The City of Delta is preparing to reopen a variety of civic facilities, but that will only happen if reported cases of COVID-19 aren’t trending upward. Delta council approved a staff recommendation Monday for a series of proposed reopenings, including city hall, Harris Barn and the North Delta Centre for the Arts, as well as phased reopenings of indoor recreation facilities. The gradual reopenings would take place over several weeks and are dependent on the transmission of COVID-19 remaining low in the province, said city manager Sean McGill. A report to council notes work continues at the hall to ensure physical distancing can

be maintained by staff and the public. Plexiglass barriers have been installed at all counters and are also being installed within workstation areas where physical distancing is not possible. The move will allow the return of more staff and more in-person services. Approximately 130 staff will be accommodated at the hall, just over half the total number that normally work there. “Therefore, the need for many staff to continue to work remotely will remain until there is an effective treatment or vaccine for COVID-19,” the report explains. As far as recreation centres go, staff conducted a detailed analysis of indoor facilities to assess what services can be safely offered. ONLY: see Page 3

Despite the Vancouver Fraser Port Authority urging Delta council to hold off, the city is taking a stand against port expansion at Roberts Bank. Council voted Monday in favour of a staff recommendation that a letter be sent to Prime Minister Justin Trudeau, federal Environment Minister Jonathan Wilkinson, as well as others, asking the proposed Terminal 2 project not be approved based on the findings of a report by an independent federal review panel. Among the environmental and other concerns is the potential loss of agricultural land to serve future port needs, said Mayor George Harvie. “It concludes that many of the mitigation measures proposed by the Vancouver Fraser Port Authority would not be as effective as predicted. It makes recommendations that are focused on further studies, monitoring, reporting, offsetting and other measures, most of which

Environment and Climate Change Canada scientists had concerns that some adverse effects would be immediate, continuous and cannot be mitigated for migratory birds, the mayor noted. The review panel submitted its report to the federal government this spring, noting the project would enable an increase in container terminal capacity on Canada’s west coast, while also resulting in increased
employment and business opportunities. However, among the findings, the panel report notes there would be “significant adverse and cumulative effects on wetlands and wetland functions at Roberts Bank.” The report didn’t include a recommendation on the project, which is expected to go to a federal cabinet vote this fall. Council received several letters strongly in support of the Delta staff recommendation, including one from Against Port Expansion’s Roger Emsley, who
said T2 is an outdated and misguided project and not appropriate for Canada‘s trading needs. He wrote opposition to T2 had been growing by the day. The port also delivered a message Monday urging council to hold off sending out letters in opposition until the Impact Assessment Agency of Canada comes out with its report with recommendations on draft conditions. Monday’s discussion saw a heated debate between Harvie and Coun. Lois Jackson, who complained council
had not talked with port officials in a while and should first understand what the port intends to do in response to the review panel report. Harvie countered that staff have been in regular contact with the port and have enough information to take a position against T2. Jackson was the lone councillor to vote in opposition, saying elected council members, not staff, should be making the decisions. The proposed threeberth container terminal would be built on a manmade island adjacent to the existing Deltaport container terminal. The port notes early on in the T2 process it launched a comprehensive environmental study program and has plans for minimizing any potential effects. Responding to the review panel’s report, the port stated the findings and recommendations have provided a road map as to how, on top of existing proposed mitigation measures, the port can further mitigate project-related effects.

Key considerations are the number of patrons that can be accommodated and measures required to minimize interactions between users, including using entrances and exits to buildings that would not normally be used to minimize congestion points and allow for one-
way flow. As with previous reopenings, all facilities and programs set to be reopened will be available to Delta residents only. Most activities will require residents to pre-register for a specified time of use through Delta’s booking system. This ensures that physical distancing can be achieved by limiting the number of people. Certain activities will be concentrated to one facility. All minor hockey is proposed to be
accommodated at the South Delta and North Delta recreation centres, while swim clubs will be located at Winksill and Sungod. Fitness studios at North Delta Recreation Centre, Sungod, Winskill and Ladner Leisure Centre will remain closed, while the McKee and Kennedy seniors’ centres will remain closed for seniors’ activities. However, staff note large halls in seniors’ centres provide an opportunity to offer fit-
ness classes with proper physical distancing that cannot be achieved at civic recreation centres. Fitness programing at Kennedy and McKee will include a significant component targeted for seniors. About 200 part-time staff will be required for the reopenings. As far as masks, staff will wear them for certain activities as guidelines require but, so far, patrons won’t be required to wear them, said parks, recreation and culture director Ken
Kuntz. During Monday’s council discussion, Coun. Lois Jackson wondered how the city can continue to plan for gradual reopening when it doesn’t have specific information on Delta numbers when it comes to COVID-19. Council agreed to once again ask the provincial government to get that information. Mayor George Harvie said all the city wants are numbers and not names and addresses, so there are no privacy issues.

