breath sample was taken which resulted in a “FAIL.” The driver was issued a 90-day immediate roadside prohibition and the vehicle was towed.
• June 4, 10:26 a.m., 1300-block of 56th Street: Police were contacted regarding a wallet that was lost. Complainant advised that credit cards has been cancelled, and the loss was reported to the bank. Police advised complainant to contact ICBC to replace driver’s licence and BC Care Card. Wallet described as a Calvin Klein black leather. Please return to any police station (including community police stations) if found. • June 4, 11:14 p.m., Beach Grove Elementary: Complainant called police to report vehicles in the parking lot doing burnouts. Police attended and observed a few vehicles in the parking lot with approximately 10 youth sitting inside the vehicles. The driver of one vehicle
stated she was driving in circles in the parking lot at a moderate speed. All youths departed without issue, other than a few who had difficulty climbing the steps, and complained about being out of shape. 500-block of Boundary Bay Road: Complainant reported seeing two males harvest clams on Boundary Bay beach contrary to species closure. Upon being confronted by the complainant, the males discarded the clams in a tidal pool before walking towards the parking lot. Police provided complainant with the report line for the Lower Mainland Department of Fisheries and Oceans (604-607-4186).

• June 1, 2:49 a.m., 5000block of Linden Drive: Complainant reported hearing swearing and yelling, and were concerned for the well-being of the individuals involved. Police attended and spoke with the homeowner.
Police cleared the home and confirmed that the homeowner was having a loud gathering with some friends. No offence and no signs of distress. • June 4, 4 a.m., 4800block of 47A Street: Police received a report of a male and female entering an underground parkade and exiting an hour later. Complainant reported that two bikes with no seats were stolen, valued at $1,100, tools and a road bike valued at $3,000. The couple left behind a baseball bat, broken lock and bolt cutters. • June 7, 3 a.m., 4800block of Elliott Street: An alarm was activated at a business. The alarm company observed two people wearing black on camera in the gated lot. Suspects left with unknown items.
Driver facing fines, driving prohibition after single-vehicle crash on English Bluff
A driver is facing hefty fines and a 90-day driving prohibition following a single-vehicle crash early last Friday morning in Tsawwassen. Delta police were called to the incident at English Bluff Road and 12th Avenue at 2:04 a.m.
by Emergency Health Services. Upon arrival police observed that a vehicle had crashed into the guardrail on the west side of English Bluff Road. EHS was attending to a driver. “Police spoke to the driver and witnesses who
were on scene. As the driver had slurred speech, police believed he may have been drinking and read the approved screening device demand to the driver,” said DPD spokesperson Cris Leykauf in an email to the Optimist. “The driver indicated he
had had a beer a few hours ago. Nevertheless, the driver blew a fail — twice.” Leykauf said officers seized his driver’s licence, and informed the driver he was prohibited from driving for 90 days. His vehicle was impounded for 30 days. The driver will
now face fines, towing and storage fees, and increased insurance costs. This can total thousands of dollars, depending on someone’s driving history. “We’re fortunate that the driver simply crashed into the guardrail, and that no one else was involved
in this crash,” added Leykauf. “Police stopped three other impaired drivers on the weekend, and 10 in total during the last week. One of the drivers was stopped just after 7 a.m. on Sunday morning. She was still impaired from the previous night.”

Scott Fattedad was not going to let the COVID-19 pandemic stop him from raising much-needed funds for the Down Syndrome Resource Foundation. The foundation alumnus from Tsawwassen is well-known in South Delta
from his job at Thrifty Foods. Normally around this time of year, Fattedad would join more than 1,000 participants at the Run Up for Down Syndrome at Swangard Stadium, but COVID-19 dashed this year’s plans. Run Up was reimagined as Run Apart for Down Syndrome, a COVID-
19-proof virtual event that saw more than 760 people across the Lower Mainland run through their local streets and parks to raise money and awareness. In Tsawwassen, Fattedad and his family marched through their neighbourhood with huge signs proudly proclaiming them members of “Scott’s
Squad.” “It’s such an important fundraiser for the Down Syndrome Resource Foundation,” said Scott’s mom, Mary Lynn Cassels. “It was disappointing not to be able to get together with everybody, see old friends and do this together, but we still felt it was important to support them by running apart.”

