B.C.’s highest honour for Horton

Celebrated marine artist from Tsawwassen among 13 to receive Order of British Columbia IAN JACQUES

Tsawwassen’s John Horton is among 13 recipients of the Order of British Columbia — the province’s highest form of recognition. Lt.-Gov. Janet Austin made the announcement on Monday’s B.C. Day holiday. A celebrated marine artist, Horton has made significant contributions to the appreciation and safety of B.C.’s coastal history and its waters through his paintings showcased in collections across Canada, commemorative coin designs for the Canadian Mint and a lifetime of volunteer service to keep mariners safe. Horton told the Optimist he found out about the honour a couple of weeks ago when he received a phone call from the lieutenant-governor’s office. “I was flabbergasted,” he recalled. “I was also very humbled by it because of course you are joining a group of people that have done wonderful things for British Columbia and you feel very humbled to be elected into their presence.” Other recipients this year

national exercises. Earlier this year, the City of Delta presented Horton with its Delta Friends of Heritage Award. He was recognized for promoting awareness of Delta’s maritime heritage through art, specifically his painting Arrival at Port Guichon, which was gifted to Delta in November following a year-long fundraising campaign. The painting will be on permanent display at the Delta Cultural Centre when that facility opens to the public hopefully next year. Equally significant is his long-time volunteer work in marine search and rescue. Over the years, Horton has been active in a number of organizations, including being instrumental in the development of the Canadian Lifeboat Institution where he’s responded to over 600 incidents. “You don’t do these things for awards — you do it because you want to help your fellow man,” Horton said. Due to the COVID-19 pandemic, the Order of B.C. investiture ceremony was postponed. This year’s recipients will be invited to a ceremony in Victoria next year.

School plan still in the works

Province announces most students will be returning to class next month SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

Students will be back full-time but details for parents are still to come. That’s the message from Delta School District superintendent Doug Sheppard, responding to an announcement last week from Education Minister Rob Fleming and provincial health officer Dr. Bonnie Henry that most students will be returning to the classroom next month. “We know how important it is for students to be back in school… not just for their learning and education, but for their emotional and mental health, so we were pleased to hear today’s announcement that classes are set to resume at Stage 2 of B.C.’s Education Restart Plan as it means that most

K-12 students will be back in school for fulltime in-class learning in September,” Sheppard said. “We know that families will likely have many questions with regards to what this will mean for their child(ren). We will be reviewing the updated health and safety guidelines released today by the B.C. government, and will work closely with the ministry over the coming weeks to ensure we have plans in place for September that support our students, teachers and staff for a safe return to school. We will provide more specific information to parents/guardians regarding cohorts/learning groups, schedules, enrollment and registration by Aug. 26,” he added. The province announced students will be divided into cohorts

or “learning groups” of student and staff that primarily only interact with each other throughout

the school year. For elementary students, those groups will be made up of about 60

people, although Henry emphasized they will not all be in the same classroom. Secondary schools will see learning groups of up to 120 people. All boards of education and independent school authorities will continue to be required to implement a suite of health and safety measures to reduce the risk of COVID-19 transmission, following the recently updated guidelines from the BC Centre for Disease Control, the province explained. B.C. Teachers’ Federation president Teri Mooring said the plan to fully reopen schools on Sept. 8 needs more time and a lot more work if it’s going to be successful and keep everyone safe. Schools ceased inclass instruction in midMarch but in June there was a partial reopening.

Parents express reservations over a return to class IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

Delta parents have mixed feelings when it comes to sending their children back to school in September. Following the release of the Ministry of Education’s return to school plans last week and awaiting more detailed plans from the Delta School District, the Optimist, on its Facebook

page, asked parents for their thoughts and whether they were comfortable sending their children into the classroom. June Mark said the education plan is just asking for trouble. “Health Canada has said that it’s unlikely that kids will get COVID-19, but that doesn’t mean that they won’t carry it home on their clothing, backpacks, lunch kits,

hands and feet and back to the people who love them and possibly get them all sick,” Mark said. Brenda Moy wondered if adults are having so much trouble keeping apart from others, especially at the grocery store without even wearing masks, then why are we opening schools and trusting that kids will do what adults are not able to do. “I’m not sending my

son back,” she said. “We have finally developed a way for him to be responsible with school work and we will keep it that way. School will be done virtually. We are not taking the chance.” Colleen Ottens said school districts need a better plan than what has been laid out by the province. “Safe returns of students and staff is possible, but must be imple-

mented thoughtfully,” she said. “Don’t dismiss online lessons. We will likely need them.” Parent Trina Batista said due to health issues, they have had a very small bubble thus far and she’s really concerned about sending her kids back to school. “We’re considering home schooling with another family, but currently Delta’s HomeQuest program is full.”