The City of Delta will soon be launching a mayor’s task force on anti-racism, inclusion and diversity. Mayor George Harvie made the announcement during a virtual town hall meeting last Thursday that focused on diversity issues in Delta. Harvie was joined by Samantha Pillay, Delta’s human resources director, and Warren Dean Flandez, co-founder of the Tsawwassen Harmony Initiative Society, for the discussion. Harvie said at the end of September he will present a report to Delta council on what the city has done regarding antiracism policies as well as ask council to fund a consultant to look at the city’s policies and what it

Got a beef with a decision made by the City of Delta? The city announced this week it has created a new civic ombudsmantype position called the Citizen Advocate, who will act as a mediator for public complaints and disputes related to city matters or decisions made at the staff level. The advocate will deal with complaints involving development applications, building permits, tree cutting applications, highway use permits and other matters. Similar to an internal ombudsperson, Delta’s Citizen Advocate will undertake an impartial review of staff decisions when investigating a formal complaint to ensure the city is treating people fairly and following the rules.

The new role is one of the recommendations made late last year by the Mayor’s Task Force on Building Permits and Development Applications as part of Delta’s efforts to improve overall customer experience at city hall. “As part of my election platform, I committed to improving customer service, particularly related to the building permit and development application process. This work began right away with the establishment of the Mayor’s Task Force
on Building Permits and Development Applications, which has provided advice on some excellent initiatives to improve our processes,” said Mayor George Harvie. “I hope the community will find this position valuable in helping work through any challenges that arise during an application process or in other dealings with the city where an impartial review of a situation is needed,” Harvie added. The city notes the scope does not include the ability to change bylaws or cancel tickets or notices, nor will the Citizen Advocate review complaints related to decisions made by Delta council. The role has been filled by an existing senior staff member, Arvind Sharma, who has assumed the responsibility in addition to his regular duties.

• July 13, 10:59 a.m., 1400-block of 56th Street: Police officer came across heavier than usual traffic in the area that was being caused by a parked and unoccupied
car in a southbound lane. The officer positioned his police vehicle behind the parked car and activated his emergency lights to prevent a collision on the road. Upon activating his lights, he was approached by a man advising that it was his vehicle and that he assumed he could park on the street due to the lack of a yellow painted curb and a lack of signage. The owner of the vehicle expressed his willingness to accept a ticket. The driver moved his vehicle and no ticket was issued. • July 14, 7:21 p.m., Corbould Road: Police were advised by an anonymous caller that a couple had crossed the U.S./ Canada border and was talking in Boundary Bay. Police located the couple who said they were looking to purchase a home in the area, and had
mistakenly crossed into Point Roberts. Police cautioned the couple about potential repercussions of crossing the border, but noted no suspicious activity or concern. • July 18, 7:50 a.m., 600-block of English Bluff Road: Complainant contacted police to report that someone had stolen his identity and was trying to take out credit cards in his name. The complainant had received phone calls from multiple financial institutions and businesses regarding fraudulent credit card applications. • July 18, 8:29 p.m., 3600-block of Highway 17: Officers conducting traffic enforcement observed a vehicle travelling 148 km/h in an 80 km/h speed limit zone. A traffic stop was conducted where the driver was issued an excessive
speeding ticket, along with having their vehicle impounded for seven days. The driver and passengers left the scene via taxi.

• July 13, 10:15 a.m., 4800-block of 53rd Street: Complainant reported that his bicycle (valued at approximately $500) was stolen from a locked storage unit between July 11 and 13. • July 13, 6:20 p.m., Delta police headquarters: A concerned mother attended headquarters to speak to an officer about her son, who she believed had been drinking and driving. The mother stated she had found cans of alcohol in his vehicle, and was requesting advice on what to tell her child about drinking and driving. The officer relayed the legal consequences
of drinking and driving, and referred her to find information on impaired driving online to show her child. • July 14, 6:23 p.m., Clipper Road: Police attended a residence regarding an abandoned 9-1-1 call. Police spoke with the homeowner who reported that her daughter had grown concerned when she couldn’t get in touch with her mother on her cell phone, and called police out of panic. No distress. No concerns. • July 16, 4:32 a.m., 10000-block of Ladner Trunk Road: Complainant phoned 9-1-1- to report a possible prowler inside their residence. Police attended and located the suspect within the residence; the prowler was identified as a local barn owl which was trapped inside. The owl had made several unsuccessful
attempts to escape, but eventually got tired, and police were able to safely capture the pr’owl’er. The owl was released back into the wild and flew off into the sunrise. • July 17, 9:48 a.m., 7200-block of Wilson Avenue: Police were called to a report of a theft from a vehicle. Complainant advised the catalytic converter was stolen from a company vehicle. It is unknown when the theft occurred as the vehicle has not been used for several months. • July 17, 11:08 a.m., 5000-block of 47th Avenue: Complainant’s friend was participating in outdoor activities when a cyclist took her unattended purse. Police patrols in the area turned up negative. The purse was later recovered, but it was missing various items.

Sacred Heart Parish in Ladner and the Archdiocese of Vancouver are working with Fraser Health officials following a positive COVID-19 test among one of its parishioners. Following a tip from a resident in the community, the Optimist reached out via email to the Catholic church on Arthur Drive Tuesday afternoon. In response, the church said it could not comment further but passed the Optimist’s inquiry to the Archdiocese of Vancouver, which provided an emailed response. “Sacred Heart Parish has had a parishioner test positive for COVID19,” said Archdiocese of Vancouver spokesperson Melissa Godbout. “The parish has been in contact with Fraser Health authorities and will be able to provide an update once the authorities have completed their assessment.”