Celebrate Garden Days by enjoying your own retreat or volunteering at Earthwise
Humans have a deep connection to nature, but how often do you step outside to really appreciate your garden and its vital role in our communities? June 13 to 21 marks Garden Days, a joyful, week-long celebration of gardens and gardening. The celebration highlights Canada’s garden culture, history and innovations, and acknowledges the importance of public and private gardens, the value of home gardening and the role that gardens play in environmental stewardship. COVID-19 has had many unexpected impacts on how we live, and as spring turns into summer, local gardening centres are buzzing as more and more of us look to gardening as a way of connecting with nature. Studies show that being in a natural outdoor setting has therapeutic value. Taking a stroll outdoors or tending to a garden is not only good exercise, but it offers the soul a sense of renewal, improving the

South Delta ‘Mamas’ get help from Rotary Mamas for Mamas South Delta has received an $8,000 donation from a pair of local organizations. Funding of $4,000 comes from the Rotary Club of Ladner, which resonated with Mamas for Mamas’ vision that no mother or caregiver, or child, is left behind, especially during this even more challenging period of COVID-19 restrictions.
Ladner Rotary expanded its donation by attracting matching funds of $4,000 from the Delta Foundation, the community foundation for Delta. Funding for this community relief program came from the Vancouver Foundation. Mamas for Mamas South Delta is a non-profit that supports mothers in a variety of ways, includ-
ing filling the gaps in resources. The donation will help with groceries, diapers, formula, counselling and the part-time, temporary hiring of somebody to deliver and pick up. Mamas for Mamas South Delta started a year ago with the help of a Neighbourhood Small Grant of $500 from the Delta Foundation.

As proposed, the Tilbury Phase 2 LNG Expansion Project would increase the facility’s LNG production capacity by more than 50%, up to 13,700 tonnes of LNG per day for an operational life of at least 40 years. The expansion would allow for a total storage capacity of up to 208,000 cubic metres of LNG and include an additional storage tank and liquefaction facilities. The Impact Assessment Agency of Canada (the Agency) and British Columbia’s Environmental Assessment Office (EAO) have accepted an initial project description for the proposed project, which is subject to both the federal Impact Assessment Act and British Columbia’s Environmental Assessment Act. The Agency and the EAO are working cooperatively for the initial phase of the project’s review. The unique circumstances arising from COVID-19 have presented challenges to the usual approaches of undertaking meaningful public engagement and Indigenous consultation. The Agency and the EAO continue to assess the situation with key participants, adjust consultation and engagement activities, and provide flexibility as needed in order to prioritize the health and safety of all Canadians. Comments Invited As part of the cooperative project review process, the Agency and the EAO are inviting the public and Indigenous groups to review the initial project description and provide feedback related to the proposed project. A summary of the document in English or French is also available on the Agency’s website at canada.ca/iaac. Comments received will support the Agency and the EAO in the preparation of a joint Summary of Issues and Engagement for the project. Once completed, the joint Summary of Issues and Engagement will be provided to FortisBC Holdings Inc. to inform the next steps in the process. Comments only need to be submitted once to either the Agency or the EAO to be considered in both the provincial and federal review processes and may be submitted in either official language. Comments can be submitted online by visiting the project home page on the Canadian Impact Assessment Registry (reference number 80496), or by visiting the EAO’s website at projects.eao.gov.bc.ca. Comments received by the Agency and the EAO are considered public and will be published online. The comment period has been extended to 45 days and will take place from June 1st to midnight Pacific Daylight Time (PDT) on July 16, 2020. Virtual Open Houses Due to COVID-19 and the associated physical distancing and self-isolation measures, the Agency and EAO will host virtual open houses on June 18, 2020 from 4:00 p.m. to 5:30 p.m. PDT, and June 23, 2020 from 5:30 p.m. to 7:00 p.m. PDT. The virtual open houses will include presentations on the federal and provincial review processes, a presentation by FortisBC Holdings Inc. on the Tilbury Phase 2 LNG Expansion Project, and opportunities to ask questions online or by telephone. Instructions and hyperlinks to join the online meetings will be found on the EAO’s project page website (projects.eao.gov.bc.ca). Participants who prefer to only listen by phone can dial 