It could be a lot more difficult removing big trees in Delta. City staff has brought forward proposed amendments to the city’s tree protection bylaw, changes that may still need to be further ironed out before heading back for approval from Delta council. Already having directed staff to come up with a new urban forest strategy, and the city having a two-for-one tree replacement policy, council this spring asked planning staff to see what further changes could be made in order to protect bigger trees from being removed. The move came following increasing complaints about lots being clear cut of big trees to make way for new

In response to complaints about this North Delta residential lot and others where trees were cleared, Mayor George Harvie asked staff to come up with amendments to further toughen Delta’s tree protection bylaw. houses. Some of the proposed changes include requiring more replacement trees when larger trees are cut, doubling the current tree cutting permit fee and stiffer penalties for unauthorized removals. One of the biggest changes is the addition of a “significant trees” category.

They are defined as having “significant value to the community because of special characteristics such as size, age, uniqueness of species, uniqueness of ecosystem, or heritage or landmark value.” Those trees would be more difficult to remove unless warranted by special circumstances, such as posing a danger.

Protest walk at TFN takes aim at drug crisis, dealers

58 years serving delta

SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

It was meant to raise awareness that the Tsawwassen First Nation can no longer stand idly by and wait for police to address the drug issue in the community. Those attending a protest walk at the First Nation last Wednesday night had that to say as they tried to raise awareness how the drug crisis is hitting Indigenous communities, including the TFN, particularly hard, and how drug dealers are having an easy time doing business. The event, not sponsored by the TFN government, was organized by members who gathered at the administration offices and then walked to the corner of Blue Heron Way and Salish Sea Drive. people, including elders and youth, took part in the event. They handed out information and had a message for drug dealers to stay away from the community. Laura Baird, one of the organizers who helped put together the Facebook page TFN Community Members for Safety and Empowerment, said this year alone has seen sev-

eral people living at the TFN suffer overdoses, including one fatality. Noting even more dangerous, poorer quality drugs are being dealt, she said a big problem is that if police manage to remove one drug dealer, others are quick to replace them. Organizer Jen Connors agreed, saying that during the rally a known drug dealer drove right by them.

It’s been a construction zone for the better part of two years, but the end is finally in sight for a busy stretch of road between Ladner and Tsawwassen. Delta council has awarded a $1.7-million contract for upgrades for 53rd Street between 28th and 34B avenues, the final phase of improvements engineering director Steven Lan says will make it a much safer overall roadway. Since the fall of 2018, Metro Vancouver has been working in and around the intersection of 53rd Street and 28th Avenue to upgrade its watermain. In addition to the Metro Vancouver work, the civic watermain and storm sewers have also been upgraded. Lan notes the upcoming city work now switches to road improvements,

If you see anything occurring that you believe to be suspicious, call 911 for in-progress crimes and emergencies or 604-9464411 for other assistance. The following are some of the calls Delta police responded to in the previous week:

TSAWWASSEN

• July 28, 11 p.m., 600block of 52nd Street: Police were called to a report of mischief whereby the complainant had their vehicle vandalized. A bystander had observed the inci-

dent and posted photos online. Police were able to identify the suspects, and the issue was resolved between the suspects’ families and the victim. • July 29, 5:54 p.m., 5000-block of 6th Avenue: Complainant called police reporting a group of youths knocking on the front door of her residence and running away. The complainant stated the issue had been ongoing for a few weeks. On arrival, police located two of the youths who had returned to apologize. The parents of the other youths were contacted in person by police. All parties stated they understood the seriousness of mischief and would not do it again. • July 30, 10:12 a.m., Beach Grove Road and 12th Avenue: Police were dispatched to a driving complaint where a

vehicle was observed exiting the dike and failed to stop at the stop sign, crossed a double yellow line and failed to stop at another stop sign. A warning letter was sent to the driver. • July 30, 7:52 p.m., Ferry Causeway: Police were conducting patrols to locate a vehicle possibly involved in an assault. Police observed a vehicle matching the description, and conducted a traffic stop. The officer could smell a distinct odour of liquor emanating from the driver’s mouth. The alcohol screening device was administered to the driver, who blew a “FAIL.” The driver received a 90-day immediate roadside prohibition, and his car was impounded.