The Optimist asked for a follow-up interview with the Archdiocese of Vancouver, to ask more specific questions about the case, cleaning and sanitation procedures and whether the church would be open to the public, but it said it could not comment any further until it had heard back from Fraser Health. The Optimist also reached out to Fraser Health for comment, but the health authority said it would not be releasing any details, citing privacy concerns.
The media spokesperson said this is standard practice with regards to any COVID-19 cases and has been the practice since the pandemic started. The church has recently re-started small, inperson masses, but tickets must be purchased in advance and only 50 people are allowed inside the church during mass. The Optimist also observed enhanced signage, social distancing measures and two sanitization stations out front of the church Tuesday.

must admit that I’m not a fan of wearing a mask. Within seconds of putting one on, my glasses become fogged, my vision is obscured and it feels like I’m trying to breathe with the covers pulled over my head. It’s annoying and inconvenient. More than that, however, it’s necessary. The COVID-19 pandemic has changed our everyday lives in a great many ways over the past four-plus months so it’s curious why the simple act of wearing a mask — or not wearing one — has become such a flashpoint. We accept a host of measures, from standing two metres apart in public to washing our hands more often than a surgeon, all in the name of the greater good, but for some reason when it comes to masks, there are people out there who view it as the proverbial line in the sand that must not be crossed. I have to say I’m baffled how something as innocuous as a mask has become so politicized but I guess it’s viewed as a tipping point, a slippery slope where social responsibility turns into an assault on personal freedoms. This mindset is far more pronounced south of the border, but it’s gaining traction on this side of the line too, although I’m not sure if numbers are actually growing or folks just feel more confident speaking out. Whatever the case, I’m still having a hard time wrapping my head around the notion that wearing a mask in public is anything more than an attempt to protect the health of others. I recognize there was some confusion and mixed messaging early on, but the vast majority of health professionals now believe it’s the prudent approach. And with a moderate resurgence in cases in this province, to say nothing of an explosion elsewhere on the continent, it’s painfully obvious that we must all do our part. If we don’t, the consequences are far greater than a simple piece of cloth.
Reopening welcomed but we still must be careful

r. Bonnie Henry announced Monday that there were 102 new positive cases of COVID-19 in B.C. over the previous three days, many linked to an event in Kelowna. A couple of restaurants in the Tri-Cities also had cases. As the province starts to relax the restrictions, there are two aspects to consider. First is the fact the virus isn’t gone, it can appear very quickly and is still very contagious. The second issue is that many people have been sitting around for the past few months, and getting back to regular activities, especially when you are a bit older, needs to be done carefully. In either case, the last place you want to end up is in the hospital. I’ve been pretty careful when I go out. I take my mask, I keep my distance, I stay home when I can to avoid the virus. I’m in the second category. I like to think of myself as pretty active — I play hockey, slo-pitch, I try to jog and stay fit. So when Phase 3 hit and a group of guys who I play hockey with said they wanted to

play a little pick-up slo-pitch, I jumped at the chance. Apparently, that wasn’t a good idea. I’ve played slo-pitch for about 30 years, but hadn’t played with these guys before, so I wanted to make a good impression. I pitch as well, mainly because I can’t throw from the outfield like I used to be able to. But three months of limited movement (it was a rainy spring after all) and chores around the house took their toll on me. It was so nice being back on the field, feeling a bit normal again. My pitching was good, the bat was working and we were up by a few runs. It
wasn’t until my at bat in the fourth inning that I ran into a problem. I clobbered a great pitch, and just as I came around, my back yelled, “Enough.” I couldn’t walk, let alone run. The guys — you know, the ones I was trying to impress — helped me to the dugout. As I sat there, wondering if I’d be able to walk to my car, I must have passed out. The next thing I knew, one of the guys was holding my neck as I was staring at the dugout ceiling. Thank goodness for the great staff at Delta Hospital and the BC Ambulance Service. It was nothing serious, just a real pain in the back. Stay safe, wear your mask, don’t overdo it and be sure to stretch before exercise. Being cooped up for a few months might have a bigger effect that you think. Richmond not really OK with jet fuel or LNG terminals Editor: Re: Richmond council OK with jet fuel, just not LNG, letter to the editor, July 16 The letter claims that Richmond council opposes expansion of FortisBC’s Tilbury LNG plant yet allows a jet fuel terminal across the river in Richmond. According to Richmond Mayor Malcolm Brodie, nobody on Richmond council wants the jet fuel pipeline and terminal but he was willing to support it because of legal advice that a rejection would be legally over-ridden.
The issue was controversial with half the councillors voting in opposition. Brodie cast the decisive vote in favour. Both the jet fuel and the Tilbury LNG expansion present danger to the public and threaten to irreparably pollute the lower Fraser. FortisBC wants to expand LNG production 196 times its original production from 60 tonnes to 11,760 tonnes per day for export. The B.C. and federal governments plan to allow LNG vessels on
the Fraser in violation of international and U.S. safety standards which state LNG operations should not be located near human populations or along narrow inland waterways in conflict with other uses — tugs, barges, container ships, fishing boats and recreational boats. LNG accidents can cause catastrophic fires and/or explosions. An escape of LNG vapour could encompass all of Steveston and much of Ladner with disastrous results, if ignited. Susan Jones
Expanded plant shouldn’t be in Delta or Richmond Editor: Re: Only worth two cents, Murphy’s Law, July 16 I’m disappointed, to say the least, in your editorial your comments regarding the proposed expansion of the Liquid Natural Gas (LNG) plant and loading dock on Tilbury Island in Delta. The question is not whether the LNG plant and docking facility is located in Delta or Richmond; instead the
question is why are these facilities to be built in this area at all, when their location is contrary to International Safety Zone requirements? This loading dock is being built in a narrow river channel that will require a huge turning basin for these gigantic LNG carrier ships and is located in the highly populated areas of both Richmond and Delta. Together with the jet fuel facility in Richmond
and the proposed expansion of Terminal 2 in Delta, they will contribute to the loss of an entire ecosystem that supports marine life on the Fraser River and the west coast of B.C. The question must be not whether the Tilbury proposal is built in Delta or Richmond, but whether the lives of people and their environment should have priority. Douglas George Massey