1-833-968-1918 and use conference ID number 5057416 (June 18) or 6887462 (June 23). The presentations will be recorded and made available online. Substitution Request In addition, the Government of British Columbia has requested that the conduct of the federal impact assessment process be substituted to the province. This means if federal and provincial assessments are both required, and the federal Minister of Environment and Climate Change decides that the provincial process is an appropriate substitute for the federal process, the provincial government would conduct the impact assessment of the project on behalf of the Agency, fulfilling the requirements of both the federal Impact Assessment Act and British Columbia’s Environmental Assessment Act. The Agency is also seeking comments from the public and Indigenous groups on this request. She was predeceased by her parents Maurice and Harriet Lambert, sister Marguerite Mallard, nephew Michael Mallard and brother in law Bill Gorham. Madeleine will be dearly missed by husband Bob, sons Gary (Tammy) and David, daughter Theresa (Grant), sisters Jeannette Gorham and Anita Hunter (Jim), brother Maurice Lambert (Arlene), grandchildren Alexis, Tye and Kenedi and many nieces and nephews. Madeleine was born in Wells B.C., schooled in Vancouver and raised her family in Edmonton before moving to Tsawwassen in 1985. She loved to cook and entertain, holding many wonderful parties. Madeleine was very generous to her family and the many charities she supported. Gardening and travel were big parts of her life with Hawaii being her favorite destination. Special thanks to Dr. James Park for his many years of care and the staff at Irene Thomas hospice. A private family celebration will be held at a later date. GARBA, Judy (Cosh) Judy (Cosh) Garba passed away peacefully on June 4th, 2020. She was born in Vancouver on November 17, 1939. Her parents moved to Beach Grove when Judy and her sister Jane were young. She attended Boundary Bay Elementary then Delta Secondary. She later moved to Ladner to spend the next 60 plus years raising her kids. Judy worked for the Delta School Board for many years. She was an avid gardener and enjoyed spending time with family and friends. Judy will be sadly missed by her family, Jackie, Guy, Linette, Leanne, grandkids; Calli, Josh, Katie and Shae and the Bee’s on Saltspring Island. SAWATSKY, Stanley W. February 11, 1944 − June 5, 2020 COTTRELL, Joseph Charles 1924 - 2020 Joseph Charles Cottrell of Delta BC passed away on May 26th, 2020. He was born in London, England on January 20th, 1924 and was the only child of the late Joseph and Rebecca Cottrell. Joe joined the RAF in late 1942 where he trained as a pilot, and he went on to serve in India and Burma. He met his future wife, Joan, while standing in a lineup outside a cinema in Harrogate, Yorkshire where he was based. Joe and Joan were married within a month of his return to England in 1946, and were happily married for over 71 years. Joe and Joan, and their daughter Anne, immigrated to Canada in 1951, and in 1952, Joe joined the RCAF. Joe was initially based in Penhold Alberta, training newly recruited pilots, and also served 6 months on the DEW line in the Arctic, prior to being transferred to an all-weather fighter squadron in St. Hubert, PQ, for 7 years. Whilst stationed in Montreal, Joe was assigned to fly chase planes for the Avro Arrow as they were rolled out of the factory and tested. He also did solo flight demonstrations at the CNE in Toronto. In 1962, he spent six months in Texas training as a statistician/ management analyst before being transferred to RCAF Air Division Headquarters in Metz, France. While keeping up his flying hours at One Wing Marville, part of his job was to brief meetings at NATO headquarters in Paris. He spent the last two years in the RCAF as a flying instructor on Tutor jets in Moose Jaw. After he retired from the Air Force, he went to work for the Federal Department of Public works. He and Joan spent most of their time travelling the world in retirement, as Joe had tremendous wanderlust, and was insatiably curious about everything. There were few questions he could not answer in just about any field. He could repair anything, he built an apartment building in Ladner, his own and his son’s homes, as well as his own 2 seater airplane, which he flew well into his eighties. He enjoyed long discussions with his family and friends, and dinners were always lively affairs. Joe was a force of nature, who left a strong impression on everyone he encountered. Joe was predeceased by the love of his life, his wife Joan in 2018, and his son-in-law Robert Kittson in 2017. He will be dearly missed by his daughter Anne (Grant) in Tsawwassen, son David (Debbi) in West Vancouver, and his daughter Joan in Kelowna, his grandchildren Simone, Roxanne, Lauren, Carli, Geoff and Alexis, and numerous family and friends in Canada and England. Due to the Corona virus, a memorial service will be arranged at a future date.