Pandemic pushes most crime stats lower in the second quarter of year

During April through June, as the public became accustomed to changes brought on by the COVID-19 pandemic, key crime and public safety indicators remained below normal in Delta. According to statistics released by Delta police, person offences were down 22 per cent from the same time last year, with 187 recorded compared to 241 last year. This continues a trend which began in the first quarter of 2020. Break and enters to residences were down 36 per cent compared to the same quarter in 2019, with police recording just 30 offences. “These are typically crimes of opportunity, and with greater numbers of people at home due to the pandemic, there’s less opportunity,”

said DPD spokesperson Cris Leykauf. Break and enters to commercial properties, on the other hand, jumped from 30 at this time last year to 39 this year. Year-to-date these numbers are slightly below normal. One of the biggest drops overall in DPD statistics was in the number of collisions reported to police – only 157 during the second quarter compared to 260 this time last year, a 40 per cent drop. The number of violation tickets dropped as well in the second quarter to 996, compared to 2,755 last year at this time. “As the reality of life under the pandemic set in during April, our officers prioritized education over handing out violation tickets,” added Leykauf.

he new rules implemented last week for Alaska-bound Americans might well be used as a model to address a nagging situation at the Point Roberts border crossing. There’s been a growing effort to ease the restrictions at the crossing at the foot of Tsawwassen’s 56th Street so Canadians with property south of the line can cross to perform maintenance on their cottages and boats. This push, which includes a 3,000-name online petition, hasn’t made much headway as governments on both sides of the line have been reluctant to vary the rules, even for our own little geographic anomaly. I get it, you can never be too safe when it comes to COVID-19, but now that new regulations have been put in place to clamp down on Americans passing through Canada on their way to Alaska, it seems to me that a similar approach could be applied to Canadians wanting to access the tiny American peninsula to check on property. There are a host of new rules now governing Alaska-bound Americans, including only being able to cross at specific locations, taking the most direct route, avoiding all tourist hot spots and much more, with failure to heed them resulting in hefty fines or imprisonment. Surely something similar could be tailored for Point Roberts, where Canadian property owners could also be given a rear-view mirror tag with a list of strict conditions, the primary one being only to travel to the cottage and back, as well as stiff consequences should they not be followed. I realize that relaxing restrictions can prove problematic when you’re talking about a virus that can get out of control in a hurry, but we’ve done well in our collective battle by setting reasonable expectations and trusting people to use good judgement. This looks like another situation where that approach could be applied.

COVID-19 allowing purge of all that stuff we accumulate

O

ne of my bedrooms is starting to look like a basement. There are multiple boxes of books stacked in a corner, bulging black garbage bags lay heavy with clothes and shoes, and housewares and assorted old treasures are piled up waiting for donation. More time spent at home has given us the perfect opportunity to purge. I bet your linen closet, book shelves and junk drawers are cleaner than ever, and the garage is next. Once you get started, purging is infectious. The bottom line is we have accumulated too much stuff in a consumer society that targets our wants, not our needs. The pandemic has slowed our consumption — sales are down in all sectors — which is good for the planet but not for the economy. A healthy economy depends on us continuously purchasing stuff, and if we slow down the retail sector is going to suffer even more cuts. Our local thrift stores aren’t immune from the retail slide. The Delta Hospice Cottage

Community Comment INGRID ABBOTT

Charity Shoppe, the DYSL Warehouse Thrift Store and the Delta Hospital Auxiliary Thrift Store have recently reopened, and they need us to shop. You will have to line up to enter, allowing anywhere from five to10 people in the shops at once, which calls for patience and dedication. There are new rules for donations, including limited hours, and you can’t just drop and run. The Delta Hospital Auxiliary says men will greet me in the parking lot to review my stuff to see if it’s donation worthy. Does that include the blouse I’ve held onto since the ’90s or the ceramic-handled ladle

I got as a shower gift 34 years ago? Now I’m nervous. It’s understandable that with less shoppers they need less donations — that’s supply and demand. As a result they don’t want furniture, pillows, VHS tapes, stuffed toys, picture frames and sporting goods. They do want your clothes, books and dishes. In his new book, Secondhand Travels In The New Global Garage Sale, journalist Adam Minter says only one-third of thrift store inventory actually sells. The non-sellable stuff goes to the multi-billion-dollar industry of reuse. It travels across our country and then worldwide to places that want our stuff. It’s possible the blouse I purchased from Boutique Blanche years ago is now in Ghana enjoying a rebirth. Consider shopping gently worn or used when you need something. You’ll be helping our local non-profits and the planet because, like everything in life, it’s a fine balance. Ingrid Abbott is a freelance broadcaster and writer who will take one for the team and keep shopping.