Let’s strive to use less inflammatory language such as “drug addicts” and start to use kinder terms such as “people with addiction” or “people who are ill, with addiction.” When we use this language, we can start to accept that all illness should be treated equally
without stigmatism. Everyone should feel welcome and encouraged to seek help, and should not feel ashamed about wanting to get well. We have a great community of helping, kind people. On March 16, to ensure B.C. hospitals had the capacity to respond to COVID-19, and to continue to provide urgent scheduled and emergency surgeries, non-urgent scheduled surgeries were postponed across B.C. Two months later, on May 18, Fraser Health resumed the provision of scheduled surgeries. That’s a key early step in providing the thousands of surgeries that were postponed or that had not been scheduled. British Columbia’s surgery renewal commitment to patients is the most massive and ambitious surgical project ever attempted. It will demand the best from all of us, and it will dramatically change how we deliver surgeries in B.C. The priority of this first
phase of surgery renewal is urgent surgeries — patients whose surgeries that must occur in less than four weeks; patients who have had their surgery postponed; and patients who have waited more than twice their targeted wait time. We’re also focused on patients whose surgeries can safely be conducted as day procedures or outside of the main operating room. This includes surgeries like cataract surgeries. This patient priority temporarily moves us away from some surgeries so we can achieve the priority surgeries of the first phase. This will include some dental and hip-and-knee surgeries. This is difficult news for patients anticipating these surgeries, and for their surgeons, too. But this priority focus on patients most in need is
for now, not forever — as surgery renewal proceeds, we’ll be restoring full orthopaedic and dental surgeries. With thousands of patients now contacted to determine if they’re ready to proceed with their surgeries, and in resuming those surgeries on May 18, surgery renewal is underway. We’re still making sure we can handle both surgery renewal and the needs of COVID-19 patients. We’re continuing to build the teams of health professionals and health care workers we’ll need as we increase surgeries in the weeks ahead. Locally here in South Delta we are fortunate to live in a beautiful community with a low crime rate and all the services one could ask for. Underlying all this beauty and tranquility is a drug epidemic that killing our local youth at an alarming rate. Hello, my name is Mike Halpen and me along with my beautiful wife Linda have lived in this community for 25 plus years. We as parents raised our three beautiful children here, tragically our son Marley passed away last October due to a fentanyl overdose. At this point you may ask why I am writing this reliving the pain and anguish we live with each day, the answer is very simple, we care and this must stop. I write this to warn you, each parent that is blessed to have children that your kids are at risk in this community. Of course, anyone using drugs is at risk, but let’s be selfish today and focus on our community. Today happens to be my Birthday, as I have been trying to write this for many weeks, it is incredibly difficult to look forward knowing my son who was my best friend will not celebrate with us today and will not be there with us forever, forever is a long time. When we discovered that our son was using Heroin, I was as you would expect shocked, how could this happen to our Son. What did I as a father do wrong to allow this, how in God’s creation could a kid get Heroin in Tsawwassen? When I confronted him, he said to me in his funny way, oh dad it is easy they deliver it right to our house, yes, they deliver! I could fill this paper with stories of our struggles with these issues and the pain and suffering we lived through and continue to. This is a warning to be hyper-vigilant with anyone at risk and this does not have to be kids, fentanyl kills indiscriminately. Your loved one or friend does not have to be an addict to be exposed to these poisons, all illicit drugs such as cocaine, crack, oxycodone speed meth most pills contain lethal doses of fentanyl. One bad choice at a weekend party where one may decide to try some of these drugs, this choice may kill you. This past week I listened to an interview with Judy Darcy who is our Minister of Mental Health and Addictions on CKNW, during the interview, she referenced as most do the downtown east side and homelessness. My son lived in Tsawwassen in our home with his family his whole short life. So did at least three other young adults I know of personally in our town who have died in the past nine months. Another takeaway from her interview was she is doing her very best to try to implement change and one could feel her emotion that she cares deeply, I am thankful for her service to our province. We are currently amid 2 critical epidemics, both as deadly as the other. As of this morning, the 12th BC has recorded 186 deaths due to COVID 19 while fentanyl has killed over 550 in 2020 alone. In Canada, over the past 4 years, 14,000 people have died due to opioid overdoses. The federal government’s response to the COVID epidemic has been to provide an unprecedented amount of financial aid to all Canadians and Businesses to the tune of well over 300+ billion dollars. How much do we spend on drug treatment, is it a number that correlates to the opioid crisis, No it does not even come close. But look deeper into the numbers, start adding up the true costs including the hospitals’ first responders and of course the courts and prison systems. If you are lucky enough to have a friend who is local firefighter ask them how many calls they have attended locally due to drug overdoses, I promise you will be shocked. What we will find is we are spending billions of dollars fighting this epidemic and just spreading out the costs between our overloaded systems throughout every town and city across our great nation. Our local Police force seems to be powerless to stop the dealers if and when they are caught the judicial system is extremely weak. Sentencing if any are often short or not at all. If you look south of the border their sentencing guidelines, in my opinion, are far too penal, here is the exact opposite. The “war on drugs“ is a complete utter waste of Billions upon Billions of taxpayers dollars. I can’t believe I am saying this but in my opinion, to stop this is to legalize every single illicit drug in the market. Control the supply and most importantly ensure these drugs are not laced with more poison than they already contain. Spend the enforcement dollars on early Mental Health, Education and Treatment when necessary. Start to identify youths at risk at a very early age and provide our wonderful teachers the resources to help them identify and guide these kids to a bright future. During this past few months living through these Covid times, I have noticed our Community is far more friendly and helpful to one another, let’s all reach out to those in need and show our support and try to be less judgmental. Delta police are investigating an alleged assault outside a popular Tsawwassen pub early Sunday morning. According to police, officers were called to the scene shortly after midnight by pub employees. Police arrived to find a man who had received what appeared to be significant injuries. The victim was transported to hospital for treatment.
A post on the Tsawwassen Loop (NEW) Facebook page, which sparked considerable discussion Monday, identified the pub as the Rose and Crown. Many on the post praised the Rose and Crown staff for their response to the incident. According to the post, the injured man received several cuts and lacerations to his head that required numerous staples to close his wounds. He was said to be recov-