On June 5th, Stan left his worldly realm for a place "far better." Stan is survived by his brother, Ken (Norah), his nieces, Stacy (Jim) and Julie (Clint); and great−nephews, Travis, Bryce, and Devon. Stan was born in Grande Prairie, Alberta, where his parents, Walter and Amy, had been posted during the 2nd World War. This was followed by a posting to Victoria, and finally to the Vancouver Wireless Station. Stan liked to say he was an "Army Brat." He graduated from "good old Delta High" in 1962. Stan acquired many friends in Ladner while on his morning walks, he was caring and generous to all he met, and had a passion for lifelong learning. Family, community, and arts and culture were central to his life. He was a devout member of the congregation at Cedar Park Church in Ladner. He knew everyone’s name and would bring homemade cookies for the Sunday tea. His contributions and fellowship will be missed by all. In lieu of flowers, donations will be accepted by Cedar Park Church to support youth programming admin@cedarparkchurch.org.
SCRIBNER, Hazel (Wells, Murphy, Clark) January 10, 1923 - May 27, 2020 It is with heavy hearts that the family of the late Hazel Scribner announce her passing at the Long Term Care Facility in Delta, British Columbia. She leaves with loving memories her children; Jim (Roxanne), Mary (Louis), Olive (Martin), Doreen (Wayne), Lorna (Allister), and Beulah, son in-law Lee, and sister in-law Pearl Wells. She also leaves behind 22 grandchildren, 42 great-grandchildren, and 4 great great-grandchildren, many nieces, nephews, and a very large circle of family and friends. Hazel is predeceased by her first born infant son Leander, youngest daughter Barbara, 1st, 2nd, and 3rd husbands, Douglas Murphy, Charles Clark, and Raymond Scribner, her parents Alexander (Sandy) Wells, Mary Jean Picco, her in-laws Amelia White and Alexander White, sister Hilda (Dolly) brothers: Willie, Wallace, Clyde, and Jack. Anyone who knew mom, knew her as a fun loving person, with a great sense of humor. Mom lived for God, and now God has taken her home to be with him. Until we meet again, Rest in Peace Dearest Mother.
WATSON, Mary Elizabeth (nee Cassidy) Born July 6th, 1942, Mary’s infectious positive personality and caring demeanour ended peacefully on May 5th after her illness with a rare form of dementia. Mary grew up in Toronto and attended Lawrence Park Collegiate. She enjoyed her summers at their cottage on Lake Simcoe with cousins and extended family. In later years she worked summers at Jasper Park Lodge, Hotel Tadoussac and toured Europe with a close friend. Mary enrolled in Huron College, served on the Student Council and was elected Head Girl. Following graduation from the University of Western Ontario (U.W.O), a summer at the Ontario College of Education (OCE), and teaching high school, she earned her permanent specialist certificate. She married Sandy in 1966 and moved briefly to Bermuda. They returned to London and then to Toronto where Mary continued her teaching and Sandy completed his CA. During the 1970’s Peterborough was her home, where her children Kevin and Lauren spent their early years. Mary valued strong family relationships, nurturing friendships, socializing and serving her community in leadership roles. In 1980 she travelled with the children by train to Vancouver to join her husband, who earlier had accepted a career move there. After 27 years in Kerrisdale, she moved to Chesapeake Landing in Ladner, a community-minded townhouse complex with an active social agenda and committee which Mary joined. She was active in the University Women’s Club of South Delta and was passionate about, and an avid supporter of, theatre, arts and music. Mary lived a full life and loved travelling and experiencing other cultures. She met many new people through her volunteer work abroad with Rotary International and was active with the Rotary Youth Exchange program and the students for many years. She enjoyed a fabulous business career in computer education sales, led the way for women in Rotary from 1989 onwards, and became a world-class dragon boater competing for Team Canada in Berlin. In summary, Mary’s radiance, love, strength and determination shone throughout her life in all that she endeavoured. She avoided “regrets” … *the regret of not having the courage to live the life you wanted to lead; *the regret of working too hard; *the regret of not staying in touch with friends; *the regret of not letting one-self be happier. Mary is survived by her husband, her children, her brother George in Barrie and three grandchildren, Cassidy, Ethan and Sasha. We are all saddened by our loss but we keep her in our hearts and realize Mary is at peace. A celebration of Mary’s life will be held at a later date when Covid -19 gatherings are relaxed.