Letters

Diversity consultants needed at city hall and police dep’t Editor: Thank you to the Delta Optimist for publishing my comments on the need for increased diversity, inclusion and representation of people of colour in Delta. I did not realize the Delta School District already had a diversity consultant in Trevana Spilchen, who actually contacted me to be part of a Delta School District Pride video but I did not realize Spilchen filled this position within the district. I am very happy the Delta School District recruited Spilchen into this role. I feel, however, the City of Delta and Delta police can also hire diversity

consultants if they do not already have them or the city, police, and school district can create one diversity department to pool their resources. Sher Vancouver recently wrote a letter of support to the Delta police supporting Const. Lee Chapman’s idea for a diversity consultant or diversity department within the Delta Police Department. I would also like to see increased people of colour and minorities in leadership positions at the local level. There really is no excuse for a government that is funded by taxpayers’ dollars to not be representative of the population it

serves. In addition, the direct hiring of expert specialized diversity, inclusion and equity staff with a program and budgets I feel is a more effective idea than creating public committees that rarely meet and often do not have the expert knowledge to make decisions on issues presented before them, although I do recognize there is a role and some merit to having public committees. Lastly, I feel it is critical for Delta to develop a specific concrete “strategic plan” to determine how to support its LGBTQ+ community. Alex Sangha

Catching up with the middle finger salute Editor: I was rushing my father to VGH ER at about 2 p.m. on Monday when a white BMW took a shine to my tail as we were climbing the Ladner overpass. Once we were over it, he passed at very high speed. After he’d gone a good distance, he stuck his middle finger up and out of his sun roof.

He beat us to the red light. He’d stopped in the left turn lane into Ladner and I stopped beside him in the HOV. He’s young, has short hair combed to the right and was wearing big, stylish sunglasses. He seemed to be shocked and a tad embarrassed to have me parked beside him waving and smiling at him for so long.

I think a Delta police officer should visit him. Having a police officer knock on his door would remind him that boorish actions while driving have consequences. Pay parking could reduce Centennial crowds Editor: Re: Heating up at beach, Murphy’s Law, July 30 After reading your column about the continuing parking problem at our very popular Centennial Beach, I wondered if anyone had thought about charging

for parking? I’m thinking in particular about White Rock Beach where paid parking has been in effect for a very long time. Charging for parking could possibly reduce the volume of cars and eliminate some of the headaches that are being experienced by local

residents. The revenue created could go towards improvements along the beach. With the outdoors being recommended by health officials, our beaches are going to be in greater demand for the foreseeable future. Laura Laferté

Gas prices send drivers to other communities Editor: There seems to be a lingering perception that all residents of Tsawwassen are wealthy. Why else would the two gas stations consistently charge at least seven cents more per litre than their companies’ stations in surrounding

communities, including Vancouver? Maybe that’s the only way they can cover their costs. However, if they kept their prices far more reasonable and affordable, I’m sure those of us who buy gas in other communities, including Point Roberts when

possible, would opt to support these two local businesses just as we do other businesses in our community. These companies need to be more thoughtful toward the majority of us who need to watch every penny. Marilynn Turner

BETTER VISION FOR BACK TO SCHOOL

Qualtrough’s response to queries about loosening the border closure to facilitate these people was a typical politician non-answer. She didn’t address the issue at all. This is definitely a unique situation and should be, at the least, looked at by cabinet. People from the U.S. can cross to go to Alaska, so I

don’t see any difference here. Qualtrough’s reply also reminds me of typical Liberal arrogance by not even taking the time to look into the matter. I am no supporter of the Liberal Party and she certainly makes my point as to why I make that decision. Richard J. Bergeron

concern hasn’t been shown. Their claim that “collaboration is key for sustainable port operations and growth” does not seem to have any significance when it comes to Delta. By way of qualification, the article points out the many financial benefits the port brings to Delta. It continues by stating that the “independent panel affirmed the need for the project” and did “review alternative means.” Yes, the port brings financial benefits to this area. Will T2 do the same? The two significant “alternative means,” an expansion to Prince Rupert and an expansion of the existing terminal were excluded and disregarded by the review panel for completely arbitrary reasons. Both have a viable business case and neither presents the environmental issues that T2 presents. The review panel recognized 71 environ-

mental concerns that need “mitigation” for this project. Mitigation was a management practice acceptable in the past. Canada needs to do and be better environmentally. Our survival depends on this. Mitigation offers no way out of a national climate emergency. Lastly, the T2 business case is so unattractive the port cannot find an operator for the proposed terminal. This will likely mean that if it gets built, you and I will be subsidizing the port and shipping industry. The Port of Vancouver has a vision “to be the world’s most sustainable port.” It fails in this and to “work for the benefit of all Canadians” with this proposal. As a federal Crown corporation, the port continues to be a disappointment. Thank you, City of Delta, for recognizing the problems with this proposal and refusing to support it. Peter van der Velden