Well over 50 violation tickets were handed out last Thursday in the latest campaign by the Delta Police Department’s traffic unit. Officers were fanned out throughout the city to follow up on requests the public made in the traffic unit’s Tell Us Your Traffic Troubles campaign. Some of the hot spots drivers told police to watch included Arthur Drive, Ladner Trunk Road, 56th Street and River Road. DPD public affairs coordinator Cris Leykauf said the police department received more than 80 suggestions from members of the public, many of which came in during the day on social media. “We’ve done this before. Earthwise in need of pickers so fruit doesn’t go to waste

The Delta Farmland & Wildlife Trust has announced this year’s Day at the Farm has been added to the growing list of community events cancelled as a result of the COVID-19 pandemic. “Due to COVID-19 we have had to make the difficult and unfortunate decision to cancel the event for this year,” reads
a statement on the organization’s website. The 15th edition of the popular annual event, which introduces suburbanites to many aspects of a working farm, was to be held in early September at the Westham Island Herb Farm. “This is one of the most exciting agricul-
tural fairs in the Lower Mainland because it provides visitors the opportunity to connect with real farms, real farmers and real food,” according to the Delta Farmland & Wildlife Trust. The event typically features hay-wagon tours, displays, children’s activities, food contests, entertainment and more.
While the COVID-19 restrictions across B.C. are gradually being lifted, the need to address food security is more pressing than ever. Lack of job security and economic uncertainty have meant that more and more residents are struggling to put food on their tables on a daily basis. At the same time, tonnes of edible food is thrown into Metro Vancouver landfills every year. Earthwise Society is actively recruiting new volunteers to help with its Shared Harvest Program that helps keep food out of landfills and puts it into the hands of the people who need it the most. Earthwise is the lead agency in the Delta Food Coalition, a network of community groups
working together to help decrease hunger, increase local food security and improve the overall nutritional health in the community. Shared Harvest is a food security initiative that reaches out to homeowners who have excess fruit in their home gardens, but are not able to harvest it all. Earthwise coordinates volunteers to help pick the fruit, which would otherwise go to waste. Some of the collected produce is shared with the homeowners and volunteers, and the rest is distributed to local families in need. Through this program, thousands of pounds of fruit in Delta is harvested annually and put on the tables of needy local families. The Delta Food
Coalition also works with the local farm community to distribute excess farm produce to those in need. Summertime is harvest season in Delta, and we are fortunate enough to be surrounded with plenty of ripe fruit trees. However, to keep up with the supply, Earthwise needs help from the community, and fruit pickers are in high demand. Volunteers may commit as much time as they would like. Everything makes a difference. Delta lifeboat pressed into action during open house
Charities get emergency funding
Eight Delta charities supporting vulnerable populations during the COVID-19 pandemic have received $181,860 in funding from the Delta Foundation through the federal government’s Emergency Community Support Fund. A survey conducted in April found that 80 per cent of charities in Canada were operating with decreased capacity and nearly one in five had suspended or ceased operations. The Delta Foundation is one of 177 community foundations across the country participating in the Emergency Community Support Fund. More than 15 charities applied to the Delta Foundation for support and the following eight were allocated funding: • Big Sisters of BC
Lower Mainland: $5,055 for its Study Buddy program which provides weekly, no-cost tutoring and mentoring to at-risk youth aged seven to 17 from low income families. • Deltassist Family and Community Services Society: $70,000 for the Temporary North Delta Food Bank that is serving 708 people every two weeks who, because of the COVID-19 pandemic, are experiencing homelessness, job loss or ongoing financial struggles. • Little House Alcohol and Drug Addiction Recovery Society: $10,000 for the Heart of the Youth program, which supports youth affected by substance use disorder through an online, safe, non-judgemental space. • Mamas for Mamas — Metro Vancouver:

Members of the Canadian Lifeboat Institution had to leave their own open house last weekend in Ladner Harbour to do what they do — rescue boaters in distress. The weather was perfect last Saturday for the group’s Lifeboat Day at the government dock at the foot of Elliott Street. The Delta and Fraser lifeboats were on view for the public to learn about the charity’s work. At midday, a request was received to assist a 40-foot motor vessel aground on Roberts Bank with disabled hydraulic steering. The Fraser lifeboat proceeded to assist with crew from Delta and Richmond on board. Arriving on scene as the tide was rising, the vessel was taken in tow with its lone skipper

est, trace, isolate. test, trace, isolate. it was the first week of march and Dr. michael schwandt and his team were in the midst of what would soon feel like an endless cycle. the outbreak control team was huddled in their Vancouver offices, poring over another case of coViD-19. but when those lab results came over the phone, everyone knew it was something different: sarscoV-2 positive. the novel coronavirus had made it into lynn Valley care centre. “there was a lot of concern, the knowledge that this could be a very serious situation,” said schwandt. “it was a feeling of going to work.” that work would balloon in the coming weeks, as the outbreak claimed the first coViD-19 death in canada –an 80-year-old resident – and morph into the health authority’s deadliest outbreak, taking 20 lives and infecting a further 59. the latest tallies find between 81% and 85% of deaths in canada occurred in seniors’ homes, compared to an organization for economic co-operation and Development (oecD) average of 42%. of the roughly 8,700 deaths due to coViD-19 in the country, about 7,000 have been i n sen iors’ homes. these are often the frailest of canadians, caught in a system experts say has long been neglected, where unregulated government transfers make up only two-thirds of the oecD average and often fail to ensure adequate care. “we failed long-term care in

Fear over the new virus led many staff at lynn Valley care centre to abandon their posts in the early days of the outbreak. “ we we re h e lp i n g to g ive meals to residents and doing basic care for our own parents because nobody showed up to work that weekend,” said althea Gibb-carsley, whose mother-inlaw, 94-year-old isabelle mikhail, would later die of coViD-19 at lynn Valley. “we realized … that the help was not there. and so we made a decision to go every day. we took time off work and we realized we had to be in there.” t here was little communication, said family members, because nobody was even answering the phones at the nursing home. “b.c. had some of the same sins that all the other provinces had too: they had people who were being paid poorly working in

these homes, and working between multiple homes to try and make ends meet,” said sinha, who in addition to his clinical work, also heads of the national institute on ageing think tank and advises the ontario government. at the time, some of the most emblematic images of the virus overseas were of the construction of a field hospital in wuhan and of an italian health system in free fall as icUs overflowed with patients unable to find a ventilator. “we d ra n k the Kool-a id,” sinha said. “we said, ‘let’s shore up our hospitals, let’s do everything we can, let’s buy ventilators.’ money was flowing like nobody’s business to make sure our hospitals were protected.” H e a d d e d , “ wa s t h e re a n
overemphasis around acute care? absolutely. we never figured out our systemic vulnerabilities.” in the weeks leading up to the first cases at lynn Valley, health officials in b.c. had been closely watching the rising death toll across the border at a care home in suburban seattle. so when the U.s. centers for Disease control and Prevention came out with a day-by-day study of the outbreak at the Kirkland home, schwandt and his colleagues took note. they were some of the first in north america to apply a playbook known outside of b.c. as the “iron ring” protocol, a set of outbreak measures first implemented in b.c. and designed to suffocate coViD-19 in a nursing home. Provincial health officer Dr.
bonnie Henry issued a b.c.-wide single-site work order, followed by bumps in pay for over 7,000 care aides to go along with strong infection control measures and universal masking for all frontline workers. the more the virus spread, the more infection control experts rea l ized coV i D-19 was l i ke nothing they had seen before. Unlike sars, it soon become clear that coV iD-19 was an asymptomatic predator, and a simple change of a bandage could spark a cluster. inside b.c.’s seniors’ homes, h e a l t h t e a m s w e re t e s t i n g residents and staff who seemed fine, and outbreaks went from dozens of deaths down to single digits or none at all. it’s what b.c. seniors advocate