Editor: Re: Port ‘disappointed’ after city opposes T2, July 30 As we know, the port is a federal Crown corporation, an entity in which we all own a share. As such it has the responsibility to set standards for private corporations to follow. Sadly, with this project the port itself is a disappointment. The claim that “nine years of public consultation and engagement” has brought “much positive” feedback is misleading. The port has never shown any interest in dialogue with anyone that has concerns. The Delta community office is little more than an exercise in public relations handing out cheques to community groups. Has our representative port board member shown any interest or presence in the community? The environmental impact that T2 will have is significant but real

Bay home is grand prize in Children’s Hospital lottery Beachfront package worth over $2.5 million

A beachfront home in Boundary Bay is one of eight grand prize packages in the BC Children’s Hospital Foundation’s Dream Lottery. The foundation announced recently that 2020 Dream Lottery tickets are now on sale until Oct. 15. Dream Lottery proceeds go towards research initiatives at BC Children’s Hospital, where over 1,000 medical researchers pursue discoveries that are then translated directly into improved care to benefit sick and injured children across the province. “If there is anything this new health landscape has brought to the forefront of our minds, it’s the importance of innovative research in

discovering new treatments that will help provide a healthier future for children,” said Teri Nicholas, president and CEO of BC Children’s Hospital Foundation. “The support that Dream Lottery generates can help advance research that will help transform health care for kids across B.C. Our research team is committed to pioneering worldleading research on treatments and cures for the thousands of children who receive care from the hospital each year.” The Boundary Bay prize home, located steps away from Centennial Beach at 397 Centennial Parkway, is a three-bedroom, four-bathroom, 2,300-square-foot home

with a double car garage and a rooftop deck overlooking the ocean. The prize package also includes $60,000 in furnishings, a 2020 BMW X3 xDrive 30i, a 2020 Tesla Model 3 and $100,000 cash. The total grand prize package is worth over $2.5 million. It’s one of seven homes the grand prize winner can choose from or they can take $2.2 million in cash. All prize homes will be available to be viewed online. The grand prize luxury homes are not currently open to the public in compliance with guidelines from the B.C. Ministry of Health. The Burns Bog Conservation Society held its 16th annual Jog for the Bog in late July, but it was unlike any of the previous editions. Jog for the Bog has traditionally been held on International Bog Day to celebrate and raise awareness of the benefits bogs and peatlands provide, the threats they face, and how we can all protect them. Due to COVID-19 and social distancing guidelines, this year’s run had to be different but cancellation was not an option. The Burns Bog Conservation Society could no longer offer the free pancake breakfast or live music synonymous with past events, but Jog for the Bog 2020 Virtual Edition proved to be a memorable experience for participants nonetheless. “This year was definitely challenging given

One pressure caused by COVID-19 has fortunately eased for Delta farmers but another rather big challenge still looms. Delta Farmers’ Institute president Peter Guichon, also the chairman of BC Fresh, had a big concern a couple of months ago when restaurant closures due to the pandemic resulted in a stockpile of potatoes. While stores continued to sell locally grown reds, yellows and other varieties, Kennebec potatoes, which are almost exclusively grown in Delta in this province, had piled up in storage because that variety is primarily used for French fries and dishes in the restaurant industry. Fortunately, that stockpile has been removed thanks to Costco and Loblaws deciding to purchase them from B.C. Fresh. “We were really fortunate. In B.C., all their food service potatoes were sold. I think one of the reasons was that potatoes across the country were kind of short, so the timing worked out really good for us,”

Traditional sector growth most promising: minister LANA POPHAM

Optimist contributor

Over these past months, COVID-19 has impacted all our lives in one way or another. This includes significant challenges for farmers and the agricultural sector here in Delta, and across the province. Since the pandemic began, both myself and my staff at the Ministry of Agriculture have been meeting virtually with as many people as possible. We’re listening to concerns but also hearing stories of innovation as we do our best to support those in need. We have provided funding to help B.C. businesses and farmers markets reach new and existing customers online and worked with B.C.’s food and beverage sector

to ensure those making our food have access to quality, personal protective equipment. We have made progress on labour supply, ensuring thousands of temporary foreign workers were able to safely self-isolate and travel to B.C. farms. We also launched the BC Farm, Fish and Food job connector, a website profiling all the opportunities in B.C. food, to help connect employers with the local workforce. As we restart our economy, I am encouraged by 2019’s record economic growth in the farming sector which saw $3.9 billion in sales, a 13 per cent increase over 2018. This shows we have a firm foundation on which to build a path to economic recovery. As we continue to

focus on creating a strong, resilient food system, the growth in traditional agriculture sectors is what’s most promising. This includes significant increases in sales of dairy, field vegetables, chicken, eggs and blueberries, just to name a few. Through the pandemic we’ve seen the trend of buying locally sourced food increase and I continue to urge people to Buy BC to support their local economy, support their neighbour and support regional food security. Delta is a perfect example of a vibrant farming community that’s contributing to our local food system and we want to keep it that way. Lana Popham is the provincial minister of agriculture.