seniors’ homes from the next wave the elderly has put spotlight on system’s deep vulnerabilities Isobel MacKenzie called “a lucky break” for British Columbians, whereas an unfortunately timed spring break led to a wave of infected spring breakers returning to Ontario and Quebec, driving caseloads which eventually filtered into homes. Or as Sinha put the jurisdictional divide, “Days matter with COVID [and] B.C. was able to take control and apply the evidence.” In Ontario, however, care facilities were left to fend for themselves, he said. Second wave Health officials and researchers largely agree that B.C.’s “Iron Ring” protocol established an effective emergency baseline in responding to outbreaks at seniors’ homes. It’s a strategy many say was aided by the province’s health authority system, offering a command and control structure that allowed it to quickly centralize the distribution of gowns and masks in the early stages of the pandemic. Health authorities continue to roll out widespread testing of asymptomatic patients, and in Fraser Health – the hardest hit health authority in the province – officials told Glacier Media that they’re recruiting and training a pool of new contact tracers to be ready for a resurgence of the virus in the fall. One of the biggest concerns, according to Schwandt, is the potential for a second wave of COVID-19 to overlap with an influenza season. “Right now if someone has a cough and a fever in B.C., we would say COV ID-19 is very high on your list of concerns as a clinician. With flu in the mix or other seasonal respiratory infections like the common cold,

it will become much more challenging,” he said, adding that his team is currently analyzing any gaps in testing capacity. Despite all the precautions, the strict emergency protocols that have protected many B.C. homes from the first wave of the virus have created unforeseen consequences, and some say those oversights are starting to catch up with staff and residents. Closing the gaps It wasn’t until the end of June that B.C.’s nursing homes fully implemented the protocol, something MacKenzie says speaks to the fragmentation of the system. Every health official and researcher interviewed for this story agreed federal and provincial governments need to work towa rds nationa l sta nda rds for care aide training, pay and oversight of the $1.3 billion in
government transfers made in B.C. every year to ensure quality care. “It doesn’t take a rocket scientist,” said MacKenzie. “We need to move towards offering full-time jobs at a decent salary. It requires training, not extensive training but some training. It absolutely requires a sense of responsibility.” But many doubt whether such an institutional shift can get off the ground in time for a second wave. Care aides make up roughly 70% of staff at long-term care homes, but there are others behind the scenes who say they’ve fallen through the cracks. “What sticks out the most to me was how support services – so laundry, housekeeping and dietary – are overlooked, and yet we are the grassroots of the facility. We hold this thing together,” said one worker who manages dozens
of kitchen and laundry staff serving over 500 residents in Fraser and Vancouver Coastal Health. The woman, who asked to have her name withheld because she feared repercussions at work, said she has been left shorthanded while health officials bolster the ranks of their care aid colleagues. “Fraser Health did not consider support services as essential as care, so we suffered quite a bit. When we got hit with COVID, I was a housekeeper, I helped out in laundry, I did dietary aid and I cooked – all in one day,” she said. “I was working 70 hours a week in order to make ends meet.” Part of the problem is a shadow workforce – made up of essential family visitors – that has been kept out of long-term care since the first lockdown at the Lynn Valley, said Sinha. “The key is nobody has been taking stock of how much unpaid care was actually being provided in these settings,” he said. The estimates are massive: 93% of Canadians receiving government-funded home care have a family caregiver involved, according to data from the National Institute on Ageing. “All that stopped overnight,”
said Sinha. Now, as the province opens up care homes to family, Sinha is urging health officials to build a reserve family workforce for seniors’ homes, one that is trained in the use of masks and gowns and can support staff should the province be hit by a second wave of the pathogen. “The nuance is during an outbreak if there are family members who want to be partners in care and remain, how do you figure out what works,” he said. “This is not a way to cheap out on the nursing or the care that we provide. This is a ‘both ends’ approach.” For Dr. Schwandt, balancing the benefit of a family member’s presence with the risk of introducing the virus is something health officials will need to tread for many months or even years ahead. “We do need to find a way to walk that line.” •

Our summer this year is different? Normally summer is a time to switch from the busyness of work; to slow down, rest and relax. But this year, living with the tension, anxiety and the constant adjusting to new processes and routines, our summer is different. and end the day at my leisure. While there are many frustrations with home projects and I had my share with the fence, this simple change in routine was a form of rest. My mind and body were engaged in something else, a project that was going to be rewarding at the end of the day. Rest is important, even amongst the stresses and strains of this year. Jesus says, “Come to me, all you that are weary and carrying heavy burdens.” We are invited to lay down our troubles and burdens before God. In so doing we find rest in God who breaths life into us at our beginning and who will hold us at our departing.