Delta playing a critical role in provincial food security GARRY SHEARER

Optimist contributor

As we work to navigate the realities of what it means to live and work in the era of COVID-19, families, businesses and industries are constantly looking to pivot and adjust in this ever-changing environment. One of the concerns has been food security, knowing that the supply chain of the basic staples of everyday life are available for us. In Delta, we’re fortunate to have such a rich farming tradition that sees over 50 per cent of B.C.’s green beans and potatoes grown right here. From blueberries, bell peppers and tomatoes to ethically-raised dairy and beef from family farms, Delta is a suburban community setting an

example for the province of a whole community ecosystem. Over the past number of months our member businesses have reported a significant increase in consumer interest and participation in home vegetable gardening or intentionally buying more often from farm markets. To continue to promote the establishment and development of the agriculture technology (agritech) sector, the Delta Chamber of Commerce has been hard at work advocating for support from business organizations across the province. In May, the chamber put forward a policy resolution to the B.C. Chamber of Commerce virtual AGM that included recommendations on how the provincial government can

ensure food security and a reliable local supply chain and consumer base for food and beverages in B.C. This resolution was adopted, and is now part of the province-wide network’s advocacy agenda with government. By promoting agritech, we are encouraging innovation to bridge the gap between our rich farming history and the next generation’s involvement in continuing the growth of the industry. As new generations of farmers grow up in our community, the Delta Chamber of Commerce is excited about education programs that instill the value of locally grown and sustainable food in students. Garry Shearer is the executive director of the Delta Chamber of Commerce.

Delta leases 600 acres of city-owned farmland

As part of its commitment to farming, the City of Delta owns a number of agricultural properties that it either leases or licences for farming purposes. There are currently seven city-owned properties totaling approximately 243 hectares (600 acres) being farmed for soil-based crop production. The leased parcels are found in various

locations, including near Boundary Bay Airport and on the Southlands. The Southlands property was secured through negotiations during the consideration of the Southlands development proposal. As part of its overall development plan, Century Industries Ltd. gave Delta 111.5 hectares (276 acres) of agricultural land, which was then added

to the Agricultural Land Reserve. A majority of the agricultural land is being leased to Brent Kelly Farms Inc., except for an 18.3-hectare (45-acre) Community-Based Farm District on the east portion that is being leased by Century, which also provided a $9 million amenity contribution that’s being used to complete drainage and irriga-

tion improvements to the agricultural land. In the last three years, Delta has hired Brent Kelly Farms Inc. to complete improvements to the agricultural land, including land clearing, soil spreading, ditch cleaning, laser levelling and drain tile installation. Delta council actively supports the farming community and opportunities for farming through its stewardship of agricultural land along with other initiatives. These activities take place with cooperation and input from the local farming community represented by the Delta Agricultural Advisory Committee and the Delta Farmers’ Institute. Other Delta initiatives include ongoing work on the Agriculture Adaptation Strategy, strengthening commu-

Always ask for Fresh Quality BC Vegetables You just can’t beat the freshness and avour of vegetables grown locally in BC’s fertile valleys and greenhouses. Our industry consists almost entirely of family farms, many going back more than 4 generations. BC’s vegetable producers are leaders in environmentally sensitive growing techniques and sustainable farm practices. The produce grown in BC is fresh, safe, of high quality and within minutes of your favorite restaurants and supermarkets. More than 6,000 families throughout BC depend on the fresh vegetable industry for their livelihood. The annual farm gate sales of BC’s fresh vegetable industry is more than $300 million. We are a growth industry with a high economic spin off as every farm-gate dollar generated by a BC vegetable grower further generates $6-$7 in economic spin-offs, resulting in $1.5 billion of economic activity for BC. BC producers also buy more than 90% of their packaging, farm equipment and freight requirements from other BC companies. Our producers are committed to the ongoing investment and growth of our industry, so keep your dollars at home and buy fresh BC vegetables.

Agriculture benefits go beyond food production Delta Farmland & Wildlife Trust has been closely working with the farming communities of Delta and Richmond for many years. Over 40 farmers and land owners participate in its stewardship programs annually. This unique partnership was founded on developing win-win solutions for both agriculture and conservation. In addition to the Fraser River delta being an internationally significant site for migratory birds, it is also a highly productive agricultural region. The stewardship programs the trust provides are designed to enhance land-use for both farming and wildlife by assisting with the costs to increase biodiversity

on farmland while also improving soil health and supporting agricultural viability. To further investigate the benefits supported through these stewardship programs, the trust recently completed a study in partnership with an ecosystem services specialist. The wide array of benefits that farmland provides are called ecosystem services. These services, which are also known as “nature’s benefits,” support human well-being and a healthy environment. Pollination, pest control, water regulation, nutrient cycling, air quality, soil formation, carbon sequestration, and cultural identity and heritage are a few of the many services that are supported and enhanced by farmland and stewardship programs.

When most think of the trust’s stewardship programs, soil fertility and wildlife habitat are the first things that come to mind. However, a survey that was completed as part of the study highlighted the extensive range of additional benefits that are often not considered. These benefits are more related to the knowledge and education as well as cultural aspect of ecosystem services, including education and scientific opportunities, heritage

value, peace of mind, community well-being and viewscapes. A rough economic assessment of the ecosystem services enhanced by the Grassland Setaside Stewardship Program was also completed. This assessment calculated the benefits amounted to about four times the costs. Although the assessment is a rough approximation as the monetary values used for the estimate were selected from other studies and literature, it clearly highlights

Family donation in memory of Lloyd and Kae Jones

The Delta Hospital and Community Health Foundation is thanking a longtime loyal supporter. The foundation recently received a donation of $10,000 from the family of Lloyd and Kae Jones. “A wish that our parents, Lloyd and Kae Jones, wanted to do upon their passing was to donate $10,000 to the Delta Hospital and Community Health Foundation,” said son Neil Jones. “Over the years mom and dad donated to the foundation as they felt that it was a blessing to have had the hospital in our community, instead of having to go to Richmond or Surrey.” He said being seniors, his parents often visited

the emergency ward and had been admitted for hospital stays. “The staff at Delta Hospital were all very caring and took excellent care of them both,” Jones said. Kae Jones was later diagnosed with Alzheimer’s and dementia, and was moved to Mountain View Manor long-term care facility where she was a resident for several years before passing away in April of this year. Lloyd Jones was there daily to see the love of his life and when he had some medical issues eventually became a resident there as well. He was only there for a short period of time before passing away last July.

During their stay, the couple was able to share the same room, and the early morning that Lloyd Jones passed, the caregivers moved their beds close together that night, which Neil Jones said was going beyond the call of duty. “I can’t say enough about all the staff at Mountain View Manor as they were all very caring and supportive,” said Jones. “They are a very special group of people, who I’ve called my angels.” Foundation executive director Lisa Hoglund said the donation is a special tribute from a special family. “The Jones family has been a longtime loyal supporter of Delta Hospital and cherished friends to our foundation staff,” added Hoglund.

We all have relationship with God

I was reading a book the other day and was startled when the author said, “Everyone has a relationship with God.” Startled because preachers, like me, often invite people into a “relationship with God,” inferring that there are people who do not have one. As I dug into his comments, I recognized the validity of his statement. It begins with the reality that God is the creator. Romans 1 reminds us that as such, God is inherently revealed to everyone. Perhaps not a strong relationship but as people grow in sensitivity, they often find themselves reaching out to God even if he isn’t well defined in their understanding. I think of the Ethiopian official (Acts 8) who did

Minister’s Minute DANNY STEBECK

LADNER CHRISTIAN FELLOWSHIP

not know Jesus but had a relationship with God. In his pursuit of knowing him more the Spirit sent along Phillip who helped him take it to a whole new level. So radical was this new awareness that the official asked if he could be baptized, in that very moment, in a little water that was conve-

niently there on the side of the road. So my first response is to apologize for the many times that I assumed people did not have a relationship with God just because they didn’t attend a local church or were obvious Christfollowers. My second response is to learn to rephrase my invitation. Old habits die hard but I am learning now to invite people — who know God — to take the relationship to a new and deeper level through Jesus Christ. It is life-transforming when the Creator God becomes your friend. It has also reminded me that church is not a place where Christians go but rather a gathering of people working out their relationship with God.

It is with the greatest sadness that we announce the passing Jake Tyler John Dobrilla, beloved son, brother, grandson, nephew, cousin, friend. Jake leaves behind his parents Sarah and Jim, stepmother Jennifer, sister Emma-Rose, brother Ethan, grandparents John, Rita, Anne, Gerry and Toni, and many family and dear friends. Jake left this world on July 26, 2020. Jake was born a preemie on April 7, 1992 in New Westminster. He grew into a happy and healthy boy, dividing his childhood between Burnaby and Ladner. Jake played many sports but enjoyed his time on the Meraloma Rugby Team the best, reaching the BC Summer Games in Kamloops. He had a passion for cooking and loved creating his own recipes. Jake applied his strong work ethic to his hobbies of wood carving, drawing and the art of hydro-dipping, as well as to his studies at the Mount Royal University. He enjoyed watching documentaries of any kind, and sitting around visiting with everyone and anyone. He was amazing with children and people with disabilities.