Virtual art auction to benefit Reach set to go live
Reach Child and Youth Development Society is launching Reach for Beauty: Art Auction for Autism this Sunday. The generosity of local artists has made the online silent auction to support children possible. Members of the public can visit www.reachforbeauty.ca to bid on works of art in many mediums, including original paintings, prints, pottery, photography, metal and stone. All proceeds benefit children with developmental challenges at Reach. Local artists Gary Nay, Michael Abraham, Yorke Graham, members of the South Delta Artists Guild and many more are participating in the community effort. The auction will run until Aug. 10 and supporters can browse online at any time of day. Guild members Rod Winning and Jan Strehler recently dropped off a large number of paintings from fellow artists at the guild, including several of their own.

CRAWFORD, Patrick Ralph, C.M., BA, DMD On Monday, July 13, 2020, Patrick Ralph Crawford (better known as Ralph) loving husband and father, passed away at age 92 in the Delta Hospital, Delta, BC. Ralph was born in 1928 in Winnipeg, MB, to Hector and Eileen Lusignan. After graduation from high school he moved to Moose Jaw, SK, to work as a Famous Players theatre manager. There he met Olga (née Nazarewich) and they married in 1952. He returned to school, obtaining a Bachelor of Arts degree in 1954 and a Doctor of Dental Medicine degree in 1964. He practised dentistry in Winnipeg for 25 years during which he also taught part-time at the U of M Faculty of Dentistry. He retired from active dental practise in 1989, first moving to Ottawa to work as Editor of the Journal of the Canadian Dental Association for nine years, then retiring to Tsawwassen, BC. Ralph stayed active through retirement, volunteering on his strata council and a local thrift shop. Ralph was active in dental association affairs, serving as President of both the Manitoba and Canadian Dental associations. He is the only dentist in Canada to be recognized with Honorary Memberships in both organizations, and was a fellow of the International College of Dentists, the American College of Dentists, the Pierre Fauchard Society, the Academy of Dentistry International, and the Royal College of Dentists of Canada. In 2019, Ralph was appointed a Member of the Order of Canada for his longlasting achievements as a clinician, educator, and historian in the field of dentistry.
DENNISON, Madeline May December 7, 1923 − July 11, 2020 Madeline May Dennison (Hoare) passed away peacefully July 11, 2020, at 96 years old in the town of 100 Mile House, BC. Madeline was born December 7, 1923, and was predeceased by her parents, Madeline Emily Hoare and Edward Earnest Hoare. She is survived by her husband of 71 years, Thomas Stephen Dennison; and by her four children, Cheryl May Woodcock (Mike), Robert Stephen Dennison, Barry Thomas Dennison, and Dorian (Dori) Bruce Dennison (Val); eight grandchildren; and eleven great−grandchildren. Madeline was close to her family and friends growing up in Saskatchewan and raising her family in Ladner. She was very involved in the community of Delta, participating in Rebekah’s, Delta Hospital, and several other sports and community clubs. Madeline and Tom moved to the Cariboo in the later years to be close to family and the recreation property that they loved so much. There was rarely a moment that she was not knitting either for the Delta Hospital or for anyone who would appreciate her craft. In her lifetime she knitted approximately 4000 items and continued to knit until her passing. She loved to be with family and friends and will always be in our hearts. Due to the current health restrictions, a private family gathering will be held to celebrate her life at a later date.
Ralph and Olga were interested in collecting dental artifacts and memorabilia. Artifacts they collected can be found in dental museums at the Faculty of Dentistry in Winnipeg, the Canadian Dental Association in Ottawa, ON, at the Arnprior Museum, in Arnprior, ON, and in the Dr. Ralph and Mrs. Olga Crawford Dental Collection in the Museum of Health Care in Kingston, ON. Ralph is also the author of “The Canadian Dental Association 1902-2002 - A Century of Service”, a series of articles outlining the CDA’s first 100 years. He will be greatly missed by his wife, Olga, son Patrick (wife Donna Giberson), daughter Aileen (husband Rodney Stuart), grandson Julian, extended family, and many friends he has met along the way.
GEARY, Rose Marie 1923 - 2020 Rose Geary passed away peacefully on July 9, 2020 at the Mountain View Manor Extended Care facility where she had spent the last four years of her life. She was predeceased by her husband Ben, her parents, as well as all of her siblings. She will be greatly missed by her four daughters Anna (Lyle), Carol (Bruce), Vera (Dan), and Brenda (Ed predeceased), 6 grandchildren, 10 great grandchildren, and 4 great-great grandchildren. She had lived in Ladner since 1987, but had previously travelled the world with her husband Ben while he worked in locations such as Alberta, Alaska, Texas, Norway, Australia, Algeria, Iran, Indonesia, Belize and many others. While dementia and osteoporosis had taken their toll on her body over the last number of years, she constantly grew more into the sweet lady that she was. She kept her sense of humour through everything that was thrown at her, and she could be counted on for a smile most any time. Especially when her family came to see her. And even more especially when her husband Ben arrived for one of his frequent visits. They would often sit and hold hands for an hour or more. They had recently celebrated their 77th anniversary. We would like to thank the staff at Mountain View for their care and compassion during her stay there. No funeral service is currently planned due to the Covid-19 restrictions. The family will have a memorial service at some time in the future when all family members can attend.