He loved his family and friends, his cat and his dog, but the love of his life was a little girl with special needs whom he doted on. We are all richer for having Jake in our lives. Due to COVID19, a private funeral will be held, but it will be available via live-streaming for those who wish to attend. Please contact Sarah or Jim for the link. In lieu of flowers, please donate to the Canadian Angelman Syndrome Society, a charity that will help the little girl Jake loved so much and others who have this disability. Arrangements entrusted to Delta Funeral Home. Online condolence messages and cherished memories can be left at www.deltafuneral.ca Delta Funeral Home (604) 946-6040

BURNETT, Marion Y. February 20, 1923 − July 24, 2020 Marion Yvonne Smith Burnett (nee DesBrisay) died at the age of 97 in Delta Hospital. She was predeceased by her sisters, Helen, June and Lenore; her dear son, Geoffrey; son−in−law, Gary; step−daughter, Margaret; and her beloved husbands, Gilbert Smith (1993) and Ernie Burnett (2004). She is survived by her daughter, Jennifer; daughter −in−law, Shari (Lindy); nieces, Lorraine, Kim, Gaye, Jill, and Leslie; and nephews, Ross and Paul; step−children, Mary (Frank), Dorothy, Allen, and Jim (Shelley), and their families. Also mourning her loss is her extended family, Maggie, Amanda, Robert (Erin), Matt (Karen), Kaitlin, and Sarah; friends, Heather, Cynthia, and Sandy; and her church family at All Saints, Ladner. Marion had nearly a century of living with determination and enthusiasm, with grace and style, and faith and love. She loved children, beautiful things, parties, travelling, golf, football, spaniels, and her garden. Most of all she loved music and sang in her church choir from the 1930s to her passing. Marion worked at Eatons in Winnipeg as a young woman and later, in Vancouver, she worked at Birks Oakridge for 25 years. A COVID influenced celebration of her life will be held later in August. Contributions can be made to All Saints Anglican Church in her memory.

SAVAGE, Harold Robert Hugh April 1940 - July 2020 Robert passed away on July 29, 2020, after a long, hard fought battle with cancer. His family immigrated from Ireland in 1886, settling on the fertile farm lands of Ladner. He was a fourth generation Ladner farmer, having lived and farmed on Ladner Trunk Road since 1945. For many years the Savage family owned and operated Savage Farm Equipment, supplying farm equipment, parts and service to the agricultural community in the Lower Mainland and Vancouver Island. In addition to the equipment business, the family grew peas, beans, corn and potatoes for Safeway and other processors. Dairy cattle and a beef operation were also an early part of the family farm.

Robert is proud to have represented his agricultural community as a founding Director of the Delta Farmland and Wildlife Trust. He was also a life member of the Delta Agricultural Society, serving as Treasurer for over 12 years. Robert was predeceased by his parents Harold and Veronica Savage, brother John Savage, brother-in-law, George Hodgins, and sister-in-law, Susan Savage. He is survived by his wife of 59 years, Daphne, daughters Barbara, Catherine (Len), and son Kevin (Karyn), and grandchildren Robbie and Amanda Field, and Kora and Kelsey Savage. He will be greatly missed by his sister Sharon Black (Ken), sister Diane Hodgins, and his brother Ken Savage (Anita), as well as nieces and nephew; and extended family. In lieu of flowers, donations to the Delta Hospital Foundation in Robert’s memory would be appreciated. A special “thank you” to Dr. Colleen Lee, our much respected and admired family doctor.

MESSENGER, Fred E. April 8, 1933 − July 26, 2020 It is with great sadness that the family of Fred Messenger announces his passing after battling cancer, on Sunday, July 26, 2020, at the age of 87. Fred will be lovingly remembered by his wife of 67 years, Helen; his children, Brad (Joann), Sandra, Brent, and Holly; two granddaughters whom he raised as his own, Jennifer and Jamie; plus 12 other grandchildren; and 11 great−grandchildren. Fred was predeceased by his daughter, Terri; and daughter−in−law, Cheryl. There will be no service at Fred’s request. In lieu of flowers, donations may be made to the BC Cancer Society.

A Celebration of Life is planned for the Fall, Covid rules permitting.
